At all kinds of modeling tonig tonight. Fox news confirming the department of Homeland Security is examining whether to turn away all asylumseekers tried to get into the border. The proposal has not yet reached the president. If god is real turn on counterterrorism trackers like cell phone tracking to enforce quarantine measures . Video tonight from milan, hospitals trying to prepare new intensive care units, there are reports Health Care Workers are using new rationing guidelines for equipment like ventilators, what it means for the Elderly Population there. Back here in the u. S. , the pentagon prepping to give 5 million respirator masks and 2,000 deployable ventilators to the department of health and Human Services to respond to the coronavirus pandemic. This is fox news night. We begin tonight with White House Correspondent on the very latest round of federal response. Always great to be with you. Getting cash into the hands of americans, that is the Trump Administrations plan to combat the economic effect of the coronavirus but as you can imagine, it means making a tough sell to congressional lawmakers on capitol hill for both parti parties. Hardworking americans are impacted by government decisions, thats when the government has to step up to put money in. The Trump Administrations policy descriptions seem straightforward, dole out cash from the government to soften the blow for those hurt by job losses thanks to the coronavirus. We dont want people losing their jobs and not having money to live when they were doing very well four weeks ago. We are going big and thats the way it will be. It would be the largest bailout in u. S. History, it would include cash to consumers immediately and multibilliondollar bailouts for the crucial hotel and Airline Industries which have been devastated by the viruses impact. The cash infusion could cost upwards of a trillion dollars, a real lifeline for hotel years. Ive never seen anything like it to. On capitol hill a split along party lines about how best to approach the problem. House democrats had a bill that would fund a free coronavirus testing, paid leave, and enhance Unemployment Insurance but getting plans like it past the g. O. P. Led senate which is working on its own package is a muddy hill to climb. The president has said he will sign this bill if the Senate Passes it. Lets move this now. Its my intention that the senate will not adjourn until we have passed significant and bold new steps above and beyond what the house has passed. To help our strong nation and a strong underlying economy weather this storm. A storm indeed according to the majority leader, while the backandforth continues on the hill, treasury secretary Steven Mnuchin says hes ready to get those checks out and into the hands of americans within a couple of weeks. Just as importantly, the administration is proposing a tax Payment Deferral Program that would push back those tax bills which would otherwise be due april 15th, they are talking about moving that back 90 days. I should also mention, we have just received word from our producers on capitol hill that the senate is done for the night, they will not have anything to tell us about a possible package moving forward this evening. I also want to mention and you and i have talked about this, that package we are talking about when you compare a trillion dollars, think about what we had back in the 2008 financial crisis. Steve mnuchin is talking about that and hes trying to make sure we dont end up with 20 unemployment which could be the fallout of the government doesnt act. That is his position and a lot of people are concerned that may be true. Shannon there are a lot of lawmakers working around the clock, they are back at it early tomorrow. Beautiful weather across much of the country today drawing crowds to beaches and parks and bars exactly what we are being told not to do at least not without some serious social distancing. If we continue with that process, we will fail and continue this virus. Every single generation has a role to play. We are asking our older generations to stay in their homes. We are asking the Younger Generation to stop going out in public places, the bars and restaurants, and the spreading asymptomatic virus onto countertops and knobs and grocery stores. Shannon dr. Oz joins us now, i want to read a bit in wall street journal, they had a headline saying a generational war is brewing over coronavirus. Epidemiologists are growing concerns of the millennial pushback against social distancing and an emerging generational divide about how the disease is perceived could undo all efforts to slow the spread of the pirate virus ws your message to people who feel young, feel healthy and they feel cooped up . Their grandparents went to war, we are asking them to take it easy. Sit on the couch, wash your hands, try to make the communities that you are in a little safer. I have kids who are millennials and even amongst them we were having a discussion they all get at, they are smart. They understand they have a responsibility theyve got to hear the message straight up. Many of them were chased out of college they werent quite sure why commit seems alarmist, much of the country felt that two weeks ago. When you begin to see what happened in italy as a good example, you fear the same may happen here. It justifiably young people havent seen that same newsfeed. I find one millennials get it, they really get at, they want to play a role and they want to do the same thing grandparents did but its not too much to ask. If you want to go to a beach, make sure you arent with anyone who is at risk soon after. Ideally you dont go to the beach, you deafly dont go to a bar with the whole purpose is to be near other people. Shannon weve seen us in florida. Spring break gets hundreds of thousands of people in fluxing to the state, some of the beaches are being much tougher, cracking down, keeping crowds away but others are not just yet. I want to play something from one of the folks we caught up with on Clearwater Beach, he doesnt seem to worry. This a lot more people who die from the flu come a lot more people die from swine flu then coronavirus will leve ever kill, everyones going to get it eventually commits a viral infection. Are you concerned about transmitting it to anybody . No, i probably going to wind up with it just like you will. Shannon folks want to be out and have a good time but some dont seem to understand the threat. 50 of us will indeed get the virus we estimate over the next year but if we all get it at once, thats a catastrophe. Thats what italy is going through now, that gentleman unfortunately is terribly mistaken. This virus is very contagious and it has shown its ability to kill and although the influenza seasonal flu virus can also be deadly, our estimate is this is several times more dangerous, how much more dangerous depends a lot on how we manage ourselves and how we are able to deal with the isolation required. Plus theres a social distancing that we are pledging. You are already looking at Success Stories in china where they were able to corral this virus in one province and it was the largest quarantine ever in human history. If you look at the other provinces, they didnt get the virus nearly as bad. South korea which is not dissimilar to this countrys medical care has been able to really suffocate this virus, there started to open up again. If we dont handle this right, we are not only going to have to deal with this the next six, eight weeks, its going to linger for a long time. If we do everything correctly, that gentleman will be closer to right but if we do it wrong, i will guarantee you he will be dead wrong. Shannon you mentioned italy, i want to bring that up. We are hearing all kinds of reports, they have the headline italians over 80 will be left to die as country overwhelmed by coronavirus. The courted doctors this is how it is in a war. If the telegraph says theyve seen a document outlining protocol for how they move forward, thats got to be your worstcase nightmare as a health care professional. Its armageddon if that happens and we are already getting pretty full and a lot of hospitals in new york city. You dont want to push the system. Yes, we can build, almost get an accordion on additional hospital beds, we can put costs in and have people commit and build New Buildings but the smartest thing to do is to get people to limit the number of people put present at the hospital. If we do this right, the fiver starts to die out. If we can get to the summer where we already have a weather advantage the virus particles dont travel so well when they are swollen. We will have lots of time to pick up solutions for people who do get sick. We will do more to keep them out of the icu and keep them without a ventilator. We need time. If we behave like neanderthals and dont respect the possibility that there might be a crisis because this happened in other countries, we are going to get burned and we are better than that. America has always been able to man up and mobilize, this is an opportunity for us once again to show ourselves and we are being asked to sacrifice for probably a couple weeks and as restrictions come off, may be by june, i anticipate we go back in the water so to speak. Shannon we all can rise to the occasion and have confidence in the American People the theyre going to be willing to sacrifice to protect each other and themselves. Thank you so much for your time, great to see you. Amid the coronavirus developments, three States Holding primaries tonight and the fox news decision desk can project the former Vice President joe biden will defeat vermont senator Bernie Sanders in the eriarizona primary. Earlyish night he took florida, thats 219 delegates in illinois has 155. Peter doocy tracking what it all means for the democratic race from nearby headquarters in philly. There were no live candidate events tonight, just live streams. Joe biden locked on a few minutes ago from his house in delaware with a special message for his supporters about the coronavirus. Americans and three states want to the polls today i want to thank all the Public Officials and the poll workers who worked closely with the Public Health authorities to ensure safe opportunities for voting, the clean and disinfect voting booths and to make sure the voters cast their ballots while maintaining a distance from one another that was safe. Thats the first time weve seen him since he was granted secret Service Protection which is campaign asked for last week after protesters got too close for comfort at a super tuesday event in california. We dont know when his next event is going to be, same goes for Bernie Sanders who never even mentioned todays primaries in his Election Night live stream. During this crisis we will advance stock buybacks and bonuses for executives, we will put conditions on Financial Assistance to make certain that any corporation in america that benefits from emergency aid does not lay off workers, pays workers a livable wage, and does not rip off consumers. What happens next . The dnc doesnt want any more major changes to their primary calendar coming up like ohios postponement, now the dnc chairman tom perez is writing to states who have not yet held their contest, he wants in person voting to continue just with longer hours and days added to the early voting portions to keep the line short and keep people far apart from each other. Thats not all he wants. In this letter, he writes in order to ensure voices of voters are heard, the dnc is urging the remaining primary states to make voting easier and safer for voters and Election Officials alike. The simplest tool is a vote by mail which is already in use at a number of states and should be made available to all registered voters. The next big day of primaries in multiple states is going to be the first week of april but we dont know if were going to wind up seeing biden or sanders in person before that. Shannon peter doocy thank you very much. A biden sweep yet again, we will watch the next one and see when folks eventually get to the polls, thanks. The government maintains control over individuals to serve the greater good but what about the danger to Civil Liberties and finding a balance . That debate is playing out in new york for the cities mayor is thinking about locking the entire city down but so far the governor says not on his watch. No city can quarantine itself without state approval. I have no interest whatsoever and no plan whatsoever to quarantine any city. Shannon delicate balancing act with former Deputy Assistant attorney general john yoo and seattle radio talk show host jason raines. I was looking around today for information about quarantines from the past and i stumbled upon this document from the aclu that they put together in 2008 called pandemic preparedness. Too often, fears around epidemics have testified abuses of state power, highly discriminatory and enforceable vaccine and quarantine measures in response to the plague and smallpox have consistently accelerated rather than slowed the spread of disease while fomenting public distrust and then some cases riots. Its quite a mouthful. We can look at history and learn from events in the past but those are times when people didnt know about germ theory. I think what you have before you now is a much better way to learn which is to look at what other countries have done, for example dr. Oz a while ago said south korea has done a good job, china has now turned the corner on it, we can also learn from places like italy where policies seem to have failed. We dont have to look back a hundred years or 50 years at panics, we can look at the evidence before us. I think there are certain policies which seem to be working but we can go too far. Im living in San Francisco in the berkeley area where we seem to be under a total lockdown of almost all social activity, that might be going too far but i dont think its a violation of constitutional rights, i think its we are trying to reach the right balance between stopping the spread of the disease and not totally putting the economy into a seizure so that people who need money who need to work on table two. Shannon the Washington Post had this headline, the government can quarantine you for the coronavirus and theres nothing you could do about it regulations enforced by the cdc give Health Officials Broad Authority to quarantine or isolate any one reasonably believed to have been exposed to a range of highly infective diseases. You are out there on the west coast where you have a big explosion of this and there are some measures in place, how is it playing out there . Its playing out in the way you would expect it to, lots of people are nervous, lots of people on the brink of panic. We heard earlier today that the schools may stay closed into the fall. We are constantly hearing rumors about a San Francisco style policy that will keep people indoors. You walk around, drive around the city of seattle, its unrecognizable. There arent many people on the roads, certainly not many people in businesses and a lot of them have had to shut down. Theres a fear that they arent going to open up again. Not only are we dealing with the Health Concerns and the panic about a potentially deadly virus depending on the demographic that gets it, you are also worried about paying rent, paying common bills, going about your normal life and i think at some point they are going to intersect in a way that needs to be managed. Im wondering if we are prepared for that. Shannon we are going to play something by the Surgeon General today, here is his take on this. We are not an authoritarian nation, we have to be careful when we say lets do it china did, lets do it south korea did. A lot of our Public Health authority relies in the state and local level. Shannon ive been hearing this debate back and forth. The states are doing everything because the feds arent managing it well and on the other hands they are saying youve got to watch this Trump Administration, they have these authoritarian tendencies and you cant let them start cracking things down on high from the fed. Where do people find that balance . Its ironic that people are attacking trump now for not being activist enough when two months ago, people were attacking trump, trying to remove him from office because they were worried he was exercising to watch president ial power. There is a difference between what the federal government can do and with the State Government can do, the federal government can control the borders, it can provide a lot of money, it can provide a lot of supplies, the real power of government to handle an epidemic like this thats not localized in one place, that the spreading out throughout the country is in the State Governments. Thats the way our constitution is designed and federal law still gives the front line responsibility to governors, mayors, county executives because they are the ones who control the resources and the personnel that can really enforce things like travel restrictions. The federal government doesnt have the people or the resources to do anything like that. In a weird way, its a success for the president in dealing with this epidemic, its going to lie in the hands of people like gavin newsom or andrew cuomo. Shannon they both have had praise for him in the last few days and they are archenemies otherwise. Speaking of governors, Governor Northam tweets i just issued an emergency order to enforce virginias statewide ban of more than ten patrons and restaurants, theaters, and fitness centers. Please use common sense if you are considering ignoring this limit, dont. At what point do you have any concerns about authorities using whatever resources they have. To crack down on people who dont go along with what is for now a voluntary at least where where we are in virginia, a voluntary suggestion. Heres where im concerned. Im concerned when people decide they dont think this is serious enough to do the self isolation. I fear some people are going to put governors or mayors in position where their hands are tied and they are going to start moving down the line of these kinds of massive quarantines. Ive been talking to people on both sides. On the left, i need to hear people stopping this nonsense, politicking and going after trump whatever they can and taking it out of context because they are downplaying the seriousness of this. On the right, i say the same thing and im a conservative but im talking to folks on my side to saying lets chill out a little bit about any kind of criticism against the president , there are good faith criticisms that we can level and stop with the conspiracy that all of a sudden the police are going to take over and we are going to have people with guns wandering around the streets keeping us in our homes, we arent to that point. But if we dont take this seriously and dont follow the directives coming from Public Health officials coming from this administration and coming from our governors, i think we are going to force their hand. I know folks like john are out there who are going to make sure that if there are any legitimate Civil Liberties disruptions, theyre going to call this out. Right now im more concerned about the guy you played earlier going out on the beach and hanging out. Shannon thank you both for weighing in, its an important discussion. More news from the governors and the help they are getting from the Trump Administration next. Would you really understand it with just that point of view . Weve got a different way to look at it, from right here on the ground. We dont just see United States we see united towns. From where we sit, just down the street, near the post office, by the park, when we stop and look around, what we see are sparks. Sparks of hope, of compassion, of communities who stand firm. When neighbors lift each other up, expecting nothing in return. Were grateful for what you bring, and all the sparks youve shown, in the thousands of towns that we get to call home. Peshould become at scelebrity accountant. And, i tell them, nobody should. But, i just dont think you need a separate private plane. But i, but i want it hey, buddy. Whats the damage . I opened a sofi money account and it was the first time that i realized i could be earning interest back on my money. I just discovered sofi, and im an investor with a diversified portfolio. [ barking ] shannon democratic governor praising the president and his Coronavirus Task force tonight as estates look to the feds for everything from medical equipment to potential military help. They had been responsive late at night, early in the morning, and they have thus far been doing everything they can do and i want to say thank you and i want to say i appreciate it and we are not democrats and we are not republicans, we are americans. Shannon how is texas handling the pandemic . Governor greg abbott talks to us about the challenges. Its refreshing to hear that today from a democratic govern governor. Governor cuomo was spot on. In a pandemic situation, we need to put partisan politics aside and address the medical emergency that we are all dealing with. This disease doesnt discriminate along party lines. This is a human being issue and we all need to do everything we can collectively. Federal, state, and local working together to make sure we provide the most robust response possible. Shannon the president has taken a lot of incoming on the way the administration has handled things and even the phone call that he says another governors have said it was misconstrued yesterday. Heres what the president said about that call. We have ordered massive numbers of ventilators, i gave the governors the right to order directly if they feel he can do it faster than going to the federal government. Weve knocked out all of the bureaucracy, its very direct but its always faster to order directly and i gave them notes, totally misinterpreted by the new york times. Shannon what was the sense you got from the call . The way the president just characterized it is exactly the way it was presented. My take away was the federal government is there to provide us that material and is stepping up to do it. You have seen the way they have increased what they are providing to the states but he pointed out if we have ways of getting it quicker we should pursue those ways. If theyre going to provide reimbursement for the equipment we are going to be getting so we all have a need for speed. The president was pointing out the obvious. Shannon deborah birx who is an esteemed member of this task force has also talked about the regulatory challenges, some of the red tape. Heres what she said about that process. I think what youve been hearing from us is to find solutions that are high quality and sustainable based on the front line workers and governors requests. That is the level of red tape and bureaucracy that we have renewed. We are creating a road map for a different level of functionality for future pandemics. Shannon other things you can point to when it comes to unnecessary red tape or other regulations that are making your job easier . Absolutely. Its one of the preeminent power as it goes along with emergency declarations and that is the ability to eliminate the red tape that goes with rules or regulations. Whether its at the federal level, at the state or local level. What you are seeing the president doing and being able to move things around so quickly now. We have things that sometimes take months to take place in a matter of a day. They can cut through red tape and deliver results. Shannon there have been calls from psalm two the National Guard, the military, army corps of engineers vox has an interesting article about with the military can and cannot do to the coronavirus response. They also quote a top pentagon official saying theres so much capacity in the Defense Department that is completely untapped at the moment and thats a mistake. What is the view from where you are other military assets that could be available to you as estates that you are waiting to be mobilized . Its the governors who are in charge of the National Guard and their respective states. I did announce the mobilization of our National Guard today, we have coordinated our planning process from the very beginning with the National Guard. We are mobilizing for the purpose of responding to any requests that are out there but candidly there arent a arent a lot of requests out there for the National Guard. This is a medical based issue, not so much of a military based issue. There may come a time for a need for Something Like that but with the National Guard in the state of texas provides for us is manpower. Lets say we want to set up some emergency popup Medical Clinic the National Guard can help mobilize those efforts. They are particularly helpful and trained to do Something Like that and if there is a need for Something Like that, maybe they can be used but typically its going to be the governor who mobilizes the National Guard. Shannon we have been featuring people doing things in their communities, the charitable organizations, we featured a group from texas last night you guys are impressive, you always step up. Our hats are off to them as they brace to get ready for the possible worst. If we wish you all the best. Thank you so much, god bless texas. A former Vice President joe biden enjoying another big tuesday night, this time in florida, illinois, and arizona. Elisa acuna is in phoenix, we begin with chief Congressional Correspondent mike emanuel playing the primary numbers game for us tonight. Big night for joe biden with wins in florida, illinois, and arizona, opening a commanding lead in delegates over sanders with his latest victories. He addressed supporters from wilmington, delaware, tonight. Its important for us to get through this crisis protecting the Public Health and our democracy. Today it looks like once again in florida and illinois, we are still awaiting to hear from arizona our campaign has had a very good night. The virus has fundamentally changed the nature of this president ial campaign. He was rallies and primary states are gone with big crowds not safe due to the outbreak. Replaced by a tele town halls and live streams emphasizing coronavirus solutions. We need to use existing Emergency Authority under the defense production act to dramatically scale up production in the United States of critical supplies such as masks, ventilators, and protective equipment that i wil Health Care Workers need to. Dnc chairman is calling on upcoming states to maintain the schedule even if it means creative voting the simplest tool is vote by mail which should be made available to all registered voters. Ohio is pumped back to june 2nd, hoping that will be a safer time for voters and volunteers. Shannon mike emanuel, thank you. If further west, a call came in minutes ago, joe biden finishing his clean sweep with a victory in arizona. Reporting live from the grand canyon state, good to have you with us. Tonight, Vice President joe bidens win and arizona didnt really come as a surprise. He had been leading in the polls leading up to today by double digits and while senator Bernie Sanders had enjoyed supported by latino voters, it was not enough to bring him within striking distance of biden. Arizona, state that has seen Significant Growth in the last decade has also experienced a demographic shift that has inched it to the left politically, but again, not enough for a selfdescribed democratic socialist. Add to that, biden was a very close friend of senator john mccain and spoke at his funeral. He was wellliked by moderate democrats with other states postponing their primaries, arizonas governor and a secretary of state defended their decision to continue with their president ial preference telling reporters there is no guarantee of future election date will be anymore safe. Prior to polls open income of 480,000 people had voted through mail or at drop off locations. Election officials cut the number of polling locations that equipped each one with hand sanitizers, wipes, and the cleaners biden tonight. We are moving quickly to meet this challenge. Its important to get through this crisis to protect Public Health and our democracy. Last update, arizona has 20 confirmed coronavirus cases here and there have been community spread, shannon . Shannon lawmakers tonight pushing for even more federal spending to help American Workers and companies caught in the coronavirus shut down as republicans and democrats look like they are hammering out different proposals. At least one republican thinks decisions should be made by those closest to those who actually need the help. Senator ben sasse saying instead of washington centric bailouts, let the governors direct spending. Lets bring in Leslie Marshall host of the next revolution and Fox News Contributor jason chaffetz, good to have all of you with us. I want to play something from dr. Anthony fauci, one of the key players in the task force and the advice he is giving us. We are asking the young people to help us with this Mitigation Strategy by staying out of the bars, staying out of the restaurants, really trying to distance yourself. Dont get the attitude im young, im invulnerable. We cant do this without young people cooperating. Shannon we need lawmakers cooperating and we were told the senate has wrapped it up for tonight, they will get back to it tomorrow, what is your message about getting this done . If you are a small business, you cant last 30 days with no income. I think senator ben sasse is right. How we do it in utah or nevada is going to be totally different than how Governor Cuomo might do it in new york city. Let those governors administer this on a county by county basis, i do not like the idea of sending out a thousand dollars to every american, i dont think that is sustainable or wise. Young people do need to help us out because they may transmit it and infect grandma and grandpa which is not what we want them to do, the reason we are reacting is because we want to protect grandma and grandpa. Shannon people have gotten more frightened and we are awaiting this wave and not knowing exactly how its going to hit the u. S. To hear people say we are going to be partisan about this, i dont care if there is an art o. D. My name, lets cheer for the country. Ive been saying for weeks this virus does not discriminate based on anything as we have seen, age and certainly not political affiliation. This is a time as a nation we need to come together, this should not be made political. Shouldnt be fingerpointing left or right by anybody because right now we are human beings together and we are only going to get through this if we have that united attitude. I want to say one thing about the young people. In south korea, the highest number of dead among demographics is 2029 years of age so youth is not invincible. We saw the aerial view in spring break, they think they are invincible, they arent only putting themselves at risk but others around them, perhaps parents or grandparents. Shannon in the meantime china is blaming the u. S. Saying its our fault and all kinds of conspiracy theories and whatnot. The nsc tweeting the Chinese Communist Party Decision to expel journalists from china and hong kong is another step toward depriving the Chinese People and the world access to true information about china. U. S. Calls on chinas leaders to focus on efforts from expelling journalists to joining all nation and stopping the wuhan coronavirus. He labeled it very specifically. Good for them and thats what it is. Its a factual description and we shouldnt be cowed from using a factual description by what the communist party might want to say. They can fight these political gains in p. R. Tricks but the real truth is that long term, they are going to be hurt by this. The world is waking up and realizing that we have become far too dependent on china, not least medical and pharmaceutical manufacturing. That is all going to be leaving china and President Trump is leading the way on that, bring that back to america. One thing i want to echo, i totally agree about not just handing money to people. This Economic Impact is going to be so much more serious than i think a lot of people are thinking right now. Its all about not stimulus, not giving people a bit of money, its about survival, helping businesses survive over months of economic shutdown and thats going to take a lot more than handing a few checks out to people who are affected. Shannon there is talk tonight about new pressure on Bernie Sanders to drop out raise your hand if you think hes going to be gone in a week . Shannon across the hudson river its all quiet on a new front against the coronavirus pandemic tonight. Correspondent Rick Leventhal is one of few people out on the streets tonight, he gives us a look. If youve ever been to hoboken, new jersey, you know it almost never looks like this especially on st. Patricks day. This is known as a party town and this is traditionally the craziest, rowdy estate of the year. The streets, the sidewalks come every single bar and restaurant would be packed day and night. There is a curfew in effect from 10 00 p. M. To 5 00 a. M. And every one of these bars and restaurants was already basically closed. The mayor told them last saturday stopped serving food and drink on premises, only allowed takeouts and deliveries and much of the nation followed that example. Today, the mayor made another drastic step of issuing a new policy of self isolation telling residence whether you are sick or not, stay home unless you have an essential need to go out. See a doctor, take care of a family or a friend or go to work. Thats what the mayor told them is the only way to stop the transmission of coronavirus here in the city of hoboken. San francisco already has a policy in place and new york city could be next. The mayor bill de blasio today said he will decide in the next 48 hours whether to issue a shelter in place order for americas largest city where many of the businesses have already closed and many of the 8 million residents are already working from home. The governor said this is my call, not yours and the governor doesnt sound like hes ready to take that to measure certainly extraordinary measures being considered during this extraordinary time. Shannon thank you. My inbox is filling up with examples of how america is reaching out to neighborhoods, churches, anything you can dream up. A great idea i learned about locally, theres a woman who set up a venmo fund that she orders food from local restaurants that are trying to stay open to be a pickup or delivery. She orders that, she has the food sent directly to hospitals and medical offices were hungry, tired medical professionals can get a hot meal delivered right to their door. She is helping restaurants and Health Care Workers, something you can do in any of your communities. In iowa, a senior at the university of iowa set up a google form online so people can volunteer to help in the community. They run errands, they say how far of a radius they can cover, she matches up the information with people who are in need. Things like getting groceries or medicine and we love that she is using technology as a young person and college to try to help a lot of people and connect them to each other so that folks can feel safe and have everything they need. Shannon welcome back to fox news night and the corona coronavirus questions. The top medical experts in just a minute. That is our plan every night this week as we do special coverage past midnight eastern. You can tweet a question at fox news night. And the number of deaths is rising across 46 states, and people diagnosed with a virus. That number will continue to go up as more tests go out. President trump announcing a list of guidelines that you and the white house Coronavirus Task force will slow the pandemic. Team coverage starts tonight. We have things in store for you. Kevin is following all of the negotiations on capitol hill about the efforts to get the others relief packages. There are many in the works but what can you tell us, kevin . You are right about that. The last Hour Commission and they will not be an announcement tonight. We know congressional lawmakers, Senate Lawmakers are working feverishly quite frankly to get this thing down because the real key is to get cash into the hands of americans. That is the Trump Administrations plan at least to combat the economic effect of the coronavirus which you when i discussed his wide ranging. But that also unfortunately for those in the mix of this means making a tough sale to congressional lawmakers on capitol hill for both parties. Hardworking americans are impacted by government decisions. That is when the government has to step up to put money into the economy. The Trump Administration policy description is straightforward to dole out hard cash from the government to soften the blow for those hurt by job losses thanks to the coronavirus. Do we dont want people losing their jobs or not having money to live when they were doing well four weeks ago so we are going big. That is the way it will be. It will be the largest bailout in u. S. History. The plan will include cash to consumers immediately and multimillion dollar bailouts for hotel and Airline Industries which have been devastated by the viruses and packed. And all the cash infusion can cough up 1 trillion. A real lifeline for hotel like christopher. Ive been doing this 35 years and never seen anything like it. But on capitol hill in a split on party lines how best to approach the problem here last week House Democrats with a bill to fund three coronavirus testing, enhanced insurance and getting plans with the g. O. P. Led Senate Working on its own package is a money hill to climb. The president has said he will sign this bill if the Senate Passes it. Lets move this now. Lets move this now. It is my intention that the senate will not adjourn until we have passed significant and bold new stuff above and beyond what the house has passed. To help our strong nation and our strong underlying economy weather this storm. That there is the majority leader mitch mcconnell, over i should say on capitol hill. Let me point this out quickly, shannon, Steve Mnuchin made a comment today. Listen, if we dont get something done quickly, we can look at 20 unemployment. What he is effectively saying as the backandforth continues on capitol hill, he is ready to get out the checks and get them in the hands of americans within a couple of weeks, quite frankly, because this is the time if you lose a job or if you will be laid off were furloughed, you need that money. That is what the administration wants to have happen. But lawmakers have to get off this site and get something done. We will be watching something together, my friend. Shannon his projection of the 20 is if nothing was done and no economic intervention as a spur to the folks on the hilton outlet it get out of place. Thank you for giving us all the ins and outs. The battle for the coronavirus with immediate negative impact on businesses from wall street to main street and everywhere in between. So the white house has been working feverishly with the senate this week to try to get relief to americans who need it as soon as possible. They can definitely afford it. Tens of thousands of employees and all of these companies, furlough, what is the message to them . President trump this is nobodys fault. It happened and we will take care of care of it. Shannon the partner of the Hill Restaurant Group is already experiencing this reality. He joins us live. Tom, good to have you with us. I know because i read about your story that you employ a lot of people that you care about and individually know about them but the policy now in d. C. That has been rolled out means real trouble for you. Tell us your situation. Well, listen, it has been very tough. All of a sudden, overnight, we get told we pretty much have to shut down. The first rollout was that we had to limit seating which would pretty much put us out of business. And with the new shut down pretty much, 150 employees that id pretty much had to furlough immediately. You know, we just come out of a slow season in d. C. So its not like we are flush with cash coming into the season. We usually make our money. Shannon this is the time of year for folks who dont know, Cherry Blossoms bloom and we get a ton of tourism that pours in this time of year and lights up the restaurants, theaters and everything else. Are you able to do anything with being able to provide delivery or carry out . I know a lot of restaurants are trying to do that to string together some work. Is that a possibility for you . Most of ours are not set up for that. We are more dynamic and we are actually trying to figure out how to proceed right now. You know with d. C. Government right now, i think they pass something late this evening. I havent got to read up on it yet, but definitely supporting the workforce. Our big concern but this whole shutdown was our employees. We have been trying to hang onto them as long as possible. I actually got a little tiff with the mayor. Shannon when she was initially rolling things out, no, you have employees to pay and they have families to feed. I will do everything i can to stay open. She basically said, im not giving you an option. This is a policy, and youve got to do it. When she first rolled out the first proposal, limiting 6 feet apart and no bar seating, that wasnt fair. The big places can handle that. Two or 300 seats, the small businesses, i would have to shut half of my businesses down. I couldnt comply. So i actually put out a post, which, you know, probably did have a little hastily and picked a fight with the mayor. I told pretty much i was not going to comply. And then the next day, it even had a talk with the office and if you are going to do it, you need to shut everything down. The next thing, she did to. So we never not complied. Shannon no, i mean, listen, you have so many that depend on you. We are all a little emotional as this thing rolls out and try to keep things together. One of the other businesses and several have been quoted in d. C. As happening all around the country now. In d. C. , the talk about this. The hometown roaster coffee laid off 150 of 189 employees. 80 of its staff according to an email from the cofounders, they showed the least damaging of their bad options. Opting to lay off to apply for unemployment benefits. These have to be incredibly painful decisions for you to make. People are making them, you know, every minute across the country right now. What is that like . The hardest part is the indecision. We dont know how long it will in fact or how long it will be. What do you tell your employees . When did we get to come back to work which is what they are asking, two weeks, two months, who knows . It was a tough decision and pretty much we shut everything down so we are in damage control mode right now. We dont know if there will be support or help from government. We dont know it is fine if they want to give us sba loans but we are just borrowing money. We have to pay that back. If we are not going to be open for days, months, we dont know where we will be. We are just trying to figure out right now, what we are doing and how we are going to do it. It is a very tough situation. You know, everybody is in it. All of the restaurants are shut down. Its not just us. Everybody is going to the same thing. I talked to multiple Restaurant Owners in d. C. , and they are all going through the same process. Shannon yeah, and so when you are the real life face and your employers are th the real e faces in the stories we hear about being financially impacted, we wish you the best. We know you will try to hold it together with so much uncertainty, thank you for being with us. Thank you so much. I appreciate the time. Shannon the former front runner is new again. Time for a continuing Team Coverage in the president ial primary contest. Phil keating in orlando, florida, where joe biden with a resounding victory tonight. Where voting has been postponed over coronavirus fears, so we began with chief Congressional Correspondent mike emanuel with the primary numbers game with us tonight, hey, mike. Joe biden appears to be rolling towards the democratic nomination with wins in florida, illinois, and arizona. Biden clobbering Bernie Sanders and florida and winning by 20 points in illinois unlike many primary knights, biden spoke straight to the camera up with no supporters in the room due to the coronavirus. Doctors, nurses, emts and Public Health officials as well as a frontline emergency workers like firefighters and dedicated folks to keep the shelves stocked in the grocery stores. You know, tackling this pandemic is a national fighting of a war. Fundamentally change the president ial campaign. Huge rally simply in primary states are going with big crowds not safe due to the outbreak replaced by tele town halls and live streams emphasizing coronavirus solutions. We need to provide a direct emergency 2,000 cash payment to every household in america every month for the duration of the crisis to provide them with the assistance they need to pay their bills and take care of their families. Ohio called off todays primary and bumped it back to june 2nd and calling on of coming states to maintain the schedule even if getting creating with voting. The right to vote is the foundation of democracy and we must do everything we can to protect and expand that right instead of bringing our democratic process to a halt. Pressure is likely to build Bernie Sanders to get out of the race. No announcement tonight. What is tricky is making sure the establishment does not turn off those passionate sander supporters. Shannon. Shannon that is the key. Mike, thank you. Florida, of course a huge battleground and will become november as well. Former Vice President got an early win in the Sunshine State tonight. Phil keating with the story live from orlando, hey, filled. Hi, shannon 219 delegates from the state of florida, though three state primary night and biden winning florida was widely expected because decisional he polling a commanding lead over sanders here at the state got a large Elderly Population that is pretty diverse, especially south florida. Both factors favor the Vice President. Decided to go ahead with this voting on tuesday despite the delays of the primary due to the coronavirus fears. So what that meant today with smaller turnout, a lot of poll workers not showing up at all times of disinfectant every precinct in the state thoroughly cleaned, stocked with hans hanna titers in each voting booth and wiped out throughout the day and all scheduled to be at retirement or assisted living centers. Safety all moved into other precincts. In hollywood, florida, some voters showed up wearing masks, gloves, including this highrisk couple. Both 88 years old. This is our citizenship. This is the cost of being an american. We love to vote, no matter what happens, we always come out. We have never missed an election ever, ever. Even though they said that our age we should stay home, we feel that it is our duty. The ecoall over the state, there were many reports all day of practically empty precincts or little or no weight to vote at all. Plus the state had already voted either by mail and ballots were early voting. And another factor why biden did so well in florida, he got 80 of the Senior Citizen vote, 71 of the jewish vote, 70 of the black vote, 58 of the hispanic vote and all floridians as moderate, joe biden won 75 of them, shannon. Shannon phil keating in florida, thank you. Another november bellwether taking a backseat in tonights primary seedings. Tuesday schedule election in ohio postponed until june 2nd in an attempt to mitigate the spread of coronavirus. Ellison barber on the ground in columbus tonight where unexpectedly quiet, hey, listen. Hey, shannon, this is a polling location and supposed to be open starting at 6 30 this morning but maybe didnt get the message and didnt hear about the change when they showed up they solve this. This time showing the center was closed. No voting today. Signs like this in polling locations across the state were closed, doors shut, a lot of people but the signs outside. A lot of people showed up thinking perhaps they could still bow and then they were unable to. Last night, there was immense confusion and being pulled all sorts of different directions. Two things happened that led to the polls being closed today. The state Health Director issued an emergency order, and Emergency Health order to close the polls after that judge in Franklin County denied the governors legal motion to postpone in person voting. This morning, the Ohio Supreme Court denied a request to propel ohio county to hold primary election as planned. The governor has told the secretary of state to seek a remedy through the court to extend voting options. Those efforts are already underway. Voting is planned for june 2nd, and right now voters should go to vote ohio. Gov to request mail in ballots. Today the voters were frustrated and wanted to know why it took so long for officials to make this decision. And the state acted as quickly as they could. Listen here. They should have had this already decided a week ago, you know, when they started Closing Everything down. You know, when they started closing all the stuff up here they should have closed everything at once. I would ask that question pointedly to the director and to the cdc repeatedly throughout the last week. Their advice changed radically on monday morning. Their guidance change based on the cdc guidance saying now gatherings of 50 were going to be prohibited appear that ohio wins over 65 should remain in tr homes unless absolutely necessary to go out. Under those circumstances. The one in the Ohio Democratic party already filed related to this. The only two groups that have the authority to set a new election date for the state legislature or the courts. Shannon. Shannon ellison barber, thank you. For those who were born to ride, theres progressive. Shannon there is so much uncertainty right now. Plenty of misinformation out there. We are taking your questions to the experts. We are doing this every night. And sweet the questions, and Nicole Saphier and dr. Marty kerry, thank you for being up with us early is the case, depending on your time zone. Good to have you with us all right, i will start with the first question, and a few questions that have been asked and answered. Number one what is the difference between covid19 and fluke. Since both viral why is covid19 more dangerous than flu since the flu has killed more people than covid19 . Dr. Commit at least at this point. What is concerning about covid19, that is a sister of a coronavirus which causes the common cold. It was involved with sars. And a separate virus. This has a rapid increase. That is what we are concerned about. It is great to spread and we are seeing in italy, these cases come in at 90 deaths, ten days ago in one date to 350 deaths on saturday. That is what we are concerned about with covid19. Shannon doctor, anything you want to add about the differences . A lot of the panic comes from the unknown. With the flu commit is something something that comes every year, and we have vaccines for it. We have done treatments for it and tens of thousands of americans die every year, it just come to expect it. And really, we are able to prevent a lot of the illness. What the concern with covid19, a ramping up of cases and more and more cases every day, by the hour. Its not whether the Health System can accept that all rapid at one spirits one doctor, the next question from peter snug. What is being taken a number of beds to care for those who need to be hospitalized. What are the limiting factors to increasing that number as soon as possible . These are milliondollar questions right now. Something we are looking at closely. Unfortunately, there have been movements from the federal government in terms of trying to get funding. We have the bill although not passed in the senate, passed congress as well as declaring a National Emergency act and the stafford acts. We are getting funding so we are able to mobilize support. There are a lot of hospitals right now saying we will cancel all electric procedures that way to keep beds free and Health Care Staff available. We also have makeshift Medical Clinics being set up. Some by the government and some being set up by private institutions. A lot of Health Care Hospitals and small practices are doing telemedicine. That is to keep patients out of the hospital. All of these things together trying to make sure the hospital can take more patients. We are still in the middle of flu season so that hospitals can be quite full. So the goal is to keep the numbers down as much as possible. Shannon dr. Mcgarry i was reading how the military can get involved and one of the things i was reading about, the hospitals of a certain age who would remember this show, so wildly popular with the ability to add to the beds in the systems by standing up for their facilities in emergencies as well. Is that part of this equation to make sure we have enough beds . Absolutely. The military has its own medical your system and on the battlefield in set up operating systems. Woo hand has 19 hospitals and still over run. This is a city of 10 million people. Its not the entire population of china. So we need to do that. We need to expand and we will not be able to do it fast enough. That is why we talk about reduce transmission rates so we dont get that surge at once. Its a double whammy. Health care workers at highest risk and can be out of commission. And a massive influx which requires more health workers. Shannon we have been looking at the story telegraph today talking about the protocol document they say they have seen in italy where they are making decisions how they will decide who gets Pacific Medical care. They are talking about people over 80 and have poor health in a scoring system for making these decisions. So that leads to my next question. It comes in, once the system becomes overloaded, what criteria will be applied to tree to treat patience . As a medical that is a decision i assume you dont want to make . First of all if you need anything done in a hospital that can wait, wait. If it will not increase any risk, hospitals are often now asking you to just put things off, okay . No cosmetic surgery for the next three or four months. We need to build capacity. The way we are going to do that is figure out who needs intensive care, who needs a respirator, who is close to needing a respirator. Those are the people we will focus on. Most of these cases are mild or have no symptoms. Those patients should not show up show up. Shannon doctor, this tweet from tracy. What is the length of the illness . Is it 14 days, longer . We heard about these people who said they never had bad symptoms but some are quarantined from the cruise ships and they keep testing positive. They are not coughing. They are hitting 40 days now. So what should you expect with being sick . Shannon, that is a great question and also it keeps changing as data comes out. The incubation period is about five days when exposed to the virus with the symptoms. Which is different than the flu because it is shorter with the flu, therefore, you get sick or sooner and isolating yourself sooner. Which is why with covid19, we tend to be infecting more people because it will dramatic with mild symptoms longer. In the symptoms, at that point, it seems like the symptoms stick around much longer as well unlike the flu. The flu only takes a couple of days. You feel crummy with a days but it goes away in a few days. But with covid19, people have symptoms a lot longer, up to 14 days. People are testing and still testing positive longer than that. Actually, potentially they are shedding the virus but it does not necessarily mean actively contagious. We are still trying to figure out exactly what all this means. Some people shed longer than others. It is hard to say. Once you actually get symptoms, mandatory 14 day quarantine until you have at least two negative test 24 hours. Shannon okay, this is a question we have gotten a lot. This comes to us from what is the current consensus or data how long it can last on surfaces . A wide disparity anywhere from three hours to 28 days. We need clarification on this, doctor. It is two hours on copper horse field. It could be longer but on fabrics or plastic, it could be days. So people need to be mindful that surfaces are one of the most common modes of transmission, especially our phones. When you wash your hands, youve got to remember that phone is an extension of your hands. Shannon it is true. We set those things down everywhere. What is important to point out, last week a study came out that tested and essentially a virus. And then they recorded whether or not they could still identify particles there. The particles were on steel and plastic for three days and cardboard box, one day, lingering in the air for three hours after. It is important to remember, that is just a study that is not actually real life. Just because they can still find the particles there does not necessarily they are viable to cause infection. The bottom line is, the most common wake you were going to get this is because you are near asymptomatic coughing and sneezing. So as the doctor said, what you want to do especially right now, we are socially distancing. You see we are in our home studios. And wash your hands constantly. All common sense measures. Shannon we have to stick with it. Thank you both for your time. We appreciate it. Good to be with you. Shannon not everyone is heeding the warnings about social distancing. Shannon beautiful weather across much of the country today drawing crowds to beaches and parks. And bars. Exactly what we are told not to do, at least without some serious social distancing. If we continue with that process, we will fail to contain this virus. So every single generation has a role to play. We are asking the older generation to stay in their homes. We are asking the Younger Generations to stop going out in public places, to bars and restaurants and spreading asymptomatic virus on to countertops and knobs and grocery stores. Shannon dr. Oz joins us now host of the doctor ill show good to have you with us, sir. I want to read the wall street journal, the generational war is brewing over coronavirus saying epidemiologist are growing concerns the millennial pushback against social distancing and emerging generational divide about how the disease it is perceived could undo all efforts to slow this threat of the virus and put Vulnerable People at high risk. What is your message to the people who feel young, feel healthy and feel cooped up . Well, their grandparents went to war. We are asking them to take it easy. Sit on the couch, watch dominic wash her hands and make the community safer. I have kids from millennials and they were having a discussion about this. They are smart and understand they have a responsibility to society an excellent want to play that role. But they have to get the message stomach message strata. And much of the country felt that two weeks ago. When you begin to actually see what happened in italy is a good example. You fear the same may happen here and justifiably a lot of decisions being made. Young people have not seen that newsfeed. I find millennials get it, they really get it. They want to play a role and do the same thing their grandparents did in their own way. Its not too much to ask. If you want to go to a beach, make sure you are not with someone at risk soon after. You minimize the damage. Ideally, you dont go to the beach, you dont go to the bar where whole purpose is to be near people. Shannon in florida, it is spring break and hundreds of thousandthousands of people in g into the state. Some of the beaches are much tougher cracking down keeping crowds away but others are not just yet. I want to play something from one that we caught up on Clearwater Beach who does not seemed worried. There was a lot more people that die from the flu and swine flu than coronavirus ever will kill. Everybody will get it eventually. Its a viral infection. Okay. Are you concerned about transmitting it to anybody . No. I will wind up with it just like you will. Shannon dr. How do you respond to that . Some people want to have a good time, but some dont seem to understand the threat. 50 of us indeed will get the virus over the next year but if we all get it at once, that is a catastrophe. That is what italy is coming through which to cope patients get the bed. So that is contagious and it has shown the ability to kill. Although the influenza seasonal flu virus can be deadly, the estimates is several times more dangerous. How much more dangerous . It depends how we manage ourselves unable to deal with the isolation required. The individuals have problems and the social distancing we are pledging. But i tell you, you are looking at Success Stories in china for sure where they are able to corral this to one province. And the largest in human history. They didnt get the virus nearly as badly. And so south korea, with medical care to be able to really supplicate this virus. They are already starting to open up again. If we dont handle this right, we only know we have to deal with this 68 weeks but it will linger a long time. I wish with that gentleman was saying was right but if we do it correctly he will be close or write them we would think. But if we do it wrong, i will guarantee you he will be dead wrong. Shannon you mentioned italy and i want to bring that up because all sorts of reports. The italians over 80 will be left to die. The country overwhelmed by coronavirus. They quote a doctor who said who lives and who dies is decided by age and the Patients Health conditions. This is how it is in a war. The telegraph says they have seen a document outlining protocol how they move forward appear that its got to be a worstcase nightmare as a health care professional. It is armageddon if that happens. We are already getting people in the hospitals in new york city. You dont want to push the system more than you need to. You can actually build and sort of quarantine additional hospitals and take over universities and put cots in there. People to build New Buildings but the smartest thing to do is to get folks to social distance and limit the number of people to the hospital. If we do this right, the virus starts to die out. If we get to the summer with the weather advantage because the particles dont travel so well when they were swollen. That is fantastic because they wont have time for those people who do get sick. We will be able to do more to keep them out of the icu without a ventilator and get them home quickly. But if we behave like neanderthals and dont respect the possibility that there might be a crisis because its happening in other countries. We should think it is possible. We are better than that. We have always been able to mobilize. This is an opportunity for once again to show ourselves. And sacrifice for probably a couple of weeks significantly. And maybe by june, i anticipate we go back to the water so to speak.
