Louisiana governor John Bell Edwards describes it this way, the state could be looking at a right hook from marco, a left hook from laura. Marco has lost a bit of steam but we are in danger of the storm hitting us a few hours from now. Laura just seems to be getting stronger, 11 are dead in haiti and the dominican republic, laura hit cuba very hard, forecast to gain strength as it goes over the bathtub warm waters along the gulf. To prepare here, the National Guard in louisiana is laying sandbags that weigh tons, doing anything they can to block the storm surge. Residents are doing everything they can to prepare for the double storm. We dont know what to expect, you know, i mean, is it going to be a catastrophe or just a lot of rain . It seems to be moving pretty quickly. Its not that strong, so hoping its a rain event, power stays on. Reporter thats what theyre hoping for marco. Laura we probably wont be that lucky. The governor saying we may have 12 hours to maneuver in between the two storms. Todd and jillian, back to you. Jillian caroline, thank you very much. Now lets go to senior meteorologist janice dean, shes tracking the path of both of these storms. Janice. 5 00 a. M. Advisories are in, marco weakened a little bit more which is good news. We dont think its going to regain hurricane strength. Still looking at the potential for heavy rainfall, storm surge and even tornado as the storm moves inland. And the timeline now is late this afternoon into this evening and theres a chance that the storm actually hugs the coast of louisiana towards texas tuesday and wednesday. So were going to have to watch that but the bottom line with this storm is it is weakening, we dont think its going to become a hurricane again but you want to take all the precautions. Laura, this one has the potential to strengthen quite a bit in the next couple of days, borderline category 3 major hurricane as it gets into the gulf of mexico with marco we had a lot of upper level wind sheer kind of carrying the storm apart. With laura, this is going to move into very favorable conditions, extraordinarily warm temperatures along the gulf coast and the winds are going to relax a little bit. So it is going to have the chance to strengthen as it moves inland between the border of louisiana and texas. Lauras the one that were really concerned with. Of course marco will bring the potential for heavy rain and storm surge and tornadoes but laura is the one well be really nervous about potentially a very dangerous hurricane as we go through the next couple days. They have no plan. Jillian lets take a look at this, at least 1300 restaurants have closed between march and july in new york city. I mean, it is devastating to so many owners who this is their live liehood. And livelihood. Were at the end of august right now. We have fall quickly approaching, so Outdoor Dining, while a lot of restaurants are doing that, some dont have the space to do that. With fall approaching, you worry about the weather. Listen, Outdoor Dining has been great for many restaurants. The reality is, theres more than 25,000 eating and drinking establishments in the city of new york. You have 10,000 of those participating in Outdoor Dining. So what about all the ones that arent even participating in Outdoor Dining . Its extremely challenging. Theres about 200,000 restaurant workers that are still out of work since back in march. So something needs to be done. So what were saying is if youre not even going to let us open up tomorrow, then guess what, you need to give us a plan so Small Business owners can plan for their future. They dont know if they try to continue to exhaust their own personal savings to keep their restaurant afloat or do they just throw the keys back to their landlord and say im not going to be able to do this because i dont know when im going to be able to reopen again. Jillian how do you think this has been handled overall . Its an incredibly challenging situation. The reality is, theres been some good things, theres been some poor things. Right now, what we need is an answer of when can we expect Indoor Dining to come back and what weve seen happen now is some Small Business owners have had enough and it looks like theyre going to go into court and theyre going to challenge this because restaurants throughout the rest of the state have been able to open up for a long time now while restaurants in the city have met, sustained and exceeded ough all the Health Metrics that restaurants in the rest of the state have met that have allowed them to open up. Not only do they feel like were under intense financial pressure, but they feel like the law is not being applied equitably to them just because their business is in new york city. You can go to Westchester County in new york, eating indoors, walk 100 yards into the bronx and new york city and guess what, youre not allowed to eat indoors. Same thing with long island and queens. They dont feel like the system right now makes sense and they need leadership, some guidance and a plan to give them some hope that maybe their business will be able to come back along with all those people they employ. Im still pinching myself to have a stage to be able to speak to the american people, this is beyond one of the greatest honors that i have received. Jillian you know, im curious how in the last two years sings you have been out and been able to get back to your life and reconnect with your family and your friends, how much your life has changed and what you want the nation to know about yourself and about your story. Well, i want them to know that my story is not really unique there are so many others who are still in prison, who are depending on us to have to see them as human beings, as people. The way that the president saw me. Todd alice, what is the theme of your speech . The team of my speech is really the forgotten one. The president made a promise that he was going to be he was going to listen to the voiceless. He was going to remember those who had been forgotten. And he is really living up to that promise. He has done incredible things incredible justice reform. I really want the nation to hear my story and remember those who have been forgotten. Jillian did you ever think even five or 10 years ago that this is where you would be right now in 2020 . Absolutely not. I wanted to just go home to my children and grandchildren and migrate grand children. Five years ago i didnt have great grand children. I just wanted to reunite with my family. But, to much is given much is required. I received a huge blessing. And there is no way that i can forget my sisters, my family, my prison family. Because after i was over two decades in prison, they became my family. So so its like forgetting your family . How could i forget them . I made them a promise i would never stop fighting for them. Its been my mission to do just that. Todd along those lines, 3100 inmates have been released under President Trumps First Step Act. There it is on the screen right there. In light of the civil unrest over so many issues including criminal justice reform. What do you want to get across about this president s record on the subject that . That he did something historic. That not only did he bring he brought sentencing reform, something that from the time i walked into prison that was the thing i heard every year laws are going to change. I never saw it happen while i was a prisoner. Then when i come out of prison, the president sees my case. He has compassion upon me, and he said put sentencing reform into the First Step Act. So this has given other families that experience that i have of being reunited with my family and really thats what this is all about. Is that we have to remember these are our fellow americans. They are going to one day, most of them are going to one day return back into society and we want to make sure that they are set up for success. So the First Step Act not only addresses sentencing reform, but those who rehabilitation to make sure that when they come home that they are prepared to be a success. And not be another statistic. So this is really groundbreaking. And im so happy for it. Jillian we have about 15 seconds left. I know the work is not done. What else needs tobleg done from here on out . Well, the first step has been passed, now we need to start working on the next step. We cant rest on that because it can always be there is no work to be done as you said.
