I watched a lot of this footage. The police were called to this wendys a man reportedly stopped in his car. They found out he was intoxicated. They asked him to get out of the vehicle. Initially not resisting arrest. It quickly became that he grabbed an officers taser. He ran. Shots fired. Ted, reaction looking at tape as it happened. Guys. Good morning to you all. What we have unfortunately, atlanta, georgia, a city on fire, internally and externally. When we say that i think what i have seen looking at video and response by the city, i think mayor Keisha Lance Bottoms may have acted precipitously terminating one officer and put one officer on leave before the investigation was completed. What happens in these situations normally is that there is a investigation. Officers are normally put on administrative leave. The Georgia Bureau of investigation conducting the investigation, would issue a report and then the mayor would act. But my understanding the mayor of atlanta is on a short list to be the running mate as the Vice President for the biden committee. And therefore im deeply concerned. But i think what our viewers must understand is that a Police Officer can use deadly force when there is a fleeing felon. And if that Police Officer believes that his life or the life of others are in tanker, he can use deadly force. Griff you know, ted, we were texting a lot last night because remember the call came for an individual sleeping in his car in a drivethrough. Then, even though brooks appear to turn gun which is a taser fire at him. There is space, theyre giving chase. Different perhaps than the force used had they still been wrestling. So as you and i over these years gone in looked at use of force was it appropriate or has politics played too big after role in this decision . Well, this is the 64,000dollar question why the decision was made so precipitously. Youre right, griff, you and i covered many of these scenarios and situations around the country and in this situation the question of whether deadly force was used properly should have been left up to the Georgia Bureau of investigation and it was not. And as a result of that, we had people out on the highway protesters out on the highway. We had the wendys on fire. We have gates stations right in that area. It is a very unfortunate situation. You know, ted, did authorities respond to quickly punishing the officer, there was perception in case of george floyd by many, many people said why did it take so long to hold the officers accountable . Why did it take five days. When i look at this video truthfully. It looked to me like police panicked. I watched it from several different angles. I understand rayshard resisted arrest. He failed a sobriety test. He pointed a taser at Police Officer, things you should not do. Police are trained in this situation. Their job is not to use deadly force where someone is not using deadly force against them. When i look at it, that is my perception. Could that have possibly led the authorities to make the charge quickly in combination with the perception in the case of george floyd there was delay that the public did not take to very well . Well it could very well have led to that, jed, but i got to tell you, you also have to look at this in the eyes of a Law Enforcement officer. Remember theyre tussling with this guy, theyre wrestling with the guy. The guy has now got a taser. He is running. Theyre running after him. The adrenaline is flowing. He turns around, fires at them and one of the officers fires back. I dont know whether at this stage was reasonable or not but i think you have to let the facts and investigation play out to make that determination. I dont think, and again, you can react if youre the mayor but why not put the person on leave pending the outcome of the investigation . Youve got to wonder about morale in the georgia, in the atlanta, georgia, Police Department. Too many times, just two weeks ago, four officers were fired and i think sometimes you may be acting but perhaps maybe overreacting unfortunately. Pete ted, youre right you have to put yourself in the shoes of officer, you dont know, uncertainty, they are afraid. They want to go home. They dont want confrontation. Resisting of arrest. Context of defund the Police Movement. There is a ton of scrutiny right now. Seattle is one of those places as well. There is chaz which changed its name were told. There are protests there. There were counterprotesters in support of the police yesterday. One of those protesters, we got video of it, was carrying an American Flag. At which point she was confronted, yelled at, part of protests. Then that happened. The flag is stolen, taken away. What is it about caring the flag in country today would be affront to brac lives matter or black lives matter or anyone taking on the police right now . The bottom line, absolutely nothing that is going on in our country that should have us demeaning the flag of the United States of america, specifically seattle, washington. Seattle washington is completely out of control. It will get worse before it gets better. You have got the chief of police, chief carmen best, is at odds with the mayor. Why . Because she has seen demonstrators come into an area of seattle there, take over a Police Precinct and these demonstrators are having parties. Theyre eating pizza. Doing movies. Theyre now making demands that are just unrealistic. They want answers. The Police Department, want it to be disbanded. Not only asked for the Police Department disbanded. Asked for free education, a lot of things that should not be happening. I can tell you this will not play out well. It is not going to get better. Theyre going to have to have a meeting, governor, state police, perhaps maybe even the National Guard, they will have to go in, in seattle and bring that back under control. Griff ted, you talk about protesters the demands there, here is short clip of some of the unusual demands were seeing. I want you to find by the end, by the time you leave this autonomous zone, i want you to give 10 to one africanamerican person from this autonomous zone. If you have a hard time giving out 10, got to think about, are you really down with this struggle . Are you really down with the movement . Because if that is a challenge for you, then im unsure if youre in the right place. Griff now, ted, i chuckled at it, serious in the sense how is that possibly helping bring any sort of solution to Racial Injustice which is such an important thing to address today . Griff, lets be very realistic what is going on in seattle is a movement within itself. It has nothing to do with the death ever george floyd. What is going on is that individuals have there have their own agendas, they have now taken over the city. They have taken over these blocks in the city and something should have been done initially. The longer this goes on in seattle, you can take it to the bank, that there are going to be more people injured in trying to bring about change in that area, when i say bring about change, i mean simply, getting control of that area. It is out of control. The mayor is clearly wrong here. These are not just peaceful protesters. The chief of police is, like i said, is at odds with the mayor. The chief of police would like to send people in there and take over. Here again, youre looking at morale problem in the Police Department, where Police Officers see where they are being disrespected, their precinct is being disrespected, their city is being disrespected. This cannot continue to go on in that city. Jedediah yes. Ted, obvious fear is, that you know, you say we need to get the situation under control in seattle. Many agree. The fear hopefully it will not escalate into violence when that happens. At some point the police will say, listen you cant set up an autonomous zone were unable to get to people in the zone reporting crimes they need our help dealing with. So this remains to be seen. It is not the nypd the ones suffering but also might be the public theyre there to help. 88 of the nypd budget goes directly towards personnel and towards salary and 200 million of this cut as you mention will go towards reducing the headcount from about 36,000 officers to about 33,000 officers. That is going to have an impact on the communities that we serve. And i think progressives need to be very clear with the communities they represent, and tell them what Police Precincts they think are overstaffed . What investigatory units they dont think need to be in existence anymore . Because when Public Safety is a consequence, when crime continues to go up, those are politicians who will be left holding the bag. They are going to own this. No one wants Police Brutality or unaccountable cops or racism in the departments. Cutting overtime, taking money out of the hands of city employees, not hiring officers, the majority of them who in new york city will be people of color, it is unclear how those things are just a punitive way to punish cops. Dont solve racism. Dont solve Police Accountability issues. They will, number one, take money out of the hands of the Police Department, two, prevent us from hiring more people of color, that do a great job for the nypd, three, we will continue to see rises in crime. Were seeing trickling up effect much crime as it relates to police being pulled off of front lines operations and covering for massive protests. Many different perceptions how to manage that. There are protests going on around the country. How do you view your job moving forward, managing all this, providing service to your country. How can you most effectively serve this nation moving forward . Cool thing about our job is, that as lieutenants we get to serve the army on the lowest level. When i graduate, are since i graduated idea, i meet a group of about 30 soldiers. So my world, my world is those 30 soldiers. The generals, the military leaders, they decide what battles we fight and how were going to fight them and my job is to care for every single one of those soldiers regardless where they came from, their background, who they are, and to make sure that they can do that job. So thats the like, im going to have the opportunity to build a cohesive, diverse team on that small level. And train those soldiers to support and defend the constitution of the United States. Up with thing changed. This is difficult time. I want to make this point. Very difficult time to be a police chief in america. Because the use of force which is something that professionals given a lot of thought to, every Police District in the nation is now open to sort of interpretation by the masses. What youre seeing is, a lot of folks politicizing the environment. It looks like, when you saw that police chief in atlanta, erica shields, just immediately turn in they were resignation. Its a very, very interesting time to be in the thin blue line today, particularly running the department. Pete yeah. After what happened to george floyd everything will be scrutinized, right . What happened to him should never have happened but that doesnt make every incident the same. You saw this happen on friday night. The incident where it happened was set on fire saturday night. Police got a call, a man was sleeping in a vehicle in the drivethrough of wendys. Blocking the drivethrough. Two police respond. They do a field sobriety test. Theyre testing to see whether the driver was drunk. He fails the field sobriety test. They pull him out of the drivethrough. At which point they continue to test, find out what is going on. You cant believe a drunk person in a car. What does a Police Officer do . They ultimately seek to make an arrest. At which point a fullon fight ensues, resisting arrest completely. A taser is pulled from the cop. He is running. He pulls the taser on the cop. At which point, we can monday morning quarterback all you want. Do you get into a taser battle. Ask him politely to put the taser down. Police make a splitsecond decision. What if the Police Officer is incapacitated by the taser the now criminal is using . Now his life is on the line. So very easy, you have to walk in the shoes of a Police Officer who is making these calls every night. They dont want to arrest people who are drunk at drivethroughs in wendys. We have law and order. You cant things like that slide. That doesnt mean it qualifies like george floyd does. You get the riots. You get a wendys on fire. Police chiefs resigning. People are fired right away. A lot of Law Enforcement officers say how do i do my job every day, every moment, every action i take is hyper scrutinized, im always the bad guy. Theyre not the same. Jedediah having a lot of questions about Police Training have been brought up and how properly to deal with the situations. When someone does pull a taser on you, how do you respond . What is the appropriate response . Avoid obviously the use of Excessive Force. The question will rise was this use of Excessive Force . What makes these things different in 2020, not only do you have Police Body Cams but you have video that emerges from every angle. People with cell phones. That things are captured. I was able to watch several angles of this video in order to form my own opinion what happened. So that is a new reality that the department has to deal with, that the public has as a tool to its advantage to be able to properly assess the situation, hold people accountable if there was something done wrong. Really see clearly what went on start to finish. Whether that use of Excessive Force was or was not validated in each particular instance. Pete i hear you. The problem videos are not always complete. Were not feeling hearing, we watch a tape, i face a could have, would have, should have. I faced it as platoon leader. Person in the boots with the badge is one gauges level of threat. When you see overt racism. That is one thing. Youre dealing with a criminal taking one of your weapons away it is not very clearcut. Jedediah yeah, no, it isnt. And never, just as a quick point, it never will be completely clear duty but the fact that we are able to have those videos, i mean, imagine, imagine the case of george floyd, if that video didnt exist there are some cases pop up, if you didnt have access to a video a lot of justice would not be served. So that is pivotal right now for what is going on. Youre never in an officers shoes. You cant feel the situation the same way that they do. But these police men and women are trained for situations like this. So we have to be able to trust that the training theyre receive something enabling them not to use that Excessive Force if it is not meant to be used. When you see something on video a lot of people will sit home and say, someone shooting a taser, that taser not deadly weapon. Pete that is for the Police Department to do investigations own internally. Other trained people whether they made the decision. Not people with iphones, saying i would have done Something Differently. That is why we get mob judgment of an officer by people who have no training when the process should be played out. Many states across the country are seeing a rise in covid19 cases. But even more telling, at least nine of those states are also seeing an increase in hospitalizations. So whats behind the surge . Fox news medical contributor dr. Marc siegel is here to break it down. Dr. Siegel, welcome to the show. Well these states alarmed many, myself included. What should we make of them . Well, jedediah, this is the news today on covid19. It is that 21 states have shown increases in cases which as you say, have alarmed a lot of people but only nine states have shown increased rates of hospitalizations, which is what i look at. That is the thing im most concerned about because as we saw in new york here, if there is a rash of cases that are very sick it overwhelms hospital system. Look at florida to start with. Florida has seen 2500 increase new cases yesterday alone but most of the cases are occurring among young people. There is a lot of testing going on in florida. So there isnt, an increase in hospitalizations to go along with that. We dont want to see the increases in cases. We have to see more social distancing. Two new studies out show masks along with social distancing are key. We have to protect our populations most at risk. Clearly florida has made an attempt to do so in nursing homes. But that has to continue. We have to protect our hospitals. Look by comparison to texas and especially arizona. Arizona concerns me. Because since they have opened up, jed, they have had a problem with protecting the nativeamerican population, nursing home population. There isnt enough Infection Control going on. And again, not enough social distancing going on in some of these gatherings. By comparison, wisconsin has been open since may 13th, over a month. Wisconsin has shown consistent decrease in cases because of responsible behavior in part on the part of the public. Northeast, much less case, much fewers cases. Were seeing the surges in the south and the west now. But we seem to be getting control in the northeast. Jedediah so, dr. Siegel, what should the mayors and governors do . Because, you know is this going to be something dealt with a on a casebycase basis, some states you will see declines, not going to rise up, they will reopen no problem, other states where we surprise reopening has a negative impact and you kind of have to go backward . Is that where were headed . The fear for people, there is no end in sight. Will we go back to normal life . In a place like new york city, i dont know, help us out. That is extremely well phrased by you. We cant go back in time. Well not go to lockdown situations. The country needs to open up, there will be irreversible psychologic and medical damage done. They did a field sobrietity test. Determined the individual was intoxicated or had some substance there was arrest process being made. There was a fight. Taser was taken. Taser wars pointed at the officer. In your department or any department, what is the proper protocol . Is that legitimate use of deadly force when an officers taser is taken from them an pointed at them . So this is one of those cases where people ghetto view all the different camera angles and they have the clarity of hindsight and they believe its a clearcut incidence where you should not use deadly force because the officers life is not in danger and the subject is running from the officer but, that is not necessarily the case. This is not minneapolis. This is one where you have to take a deep breath. You have to go back, actually investigate, what is the angle of the officer . What does he see right in front of him . Does even know that is the taser still in his hand . Did he have the ability to go to his waistband and get a weapon point it at him. You cant have a kneejerk reaction or arrest someone or fire. Certainly you relief the officer of duty and you bring in an outside agency, perhaps gbi, to investigate so there is transparency. Then certainly, explain what the process is so people can understand. Well bring outside investigators. Well look at every angle, interview people, then determine if the action was appropriate. Not a kneejerk, we want to appease angry folks so well just make a decision. That is not the way that works. Pete chief, not necessarily this instance, set aside this case, if a taser pulled on an officer, is that part of es coolation of force, something deadly force can be used on . Absolutely if youre tased first of all some one already disarmed you. They take a taser from you. They point that taser at you. Lets play this out. What happens if theyre able to tase you . Next step they disarm you from the firearm, shoot an kill you . Again we dont know how these things play out. So the thing is, once again we go back to splitsecond decisions on what is going to happen. Does a Police Officer want to take life . Of course not he doesnt want to take a life. You have to say it is splitsecond decision. I did a little research. I looked as far as taser. Taser not a weapon or whatever. Then i read this thing that says in atlanta, georgia, they have two different types of tasers. One has projectile. Those are the ones used by Police Officers. The ones used with the projectile are considered a weapon. Therefore, you can use force on somebody, not only that, when it is considered a weapon, you must have a permit in order to do that. So i cant monday morning quarterback. I dont know what ask going on in the officers mind. I dont know what is going on in the defendant es a mind, person accuse the. I dont know what is going through their head. They were intoxicated. All of that i wasnt there. I dont understand. What i mean we look at this, could have happen another way . Of course did we want it to go another way . Of course however, it didnt. Once again this goes back to the splitsecond decision that officers have to make every day when theyre out there. That splitsecond decision can cost you your life. People dont realize that. They think because we put on uniform, were not human, were not doing a job. We doing a job and trained to do the job. It deserves an investigation. We must wait until all the facts come out. As the chief state of the earlier, to relief them from their duty assignments at the time during the investigation is fine. I think i completely agree with a lot of the points that have been made already in regards to, youre not seeing those things from the officers point of view when youre looking at video, various video angles an bistandarders angles. Not seeing from the officers point of view. Were not inside of the officers mind. All of those things make it difficult for us in Law Enforcement. In regards to training, i personally think right now in the nations history, we are probably the best trained, best equipped that our police force has ever been, however there may be some areas of the country, in some agencies that lack training. I dont know if that is the case here in atlanta. I certainly cannot opine on that. If we look at better training to get better, to include scenario training, much like this incident. It is interesting to see what comes out of this incident and how that crafts further training and perhaps policy of Law Enforcement. Now they want it to be called chop. Capitol hill organizing protest. Theyre upset about the name now. This is, if it werent so serious what is happening in seattle. What can you tell us . It is becoming more and more tragic by the moment. The name problem is the least of their problems right now. It is really becoming a glorified homeless encam papment, just as the mayor said street fair, or block party but one you might get hepatitis or coronavirus. Residents asking for more tents. Theyre asking for gatorade water. Theyre negotiating with the city for utilities. If you really wanted to end this, the city should stop providing that to them, maybe cut off Cell Phone Service to the area. All they seem to do is tweet about it and lifestream bit. They keep having reports about it, violence and attacks. People were walking through there with American Flags. They were attacked there is constant videos coming out at night. There is a name change seems to be part of a changing narrative where theyre trying to get rid of their old history and say the violence never happened. The armed militants were never here. There is plenty of videos see them trying to stop each other from committing acts of violence, theyre now watching us. Things seem to be breaking down inside of there you can go there during the dave. You can walk around. People are giving out food and protesting but just seems to be nobody is running it. Things are calm right now, but you can see the aftermath of last nights protests. This wendys, authorities say, is a total loss. Now take a look at the video from last night. Authorities say the fire was deliberately set. No one was inside the building at the time, however, protesters were blocking the route, so firefighters were unable to reach the blaze until it had consumed the entire restaurant. At one point protesters moved up to the nearby downtown connector. This is the major northsouth highway through atlanta where interstates 75 and 85 converge for about 7 miles through the heart of the city. The protesters temporarily blocked traffic in both directions. The protests were over the fatal place shooting of rasaturday brooks. Police responded to a complaint that he was sleeping in his car. He failed a field sobriety test, and when police tried to aa rest him, he resisted. Security camera vid are owe shows the man fleeing the police and briefly pointing the taser at one of the officers. You can see the officer drug his gun, fighter at the man who falls to the firing at the man who falls to the ground. The officer who shot brooks has been fired and another officer placed on desk duty as the investigation continues. While there may be debate as to whether this was an appropriate use of deadly force, i firmly believe that there is a clear distinction between what you can do and what you should do. Reporter Atlanta Police chief erica shields resigned after the incident explaining in a written statement, it is time for the city to move forward and build trust between Law Enforcement and the communities they serve. Shields will continue working for the city of atlanta, but the role is yet to be determined. In the meantime, the Georgia Bureau of investigation has been called in to do an independent probe. Right now theyre in the process of piecing together and enhancing all of the videos that theyre receiving both from official and unofficial sources to get an accurate timeline of exactly what went down friday night. You know, guys, at moments like this, people you want to hear from most are Law Enforcement officers, people who have been in those types of tussles, splitsecond situations. We had a great police panel earlier on the program talking about this incident, if your taser gets taken, what is the proper protocol. Heres what some of our experts had to say. Youve got to go back and actually investigate whats the angle of the officer. What does he see right in front of him. Does he even know that the taser is still in his hand, or did he have the ability to go to his weapon . Not seeing it from the officers point of view, and were not inside the officers mind. All of those things make it very difficult for us in Law Enforcement. When we look at this, we say could it is have gone another way in of course. Did we want it to . Of course. However, this goes back to the splitsecond decisions that officers have to make every day when theyre out there, and that decision can cost you your life. Give give yeah, and you know, guys, anytime the use of force ends up in a depth, it certainly in a death, it certainly has to be investigated. Its sad, i think, to see the police chief feeling, erica shields, that she has to immediately resign to keep things from getting worse at a time when, ultimately, as a nation and congress in particular lookings at these standards for the use of force. Because, remember, you cant just do away with any force. If youre going to uphold the rule of law. This is going to be an interesting case that is referred to in determining what the gpi finds out. Well probably see a little bit of this come up in the congressional hearings coming as they try and hash this out. Pete yeah, griff, youre right. Any loss of life you want to avoid, but in this particular case ive heard from a lot of Law Enforcement, if the suspect gains control of your taser and its become a criminal fleeing a scene, it turns it on you. It become withs a deadly force scenario. The officers, you can hear them. Theyre saying youre going to get tased, youre going to get tased. Information a guy who was in his car who they were likely arresting for a dui, he fights them, steals the taser, points it at them. As the officer said, its a splitsecond decision, but i think firing the officer right away you are not judged by a jury of twitter and their perceptions of what an iphone said. Other professionals in the Law Enforcement profession make a judgment, and i dont with like the kneejerk reaction even though we may not like how this went down. Jedediah yeah. I mean, i think an independent investigation is key obviously here. We have many views. The world we live in, the reality that we live in in 2020 is that people do have cell phone cameras. You will be able to see several angles, not just a Police Body Cam which you had access to in the past, but now you have people standing around the scene. Weve with seen many angles of this, not necessarily the view from the officer remains to be seen, but the question is was Excessive Force appropriate, and the investigate will uncover that, and consequences will be faced by those, by the officer and others that were at the scene, other officers at the scene potentially if that is the case. Remains to be seen. In the meantime, there has been this massive defund the Police Movement that weve seen, and theres been several questions about what that means. Does it mean dismantle the police . Got a lot of mixed messaging on that. Senator tim scott has talked a lot about this. Listen to what he had to say. If were going to have a constructive conversation about Law Enforcement in communities of color coming together, count me in. If were going to have a conversation about ways to move this nation forward, count me in. If were going to have a conversation about defunding the police, count me out. Frankly, count nearly all americans out. Why . Because its common sense that Law Enforcement is a necessary and constructive parking lot of order part of order in our nation and in our communities without any question. If youve ever been a victim of a crime, you want the Police Coming to be helpful. Griff now, senator scott jedediah well, i just can i im sorry, i just wanted to say one quick thing. I think in the midst of all this its really important for republicans to have a voice and for that to come from people with leadership positions within the house or the senate. If they want to advocate for Police Reform, do so. Tell us specifically what looks like. If they want to talk about the Important Role of Law Enforcement and what needs to be done to build that bridge with, be present and let people see that the Republican Party is committed to those issues. Be clear. Griff yeah. And theyre going to be clear. Senator scott will unveil his solution to reform the police, itll include funding for more body cams, recruiterring in communities recruiting so that a force looks more like a community it represents. It is going to apply a new version of the standard the use of force. But the sticking point, jed and pete, is going to be qualified immunity over the legal doctrine that shields officers from civil lawsuits. And that video weve been watching this morning, you could term perhaps those officers used appropriate use of force because of the situation that happened with this individual. But yet now under the bill that theyve put forth, they could be liable for lawsuits which would effectively end them financially. Its going to be quite an important point, jed, that both sides weigh in and really get to the correct answer before we get rid of the police either by abolishing them or by making it so difficult to do their jobs, why would they show up in the first place . Pete yeah, theres a policy point in place, qualified immunity, thats an important part of it. But i think the more Important Role, the president does this extremely well, is standing up for the cops. Standing up for Law Enforcement. Standing up for the people that do the most difficult jobs in our societies every cay, evey day. They dont want to be in use of force situations. They dont want to have to use deadly force. So when bad ideas are thrown against the wall, you dont have to stand up and say, well, heres my less bad idea. You can defend the training thats taught deescalation of force which is being taught. Sure, things can get better, but i think sometimes and the president does this talking about law and order if we start just dabbling down the road of displant or defund the police, its lunacy. Let them stand on that hill and let them see who they call when they need help. But the president yesterday was at west point. Talk about people who answer our nations9 11 line 911 line, its the Second Lieutenants that come out of west point. He talked to the can ca departments with a message about our country, our heritage and learning from our past. Heres what the Prime Minister said yesterday. President said yesterday. What has historically made america unique is its durability against the passions and prejudices of the moment. It was on this soil that american patriots held the most vital fortress in our war for independence. It was this school that gave with us the men and women who fought and won a bloody war to extinguish the evil of slavery, to cherish our heritage, learn frit and build from it and build upon it. That is what Young Americans are taught here at west point. That is the legacy that you Carry Forward as Second Lieutenants in the United States army, and you must never forget it. Pete hey, guys, my sense is thats the big difference between what happened in the 60s with dr. Martin luther king and that Righteous Movement to make sure blacks are treated equally in this country, is it was about building on our heritage, building on the promises our founders made that were incomplete when we talked about people being equal in our founding. Today whether its black lives matter or antifa or others, theyre talking about tearing down the statues, reversing america, that america is a bad place. Those are different messages, and i think the president rightfully pointing out that we can build on our history, not burn it down. Im surprised by it because i know that donald trump and a lot of the people around him thought his decision to list i think it was originally 2025 people of potential Supreme Court nominees once of the things that got him elected. You know, there were a lot of do you wants in 2016, was he a do you wants in 2016, was he a reliable conservative. When he put out his list, it reassured a lot of conservatives, a lot of social conservatives that they could believe in him. But, you know, joe biden playing a lot of identity politics here. On the one hand, he has said im going to pick a woman as a Vice President , and when hes questioned, well, will it be a black woman, he says im not promising that, but i will pick a black woman for the Supreme Court. So hes out there a lot already in terms of what hes committed to. Im a little surprised that Senate Democrats are saying dont put out a list because, to a certain degree, hes already kind of cornered the market in terms of limiting who hes going to pick from. Talk about surprises, chris, ill be at the beach in july, hopefully, and i cant wait to read your new book, countdown 1945, the extraordinary story of the atomic bomb and the 116 days that changed the world. Chris, what strikes me about it is you really are going to paint the picture in this book just how much the countrys changed in the last 75 years. Yeah. One of the joys of this book was that it took me in researching and writing completely away from current politics with all of the bickering, all of the polarization. It reads, i hope, like a history thriller. Yes, we know what happened in 1945, but i take you, you know, as truman is making the decision, the sign i terrorists trying to make sure scientists trying to make sure the bomb would work, the flight crew who didnt know whether or not the aftershocks would knock them out of the sky. But the thing that impressed me the most was the unity of the country. Everybody was pulling together in common purpose. 125,000 people working on the Manhattan Project for over two years from oak ridge, tennessee, to los alamos to hanford, washington, and they all pulled together. They were all involved in a cause, common cause greater than themselves x. As a result, even though they were working, 125,000 people for two years, none of it leaked. Not a word of it ever got into the public. And today if we had 125,000 people working on a secret project to make apple pie, you know that somebody would between this is outrageous, and im going to blow the whistle on it. You know, there was a unity then that, unfortunately, we dont have today, and i think the country is poorer for it. Griff yeah. What a great point. Griff he joins us now to reflect on his journey along with tennessee senator marsha blackburn. Good morning to you. Boy, ill tell you good morning. Griff reflexion day, congressman. I remember as a reporter the whole nation was pulling for you, and i know you were fighting. What are you reflections this morning as you look back . Well, first, im lucky to be alive, i know that, and i felt the prayers. It was just unbelievable, the outpouring of love and sport from people all support from people all around. It just lifted me up, lifted my family up at an incredibly difficult time because, as you said, we didnt know if i was going to make it through that first night, let alone if i was going to recover, be able to walk again. A lot of miracles, a lot of heroes as well that day. Gods been good to me. Jedediah senator black burnings on that note blackburn, after that horrific incident there were a lot of calls for civility that were put out there, and it seemed as though it could be a unifying moment for people to say, you know what . Its time for us to take a step back and think about how we talk to each other, how we debate these things. Has that really turned out well though . I mean, do you see civility in front of you as much as youd like to . Oh, jedediah, i wish that we did see a turn toward civility and toward reconciliation. And when you hear these calls for defunding the police, for removing the rule of law, for having a lawless society, you know that that is no way to reach civility and respect. And one of the things we have to remember is that our nation and the preservation of the freedoms in this nation have been so well served by robust, respectful political debate. And that is where we should be recenterring ourselves right now. You cannot have lawlessness, you cannot have mob rule. Pete absolutely. And, representative scalise, correct me if im wrong, but it was Capitol Police who were there, ultimately, able to disable the shooter and save lives. This call to defund or dismantle the police, youve got to, you know, youve got an autonomous zone in seattle and, senator, well get your take on them trying to do the same in nashville. But when you hear the call for one side of the political spectrum to say the police are bad, we need to get rid of them, how do you [laughter] how do you deal with that . Well, it really misses the mark of what we need to do the to be making reform to continue to fight for equality and justice while at the same time recognizing that every day there are Police Officers who save lives, who run into the fire in 9 11, who do the he lowic things heroic things. I wouldnt be here if it wasnt for the best of what policing is. As you mentioned, the United StatesCapitol Police, david bailey and crystal brown are the epitome of what Law Enforcement officers around this country are like in the heroism they displayed. They saved over a dozen lives that day in their heroic actions. And you see that play out. Obviously, if there are bad apples, youve got to root out the bad apples, but recognizing that, by and large, the lions share of Police Officers in this country put on their badge every day and risk their lyes to protect lives to protect us and our communities. Griff boy, thats right, congressman. And we should mention crystal was actually shot as well. Thankfully, survived. Its unbelievable. But i want to ask you, senator, because weve been talking about whats happening in seattle and this group that wants to just get rid of the police among other things, wanting to set up a nocop zone in nashville. We saw that popping up. We saw your governor saying that wasnt going to be tolerated. Where does that stand and what are your thoughts . Peaceful protest is a good thing. But going in and trespassing, rioting, looting, destroying property is lawlessness, and the governor has been very clear that this would not be tolerated. They were trying to go into legislative plaza and set up an encampment. And what there should be is a respect for rule of law and a abiding by the laws. You know, legislative plaza has been used for peaceful protest and for people to address their government, but it is not there for someone to come in and take it over and say were not going to allow police in. You know, im just so grateful that police were there the day that steve was shot and were able to save him and save the other guys. And david and crystal, who were with him that day, did a great job. We should support these police, we should support the rule of law, and we should have civility in our Public Discourse as we discuss these issues and how to address it. Jedediah congressman, one of the things being talked about a lot has been Police Reform and what that could potentially look like. Senator tim scott is preparing to introduce the gops Police Reform bill this week. Many aspects of that, one of which is increasing funding for body cams, penalizing those who do not comply with that, a long list that will be unveiled. Ive long said that the gop should take a leadership role on this, make their opinion herald, make their voice heard and come out strong if they believe in reform, what does that look like. So what do you expect first of all, what do you expect in the bill and, secondly, how do you think this will be receive by the Opposition Party . Look, this shouldnt be something that only one party participates in. Im glad tim scott has actually taken this leadership rule prior to george floyd. This is something that hes been passionate about. I spoke to tim again a few days ago and hes working with a lot of members of congress. Theres republicans and democrats trying to come together to get to a place where we could actually see real reform. This shouldnt be a moment where one party says were going to keep politicizing it and then nothing gets done. Thats happened too many times. We have a moment where we can actually make reforms. And, look, whether a white person, an africanamerican bern walks out their door going to school, whatever theyre doing, if they have an encounter with police, it should end the same way. If it doesnt, thats something we have to look at and see how we can address it. There are a lot of ideas that have been talked about that have support by people across the spectrum. We a ought to be doing that. Not make it a divisive debate. I think after george floyd you saw everybody come together and say that was wrong, and bad cops need to be held accountable like anybody else. Gary give congressman, you see points of disagreement where youre not going to be together like qualified immunity. Well, thats been marsha, you can take that. Yeah, there are that is one of the things that tim has said as he has led our, our work on this. Qualified immunity is a, is not something that has been very thoughtful as he has looked at this. Working and sitting down with Law Enforcement officers which many of us have done and to say a what works, what doesnt work, where do you need additional training, where do you need additional equipment, how do we make certain that you are properly funded and equipped so that you are able to keep the peace and do your job. Today marking one week of seattles copfree zone, the autonomous zone, formerly known as. Occupiers demanding the citys Police Department get defunded. Griff in atlanta protesters shut down a highway after a black man is shot and killed by police overnight demonstrators hitting the Fast Food Restaurant on fire where one was killed. Jedediah Jonathan Hunt is live from seattles copfree zone but first we begin with jonathan spe rry in atlanta joining us live outside the burned down wendys restaurant. Jonathan . Reporter good morning to you. Behind me you can see people are trying to clean up the debris of this restaurant that authorities believe was totaled last night. Take a look at the video. They believe this fire was deliberately set, happened during wide scale protests. No one was inside the building at the time, however protesters were blocking the route, so firefighters were unable to reach the blaze until it had consumed the entire restaurant. At onetime, one point, protesters moved up to the nearby downtown connector. This is what we call the major north south highway that goes right through downtown atlanta. It is where interstate 75 and 85 converge for about seven miles before splitting off in their various directions, north and south of the city. They temporarily blocked traffic in both directions along the downtown connector, so you can imagine the disruption to travel that took place there. The protests were over the fatal Police Shooting of Rayshard Brooks. Police responded a complaint that the man was sleeping in his car and blocking the wendys drivethru lane. Authorities say he failed a field sobriety test and when police tried to arrest him he resisted at one point grabbing an officers taser. Security camera video shows the Man Fleeing Police and at one point briefly turning around pointing at what officers say is the taser at the ePolice Officer the officer is seen drawing his guns fires at the man who falls to the ground and city Officials Say the officer who shot brooks has been fired and another officer who responded to the scene has been placed on desk duty as the investigation continues. I do not believe that this was a justified use of deadly force, and have called for the immediate termination of the officer. Reporter Atlanta MayorKeisha Lance Bottoms also accepted the resignation of her police chief, erica shields, resigned shortly after the incident explaining in a written statement it is time for the city to move forward and build trust between Law Enforcement the communities they serve. Chief shields will continue working for the city of atlanta although her role is yet to be determined. Also the Georgia Bureau of investigation which is often invited to conduct independent probes if theres a Police Shooting or some difficult investigation, they are now involved, theyre piecing together all of the video that theyre getting from not only Police Sources and private surveillance but also individual residents who shot the incident on their cell phones, enhancing the video and trying to get a more accurate playbyplay of exactly what unfolded on friday. This is the entrance of what you can see is called free capitol hill or otherwise the capitol hill occupation protest as it is now being renamed from chaz, and i want to take you in here to give you a real look at whats going on here. Across to my right is one of the donation centers, free food and drinks and supplies being given to the hundreds who are spending the night out here, across to our left as kyle spill s around youll see one of the tent zones they have set up and thats where a lot of people are staying overnight. Those who want to be here for every minute of every day as long as this protest goes on. Along the floor here, about a full block long, difficult for you guys to see what it says but i can tell you it spells out this mural black lives matter and up to the right, just past the traffic light you can make out a blue tent and that is the Police East Precinct where the protesters and Police Clashed just about a week ago. The scene of some pretty intense clashes and thats the precinct that the police eventually left and that is of course when these protesters moved on to declare it initially an autonomous zone and now an occupation protest zone and these protesters say this is theres. Theyre staying here and at the moment that does not appear to be the political will from jenny durkan, whose the mayor of seattle or governor jay insley of Washington State to move them out so at the moment these protesters seem to have this area as they want it. We have seen overnight and youve probably seen on twitter a couple of snipits of video of skirmishes. This is 99. 9 being a peaceful protest and these protesters want it to be that way and well see how long the authorities are willing to let them stay here. Pete wow. I wonder also if you give up your citizenship to the United States you still get your Unemployment Benefits . Maybe thats how theyre protesting there, just asking the questions. Dan we want your take on both spots well get back to seattle but when it comes to atlanta, youve made some comments about it last night. Ultimately these cops are called to the scene because a vehicle is block the drivethru, they think hes intoxicated and they try to make arrests, he resists arrest, and they say verbally, im going to tase you, and by my look at the video it looks like the suspect fired it. In this case what do you make of how officers handled the situation and how leadership handled . Lets get out of the way first obviously a man died. Thats tragic nobody wants to see that whether its on the police side, the community side, we get that. Having said that we always ask the question when it comes to Law Enforcement issues for people who are sadly ignorant of them many of who havent lived in the shoes of a Law Enforcement officer themself , well what would you do whats your suggestion . So you have an individual suspected of being intoxicated, may, may not have been i dont know the results of the sobriety tests so hes intoxicated what do you do . Just let him go . Get him back in the car and mow down a family on the streets if hes potentially drunk so lets eliminate that as a bad idea so now we can all agree we dont want a driver. Liberals are watching, can we all agree on that . Okay we can, the same people on this panel so you have to arrest him, okay . So now youre going to arrest him and the subject clearly does not want to be arrested. Okay so lets walk through what do you do . Well again we cant let him get back in the car so we have to arrest him using force. Keep in mind, pete, not force the Police Officers wanted. They dont initiate it. The subject did. Okay so what do you do then, he punches you in the face . Clearly we just walk away oh, so were not enforcing resisting arrest so now if you dont want to be arrested just punch the officer in the face . Again you understand how the left, this is not a good or bad, its all bad. The guy died. Its bad. This is whats the bad or worse choice, and the bad choice was to have to engage in a use of force episode with this individual who pointed a taser back at a Law Enforcement officer he had just punched in the face. Okay . It wasnt a good option to have to engage with your firearm. There were no good options. Hes dead. There was a bad and a worse option and the worse option is to let this subject continue to engage in use of force against them, without stopping the episode, sadly it resulted in his death but make no mistake the use of force was controlled by one person. The individual who resisted arrest, stole the weapon, ran away and then pointed it at the officers which is clear on the video, and listen one more thing. Im not taking anything from any , i know they watch this show and they jump on their, from their smores roasting in their basement and never been in Law Enforcement their whole life. I was the first one i think one of the first people on this network calling out the episode with george floyd as a gross abuse of force and ill continue to do so and so will the good cops out there but ive got to tell you nothing good came out of this yesterday but you jumping down these cops and firing them without looking at it, through a sane lens and saying what would i have done . Its just plain wrong and youre not going to develop any respect by doing that either. Jedediah dan, i have an honest question for you though this is just a genuine question as someone who has not worked in Law Enforcement but is there, there has been a lot of talk about retraining police, or modifying their training. Is there something that could be instituted in Police Training that were not doing that could help officers deescalate a situation like that, where someone isnt pointing a gun at them, is pointing a taser to prevent them from the use of Excessive Force in a situation like that where they feel like they can protect people and they can protect themselves but they dont have to go that route. Is there something in the training that could make a difference . Well yes, there are. Listen we need to as Law Enforcement, i said this last night on the judges show and ill say it again i mean this from the bottom of my heart we have to do better. We are responsible for peoples lives and their freedom, jed its the most awesome power in the world. We cant have a bad day. You cant go to work in a bad mood in Law Enforcement take it out on anyone else. And ruins it for the good cops out there. Whether theres a training we can implement to do that, im not sure, i dont claim to be an expert on social psychology here with Law Enforcement. Sometimes people have a bad day and they make bad decisions. We dont have the luxury of doing that. Having said that, on the use of force, these deescalation is the new buzzword of the time. Remember the use of force in that scenario yesterday and in the overwhelming Majority Police use of force is not controlled by the cop. Its controlled by the subject. The subject is the one that chooses the escalation. Pete dont resist. Dont resist arrest and none of this would have happened. Think about it, jed. Someone said i think i heard one of the lawyers say last night, well we need to use an equal amount of force or said something to that effect. Really . So just to be clear, again thinking this through like sane people on this panel. So subject pulls a knife, you have to pull a knife and get in a knife fight . He pulls a taser you get in a taser war . The reason Police Officers are allowed to use an equal or superseding amount of force is to stop the subject from escalating not to kill them. That is why we have a use of force continum. Dont buy into this , well he only had a taser. Well Police Officers are trained to use a taser in a nonlethal manner. Not a subject who just beat up two cops punched them in the face and may be intoxicated. It looks like he discharged that taser he could have shot the guy in the face which Police Officer s are not trained to do. This is important. Details matter. Griff dan, talk about use of force, its unclear what will happen to the encampment formerly known as chaz out in seattle. Those protesters clearly making it clear that they are there to stay, whether or not they will have to be removed is yet to be seen but you mentioned doing better. If you want to do better, dan you load up your car with gatorade, cigarettes and pizza and drive it out to the protesters who are now running short on supplies and here is their solution, dan, to how to solve Racial Injustice. Listen. I want you to find, by the time you leave this autonomous zone, i want you to give 10 to one African American person from this autonomous zone. If you have a hard time giving up 10, you got to think about are you really down with this struggle . Are you really down with the movement . I mean, i have really been struck in reading the accounts of this how so many in the media are painting the autonomous zone in seattle as some kind of summer of love, hate ashbury 1967 kind of situation and whats being left out and by the way the report you just aired about it is 99 peaceful and im grateful for that was very fair, but being left out as the police chief has been staying in interviews and some have reported this and many brushed it off that when problems emerge , the response times for the police to be able to get there and deal with it is about triple of what it be normally and the fact that, you know, the police have seeded this six or seven block area to the protesters. It just seems to me that the media, many i should say are invested in the notion that this is just a moment for the city of seattle and obviously the police have voluntaryly seeded control of that area. Griff that police chief carmen best seems to be pleading while the mayor out there jenny durkan seems to be supporting them and it doesnt seem like theres a good resolution to that but i want to talk to you about what youve got coming up today and that is a crisis in journalism particularly looking at the social justice worries versus true journalism. Mediabuzz well be talking with Chris Wallace and other guests as well but what i do see is a full blown crisis because you hear complaints about liberal bias for years and youve covered it once or twice on this program but what i see now is in news room culture that doesnt want to allow opinions on the other side to be aired. You had the editor of the inquirer being ousted over a headline that was apologized for and a lot of this started with the negative coverage of candidate trump and President Trump and this is bigger than trump and his presidency but a lot of journalists said well we have to put aside the old rulebook because this is just too important, trump must be stopped hes a danger to democracy and all of that. Once you take that step, then when it comes to racial matters which are difficult to cover, when it comes to protests, it is easy to say well the agenda should come first and i dont believe that. What is it about the flag to the left, to the haters of the president that makes them reject it so much . Thats a question youll have to ask them because i couldnt understand that, and i cant fathom people out there saying that they all support freedom and liberty and justice, because to me thats exactly what the American Flag stands for , and the fact that those individuals wanted to go and rip it from another american s hand, when the whole idea is coming together as a country, loving one another, i think that we saw unfold this way exactly what they really want. They really only want people that think like they do, talk like they do, and sound like they do. They love the idea of people coming together as long as they come together with the exact same ideas that they have, which is the opposite of what america is all about. That is the beauty of this country is that we can have different opinions, different ideas, and that we can come together and still live in this great country, and the idea that those individuals wanted to rip that flag from another persons hand, i think took away from the message that the point of the protests are supposed to be about and i think that weve seen a lot of these peaceful protests take place across the country and they have brought awareness and a lot of things to the forefront for us to have an presenter conversation but what were see ing in seattle is not that at all. Jedediah yeah, sarah one of the things that has been brought to the forefront is the problem that exists with a lot of this local Political Leadership that hasnt done their job. Weve seen that in seattle and elsewhere in particular though with seattle, this is a tweet from the mayor, that seattle is fine. Dont be so afraid of democracy. Now, to say seattle is fine is utterly absurd if you see whats going on with this ad zone, but it also exists in contrast to the police chief carmen best who said listen, its not fine. We cant get in there. If theres someone who has an emergency and needs the polices assistance, we cant get to them in time, and that involves things that could be as bad as rape or murder or violence or theft or whatever it may be so whats going on with this local leadership . Look, i think that the mayor is shown to be a disgrace and being very dishonest in the fact that her city is not fun and its certainly not under control and it seems to be just pure chaos. I think people have a right to come out and peacefully protest. People have a right to be angry about what happened to george floyd and people should be able to talk about that. They shouldnt be able to take over entire city blocks shutting down businesses, shutting down Police Departments, just because they dont like something. Thats not how its supposed to work and she needs to take control and some ownership of her city, let people do their jobs, let businesses function. They have pure chaos running in that area across six city blocks in seattle, and it is totally out of control. We have to be a country of law and order and i think we are see conversations take place elsewhere, but certainly not in seattle. Pete sarah they tied their own hands because they say they are with the protesters but ultimately if they want to regain control they need the cop s to do it but theyre against the cops because the protesters are against the cops and so nothing happens and youve got autonomous zones, real quick. And lets not forget that a lot of the Police Officers are African Americans. They say that they champion black lives matter and a lot of us lets not forget david dorn a retired Police Captain in st. Louis killed during the protests they really care about what is taking place, they will coming together and they will have a conversation and that mayor has got to take control of that city because what is happening right now should not be happening and it is a disgrace to the real voices and the Real Movement of people that are trying to make things better. The next phase of stimulus is going to include some incentives , not only for the real troubled Industries Like hotels, restaurants, they are going to get tax incentives for sure because thats where the next stimulus money is going to be moving, but in addition to that youre going to see some incentives for companies to move their supply chains out of china we do not want to be in the position that we were a couple of months ago in the middle of the pandemic where we need so many important active ingredients for our prescription drugs and we are reliant on a foreigner that is basically threatening us that they wont send the drugs when we need them , so i think its a pretty clear acrosstheboard agreement that theres way too much reliance on Foreign Countries for the production of some of those very important things that we need like the 70 of active ingredients in prescription drugs that are currently made in china.
