Theyre urging the mayor to get you to wear masks, to continue the social distancing, much as the rest of the country, as you see signs of hope, glimmers of progress in new york. Other areas like dc are well aware this is not a time to take your eye off the ball. This is a time to stay steady, keep doing what youre doing. In new york, i see a ton of people wearing masks. Theyre taking precautions, wearing masks, wearing gloves, doing everything they can, the majority of the people ive seen to stay on course. Ive seen about ive been to the Grocery Store, liquor store, about half and half id say, mask, not mask. But everyone respecting social distancing, everyones aware. I mean, certainly the times are different. I will say a good sign, Governor Cuomo said 140,000 hospital beds would be needed by now, some projections said that. Only 18,500 in use total. If you look at where the projections were, again, im not dismissing the difficulty of where we are, but projections have outpaced where we are, probably because of the prudent measures people have taken. Were not out of it yet. It is important that we look at the number of recoveries. Thats the one thing people tell me on social media and when i talk to people on the phone. They say lets focus on the recoveries because its so important to look at that number, more than 29,000 in the u. S. Right now. Thats a glimmer of good news. Lots of questions coming up. So i have a task force, ill have a council, its going to be announced on tuesday, with names that have you a lot of respect for, a lot of great names, different businesses, different people, top bipartisan. I call it the opening our Country Task Force, our opening our country council. I would love to open it. Ive not determined anything. The facts will determine what i do. We do want to get the country open. I think the president understands the gravity of this decision and Going Forward how this is going to play out because he understands theres so many people right now who dont have jobs, who have lost their jobs, so many businesses who either have had to close or will have to close and if you do it too soon you risk having to do it again and that is certainly not what anybody wants. No, its a call of a lifetime indeed because the timing, he has proven he can cut red tape, thats happening right now, getting the checks out the door to the struggling americans. The call is going to be whether or not he can unleash this beast of an American Economy that hes developed over the last three years and get it done in a way that it doesnt feel like were taking four steps backwards and seeing spikes i and the hospitas overwhelmed. When he talks about the task force, im dying to know who is on the team, right. I mean, he says its going to be bubipartisan. Of course course hes proven e will get people to think outside of the box to give him advice. Mark cuban was on the ingram angle last night with brian guest hosting, he was asked whether he might join the team. Heres what cuban said. Would you like to be on that council or be considered. Yes, any way i can serve my country, im allin, if they ask me to, i would be happy to. You should have no doubt the president will look for everyone who can give him the best advice and council about how to do this. If you open the New York Times this morning, theyre talking about the statistical models and theyve acknowledged that it is a mix of guesswork and science, what you put into the model, the assumptions you make determine the models you get later on and everything changes once its confronted with reality. Its as much an art as it is a science and so finding the people who will think outside the box, help him determine is it a one size fits all, is it may 1st we start to open and people take their own personal precautions or is it a regional approach. But hes right to focus on this. Its been his instinct from the beginning. You could have if the solution is worse than the problem, when it comes to the economy, were in a tough spot. So i think the president is totally rights on his instincts here. Well see but making this call, wow, its a big one. Dr. Fauci agrees with you, pete, in that if you do this it cant be one size fits all. Here as little bit of what the doctor said about reopening the country. Listen. I think reopening it is not going to be like a light switch that you switch on or off. Because if you look at throughout the country, its a large country and the outbreaks are really quite different, depending upon where you are. New york, new jersey area is very different from now what weve seen in Washington State and in california. New orleans in some respects was very much like new york and detroit also, so if youre going to essentially make the first steps of trying to gradually open up the country and hence the economy, there are a lot of program officers. And you guys know that youve heard the president on multiple occasions talking about the in some cases better relationships that hes been able to form with a lot of governors in different states, how important thats been and thats going to continue to be such a priority. That is so important, communication at this point is key and back to your point that were you making earlier, pete, about how the president should be focused on this right now. This is going to take time. This is not going to happen overnight to reopen the economy and to reopen our country. So to be focused on this right now and to get this task force going earlier rather than later is going to benefit all of us in the long run. Youve got to get ahead of it and the relationship important because the president has taken the approach that we have a federalist system, which means states get to choose and make their own decisions, which means states get to decide when their economies open up as well. It those be a partnership. The president cant dictate it. Absolutely. Lets talk about this. Negotiations are underway on capitol hill for a new relief package for struggling families and business as democrats propose a 9 11 Style Commission to investigate the white houses coronavirus response. It appears theres a ways to go before theyre able to reach a deal. The clock is ticking because Small Businesses across the country are suffering and the add medicinadministration is pre 350 billion for loans in Small Businesses thats already been approved will be gone by the end of the next week. 168 billion have been approved by this government guarantee, as long as you keep your payroll intact, youll be forgiven for the loan. Those are enormous numbers. Thats one reason by the way our estimates are were going to run outs of money for the Small Business thing april 17th. Reporter while the u. S. Is in the middle of this fight against the coronavirus you, a p of democrat is proposing a 9 11 Style Commission to investigate the federal governments response to the pandemic. This comes as Senate Minority leader Chuck Schumer is blasting the president for removing the pentagons Inspector General who was tasked with monitoring the coronavirus Economic Relief plan. Schumer said in a statement, President Trump is abusing the coronavirus pandemic to eliminate honest and independent Public Servants because theyre willing to speak truth to power and because hes so clearly afraid of strong oversight. The phase three legislation that was signed into law provided checks for most americans and fox news learned we have a Treasury Department that those checks will start to show up in the mail for most folks over the next few days. It was a video showing how a single cough, youre looking at it right now, an animation, an animation from a Grocery Store. You can see the person coughs and you can see how far that spreads over two, even a little over a third aisle. Is this a realistic representation of what happens when someone coughs and your mouth is not covered. Its an example of what happens with a cough in the sense thats what the particles do. I dont think this reflects an infection risk. What that graphic suggests is there are some aerosolized particles and what were seeing is how people are getting infected, it seems to be more the droplet transmission, within six feet, not the type of aerosol transmission, more common with measles. I dont doubt thats what a sneeze does. We would be in a different place if we were dealing with an airborne virus like measles. Would you argue, lastly, that seeing this animation perhaps is an eye opener to some people who maybe didnt quite understand how far this can travel and thats a perfect example of why we have so many recommendation thats we need to be covering our noses and our mouths . The president talked about it. We know about the Healthcare Task force. How important is a second focus on the economy . This is so important, pete. You know, leadership means getting out ahead of issues. We do not want to be caught flatfooted when were ready to open the economy. You have Small Business owners, you have workers who right now are forced to be sitting at home. They are watching the news. They are wondering what is it going to look like when we get back on the job, what steps are we going to take. Thats what this task force is all about. Its absolutely essential. It doesnt mean that were going to rush into anything. It doesnt mean that were just going to throw the doors wide open. But this is a complex issue as the president has said. Youve got to be planning ahead of time and youve got to get the right people around the table to do it. I am so glad that he is starting this process now. Brian, you mentioned the right people around the table to do it. Im curious, if you were the one who was hand selecting who would be on a task force like this, what type of minds would you want on it. Well, i would want number one, i would want representation from the business community, i would want Small Business owners, i would want Large Business ceos around the table, i would want some Manufacturing Business leaders on the committee as well, i would want leaders in the hospitality and leisure industry. I would want health experts, of course. This is a health issue as well. You want to make sure were taking that side of the equation into account here. You want a mix of those two sides and you want robust conversation. Those groups working together to say what does it mean to come back to work safely, from a health perspective, what does it take from an economic perspective, how can we get these businesses up and running and thats where the business perspective really matters. We need both. So often the media wants to pit these two sides against each other. That is the wrong approach. The president is taking the right approach by bringing them together. Brian, how important is it that this group be bipartisan . The governor of california, the governor of new jersey, new york . You know what . Anybody who is willing to work on this issue honestly and try to get to the point where we can get people back to work, if youre coming at this with no ideological predisposition but only the good of the American Worker and the American Business in mind, then you should be welcomed to this task force but you cannot have people on this task force who are simply trying to grind a partisan axe. That would be counter productive. Looking at what the president is hoping to do heres what he tweeted. He said democrats are blocking a funding boost for Small Businesses which will help keep them help them keep their employ eesms it should be for only that reason with no additions. We should have a big infrastructure phase four with payroll tax cuts and more, big economic bounceback. Talk to me. So, yes, the Small Business fund could run out, thats a concern. But payroll tax holidays or a cut, that idea is getting traction. Whats that all about . Look, i like it in this scenario. I want to take away every barrier possible to Companies Hiring and rehiring workers and thats one of the things that you can get with a payroll tax holiday. You take down the cost of employing people. If you want to make it easier for businesses to boost their payroll, take down the cost of boosting a payroll. I think thats a progrowth move. I like it. It can help immediately when we come out of this thing. You mentioned the other piece, pete, on the Small Business loans. We have got to fix this right now. Congress has to pass this topup. I have so many Small Businesses coming to me and saying im concerned, im at the back of the line and this thing is going to run out of money before i get a chance to take a cut. We need to do this. Congress right now is derelict in its duty by not upping this. They need to get around the table and get it done asap. Real quick on this. This might be in the weeds. Ive had viewers asking me this question. A lot of people saying because of who my lender is i cant have access to some of these loans, a lot of people are concerned about that. Do you think thats going to change at all . Well, look, if your lender is an fdic approved Banking Institution they should be able to make this loan. One of the problems is there, are some banks who dont understand the process of how this works. Frankly, there are some banks that are some of the bigger banks, are actually showing reticence to get involved in the loan program because they think they have legal liability. So i dont think the issue there is as much can a bank make a loan or not make a loan. I think some of the banks are not sure how to do it or theyre unwilling and, yes, i think that will change because the pressure is going to be enormous. The fed is now involved. Again, if the government gets involved in topping up this program, offering more funds, you increase the likelihood that Small Businesses can have access. Am i right that the payroll tax holiday would cut the middleman out, ultimately keeps money in peoples pockets. It boosts money in pockets for workers, boosts liquid at this, money and cash for liquidity and money and cash for businesses. A payroll tax cut is a very quick way for you to do that. It doesnt have to happen forever. But if our goal is to get people back on the job, then youve got to cut taxes that get in the way of that. Its more efficient than taxing it, taking it sending it back. You let people keep it. Makes a lot of sense for me. Right through their pay clerks pete. Thats what people need right now. Firefighters are placing sandbags around the nursing home to keep it from flooding inside. The storm broke several rainfall records in the county. Officers pulled over a speeding car only to find a woman in labor. They called for an ambulance but was told there would be a delay due to the heavy volume of calls. Online scams also posing a threat. Kurt the cyber guy is here with tips on how to avoid them. You know, kurt, its unbelievable. These situations bring out the best in us and the worst. Its crazy, the low life scum, what theyre willing to do griff, by the way, that great american, summer dickerson, ive got to salute her. She is warning her community about a scam thats happening. This is largely going on all over america. Were talking about people just going doortodoor, offering a home test for covid19. There is no home test for covid19. City attorneys from around the country warning on this. Ftc saying complaints are way up. And we also know of some scams going on. The latest one, they come via text, they come with social links, your email. One involves a text that has a mandatory online covid test warning, claiming to be from the health and Human Services department of the government. That is not legitimate. Dont click it. That right there will take you into trouble and nothing else. Also, another scam is called the you run expected email. What infected email. This ends up downloading a payload onto your computer, putting malware on it. The scam is, hey, we know somebody you know who is infected and tested positive so follow the emergency instructions by downloading the link. Dont download the link. For Small Businesses, this is tragic. You have a lot of people who are desperate for the sba assistance and they get emails like this one that say their application submission is being confirmed and also to follow this to download that link. What that does is surrenders Remote Control to hackers to your device. Do you want to click on any of that . No. Here is the advice i have this morning. Be on the lookout. Its tragic that we have to think about watching out right now but we do. Be on the lookout for these. Dont click a link. Just if you think somethings legitimate, whether its a warning from your bank or if its somebody soliciting for a charity, dont click the link. Instead, go there directly on your own and never wire money or send cashes personally to someone you dont know as part of any of these sort of email solicitations. And never even though youre looking at this, you go wow, this is obviously a scam, dont reply to it and dont forward it to any of your friends with a warning. That is a trigger that gets it populated even further and also tells the hacker sending it to you that youre a sucker youre willing to get more tricks like that and keep that software uptodate, whether its Security Software or the operating software in your phone, et cetera, you want to keep that uptodate and that should help you out. It is easter weekend and theres a lot of questions about the deadly virus across the country. Youve got the politicians, the pastors and the pandemic experts, that is the lineup we have all morning long. Gillian, its quite a show weve got. Yes it is. A minute ago you were talking about how important it is to keep in mind the recovery numbers here to try to keep that positive mind focused and the total u. S. Recovery as of this morning, more than 29,000. So certainly a number that we want to keep our eye on, thats for sure. In the meantime, the president has been busy talking about what the plan is going to be when the country is red i do reopen, ready to reopen, when and how its going to happen. Take a listen to what he had to say. I have a task force, ill have a council, its going to be announced on tuesday with names that you have a lot of respect for, a lot of great names, different businesses, different people. Bipartisan. I call it the opening our Country Task Force or opening our country council. Im going to have to make a decision and i only hope to god that its the right decision. But i would say without question its the biggest decision ive ever had to make. I want to get it open as soon as possible. This country was meant to be open and vibrant and great. You guys know you cant open it too soon because you risk having to go through this all over again. Thats the fine line that the president and experts are walking right now, trying to figure this out. What i appreciate is the president is laying out in front of us the dynamic that were all feeling, right. Youre listening to the experts. The models, many of which have been very wrong, by the way and a lot of the measures weve taken has helped change that and were flattening the curve. When you look at that side, its the sense that, man, weve got to start moving at some point and you can target it in a certain way so that certain regions, certain businesses, certain people, younger and healthier can get out there and drive the economy in way thats if were not thinking about that, now were another month out with the economy closed and the consequences of an economic crash can end up being as bad as what were seeing in the healthcare side and thats what the president seems to be talking about here. Absolutely. And we talked in the last hour with Brian Brenberg, a business professor at kings college, saying that this task force actually is a critical piece of this. Listen to what he said. Leadership means getting out ahead of issues. We do not want to be caught flatfooted when were ready to open the economy. Thats what this task force is all about. Its absolutely essential. It doesnt mean that were going to rush into anything. It doesnt mean that were just going to throw the doors wide open. But this is a complex issue as the president has said. Youve got to be planning ahead of time and youve got to get the right people around the table to do it. I am so glad that he is starting this process now. And i asked him going off of that, you know, what type of minds he thought would be good for this task force and he said have you to have a combination of brilliant economic minds as well as Brilliant Health minds and he said griff, you asked if it needs to be bipartisan. I think thats one of the key things right now. I totally agree. Pete was making the point earlier that if you get into a partisan fight, its going to really disrupt things. Brian as well, kind of confirming it. I do offer that having some sort of bipartisanship so that everyone gets to play a role in the revamping of the economy, led by President Trump, and the task force, is going to be really the key on whether it stumbles out of the gate or whether it takes off like a rocket. Yeah. Thats why last hour we talked about this 9 11 Style Commission that adam schiff and Kamala Harris want to launch right now in the middle of this issue. So lets set that aside. Lets figure this out. There will be plenty of time for postmortem. You want to be political about it . There will be an election in november. Thats fine, can you have the conversation. The president tweeted yesterday, saying Small Business loans, the fund may run out, people that are well connected that have great lawyers and accountants are accessing the money, what about the people at the back of the line that need to get it. We need to address that. Infrastructure which could be a way to spend money to get people going and Brian Brenberg and others have talked about a payroll tax holiday. Why are we taking the money when we can leave it with Small Businesses and ultimately employees, keep people employed for this temporary amount of time. The solutions are there. The question is, will democrats in washington im not talking about cuomo and gavin newsom in california and new york which have shown a willingness to work with the president. Politicians in washington get past their partisanship to get to what we need and then we can have the other conversations later on, about the communist chinese who started this whole thing to begin with. The focus needs to be on getting the money and the loans into the hands of people who really need it. That is the one thing everybody can agree on at this points. I want to show you the numbers, the percentages, these are the potential hot spots, a seven day increase. You can see delaware up there with 221. 7 increase in the last seven days. Followed by south dakota, maryland, rhode island, pennsylvania on the list as well. There are signs of stabilization in areas like new york and california but dr. Deborah birx warns we have not reached the peak yet, warning that these areas could be the potential next hot spots. Lets take a listen to what she had to say. The American Public who has really taken all of this to heart, stayed home, i know last week we asked a lot of people in the washington and Baltimore Area to consolidate, not go out frequently to Grocery Stores or pharmacies, you can see thats having a big impact. Its about the encouraging signs that we see but as encouraging as they are, we have not reached the peak. What do you guys think about that. I want to weigh in. I think its really important. Here in washington pete, you often ask me how things are here. If you go out and it doesnt seem like people are as worried, they see whats happening in new york but its not a situation fortunately here yet. And thats why the mayor here is encouraging people to wear masks any time you go out. I wear one when i go into the Grocery Store or cvs now, out of courtesy. Because we are all playing a part here. Im protecting you, youre protecting me. If youre sick, youre staying home. It is the other areas, the dmv, dc, virginia, maryland that were hearing bouts. You see the spike in maryland, very concerning. The governor there, larry hogan, really urging that we are approaching our peak soon. We dont know when. When we get there, the more we participate, the more we adhere to the cdc guidelines, the more likely we are to have a lower peak and flatten it smoother. Thats been the lessons from the west coast and now hopefully the lesson thats coming out of where you guys are in new york. Weve been hearing based on the models and the experts about these doomsday peaks. Governor cuomo talked about the need for 140,000 hospital beds, instead there are 18,000. I cant do the quick math on that i wont even try. Thats 10 , 15 of what they said would be needed at the peak. The Javits Center which was overhauled to have 2500 beds, 300 people are there. Thats a result of people being responsible where they are, listening to guidelines. But also, just because were seeing peaks doesnt mean we need to see shutdowns across the country. I think thats what the president is channeling. If you want to get the economy back going, you understand the prudent measures were taking, you listen to the doctors, but at the same time that second task force is i think at the front of peoples minds right now. They lived in the healthcare side of things. Now, how do we live in both words where we restart responsibly. It seems like the next few weeks are going to be critical. I know it seems like weve been saying that for a couple weeks at a time right now. You heard last week the warning that this week that we just experienced was going to be one of the worst and next week could be equally as bad. Some doctors are saying that. It hasnt been as worst as they were telling us it was going to be. Thats a good thing. I would rather that than the worst case scenario. The more lives we can save at this point. The point im making, we are not out of the woods yet. We still need to social distance, we need to play our part in all of this. I know its hard. I know people get frustrated. Its easter this weekend. People want to get out. It is so critical right now in the next few weeks, in the next week, taking it day by day to just continue on the course. Yeah. Amazing story, a good friend of mine that works for the chainsmokers through sony records said a guy in new york city who owns a pizza place wants to help and wants to provide pizza to the doctors and nurses. We met him a few weeks ago. We called lano ngones office, every day were out there thanks to adam who owns the pizza shop to donate thousands of pizzas to First Responders. No better fuel than pizza. Your background at 9 11, you understand logistics. How are you oral nicing this to be organizing this to be efficient. How are you determining where to go next, what people need. What ive done, thanks to my background, my dad worked with the nypd for 45 years, my brother was in the army, and thanks to them they taught me how to get things done. I reached out to all my contacts i had through the nypd, the fire department, new york city oem, state oem, fema and i directly found out that a lot of the ppe that the masks and the logistics that they needed, they just werent getting there and i have to say the president and the governor, the mayor, theyve all done a good job. Im not here to blame anybody. I wanted to make sure that i could use my assets and research and thanks to the Catholic Church just to help to get things done. So what i started to do, i started to find container ships coming in from the port of liberty thasey and i called people i had known for years and i said can i call the vendor and come down with trucks and pick up the supplies. Chief sanko has done an amazing job to help me clear this critical supplies. I literally meet the truck at the warehouse and as the warehouse was opening up, we would unload the supplies and bring them to new york city. Its like youre filling in the gap. Were dealing with catholic charities, fdny, the contact says what do i need and let us help. Im not dealing with bureaucracy and red tape. Im getting it done. Its not that, something along the lines of Compensation Fund just to make sure that any type of physical injury they incurred that lasts for the rest of their life, especially if its respiratory, it could take them out of their job and i think compensation should be available. One last thing ill say is the governor kind of forgot the idea that maybe the states should do this as well. And i think theres a debt owed by the individual states, not just the federal government. To come into an opinion editorial and talk about how horrible we are in the middle of this pandemic while people are dying and more importantly, people are sacrificing, putting themselves in harms way, thats what this country is. To say somehow we deserve it almost because we have people in prison, listen, being isolated in iraq and afghanistan, didnt make me think this is what people in prison feel like, not at all. I didnt do anything negative to get myself there. The idea that somehow this means this country is bad because we have wealth, capitalism and opportunity to climb the ladder, i was born in a 1960 single wide. I watched my parents fall through the floor. I know what poverty is. I know this is the place to get out of it. To say that those problems its disingenuous. Thats a lot of work with our lenders working eight days a week and late into the night and all through the weekend. Its just a big lift for a lot of banks that didnt have systems in place for administering basically a Grant Program for the federal government. Lets talk about the ppe. Here is some of the bullet points we can show you for firms with less than 500 workers, subject to a 10 million cap, payments deferred for six months and it becomes grants if workers are hired back. The key word youve got to keep your payroll intact. And when they call us and theyre upset and they want their money yesterday, were doing everything we can in our power to deliver those funds and make sure they understand the rules for getting the forgiveable piece back. The last thing we want is our Small Businesses in this troubled time to be taking on Additional Debt when they thought they were going to get a forgiveable loan. Its really important that everybody understands thats the role that the bank put in, to administer forgiveable loans when this was not something in place before or we had any guidance to do. Have you been working overtime and we appreciate it. The president mulling this question when to reopen the country. Antibody testing and what that might mean as far as opening up. Get the sound and let you react to it. On the subject of testing and supplies. Of the president gave a great amount of detail, more than 2. 1 million tests have been performed. And we continue to work very, very closely with fda and suppliers around the country troy expand the ability of testing. You heard dr. Hahn very soon we will have a Antibody Test and americans will be able to determine whether they have ever had the coronavirus. Pete how significant with an test be. There is even more reasonable to be optimistic right now. They talked about 30,000 americans have recovered from this virus. Lets remember over the 2 million americans that have been tested for the virus, those are symptomatic. Require hospitalizations or have symptoms that cause them to see a doctor. 25 to 50 of people who get this illness have l. Have minimal symptoms. These numbers are so under estimated how many have actually had the infection. If you have 30,000 documented recovery, i can tell you its going to be twice, maybe three times that number. There are probably a lot more who have recovered, who have been circulating antibodies. This the reason this antibody serum test is so important we want to look at the larger amount of the population how many people have already been infected. We may be protecting them right now. They already are immune to the virus, potentially. So these tests are crucial. They mentioned yesterday that they are going to start by having about 10,000 tests available maybe this upcoming week. We already are seeing Antibody Tests throughout the country being performed. This is crucial to get our country open again. I tell you there is going to be a lot more people we are going to find out have already been infected, have already recovered. Is going to drive down the mortality rate of covid19 and start loosening some restrictions on it. Because these numbers are encouraging. Hospital systems seeing fewer people coming in needing to be hospitalized and that is lessening the strain on the system. Will be saving a lot more lives. Jillian the second part of this Antibody Test to my understanding anyway to be able to determine who he is has these antibodies and if people want to donate their plasma; is that correct, to be able to help more patients out there . Sure it. Two separate concepts. One is detecting the presence of the antibody. That is to say who has conferred some sort of immunity shortterm or longterm we dont know yet. Essentially who has been expose to the virus. The concept of donating plasma to help those severely sick is one of the amazing benefits that come from having circulating antibodies in the country. The main, important part of having this Antibody Testing is to see how much of our population has already been exposed to this virus. Because if the vort have already been exposed to the virus. Its time to get people back to work. Its just an added benefit that those people can then potentially donate their plazama. One of the ones that we have heard about from the very beginning which havent gotten a lot of air time recently is called remdesivir Broad Spectrum antiviral medication. New medication that has to undergo a lot of scrutiny to make sure not only that it works against covid19 but that its safe. We have been doing it here at university of nebraska but now a small study just was published in the new england journal of medicine this week that showed 53 patients treated here in the United States and canada and europe are saying that they showed improvement, patients predominantly those that required oxygen or were on a ventilator were given this medication and far majority two thirds of them improved almost immediately and had lower case fatality rate for the patients who used this medication. This is extremely hopeful. I want to remind you this is for the people who are severely ill. The majority of people Walking Around will not need any medication at all let alone Broad Spectrum antiviral. The whole point right now is we want to save lives. The people who do require hospitalizations we have to figure out how to treat them and this study albeit small and not the most robust does give that glimmer of hope that were making some headway in finding treatment. Pete the president talked about the right to try. You are in dire straits. You tried everything else. Something like this it would be hydroxychloroquine. Thats gotten a lot of the headlines as well. Explain the criticism he has gotten for being a champion of patients right to try when we have seen so many people benefit in dire straits from this stuff . Im a supporter in the safe way for right to try legislation. Now, whats going on here is we are trying to find a whole bunch of different medications that remdesivir is a new medication not approved for anything because its new. The hydroxychloroquine, asmith throw maazithromycin medicationd for decades although for other ailments all because the world they have been using. This a lot of studies are showing benefit not just benefit in the severely ill but showing benefit in some patients who have mild symptoms and stopping them from developing the severe symptoms and needing to go to the hospital. Isnt that what this is all about . We want to keep people out of the hospitals . We have to actually reduce the restrictions on our outpatient doctors right now and give them the power to treat the patients the best that they know how. Pete thats ohio want to have the power. They need to be looking at things on a casebycase basis and decide what is right for their patient as long as there is ample communication between that doctor and that patient and they go over the risk and potential benefits of something. Tell me how its been since you got here. It has been very opening. Its been controlled chaos. They are real busy. Its something that i dont know if i believe it if i didnt see it with my own eyes. And its been opening. I have learned a ton and seen team works in ways i have never seen team work in my life. But its been so far a lot and i dont think i had expectations. But its been a lot of good. There is a lot of chaos and one day at a time. Jillian you say you dont know if you wouldnt believe it if you hadnt seen it in you for yr own eyes. A lot of people arent experiencing what we are in new york city and some of the other larger cities. For those people at home who may not know exactly whats happening, can you describe it for us . I think that, you know, from your health and when yoyour houd everything is quiet and everything is almost like eerie, there and you walk through the doors of the er at elmhurst and it is a completely different world it. Is night and day. Probably what new york city streets used to look like on the outside is about the pace of the inside. And its just completely different. And so looking in from an outside perspective you dont see that and you dont understand it. I mean, there is not a quiet second. Therthere is alarms and beeps ad people walking and running and doing things and patients coming in patients everywhere where there arent usually patients. So its an experience that i think i definitely had to be a part of in order to fully understand. Jillian have you ever seen anything like this . I have not. I have worked inner city trauma, and those busiest days are not even comparable to here. And the last couple days have actually been a little bit less busy than the first few. Jillian good. Even the less biz wrist days do not compare to the busiest days back home. Jillian friends ando you want e message. It is real, it is happening. The more that we try to just step back and understand that this is a real thing and whats happening here could potentially happen everywhere. Its a lot different than we see. We have done three phases of assistance to the American People. And to the whole fight against this pandemic as it is. In many ways, i want to see the first three phases roll out successful and see where we are with that. There is no doubt about it, for example, with the Paycheck Protection Program we want to get more to it. The president has asked for that and we want to do it. You know, its been a little challenging, obviously because we are all working from afar, but we are working. And we are trying to get something done. We will be glad to work with the administration and do whats best for the American People to get through this and then get our country back on track. Pete whats most likely to pass . Nancy pelosi has been on stinnett. On on obstinate. When it comes to staying focused on Small Business, can that happen . Do you have good Faith Partners on the democrat side right now. Well, thats the challenge, right . Because i dont think we really did, especially in phase three of this whole process because they were holdings things out. Delaying the whole process just for a few items. Nothing is more glaring than the 25 million that went to the Kennedy Center. And i said unless the Kennedy Center is being set up as a makeshift hospital for coronavirus, this has no play here. But, i think ms. Pelosi will try to get things in. And we will see if we can stop her. I hope we can there are things that we have to get done in order to get through. This the president understands that so, hopefully, we wont see further delays from ms. Pelosi. Lets stick to what the problem is at hand and get aid into the hands of the American People and so that Small Businesses, as you mentioned. Can maintain themselves, not lose employees. The key. We want them to be able to pay their bills. Dont lose employees and drive on. Griff congressman, you talk about problems. Let me take to you a different one. That is the World Health Organization. Dr. Tedros waits until march 11th to declare it a world pandemic in which 2,000 people have died. 114,000 cases in 14 countries. He even has the gull to pan President Trump who earlier in february stopped flights from china which we now know has saved countless lives. Is it time to cut funding to w. H. O. . Well, i think the president is doing the right thing in talking about that. The World Health Organization is to be there to be transparent so that we have facts and we know what is going on. I served on our board of health in cincinnati. You cannot proceed with taking care of healthcare issues if you dont have the facts. If you are twisting the facts. If you are in denial about whats going on, thats a problem. And whats curious, i and some of my medical colleagues have done a lot of research on everything thats taken place, whats being done in china. If you look at the medical research. You can tell that they knew Something Big was going on earlier than they have ever admitted to. So, on the medical side, it seems that there was some transparency but on the political side and on the government side, obviously not. And there seems to be connection trying to play this down. You saw the World Health Organization actually speak out at one point and say they didnt want a travel ban. Why do you that . The numbers, you know, have to be real. You have to know exactly whats going on if the United States and the rest of the world are going to respond appropriately. So, from here on out, i think, you know, we are acting on our own. We have got to get through this pandemic ourselves and our medical community along with our government is doing a great job. I think of that but, boy, this could have been a whole lot worse had the president not acted. And i think that the w. H. O. Has a lot of explaining to do. I know this president will press on that and we as members of congress should, too. Jillian absolutely. Its got to be an open and honest or we will fail. Jillian American People deserve honest and transparent all of those things that you mention. Lets talk about plasma. Blood banks are pleading that they need donations. Plasma from recovered patients. We were talking to dr. Nicole saphier this morning about how important the plasma is going to be in addition to those Antibody Tests. So where are we with that right now . I think its moving right along. The bottom line is we are going to need donors, right . And i think dr. Saphier, by the way did, a phenomenal job explaining that today. This is one way of finding out if people have the virus and got better. So thats going to be peace of mind for them. They can return to the workforce. But i do have to say that its important that we reach out to our physicians. And this is one of the things we are doing, trying to do through Public Service announcements, our physicians that are treating Covid Patients have to be aware of where patients are in the process that would make them eligible to be good donors. And people that they think they have had it or know they have had it, need to be able to reach out to their blood bank through their physician and go and have the plasma donated. This is a huge thing. Can i tell you three weeks ago, talking to my medical colleagues saying if we had 55gallon drums full of igg, thats the antibody that you need, we could save a lot of people. And what we really want to do is make sure that we can get to people before they neat a ventilator. Jillian i think a lot of people would step up and want to donate their plasma if they knew they were able to. Thats america, right . America stepping up to problems. Our people are great. And they just need to have the awareness of thank you for pushing it out this morning. And we are going to continue to push it out. Because its extremely important if we are going to proceed. Count me as skeptical that i want my Police Department flying drones over head of me monitoring my activity. How do you balance this out here . No. I completely understand that its not like these drones are just flying around and staring in peoples bedrooms. They are there for a specific mission and purpose within the parameters of the law. Right now the fact is there has never been a more important time for Drone Technology to play a Critical Role for this crisis and the crisis is a prime example of where the technology somebody benefit. As our society starts to adapt in a way to adopt this social distancing rule to follow the president s directive in the shortterm, Technology Like this is being relied upon to be a force multiplier where boots on the ground simply cant. And think about all the Police Officers out there that unfortunately tested positive for covid because they had to come in direct contact with people that were violating the law. So this is as much about protecting the public as it is about protecting Police Officers. And the benefit of these drones is that they provide this standoff distance. So now you have got officers that can go to a crowd of people, utilizing a drone, and be in a situation where they dont have to worry about being infected. When you look at this overall. Look, in general, unmanned ariel vehicle ther there isnt much unmanned. There is a person behind that drone every single time. This is a tool for Law Enforcement to use within the parameters of the law. Just like a gun is used within the parameters of the law. So, again, this is a tool that is not meant to violate peoples privacy but to protect both Police Officers and the public. Pete brett, a lot of people have raised those privacy concerns and elizabeth Police Department posted on facebook a response. They said we are just trying to save lives, not trying to be big brother. There is no recording and no pictures being taken. Its a tool of enforcement to follow the rules. Yet, there is 1,000 fine. So, skeptics would say well, they have got an opportunities to take a picture of you or take video of you. I mean, they call it a tool of encouragement. Which is kind of like i guess a state trooper on the side of the road monitoring and encouraging to you slow down so he doesnt have to give you a ticket. It just feels like a lot it. Could fly over your backyard at a barbecue. I starnsd that but this isnt the only place that this is being used. This is already being done all around the world. Not just new jersey. Other Police Departments currently using the same technology. Its bigger than drones with speakers attached to them spreading messages. We havent realize the the full potential of drones to help fight this crisis. We have to understand that this is a longterm fight against the virus for the next 12 toe 18 months. Whether or not we go back to work immediately. We have to start thinking about overall the supply chains that have been disrupted. These lines of communications that have been upended. All these different ways that we can start applying this technology. Its not just these drones and speakers. Talking about drone deliver as well. Thats important. Right now we have the ability to do things like that and provide medicine to people in need. And around the world on the other side of the world we have American Companies that are taking drones and delivering medicine stain First Responders and delivering blood in gowns but those same companies are banned from doing the same thing in the u. S. And thats just thats absurd because we need to do whatever it takes right now to get these medical supplies into the hands of the people that need it the most. Most, the overwhelming majority of people overcome this and we look at those numbers and they are tragic to see but if you looked at the model from just a couple weeks ago where we could be, you know, hospital beds, Governor Cuomo said we might need 140,000 of them at this moment right now thank god only 18,000 of those are full. The Javits Center said they needed 2,500 beds only 300 people there, so weve talked to healthcare officials here in new york and elsewhere who are under siege, no doubt about that but when the president starts to talk about reopening, and getting our country back on track, its based on a sense that because of the measures weve taken, were much closer to that today than we were a couple of weeks ago, hopefully were in this easter weekend, close to a horizon here guys. Happened over the last four days so this idea that we could in a best case scenario, begin to think about the worst has come and passed and look at things like opening the government and this new task force, very exciting. Well talk a little bit about that, probably with congressman devon nunes as well and on that note of hope as you point out, pete, pastor joel oostein will share his thoughts as well as dr. Jillian absolutely going to be great and to the point you guys were just making about looking ahead to when were able to reopen, you know a lot of Business Owners right now kind of going over in their minds and talking to their employees and talking to other Business Owners what its going to look like for them when they are able to reopen. Youre talking about restaurants who may have to have more space in between all of the tables, talking about a lot of businesses that are going to be changed potentially with social distancing and the president addressing the fact the country is meant to be open. President trump ill have a task force and a council thats announced on tuesday, with names we have a lot of Great Respect for , different businesses, different people, and bipartisan i call it the opening our Country Task Force or opening our country council. Im going to have to make a decision and i only hope to god that its the right decision, but i would say without question , its the biggest decision ive ever had to make. I want to get it open as soon as possible. This country was meant to be open and vibrant and great. Pete guys this country was premised on liberty and freedom. People being able to chart their own lives. Weve taken a temporary pause here, but it feels like first of all i think the president should keep doing these briefings i dont care what the crit beings say he can call out the folks trying to mischaracterize what hes doing and at the same time, he realizes that our economic engine is right there, and we know so much about this virus, and how it spreads and who it effects, we can use that information at this point, including Additional Information , and weve got a sound bite on that in a second. To start to say okay, certain people, certain agegroups and certain areas can get out there and open up and get the economy going, in a way that our immunity as people becomes a benefit to us, if were responsible about who were interacting with, the elderly, people that are sick and you can start and thats where the president s mind is. We know we can do that. How do we get it donald how quick can we do it . Griff thats whats so different about this call and this was a healthcreated crisis it wasnt like in 2008 when our Financial Institutions failed us with the housing industry crash ing and dr. Negotiations are continuing this weekend over additional funding to help Small Businesses impacted by this outbreak and that funding will be crucial for a lot of these businesses, because the Administration Says it is predicting the 350 billion that was already approved for the payroll Protection Program is going to run out by the end of this next week. 168 billion have been approved this government guarantee as long as you keep your payroll intact youll be forgiven for the loan. Those are enormous numbers, thats one reason why the bay our estimates are were going to run out of money for the Small Business thing, april 17. Reporter the white house and gop leadership want to add 250 billion to the program which offers forgivable loans to Small Business owners who dont lay off employees during this downturn. But Democratic Leaders are blocking that effort, arguing that hospitals and state and local governments should get another 250 billion as well , something the president wants to include in a larger fourth package, and while the u. S. Is in the middle of this fight against the coronavirus, a group of democrats is now proposing a 9 11Style Commission to investigate the federal government response to the pandemic. This comes as Senate Minority leader Chuck Schumer is blasting President Trump for removing the pentagons Inspector General who was tasked with monitoring the coronavirus Economic Relief plan. Schumer said in part, President Trump is abusing the coronavirus pandemic to eliminate honest and independent Public Servants because they are willing to speak truth to power and because he is so clearly afraid of strong oversight. And well end with a bit of good news. Fox news learned that over the next few day, most americans should be seeing money from the federal government showing up in their bank account or in their mailbox as part of the phase iii relief package that was recently passed so thats something to look forward to. We want to go to capitol hill, where you guys are, the president is talking about what he want, a targeted Small Business package, maybe payroll tax relief, infrastructure bill, whats possible, what are you guys aiming for here . Well the real need to senator mcconnell tried to get passed this week was just a plusup to the Paycheck Protection Program. This is the program loaning money to businesses so they can continue to pay employees, so that they dont have to go on the unemployment roles. Want to load it up, with a lot more junk, which we know they did last time, you may recall, they got money for the Kennedy Center and last time i checked, its not being built into some hospital to handle Covid Patients, so look, its unfortunate, but at this point, i think the key is going to be when do we get the country back to work, and parts of the country can go back to work. Were starting to see states like texas that develop their own plan, hopefully other states will follow suit, along with cities and counties so that we can get america back to work and in the meantime, we just need to make sure the programs that we passed a couple weeks ago are fully funded so that the americans, every american that wants to participate in the program, in fact, can. Jillian you mentioned the importance of getting america back to work as soon as possible. The president says that he is assembling another task force focused on reopening our economy in your opinion who needs to be a part of that task force, what type of minds . Well what i would say on this is that the best way we can handle this is closest to the people, so the federal government is stepping in where we can, whether its through this Paycheck Protection Program , or whether its with masks and other equipment, the ventilators but the way were going to fix all of this in the long run is be able to handle these outbreaks quickly, so one of the keys to that is going to be making sure that each at the county level or the city level depending on the size of your county or the size of the city that you live in, we need to make sure that theres a place that Everybody Knows that if you come up positive, with the virus, that you can go to that facility if you need to be either 1 tested or 2 if you have to spend some time in the hospital. What we do know about this now is that its a very contagious virus, probably one in modern history probably most contagious viruses, but at the same time, a lot of people dont have to go to the hospital, which is a good thing, so even though were prepared for that now, in the long run were going to have to look at what are those plans, and look pete knows a lot about this , we need to look at this a lot like a military operation, which pete be very familiar with griff yeah, congressman let me jump in for a second because you talk about responding and i want to think a little bit to the World Health Organization because it appears now that had they declared this a pandemic el yes, sir, had they not been telling us that humantohuman transition was impossible according to chinese scientists that we could have responded quicker, and now, there are calls for the head of the who to either resign or testify, where do you come down well look, all of these organizations, they are all do good organizations, they all mean well, and the problem is that they become very bloated and very political. I actually, two of the World Health Organization many years ago i toured it and quite frankly i walked out of there saying my god i hope we never have a pandemic because i dont think these guys will be able to handle it. The challenge we have here is it looks like theyre taking the side of china in this , and look, im not trying to be anti china or anything like that, the Mainstream Media wants to try to accuse people of but look the Chinese Communist party is definitely responsible for all of this , and along with the World Health Organization who essentially acted as kind of letting them do this and not doing their actual job and i think the American People expect for people to be held accountable especially the amount of money that we send there every year. Griff very quickly just to followup on that because the timelines, will congress be taking action . Will you seek to take action to hold the w. H. O. Accountable . Well youve heard the president , he says hes going to withhold funds, he can do that, he has a right to do that, congress should be supportive of that, however you know weve already seen the democrats control the house of representatives, so they can block but i think that all republicans are united, that we want answers, number one, from the World Health Organization and number two, we want answers from the Chinese Communist party pete its shocking that that would not be bipartisan, congressman. Well we just saw last night, there were redactions that were finally rebuilt to the American People, so theres footnotes that now the American People are beginning to learn more. You know that the House Republicans have sent over eight criminal referrals to the attorney general. We expect those to be monitored, looked at, evaluated. We know that durham is running this investigation, but the key is going to be, you know, can you build the evidence in order to make prosecutions against theres a whole bunch of folks that we referred but the eight referrals that weve done but i would say that people should go and look at those footnotes that are now public, okay . Because likely, were going to have more criminal referrals based on these, and so what we know now, the bottom line is what was rebilled last night is that we know that the democrats were spreading disinformation, russian disinformation which we have been saying the whole time. It never made sense that youd have a political operative, like the Clinton Campaign working with fusion gps, hiring a foreign former foreign spy, that they know is supposedly getting information from russian intel folks . And studies show that while the strain of the virus on the west coast originated from travel in china most on the east coast in new york city have been infected with a strain that has ties to europe, so what does this say about the spread of covid19 . Here to discuss it, fox news medical contributor dr. Mark siegel. Good morning to you, tell me about this different strain on the east coast. Good morning, griff. Scientists at mount sinai in new york and my own nyu langone and then cambridge in england are all studying the genetic structure of the virus so its pretty much the same so i dont want you to think that its infecting people differently but what is different is this virus is always changing and they identified some different strains and the ones that are in europe are different than the ones that originated in china. Ill tell you why thats important to us. It looks like the outbreak that we followed back in february at Washington State came from china , directly from china, but what weve been seeing in new york here and on the east coast, a huge outbreak of well over 100,000 patients in new york state is identified with the strain in europe, so it looks like we got it from europe over here on the east coast, and it spread widely here, at a time , griff when we didnt even know that was occurring, we didnt know the outbreak was occurring in europe. Were talking february, not even march, when it started to spread here in communities and we didnt have the testing to identify it. Griff very interesting, and we continue to learn more, but lets get some questions in, because you know as you know dr. Siegel this is so important to our viewers. She says i was diagnosed with the virus about three months ago , i lost my sense of taste and smell, will they come back and if so, how long is it going to take . Well you know this speaks to the other point. Three months ago, i would have originally said thats too soon for it to be covid19 but now im starting to rethink that. If its covid19, that caused the loss of smell and taste, its not the nerves in the nose and its not the nerves in the mouth, so its the skin and therefore, it should recover. It should have already recovered in her case, to begin with, respiratory viruses can take several weeks for that to come back but its not nerve damage so i expect it to recover griff here is a question from john. He says can vinegarbased household cleaner kill the covid19 virus . So glad you asked me that question. What a Public Service to say no to that. No evidence, Consumer Reports looked at this , theres no proof or evidence. Youve got to stick to clorox based, detergentbased. Well, honestly its the most celebrated week of the year, at least for me. Obviously different, weve never been in a situation before. Ill honestly think that its a reset and i think that obviously were very very, i mean i just hate the death and that people are sick. We are obviously praying for many of you all around the world especially in america, but i think that its going to be good for us. We filmed it in front of the samaritans purse hospital which is doing amazing work right across the street from mount sinai and it was very very surreal and in some ways, there was nobody there except the film crew, and used to having thousands of people, but we knew we were singing and preaching to people all around the world, and youll get to see that tomorrow so it was very very powerful and really amazing, so very grateful to be here. We are still getting word now from Florida Governor ron desantis who will be addressing reporters shortly whether he will follow suit in the sunshine state.
