because his argument is that the unions would gain so much more power through this law because many of the healthcare workers would end up joining unions and in dues collected by these unions because of that, as much as $1 billion in dues. >> steve: for every million employees. so according to mr. pacter, and he'll on our show, apparently as they were trying to figure out the affordable care act, they were figuring out, is there any way we could make all these health care workers government employees and then in turn, eventually unionize them? let's talk to former democratic senator and fox news contributor, evan bayh, good morning to you. >> good morning. >> steve: what do you think? >> from the beginning, the strategy of the obama campaign is to make this not a referendum on the last four years because the economy has been so tough, the deficit has gone up, et cetera, but to instead make it a choice between two individuals and to really discredit governor romney in a way that would make him an unacceptable alternative so this is a continuation of that theme. >> steve: and it has been a distraction. let's see some tax records, mr. romney. okay. you won't give us ten, how about five years? when, in fact, john mccain only revealed two years, which is i think ron reagan had one year. jimmy carter had one year. john kerry's wife didn't reveal any of her money back in the day. >> the ryan choice for vice president was an attempt to try and elevate the debate away from all that stuff, bain capital, tax returns, all that, and instead put him on a plateau about what about the fiscal future of the company, energize the republican base. i think they have a chance to do this. this whole medicare debate ultimately may be fault fought to a draw because romney and ryan are going on the offense. however, ultimately people tend to trust democrats a little bit more on that issue because after all, we like to spend money on entitlements. if they can fight it to a draw, that's a lot better than historically better than republicans have done on that issue. >> steve: i think this time, for the low information voter, they may not quite understand everythings that going o. if you look at the poll last week between given the choice between obamacare and medicare, they prefer medicare. and the republicans were saying the president raided $716 billion to pay for obamacare and seniors are going, i don't like that. >> it's a great way for the romney campaign to frame the choice. but you steve, raised the critical issue and you said high information or low information voter. the key question here is, are the american people ready for a debate about this? serious debate about this, or not paying attention so much? so if this is another ross perot typo moment in 1992, remember when he got out his chalk board and said the program is unsustainable, if the american people are ready for that, the romney approach might work. if the people are disengaged and listen to the sound bites, maybe not so much. >> steve: if it is -- i've heard some suggest that okay, the romney camp is going to continue to push the president on medicare this week right up to the convention, and then afterwards they're going to pitch rot and talk about the president's performance on jobs. that's a winner for the republicans, isn't it? >> the economy and jobs ultimately has to be the winner for the republican party because the economy has not performed well. if you look at the figures people are unhappy about the direction of the country. so if this is a pivot back to that, that may be a winning strategy. if they continue to get bogged down in entitlement reforms, that's a harder row for them. ultimately, my guess is this election is about the economy, jobs and where we go from here. >> steve: what do you think about turnout? >> well, i think overt past couple of years, just like you had the big frustrations from democratic and republican lawmakers, it's certainly angered those who have been on the front lines and those who have their peers serving on the front lines. i'm just one of many. i'm a big group of delta force, c.i.a., marines and ex navy seals who have had enough and figured we need to do do something to make sure this administration clamps down on leaks that could hinder future operations or get our friends killed. >> brian: give us an example of some leaks that could endanger your guys. >> the bin laden raid, the virus in iran, the yemeni double agent bomber as well that exposed that the fact that there was a joint british and saudi and american plan which gives a trust deficit for our allies and hurts us in recruiting proceed tension sources from years to come. numerous leaks out there and widely reported on networks of all leanings. >> brian: i want you to hear a little of the ad in case you haven't gone on-line and heard it. let's look. >> been a goal for years, but the politicians turned that victory into an intelligence disaster. >> what about the people who put their lives on the line to help us eliminate osama bin laden? what happened when the administration made it public? who was on our side? >> brian: so a lot of people saying, look at that ad. it's very powerful. you guys are very credible. are you guys going to bat for the republican party? are you guys just anti-democrat or anti-president obama? >> absolutely not. in fact, among our ranks, we have folks who donated to obama and voted for obama. i think democrat senator -- my democratic senator of virginia john warner said it best -- i'm sorry, mark warner, sorry. he said it best when he said democrats should be outraged, republicans should be outraged and americans should be outraged. >> brian: when it comes to the bin laden raid itself, you know admiral mccraven, special forces military commander, he said the end of the day, make no moss stake, the president of the united states, he's the shoulder who made the hard decision that was instrumental in the planning process because i pitched him a different plan every day. what's your reaction to that so when people get upset that the president is taking too much credit, mccraven is giving him credit. >> i think the president is entitled to some credit, absolutely. any president that presides over this type of operation would. what people -- they played that quote from admiral craven, someone who i deeply respect. but what he also said in that same interview was that if these leaks are not clamped down upon, that lives will be lost. future operation also be hindered. that's exactly what we're saying. >> brian: you're also saying that the president should be just as angry about the leaks as you guys? >> absolutely. the buck stops with the president. we respect the president. we respect the office of the president. but ultimately, it is the commander in chief who is responsible for clamping down on these leaks. >> brian: i want to you hear from this clown who from media matters: quote, it's kind of lame, former navy seals don't have the guts to admit they're running a gop anti-obama campaign. your reaction? >> well, like i said on bill o'reilly, wolves usually don't wear what sheep think, but i seriously doubt he would walk into a bar and tell any official operator they were gutless. >> brian: are you a republican? >> brian: if there is any sport that is pure merit back, it's track. either you won or didn't. second or not. what you overcame is nothing compared what you overcame as a childhood. it's reality. six schools in six years. what you dealt with living in the church basement because you guy high school no money. single mom situation. six kids. this is real life. >> five kids. definitely wasn't a marketing ploy. for me, i was there has got to be other kids struggling with -- maybe they don't have the same stories. maybe they have tough situations and they're wondering if they can get out of it themselves. every time i opened up about my story, i was hoping to reach somebody out there and it's kind of crazy that i would get backlash for that. >> steve: it is crazy. tell us about hurdles of hope. >> right now i want to put all my energies into my foundation that i just started and it will be hurdles for hope, it helps kids who have parents incarcerated. my dad was in jail when i was raised and i want to help them kids and give back. i have a lot of free time. so i'm looking forward to that. >> brian: you're going back to train not guilty about a month. how do we find out more about it? what do you think he was thinking? >> i believe that vice president biden thought it was funny. it was not funny and it backfired. and once again, this administration has no positive record to run on, so they're trying to scare people. they are trying to ignore the despair that's out there. he was simply trying to be funny in front of an african-american audience and it didn't work. you don't make a cross the line statement like that in front of any kind of audience. this ought to be about the truth and the facts and they're trying to talk about everything other than the truth and the facts. >> brian: we also know that in hick, in -- in this case and there has been more focus on mitt romney's tax returns. that shows you there is a different focus this time around. but the big focus should be on jobs. you had 44 states have unemployment tick up. that should be the focus. what do you think -- what are you doing about it? >> what i'm doing about it is trying to get the truth out to three groups with the truth tour that is going to appeal to people of faith, business leaders, and encourage them to share information with their employees and college students. here is a startling statistic, brian. 43% of voters under the age of 30, they think favorably of socialism. why? "fox & friends" starts right now. >> this is herman cain and you are watching "fox & friends". >> gretchen: that was herman cain who we just had on the show talking to brian. hope you had a fantastic weekend. now we're off to one week before the convention starts. >> brian: we'll be there live in a matter of moments. dana perino, but first, the headlines. >> gretchen: fox news alert. new video in. race car accident, missouri state fair. at least five people were hurt after a car crashed through a fence right into a small crowd gathered in the center of the track. the missouri highway patrol is investigating the accident. there were also reports of a crash during an earlier race yesterday, injuring at least one person. the hollywood heavyweight who directed "top gun" has been found dead. police say tony scott, the brother of ridley scott, jumped off of a bridge in los angeles, california, plunging 185 feet to his death. his car was parked on the bridge. investigators recovered a suicide note that he left behind. scott was one of the first directors to make the transition from commercials to features. in addition to "top gun," he produced "beverly hills cops 2" and others. he was 68 years old. afghanistan where another u.s. nato service member has been shot and killed by an afghan police officer. the american is now the 40th coalition troop member killed in an insider attack this year. this number is nearly double last year's total of 21. u.s. and nato troops are being order to carry loaded weapons at all times to defend themselves against afghan attacks. chairman of the joint chiefs of staff, general martin dempsey, is in afghanistan right now. he's3zy] óóí1nezj screening their military and police recruits. a race against the clock last night. this is alaska's glacier bay. this is coast guard responders rushed to rescue at least 76 people from a sightseeing boat. it hit a rock and started taking on water. the coast guard says there were only reports of minor injuries. they're now investigating how this could have happened. those are your headlines for a monday morning. >> steve: with just one week from the republican national convention and two weeks from the dnc, both sides are now turning their attention to medicare, or ed henry at the white house, should we say, medi scare? >> good morning, steve. that's what the republican ticket thinks that the obama campaign is doing. advisors were hitting the sunday talk shows yesterday and hitting the republican ticket hard on that medicare issue. certainly the republican ticket believes they're trying to scare senior citizens in key battle ground states like florida. what we saw this weekend is that paul ryan, the republican vice presidential candidate, is trying to fight fire with fire, but also by pushing back on the numbers, but also rolling out his own mom who is a senior citizen in florida, bring a little softer, more personal human touch to this debate. and in addition to noting that his plan would not affect anyone over 55 years old, paul ryan mentioned his own mom, but went after the president's healthcare plan. take a listen. >> when i think about medicare, it's not just a program, it's not just a bunch of numbers. it's what my mom relies on. the president raids $716 billion from the medicare program to pay for the obamacare program. (booing). >> the obama campaign insists that those savings in medicare were just through waste and other changes that did not affect beneficiaries. they note that those changes in the president's healthcare law will extend the life of medicare by eight years and they say if the romney-ryan ticket is successful and they take that over $700 billion and take it again, then essentially you will see medicare lose four years of life. here is robert gibbs, senior advisor to the campaign. >> well, i think if he wants to protect medicare for his mother, then he should thank, first of all, president obama for what he's done in the past few years to extend the life of the medicare trust fund. to help seniors with their prescription drug costs, to help seniors get free preventive care. >> the president is going to continue pressing that case this week in key battle ground states starting tomorrow. he'll be in ohio, goes on to nevada. so obviously a lot of senior citizens out in nevada, in addition to the state of florida where paul ryan was this weekend. and this morning, we are going to see the republican ticket back together for the first time in several days. the romney-ryan ticket in new hampshire this morning pushing back on all this. >> steve: we've got a live camera in new hampshire. we'll see that promptly. edward, thank you very much for a live report from the white house. >> gretchen: time to bring in dana perino who is from "the five" and joins us on monday morning. what do you make of this news week cover? it's obviously for attention, but seems to be a little bit askew from what the political leanings usually of news week. it says, hit the road, with rack. >> do you remember three weeks ago when they ran the cover about romney being a wimp? a throw back to the george h.w. bush cover? newsweek is not what it used to be when i was growing up and i used to get my newsweek and time and get ready for my speech and debate tournaments. i think it's hard to say whether this cover, which is with an article that's an opinion piece written by nile ferguson, whether it was planned ahead of time, or if newsweek felt so much blowback from that wimp factor cover about romney that they felt they need to do do it. i'm not sure what they're tying to do there. remember, newsweek was sold for a dollar less than two years ago. they're trying to make it work. the new world of -- >> brian: this is a conservative guy. >> yeah. >> brian: he is covertive. so they gave him the cover. so that's significant. >> right. and if you are an obama supporter, this article opinion piece will make you furious. if you are against obama, this enyou find a lot in inn there that makes it think it works. >> steve: for people who have not gone on-line and canceled their subscription years ago. here is a piece. despite having been a advisor to john mccain, i acknowledged his opponent's capabilities, hard, cool temper amount and near faultless campaign organization. yet the question confronting the question nearly four years later is not who is the better candidate four years ago. it is whether the winner has delivered on his promises and the sad truth is that he has not. >> brian: he went on for 25 pages after that. what bothers me about that sound bite a little bit, the piece we pulled out? he's saying he recognized the strengths of obama based on all of the things now that we think back and go, wait a minute. what did he believe? what were the policies he was going to put forward? what was he going to do with the country? it was about his oratory and his ability to run a faultless campaign? that was why everybody was looking to fours years ago. now they're going, oh, that was not very satisfying. >> gretchen: the hope and change really didn't play ought without for so many people. starkly 8.2 unemployment rate we're sitting at on. let's move to the media coverage of president obama and the interviews he is choose to go do because he has not done any sort of a press -- whatever you call it. with the white house cover for eight weeks. he's doing people magazine and entertainment tonight. >> i agree they are important ways to reach a certain amount of people. every time i hear about jay leno, one of the two of them is on jay leno. i know president bush didn't do any of those while he was president. the white house press corp. is set up traditionally for a reason. our tri country is founded on the fact that the government will be held account to its people and one of the ways they do that is representatives from the press. the thing is, they god goth to feed the -- the thing is they have to feed the beast every once in a while the thing is are they that confident in that? >> brian: one of the questions they got from a local radio station was, if you were a super hero, what super powers do you think you would have? he said he would choose to speak languages. >> another one asked him what his favorite chili was in new mexico. good questions. the other thing that happens is if you don't give the white house press corp. a chance to ask a question every now and then, the pressure is going to build up so much and then you're going to have negative feelings. the thing that's amazing is despite all of this mistreatment by the obama team, they still get amazing press coverage. >> steve: they absolutely do. >> gretchen: this past week he did not want all the questions of joe biden and the gaffes and whether hillary clinton -- >> i think it's a bad strategy for them as well. people who are paying attention in this race who might be inclined either to think they might go out and vote for him but aren't enthusiastic or looking for detail, they're left with this -- entertainment tonight is just as important type of you guys response from the campaign. i think it hurts them. i think president obama would -- he could thrive in a situation when he answers questions from them. you just need to hit it a couple of times. if they're that worried about talking about their record and rather talk to people magazine or entertainment tonight, you are not going to get the same kinds of questions you would get from reuters or associated press or yahoo news or any of the other reporters who are in the room covering them. >> steve: the people who cover them day by day, white house press corp., people like us, the campaign didn't want to talk about joe biden and didn't want to talk about the high unemployment. so what do they do? at the end of the week, they throw in that hey, mitt romney, we got a deal. rather than ten years worth of taxes, five years. suddenly we're back on -- >> the deal was this: if you give us five years of tax returns, we will never talk about it again. >> gretchen: doing just fine. what does it feel like to be the one tapped to do this prep work for the debate? >> well, listen, paul ryan and i get along personally, but anyone who has seen the budget committee debates know we have deep differences on these policy issues. so my job will be to sort of synthesize that, but i also know how paul ryan presents his case. i'm looking forward to the campaign. i'm looking forward to the debates. i hope we can focus on the big issues because there are huge policy contrasts could be drawn between the way mitt romney and paul ryan would like to take the we country and the way the president and vice president would. that's what the debate will be about. >> gretchen: medicare will be front and center. i think the american people, once and for all, really want to get to the heart of this debate. let's look at what the ryan-romney plan encompasses. it's complicated, but these are the basic points. provide subsidies, let's plans compete against each other, citizens 55 and older grandfathered in. eligibility at 67 after 2023. and it cuts medicare spending by $750 billion over the next ten years. why do the democrats and you specifically, congressman, have a problem with this whole idea of letting the free market get involved where seniors would have the opportunity to stay on medicare under the romney-ryan plan, or go to a private company >> because the way this works fundamentally is to say the way we're going to deal with rising medicare health care costs is simply to shift those costs on to senior citizens. we already have a private option under the medicare plan. it's called part c. called medicare advantage. in fact, if you look at the history of that, it's actually cost the medicare program more and, in fact, one of the things we did under the affordable care act under obamacare is to say we're going to ends the overpayments to the private insurers within medicare. we're going to use some of those savings instead to strengthen other benefits. so for example, for seniors with high prescription drug costs, we've closed the doughnut hole. we improved the approach to preventive health care. and in the ryan budget, even though they're now criticizing the president for those savings, they adopted every penny of those savings. they did not plow any of that money back to strengthening benefits. they reduced benefits compared to the affordable care act and they will pass the bill on to seniors in the form of vouchers. >> gretchen: what about the idea that under obamacare, that it's actual will he the president -- actually the president is cutting medicare by $716 billion in order to pay for obamacare? >> actually the president doesn't cut one penny in benefits. what the president did was end some of these overpayments to the private insurance companies in medicare. so for example, they were being paid at 114% compared to the regular program, the fee for service program. again, the ryan budget, the republican budget, they understood this was one of the sensible things to do, which is why they adopted all those savings in their budget. >> gretchen: doesn't that bring us to the basic point, though, of what a lot of seniors are very concerned about, which is the quality of care that they will get and whether or not physicians will be able to still take medicare patients? because it's already starting that many physicians do not, because of the reimbursement, won't obamacare make that worse for seniors? >> no. here is why, in addition to getting rid of the overpayments to the private insurance companies, which obviously doesn't hurt seniors' health care. just means that these private insurers don't get this huge windfall that they were before. what that proposal does is to change some of the incentives for reimbursements in medicare. for example, hospitals. hospitals now won't get paid every single time a patient gets readmitted to the hospital based on the same condition. instead, they're going to be -- well, they're going to be paid to coordinate the care for the patient so they have an interest in following up with the patient after the patient leaves the hospital. >> gretchen: congressman, i'm up against a hard break. but this is proof how complicated the issue is. we will revisit again with you sometime very soon. thank you so much. campaign trail low for a couple of days, mitt romney and paul ryan are teaming up. molly line is awaiting their arrival in new hampshire. good morning to you. >> good morning. we are here and folks have been here for hours lining up. it's another two hours away. they're just beginning to let the good people of new hampshire into the event, town hall event. this is a major milestone for the romney campaign. the 100th town hall event and a chance for him to reunite with paul ryan and for the granite state voters which could ask tough questions out here on the trail to possibly make news today. you never know what the new hampshire voters are going to ask. there has been a lot of controversy out on the trail lately. some of those hot button issues will be touched on. medicare, welfare. the romney campaign released a new ad today regarding welfare reform, hitting president obama, saying that obama for what views as the quiet gutting of welfare reform. they believe that president obama's plan changes welfare reform from what it was intended to be with the bipartisan agreement that was made in the '90s. so they may be getting a lot of questions on those issues like medicare, welfare reform, taxes. generally new hampshire's political scene is the hottest in the run up to the primary. but because these four electoral votes are still outstanding and this is a swing state in the election in a very tight election, new hampshire is getting more attention than it usually does at this time of year. over the weekend, president obama made his own stop here in the granite state. over 2,000 people attending to listen to what he had to say in his third visit of the year. and he makes the argument that this election is about a clear choice between two fundamentally different views on growing the economy, creating jobs, and paying down the debt. he went after ryan's economic plan and made the argument that if ryan's plan were to go through, that romney's tax rate would be just 1% over the weekend. the romney camp saying that is just yet another false attack. this is really just the beginning. over the weekend, both the president and mitt romney had a chance to relax, spend time with their families h a chance to go to church v a nice family day. today it gets back to the campaign trail and the real potential for news to be made because of the new hampshire voters and the tough questions they are always known to ask. back to you. >> steve: bark some out. molly line, mighty fine, thank you. >> brian: they are not going to be together that much. but they get along so well and do so well, they're starting to pair up again. the headlines begin like this, zoo cat knee park didn't work out. so the occupy movement heading south. squatters will be heading to tampa bay. for the republican and democratic conventions. they'll be met by thousands of cops who will try to persevere through the horrible smell and rein them in. police adding additional 3,000 officers from around florida to their 1,000 member force. in charlotte, clashes are expected. they were banned from camping in the parks. >> gretchen: jose baez has reportedly been hired by the mother of "dark knight rises" shooting victim rebecca wingo. her mother reportedly feels the movie theater is partially to blame for the tragedy that happened there, claiming there should have been more alarms or more security guards by the emergency exits. no word if the families of the other 11 victims plan to join this case. the massacre happened exactly one month ago today. >> steve: meanwhile, a rare and incredible sight over lake michigan. the captain of a freighter who is also an avid storm chaser and photographer, grabbed his camera and recorded five separate water spouts occurring at the same time. it was about 45 miles to the east of milwaukee when it happened. the captain says the water spouts are technically dangerous, but he says no match for his nearly 700-foot long ship. he says he probably could take a direct hit and all he would do is get wet. but he's not going to try. >> brian: close call to start the nascar spring cup race over the weekend. watch. mark martin had an early lead, but during lap 64, there is is a spin out. basically he tailed on the wall. the car then caught on fire. martin luckily walked away from the crash unharmed. he did not return to the race. >> steve: wow. meanwhile, she's just like every other miss america. she's super smart, absolutely gorgeous, and she works her tail off. there is one thing that makes her very different from the other winners and it's something she's had a hard time talking about until now. talking about her father. joining us o is laura kepler. good morning to you. >> good morning. >> steve: it's great to have you. a lot of people don't know that your dad once upon a time was in jail. >> that's right. i really viewed miss america as a way to raise national awareness for children who have a parent in prison, obviously stemming from my personal experience. i have been very proud of the work that i've been able to do throughout the course of the year, working with a lot of different nonprofits and mentoring programs. but today specifically big brothers, big sisters. >> gretchen: let's talk about what happened first to your dad so people can understand he was in prison for 18 months for what? >> he committed white collar crime. spent some time in federal prison. looking back, that was a time that i was embarrassed and isolated and ashamed of something that i didn't even do. that's the same stigma that every other child who has a parent in prison faces as well. so stemming from that experience, i had mentors come into my life that truly made a difference that i wouldn't be the woman who i am today, but most certainly wouldn't be miss america. >> brian: from outside your family? >> yeah. >> brian: they stepped up and saw a gap. is that how you see big brothers and big sisters? >> through my experience with mentors and that positive experience of knowing that one difference that you could make in a child's life because i had had happen to me. we thought it would be really great for me to partner with big brothers and big sisters because it's so fit to go my platform and about 25% of those kids in the big brothers, big sisters program has a parent in prison. >> steve: you mentioned that you were embarrassed when your dad was in prison, but that's just the tip of the iceberg. i mean, i would imagine you wouldn't want to talk to anybody because you're afraid they're going to bring it up. they know. everybody is look at me. >> right. especially when it was a prominent scandal in my community. not many of my friends at school would understa like to visit him on the weekends and then go back to school. >> steve: did you want to stop going to school? >> no, i didn't. but it was very embarrassing and shameful. >> gretchen: the amazing thing about being miss america is it gave you this platform to turn the entire story around to be a positive for other kids. now in being with big brother, big sisters, you can help these other kids. i was amazed at the fact that when kids get involved in this program, more likely to improve in school, avoid risky behavior and have higher self-esteem. what are you going to do at lincoln electric. >> we're going to kick off my psa i did for big sisters, big brothers. i'm going to spend time with them. and it will be a great afternoon possible a spokesperson for them. one of the statistic, not having self ex steam, i found that through the miss america system because of what happened to me really held a damper over what i thought my possibilities were and what my future would be or what would amount to. so i'm a proud spokesperson for this not only because i've seen the power of mentoring, but it's a lot of what i've been trying to do this year as well. >> steve:
