this became a battleground state after mitt romney dropped two states last week and you see 263 for rick santorum. so he picked up 10. wasn't eligible for 10 because he wasn't cleared there. >> he wasn't going after his opponents. he's actually going after the big guy who may be his opponent if he is indeed going to be the presidential candidate for her the g.o.p. side. listen to what mitt romney has to say about president obama. >> we once built an interstate highway system and the hoover dam and now we can't even build a pipeline. i mean, we once led the world in manufacturing, in exports, investment. today we lead the world in lawsuits. you know, when we replace a law professor with a conservative businessman as president, that's going to end. >> you know, one of the criticisms of mitt romney in the past has been he doesn't really sound like he's got a vision for the future. last night, if you listened to his speech, it was on during the sean hannity program, he sounds like he's got a vision for the future. and the other thing is rick santorum has said for a while if i can just get -- if it can just be a two man race, me and mitt romney where everybody is looking at me and mitt romney, i can beat him. you know what? in illinois it was pretty much rick santorum and mitt romney because newt gingrich and also ron paul didn't really play there. >> i'll factor something else in. for the longest time, you thought mitt romney's camp wanted newt gingrich to stick around. now, i don't think so. their race to get 1,044 delegates, rick santorum decided to give his speech last night in pennsylvania where there was a standing room only crowd. there's a huge room for his overflow even though we're not seeing a pennsylvania primary until april 21st or 27th, he decided to go there. listen. >> this is election about fundamental and foundational things. this is election about not who's the best person to manage washington or manage the economy. we don't need a manager. we need somebody who is going to pull up government from the roots and do something to liberate the private sector in america. that's what we need! >> so now, he, mr. santorum is banking on louisiana. >> i was going to say saturday. >> very nice of you. >> so that is his hope. but again, that's the hope for newt gingrich as well who was on last night and is it just us or does he sound less like a candidate and more like one of those guys on tv who analyzes what goes on in politics. listen. >> governor romney had a pretty good day today. i think he took a step towards clearly proving he was the frontrunner. senator santorum did not have a particularly good day. this is the third time now he's tried out in industrial midwestern union state and not succeeded and i think that conservatives are going to have to think through what's the right strategy if they hope to stop romney. >> yeah, that was a very good point. if you didn't know that gingrich was still in the race, you would think he was a pundit talking about what's going on. >> he needs five states in order to have any of his delegates count for him. he needs five state wins. he's got two. he believes he's going to get louisiana and he believes he's going to get texas and he believes he's going to get one more and he thinks he'll do it in order to have his delegates count and to be able to carry them, he'll be able to use a lot of influence but won't be able to get the nomination. he also admitted this, politico is reporting and he basically confirmed yesterday that he is kind of running out of money and he says i've always -- >> he's in the red. >> he said i've always been low on money. that's going to be a big issue especially with the super pac, do they still want to write checks to newt gingrich if he's in single digit? >> one other thing to factor in in illinois, there was a very low weather turnout. usually they have the weather to complain about. it was terrible weather. it was beautiful in illinois. nonetheless, ron paul -- >> 44%, right? >> ron paul was not in illinois. he was actually in burbank, california, on the couch of jay leno. >> means nobody wins on the first ballot so -- and nobody gets eliminated so they have to have a revote. but the big issue there is the committed delegates. see, they'll be delegates may be committed to mitt romney but the second go around, they're not committed to him. them they can vote their conscience, then, i believe, we'll get a lot of those. >> wow! supportive audience, i was going to say i didn't watch it last night. but lots of cheers for him. >> where has he been? >> yes, i do. >> sure you do. mitt romney taking home a win from illinois but rick santorum is vowing to stay in the race despite his second place finish. >> we're joined by former advisor to president bill clinton and fox news contributor dick morris. good morning to you, dick. >> good morning. how are you guys doing? >> we're doing ok. we're interested in your analysis, though, mitt romney won by double digits last night in illinois. how big is that for mitt? >> i think it's huge! because it establishes that he can win a major midwestern state by a large margin. i think 15 or 20 points. and i think that's very significant. here's how it stacks up from here on out. by the time all of illinois is counted, romney will probably end up with about 560 to 570 delegates. he has 553 right now. you have a whole bunch of proportional representation states that cast 350 votes among them. texas is the big one at 155. those states don't stack up well for romney. texas and louisiana and a bunch of other states, i think, arkansas, kentucky, will be negative for him. so of that 350, i would project he gets about 120 votes and brings him up to 700. then there are a series of 11 winner take all states, all of which, i think, romney will win of these 11 and that will give him the nomination. they are d.c., maryland, connecticut, delaware, rhode island, montana, new york which is sort of winner take all, new jersey, south dakota, utah and the big one is california with 172 delegates. santorum has got to win either new york or california or three of these other states. at the moment, i'm giving santorum, wisconsin, indiana, north carolina, west virginia, nebraska and pennsylvania which is 72 votes. i don't think he's going to win all of those. i think wisconsin, indiana and maybe north carolina and nebraska will go to romney. so right now, gingrich -- romney -- if romney wins all of the 11 states i ticked off and he's ahead in all of them, then he's got this nomination sewed up and he would then have 1230 votes and he needs 1144. i frankly predict he'll end up with 1320, 1350 which would be 200 more than he needs. >> i know he got most of the conservative vote possibly for the first time and he also gained on married women on rick santorum in the midwest. >> tea party. >> and the tea party as well. but does the voter turnout down 24% despite the biggest, most significant illinois primary since 1988 disturb you? >> well, i think that a lot of the people who would have turned out to vote for santorum or gingrich stayed home because they felt that they did not want to prolong this nominating battle and it was one thing to vote for a candidate who is not their first choice but was able to come out essentially and vote for a deadlock convention. anybody voting for santorum is to have this nomination stay open until the convention and i think they probably agree with me this would be a disaster and might re-elect obama. so i think it's fully understandable they stay home. issue is when we can stop this destructive fight and crown the nominee and let him get on with the business of defeating obama. >> another lightning rod issue for the president has been the fast & furious, lightning rod issue more so for attorney general holder. what do you think is going to happen here? this april marks the ninth anniversary of a thunder run, after three days of intense fighting, a force of 975 u.s. soldiers of army's third infantry division, second battalion captured the city of five million and ended saddam hussein's rule over iraq. joining us is lieutenant general david g. perkins, the legendary commander who led the thunder run assault when he was just a colonel into baghdad. great to see you again and we'll say congratulations on the promotion. as you look back 10 years from now, what your thoughts as we roll some of the footage of that dramatic run over the border of kuwait into iraq to the airport and then to the capital? >> well, you know, as i look at the videos and see many of the soldiers i served with, the thoughts now are the same as i have every day in the army and that is constantly amazed at the huge amount of requirement and responsibilities we put on our soldiers and how well they perform under the most difficult situations. >> what are we seeing right now? >> what you're seeing here is our tanks and bradleys going up route 8 starting south of baghdad, going into the city's center. the first and the fifth, we attacked into the airport and linked up with the first brigade and then on the 7th, we attacked into the heart of baghdad and to the regime district. >> we had no idea what to expect. we did expect mass surrenderings but instead the army went home. >> yeah, it, you know, we've got a lot of lessons learned for our many years both in iraq and afghanistan. that's one of the things that we do now where i'm at, the combined armed services center go over lessons learned. human dimension of this, what the enemy will do and how they will fight against us is one of the great unknowns. >> what i think is important, too, from the civilian perspective is they trusted you at centcom to look around and make adjustments to the battle plan. you said this is what we have. i think we can do this. they asked you to justify your belief and you did it. that's why when people look at you, you were a colonel then, they say dave perkins, we'll remember that guy for a long time. >> that's the strength of our army, that we power down. we are very confident in supporting the leader on the ground which is why we put so much effort into our leader development programs and training our young sergeants and lieutenant and captains. we expect them to make those hard decisions and expect the higher ranking quarters to support them. >> you know what it's like to serve in the military personally and you have your daughter, a blackhawk pilot just got back from war. and your son is a junior in westpoint. let's move on and talk about something you're dealing with today and that's afghanistan. here is general allen yesterday trying to answer a question about will he get the numbers he needs to win this war? >> i've been given assurances by the white house that we are in a strategic conversation, chairman. there has been no number mentioned. >> no number mentioned. has it been frustrating for the best you can answer at the pentagon but to draw up war plans and have politicians tell you you can't have the numbers you need? >> well, for one thing, i'm not at the pentagon so i'm sort of not in that business and i am assured just as my superiors supported my ultimate decision and what i needed to do in baghdad, that general allen will get the support he needs to do to get the mission done. >> when you look at the budgets that are coming down the pipe, they talk about maybe a peace dividend and cutting another $100 to $200 billion out of the budget. how will that affect you guys? >> we in the army want to be very good stewards of the taxpayer money. we realize we're going to get smaller. people talk about a peace dividend. i refer to it as a war dividend and that is we want to make sure that all the goodness that we've learned out of this war, our great young leaders, the knowledge that they have, we reinvest that back in the army so we do ta in a gradual way and don't break all the goodness we have right now. >> i was able to visit you in kuwait a week before you invaded iraq and you asked me to leave. you said we can have a chance of winning this thing if you only leave. >> you did p.t. with us and you had to carry my sergeant major on my back and back and forth. it was clear maybe it was time for you to go. >> colonel and now lieutenant general perkins, thanks so much for your service and sharing your story. >> pleasure to be here and talk about our great soldiers. >> talk on radio later. straight ahead, one college no longer canceling classes on christian holidays so other religions don't feel bad? joining us right now is the vice provost for undergraduate education at stoney sf brook university, dr. charles robb inns. he is screen right. and then screen left, jordan secalow, executive director of the american center for law and justice. good morning to both of you. dr. robbins, let's start with you. why are you making students choose between taking the day off to observe their religious holiday and going to school? >> ok, in fact, our goal is not to make anyone make a choice. >> but they will. >> well, it will be a personal decision, not a state decision. our goal is to maximize available class time for all of our students and to really make a calendar that's predictable and standardize that makes the most sense academically. >> and i read somewhere that one of the things you were trying to accomplish is on campus, we've never -- you know, they've never had a holiday off for buddhists or anybody else of various religions. how many buddhists go to stoneybrook? >> actually, at this point our -- the budest population is 5% of the student population. >> ok. >> but in fact, what we've tried to do is to show equal respect for all students. but again, our motivation is to maximize the educational opportunities and to ensure that all students, all faculty, all staff will have the opportunity to -- to practice their faith in the way they want by eninsuring that there will be no penalties for missing classes on any of those days. >> ok, jordan, what do you think? >> it's the only university center now in the sunni system that doesn't accommodate these holidays and as you said, steve, it's not just the christian holy week or easter week and good friday that comes into play here, it's also the jewish high holidays that have always been given off here and so the other three university centers will continue to do that. second part, this is against their long standing tradition. do you know that academic calendar was already set through 2015 that's done by the student government association, the interfaith center and the university administrators. this was a secret process. one professor called it atrocious! you have all five official university chaplains who have registered a letter of protest with the school here because again, it's an arbitrary decision now and that actually conflicts with new york law which says you should accommodate people, stony brook was and now said you know what? we don't care about religious accommodation anymore. >> dr. robbins, we'll give you the final word. >> ok, in fact, eight of the 29 four year universities in the system do not cancel classes as well as in the american association of universities. >> but the other universities do. the other three like you do. the other three like you do. >> only two universities -- >> right? a 16th of an inch was a problem yesterday, yesterday, 24 counties in illinois's second largest city of aurora had ballots 1/16th of an inch too wide for optical scan machines. that's the edgdgdgdgdgdgdgdgdgdg cause some headaches in those 24 counties and again, the second largest city in illinois which . >> mr. brown, thank you very much for the live report from chicago. mitt romney has been criticized asot having -- you know, when he talks, we don't hear the vision. last night in his victory speech, he sounded like he had the vision. but -- >> he ignored the runner-ups. >> absolutely. and he just took a shot at president obama. the big thing, though, is with the very low turnout. it was only 24%, you know, it was a beautiful day out in illinois and a lot of people did not go and pull the lever. >> maybe that's why. >> maybe that's it. but the thing is come november, how would, if he is the nominee, mr. romney generate some enthusiasm, brit hume was on the greta van susteren program last night and he had an idea. >> one to choose a running mate that ignites the party much the way that sarah palin ignited the republican party four years ago and she really did do that. she brought in all these conservatives who were not excited about mccain. she did the job. she did a good job in her early appearances and especially at the convention and she and john mccain were ahead in the polls when the market meltdown happened. people forget that. the second thing is the president -- if romney picks a running mate who had that kind of galvanizing effect, that would generate some enthusiasm. and second thing, of course is resistance to the president will motive ate a lot of voters this fall. >> resistance to the president and resistance of paying $6 for gas. >> right. >> which we're heading. later on in that broadcast, charles krauthammer said marco rubio, go ahead and name your guy. >> we keep hearing about santorum and mitt romney. and gingrich thrown in there every once and a while. he's only had two wins and he's running out of money so a l of folks are asking why is he staying in the race? we heard him on hannity last night. we played a soundbite earlier. kind of sounded like he was a pundit sort of talking about the two candidates and sort of excludeing himself. listen to this. he elaborated a little bit more in talking a little bit more about why he's a candidate. >> senator santorum who i like personally i think has a hard time explaining why the guy who set the all time record for losing pennsylvania and was part of the largest defeat since watergate in 2006 as part of the leadership so i'm staying in the race because i think it's a question of who can beat barack obama. >> really? is that really why you're staying in the race? brit hume has another suggestion. brit? >> newt gingrich is a guy with a lot of energy and a lot of things to say and i think he likes to say them. if he stays in this race, he still has a bigger platform if he had if he got out. we don't hear much from those who have gotten out, do we? >> he's not back in office, newt gingrich. his good friend rick santorum lost by a huge pointed out biggest defeat in his career. and he told me on radio yesterday, mitt romney as a nominee would be a disaster. i said so you've eliminated yourself from running mate or anything else. how could you possibly coalesce beside somebody that you're just quoted as saying, that's fine. he doesn't really -- i'm sure there's a strategy to his statements but he's not backing off at all. >> indeed. meanwhile, the president of the united states, tomorrow when you wake up, there's a good possibility there will be a headline that barack obama has approved the keystone pipeline. >> wait, the one that he was talking about two weeks ago. >> no. no. that one is from canada. down to texas. that would be the entire route from canada down through -- to port arthur, as you can see right there, but from oklahoma, see that dot in oklahoma down to the houston area, that's the southern leg, that has been approved for a while, transcanada has gone ahead and said we're either going to start building it in the spring or summer. and the president is going to be at the same facility in cushing, oklahoma where they're keeping for the pipeline that he's said no, we're not going to build. >> over and over again. >> yeah, over and over again. there's a real good possibility they're going to announce today even though it's been a foregone conclusion that they're going to build it. meanwhile, the most stunning pipeline in u.s. history is still on hold but they're building a portion that got ok'd. what's the reasoning and rational besides the president's delay of game? while making a speech with those would-be pipes that are going to be put together right behind him, david axelrod answered that question with bret baier. >> why did they rush the decision? why did they choose to force the issue when they were told that the state department needed more time to go through the review and i think the answer is they want to create a political issue. they should have allowed that process to -- a legitimate question. >> harold ford among the democrats who said you got to build a pipeline. he's -- >> bill clinton says embrace the pipeline. and, you know, if a piline is built within the boundaries of the united states, the president doesn't have to approve it. it's just when it csses -- >> state department has to. >> absolutely. my wife and i were talking, you know, the kids are all in college. >> silent treatment is over? do you think he's more likable now, michael? >> i think the numbers suggest he's more likable. he's getting a bigger percentage of the people that think he can relate to average americans than he has before. the conservatives seem to be coalescing to a greater extent than in the past around him. he won among conservatives and tea party voters. this is a really good story for romney and tougher sell for santorum to get up there and say he's making progress even in this kind of admittedly moderate state. >> but liz, he has actually done well, as usual, where people make over $100,000. college graduates seem to like him. he won the catholic vote again. moderate vote is not a surprise but tea party support is significant. he basically went to a dead heat with rick santorum. >> i think he did very well with the tea partiers and i'm impressed by that but i don't think he's a particularly likable candidate as much as he is a tolerable candidate for the republicans. >> you can tolerate him. >> yes. i personally can't but i think the republicans can. >> jim, a lot of people can't tolerate you. that has nothing to do with this conversation. >> because i'm too handsome! >> but jim, in the big picture, do you think he's becoming more likable last night talking only about the president, not about his other republicans? >> i love the fact that we think he's relatable to most americans. he's worth $200 million. >> he earned it. >> i'm not saying he doesn't deserve his money. nobody relates to that. i think ron paul is like $5 million and santorum is like $5 million. none of these guys have ever had to stand in the supermarket and complain to the manager that the coin star machine was ripping them off. none of them relate to average americans. >> is that a requirement to be president? >> you have to relate to average americans on some level. biden is worth $250. biden might have some relation but none of these guys have any connection to average people. >> you can say that mitt romney started with nothing. he didn't get an inheritance from his dad. he can relate to the early struggles. >> he can relate to the early struggles but since then, he hasn't been able to relate to the general population. that's his big problem and that's the problem in the general election that he'll face. >> he looks the most presidential. if i had to look at somebody, gingrich is a lego person and santorum looks like a creepy social studies teacher. if i had to vote for somebody on how they look, i'd say romney. >> they're all fine people. yes, representing the average american is a problem. what about working women? >> i think we have this narrative out there now that santorum has a problem with women and we saw that in illinois as well. he didn't do well among women overall and did worse among working women and so i think to the extent that any candidate is doing well with them, it's going to be romney. >> well, as a woman on the panel, i think that, you know, illinois is much more reflective of the states that are going to be toss-up states. he cannot relate to women at all and the states that are coming up, states like connecticut and even pennsylvania, santorum's home state, he's going to have a really hard time with relating to women in these states. >> overflow crowd last night. and jim, women? >> if i'm doing it here, it's not much of a reaction. >> that's not a problem. 15 degrees and some german tourists thought it was great. i showed it to them on my iphone. >> weren't you somewhere and a cop was on a horse or something like that and looked down at you and said -- you got anything on under that? >> yeah. i approached their horse and i was making photographs and that's the only thing they did. they don't really care. >> linda, it's got to make you feel great that your husband is doing so much, you know, putting himself out there to raise money. >> it does make me feel well. i mean, and the response we've had to this project within one week, the tutu project has exploded. >> that's fantastic. how are you today? 'cause these are federal program which is is something the president -- >> steve: but they were big programs. >> brian: they were huge programs that were infrastructure projects that were actually shovel ready because the water was coming through u needed a dam. >> steve: it was a very big shovel. rick santorum over the last couple of days, he has heard the mitt romney people say it's a foregone conclusion he's going to wind up with plenty of delegates. rick santorum has given his best case scenario, but he still is about 124 delegates short, even if he got all the delegates he's projecting, he still would wind up behind mitt romney. but here is the thing about mitt romney, rick santorum has been absolutely pummeling him about his record and he says -- he said last night, look, we don't need another manager. we need a guy like rick santorum. >> this is an election about fundamental and foundational things. this is an election about not who is the best person to manage washington or manage the economy. we don't need a manager. we need someone who is going to pull up government by the roots and throw it out and do something to liberate the private sector in america. that's what we need. >> brian: he also beat on mitt romney's public record. he says it's a disaster. newt gingrich said something similar. >> juliet: he beat on romney for using a teleprompter. >> brian: right. >> steve: right. one of the other things was rick santorum said look, if the guy on the republican side in november is mitt romney, we might as well vote for barak obama. >> brian: right. charles krauthammer said it is inevitable romney is the nominee and he also suggested he name senator marco ruby as his running mate. >> juliet: what do you think ron paul would say about that? >> brian: i have no idea. >> juliet: i do know, he was on leno last night. let's hear what he had to say about a brokered convention. >> a brokered convention means nobody wins on the first ballot. and nobody gets eliminated. so they have to have a revote. but the big issue there is the committed delegates. see, there will be delegates maybe committed to mitt romney, but the second go around, they're not committed to him. then they can vote their conscience, then i believe we'll get a lot of those. >> steve: so that's his plan. also last night, jay leno brought up the fact that mitt romney and rick santorum both have now secret service protection. ron paul doesn't have it, nor as jay leno is about to explain, does he need it. >> i think i know why you don't need protection. i saw what happened when you confront add gentleman. take a look here. >> juliet: he looks so sweet, but he's so tough. >> steve: can you imagine ron paul like that up against putin? >> brian: it would be very interesting. >> steve: who would weapon? >> juliet: shirts off. >> brian: tell us what's happening in the news. >> juliet: thank you for making sure i do that. fox news alert, this is a tense stand-off between police and the man they say murdered three kids and a rabbi outside a jewish school. the man now being identified as mohammed mara. there is word he stopped talking to negotiators moments ago. he reportedly claimed earlier this morning that he is a member of al-qaeda. he was going back and forth with those paratroopers and so forth outside. he's been holed up inside a house in toulouse, france. at one point he opened fire on police. he left two officers injured. french officials say the man is still heavily armed, but he appears to be close to surrendering. he's not talking now. so we'll see what happens. we're told the suspect's mother, brother and friend of the brother were detained for questioning just before that predawn raid. we'll keep an eye on that for you. >> steve: he also reportedly escaped jail in afghanistan in 2008. so he's been on the run. >> juliet: yes, he has. to texas where police found human remains near where 13-year-old cheerleader haley dunn disappeared after christmas day back in 2010. do you remember the story? the remains were discovered just a mile from where the mother of haily's mother's then boyfriend, sean atkins, was living, when she vanished. atkins was considered a person of interest in the case. officials say it will take some time to identify those remains. one of the 20th centuries most enduring mysteries. is brian's hair real? no. this one is about what happened to amelia earhart. investigators think they've uncovered a clue. this is an enhanced analysis of a photograph taken back in 1937, months after her plane vanished. it shows what experts think may be the landing gear of the plane. it looks like it's on a remote island north of american samoa. investigators are going to the island in july hoping to find the wreckage. gwyneth paltrow lashing out at the "new york times" over claims that said she used a ghost writer to pen her new cookbook. a lot of people are upset about this. she treated this, quote, love at "new york times" dining section burks this week's facts need checking. no ghost writer on my cookbook. i wrote every word myself. rachel ray says the same thing. the book especially personal for paltrow. she says it's inspired by and dedicated to her late father who is the daughter. she was extremely close with him. >> brian: "new york times" getting everybody mad. let's talk about this university, about 30 miles east of where we are located. >> steve: apparently they're going to start -- kids will no longer get days off for religious holidays so jewish students will have to show up for class on rosh hashanah, yom coo purr, catholic kids will have to show up for good friday. they've got christmas off because of a contract deal with the teachers. a lot of people are really upset. they say, look, what's going to happen going forward is if they're not going to give the days off for religious holidays, kids are going to have to make a choice between going to class and respecting their religion. >> brian: what about the buddhists? >> i think the budget is stacked against the middle class and seniors. if you're a billionaire in this budget, you get $150,000 tax break. if you're a company that offshores jobs, you get a tax break. if you're an oil company, you get a tax break. if you're a senior on medicare, you get a government voucher that will only cover some of your costs, according to the congressional budget office. once you reach that government imposed cap on your senior health care, you are on your own. so why is it that oil companies get a break, offshore companies that ship jobs offshore get a break, billionaires get a break, but seniors on medicare get an experimental voucher that won't cover their costs? >> steve: as i understand it, seniors would be able to stay on traditional medicare going forward. >> brian: they'd have a choice. >> they'd have a choice to stay on traditional medicare under paul ryan's vision, but number one, the devil -- we haven't seen the details yet. >> steve: exactly. so congressman, because you have not seen the detail, for you to dem my gog it is unfair. >> they may elect to go into the insurance markets which means seniors who can't afford to make up the gap will stay on medicare and according to the congressional budget office, national committee for the preservation of social security and medicare, when you have more seniors who need more -- who have more health care needs on medicare, the cost of medicare will go up and the solidity will be more trouble. >> brian: the president is on record saying the current entitlement programs are unsustainable. here are some case in case you didn't have a chance to digest the plan. 5.3 billion in spending compared to president obama's plan. his cuts, he cuts the debility by 15%. reduces the corporate tax rate by about 10, which the president also talked about doing. 25%. i think overall what i think this would be great to see some negotiation on this because at least he's attacking some of the entitlements in a big way and the president, as you know, in 3 1/2 years, has gone past his debt. he's doubled the deficit much more than george bush did in eight years. >> i'm not so sure that's true. but here in washington, 2 plus 2 equals whatever people want it to. it's just the priorities are wrong. paul ryan, the budget according to an article in today's newspaper the hill, adds $3 trillion to the debt. why? because it remains intact every penny of the bush tax cuts, including for millionaires and billionaires. by the way, some of the bush tax rates, i think should be extended. but for millionaires and billionaires, paul said, and he's going to say it when he comes on, we have a huge problem with deficits and debt. i agree with him. when you have those problems, do you what any small business does, you have a response that's balanced and bold. that response has to include cutting spending, which we've done, and i would support cutting additional spending. >> brian: we're just about out of time. >> to provide more revenues. >> brian: you think the president put together a responsible budget that has a chance of passing? >> i think takes budget is responsible because the priorities are right. he invests in the middle class and small businesses. he doesn't balance the budget on the backs of seniors and the middle class. >> steve: the problem is you can pass a budget in the house, but then it goes to the senate where they do nothing and haven't for the last couple of years regarding the budget. steve israel, we thank you for joining us. >> thanks. >> steve: congressman paul ryan, you just heard that. right? >> steve: thank you. we just heard democratic congressman steve israel say paul ryan's budget proposal will kill medicare. >> brian: here is wisconsin congressman and house budget chairman, paul ryan. congressman ryan, i guess the first thing that comes to mind as you listen to all that was medicare. tell us the truth about medicare and medicaid in this plan. >> good morning, guys. first of all, medicare, i heard the same old thing again. we propose the same growth rate for medicare that the president put in his law that he proposes in his budget. here is the difference, the president says 15 of his political appointee, unaccountable bureaucrat, they will make price control decisions that lead to denied care for seniors. our point is don't change the benefit for current seniors. don't have this board that ends operationing their care and for future seniors, empower 50 million seniors to pick the plans best for them, just like we and congress do for our own health insurance benefits. so we want to say, members of congress, federal employee, we have a system that works well called premium support. it works just as well for future seniors. it's a bipartisan idea. the difference is the president wants his 15 political appointees to make all the decisions which lead to rationing care for seniors. we say leave current seniors alone. don't ration their health care and in order to prevent the program from going bankrupt and prevent a debt crisis, have the future program work like the one we have in congress. it's bipartisan idea that's proven to work and we think it will save medicare. >> steve: sure. so when you hear steve israel as he was with us filibustering where he talked about how seniors would be -- would lose medicare as they know it, that's simply not true. the democrats are just trying to scare the living daylights out of people. >> not only simply not true, the president's health care law changeses medicare. it raids a half a trillion dollars to spend on obamacare and puts this new board of bureaucrats in charge of medicare to price control and ration the care for current seniors. we get rid of that board to prevent that from happening. >> brian: as you know, sperling said yesterday your budget reform to medicare is a death spiral. i think he's using that term because that's an actuarial term -- if a supreme court strikes down the mandate in june, then the actuary also say obamacare will death spiral. that's a word that the public will become familiar with this summer. if you take away that, obamacare collapses and the word the actuaries use, they're trying to use it now to blame it on us because they know the health care actuaries will use it this summer. >> steve: the democrat also throw everything but the kitchen sink at you. mr. israel also was talking about taxes. talked about -- we've heard it before, the whole fairness thing, millionaires and billionaires need to be paying more. he did say, however, he was for when the some of the bush era tax cuts are set to sunset, some of them should be left in place. >> we're saying change the tax code. make it permanent and clean out all the special -- >> steve: two brackets? >> two brackets. here is the deal, take away the tax shelter for the higher income individual so they can't shelter their income from taxation. you get more of their income subject to taxation and you can lower everybody's tax rates. it's clean, it's simple, it's competitive and let's not forget that 80% of american businesses file their taxes as individuals. small business, the job creators of america. and the president wants their top tax rate to go to 45% in january. our competitors are taxing themselves, their businesses at 15 to 25%. it's going to kill job creation. we want economic growth. we want job creation. clean out all the tax shelters, lower the tax brackets. you get at least as much revenue coming into the government. we're saying stop picking winners and losers in the tax code. stop favoring special interests. >> brian: read the details. governor paul ryan, everyone respects the work you're doing. now you're attacking the debt and deficit. thanks so much. >> thanks, appreciate it. >> brian: straight ahead. >> steve: teachers getting ready to rewrite their lesson plans, giving students a new lesson in big labor. does pro-union propaganda really belong in the schools? he holed up inside a house in the city of toulouse for nearly ten hours now. at one point, he opened fire at police, leaving at least two officers injured. we're told his mother, brother and possibly his sister were detained for questioning just before the predawn raid. >> juliet: just a few hours a rally is set to kick off in florida. some of the community are absolutely outraged, a white neighborhood watch captain shot and killed an unarmed black teen-ager. joining us now from wofl, our sister station in orlando, is ray. >> hey there. outrage continues to grow in central florida, particularly in the city of sanford. we're standing outside the florida department of licensing where civil rights leaders in central florida are demanding that the commissioner now revoke george zimmerman, the accused shooter, his concealed weapons license. they say he's not fit to carry an armed weapon and they say him carrying a weapon makes him a clear and present danger here to the people of the city of sanford and central florida. in the meantime, this rally taking place here later this morning is one of several that occurred here all throughout central florida. one took place last night in the heart of downtown sanford where thousands gathered, rallied, protested and chanted to show their support for trayvon martin in this shooting. we do know that town hall forum was scheduled by the naacp to where the sanford police chief was supposed to address questions by members of the community. he never showed. that sparked even more outrage in this area. we do know at the u.s. department of justice, is stepping in in this investigation and in fact, the mayor of sanford met with u.s. attorney general eric holder yesterday in washington, d.c. to discuss matters involving this investigation. we also know the f.b.i. has gotten involved and the state attorney here in florida has convened a grand jury to meet to decide whether or not george zimmerman should be charged with the death of trayvon martin. that grand jury will convene in april. but again, a rally expected to take place here at 11:00 a.m. outside the florida licensing center. >> juliet: all right, thank you very much for that report. we're going to keep following that story. >> steve: meanwhile, we got other stuff for you. it's extreme weather. heavy rain creating havoc on some of the roads in texas. the storms so strong, an ambulance flipped over. good news, there were no patients inside and the crew, minor injuries. some parts of the dallas-fort worth metroplex area got more than three inches of rain. my daughter, sally, out there at smu told me about that. and flooding literally bringing drivers to a stop in oklahoma. we saw the car stop there. >> juliet: that's what you get for having a fancy sports car. >> steve: you see the driver getting stranded in the water. luckily someone in a jeep came to her rescue and they were able to drive off. >> brian: there is no shortage of dancing babies on youtube. but we think this kid is the best ever. watch. ♪ everybody in the whole cell block ♪ ♪ was dancing to the jail house rock ♪ ♪ . >> brian: two-year-old william from denmark. this video is over 200,000 views. i want to know one person -- let's bring in brook burke from "dancing with the stars." where does he rank?
