Availability of a vaccine a big topic of the hearing on capitol hill on the White House Briefing which just wrapped up, the press secretary Kayleigh Mcenany asked if and when a vaccine becomes available, will President Trump ensure that every american can get a vaccine regardless of their economic status . Heres what she said. The president will go to great efforts to ensure that. I would say that when it came to testing, this president before it was even addressed in Congress Called in the private sector and got them to say we have treatments and will cover testing and eventually that was inscribed into law. So this president before was even an issue on the hill took great measures with testing, and he will do the same for vaccines. Thats a roundabout way of saying yes, testing also a big issue today. The president saying the u. S. Leads the world and testing, and will be testing at a per capita rate higher than south korea but in a Senate Hearing, utah senator met romney criticizing the white house for treading water on testing during the month of march while south korea moved full steam ahead. And on the subject of reopening, Democratic Senators trying to eliminate the contrast between what the right houses saying and what the medical experts ares thinking. Dr. Fauci, you have if we push to reopen too soon, but the president has actually been sending the opposite message. What we have worked out as a guideline framework of how to safely open america again. My concern is that we will start to see little spikes that might turn into outbreaks. Dr. Fauci is really concerned with this idea that if estate is not ready to reopen fully and doesnt have the apparatus in place, one of those little outbreaks starts burning into a wildfire and could get out of control before they have a chance to tamp it down when that would actually set back whatever progress had made. Was optimistic about the vaccine saying its more likely than not that we would get one. So many parts of that today were interesting. The dynamics were how they pulled them off to begin with. We are waiting to hear for a judge on the Michael Flynn matter, but we are learning more about how this all started. Where do we begin on that . We expect this it is this afternoon, we may actually find out who in the Obama Administration was looking to unmask the name of Michael Flynn from intelligence intercepts that were collected during the transition. We do know the acting director of National Intelligence ric grenell was over at the department of justice last week, what he was doing and that visit was delivering declassified documents of who in the Obama Administration wanted to know which u. S. Official was talking with the former Russian Ambassador to the United States sergey kislyak, of course turned out that u. S. Official was Michael Flynn. We do know that the former National Security advisor for president obama susan rice had asked to have flynns name on mast, she insisted it was not done for political reasons, but this white house not buying that. So we will see what comes of this later on and if you thought that hearing was a feat of remote engineering, should be watching american idol, what theyre doing doing is really incredible. Im taking suggestions all across the board on viewing habits. John, thank you, nice to see you. Want to bring in independent counsel, good afternoon to you. Nancy pelosi is pitching her idea, we might get interrupted here but just give us a sense right now as to what bill barr does at the department of justice with the flynn matter now, what would you expect . I think he is done what he needed to do, which is to appoint someone who is very respected him a career Civil Servant of so many years, jeff jensen to conduct a fresh review of the entire situation for general flynn, and now we have the benefit of that and the disclosures that came out and the motions dismissed the information of the indictment, and when you read that document as i know you have to, it is quite chilling, and it suggests that bill barr did precisely what he should be doing as an honest attorney general, serious issues have been raised about the investigation, had been unanimously confirmed by the senate to take a fresh look, new information for lawyers that they had uncovered and the result was that interview on january 24th 2017 should never have taken place whatsoever. And it was the seventh floor, the fbi leadership that drove that process that resulted in these really tragic circumstances for general flynn. With respect to unmasking. Bill joe biden did an interview earlier today and i want to get your characterization of it but go ahead with the unmasking matter. Will we know, should we know the names . We may know. We dont necessarily not necessarily should know because this is classified information. This is highly sensitive information. Think of it, it is eavesdropping on the United States citizens, thats the effect because we are monitoring the conversations of the russian master to the United States, thats exactly what our Intelligence Officers should be doing, but then here is a u. S. Person talking to the Russian Ambassador, that needs to be presumptively protected that that is mast. The unmasking phantom of the opera comes when there is a need within the executive branch to know who was this person for legitimate governmental purpose. In a nutshell, this unmask information namely about general flynn was it leaked to the Washington Post and that is likely a crime. Very sensitive classified information, we dont reveal to other reporters or commentators this kind of highly sensitive information. Bill here is joe biden with George Stephanopoulos from today. I know nothing about that those moves to investigate Michael Flynn. Number one, this is all about diversion, this is a game this guy plays all the time. You are reported to be in a january 5th 2017 meeting for you and the president were briefed on the fbis plan to question Michael Flynn. I thought you asked me whether or not i had anything to do with him being prosecuted, im sorry. I was aware that they had asked for an investigation, but thats all i know about it. Not i dont know where this goes from here, i imagine there will be further questions. We certainly do need to know why was the president and now the Vice President at the time in the know about an investigation into mike flynn . Then im going to use a very harsh word, it was a legitimate investigation. In light of what the four months of investigation into general flynn and lets assume the earlier investigation, did he have contacts with the russian assets, lets just assume that was legitimate. But as of january 4th, almost two weeks before this meeting in which the Vice President participated, the fbi at lower levels of the operating levels says we dont have anything derogatory. We dont need to continue this, lets close it. A closed memorandum. Now why would the president of the United States and the Vice President of the United States be getting this information of an investigation in their final days in office of general flynn, why . We dont know the answer to that, but its a very especially since my last point, the attorney general of the United States was blindsided by all of this. Sally yates, the information we had was the acting attorney general was absolutely blindsided once again by jim comey. Him bill some have suggested a point that may be relevant and maybe not. Quickly on this, theres a story now being written that there was a plot to get rid of Michael Flynn because if he was in the west wing to come next, he would find out everything they were up to. From the top on down. Do you buy that reporting so far . Does that make sense to you . It does make sense. Im a big one on dont jump to conclusions, gather all the facts and assess all the facts, but that is certainly a theory that is worthy of explanation, absolutely. I dont have enough facts. In him bill ken starr come appreciate your time. We will have you back, allowed to go through as you well know. Great to see you. She spoke, comments were brief they are, the package including more than half a trillion dollars in aid for the states. Been a major Sticking Point for republicans and already pushing back on that. Chad pergram who picked up the reporting from capitol hill now. What did you learn a moment ago . Good afternoon, we learn the house is going to come back and consider this on friday, going to be a very long day in the house of representatives because they have other issues they are going to consider, have to really stretch out these votes taking about an hour or hour and a half to filter everybody into the house chambers, so they probably wont be done until nine or 10 00 on friday night. As you say, this is a 3 trillion bill that is an eyepopping figure, it includes money for estates about a half trillion dollars, also direct payments to americans, help with voting and even money for domestic violence. Senate Majority Leader Mitch Mcconnell says it is a liberal wish list. The American People dont need a far left transformation. They just need a path back to historically prosperous and optimistic moments. American workers dont need washington to inflict some far left extreme makeover of our country. They need us to get rid of obstacles. House minority leader Kevin Mccarthy blasted the van and used polarizing language asserting it would Fund Planned Parenthood and provide money to sanctuary cities. The senate dealt with coronavirus and several hearings today, one on reopening the economy, another on curbing liability due to the pandemic. Limiting lawsuits some thing important to mcconnell. The Senate Minority leader Chuck Schumer says that seems to be the only issue which interest congressional republicans. With millions of americans sick and tens of millions die, with depression levels of unemployment, the republican leader mcconnell said that republicans have not yet felt the urgency of acting immediately. Liberals wanted a bigger bill, 4 trillion. They were told on their Conference Call yesterday that Interest Rates being what they are so low, this bill would never be cheaper. Something important here, the democrats in the house did not negotiate this with Senate Republicans nor the white house. A couple of days ago, the Senate Majority leader, the House Majority leader said that they did not want to vote on a bill just to send a message. This bill is mostly an omas to the left wing of the party, and if you havent negotiated with the Senate Republicans and the white house, the bill is basically a message. Bill thank you. A lot more to come on that on this as im certain you are aware already. This from capitol hill today too. There is a real risk that you will trigger an outbreak that you may not be able to control which paradoxically will set you back not only leading to some suffering and death that could be avoided, but could even set you back up the road to try to get economic recovery. Bill warning the u. S. Could see more death and economic devastation if they open too quickly at the state level and dont follow the federal guidelines, that was his message today. This Senate Hearing happened in a way that we have never quite seen before, they are other members of the White House Coronavirus task force, want to bring in just to run the cdc and welcome back here and thank you for coming back, what did you think of the hearing today and what you heard . Its good to get information out there. We are all eager to get back out. I think we have to get beyond open versus closed. This is more of a dimmer dial, and if we dont look at the data and be ready to be more careful if the virus start spreading and to ramp up our ability to keep it in check, we are going to be in big trouble not just from a health standpoint, but from an economic standpoint also. I testified last week in the house and emphasize that this is not about Public Health versus the economy. We will strengthen our economy when we control the virus more, and that means protecting our Health Care Workers protecting nursing home residents, being able to test isolate Contact Trace and quarantine so that we can find cases before they become clusters, clusters before they become outbreaks, and outbreaks before they overwhelm us. We dont do that, it is going to come back to haunt us. Bill so here is faucis quote, if we skip over the checkpoints to open america, then we risk the danger of multiple outbreaks throughout the country, and you just touched on it. How do you find that balance between keeping people safe and getting us out of this Economic Disaster we are now living in . How do you do that . First off, there are some things that can begin going outside is generally fine. There are some workplaces that can open safely where there is distancing and youre not risking other people. In communities where they are controlling the virus, where theyre doing Contact Tracing, isolation, quarantine, itll be possible to open things that are societally really important, day care so parents can work whether at home or teleworking. There are things that we can do that are smart so we can open and soon and as possible. Bill i think some states are doing that and i was struck by what the Ohio Governor said on sunday. He said its a risk either way and we can stay shut down but your going to go through an awful lot of longstanding damage but we can take the rest to open up slowly, do it the right way, might have more cases, unfortunately might have a few deaths as well, but this is what the governors are trying to figure out. How do you think theyre doing . It is important to recognize that Economic Issues arent just about money. They were about health also. Peoples livelihood, their lives, their ability to earn it, to provide for their family, to get health care, to afford the things that are essential, so this isnt a fight between Public Health and economics. This is about us working together to open as soon and safely as possible. That means if you go out, by all means do wear a mask. Because of all of us wear a mask, we are all safer. Wash your hands regularly. You feel a the least bit sick, stay home and make sure your community has really good Public Health systems because they protect you and make sure people who are infected are isolated and people who are exposed are warned so that they dont infect other people. We can do this by working together, but if we are just fighting about it and saying this is just one terrible thing and just going to have people die, that is actually going to cause more harm both to the economy and to health than we can otherwise. We can open in a smart way. In bill the masks will be with us for a while. Thank you so much for your time today, nice to see you again, wise words they are. More in todays hearing in a moment, talking to senators from both sides in a moment. Still ahead coming up this hour. Also the u. S. Supreme Court Hearing arguments about whether President Trump has to release his tax returns and financial records, Shannon Bream has analysis on what we might get from that. Shes coming up next. Com bill a moment ago from california, gavin newsom now laying out guidelines for those in his state that will allow restaurants to reopen for dine in service. We will monitor that for you and bring you more updates as we got them from the golden state. Meanwhile in washington, u. S. Supreme court today hearing arguments over President Trumps bid to keep his tax and banking financial records private. Thats the case could for the president certainly. Working by telephone on fox news at night anchor Shannon Bream, this is her beat. Good afternoon to you, what did you hear today . Two Different Cases all thrown together in a massive argument this morning, the first deals with four different house committees who have issued subpoenas trying to get these documents not from the president himself, but from the group that holds the record. They are requesting from a third party. And so a lot of back and forth today about whether a congressional subpoena that is asking for records for the years before he was ever elected president should be enforced, his team not surprisingly arguing vigorously against that but just as sodium sodium or your thing around the world about the fact that he might run for president one day, so she things that could be a relevant time. Even though these are personal records. Heres what she said during arguments. Why is it that congress cant believe that looking at longstanding relationships and how these relationships changed or didnt change is important in knowing what undue influence might be occurring . So it sounds like we know which way she would be leaning. There are plenty of discussions on the other side, is there a legitimate legislative purpose in order to get their hands on the record sandra also this chief justice thing where you draw the line if they can say this is my legislative purpose, where do you limit that so they couldnt harass the president . Here is what justice said on that point. There is no protection against the use of congressional subpoenas for the purpose of preventing the harassment of the president because the only requirement is that the subpoena be relevant to a conceivable legislative purpose, and you cant think of a single example of the subpoena that wouldnt meet that test. Asking the question of the attorney who is representing these house committees trying to get their hands on that, so a lot of backandforth. The thing is, we will get this decision in late june which of course is in the middle of the president ial election. One that we will watch for that toward the end of the term. The Accounting Firm in these two banks, they work for the president when he was a private citizen. Have they fought the release of these or have they been blocked or prevented . What theyve said all along, most of them is that if they are ordered to turn these things over, they will. They want to be in compliance legally with what the courts tell them to do to this point thats all been on hold until this thing got to the supreme court. The second case in which the Manhattan District Attorney is trying to get his hands on these records as part of a criminal investigation. At that may be a harder one for the president and his team to fight, the second round of arguments this afternoon. Its a criminal case and most of the justices seemed to have some concern about where you draw the line saying the president is not above the law. His Team Continues to contend you cannot criminally prosecute a president while he or she has an office. Bill what does history tell us about the possible issue here . There was a lot of discussion today about the paula jones case, but that was civil in nature and it was involving a sitting president and they were questions about getting to records, making him sit down for a deposition, that kind of thing. And the president s legal team try to differentiate from that saying what we are talking what is a different case talking about a time when he wasnt president , so trying to differentiate they are, but theres been no exact case like this one but it is critical not just for this president but for all president s moving forward. Bill Shannon Bream, there she is, terrific, thank you for coming on. White house Health Officials testifying about what it will take to reopen the economy. We have to do the kinds of surveillances and the capability of when you identify someone, you get out of that particular environment. That was dr. Fauci today during that Senate Hearing on protecting patients in Nursing Homes, its a big issue all across the country especially here in new york. New hampshire democrat asking about that joins me now, said thank you for your time and good afternoon to you. What do you think people should take away from that for our hearing today . Good afternoon, thanks for having me on. What i think we all need to take away from this is that we shouldnt be thinking about a choice between our house and reopening the economy that in fact they are directly connected to. What we heard from this panel today was how important it is that we have the kind of Testing Capacity and then Public Health capacity generally especially around Contact Tracing in place in order to contain any further outbreaks of the virus so that when people do go out and reengage in the economy, they have confidence that if they do their part, social distancing, masks, hygiene, that their risk of contracting the virus is minimal, so health and the economy go handinhand, and that was the most important thing that i took from today. In bill how far do you think we are from that point . Certainly what our panel laid out today is we are not yet where we need to be on testing and one of the things that there was a bipartisan push about was this need to identify what the goal is, how much testing do we think we are going to need understanding there is a range depending on how the virus acts and how good we are at Contact Tracing and containing it, but without that goal in place, it is hard to know how we are going to get there. So i was pushing and you heard a bipartisan push to really look at making sure that our capacity to produce and deliver testing is flexible enough and Strong Enough that we can meet the need as it evolves, so that was a major point today. Bill just getting to one last point here and then going to senator rick scott out of florida. New hampshire is doing really well. We want to keep it that way. In how do you explain to folks back home that they can go to work because of a, b, or c and you know youre not getting a paycheck anymore, but its going to be okay eventually . How do you arrive at that line now . We need to get additional help to people and Small Businesses to be sure, we need hazard pay, and we need some aid to state and local governments to help whether this but in my state, the reason that we are seeing a flattening of the curve although we still have too many deaths and we still have a way to go is we are doing that by staying home, by working remotely if we can for people who can do that, lucky to be able to do that, but we want to be able to reopen and then stay open and that was the other major point from the panel today, if we go too fast, we will see a resurgence, we will see illness and death to be sure but then have to do this all over again. Bill cant keep this country down for long. Weve got to get back to work but we have to do it right and safe. Bill appreciate your time today. Want to bring in senator from florida now, thank you for your time. What is your feeling on what you think america will take away from that today . I think americans took away the right thing, youve got to be safe, you have to think about your family and government can tell us what they want us to do, but ultimately, its up to us and ultimately, its up to our business is to figure out how to make their employees comfortable, their customers comfortable coming in, thats whats going to happen here. I talk to people all across florida, they want to get back to work, want to get their business is open, they know weve got to be careful, that the social distance, weve got to work on this testing, they want to get back to a normal life. Bill two things here, the governor has been in the spotlight down there, what do you think so far . What would you tell the other 49 states . Our state, we are seeing way too many people pass away, i think everyone knows somebody that died in every death is horrible, we havent seen whats happened in new york which is a blessing, we still have to be continuing to be careful, so i am hopeful that people will continue to be careful, we get our businesses open and we dont have another outbreak. Bill there is a push now on behalf of some of the republican colleagues in the senate to go ahead and sanction china. There was a message from the white house today suggesting Pension Funds that america should no longer invest in chinese companies. Where do you think this is headed once the smoke clears literally . Its as simple as this, china steals our jobs, puts people in prison for their religion and now we know they intentionally lied to us and americans died and americans lost their job. I think its going to happen now, but government is going to do a lot of things but the American Public is going to say i want to buy American Products, not going to buy a product from communist china, its important for retailers like amazon, walmart and costco to tell us where things are made so we can make the choice to buy American Products and not by chinese products. Thats with going to happen. Bill do you think we can break that supply chain in due time . Its already happening. Talking to people that sped up for communist china so they are doing everything they can, but theyve got to have that information. Remember when sam walton bragged about made in america . We have to have all these companies do what sam walton did. Go by this, dont buy it from communist china. Bill thank you for your time, rick scott, nice to have you back on our show and in a moment here, the dnc setting the stage for what will be known as a virtual convention. Theres no income verification, no appraisal, and no out of pocket costs and you can do it all right from home. Well, we are on the campaign trail and everyone says biden is hiding. We are doing very well. We the guidelines of the medical profession, following the guidelines of the experts, dr. Faucis of the world, we are doing very well and we are winning if we look at all the polling data. Bill pushing back on the critics who say his Virtual Campaign is not cutting it. He says hes anxious to get back on the trail but that he is trying to set an example and follow the rules. Want to bring in karl rove following the rules today and good day to you, what would you make of his appearance . There are two ways to evaluate these, now getting into the process of running a Virtual Campaign, sort of started out ragged but Getting Better and this morning was a more lively bite and then weve seen in some of these others, i think he does better when its a back and forth between somebody whom he knows as opposed to speaking to a group or doing as he had this dreadful appearance in a zoom Campaign Rally but its better when hes going oneonone and we are likely to see more of this. The second part of that is the substance and once again, i am at a loss as to what the compelling messages from joe biden other than im not donald trump. That may be enough, but im not certain yet that that is going to be sufficient. Bill let me come back to that point. Heres what im trying to get my head around. What these campaigns look like . In a country thats on partial lockdown, talking july, august, democratic congressman here, can you pain is a picture as to where these campaigns go . I just dont think you win the white house with a podcast, how do you see it shaping up for trump and biden as of today . There were only so many times i saw democratic consultant say that what biden needed to go was going on local news, there were only so many times you can go one the battleground cities in the battleground states, only so many times they can accept you for good morning america, not going to be every day. In terms of getting a big audience, youve got to find a way to break through it. That gets back to message. The process of a Virtual Campaign is another thing to have a message that drives that campaign, i was just going to look in july, august, or september . I have no idea, anything that we have had in recent years, we may be back to the point in the 1860s or the 1870s where the president ial candidate remains stationary and people advocated for them around the country and we heard from them through the modern equivalent of sending a letter to a prominent individual and having an article written in a newspaper or allowing someone to interview them, that is to say you appear on local tv and talk radio, you do well podcast, you create your own network on youtube, and this is where biden is at a disadvantage. He has one seventh the twitter followers and less than one seventh the youtube followers that donald trump has. Trump has spent years building this digital infrastructure. The gap is like this, biden can spend a lot of resources and close that gap but i doubt hes going to be able to equal to or passe. Bill on numbers for april, 61. 7 million raised and on the right and biden 60. 5 million raised on the left. I know you dive deep into the dollar amounts here, but if the election is about the virus, who wins and how . The question is not going to be if its about the virus. Its going to be about the handling of the virus in the handling of the economic aftermath, and people are not going to blame trump for the virus. Theyre going to judge President Trump on how he handles the virus and similarly, in my opinion, they are not going to say he was the guy who drove us into the recession. Theyre going to judge him on how is he getting us out of this economic difficulty. On the other hand, there was also an onus at the end of the day on biden. A fight and had some handling the pandemic, that moment that he said the band was xenophobic, a travel ban was xenophobic and racist, so was the failure of the Obama Administration to replenish the n95 masts when they had a similar draw on them during the obamabiden administration. But there is going to be a battle between what is the division of each of these respective people is to help you to get the economy going again and how that plays out is going to be anybodys guess. Bill so are you guessing that the issue is the economy or is that u. S. Versus china at that point . And if thats the case, how does trade in china play in wisconsin, michigan, ohio, and pennsylvania . If the issue is who is tougher on china, this is going to be a trump victory. This is why it was mystified by biden going after trump in one of his early ads saying trump was weak on china. Theres not a generalized sense among americans that trump is anything but strong on china and there are some real vulnerabilities for biden on that issue. But i think its going to be collections tend to be about one thing, but sometimes they arent, and this may be a time where it is really looking like its two things. The economy and the coronavirus, but it may actually be about what do you stand for, what is your view, what motivates you, what is it you want to achieve and are your values the same as me . Those things are always in an election, but will be paying attention to these two big issues, but how people respond, how the candidates respond by sharing who they are and what their vision and their values are is going to matter a lot. Bill very interesting analysis. More to come on that. Dont think he doesnt know it. Nice to see you today.
