Have moved our show outside, across from the Jacob Javits Convention center in new york city, which is a massive facility on the west side of manhattan, it has been turned into this militarized makeshift hospital to treat covid19 positive patients here in new york. The places enormous, more than 2 million square feet, the u. S. Army corps of engineers, they transform to this facility in about three days time to a hospital to facility that can manage more than 2500 beds at once. It is just extraordinary. Inside that building behind me, the number of beds are way up. If they could go up higher if necessary. But it has made it one of the largest hospitals in the entire United States. At the moment, there are 66 patients being treated inside the facility. Again, run by the u. S. Army. I want to bring in major peter kirkendall, major planner for the u. S. Army and Operations Officer for the javits center. Major pete, good afternoon, thank you so much for your time, give us a status update, hows it going inside . Hey, bill, thanks for having me. Inside the javits center, we are continuing to work across the government through all agencies, fema, health and Human Services to continue to increase the capacity and the capability here at the javits center, like you said, there is a 3,000 bed capacity and we are doing our utmost to increase that as much as we can. As time goes on to provide an offshoot for the city in new york to provide patients to come here, and give them a little bit of relief, and do it we can for the country. Bill you are doing gods work, too, just so you know major, screen left is our q rv vehicle, our Quick Response vehicle, it is moving throughout manhattan, a moment ago you saw go through central park. Pretty nice day here in the northeast, temperatures bond to the 60s. That is a good, positive note that weve got here, at least weatherwise. Major, how do you ensure that you keep it safe, it looks like you are okay. How do you ensure the transition of the patient from a local hospital inside the patient from the Convention Center goes okay, major . We have a robust system that we are using to coordinate both with the local hospitals and back to the javits center, every patient, before they come here is screened over the phone, the fun of our providers. And then come as we arrived to the javits center, they are rescreened to make sure there arent anything that we are not aware of and we not be able to handle, as well as the hospital. Once that is done, the patients are brought in, all of our providers are in masks, and full protective garments, to the highest level, face shields, gloves, gowns, as well as security, each of the doors to ensure that only medical providers go into those covid positive spaces. Bill keeping things as save his job number one, i know you are well aware of that. I mention to 66 patients. Youve only been operating for a couple days here in new york. Judge expect more, major . Were just doing everything we can to pull as many patients from a city of new york as we can. So we are expecting that to continue to increase as we go. Bill i mention 2500 beds, i understand you can go larger than that, how much larger, and what would that take, major . At this point, we are continuing to do those assessments, i would have to defer those questions to the army corps of engineers. Bill okay, respect that answer. As you know, on friday, we launch the Paycheck Protection Program to help Small Businesses keep workers on the payroll, as of today, sba has processed over 70 million in guaranteed loans which is far greater then we would have thought, i dont think steve, i dont think we had any number like that. That will provide muchneeded relief for the more than 250,000 businesses that have applied for these loans, these numbers will continue to rise quickly. Again, far greater than anything we couldve expected. We thank you, and we thank the thousands of employees were responding. By the way, it looks like a very substantial increase in the number, because we will be running out of money pretty quickly which is a good thing, in this case, not a bad thing. And to see will discuss it, but we are in talks to supplement the fund and do more money, so thats the way its moving. Every single one of these people thats employed by a Small Business is one less person that is out of work and on unemployment insurance, and adds one more person thats part of a business so that we are when we are ready to reopen, 50 of americas workforce isnt Small Business, i had the opportunity this morning to speak to mitch mcconnell, chuck schumer, nancy pelosi, and kevin mccarthy, i urge them at the president s request that they get us another 250 billion approved, and we look forward to the Senate Passing that on thursday and the house passing that on friday, this is much needed support and we want to make sure that every single Small Business can participate and we want to assure the workers that if you dont get the loan this week, therell be plenty of money for you next week. This isnt just Small Businesses, it is charities, it is independent contractors, sole proprietors, so again, i just want to thank everybody for their participation. President trump thank you. For the administration, trying to get this money out to Small Businesses is a big, big deal. The virus is one part of the story, the economy is another. Get this now. In a normal year the Small Business administration, they would make about 60,000 loans, a total of 30 million, and a year. Well, last week after it passed congress, theyre looking at 350 billion in one week alone. Theyre trying to get this out, trying to get in the hands of Small Business, big deal to try to sustain the economy, keep that job number as low as possible. Karl roves with me now, carl, you think about the economy and how the you put the virus in one silo, you can put the economy and the other. When it comes to the website, when it comes to be small loans issued out there, they cant screw this part up, so how are they doing . Well, i have to tell you, ive had some personal experience with this. On friday, friend of mine who runs a printing business in austin called me about the long program, i ended up talking to his banker. The banker raised a series of issues. So im no kevin mccarthy, the ranking republican on the house ways and means committee, he gave me the name of one of the lead staff on the ways and means committee, i put the banker in touch with them, over the weekend, they were a series of questions that came up. In the initial documents, require that the banks assume liability for some things they couldnt really assume liability for. There is difficulty in how to generate whats called an sba loan number, they asked for last years payroll in addition to the current payroll, they really didnt need last years payroll. There is a question about how to apply for loan forgiveness, these loans are being made, but if you meet certain conditions, the loan is forgiven. There was question about the information, the bank asked for information that they didnt have. The banks that are they going to use the funds and are they u. S. Citizens, but they had announced that on the initial document. Anyway, theres problems. There is clearly an effort by the Treasury Department and the sba to have a room to work these things through because these questions were being answered on friday and saturday, and by monday, this bank, the banker is like, you know, hard at work. I got an email from him earlier today, i want to read it. Things seem to be running smoothly. Our limitations are the stability of the sba website, i hope some of these listening because apparently theres a problem with the volume of applications, that are going into the website, not problems that they can solve by broadening the website. This is to be expected with the volume of applications and our manpower. As of this morning this is one small bank in austin, texas, we processed 160 months were total of 20 million. We have 2400 more applications that we are working. Overall, i would say someone deserves a pat on the back, the magnitude of this initiative, im amazed that there hasnt been more glitches. I think thereafter good start because they saw that something this big, this comp located, they better have, you know, a tiger team ready to jump on these problems. Apparently be dead, last week, because the problems that there were on friday are bound by saturday and sunday and monday. Bill thats good to hear. Thank you for sharing that. What a lot of people are going to do car, theyre going to look at the federal government and say you can run website, we found that with obamacare years ago. You know the problems that had come over time, those problems were worked out. I think the volume is something that must be considered here. We were just talking about five days ago, the thing meant online, now, its tuesday. Ive been hearing from Small Businesses in atlanta, over the weekend, they dont have a level of confidence that they believe was built into the loan, and that level of confidence is what gives a Business Owner the ability whether or not they think, you know, i can keep this person employed for the next six months, or i might have to let them go, and these are the critical decisions people are making all across the country. Well, look, as more information has gotten out about this loan program, the more applications are going to surge, youre right, they better make certain, whoevers in charge of the plumbing of the sba website to make sure they can handle these big volumes. The crewmember who tested positive for covid19 yesterday is a merchant mariner not a part of the medical personnel. We are told that crewmember is now isolated in a cabin away from patients and other crewmembers. The navy emphasizing that the crewmember who tested positive head no contact with patients. We are told those who have had contact with the crewmember have been tested and will remain in isolation for several days, regardless of the test result out of an abundance of caution. Now, and a statement, the navy says this there is no impact to comforts mission and this will not affect the ability to for comfort to receive patients. The ship as per following and taking every protocol to make sure the health and safety of all crewmembers and patients on board. There are currently 44 patients on where the comfort, fiber covid19 positive. They didnt show symptoms until they were on board and they were tested on the ship. Meantime, we now know that the comfort has reconfigured itself in an effort to limit the chances of an outbreak on board the ship. Although what we have seen on cruise ships. The headship has cut its hospital bed capacity from 1,000 to 500 beds. The ship has allowed the navy to segregate the ship, there is a green zone where there are people that do not deal with covid19 patients along the ship they were allowed to walk in, and then there is a red zone, and that zone is only for covid19 patients and people who are taking care of them. Additionally, there is 1200 crew and medical personnel on board that ship, bill, and 800 of the medical personnel are now staying at a local hotel that is just for them. This is in an effort to make it easier to social distance while on board. They will be taking a bus directly from that hotel to the comfort every single day. Again, all these protocols in place, they are expected to start taking in more and more covid19 patients. Just 44 now, that number expected to increase. We shall see. Bill. So you think about how the country has come together around us, not only at the national level, but the local level as well. How are you doing and how are you dealing with it . Well, obviously weve been not the epicenter of this virus for the last month. We are doing quite well. We are handling it successfully. We are in control of the situation. The hospitalizations, as the governor has said, have been decreasing, although, the rate of increase has been slowing, thats a better way to say it. The rate of increase has been slowing, which is a good sign, although, i would warn people that this does not necessarily mean a permanent trend, yet. We have to wait a couple more days to see. If that is the case, because we dont want people, including the public, to take their foot off the accelerator and begin to say, things are getting better, so we dont have to comply with social isolation anymore, we can get back into doing what we did before, that would be dangerous. If that happens, cases only began to increase again. We have to be careful. It is a hopeful sign, maybe theres a little light at the end of the tunnel. But i think it will take a few more days before we can say for sure. Bill its my understanding that you are part of the country is about 710 days behind new york city. He would make sense, the way it spreads, and the way people move around, if thats the case, we had a Record Number dead here in new york earlier today, going back over the past 24 hours. Whats coming your way, michael . Well, we are in new york city as well. We are all over the new york city area. People have been on, this is what people have to understand, people have been ventilators now for a period of time. People stand ventilators, if theyre in the hospital and they get in the icu, they get into the baited on ventilators, theyve been on for two weeks, three weeks, you know the statistics. The statistics are not good if youre into bated, so you would expect to see more deaths, given the current situation. With so many people on ventilators, and that is unfortunate, but that is the nature of this disease. It is very, very problematic, very serious. So it is not surprising. For other parts of the country that are looking at the experience here in new york and begin to anticipate what it is they should be thinking about, i would say to them, be wellprepared because if its anything like what we see new york, however prepared you think you are, you better increase the preparations because its something youve never before experienced.
