In terms of these guidelines, we saw some of it with the governors of new jersey and Washington State the last hour closing certain businesses at certain times are altogether to limit interaction between peop people. It will be allowed to stay open later to serve people. The president is going to send a message when he comes out in just a little while. Those steps are necessary, it is necessary to take aggressive measures because if we do, we can limit the spread and limit the amount of time of the measures will be necessary. The Surgeon General earlier on that today. We met we are at a critical Inflection Point in this country. We are where italy was two weeks ago in terms of our numbers and we have a choice to make as a nation. We want to go the direction of south korea and really be aggressive and lower our mortality rate or do we want to go the direction of italy . When you look at the projections, there is every chance that we could be italy but there is every hope that we will be south korea. The Vice President , the president , and the team are expected to start a vaccine trials, the first of 45 people involved received a candidate vaccine today. Trials will be taking place over the next six weeks. The Major Airlines meantime are asking the federal government for financial assistance, 25 billion immediately and another 25 billion in longterm loans or loan guarantees. Cargo airlines also asking for a total of 8 billion. The airlines warning that in a worstcase scenario, they could run out of money completely between june 30th and the end of the year, also looking for tax relief. Is spreading across communities in the United States and has a mortality rate that is ten to 20 times worse than the flu. So its a pretty serious problem that we have. And actually, dr. Tony fauci is completely right. My biggest hope is that we overreact. My biggest fear is that we under react. The cost of overreaction is serious, economic consequences, but the cost of under reaction will be measured in human lives. We really have to act very quickly. One method outbreak like this will overwhelm any system, that would include ours. How do you see that playing out after today . Whats really clear from the data is that if we do nothing, american hospitals are going to get overwhelmed. Not going to have enough beds, not enough doctors to take care of people so hospitals have to get very aggressive in opening up beds and people have to be very aggressive about avoiding getting sick and avoiding contact with others. Bill the white house said on saturday that of those tested in south korea, 96 tested negative. So when you think about the millions of people trying to get direction on this, what do you say to them when that number is exceedingly high . 96 negative. What that means is in order to curtail the disease, you have to be testing lots and lots of people and then identifying everybody whos got a positive test and then isolating them. Thats the strategy, it is Public Health 101. When you dont have enough tests around, you cant do that and thats where we are stuck. We cant test patients in america. South korea got it completely right by testing lots of folks and identifying the small number who were actually affected and isolating them. Bill a couple more things, the mobile testing sites. We are told will be up and running. How close are we to making that a reality . I love the idea of mobile testing and drive through testing, its ultimate american approach. I want to see them up in many communities across america. They are not going to be available until the tests are available. You think of the advice coming out of atlanta on that . I think the cdc is a Great Organization that has been a little slow on some of these things. Gatherings of 50 or more absolutely, that number should probably be lower and my guesses over the next couple of days when the number start really coming in about how many people are infected im going to lower that even further. How do you at home understand this and a bit of a story to get some perspective and understand it. This is where we are today, march 16th, focusing on four countries, china, iran, italy, and United States. What i want to show you for the next minute or so is how things have leveled off in china, but theyve got a considerably higher in some of these other countries. Three weeks ago, at about 77,000 cases in china, 61 in iran, 229 in italy and 53 here in the United States. 2 weeks ago today as we advance one frame here, this is where you were in china. 80,000 in china but now 2300 and iran, 2,000 and italy and 64 cases here at home. Going back just to show that comparison, i ran 61 to 2300. Italy 229 to 2,000. Now ill take you to march 9th which was just a week ago today and this is how things have changed around the world. China right around that 80,000 number but look at what happened in iran and look at what happened in italy. 7200 here in iran, that is triple in iran and it is 3. 5 times higher in italy for us here at home, 472 a week ago on the 9th of march and you come to today march 16th and this is the state of these four countries as we understand it now. Right around 80,000 mark in china which is good news. Seems like that curve weve been talking about has indeed leveled out. Lets hope it stays there. This morning, i spoke with the leaders of the g7 nations and really had a good meeting, i think is a very, very productive meeting and also spoke with our nations governors this afternoon announcing new guidelines for every american to follow over the next 15 days as we combat the virus, each and one of us has a Critical Role to play in stopping the transmission and spread of the virus. This was done by a lot of very talented people, some of whom are standing with me, and thats available. And will be speaking about that in just a few minutes, its important for the young and Healthy People to understand that while they may experience mild symptoms, they can easily spread this virus and they will spread it indeed putting countless others in harms way. We especially worry about our senior citizens, the White House Task force meets every day and continually updates guidelines based on the fast evolving situation that this has become all over the world. Its all over the world, its incredible whats happening in such a short period of time. One of the guidelines of the task force, the new modeling conducted by her consultation with governors we have made a decision to further toughen the guidelines and blood the infection now. We would much rather be ahead of the curve than behind it and thats where we are. Therefore, my administration is recommending that all americans including the young and healthy work to engage in schooling from home when possible, avoid a gathering in groups of more than ten people, avoid discretionary travel and avoid eating and drinking in bars, restaurants, and public food courts. If everyone makes this change are these critical changes and sacrifices now, we will rally together as one nation and we will defeat the virus and we are going to have a big celebration altogether. We can turn the corner and turn it quickly, a lot of progress has been made. Im also pleased to report today that a vaccine candidate has begun the phase one clinical trial. This is one of the fastest Vaccine Development launches in history, not even close. Also raising to develop antiviral therapies and other treatments that we have had some promising results, early results but promising to reduce the severity and the duration of the symptoms and i have to say that our government is prepared to do whatever it takes, we are doing in every way and with that, id like to introduce dr. The reason we are taking these strong and bold steps is because we know there is virus spread before you develop symptoms and then we know that there is a large group, we dont know the precise percent yet that actually is asymptomatic or has such mild cases that they continue to spread the virus. Your children are sick, please keep them home. To our older population or those with preexisting medical conditions, everyone in the household needs to focus on protecting them. Everyone in the household. I want to speak particularly to our largest generation now, our millennials. I have a mom of two wonderful millennial young women who are bright and hardworking and i will tell you what i told them. They are the core group that will stop this virus. They are the group that communicates successfully independent of picking up the phone, they intuitively know how to contact each other without being in large social gatherings, we are asking all of them to hold their gatherings to under ten people. Not just in bars and restaurants but in homes, we really want people to be separated at this time. To be able to address this virus comprehensively that we cannot see for which we dont have a vaccine or therapeutic, the only thing we have right now is the amazing ingenuity and compassion of the american people. We are appealing to all americans to take the steps to protect each other and to ensure that the virus doesnt spread. These guidelines are very specific, they are very detailed, they will only work if every american takes this together to heart and responds as one nation and one people to stop the spread of this virus. Therefore, it will always seem the best way to address it would be doing something that looks like it might be an overreacti overreaction. It is in an overreaction, its a reaction that we feel is commensurate which is actually going on in reality. Take a look at the guidelines, read them carefully and we hope the people of the United States would take them very seriously because they will fail if people dont adhere to them. Do you have any kind of estimate if americans really were to band together do what the white house is suggesting how quickly we can do this . President trump how many times do i asked that question, every day, and i speak to deborah, i speak to a lot of people to get the opinion. If we do a good job, will not only hold the desk down to a level that is much lower than the other way that weve not done a good job but people are talking about july, august, Something Like that. They could be right in that period of time where it washes through, other people dont like that term but where it washes through. Is this the new normal . How are you talking to your own family about this, how are you talking to your youngest son, do you empathize with the sense of anxiety . People are really scared. President trump i think they are very scared. They are doing a very professional job working with the governors and mayors, local government at every level. We have fema totally involved, usually we see fema for the hurricanes and tornadoes and now we have fema involved in this and theyve been doing a fantastic job locally working with people they know because they work as an example in california in the state of washington. Working with other things and they are very familiar so they are working on it. What you do it all you can do is professional, totally competent. We have the best people in the world, the greatest experts in the world and someday soon hopefully it will end and we will be back to where it was but it came up so suddenly. Weve heard about results from china and all of a sudden we did make a good decision, close our borders to china very quickly and rapidly, otherwise would be numerous times in a very bad position gone much worse than we would be right now. You look at whats happening in other countries, italy is having a very hard time. But i think that what we do and ive spoken with my son and how bad is this, its bad. Hopefully it is going to be a best case, not a worstcase. That is what we are working for. Some confusion on two key fronts, the other is about containment effort. Is the administration considering more aggressive containment options like a quarantine, National Curfew . President trump we have that very much and we have been pretty aggressive. We were early with europe but very, very early with china and other places. And fortunately we were. As far as containment here, we are coming out with strong suggestions and is becoming a little bit automatic. You look at people not doing certain things. Obviously i wouldnt say the Restaurant Business is booming and bars and grills and people are selfcontaining to a large extent. We look forward to the day when we can get back to normal. Are you considering instituting a nationwide lockdown in a nationwide quarantine . There are still some questions about that. President trump at this point, not nationwide but there are some places in our nation that are not very effective at all but we may look at certain areas, certain hot spots as we call them and at this moment, no we are not. You mentioned a coronavirus test friday night, the right has Doctors Office put out a statement, no test as indicated, so what exactly was that test . President trump i had no symptoms whatsoever, the doctor said you have no symptoms so we dont see any reason. But when i did the press conference, everyone was going crazy did you do the test, is a very late on friday night i did the test i and he have put out there, may have put out something, i dont know what time it went out but the results came back i believe the following day and we tested negative. Implying you hadnt had one when you had. President trump i went totally by what they said, the doctors, they said you dont have any of the symptoms, they checked what youre supposed to check and that i didnt have symptoms but i did a test leader on friday night and it came back probably 24 hours later or something, they sent out later. You had a teleconference with the nations governor today and even in that teleconference, you told them they need things like respirators or masks to get it on their own. What did you mean by that . President trump they can get that faster by getting them on their own, go through a supply chain they may have because the governors during normal times not necessarily through federal government. They are able to give ventilators and respirators and able to get certain things without having to go through the longer process of federal government, we have stockpiles now will be ordering tremendous numbers of ventilators, respirators, masks and they are coming. We have quite a few at this point. We have a lot. But if they can get them directly, its always good if we can get them directly if they need them and i have given them authorization to order directly. One of the big weaknesses in our Health Care System is Search Capacity for a medical facilities and i wanted to ask what precautions, what plan is being done to get china able to build hospitals in a matter of days. Are you prepared to use a corps of engineers or fema to Start Building a Search Capacity that we may need in a couple of weeks . President trump we hope we dont get there and thats why we are taking a very strict look at this but we also are looking at areas not only looking, we are expanding certain areas taking over buildings, doing a lot in that regard. We hope we dont have to get there but we are doing a lot in that regard. Could you clarify something . Yesterday, and the Vice President said no one should worry about losing a paycheck if they stay home, but the house bill exempts companies of 500 employees or more from paid sick leave requirement and that is 54 of the american workplace. Why is it a good idea to only require Small Businesses to provide . President trump we are looking at that and we may be expanding that. We want fairness and we want it for everybody. We are looking at that through the senate. As you know, the senate is now digesting that bill so we may very well be getting something. Good question. Going off of what he was asking, how many ventilators and will that be enough . President trump we have ordered a lot, we have quite a few but it may not be enough and if its not enough, we will have it by the time we need it. Hopefully we wont need them. We can give you a number. Yesterday, you said this was under tremendous control, do you want to revisit that statement until july for august, five more months ahead of time . President trump im saying we are doing a very good job within the confines of what we are dealing with, doing a very good job. There has been a tremendous amount of the way they are working together working handinhand. Is doing really a great job and from that standpoint, thats what i was referring to. So youre not saying its under control. President trump i am not referring to it, meaning the virus. Thats not under control for any place in the world. I was talking about what we are doing is under control but not talking about the virus in this case. The stock market took another hit today, is the economy heading into a recession . President trump we are thinking in terms of the virus. I think there is a tremendous pentup demand both in terms of the stock market and in terms of the economy and once this goes away, once it goes through and we are done with that, youre going to see a tremendous sear search. I know thats been on the table before but is not coming up at all . President trump we hope we dont have to, we think hopefully we wont have to do that but it certainly is something we talk about every day. We havent made that decision. Doctors and nurses are telling us across the board that they are terrified of this virus, of the fact they might take it home to their families. What can you say to ensure Health Care Providers at the federal government is doing something today to ensure they get personal protective equipment to protect themselves and their family . President trump the federal government is doing everything we can possibly do. Made some very good early decisions by keeping people out, certain countries where the infection was very immense, i noticed a lot of people are talking about south korea because theyre doing that on one side, tremendous problems at the beginning, had tremendous problems in great numbers of deaths. I think that we have done a fantastic job from just about every standpoint. With that being said, no matter where you look, this is something thats an invisible enemy that we are speaking all the time not only with the people but also the professional people, the nurses, the doctors, they have been doing a fantastic job. We are also working very much im getting them the kind of equipment that they need and for the most part, they either have it or they will be getting it. But remember this, we want the governors and the mayors left from a local standpoint, we want them to work and we had a great talk with the governors today. I think it was a really great talk. Theres a tremendous coordination and a tremendous spirit that we have together with the governors and that is for the most part bipartisan. You told john that you think this could wash through july, august, the possibility of recession, said it may be, im curious if there is a recession when you think that might take . President trump i dont determine recession, i just say this, we have an invisible enemy, we have a problem that a month ago no one ever thought about. I read about it, i read about it many years ago, 1917, 1918, seen all of the different problems similar to this that weve had, this is a bad one, this is bad in the sense that it is so contagious. Is just so contagious. Sort of recordsetting type contagion and the good part is that young people do very well and Healthy People do very well. Very bad for older people especially older people with problems. My focus is really on getting rid of this problem, this virus problem. Once we do that, Everything Else will fall into place. A lot of rumors last night that you were going to put in a National Curfew. President trump ive been watching. Me too. You were saying this was a foreign disinformation campaign. Are people messing with us on the internet . President trump that i cant tell you what they are or not. I think a lot of the media actually has been very fair. I think people are pulling together on this. You might have some foreign groups playing games but it doesnt matter, we havent really determined to do that that off and hopefully we wont have to. Its a step we can take, but we have not decided to do it. Can you talk a little bit specifically about what you would like to do to help the airlines and second of all, we heard that jeff bezos has been in contact with the white house daily, can you say what he has been proposing . President trump as i understand have been dealing with them or with him and that is nice. We have had tremendous support from a lot of people that can help and i believe he was one of them. As far as the airlines are concerned, we are going to back the airlines 100 , its not their fault, nobodys fault than this you go to the original source, but its nobodys fault and we are going to be in a position to help the airlines very much. We told the airlines we are going to help them. In we are going to be backstopping the airlines and helping them. Its very important. 25 billion for the Passenger Carriers and 4 billion for cargo . President trump we have to back the airlines, they are having a record season, everybody was having a record season end and this came out and it came out from nowhere so not their fault that we will be packing the airline. In we have to get through this crisis, thats what i can do. Thats the best thing we can do. Thats what i think about once this virus is gone, i think youre going to have a stock market like nobodys ever seen before. He will be back in a second. I think the question that i think john asked about until july, the guidelines over a 15 day trial guideline to be reconsidering, it is and that these guidelines are in effect until july for the president was saying that the trajectory of the outbreak may go until then, make sure you dont think that its solid in stone until july. President trump the outside number. I think that would make it even better, theyre working together very well with the house and in unison with the question before, they are working to only enhance it. And make it better. And make it fair for everybody and thats what we are looking to do so we may go back and forth with the house a little bit but both will be in a very positive fashion. These new guidelines say it avoid social gatherings and groups more than ten people, the recommendation yesterday was for people to avoid gatherings of more than 50 people. What has evolved in the thinking in the past 24 hours and also what exactly do you need to see . President trump let me just have the professionals answer that. Thank you for that question, so we have been working on models day and night around the globe to really predict because some countries are in a very early stage like the United States working with groups in the united kingdom. So we have new information coming out from a model and what had the biggest impact in the model is social distancing, small groups, not going in public in large groups. The most important thing was if one person in the household became infected, the whole household self quarantine for 14 days because that stops 100 of the transmission outside of the household. And as we talked about early on, it is silent. And we had another silent epidemic, hiv. I just want to recognize the hiv epidemic was solved by the community. The hiv activist and advocates that stood up when no one was listening and got everyones attention. We are asking that same sense of community to them together against this virus, over the next 15 days, we will see a dramatic difference and we wont have to worry about the ventilators i wont have to worry about the icu beds because we wont have our elderly and their people have the greatest risk having to be hospitalized. We talked about the new rollout of testing that we described yesterday, drive through communitybased testing and how grateful the president is for the efforts of the governors are making and now with the admiral and the United StatesPublic Health service as well as fema, we have made great progress today in court aiding those efforts. But the other issue that was raised with the president today was personal protective equipment. And the reason i mention testing is because one of the recommendations that we have for states is that these make a priority of two groups. One with people over the age of 65, we dont want them to go to hospitals, we want them to go to a remote site in a parking lot or in an isolated community location. But the other category is our Health Care Workers, we want to make sure their Health Care Workers have the opportunity to be tested and using that new test that the president arranged with our major commercial, we will be able to do that and more judiciously. So we are putting a priority on our extraordinary Health Care Workers that are at this very hour coming alongside people that are struggling with the coronavirus and people that are concerned they may have been exposed. The other piece is we are grateful that the legislation passed by the house of representatives includes Liability Protection for and 95 masks produced by Companies Like 3m in minnesota, by honeywell, literally tens of millions of masks are produced every year for industrial purposes for construction. Up at the Health Experts say they can be used just as readily to protect Health Care Workers from respiratory ailments. 3m and other companies were not able to sell those to hospitals but the president negotiated with the democratic leadership of the house and senate, we have added a provision to the bill that will literally, one company alone at another 30 Million Masks per month back to the market place. Are strengthening the supply chain and Health Care Workers across america can be absolutely certain that the president and the entire team are going to continue to put the health of America First then put first our Health Care Workers across this country meeting the needs of the people of our country. How many people can actually be tested . As we talked about the new phase of testing, at first we were at the initial phase where the cdc developed tests, only available in the cdc. Works very well for a few thousand tests per day after it gets running. We are now moving into a phase that the big commercial laboratories with screening have availability. So as we talked about last week because of the historic efforts of the fda, as the president predicted, for Thermo Fisher test, were both produced last week under an emergency use authorization. 1. 9 million of those tests will be sequentially into the ecosystem this week. From the information we have right now, 1 million tests are available. With all the reagents, everything ready to go, primarily at the reference labs. It doesnt matter if they are not in your neighborhood because every day when people get tests, a little white box comes out in front, it gets shipped by an incredible Distribution System that is electronically reported so these are available to people nationwide. We expect more and more than 1 million coming on board this week as the reagents come up and as people with the Testing Capacity validate that in their own hospitals and other places and in the future, we expect at least 2 million next week and at least 5 million the week thereafter. There is also a whole growth of whats called laboratory determine testing for laboratory derived testing where individual laboratories because of the regulatory deregulation of the fda can develop their own tests and start using them. So a Certified Lab with complexity, you can do that. So the point is, testing is now entering what we normally do inn a Health Care System where big labs receive these through normal channels so that part of it is really underway. How Many Americans have actually been tested . Do you have a number . There is a number. I dont have that number because ive been working on setting up this Distribution System so this is where we are. The state and Public Health laboratories and sadc are published every day on the cdc web site. The cdc gets feeds from lab core and request and they get that on a daily basis. What is not being received right now and we are fixing is the homegrown tests and highly complex labs dont necessarily get reported in the system. However, as we move forward particularly in the commercial phase of where we are right now, we expect about 80 to 85 of the tests to flow right into the cdc. Thats not good enough for ambassador birx, she wants 100 and we will work on that. President trump i think just to put it a different way, a lot of testing has been going on and i dont believe anybodys been able to do what we are doing. Let me just say that we talked about the drive through testing yesterday. I want to be clear to everybody this is just another tool for states and local Public Health systems and Health Care Systems to use. Is not replacing testing that goes on at a Doctors Office or in a hospital or if you go to your doctor and want to get tested in that office. This is another tool that we are helping the state to have and again as we talked about, this is modeled on the Distribution System optimized for testing. We expect this week we now have gear people being shipped right now today that will be in over 12 states with multiple sites, many of states having multiple sites for start augmenting the local capacity and providing them what they need is another way for people to get tested. Strip President Trump this is never been done. I will say, i think i can speak for the professionals. If you dont have the symptoms, if your doctor doesnt think you needed, dont get the test. I think thats important. Not everybody should read how to get this before. We are able to handle tremendous numbers of people. The governor of new york said that he believes Hospital Capacity soon will be overwhelmed and implored you to talk on the army corps of engineers to build temporary facilities to house patients. President trump we are looking into it. Weve heard it from really two places and new york being one. We are looking into it very strongly. Yeah. However you change your own behavior to take account of this virus . Are you washing your hands more . President trump i always wash my hands a lot. Probably if anything, more. Certainly not less. Not something that i want to do every day. I can tell you that. Its a little bit of a its a little bit of good doctors in the white house. Its a test. Its a medical test. Theres nothing pleasant about it. You said in a tweet that he should be doing more. President trump i think he can do more. I think he can do more. An area of the country that is very hot right now. I think nero shall and a place that i grew up very well. Its a very no, i think its an area that has to be even more because its a hot bed. Theres no question about it. We are getting along very well. Weve had in fact, i notice he made some statements just now at the relationship with the federal government has been good. The federal government has done everything they have wanted to do. I think it is very important that all of the governors get along very well with us and that we get along with the governors. I think that is happening. Speak to the assistant defense secretary decided to separate ad protect the chain of demand. Is that something that you and the Vice President should be doing . President trump we have not thought of it. I will say this. We are very careful. We are very careful being together. Even the people behind me are they have been very strongly tested. I have been very strongly tested. We have to be very careful. But everybody should be vigilant. We have to be vigilant. Two simple questions. The doctor says that it is the millennials that will lead us through this and now is that time to look out for the older people in our homes. All their might be a state of mind, not necessarily in age. But for those millennials leveled us that have parents in their 50s, 60s, 70s, what is older . If i was dr. Fauci, i would tell you that there is a physiologic age and eight numerical age. Older people with preexisting conditions what do we mean by that . Significant heart disease, significant kidney disease, significant lung disease. Immunosuppression, any recent treatment for cancer. Why do i think the millennials are they key . Because they are the ones that they are out and about. They are the ones that are most likely to be in social gatherings. Here are the ones most likely to be asymptomatic. Weve heard about the greatest generation. We are protecting the greatest generation right now and the children of the greatest generation. I think millennials can help us tremendously by having they need to communicate with each other. Public Health People like myself dont always come out with compelling and exciting messages that are 25 to 35yearold would find interesting and take to heart. Millennials can speak to one another about how important it is in this moment to protect all of the people now, you could be 40 and have a significant medical condition and be at significant risk. You could be at 30 and be at risk for nonhodgkins lymphoma. There is more millennials now than any other cohort. And they can help us at this moment. Mr. President. Thank you very much, mr. President. Speak to mr. President , the other day you said you are not responsible for the testing shortfall. Does the buck stops with you . On a scale of 1 to 10, how would you rate your response to this . President trump i would rate it at 10. Despite all of the even the professionals say, no, it is too early to do that, we were very, very early with respect to china. We would have a whole different situation in this country. I would rate ourselves and the professionals i think the professionals have done a fantastic job. As far as the testing, the testing that we have done. We really took over an obsolete system. Or put it maybe in a different way, a system that was not meant to do anything like this. We took it over and has done something that has never been done in this country. We took the system and worked with the system we had and we broke down the system purposely. We broke it down in order to do what we are doing now. And within a short period of time and even now, we are testing tremendous numbers of people. Ultimately they are saying it will be up to how many people we will be able to test.
