A strengthening storm. There is nothing in the upper levels of the atmosphere to tear this storm apart. The water temperatures are 85 degrees ahead of this storm. It is going to crash into the Florida Panhandle. The strength is going to be a major hurricane. Possibly borderline category 4 and thats why the warnings are dire right now. Storm surge the worst of the storm surge is going to be on the righthand side. So the big bend of florida need to be prepared for a strengthening hurricane and the worst of the storm surge to be on that righthand side, the northeast quad rant. Heaviest rainfall. Strongest winds and the threat for tornadoes as well. This is going to make landfall tomorrow. The exact timing on this yet to be determined. It is being steered by an area of high pressure. A cold front will move in towards the east and pick this thing up and thats why the timing is so off but it will happen tomorrow. It is going to happen within the next 24 to 36 hours. There is wednesday around 1 00 p. M. We think around this area. Not paying attention to the center of the cone because well feel the effects well inland. We have hurricane watches in effect for parts of georgia as well as alabama. So they will feel the effects of this storm. So we do expect landfall possibly tomorrow afternoon and then it will quickly move to the north and east but also want to point out still remaining pretty intact. We have a Tropical Storm that will be impacting areas hard hit by florence. So not only a florida problem by a georgia and carolina hit as well. The model very well agreement, theyre on top of each other. Landfall will happen tomorrow. Major hurricane possibly strengthening as it makes landfall which is even more dangerous and then, of course, it will move north and east. If there is any good news it will be a quick mover. It wont stall and picked up by a cold front. A major hurricane hitting this area of the Florida Panhandle could be potentially cat catastrophic. Storm surge of 12 feet. New Supreme Court Justice Brett kavanaugh taking his seat on the high court for the first time today after President Trump apologized to him and his family during a swearing in ceremony at the white house. For the bitter partisan fight over his nomination. What happened to the kavanaugh family violates every notion of fairness, decency and due process. The Senate Confirmation process was contentious and emotional. That process is over. All the shouting, all the screaming and it is finally over and the president and if you will the new justice of the Supreme Court took something of a victory lap, byron. It was. It may not totally be over. It was clearly a victory celebration. Not just for the president but for Senate Republicans and for Brett Kavanaugh but it is pretty clear this morning it has left a lot of democrats and supporters on the left even madder if thats possible than they were before. So i would look for them to continue to threaten continued investigation if they manage to win one house of congress in the midterms next month. Why are they madder . Because of the president s proclamation that kavanaugh is innocent . They thought they were rubbing it in. It was a very, very emotional and hardfought fight and they felt that the president did not take the high road but again they almost always feel that way about President Trump. It was clearly a moment of intense victory not just for kavanaugh, not just for President Trump but also for Mitch Mcconnell and Senate Republicans who hung together to make this happen. And the effects of this confirmation, he will be on the Supreme Court a long time but the nearterm effects are starting to show in some of the election polling. The question has been what effect will this have on the midterm elections. Republicans have been saying look, we were having a hard time motivating our base in the last few weeks and months but this has really done it. This has gotten a lot of Republican Voters fired up. Were beginning to maybe see some evidence of that. There are a few new polls out in tennessee in that senate race to keep bob corkers seat where the democrat Phil Bredesen had been ahead in recent polls taken during the kavanaugh fight Marsha Blackburn seems to be pulling ahead for the republicans. Well see if thats happening in other races as well. Of course, voting is four weeks from today. A lot could change between now and then. Thats curious because back november 2016, a lot of the after polling polls showed people voted that the Supreme Court was a huge issue for many of the voters who went to the polls in november and ultimately elected donald trump. Why would that issue sort of go away . Why would it be less important now . Well, only it could go away if Something Else bigger happens in between now and then. It has been a pretty newsy year and a half. We just dont know. Youre right about republicans and the Supreme Court. There were republicans who supported donald trump all the way in 2016 and there were other republicans who had their doubts about him but he had come up with a list of very distinguished list for the Supreme Court and promised to stick to the list if he were elected president and for that reason alone they decided to vote for him and they are happy with what he has done in keeping that promise both in the neil Gorsuch Nomination and now in the Brett Kavanaugh nomination. Kavanaugh is filling in for a republican appointee. He has taken the place of Justice Kennedy on the Supreme Court. How different might his votes be . Well, history has shown us over and over again that you cant predict what a justice is going to do once he has that lifetime appointment on the Supreme Court. But the justice that kavanaugh is replacing, anthony kennedy, was known as the swing vote on the court often with the conservatives on issues of politics or the economy, business, that kind of stuff. But often with the liberal wing on some cultural and social issues like abortion and gay marriage. So what does that change with kavanaugh . It would appear it is going to move further right. Certainly on some of those cultural issues. But again, history shows you really cant tell until those decisions start coming. Byron york, good to have you on. The invitation announced on the heels of a visit to pyongyang by secretary of state mike pompeo sunday. He says the second summit with President Trump and kim is close to a done deal. Senator cory gardner is the member of the Foreign Relations committee and joins us now. First of all, the pope to north korea . Is that a likely scenario . I certainly think the pope will consider this very carefully before he makes any decision to do this. Clearly kim jongun has a lot to ask for forgiveness. The assassination of his stepbrother, the blowing away of his brotherinlaw i believe it was with an antiaircraft gun basically imprisonment of millions of people in north korea, starving his own people for his own enrichment. There are a lot of things this guy has done that perhaps a conversation with the pope would be a little redeeming. Sandra were finding this out through a statement from south korea. North korea, you know, putting this message through the south and chairman kim apparently told south koreas moon the pope would be enthusiastically welcomed in north korea. What do you think the motivation is there . Its kim jongun trying to flatter the world, show the world he can bring in big names, big people. The president of the United States, the secretary of state and the pope for pete sake trying to show theyre a rational actor. But they are not and will not be considered a rational actor until they denuclearize. There is no legitimization that will occur of north korea. Follow the law, International Law and the rule of law and maybe they can have all the visits they want. Sandra all this coming on the heels of what mike pompeo is describing as a very productive meeting with north korea, watch. We had a good, productive conversation. [inaudible] sandra we had a good, productive conversation, he described this as significant progress what were seeing to date in a long process. So senator, how would you characterize the progress that were making with north korea today . There was some sense early on we would have a succeed fast fail fast strategy. I think what youre seeing now is the recognition it will be a long haul. Throughout this process, we cannot let up our pressure. We have to continue our efforts on maximum pressure, continue our sanctions and continue to punish those violating the sanctions as it relates to north korea, china, russia, or individual actors in north korea or around the globe. This administration has done a very good job opening the channels of communication that previously were shut down but i want to make sure it isnt more of the same. We arent going back over 40 years of reruns here so we can get everybody excited and enthused about what north korea to do to then pull the rug out underneath and result in no denuclearization. Sandra the wall street journal board who has been critical through the process and the characterization of progress being made there backs up what mike pompeo said after this meeting with north korea on sunday writing north koreas baby steps, the best argument for mr. Pompeos optimism amounts to confidence building make the north feel comfortable with nuclear disarmament. That its being done on the norths slow timetable and the north has the diplomatic advantage. I think the north understands very well theyre looking at a United States election cycle coming up in 30 days in the u. S. , two years for the president. They understand that perhaps the diplomatic environment changes after elections. What happens if they wait for the next president , whether its President Trump or somebody else . I think theyre clever what theyre trying to do. Theyll take a long time. Time works to their advantage and benefit. Are they able to break off our all aisles in the meantime . What can they do to drive a wedge between south korea and the United States . Will they convince the president lets take a look at troops in south korea, which i think the removal of would be a very bad idea. I think thats what theyre trying to do. These are savvy operators. For people who thought it was just a backwards nation, i think one thing they didnt realize theyve been very clever participants in this diplomatic game for decades and kim jongun seems to have picked up that cleverness from his father and grandfather. Sandra of course word now that kim jongun is ready to invite International Experts in to inspect this nuclear test site. They had journalists watch it back in may but experts saying its the range of inspection that is going to count here. Right. It is the range, the location and are they going to be able to test the soil and go into facilities beyond this . Will they have a full disclosure of the facilities . Unfettered access of all of these facilities around the country . This isnt just a one site location where the Nuclear Tests were taking place. There are computer modeling, laboratories, research being done at any number of facilities and a onetime, oneoff limited inspection isnt good enough. Im glad we are where we are and havent seen missiles flying over the past several hundred days. Thats an improvement. Both the driver and limo company are under scrutiny. New York Governor Andrew Cuomo said the limousine should never have been on the road. The vehicle failed inspection last month by the new York State Department of transportation. Also the driver, 53, did not have the proper commercial drivers license to operate a limo of this size. Investigators are conducting an autopsy on him to check if drugs and alcohol played a role. He died along with all 17 passengers in the back of this limousine. Two bystanders were also killed. The limo company was forced to pull vehicles off the road. The companys owner is in pakistan. He served in the past as an f. B. I. Informant. The companys lawyers said it pulled the rest of its vehicles off the roads and cooperating with authorities. The National Transportation safety board is on scene examining the limos data recorders, mechanics and determining if speed was a factor. There any evidence at all the brakes were being applied no. Apparent skid marks. I want to point out like today and yesterday on saturday it was misting so that could perhaps a damp road could perhaps mitigate any skid marks. Passengers were on social media. You unseated a sitting republican governor in the primary and credit a tweet from President Trump for doing that. That had a huge effect. 343 votes were the margin. A type of race weve seen before. A type a race. Im a populist conservative. The incumbent more aligned with the establishment. A good man but we had a hardfought race and President Trump helped me win. Jon what are the issues that kansas voters have front and center in their minds right now . You might not think of one. But illegal immigration has become quite big. This is one of the reasons why President Trump needs governors who have the same point of view as he does. Think of what is going on in california where you have all of ices efforts are counteracted by the sanctuary city policies. We are giving Welfare Benefits to illegal aliens and instate tuition and have sanctuary counts east. If im governor those will end. The other big issue is taxes. We have high taxes for the midwest. As a result a lot of people are having trouble making ends meet. In the Prior Administration they tried cutting taxes early on but didnt cut spending at all. My view is you can cut spending, believe it or not government can shrink. First of all, what did you think about the president and Rod Rosenstein on air force one together . The president saying i didnt know him before. Now ive gotten to know him. Quote, we actually get along. Im sure they probably played a good game of go fish or Something Like that. The president has successfully put behind him any rhetoric or discussion before the midterms about his potentially firing Rod Rosenstein who, as you recall, also oversees bob mueller, who is, of course, doing the probe into whatever it is he is doing. Thats a talking point the democrats were harping on daily and its off the table. The most interesting meeting happens when Rod Rosenstein visits the capitol thursday meeting with mark meadows and trey gowdy and John Radcliffe and jim jordan. Thats the more important meeting. Sandra devin nunes has been clear there are still a lot of questions that need to be asked of Rod Rosenstein. He is sticking to that. Here he is on the ingraham angle last night. I dont think any of us this rosenstein should be dismissed before the elections. He has to come in this week and answer whether or not he was willing to wear a wire or not. And whether or not he was looking at invoking the 25th amendment. Those are key questions that he is going to answer before the russia task force this week supposedly on thursday. Sandra is that going to happen . It is. I spoke with a member today who said that meeting is still on track to happen on thursday. So i do think that will happen. The central question is what was going on in that meeting . As you recall, it was after the president had dismissed based on a memo by Rod Rosenstein, dismissed james comey, but put bob mueller into place a couple days later. So what was going on in this meeting . Were they taking about invoking the 25th amendment . Was Rod Rosenstein considering . Even if he was mocking and jesting just taking it to the extreme there was an underlying conversation with six or seven very senior f. B. I. People in the room and thats why you have to have Rod Rosenstein in there talking to members of congress. Sandra it is amazing what we saw play out yesterday. It was almost not even talked about that much. The fact that Rod Rosenstein is the guy who oversees the investigation the president has called a witch hunt. Boards air force one with him. Have a 45 minute conversation on board. Before that happened the president was leaving the white house and seemed to dismiss all plans to fire him or that there were any plans to fire him. You wonder what was discussed on air force one. It was the democrats that were making it up and harping on it daily. The underlying problem here, sandra, is the fact that you have an attorney general Jeff Sessions that is totally absent from all these discussions. Jeff sessions is there in name only. Sandra how will it energize republicans . I would love it if we could separate Supreme Court openings from politics. Because of what Dianne Feinstein and the democrats did its interwoven. The kavanaugh confirmation and all the emotions it caused and spurred in the country will be a very good thing for the Republican Party. Even with independents. Any poll on the map and people have shifted towards the republicans because they think kavanaugh got a raw deal and think the democrats were unfair. Thats true with women and independents across the board. Why this continues to be a good thing for republicans . These ridiculous protests that are everyone. Everybody seems to have a profile theyre hounding. It is not popular. Jon leslie, you can read any newspaper now that says women are fired up and theyre going to vote democrat this year. With all due respect to my friend, matt, i dont know what polls you were looking at. All of them. Women will flock to the democrats. I think it will be the year of the woman. The fact were looking at numbers in tennessee like a 2. 7 for Marsha Blackburn having a 2. 7 increase over the democratic opponents. I believe size matters in the crowds when donald trump ran for president. You cant ignore 85,000 people. And states like this where you have such within a percentage of error 3 percentage of error like in tennessee, i think well have a big surprise. I do think it may be more like a blue tsunami. Democrats are angry. It was anger prior to the 2016 president ial election that got people out to vote for donald trump and made him president. Jon women are not a single issue voting block. Most women have a husband or son to whom they are close and, you know, they see that what happened to Brett Kavanaugh could happen to that male in their life. Thats not what the numbers are showing. Sandra lets talk about numbers. You both call into question each others polls and who looks at what polls. We can look at political donations each side. A big spike in republican political donation a big spike in the first week of october versus the first week of september. The dnc reporting 167 spike in the first week of october versus the first week of september. What does that tell you . There is no doubt kavanaugh was a rallying point for the right and so thats brought in added enthusiasm among Republican Voters and brought in the donation you mentioned. The thing is there are two maps here, right . The house map, where i think leslie has a point where it will be affected by a lot of suburban women who took the opposite side on the kavanaugh issue. Then the senate map. The senate map with republicans looking for pickups. That is the map that favors republicans especially after the jolt that the kavanaugh win has given them. Sandra you go back to byron york talking to jon scott at the 9 00 a. M. Hour and he said after the confirmation and after the democrats are more mad than they were before he was confirmed and you look at some of the liberal oped headlines, this is war, New York Times, get angry, get involved. We need to stay angry on kavanaugh, the washington post. This is where the hard core left has been since Donald Trumps inaugural. I give them credit theyve kept up the fever pitch. They are mad. Its resistance, its stop, search, destroy. Its ruined kavanaughs reputation. That intensity is kept up. You know whats happening now . Triggered by the kavanaugh confirmation and a lot of promises by donald trump . That enthusiasm on the conservative side, on the republican side and protrump side is now equating to where democrats are. And thats the key thing. I would say, leslie to every poll you are right. The democrats have advantages with women especially single women. But if you look at the numbers 60 days ago to today we have improvements in every poll including the cnn poll which showed an 11point swing. The republicans are on the field equating where the democrats have been in terms of intensity and we have a shot to pick up senate seats. The house is in play. Everyone says its a foregone conclusions. Thats not true. Every day that goes by were improving in the polls. Jon i want to play some sound from Kamala Harris, the senator from california. This is her on sunday and well comment after that, listen. So let this last week and in all that we have experienced in terms of our frustrations and our anger and our sadness, lets use this week to give us all that extra energy that we know we have to remember that the bottom line is that they may have the power right now, but we need to take it back. What theyre hearing is she had discussed her resignation with the president last week when she visited him at the white house. Her news came as a shock to senior Foreign Policy officials inside of the Trump Administration. The former governor of South Carolina. Huge political talent. A great asset for the Trump Administration and a bridge between tumble republicans and fading gop establishment. Ambassador is with the secretary of state and National Security advisor. You have a brandnew secretary of state, a brandnew National Security advisor. Who used to be u. N. Ambassador. At the end of the day most u. N. Ambassadors really do fall under their purview. It is a job that is subservient to the other jobs and maybe its part of this decision. Thats unclear. Jon the timing of her departure has not been established. It could be she will be there for another month or two. Im surprised. I think she was in a sense she hasnt passed, but i think she really could have had perhaps a very bright career and maybe still can as a republican politician in the future once her tenure at the u. The timing of her departure we dont know. The president will be speaking from the oval office. You look back at how much she has done and how much she has done. Haley has been one of the most successful u. N. Ambassadors in decades. If she follows in the tradition of john bolton, now National Security advisor. John bolton, as you said, a former ambassador to the u. N. Is the president the president s right hand every day as he determines his position on Foreign Policy matters. The u. N. Position is a diplomatic position that is a couple steps off from that. At the end of the day anybody who is worried about the president s Foreign Policy or his team, the dominant players on that team mattis, pompeo, bolton. They are ensconced and secure in those jobs. Hopefully well learn more as the president talks about it. I do think from a Foreign Policy standpoint, sandra, that the president s Main Advisors are very strong in their positions and the u. N. Position is a little bit different. Its a communicating and diplomatic position. The policymaking positions start at state with mike pompeo and john bolton in the white house. As far as stability, i dont see a change. She is an allstar and a big loss. Jon your wife works in the white house. These are grueling jobs. She has a family. So i hope there are no problems. I dont believe that she uprooted her entire family and as a working woman with children and having the mommy guilt of working away, sorry, guys, it weighs on women more than men. The president wouldnt have something, a spray like this if it wasnt something positive where he is giving her a pat on the back as she is resigning. So she has been seen as someone who has really stood up for trump Foreign Policy every aspect of it at the United Nations. Even when that was tough with tweets and statements he made and she was worked with the state department to move that policy forward at the u. N. Sandra in this reporting from chad perg rum, our senior producer on capitol hill saying he has spoken to many people since the news broke and since the president formally announced he would be making a statement from the oval office, both sides of the aisle, both sides of the building, no one he has spoken to heard anything about a resignation coming. It is pretty tough to keep a secret like this secret in washington exactly. Listen, we are 28 days from midterm elections. 28 days. One would think that she could wait another month. Usually thats what happens. When you get through an election you see some turnover in an administration. Something is happening. The president is tweeting about it and he is calling reporters in. So in a matter of moments well learn exactly the circumstances. It is not like i think she has been found to be anonymous. I think it has to be something much more positive. But she said after that anonymous thing was written, she said publicly if i disagree with something and believe it is important enough to raise with the president i do it and he listens. Perspective. Incredibly hard on iran laying out the case that iran is very active throughout the middle east in a negative way. She has even held a News Conference with iranian missiles fired from yemen to saudi arabia. I talked to people who have worked with her up there and they say from being a South Carolina governor she learned the book on Foreign Policy quickly. She has been a member of the president s team since almost the beginning. This is pretty much all we know at this point. The president is speaking in moments from the oval office. I sent out two emails. Got two giant question marks back from people inside the white house. Clearly not knowing why or why now. Jon for those who complain this White House Leaks like a sieve, this is an example secrets can be kept. In terms of leaking, theyve gotten much better on these really big questions. Certainly personnel questions and such. And like i said, i think there is a lot to be told about what is going on here. Maybe there is already an announcement after replacement. Maybe not. I do think its very fair to say its an unusual timing to say the least. And so i think well learn more to the story. Sandra the axios was the first to report this news and they, too, in their reporting of it wrote about the shocked number of senior Foreign Policy officials in the administration when they brought that news forward. That would be typical, right . Once you tell too many people like at the state department and other places that something is going to happen it wont stay a secret. The fact that the hill didnt know, no offense to the hill, i have no offense, never tell a secret on the hill. She has done a lot in her role there. She was a forceful advocate. Giving fiery speeches on the issue of north korea. The year before when the president gave the speech, a fiery reference to rocket man. She steered that process to china and other allies to put the squeeze on north korea that a lot of people inside the administration that helped get and set the path for the meeting in singapore. Sandra im told we have senator john thune on the phone with us. The republican senator from south dakota. Senator, thank you for joining us. Although this is not what we planned to speak about today, it is now. We are getting word of the resignation of nikki haley. Your thoughts as we await the president. Were all anxious to hear what the announcement is, sandra. Obviously nikki haley is someone who has been a terrific ambassador for the United States and a good tip of the spear for the president s Foreign Policy. And as you look at the team that the president assembled and surrounded himself with, people have adopted a muscular Foreign Policy what many of us wanted to see. She has been tough on north korea and tough on iran, all these areas around the world, the hot spots where we face threats not only to the region but also ultimately the United States. She has been a very outspoken and tough representative for our country. And so it will be a loss frankly. I think she had a tremendous amount of support on capitol hill. Well be anxious to hear what the president has to say. Jon so many diplomats go to the United Nations and learn to speak United Nationsese. They dont necessarily represent the best interests of the United States but she was one who called out bad actors on the world stage. She did, jon. Very plain spoken. I know that i and many other people who are in public life who care a lot about americas Foreign Policy as we observed the way she handled herself in that job were very impressed. She was tough and outspoken at a time when i think our country needs to play an important leadership role. She was a very as i said strong advocate for the president s position which on Foreign Policy have been strong and frankly much needed in my view on the world stage. Sandra such a rare moment in washington where nobody saw this coming. Did anybody that youve been in contact with see this coming . No. And i was with a member last night, senator on the Foreign Relations committee here in the senate. I dont think anybody had any hint it was going to happen. As you all know its fairly typical. Another hohum day in washington when the news cycle starts to change like this. Sandra there is no hohum days in washington not from our view at least. Were awaiting the president saying he will speak any moment now. Tweeted out that fact. We know there will be meeting with nikki haley at the white house. It should be coming to us at any moment now. This is a huge role that will be left vacant. Will it be difficult to fill her position . It will. I dont know at this point what conversations will be held. I assume when the president comes on he will share that with us. Maybe they have somebody in mind. There are a lot of very good Foreign Policy experts that would do well in that job but she has got some big shoes. They will be hard to fill because she has been, as i said, such a professional and such a tough player for the United States in the world. And my view at least is that the job that she has done in terms of the history of the United Nations and the way she represented us there and the positions that she has advanced and taken, she will go down as one of the really outstanding ambassadors. Bret baier, youve been working your sources, what more can you tell us . Not a lot. We are literally getting a lot of question marks and not knowing from several sources. Not only on the hill as senator thune mentioned but at the white house. So the other thing to point out is there has been a lot of turnover at this white house. More than many. I think this is the 24th big time position that has turned over in the first two years of this administration. This was a position that seemed rock solid and was going to continue. I just talked to Ambassador Haley recently. She had just gotten back from venezuela. Rich edson traveled down to the border with venezuela dealing with the refugee issue there on latin american issues very forward leaning. As the senator mentioned on north korea and iran specifically. As a politician i dont think anybody can doubt that she has bigger aspirations, and thats the real question for nikki haley, former governor, now former ambassador to the u. N. Jon what a story she brings to the u. N. The child of indian immigrants, elected to the governorship of one of the most pivotal states in this country when it comes to elections, and then rises to the post of u. N. Ambassador very quickly. A woman of great accomplishment and really an allamerican story, brett. She told that story on the campaign trail. She was not in favor of candidate donald trump at the beginning. And when she was brought into the administration, it was seen as someone who had not been on his side throughout. And she made that clear and she even in that oped where she talked about how she did not write the anonymous oped in the New York Times. She said she would always speak out when she didnt agree with the president. She ended up being one of the fiercest advocates for the president s Foreign Policy on the world stage. Jon which is exactly what you want. There are high level cabinet people who may disagree with the president but if the president says its black you say its black. The secretary of defense, secretary of state, there are disagreements about big policy questions. But if you look at all the things that nikki haley was able to get done at the u. N. Theyre clear trump policies that he has enumerated over and over and over again. I actually think they probably started off not having a lot of chemistry in this relationship but over time they learned to work with each other quite well. I think the president came to respect her in this job and but you still have to look at the fact that it wasnt easy. She said some pretty rough things about him on the campaign trail. When she was governor and he was running for president and she has stepped away from some conservatives even in her state when she was governor. Massacre at the church in 2015. Agreed to take down the Confederate Flag down. We can all agree on that. Sandra nikki haley has resigned and offered her resignation to the president. The president is about to speak live to the oval office. Rich edson is live for us at the state department. Rich, are you hearing anything or have any Additional Information on this . Good morning, sandra. Shock and surprise here. We do know according to officials here that Ambassador Nikki Haley told her staff only just this morning that she was resigning her post. Went over to the white house and now is at the meeting there. As you guys have discussed Ambassador Haley really began your tenure in the Trump Administration leading on Foreign Policy. In fact, there was a question as to whether she was clearing her remarks at the United Nations Security Council with the administration. She was out front on criticism of russian actions and u. S. Policy and led to friction with the first secretary of state Rex Tillerson. They butted heads a lot. It almost seemed in question at the state department whether there was a separate secretary of state operating out of the United Nations and one here. Under the tenure of the current secretary of state mike pompeo the relationship seemed much more coordinated and on the same page on a number of issues. Appeared together calling out china for easing out sanction enforcement against north korea. She traveled down to the venezuela border with columbia leading efforts on that. She was very much a consistent out there face for the administration on its Foreign Policy. Started out somewhat rocky, seemed to smooth over which is why it was so surprising to a number of folks here. As brett mentioned there was the foundation of politics behind it and always a joke among reporters as to who was going to ask her next are you running, what is your next position, what kind of political position are you looking for next . Now those questions i think will be even further ignited now that she is leaving the administration and what could be next for her. Jon rich edson at the state department. Thank you. Sandra lets bring back in senator john thune. Have you had a chance to hear from anyone else . Were only going off what we know at this point, which is not much other than nikki haley has offered her resignation to the president. Were still awaiting the president in the oval office at the white house. No, i think its still a surprising news i guess i would say. Given everything that we know. I think she was very comfortable in her job and doing a great job by every estimation. A lot of times when people make decisions like this, a lot of factors involved. Who knows . She has a family. Maybe she wants to spend more time in South Carolina. Who could blame her for that . It will be a real loss. I think the president s team and his administration when it comes to these important Foreign Policy issues have had strong leadership. She has been the lead of that. And i think its good to have people around you who dont always tell you what you want to hear. And sometimes her council and advice to the president maybe conflicted with what he wanted to hear but those types of voices are really important and lead to better decisions in the long run. Jon just about this administration is as polar opposite from the Obama Administration as you might get. She is the polar opposite of Samantha Power who was at the u. N. For president obama. Correct. When she got there, i think people understood there was a new sheriff in town. When it comes to how she handled herself at the u. N. And with respect to the u. S. s commitment to the u. N. Whether its dollarwise. I think she took a tough posture on a lot of important issues. She will be remembered and go down again as a really outstanding ambassador there. It is a real loss. Im sure the president and his team will have someone able and ready to step into that position but they will have big shoes to fill. Sandra you go back to matt schlapp is joining us now. Senator thune if you can stay with us going back to the words the president had to say about nikki haley when he nominated her, a proven deal maker with a track record of bringing people together regardless of background or party affiliation. Thats right. The person who the president elect at that point was close to was the Lieutenant Governor of South Carolina and he endorsed the president early. Lieutenant governor had great ambitions to be the governor. Always rumors about why exactly nikki haley got the job. I do think over time they had a good chance to get to know each other and work with each other. Other prominent people mentioned for this job. Mcfarland working at fox at the time was someone who was prominent potential person for the u. N. Job and also rick granel. Sandra were starting to get some words from the president. It was going to be taped and wed have the tape play back for you. When we do well show it to you. Were learning the president said this, thank you very much, very well prepared for the hurricane. He started out by talking on. Nikki haley has done an incredible job and called her a fantastic person and said she gets it. Been at the u. N. Since the beginning. She told me six months ago maybe at the end of the year she may want to take a break. She was the governor, this perhaps even more intense, youll have to excuse me. This is me reading the notes from the reporter. That this perhaps even more intense than when she was the governor. Have solved a lot of problems together. Talking about their time together. North korea, he said, is moving along well. Mike pompeo thinks the world of nikki haley. He went on to say were all happy for you but hate to lose you. At the end of this year she will be leaving. Will be in constant touch. She got to know players at the u. N. Well. Jon we knew she spoke to the president about it last week but this indicates that she told him perhaps six months ago that she would be out of this job at the end of the year and that appears to be now the timetable. She will stay on through the elections but she will somewhere around the turn of the calendar. Makes you wonder with the huge confirmation battle over Brett Kavanaugh, a milestone to people in the administration. Maybe she wanted to let that come to a close before this was made public. This election is the next big thing. What it means is probably going to have more changes in the Trump Administration after election day. Sandra the bret baier still on the phone with us . Brett, are you there . I am. Sandra if you could react to what you just learned the president said inside the oval office. The fact that he said she told him six months ago, thats significant. The fact that it stayed quiet until now is significant. You know, you wonder what factors into this saying that she needs time off at the end of the year. This is a big loss as we talked about for the last 10, 15 minutes. It is a big loss for the Foreign Policy for the administration. But you do have some high players who have taken bigger roles. Secretary pompeo, the National Security advisor john bolton used to be the u. S. Ambassador to the u. N. Has taken a bold role on u. N. Issues. Secretary mattis of defense, a figure who gets a lot of respect around the world. So they will have to choose wisely whoever they choose to put in there. But it is a loss. I will say a poll taken in the spring had republicans liking nikki haley 759 and democrats liking her 5523. So she was a popular figure even inside this administration that has, you know, at times split the country pretty dramatically. She was on everything, every republican short list for v. P. For the 2020 election. Sandra peter doocy is on capitol hill. Have you caught up with everybody . Everybody that would know is in the oval office now. Just scrolling through Something Else that people are talking about in the west wing right now would be Ambassador Haleys interview she did on fox friends during the United Nations General Assembly in new york where she said all the stories about the president s leadership that were coming out from Anonymous Sources were bogus. She said that there were no there was no talk among the cabinet about concerns with the president and she said that most of the cabinet was just trying to keep up with him because he works at such a quick pace. And so that was recently enough that there was no sign that this was coming, which i know is something that just about everybody has said but apparently the president knew for more than six months. Something else very interesting, though, South Carolina connection. Last night South Carolina senator Lindsey Graham a close advisor to the president of late was talking to reporters down in South Carolina during a columbus day break back home and he reiterated he had no interest in ever joining the cabinet, which was something that jumped out because that was not something that anybody was really talking about. But he is from South Carolina. Haley is from South Carolina. Again, there will be a lot of reaction to that and there will be a lot of talk about potential replacements. We know senator Lindsey Graham says he has no interest. Jon a lot of speculation that Lindsey Graham might be attorney general if Jeff Sessions were to resigned or suddenly depart that job. Secretary of defense. A whole bunch of jobs Lindsey Graham says he doesnt want to take. Sandra i understand youre learning a new bit of information that nikki haley herself only told her staff as of this morning. Thats right. It was only this morning where she actually informed her staff here she was leaving according to sources and went over to the white house. This also creates an issue in which she says she is going the stay until the end of 2018 at the end of the United States. A lot of the u. S. Policy towards north korea is at the United Nations. The u. N. Supreme Court Council sanctions that the u. S. Has gotten russia and china on board. Bring north korea to the negotiating table. A lot of work is done at the United Nations. The u. S. Has consistency at the United Nations by tend the end of the year. You are trying to get a reluctant china and reluctant russia to keep up the pressure against north korea to keep north korea negotiating on its nuclear weapons. This is also a story line we have to look at here going forward. Who will be the person there to try to keep china and russia in line on north korea . She just held an event at the United States with mike pompeo where they came out and publicly criticized russia and china for ship to ship transfers of energy, evading sanctions, not enforcing sanctions fully. So thats also something given that the Trump Administration is so invested Foreign Policywise in the north korean diplomacy. Jon rich, thank you. Senator john thune has been good enough to stay with us throughout this sort of unexpected and surprising morning. The resignation of nikki haley. What happens politically . Do people phone the ambassador saying run for this . She will have lots of offers. She is very talented and very effective governor which is how she burst onto the National Scene in the first place. She wont lack for opportunities. And i assume we find out fairly soon what those might be. But again, the important job now of filling her position falls to the president and his team. He surrounded himself with a really strong National Security Foreign Policy team and has really reasserted the United States on the world stage when it comes to those important issues at a time when the world needs our leadership. That position will be an important one. And im sure well hear some names batted around but ultimately up to the senate to process that confirmation as soon as the president nominates somebody to that position. And so we will move as quickly as we can to fill it and make sure that we have a quick and smooth transition and get somebody in there who can continue to do the important work of the United States when it comes to representing us in the world. Now peter doocy back to you at the white house where nikki haley walked in a short time before we learned all this and as we understand it walked by reporters and didnt say anything. We learned she did tell her staff this morning of her resignation. What else are you hearing . We just learned something that will be revealed from Ambassador Haley when the playback of the Oval Office Meeting with the president arrives any minute at the tape racks. She said that she is not going to run for president in 2020. And that in 2020 she will be supporting the president. So at least today this resignation has nothing to do with politics according to her. She said she was governor of South Carolina for six years and then she had a u. N. Ambassador job for almost two years. Eight years of very, very intense work. Now, as for the question about who is going to succeed her, which senator thune was just talking about. President trump said at this meeting that there are a number of people who would like to do it and that it is a more glamorous position than it was a couple years ago. So these are the notes so far. These are the headlines. We expect to see a lot more any minute as soon as a tape is physically carried from the oval office to a rack to play it for us. Jon interesting. She said she is not running for 2020. She believes in term limits and government officials need to move on. Matt, that might be music to the ears of some voters at least. Maybe some folks in washington thats right. This has been a very intense political period of time. The Trump Administration has pushed through a lot of change in a short period of time. I dont i wouldnt criticize anybody for saying ive done what i can. If this is what it looks like and it is simply someone who has done a very solid and important job who wants to give someone else a try thats fantastic and a good thing. The president is right to call it glamorous is an interesting adjective but he is right to say its a very important job the world looks to but lets remember in all the things rich talked about. We have a new envoy to north korea working closely with mike pompeo on those sets of issues. All the sets of issues on Foreign Policy there is a strong team in place. Sandra nikki haley is speaking inside the Oval Office Following the president. We are awaiting that. Meanwhile were learning some of the things she said. She talked about her accomplishment. The honor of a lifetime. Talked about north korea sanctions, the u. S. Is strong again the way people should be proud of and thanked Jared Kushner and ivanka trump. Thank you to my family and nothing set of where i will go. She went on to say not running for 2020 but she will be supporting the president , donald trump. There has always been speculation that some prominent republican might look to run against President Trump. President trump loves having a foil but i do think their relationship improved over time and a great statement from her to say look, its more about a personal decision and less about people trying to make it into any political position. Unless she is running for another position. If Lindsey Graham says im not going to do that and if there is a seat open in her state for senate. She stays closer to home, has more time at home. A different job, gets a break between now and then. Campaigning. She knows she could easily win. She didnt say im not running. She said im not running for president and would support the president. Jon lets get back to bret baier. As we said, she has now told the president six months ago. Again, its surprising it was kept secret this long only telling her staff today. I think her statement not running for 2020, going to support a campaign for the president are significant because she would be asked that nonstop. I think on the 30,000 foot level all that she has done and the leadership she provided you have a different figure now at the National Security council. National security advisor john bolton, who is much more aggressive when it comes to issues related to the United Nations. He used to be the ambassador to the u. N. He was the force behind the speech the president gave at the u. N. You have these figures that perhaps are taking a bigger role as matt mentioned on iran and north korea, and she had come to the time when she wanted to take the break at the end of the year. I think youll hear a lot of speculation about why. It may be just as they say. Jon you have to wonder, matt, about the nominee, whoevers name gets put forward. Will they think twice about a job like this given what Brett Kavanaugh went through enduring Senate Confirmation . Thats a great point. Mike pompeo, the u. S. u. N. Reports to the state department structure. She had a seat city cabinet but in the end this is the big thing, mike pompeo secretary of state by all accounts is doing a wonderful job and the person who gets picked in the u. N. Job will be who is a good partner with mike pompeo. John bolton. The idea well miss something at the u. N. Because nikki haley is stepping down as talented as she is. John bolton understands that world. When you have him there as the National Security advisor and the big policy stuff rolling through the state department it is important for everybody listening to the shows and overseas to know. There is no shift in any of these policies and President Trump will find a talented person, maybe a rick granel gets pulled back. Other prominent names. Those people are already Senate Confirmed. Someone who is already Senate Confirmed is put in the job they could start immediately no delay. Sandra were told the tape is on its way out. We should have the comments from nikki haley and President Trump shortly. Brett, if i could get your thoughts before we go to that. Im looking at the end of the notes from our white house producer here and what the president said and he said successor, have a number of people who would like to do it. More glamorous position than it was a couple of years ago. Well, listen, she has made it so. She has been the center of a lot of different big Foreign Policy moments. Will it continue to be so . Thats the speculation of where the structure in this administration is going to be. You will need to fill someone who is the face of the administration at the United Nations. No matter how you look at the big picture of Foreign Policy for the administration is a big job. They sit on the u. N. Security council and sometimes they speak directly to some of our adversaries doing bad things around the world. She did it very effectively. It will have to be somebody who is effective at that particular job to continue what nikki haley has done. Sandra very surprising announcement still. Capitol hill, white house, we get reaction. Senator john thune said she was tough and outspoken at a time when our country needs to play an important leadership role. She was very much looked to for that and played an Important Role in this white house. John roberts is live at the white house for us and weve just gotten the twominute warning. I just got out of the oval office, ran out here which is why im glowing a little bit. This seems to be nikki haley said she was the governor of South Carolina through some very difficult times for six years and then ambassador to the United Nations for two years. She told the president some months ago after being there for two years, maybe by the end of the year she would like to move on. Spend more time with her family. As you can imagine it has been a rather intense eight years. There doesnt seem to be anything behind this other than a professional decision she thinks she has been there long enough. She has given the last eight years to pretty intense Public Service and she wants to move on. Well hear that very soon. Jon she has a daughter and a son, and it sounds like the grueling life of a governor and then a u. N. Ambassador might be the reasons behind this resignation. She will stay in the office apparently until the end of the year. Sandra nikki haley abruptly offering her resignation to the white house to President Trump. He has just spoken inside the white house and were awaiting those remarks. Theyre getting turned around. Well have that for you in a moment. Well pause and bring in other fox stations. It comes as a shock to washington insiders, no one knew leading up to this announcement. She let her staff know as of this morning. The president and nikki haley meeting inside the oval office. Both shared their thoughts on this breaking news. Lets listen. President trump north carolina, South Carolina, texas, puerto rico, so many places. We have another one coming, a big one. Much bigger than they anticipated seven days ago. I heard for the first time there was a very small drop of weather that looked like it was forming and now its pretty close to a category 3 if it is not already a category 3. We are very well prepared. Fema is ready. Were all ready. Spoke with governor scott, spoke to everybody that you have to speak to. Hopefully well get lucky. Maybe that wont happen. But were prepared. I wanted to do this because nikki haley, ambassador to the United Nations, has been very special to me. She has done an incredible job. She is a fantastic person, very importantly, but she also is somebody that gets it. She has been at the United Nations from the beginning and worked with us on the campaign. It has been a long time, very intense and she told me probably six months ago she said maybe at the end of a twoyear period, but tend of the year i want to take a little time off. Take a little break. She has been very successful governor of South Carolina, for eight years. Then she did this and this is possibly even more intense with what is going on in the world. Very dangerous and a lot of things. She has done a fantastic job and weve done a fantastic job together. Weve solved a lot of problems and in the process of solving a lot of problems. At the beginning north korea was a massive problem. Now were moving along really nicely. I can speak for secretary of state mike pompeo, he thinks the world of nicki. And so were all happy for you in one way but we hate to lose you. Hopefully you will be coming back at some point. Maybe a different capacity. You can have your pick. But i just want to let you know at the end of the year nikki will be leaving and well be in constant touch. You know all the players. That was the thing i think she did best at the United Nations. She got to know the players. She got to know china, russia, india. She knows everybody on a very first name basis and they like her except for maybe a couple which is normal. They really like her. I think maybe more importantly they respect her. So nikki, i want to tell you well miss you. Well speak over time and well miss you and you have done a fantastic job and i want to thank you very much. Thank you very much. I want to say first of all i want to thank the president for just allowing us to come out and talk to you this way. It has been an honor of a lifetime. I said im such a lucky girl to have been able to lead the state that raised me and to serve a country i love so very much has really been a blessing and i want to thank you for that. But im most excited. Look at what has happened in two years with the United States on northern policy. Countries may not like what we do but they respect what we do. If we say well do something we follow it through. The president proved that whether it was with the chemical weapons in syria or nato or the trade deals. They get the president means business and they follow through with that. But then if you look at two years at the u. N. Weve got 1. 3 billion in the u. N. s budget. Made it stronger and more efficient. South sudan we got an arms embargo. Three north korean packages done in a way to work toward denuclearizing north korea. Bringing iran and saying you cant overlook the bad things theyre doing and see them for the threat they are. The antiisrael bias and the courage the president showed in moving the embassy and showing the rest of the world we will put our embassy where we want to put our embassy. All of those things have made a huge difference in the u. S. Standing but i can tell you that the u. S. Is strong again. The u. S. Is strong in a way it should make all americans proud. Not just the president i want to thank. The family in general. The first lady has been nothing but very kind to me. I cant say enough good things about jared and ivanka. Jared is such a hidden genius that no one understands. To redo the nafta deal the way he did. What ive done working with him on the middle east peace plan is so unbelievably well done. Ivanka has been a great friend and they do a lot of things behind the scenes that i wish more people knew about because were a better country because theyre in this administration. I also just have to say certainly thank you to my family, michael is a saint and my two little ones, i adore them and to team us un. They put a lot of time and energy into it but they have a lot of heart and really wanted to make america proud and so with that im not leaving until the end of the year. My goal is that we make sure that everything is in good place and for the next ambassador to come in but it is a great day in the United States and im proud to have been part of the team. Now i dont have anything set on where im going to go. I think that the main thing was i was governor for six years and we dealt with a hurricane, a thousand year food, a Church Shooting, school shooting. Then to come in for two years at the u. N. Im a believer in term limits. I think you have to be selfless enough to know when you step aside and allow someone else to do the job. Thank you, mr. President. It has been an honor of a lifetime and i will say this for all of you that are going to ask about 2020, no, im not running for 2020. I can promise you is that ill be campaigning for this one. I look forward to supporting the president in the next election. President trump thank you. Why would you want to leave it behind . Is it really a personal decision because youve been away from your family . My family is very supportive. There is no personal reasons. I think it is very important for government officials to understand when it is time to step aside. And i have given everything ive got these last eight years and i do think that sometimes its good to rotate in other people who can put that same energy and power into it. So there really is a lot of people will want to say there are a lot of reasons why im leaving. The truth is i want to make sure this administration and the president has the strongest person to fight. It was a blessing to go into the u. N. With body armor every day and defend america. Ill always do that. I will never truly step aside from fighting for our country but i will tell you i think its time. Why make the announcement now as opposed to after the midterms . President trump nicki will be staying until the end of the year, just about two years. And i just think i was just as nikki was speaking when we came into office it was almost inevitable in the minds of many we were going to war with north korea. If you asked president obama that was his biggest problem when we sat and met right here. But that looked like a real problem. Iran looked like a real problem. It was a question of when would they take over the middle east prior to my coming here. Now iran is fighting for their lives. They have riots in all their cities, it is blowing up. Inflation and economy is in tatters. At some point theyll probably come and want to make a real deal. Not the ridiculous deal that they made that was unacceptable to me and see what happens. What a difference between iran when we first came. I would like to say the day before we came, and also if you look at north korea. There was a deal that there was something that was devastating potentially devastating problem. Now the relationships are very good. Secretary of state mike pompeo just left, had a great meeting also with china, also spoke to many of the asian leaders or went there and had some good meetings but had a really very good meeting with north korea. And chairman kim. We have made a lot of progress on so many other fronts also. As nikki said, the world is respecting the United States again. Were respected again, that i can tell you, very much respected again. And people want to be on our side. Even if you look at the votes in the United Nations. Votes that we would get no votes were getting strong votes now. So i just want to thank nikki. I thought it would be an appropriate way to do it. When you write it on a piece of paper that Ambassador Haley will be leaving and you say nice things people say what is going on . This is the right way to do it. When you really think somebody has done a terrific job. I felt this was an appropriate way of doing it and we both liked it so i just want to thank the ambassador. I just want to thank nikki. We have a number of people that would very much like to do it. It is a great position and nikki realizes that. I think she has helped make it a much better position if you want to know the truth. I think it has become maybe a more glamorous position than it was two years ago. Maybe, i wonder why, but it is. She has made it a very glamorous position and made it a more important position. So we have i can almost say many people that want to do it and theyre very good people. Ill be talking also to nikki about that and to the general about that and my staff. We have many people that are very, very much interested in doing it. [inaudible question] President Trump not only am i not frustrated. I think its incredible whats happening. You talking about north korea. Who are you with . Its amazing the way the media says for 80 years they couldnt do a thing and what are we in, three months of negotiation . Its ridiculous. As ive said about a thousand times. No rockets or missiles flying or no nuclear testing. You have nuclear closings. Theyre closing different areas of north korea, were getting the remains back. Its already started of our great heroes. We got our hostages back and i didnt pay 1. 8 billion like the previous administration. I paid nothing. But i have agreed to meet and i have agreed to spend time. But how long has it been since we left singapore . Three months or so and people say thats the media saying how can we be negative . How can we be negative . Are you disappointed . I think no Nuclear Tests, no rockets, and we have a very Good Relationship with chairman kim which is very important. I like him, he likes me, the relationship is good. Mike pompeo had a very good meeting. I spoke to him at length yesterday and he will be coming back. He will be back tonight. And so just the opposite. I think weve made incredible progress. Beyond incredible. I dont think some of the press really covers it accurately and right. But some of the press really doesnt. Do you want to take this opportunity when your next meeting with kim will be . President trump it is happening now. They are setting up the meeting and well be announcing that probably at a different location. Singapore was fantastic but well probably do a different location. Maralago . He would probably like that. Well see. Were talking about three or four different locations. Timing wont be too far away. We made a lot of progress and this meeting people dont realize the importance of the first meeting. We said point number one denuclearization. For some reason the press doesnt pick that up. That was point number one. Theyve agreed to denuclearization and they continue to agree and they continue. Now, we havent removed sanctions as you know. People said what have we done . We havent removed sanctions. We have big sanctions. I would love to remove them but we have to get something for doing that. [inaudible question] President Trump i dont want to embarrass anybody by asking. I think eventually well have lots of meetings on u. S. Soil and on their soil, by the way. Thats a twoway street. On their soil also. I think that the country of north korea is going to be a very successful country. I think it will be incredibly economically successful and i want to make it that way. I think it will be good. Other countries, other people, entrepreneur, banks, i will tell you they are calling and wanting to go there and wanting to invest at some point when chairman kim makes that decision. I think he will unleash something that will be spectacular, really spectacular. I think he knows it and i think its one of the reasons were having very successful conversations. I think he wants to get on with it. [inaudible question] President Trump i would say well name a successor i dont know, within the next two or three weeks. Maybe sooner. [inaudible question] President Trump i have not, no, i havent. But i will be at some point. I know nothing right now. I know what everybody else knows, nothing. [inaudible question] President Trump thats why she lost. She doesnt get it. She never did. I knew that a long time ago. Hillary never got it. Thats why she lost. Anything else . Midterms are in four weeks. What is your President Trump i think well do well. If you saw there was a 5 dropoff you would say there is something wrong with the president you would say. Im going to iowa tonight. We have a big crowd. Going to make a big announcement tonight in iowa. Well be making a very big announcement. And i have to say the farmers are so thrilled with the usmca, the new agreement. I dont use the word nafta because it was a disaster for our country. We lost millions of jobs, thousands and thousands of factories and plants and bad for farmers. Look what happened. Farmers over the last 15 years have only gone down. Now theyll go up. We just opened up mexico, we just opened up canada, and it is great for our farmers. But i am going to iowa tonight and well be talking a little ethanol tonight. And have some great things going. Speaking of that, i will say, if you look at industries, the Steel Industry in this country is back like nothing ive ever seen before. In a period of six months since we started doing what im doing, the Steel Industry has literally revived. U. S. Steel is opening up eight plants. Nucore is opening. The Steel Industry is hot. Thats great. Ill be going to iowa tonight. [inaudible question] President Trump very well. We have a very Good Relationship with china. They took out 500 billion out of our country for many years each year. We just cant let that happen. This should have been talked about by people in this chair for many years. Look, for years and years they were taking out 200, 300, 400, and 500 billion dollars a year. We helped rebuild china. If we dont do that, china is not where they are right now and thats fine with me but we arent doing it any longer. [inaudible question] President Trump absolutely. 100 . If they do that if they retaliate. Theyve already retaliated taken out 500 billion. I think thats the ultimate retaliation. No, china wants to make a deal and i say theyre not ready yet. I say theyre not ready yet. Weve canceled a couple of meetings because i say theyre not ready to make a deal. We cant have a oneway street. It has to be a twoway st. The president accepted her resignation saying she came to him about six months ago and said she might want a break by the end of the year. She said it has been nothing short of a lifetime honor to serve as the ambassador. It is time, she said. Nothing set on where i will go next. The president said i hate to see her leave. She has done an incredible job. He also said she will stay on until the end of the year. Nikki haley officially resigning as the u. N. Ambassador. Well have more for you. Sandra weve been watching this together and joining us dana perino the anchor of the Daily Briefing. This seemed to come as a shock to everyone in d. C. When you look at it from her perspective, she said i was governor for six years, she was in the state legislature before that and this in two years. Somebody knows when to get off the stage when its time for them to go. Rarely do you see somebody in washington who leaves because they want to leave, right . Often if its at this time in a very important time in the administration, she is actually enhanced her reputation over the last two years. She have has a plus 32 Approval Rating with democrats across the country. She was seen as a beacon of hope for republicans across the board. Trump supporters or not. She represented americas ideals, its interests. Fought for human rights and laid a great ground work for whoever the president will choose next. Jon think about it. When her former boss Rex Tillerson was on his way out it was tell graphed for months. It was such a surprise that she have is going out. I dont think Rex Tillerson was her boss but there was tension. Jon he ran the state department. She issues her resignation. She has been talking about it with the president for six months and nobody knew. It is not unusual at the end of two years the first two years of an administration for there to be a change. Getting a transition in place, getting your personnel in place took a little bit longer for this president. He didnt have a great Transition Team initially and the senate slow walked a lot of his nominations. Once he had his team in place she stayed through all the turmoil. Listed all their accomplishments. No doubt there are many of them. I would also point to the fact she was tireless and she traveled to india, africa, latin america. Always focused on the children, mothers, trying to figure out a way america could help but america could be protected. One of the things youll see she might not be the only one to go at the end of this period. I think its interesting they announce it three weeks before the midterm election. I also think its interesting to announce it today when the president definitely could have gotten about 48 hours more coverage from Brett Kavanaugh with the stories dominating. He could have ridden that longer. Perhaps they felt like today had to be the day. Sandra reaction continues to pour in. Lindsey graham saying she has done an outstanding job as the u. S. Ambassador to the u. N. Showed a level of effectiveness rarely seen by someone in this position and ended his statement by saying she has a very Bright Future and will be a key player in both the future of the Republican Party and our nation as a whole for years to come. Dana, one thing is clear, this was kept secret. Thats rare in washington the New York Times tweeted the president can keep a secret when he wants to. A lot of classified information he keeps secret as well. The reason i think she told him six months ago if you are well respected by your boss it is hard to say youre going to leave. Sometimes you have to plant the seed early hey, you know, six months from now at the end of this two years ill be leaving. I dont necessarily think she will be involved as a candidate necessarily that you have some people suggesting maybe Lindsey Graham gets the appointment to the u. N. And she becomes a senator. I think thats a parlor game and not something theyve thought through yet. She has a 17yearold daughter and 14yearold son. Its a good time to spend time with them. Sandra she made that point in her resignation speech you could call it saying she will never truly step aside from serving her country. It has been an honor of a lifetime. I think its ingrained in her. Years ago hannity sent me out in 2010 and i went out and interviewed three republican women who were running for office. Nikki haley, kristi noem and sharon engel. I met her about 10 years ago and had a chance to get to know her over time and familiar with South Carolina. She did think of what she did after the Church Shooting and a real show of leadership. Amadeing ability to rise above in a calm way but very direct. Concise person. The way she had a presence at the United Nations. The administration will miss her but they appointed her and gave her full rein. Jon she was not a trump supporter early in the campaign. For republicans across the board who knew nikki haley and she trusted him. She was able to channel the ideals that conservatives had long talked about. The freedom, the liberty, the ideals and to stand up for america and do so with such grace. He used the word glamorous several times. I dont know if he would have used that if somebody else had been u. N. Ambassador. If a man had done that job i dont know if it would be glamorous but there is something to it to have a woman with poise, dignity, make their arguments and win. Sandra when he was asked about a potential successor he said there are a number of people we would like to do it. We have very good people and perhaps nikki haley had made it a more glamorous position than it had been before. Great to have you here. Jon Daily Briefing going to be interesting today. John roberts is at the white house and was just there in the room when nikki haley tendered her resignation. The president said anymore questions at the end and nobody had anymore questions. The first time ive ever seen that happen and the first time ive seen the president bring somebody into the oval office saying this person is going to be leaving. Nikki haley is leaving this administration under good terms unlike many other people who have sort of walked off air force one and been left standing on the tarmac to get a cab to drive home or the secretary of state, how he left, Rex Tillerson and so many other people in the administration. This was a real sendoff. The president saying when you write it out on a piece of paper people look and say whats going on here . This morning when we first heard of this, when we first got wind of it, only this morning that she informed her staff of it we were going whoa, whats this all about . It seems to be a very carefully orchestrated farewell for Ambassador Haley. She will be here for another 2 1 2 months in the administration and go into the private sector. She says she doesnt know what she will do going out of this job but she could take just about any job she wanted. The president saying in terms of successors he has a number of people in mind. Nobody the white house is even floating at this moment. I checked with somebody high up in the white house who said the president has ideas but hasnt shared them with us yet. The president also saying he will probably be able to name a successor in three or four weeks. Other news in that Little Oval Office session we had regarding north korea, the president saying that theyve got a meeting with kim jongun tentatively scheduled. Theyre trying to nail it down between three and four different locations. Sounds like it will probably happen sooner rather than later. The president doesnt have any significant travel other than Campaign Travel planned until november when there is a g20 and he is going to france november 11. Maybe sometime around then. The president also saying he said mike pompeos meeting with kim jongun over the weekend went very well. Also that mike pompeos meetings with china went well. China is not ready to cut a trade deal. This oval office sendoff where heads of state come to meet with the president of the United States and the fact that the president invited nikki haley to sit there for her goodbye, if you will, says a lot about his feelings for her. The Vice President , mike pence weighing in saying a heart felt thanks to nikki haley for her Extraordinary Service as the u. S. Ambassador to the u. N. Serving our nation with distinction. What are you hearing and the thoughts out there as were learning this together . She will be a loss to the administration but the manner of her departure is also going to do the administration a lot of good. There are a couple of things that i noticed which i think are significant. She said she described herself as a lucky girl. The president twice described her as having made the job more glamorous. They were emphasizing something which isnt very fashionable to emphasize at the moment. Her femininity. She brought to the job of the United Nations ambassador not just great competence and toughness but good looks and elegance and why she got the farewell in the oval office. She makes the administration look good. A calm, dignity and elegance to her and particular quality of being a woman. I think thats why she got the farewell she did. I also think that it plays into the midterms a little bit. There was a question asked which the president didnt answer about why you are announcing now rather than after the midterms . I think that by having this farewell in the oval office and everybody looking and listening to nikki haley it is reminding the nation of how well the administration is doing on Foreign Policy. That it has had this dignified and effective role and thats something which the president im sure and the republicans in general are glad to have put about the nation three weeks before the midterms. Jon i suppose it goes without saying that after the administration has been criticized so much over the Brett Kavanaugh matter and so many women in particular have been angry in this country, it is a good time to point out that one of the most prominent women in his cabinet has been quite good at her job. Yes, it certainly is. She has been fantastically effective. And it is now a more attractive job and thats why i would not rule out Lindsey Graham being very interested in this job. He showed during the kavanaugh confirmation process that he is very willing to go toetotoe and express really sharp opinions to defend positions that he has. I think that he would actually be immensely effective. And having a politician nikki haley was a politician, having been governor for six years. Senator graham in the senate and house. Having a politician in that position at the u. N. Really is very effective because politicians know how to draw attention to themselves and draw attention to issues in a way pure ambassadors probably are not. Sandra hugo gurdon, thank you for your reaction to this as we continue to get more. You mentioned senator Lindsey Graham. He was one of the first u. S. Senators to issue a statement saying she has done an outstanding job and Bright Future with the Republican Party and with the nation as a whole for years to come. A former spokesperson at the u. S. Mission to the u. N. Joins us now with his reaction, your thoughts. Jon and sandra, i was also taken by surprise. I wish i had been in the loop to her decision but it comes after a lot of deliberation on her part. We have see that the departure has is not instant. There will be a handover to enable the administration to find its feet and find a good replacement and whoever takes over the position is well readin and has the ability to start running. Thats a very tough job, the u. N. Job. As nikki haley likes to say it is like drinking from a fire hose. It really is. Its relentless. One day after another, prioritizing, working through. Its tough. We only see glimpses of what happens on our tv sets or in the papers and online. But so much deliberation and planning goes into every sort of policy move. Everything that happens. This is obviously an important time for nikki and where she goes from here well have to see. Definitely a deliberate decision and a kind parting which says a lot about her, says a lot about how the president feels about her and says a lot about the planning and thought that went into this departure. Jon you have been at the u. N. A long time as a journalist covering the place. How has she changed americas role at the u. N. Or how america is perceived at the u. N. She has caused a tremendous amount of waves over there, jon, from day one where she announced she was going to be taking names of those countries that act in ways that are contrary to u. S. Policy initiatives and moral stances on world affairs. She has impacted just about every area you can think of from north korea, where a lot of the negotiating and working through with the chinese and the russians and trying to work out robust sanctions against that regime that was causing so much trouble from the beginning of her time there to the middle east and trying to work out some sort of way forward by breaking essentially the mold together with the administration on how to address the palestinians, withdrawing aid on the jerusalem issue, and also on u. N. Reform. There are so many Different Things that come across the table when you are the u. N. Ambassador. I havent mentioned the democratic republic of congo or columbia and issues with the peace deal thats worked out there. So many Different Things that are addressed. So many that dont make the headlines but you still have to work on them. Sandra we have to leave it there. A second left. Any idea of a successor . Any names . There are a number of people who came up even before Ambassador Haley took this job, current ambassador to germany was being considered as we know. Mcfarland at one point. A variety of people will want the job. A very highprofile job but it is drinking from a fire hose as nikki likes to say. A lot of people will say there are a lot of reasons why im leaving. The truth is i want to make sure this administration and the president has the strongest person to fight. Bon menendez senator from new jersey todays announcement that Ambassador Haley is resigning is another sign of the Trump Administrations foreign fol see and setback. He is deeply concerned about the leadership vacuum she leaves. Democrats not missing an opportunity to blast the administration over even something that from the president and Ambassador Haleys point of view in the works and pretty cordial. Sandra it was a surprise, rich, we went to you when we got the reports. Nobody there knew about it. She had told the president months ago that this may be coming. Yeah. It was quite a secret kept there by the president of the United States. According to officials here she informed most of her staff here at the state department only the morning and went over to the white house to meet with the president in the oval office. It is notable she is going to stay on until the end of this year. She has plenty of work to do at the United Nations and Security Council especially when it comes to north korea and making sure that china and russia are trying to enforce those sanctions against north korea in those negotiations. But she started out her tenure here as really front running american Foreign Policy being the voice of so many around the world were looking for the specifics on what exactly trump Foreign Policy meant. There were lots of questions early on in the administration. She took a very traditional republican Foreign Policy approach at the United Nations calling out russia, she would make speeches on behalf of humans rights. There were some questions whether she was acting as secretary of state speaking about issues even before the then secretary of state Rex Tillerson had an opportunity or spoke himself about certain issues. That led to a lot of questions and a lot of tension between the u. N. Ambassador nikki haley at the time and the secretary of state at the time Rex Tillerson. The relationship improved when secretary of state mike pompeo took over. There was a much different state department under secretary pompeo. A lot of other positions have filled out here and the role at least publicly you had secretary pompeo taking a much higher profile position than his predecessor did. She had plenty to deal with at the United Nations. She worked with a lot of antirussia, she worked antinorth korea or making sure these sanctions were put together at the u. N. Security council but like many in the Trump Administration caught flak from traditional european, American Allies when it came to withdrawing from the Iran Nuclear Deal and other issues. Sandra the resignation of nikki haley as the u. N. Ambassador coming in a short time ago. The president said some uncomplimentary things about nikki haley and she at him. They patched it up and she has by all accounts been a very effective u. N. Ambassador for him. Yeah, she was late to jump on the trump train but seems to have a good working relationship with the president and all the diplomatic niceties and smiles. I think there is more to the story. If she was finished with her two years and wants to recharge her batteries you would not have had this scrambling going on why many white house officials were blindsided, a hastely arranged session with reporters. I think there is more to it. Why the urgency to announce it now four weeks before the midterms . One day after Justice Kavanaugh was sworn in at the white house. I think for some reason there was more urgency on the ambassadors part . Sandra the president said she let him know six months ago she may resign by the end of the year. He made that clear and as of about a week ago he knew it was coming. He kept it secret but didnt tell her staff until the morning. We know that has gotten out there. The secrecy of this is a big deal. To have Something Like this be kept quiet in washington it is very entertaining watching the journalists scramble for explanations. Why wasnt this leaked to us more than 20 minutes in advance . Secrets are so hard to keep in d. C. The president may have known in general terms it was coming but i think eventually we will find out that perhaps nikki haley was a little frustrated about policy making, not necessarily on every issue. She is proud of the Foreign Policy record of the administration but john bolton as National Security advisor taking a bigger role. That might have changed the calculation for her. It was interesting that she didnt wait for a reporters question by the way, im not running in 2020 and will be endorsing President Trump if he runs again. So i think when journalists have a chance to do their thing well find more of the context and why it seemed like even the white house, let alone the journalists, the white house was scrambling to put it together. They did succeed in putting a good face on it and not making it look like she was walking out the door unhappy. Jon dana perino who knows how white houses work and release of Media Information wondered why now . Why just a day after the Brett Kavanaugh swearing in . Why you then jump to this other topic that they could have at the white house gotten another couple of days of positive coverage or positive feelings at least out of the kavanaugh success . Very much steps on the kavanaugh story and, you know, she is not leaving until the end of the year so its really hard for me to figure out why not announce it after the midterm elections and not have it be a distraction . It still would have been almost two months in advance and it makes me think there was some other reason that nikki haley wanted to go public with the announcement at this time. It is a little curious. Sandra called a very special person. She said it was a blessing to go into the u. N. Every day with body armor on to defend america on the world stage and continues to serve her country, as she told the president six months ago she was looking to take a break and now seems to be that time. People are human. We have to recognize that and sometimes they do need to take a break. Her stock is very high right now. Jon i look more on your spidey sense on media buzz on sunday.
