The former nypd commissioner bill bratton on television an hour ago saying he sees so far there is evidence suggesting this appears to be isisinspired. This is what he said on that. Preliminary information from police services, i emphasize theyre preliminary and subject to change. It is a man in his middle 20s probably. Possibly from bangladesh, been in the country about seven year who supposedly was setting the device up in the name of isis, definitely a terrorist attack, definitely intended. Sandra Rick Leventhal at the scene in mid town manhattan. Good morning to you. I remind everyone this happened at 7 30 a. M. Eastern time was the first report of that explosion happening. That is prime rush hour especially in mid town manhattan. Heavily armed officers north of the Port Authority bus station where the incident occurred less than an hour and a half ago in a pedestrian walkway. An individual with what looked like a pipe bomb and detonator set it off intentionally or accidentally. According to the nypd there may only be one injury and that may be to the bomber himself. It is entirely possible that either it went off too early or it wasnt a very significant or sophisticated device. So apparently just one injured. The nypd working this and there is a News Conference coming up shortly with commissioner jimmy oneill and the mayor and governor gathering here just off the heart of time square where this incident occurred a short time ago. I have been given a name by a member of the joint Terrorism Task force. Im 100 on this name but i am not giving the name of the bomber just yet because theyre investigating this case and they want to see who this person is connected to, whether there is a bigger web here that needs to be untangled. While they work their end of it we can tell you authorities are on scene, they think it was an isolated incident. There is at least one injury which may well be the bomber who is in custody at this hour. We hope to learn more when the nypd hold a News Conference shortly. Sandra nypd is reporting the only injury is the suspect they have in custody. When you look at the area youre standing in, it is one of the most Populated Areas in new york city and major closures. People have a hard time getting to work this morning. What are you seeing on the scene there . I walked here, sandra, about 30 blocks and the streets were pretty chaotic, traffic wasnt moving in most directions. A lot of side streets are packed and many avenues, including 8th avenue right now, is shut down. Well give you a look at commuters who are walking to work because buses are stopped, trains are stopped and there is the only way to get there, thats with your feet. So its definitely a crazy monday morning. A very great inconvenience for the folks here. Thank god it wasnt worse with someone setting off some sort of explosive device underground in a pedestrian walkway in the Port Authority bus terminal. The area is locked down and it is pretty tough to get around but it appears at least so far that this is an isolated incident with one person with one device that did, in fact, explode at about 7 40 this morning. Youre 90 minutes into this . Theyre trying to make sure there are no follow along part, that there arent other individuals who would be trying to set off what would be a complex terror attack. Fact of the matter is from what we know now it seems like we got lucky with this one with no deaths reported. The only injury may have been the would be suicide bomber. They have to track down the possibility of another attack and also look at any enableers, anyone part of a cluster, individuals around him who may have or should have known and do they know anyone else radicalized as well. For a couple weeks ago i wrote a terror warning piece about how the chatter going into the holidays and all the proisis forums and the different jihadi cyber points of gathering was just off the charts. In fact, they were sending around a couple weeks ago a photo, a doctored image of santa claus next to dynamite in time square and saying that we meet at christmas in new york soon. This is not surprising that somebody may have selfradicalized and acted on instructions passed along from the Islamic State to all its adherents. If you think about the truck terror from halloween, he came in from new jersey, you think about the pipe bomb that hit chelsea saturday night. He came in from new jersey. September of 2016. Far be it for us to draw conclusions right now, but point being this is a part of new york city where you do not have to live and work in manhattan. You can come from the outside. How do you prepare for that . How do you guard against that . Very little that can be done realistically against a soft target like the Port Authority bus terminal. It also is in the environs of time square. Its a choke point for new york city. People are coming and going in huge numbers and it poses a tremendous security challenge as well as a very sizeable target. And so this is why youve had failed attempts in the past in this area. You mention the Chelsea Bombing. There was the time square attempted time square bombing of 2010. In that case if the man had built a better bomb there may have been dozens or hundreds of casualties. From what we see today thats also the case. That the bombers ineptitude in building his device may have been the single biggest factor in this not turning into a mass casualty event. Bill you look at the subways right now. It is rare not to see someone dressed in nypd blue who is staking out a subway station, especially during the holidays. You try to get around the Christmas Tree at Rockefeller Center. In my 15 years in the city ive never seen security this tight around midtown manhattan as it is now. Have you . The nypd is taking seriously the possibility of more terror attacks like this. Look, the Islamic State is in a state of collapse in iraq and syria right now and there is a mentality among jihadis that something has to be done here to turn around that momentum. I have heard things unofficially including where he is from and they are going now through the entire watch list to see what his connections are, if any. I can just assure you that the f. B. I. , the nypd, the joint Terrorism Task force in new york are drilling down on this right now. Its bad enough that he if this is all it is, thats a good sign. If its part of a coordinated effort, thats what has to be really looked into in every way to head off any future attacks. Also is this part of a cell operating in new york . And i know as far as i know there was no specific threat to new york at this time of the year. However, new york is always on high alert because it is the number one terrorist target in this country. Over 20 attempted attacks in new york city. And again last year we had chelsea, last month we had the by the World Trade Center. Theyre on high alert. Right now i think its too early to come to a final conclusion other than it appears to be terroristinspired and its important if anyone gives out the name of this person rather than tip anybody else off to fullcourt press and run it down all the way. Is that in line with what you have heard . I have been hearing that. I have not heard it officially. Thats what ive been hearing. This has all the ear marks, all the hallmarks of either something inspired by isis or islamist sympathizers. New york has had a lot of attacks, coordinated attacks, lone wolves. Unfortunately there are a number of isis orders, islamist terrorist supporters in new york. Percentagewise its small. Sandra people watching this and hearing people say maybe were lucky this time, no one killed. The only Person Injured appears to be the suspect. Some might say there is a major concern then that even this attack, while it may be muted, will inspire others. Absolutely. Listen, thats why new york sometimes politicians and the media criticize the nypd theyre too heavy handed. Too much of a presence. Too much of an Intelligence Unit operating. We live in the middle of this. Nypd knows how real this threat is. They can never let their guard down. We have avoided so many terrible attacks over the years by minutes and hours. Back in 2009 it would have killed hundreds of people. The attempt in time square. The Brooklyn Bridge attempt and chelsea last year. We tell people to relax and enjoy themselves. I can tell you nobody in the nypd is relaxing and enjoying themselves any time. Not anybody involved with terrorism because they realize how real the threat is. And it makes you wonder, are we doing the right things to prevent more attacks on american soil and to prevent those kind of attacks from coming here . When it comes to the president , are we emotion employing the right strategies . I think the president is. I think we have to attack them overseas. We have to have very strict security here at home. We need the extra vetting. We need to have monitoring. We need to have surveillance. You cant afford to be politically correct. This is the example, this appears to have been luck. If that guy had made it into the subway and the explosion had gone off it could have been god knows how many people killed. Were always that close to a disaster. Sandra well have to leave it there. It shows a man down i would guess he is probably mid to late 20s with dark hair and you can see clearly a shirt that had covered his stomach has been removed and there are charred black marks on his abdomen level. If all that appears to be what it is, then he did indeed have some sort of explosive device on his body and either he set it off or it went off prematurely. That man now is in custody. The reality is that whatever somebody tries to build a suicide vest there is a skill level involved in it. If were talking about thats what is most likely here if were talking about somebody who was selfradicalized and therefore had no connections with any known extremist groups anywhere, wouldnt have likely had the exposure to bomb making in a firsthand expert fashion. So he may have i would say it looks likely that he tried to create an improvised explosive device and create a suicide vest with it and it didnt detonate properly or as intended. This reminds me in that way of the socalled underwear bomber who tried to bring down an entire airliner on Christmas Day back in the first year of the Obama Administration if memory serves. His device could very well have been catastrophic for that plane but it didnt go off as intended. It injured him severely. Thats what happened here, too. It goes to show that lone wolves and selfradicalized individuals pose a danger but when they are trying to build devices and engage in more complicated plots it is more likely theyll fail and perhaps only severely injure themselves in the process. Let the authorities get the information from this individual making sure there is not a cell. But we all know the nypd is one of the finest First Responders there is. Because its pretty obvious, Street Corners, subways and on and on it goes. My family and i were there this weekend and we were by the tree. I looked to the side. The amount of police presence. They were in full gear, they had the weaponry if there was a situation that they could take care of the situation. They also were able to in a way have the protection of the crowds to control them in the process. They understand what they are up against and it seems theyre very prepared to deal with it. Another situation that you see here with this bomber not being successful but also being alive, thats important to gather that information from him. So i know what the authorities will be doing in the next few hours, gather that information from this individual so we can make sure this does not happen again or if there is any cell well find it. It is not possible to stop every one of them. We look for people to, if they see something, Say Something. If they see something suspicious. But when you have thousands and millions of tourists crowding fifth avenue and the subways and time square it is a daunting task. The terrorists only have to be right once. We have to be right 100 of the time and thats the challenge were facing. Sandra were looking at live shots of authorities on the ground, nypd, Fire Department, police detectives. What does this investigation what is the process like at this moment . At this moment after we made sure that we had mitigated the situation and preservation of life is the number one thing that were interested in. But right now we have people going to the individuals who are looking at whoever he is associated with. Running his name through every possible database both here and overseas to try to find out is this a lone operator, somebody associated with a radical group, are there others that we need to look at who may be planning similar events . This investigation is just at its very beginning. There are going to be thousands of officers involved. Sandra how will the suspect be handled that is now in custody . Right now i understand he is injured. He will be taken for medical treatment. He will be there will be a determination made by somebody whether he is going to be treated as a criminal or whether he is going to be treated as an enemy combatant and that determines how much we can interrogate him or not. If we treat him as a criminal and he says he wants his lawyer, we are going to have a hard time getting anything from him. On the other hand, if he is treated as an enemy combatant we can continue to talk to him. Sandra should he be treated as an enemy combatant . I believe he should. Thats a big debate among lawyers and civil rights activists but were at war and when were at war, we should treat the enemy as enemy combatants, not as criminals. This could have been an enormous tragedy and were very lucky it was not. Sandra when you say that as someone who knows so much and seen so much as the former nypd Police Commissioner, that scares people when you say that. What do you tell families that are planning trips to new york city or other cities in this country that fear these types of attacks . New years eve is approaching. Do you still suggest people travel and go about their lives . Sandra i do suggest that people travel and go about their lives. Once we start changing the way we operate in our daily lives the terrorists have won. The fact is new york is the safest city in america. The probability of being a victim of a terrorist attack. You are twice as likely to be hit by lightning. As terrible as these individual attacks are people should go about their lives and with the nypd and f. B. I. And other agencies, theyll do what they can to deal with the terrorism. There are no guarantees. Sandra are we doing the right things to fight this war as you called it abroad . We are doing the right things abroad. Were having tremendous success abroad. As we have tremendous success abroad we have to be cognizant these individuals will start to look to get individuals like this to commit acts of terror in public areas. And sadly, there is not a lot that we can do about it other than track as many of them as we can until we have eliminated all of them. Bill pipe bomb explosion inside the new york city subway happened in an underground passageway occurred at 7 30 eastern time between 7th and 8th avenues along 42nd street. You know some parts of the Mass Transit System here in manhattan. It is extensive underground and this is a part of the city where it is just that, extensive. You can walk for a long way underground before you emerge on the street level. Where was this person headed . Was he headed toward time square, which in all likelihood is a strong possibility. That caught our attention and now we reflect on that again today whether that is connected or not, we do not know. The Police Commissioner will brief in a moment here. The Port Authority bus terminal is the countrys largest bus hub. Thats been shut down. Eight subway lines have been shut down. All the streets around time square are closed. Law enforcement telling fox news and the Associated Press that man with a pipe bomb was strapped to him when it was went off on or near that subway passage line. Again i mention 7 30 local time, two hours previous, the person arrested and apparently has nonlife threatening injuries. Back to buck sexton on more what he is picking up now. You worked a lot in new york city, buck. Talking to us about what these authorities are doing at the moment. And what comes to mind now based on the information were learning . They will be looking at his digital footprint. They will be trying to track down everything that they can about who he was in contact with. This is necessary for figuring out how this individual was radicalized, very possible i would say even likely you will find a lot of jihadist propaganda on his computers and then there will be some questions about whether this was what would be called a remote controlled plot. Someone who is assigned as a kind of virtual handler for a jihadist cell abroad to tells an individual in a place like america and europe this is how to go about your plot. They dont know. These are the things theyll be looking to get a better understanding of. With this pipe bomb, it is a pretty rude these are all standard tactics weve seen in jihadist cells. If it was someone on his own and decided to engage in the First Successful terror attack in new york city over this Holiday Season, it will really line up that this would be straight out of the terrorist playbook. So i think well make authorities are going to be making sure that that is what happened here, that there are no loose threads, no individuals tied to him that could be trying to act on their own. And its a reminder that for every time this happens and we dont have a mass casualty incident there are other individuals out there right now, yes, here in america as well, who are thinking about or perhaps in the operational phase of a similar plot. That was the truck terror attack when a man rented a truck from a home depot in new jersey and killed eight people and injured more. It looked to many as if he was trying to get the police to fire on him. He was apprehended but that was a day at 3 00 in the afternoon that stunned this city. And quickly they moved on his apartment, which was in the parking lot of a mosque near patterson, new jersey, a place, buck, that has been under surveillance for almost 20 years now. It is possible this individual today was also tied in to some areas of concern or individuals who have popped up before on Law Enforcements radar. Thats what well find out in the next few hours. And thats why the radicalization process here can happen a number of different ways. The assumption with lone wolves is that its mostly internetbased. But there could have been what we would call spiritual sanctioners. That were prodding him on to do this. Anyone in that situation will go to ground and evade authorities. Bangladesh has a history of Jihadist Group like other muslim majority countries. If he is an immigrant we may hear some of the similar stories we have in terrorist attacks like this in the past, a recent immigrant becomes disaffected and turns to jihad for a sense of purpose but thats what i think is most likely. That terror attack saw the person driving that truck survive and is now being held here in new york city. You see behind us representatives of all the agencies coordinated. The assistant director of the f. B. I. , bill sweeney, is here. So everyone worked together. There was an explosion. The Police Commissioner will go over the details. It was an effectively lowtech device. There were several injuries, we hope minor. And it was handled extraordinarily well. There was a disruption in Train Service and bus service while a sweep was being done. Thats all being restored now as you will hear from joe loda. The Subway Service except at 42nd street is being restored. The Port Authority bus terminal has reopened so buses will be running once again. This is new york. The reality is that we are a a target by many who would like to make a statement against democracy, against freedom. We are the statute of liberty in our harbor and makes us an international target. We understand that. With the internet now anyone can go on the internet and download garbage and vileness on how to put together an amateurlevel explosive device. And that is the reality that we live with. The counter reality is that this is new york and we all pitch together and we are a savvy people and we keep our eyes open. Thank god the only injuries as we know at this point were minor. But i agree 100 with the governors point. The choice of new york is always for a reason. Because were a beacon to the world and we show that the society of many faiths and backgrounds can work and show that democracy can work. Our enemies want to undermine that. The terrorists want to undermine that so they yearn to attack new york city. But new york city is blessed with the finest Law Enforcement and what our First Responders did today was another example of the ability to address a situation quickly, contain it and make sure people are safe. Let me just say its very important for my fellow new yorkers to know there are no additional known incidents at this time. There are no additional known activities. We will wait for a fuller investigation, of course, but nypd and mca police and Port Authority police and f. B. I. But at this point in time all we know of is one individual who, thank god, was unsuccessful in his aims. There are also no credible and specific threats against new york city at this time. But we will give you more information, of course, as the investigation unfolds. The First Responders responded brilliantly. Now the mission of the nypd is to secure all major transit hubs and major sites in this city. So youll see expanded nypd presence today all over the city. New yorkers have come to understand when you see our specialized forces, when you see the long guns and those highlytrained officers, that is something that should be reassuring to you. Nypd is on full alert and out in force and that means you are safe. Finally want to say the governor invoked that phrase we cant say it enough times. When you see something, Say Something. This is the difference maker. Weve seen it time and again. When an everyday new yorker sees something that doesnt make sense, sees a package, gets a feeling that something is wrong, dont hold it to yourself. Tell a police officer. They are the ones who can take the information and act on it. It is so important to speak up because you could be saving many lives by doing so. Ill finish by saying this. This is the most resilient place on earth. Weve proven it time and time again and we proved it just over a month ago and on 9 11 and well prove it today. The terrorists will not win. Well keep being new yorkers. Lets get back to work. Thank you. Bill these are the preliminary facts. At approximately 7 20 in a below ground walkway that connects the irt line at 4, 2 and 7. Thats the shuttle at time square and the 1, 2 and 3 train police were called to a reported explosion. Responding units found an injured 27yearold male. Weve identified him as akayed, ullah. He had burns and wounds to his body. Preliminary investigation at the scene indicates this male was wearing an improviseed low tech explosive device. He intentionally detonated that device. Three other people in the area sustained minor injuries. The subject was placed in custody and transported to Bellevue Hospital. Immediate Police Response to the scene included members of the transit bureau, Emergency Service division, bomb squad, Counter Terrorism, state troopers and f. B. I. s joint terrorist task force. In addition, the nypd Response Group and Critical Response command were assigned to other key transportation hubs in other locations throughout the city as a precaution. This incident was captured on Transit System tv. A thorough background check into the suspect is being conducted. Were asking anyone with any information about this individual or incident to call the terror hotline. 888nycsafe. Just as the governor and mayor said, were new yorkers and we dont live in fear. Thank you, jim, as the Police Commissioner mentioned the perpetrator detonated to the device. Burns to the hand and lacerations. The suspect is at Bellevue Hospital. Three other people that were in proximity of the explosion removed themselves. Two of them took themselves to mt. Sinai west, one to mt. Sinai queens all with minor injuries consistent with being in the area of the explosion. That is ringing in the ears and headache. We have three minor injuries to people that were in that corridor and serious injuries to the perpetrator. Thats it at this time. Thank you. As the commissioners have both said and the mayor and governor we received the alert of the explosion that happened in the tunnel and immediately the mta and Transit Authority shut down the lines on the 8th avenue line, the c, d, e. Many rerouted. I will tell you right now they are all back. The only disruption we have right now is that on both the 7th avenue line as well as the 8th avenue line were by passing the time square and 42nd street corridor and the shuttle between Grand Central and time square is shut down. We expect it to be back and normal by this evenings rush hour. I do want to also state that on november 6th just a month or so ago we had a tabletop exercise with the nypd to coordinate our efforts in the event that Something Like this ever happened and the result of that was today and in less than two hours were back totally up to speed and getting our passengers around. The question is, did the subject utter anything before he detonated his device . Part of the investigation. [inaudible question] the question is transit seems to be an apparent target. Any weaknesses downstairs . We have almost 3,000 transit cops that work in the subway system every day. We have strategic Response Group, the Critical Response command. All parts of the system are pat rolled. Can you described was it a belt, backpack, vest a little more about the device. In the video does he look like he is waiting for a big crowd to gather . What is he doing . The question was what does the device look like and what was the subject doing before he detonated . John can talk about that. Without getting into too many specifics the device is based on a pipe bomb. It was affixed to his person with a combination of velcro and zip ties. The bomb squad is in the process now, along with the f. B. I. Go special agent bomb technicians processing that crime scene with others. Is there a reason why were seeing the incident from a few weeks ago weve gone years and years in new york since 9 11 with nothing and now it seems like were seeing more. Is there a reason why . There have been incidents starting with 9 11. Ill let john talk about that a little bit. So as you all know, since the World Trade Center bombing of 1993 and well before that, new york city as the Media Capital of the world has been a target of terrorist attacks in the past. There was the World Trade Center bombing of 1993, the 9 11 attacks and in the course of post 9 11 world as you are aware there has also been approximately 26 plots that we can talk about that have been prevented through intelligence, investigation and interdiction. There was the time square bombing which failed to detonate, there was the Chelsea Bombing from september 17th of 2016, and then there is this incident. So clearly due to an immense effort that is put into this by the f. B. I. , the nypd, our intelligence and Counter Terrorism people and everybody else, its an all hands effort. We have prevented a significant number of plots, a significant number of attacks, but this is a fact of life. Whether you are in new york or london or paris, the question is can it happen here and the answer is it can happen anywhere. Any connection to isis . He did make statements but the question is did he claim connection to isis. He did make statements but we wont talk about that right now. Right behind you. Hold on. Where did the device go off . That being said, there are 3,000 new York Police Officers working the Transit System every day here in new york city. Its a target, its clear and obvious but how this device went off early is really a mystery at the moment. Nonetheless, it did and the person, age 27, and we were given a name as well. Does it give him a little bit of more support for those kind of things that he has been calling for . We have this giant uproar about the president S Immigration policy and making sure that people who arent properly vetted coming from terrorist regions arent coming into the country. Weve seen strategic surgical assaults on these animals living overseas who want to perpetuate harm against us. The United States has to make sure that we are fighting isis where they are and so they arent coming here. The president has given the authority to the department of defense and general mattis to make sure they have the resources necessary to take our attacks to them and that is where we will be successful which is fighting isis on their home territory and not on our soil. You can see the explosion occur. It is a giant cloud of smoke that goes up and when the smoke clears, you see the isisinspired terrorist age 27 out of bangladesh on the ground spread out like a cartwheel motionless before he reaches to grab his leg. Based on our information, that terrorist is still alive and so the operation now is rounding him up and others if there was a plot. Sandra the governor concluded by saying the reality is were a target by many who would like to make a statement against democracy, against freedom. The 27yearold from brooklyn, before that apparently bangladesh. We heard that he suffered some pretty serious injuries in the explosion. Which was some sort of pipe bomb affixed to his person. As you heard john miller tell us with velcro and zip ties. Weve seen a photo of the guy on the ground. Looked like his mid section was badly burned. He suffered burns to his hand, abdomen and other lacerations. He may have been targeting other people working through the underground passageway between here, Port Authority bus terminal and 42nd street and 7th avenue at time square. Thats where the device went off and where he was hurt. The Port Authority of police that handles security for the World Trade Center and tunnels and trains. They put out a tweet commending four officers who helped take the suspect down. Port Authority Police officers who actually were the first apparently to collar the suspect and the nypd swarmed in here along with state police and Transit Police and you see f. B. I. On scene as well handling the investigation. Importantly, bill, it was one guy with one what was described as a crude, unsophisticated device that exploded. Injury to him and three other minor injuries of people who transported themselves away from the scene to local hospitals. The guy is in custody. The focus is on trying to figure out if he had any help. Bill bring you back in a moment when you get more information. What is roy moore doing in the final day of his campaign. Hi, bill. Roy moore plans to hold a drain the swamp rally here in midland city in the southern portion of alabama. He will be joined once again by former white house chief strategist steve bannon who rallied with him in fair hope last tuesday. Bannons speech made headlines for its criticism of Establishment Republicans who opposed moore early in the campaign. In a radio interview moore said his democratic opponent, doug jones, is owned by both democrats and republicans opposing the conservative movement. Lets listen. Where do things go from here . You heard from roy moore. He said the republican establishment wants jones to win. The Democrat Party wants jones to win. The president says go out and vote for roy moore. Where does this go . It really matters who people from alabama want. If they want doug jones to win. This poll is certainly different than the polls that weve seen in the past couple weeks. This one that has doug jones up 10. The last poll that had doug jones up was the Washington Post poll taken in late november. The momentum seems to be heading in the roy moore. Having donald trump support him and do a rally close to alabama for him, recording these robocalls is an effort to get republicans, hard core republicans to show up. If you look at the baseline of support back for republican candidates through the president ial campaigns going back to 2004 you are looking at a threshold of 60 or above and that you would have to see serious erosion for republican support for roy moore in order to lose this election given that baseline of support. And other than that youve seen a pretty concerted effort by republicans to push this through. Sandra this is the second terrorist attack that weve seen in new york city in a couple of months now, senator graham. When you look back at that attack when a terrorist drove a rental truck down a busy jogging path in lower manhattan, killed many people. He was not treated as an enemy combatant. What was the situation there . Well, they read him his miranda rights and charged him in federal court and gave him a lawyer. Ive been a military lawyer all my adult life. Were fighting a war, not a crime. Under the law of the war when you capture an enemy prisoner somebody who is a soldier of the caliphate you can hold them for interviewing. The last thing they need to hear is give them a miranda warning. We didnt do that with the truck guy. Youll never convince me the best way to gather intelligence is to read somebody their miranda rights. It would be easy to prove his case in court. What i object to is treating him as a common criminal. I want to know everything about him and how he got radicalized. He may be an isolated person but i dont know yet. I want to spend quality time with this guy finding out all we need to know about what got him to where he is today. Sandra how do you predict the president will get involved here . Well, i can tell you i met with the white house thursday last week with general kelly and their Top National Security people talking about incidents just like this. There is more of this coming to our shores as isis gets broken apart over there theyll start radicalizing people over the internet in our backyard. Some who went to syria are coming back to america. We had a discussion what to do in the future if someone commits an act of terror, how should they be handled. Should we use the obama model as a criminal or hold them as a wartime model. The president has said all the right things about terrorism. Empowered the military to deal with isil. When it comes to detention and interrogation policy they are using the obama model. I hope theyll break it. Sandra im looking back at the words of mayor deblasio describing it as an attempted terrorist attack suggesting a lone actor, no additional incidents or activities. Senator, i was wondering your thoughts. When we see a terrorist attack like this happen and the term lone wolf is used to describe it. Well, there is a couple scenarios. There are people who are trained in terrorism that go to terrorist Training Camps and come back as trained killers. There are people who get inspired by Internet Activity that join the cause. When you are dead youre dead. Does it really matter how the guy behaves if they committed an act of terror and killed one of your loved ones . My point is this. This guy committed tried to commit an act of terror apparently in the name of isil. Thats enough for me to treat him differently than a common criminal. I would like to know what got him radicalized and everything about what got him to want to blow himself up. You cannot do that by getting him a lawyer in the criminal Justice System. The criminal Justice System is not designed to gather intelligence in war. The military legal system is. The sixth one is the first fire, the thomas fire, the one we covered last week that burned through ventura and burned several hundred homes there. Over the weekend and last six days and into the seventh day it has marched toward Santa Barbara county. Its across the hillside. You can see some of the flames at the highest levels. It is now the fifth largest fire in state history and threatening homes in this city of 14,000 people. The good news is its backing down these hills on the edge of this town. It burns slow down the hill. Heat rises. Firefighters are sitting back now watching it burn down the hills with the idea they will be able to attack it from the air now that the sun has come up and also on the ground. The other good news back down the hills, bill, there is no wind. If the conditions stay the way they are right now firefighters are optimistic it will burn the hills and hit trees and orchards, that kind of thing that are green and as long as the wind doesnt blow, they will be able to stop the fire there. Thats a natural fire break if you will. Thats the plan right now at this hour. If those winds do come back, those embers from the fires could blow into why were standing where the neighborhoods start. A cautious optimism if the winds stay away. This fire is massive, as i mentioned, burning into its seventh day. It started last monday night. Seven days as of tonight. And now again burning more than 230,000 acres, one of the largest fires in state history. Bill im reading the prediction in the forecast is for more winds this week and strong ones at that. Is that true, adam . Yes. We have the same forecast last week. Some days we had winds and some days the winds didnt come at all. I think today is the big day for this fire. A lot of other legs of the fire controlled and this is the last real active ridge right here. If the winds dont come today it gives them a solid 24 hours hopefully to let the fire back down the hill. Burn a lot slower down and come in with helicopters and drop water on it and hit some stuff on the ground as well. But if those winds do come back, bill, that fire can quickly move this way. Goes from moving slow to fast. The embers can blow as far as several miles away and potentially catch something on fire. It is one of those situations where if we dont get wind today theyll feel a lot better about this tomorrow. If we do get wind today they arent going to be feeling good about this fire tomorrow. Now the foreign fighters are coming back to europe and the United States. This radicalization over the internet continues to be the power they can exert to radicalize and pull off smallscale operations like this. We need to take this jihadist material down and off the internet. Ive been talking to a lot of the hightech companies to do just that. That is their power today. Bill what have they said about that approach . How they can police it . Google, facebook, twitter is what they use. Five years ago they have a moral responsibility to stop the jihadist material. We made great progress now where they are starting to take down this information off the internet. But they are very savvy. They will switch from one twitter handle to the next. But if you are operating below the radar and if you indeed are inspired online, that is the world in which were living and thats what you are referring to. A crude pipe bomb strapped to him when they found him, judge. Right now he is in Bellevue Hospital in new york city because there is a Permanent Police presence and an all prison ward in there. Even though he is in a hospital room or icu, intensive care unit, it is inside a jail thats inside the hospital. And the police are really not permitted to speak with him until the doctors give the okay. He is off sedation so his words arent influenced by a medication. Sandra he clearly had some burns. S. , was taken away from civilian authorities and brought to the military. There is one modern example. Somebody who caused harm overseas and escaped to the u. S. Where he thought he could blend in with society and he was arrested and brought to the military. Look, if we begin the slippery slope of saying we hate this person, we fear this person, we believe they were radicalized by Foreign Forces and well take away their Constitutional Rights. The constitution is clear and the courts are clear. Remember, the constitution was ryan written for a person like this. Independents, women, africanamericans could decide this race. You see indications that it will be a high turnout. 9 increase in absentee ballot requests. If all those things happen and the democrats are competitive on election day when they usually do well in early voting and absentee ballots, this could be the biggest political story so far this year.
