The president in harrisburg, pennsylvania, delivered a great speech and laid out the Core Principles what were trying to do for American Families and what it will mean to drive the economy and what will it do for wages and those are really Core Principles of what were trying to drive by tax reform. Sandra that is the key question that most people are wondering. As we watch the president and we listen to you this morning, the average american just wants to know will they be paying less taxes . That is our plan. Our plan is to make sure that the average american keeps more of their hardearned wages. They pay less to the government and keep more for themselves. Sandra you say we pay less under the current plan. The question becomes are all americans going to be paying less under this . There is criticism coming from folks like rand paul the middle and upper middle class will actually see higher taxes as a result of this. Your response to him would be be what . Sandra, as you know, weve given the congress a broad outline to work with. The president has been very cooperative in saying look, here is my broad outline. Congress, go write a tax plan that delivers middle income hard working americans a tax cut. And you go do that and ill be very supportive of that and thats exactly what weve done. Secretary mnuchin and myself have made ourselves available to work with congress to make sure we can work with them to do what the president has outlined. Were committed to do that and im convinced we can do that. Sandra are you convinced that all americans will see some sort of tax cut under this plan . Rand paul using the Tax Policy Center study says those that earn between 75 and 300,000 a year, 30 of the middle class could see a significant tax increase under the current proposal. Is he wrong . I dont want to spend a lot of time talking about a study thats flawed but i dont know how you do a study without the facts. Thats like telling me who won the game at the end of the first quarter. We havent put out enough details for someone to put out a study yet. Sandra the cornerstone of this plan is the drop in the Corporate Tax rate. Thats key. I know that is near and dear to your heart. A former wall street guy. That Corporate Tax rate has needed to come down for some time. 15 was a negotiating point. He settled at 20 . There is some concern this morning you are hearing from even some republicans in congress that that, too, might be open for negotiation and flip to 22 or 23 . Is that a negotiable number, that 20 . Look, the president has made it clear that the 20 Corporate Tax rate is an important litmus test for him. He believes its an important number. The reason he believes that is that weve spent a lot of time talking to the president about that. Weve looked at worldwide tax rates. Weve looked at the competitive landscape. We understand that businesses have the choice of where they locate, where they earn money, where they hire the next incremental worker, where they hire the next incremental worker is where they drive wage growth. We want to make sure the United States is the place where they hire the next incremental worker where theyre giving the next raise and 20 is the number that makes us competitive with the rest of the world. Sandra not negotiable in your opinion. 20 is the number that makes us very competitive with the world. Sandra a lot of talk about the 4,000 pay raise that has people interested. It sounds pretty nice. Explain how your team came up with that number that the average American Household will get a 4,000 pay raise under this plan . Council of Economic Advisors has spent a lot of time talking about how workers get paid and how taxes affect workers compensation. When you cut the Corporate Tax rate the money the Companies Save goes somewhere. It goes to labor. So 70 of the money goes to labor and what theyre doing is theyre just doing the simple mathematical equation of translating the money thats not being paid to the government for taxes and giving the share that goes to labor to labor. Thats how they come up with that 4,000. Sandra paul ryan just said he is going to keep everybody over christmas if we dont get this done. What is the time frame . You have a stock market sitting at record highs in anticipation of something getting done on tax reform. Does it get done before the end of the year . I surely hope that we dont have to stay over christmas but im excited to hear if its not done theyll stay over christmas. We have to get this done by the end of the year. This is important for growth and as you said, this is important for workers wages. We want every hard working american when they get their first paycheck in the new year to have more money in it.
