Today in his speech the president is expected the lay out the broad principles what he wants to see get done. A large part of his audience will be comprised of truckers who the administration also says is the lifeblood of the economy and the group who will significantly benefit from his tax reform plans. In one excerpt from the speech the president expected to say when your trucks are moving america is growing and why my administration has taken historic steps to remove the barriers that slow you down. America first means putting american truckers first. Now President Trump is expected to touch on several specific areas he wants to see addressed in his tax reform including the elimination of the socalled death tax or the estate tax and the administration claims will help Small Business owners and farmers be able to pass along their businesses to their family members. One other area the president is expected to touch on is a onetime low tax proposal to offer corporations to bring money they currently have overseas back inside the states. He says on that we will eliminate the penalty on returning future earnings back to the United States and well impose a onetime low tax on money currently parked overseas so it can be brought back home to america where it belongs. My council of economic advisors estimates it would give the typical American Household a 4,000 pay raise. While the white house is continuing to push ahead on tax reform. In congress the prospects of anything actually getting done before tend of this year are growing dim as little progress. Evidence of progress has shown up thus far. I dont want to get out in front of the president in terms of his decision, but whatever he decides to do, i hope he will lay out the facts to the American Public and then also lay out his expectations in terms of how congress can work with the president moving forward on this issue of containing iran sgl. Thats an excellent point. Thats the second part of the story. If he decertifys it kicks it to congress. What does congress do . One of the reasons were having the hearing this morning. The point im making we have a whole series of decisions that iran is making in terms of building up these Ballistic Missiles that are a direct threat to the United States. And so we have an opportunity to move forward with legislation that addresses that, that sanctions that issue, while at the same time addressing what we do about the flaws in the deal. And the biggest flaws are the ones weve discussed, bill, in the past. The fact that we cant go onto the military bases and at the fact at the end of the agreement the sanctions come off and here is iran a nuclear state. Can we extend that agreement out . Can we work with the europeans in this agreement to enforce the hell out of the agreement weve got while adding to it these key provisions that will allow us to constrain irans dangerous behavior. Bill as you know this is major headlines in tehran. The foreign minister said this yesterday. I hope the u. S. Ruling body would not make the mistake. If it does so, irans response will be firm, decisive and crushing and the u. S. Should accept its consequences. What is the effect from iran, or the impact on iran and how concerned would you be with a response out of tehran to cause more trouble in the region . I have already seen what iran is doing in order to try to overthrow governments in the region. Weve seen it in syria, in iraq, and we see it in lebanon and their expansion of hezbollah, theyve already overthrown the government in yemen. Its not that their bad behavior will go into overdrive. It has been in overdrive ever since. 100 billion is what the Iranian Revolutionary guard corp got out of this agreement. Theyre using that now. That toothpaste is already out of the tube. That was the giveaway by the former administration that has us so exercised and why i led the opposition in the house to this agreement. But this is where we are right now with respect to iran running full throttle th. Is why i think we need substitute sanctions that we now put on their Missile Program and their terrorist activity. Thats not part of this agreement. Lets add to the agreement the provisions such as getting onto the military bases but lets go right straight to this issue of their Ballistic Missiles and terror and work with the europeans on that issue. Lets put those sanctions if place. Bill i wonder if you get support for that. Mattis and tillerson think you shouldnt decertify. What would you do if you were President Trump . Well, in terms of my observations on this, my goal is to try to keep the europeans working with us, and i think we can get them on additional sanctions. So i would, as i said, i would enforce the hell out of the current agreement and figure out how to get the buyin in order to get onto the military bases in terms of the investigation. Bill you would talk the president out of decertifying . I would keep the existing agreement and add to it. I think thats the better approach in order to address these concerns we have. By the time i got up here to where my truck was hooked up to the boat the fire was halfway down the mountain and embers everywhere and the wind was just crazy and there was this huge roar of the flames. And thats when i knew you are out of here. Thats when you hear that roar and the wind going like that you know there is nothing you can do. Sandra we continue to hear devastating stories, hillary. It is devastating. Were here at one of the wineries in napa that has been blanketed under ash after a wall of fire ripped through here. Behind me this was a tasting room. You can see now it is essentially just rubble. This is just one scene of many around California Wine country as homeowners, their homes and their livelihoods have gone up in flames. We talked to some of those homeowners that were evacuated from this area and they said one man told me that he went back to his neighborhood and said it looks like a war zone. All that was left of the homes were the chimneys. There is just nothing left in my entire neighborhood. My house survived, my barn burned. But my neighbors. Their houses are gone. I will go back eventually when i can, when there is electricity, but im the only one in the neighborhood. Firefighters from california and nevada are battling 17 different fires around the state. Theyre struggling to push back flames and get control of the blaze. They still do not have total containment. Cal fire chief says theyre deploying almost every aviation asset in the country and dumped a record amount of fire retardant from the air. 266,000 gallons have been dumped so far. As many as 17 people have died. Over 20,000 evacuated. The Sonoma County sheriff said there are at least 200 people unaccounted for. President trump has approved the major disaster declaration for Northern California which means fema is on its way to help with search and rescue, remove some of the rubble so these homeowners can begin to rebuild their lives again. The threat is not over with low humidity today and higher temps, red flag warnings could be issued. The highest alert for extreme fire conditions which means essentially a simple spark could start a wildfire. The damage here still being assessed. Some of it is hard to quantify. Particularly just within your own party on the details the president has laid out. Well, my friends on the other side of the aisle do not view tax policy as trying to ignite sustained growth. They view it as an instrument of social justice to tax disfavored group and redistribute it to favored groups. There is a philosophical divide. Within the republican family i think the house will pass a strong tax reform bill. Some of our members from hightax states dont want to get rid of the state income tax deduction. I think its bad policy. I would like to get rid of it. We have to figure out a way forward on that and figure out a way with the passthroughs how you structure the 25 rate. It is surmountable. I think well pass a bill to the senate. You know the senate has had a lot of problems doing anything. I hope they will be able to pass this and it is crunch time for the republican majority in the senate. We send them a good solid tax reform bill, they have to deliver for our constituents. Sandra what do you think will be the biggest Sticking Point if it passes through the house onto the senate . What will be their biggest problem with this . I think probably it is going to be some of the senators who gave us problems on the healthcare bill. I think that they have their own views. Some of them have opposed tax relief in the past and just really arent engaged in wanting to cut taxes. And so i think the case needs to be made to them that were really laying a foundation for sustained growth far into the future. It will have immediate benefits for families. I think thats important but if we can grow 3 to 3 1 2 for a number of years thats a huge deal for revenue and jobs. Sandra that would be a big deal. As you told me in our chat yesterday the American People just want to see something get done. Last question to you, congressman, on iran. You just heard from Condoleezza Rice saying she thinks it would be in the best interest of this country to stay in the iran deal. Whether or not the president decides to recertify or decertify, thats the question right now. If he decides to decertify it is not the end of it. It gets kicked to congress. What are your thoughts at this point . I think he has to decertify. Iran has not fully complied. Theyve exceeded heavy water stocks, the number of advance Nuclear Centrifuges and he cant certify its in the best nothing has changed with iran. Theyve only been empowered. He should decertify. It will come to the congress. I think we need to be stronger against iran. They got a boon with 150 billion. Obama was flying in cash to iran. We have to tighten the screws on them and put them in the box. I think the president also will need to take some action. Sandra this is the important distinction, though. You like the president is expected to, you think decertify the deal is the best way to go. Gets kicked to congress. Are you saying get out of the deal all together . Yes. I think so. As i look at this deal, the best Case Scenario for the deal is five or 10 years down the road were in a north korea situation with iran, which is, of course, probably even more difficult to deal with because they are run by militant islamists. If the American Economy can sustain growth over the Trump Presidency it can be called a success and therefore he really needs to focus on tax reform, getting it through, getting people to buy in, working with congress, republicans and if some democrats are available. How will it be measured . Right now the American People are being told by the president theyll be getting on average a 4,000 pay raise according to the details of this plan if it goes through. How will the success of this be measured . I think the administration is saying you will have lower taxes, most people will have lower taxes and it will be easier to file taxes. And i think so on the individual level it will be measured on whether your taxes are easier to file year after year. And whether or not they will be cheaper. On a business level i think he is saying to bring down the rate so that businesses can reinvest in the American Economy. That will take a little while longer so lets say tax reform passes miraculously in the next month, it will take a little while for businesses to readjust and use that cash to reinvest in the economy. But i think over time is how you are able to judge these things and it is not just one thing after another. Though of course the president is right, the economy has been on a remarkable run, which has been great for a lot of americans. Lets bring in Marc Thiessen from the washington post, a fox news contributor. Thanks for coming on. So first off, decertifying the deal doesnt necessarily get us out of the deal. Make that clear first as we proceed with discussions on how the president will move forward here. Sure, certification is required under u. S. Law. The president has to certify every 90 days that the iran deal is international interest. Its not part of the deal itself. If he decides to decertify it it doesnt mean were out of the nuclear deal. What he is asked to certify. What does he have to certify . Several things. One, that the iran is transparently verifyably and fully implementing the deal. He cant do that. Under the deal, the iae, iran isnt required to let us into the military facilities. How can he certify theyre transparently and verifyably complying with the deal when we cant get in to see what theyre doing . Is he required to say the deal is in the Vital National security interest of the United States. He doesnt believe that. He went to the United Nations a few weeks ago and said it was one of the worst onesided deals the u. S. Has ever signed. How can he go to the public and say its in the Vital National security of the United States. He has no choice but to decertify it if he is to be truthful. Sandra that can be very confusing. Weve heard general dunford and National Security advisor, theyve said it is in the best interests of National Security to stay in this deal. Theyve looked at it and said recertify, stay in the deal. First of all they work for donald trump and one of the problems has been his National Security team has not been providing him the options on iran that he wanted. He is very upset about that. Second of all they arent saying that the iran deal is a good thing and that they support the iran deal. What they point out is the Obama Administration intentionally tied the hands of the Trump Administration when it did this deal. What they did was front loaded all the sanctions relief. So immediately before iran did anything to earn it, they gave them 150 billion in sanction relief. The Obama Administration sent a plane with 400 million in unmarked bills to iran. The horse is out of the barn in terms of what iran wanted. All thats left is their compliance with the weak terms of a bad deal. The question is do you stay in the deal now because theyve already got the sanctions relief and already got the influx of cash, which by the way theyre using to fund terrorism, to destabilize syria, iraq and afghanistan and yemen, alimony they got from the Obama Administration. Or do you now let them off the hook with the requirements of the deal. Thats a very tough situation. Sandra so at this point if im hearing you correctly you are saying the president has no choice but to refuse to certify the deal. Yes, if he wants to be truthful. He cant certify that iran is verifyably complying with the deal when we cant inspect them. This is not just a matter of pushing back on the iran deal, its pushing back on iran. Iran since the Obama Administration cut this deal escalated its destabilizing activities across the middle east. He ought to decertify the deal without necessarily lifting the sanctions and impose a bunch of nonnuclear sanctions on iran including declaring the Iranian Revolutionary guard a terrorist organization and start squeezing them and if they dont like it, let them pull out of the iran deal and then he wont get a blame for it. But he needs to counter not just Irans Nuclear ambition but their activities across the middle east. Sandra there are questions about the president and if he is happy with general kelly or not. Those who qualify would have a childcare tax credit. We are doing away with the marriage penalty tax and doubling the personal exception from 6,000 to 12,000 and for married couples from 12 to 24,000. The first 24,000 of your income is taxfree. Also look at the we hear from folks in the manufacturing industry. I was out in roanoke for the president on friday talking about National Manufacturing day. Tonight he is with the truckers. What we hear from all of them is that this immediate expenseing for five years is a great feature of the tax plan for them because that is part of the Economic Growth and the pay raise they can pass on to their workers and many of them tell us theyll invest in more inventory, in workers benefits and raise the wages of employees. They are excited to get that extra money from the tax break. Bill do you see this as a tax cut or do you see it as a real chance to get tax reform . Like we saw in 1986. Reform is a swampy semantic word. It means little to some folks because theyve heard it before. Tax cut they should realize means we go from seven brackets the three. That more people in this country will be paying 0 in taxes than they do now. The top rate will fall to 35 . Businesses will pay 20 . The president wanted 15. 20 is such an improvement. It is a major tax cut and also tax overhaul. Thats the simplification part. 91 of americans have to we need a simpler, fairer system that dont benefit the wealthy as it does nou. They can hire the accountants and attorneys to navigate the code. Bill an executive order on healthcare, what will that come out and be made public . That could come soon. I wont get ahead of the president on that. You can expect that perhaps soon and really the genesis here is the very popular feature of being able to purchase your Health Insurance across state lines.
