This is in response to both an increase of new cases across the grand canyon state but also a growing number of hospitalizations. 84 of arizonans and patient beds are currently occupied, 88 of icu beds are full. This is real, its not going away anytime soon, and i would hate for any of you to see what we are seeing on a daily basis. So stay safe please. In addition to a growing list of beach closures, that you can add Los Angeles Los angeles beaches as well. The county board of supervisors voted to close all beaches, peers, beach bike path and Access Points all in an effort to discourage large gatherings. What i want to hear and what democrats need to hear is that the president and the problem here is the Trump Administration has been variably ambiguous when it comes to russia. We certainly know that russia is leery as fundamentalism is rising, but again on the other hand if they accept these denials. And im fearful that the democrats wont be fearful with what the president say because i dont think the president will call out russia. We cannot assume a thing until we hear from them and get their side from what they learned at the white house this morning. Meanwhile, matt, the question is from the white house, who knew what and when. Nancy pelosi was asked that question and heres how she responded. It seems clear that the intelligence is real. The question is whether the president was briefed, and, where they concerned that if they did tell him that he would tell putin. And what you see with a lot of these hospitalizations, about even doctors ive talked to, thats a lot of patients who did not go to the hospital and did not get medical attention. They have had a flood of people come to those hospitals including those who are affected with corona but they have other serious medical situations they need to take care of. Lets take this seriously. Especially those who are older and those who are lets be calm and rational. Sandra thats one set of numbers, and thats what needs to be done to get people back to school and get back to people back to work. Absolutely. This comes down to, and it should not be political at all. This comes down to personal responsibility. Anan end in addition to that evy social distance, we are showing states like texas and florida. I think that may well effect the overall performance of the economy because if you reek closing as opposed to opening up, you will tamp down on Economic Activity and i think at some point if this continues, if you really do have a serious reek closing operation going on, i think that will eventually translate into slower Economic Growth and probably into the stock market as well. But its complicated because if you do get a situation is worsening as far as the pandemic is concerned, you also have investors looking at the possibility of more stimulus coming from the federal government and that would be a plus when you are looking at the stock market. Trace now democrats are talking about everything, just know about the russian situation they need to be taken with the utmost important and utmost concern. As my republican path colleague said to come up there needs to be payment from russia who is not a friendly entity, is not an ally, who has undermined elections and has done everything they can in afghanistan and other places in the world to undermine u. S. Sources. It is therefore very, very troubling when you have information that is a given, and that indicates that there are payments being made to specifically target u. S. Personnel, particularly Armed Services personnel. So i was looking forward to a briefing. I would have preferred the briefing, and i said this to mr. Meadows, that the briefing had been given by intel personnel, either from the cia or nsa so we could have the direct evidence from the Intelligence Community to how credible they assess the information. But i also agree with john bolton who said it was inconceivable from his perspective that there is not a cause for briefing on this matter of such importance. Apparently that did not happen. The president called this a hoax. Publicly. Nothing in the briefing that we have just received led me to believe it is a hoax. There may be different judgments as to the level of credibility but there was no assertion that the information we had was a hoax. I took to this briefing mr. Angle, the chairman of the Foreign Affairs committee and mr. Schiff, the chairman of the intel committee, mr. Smith, chairman of the intel committee, mr. Meeks and mr. Sherman who are the Ranking Members behind mr. Angle on the Foreign Affairs committee and then miss spann berger, miss slotkin, miss keating and miss cheryl. All of them have experience or particular responsibilities in the intel and National Security sphere. I thought this briefing was the white house personnel telling their perspective but i think we knew the white house perspective. What we need to know is the intelligence perspective and so i am therefore urging the white house and of the chief of staff to follow up on my request that we make sure that we are briefed by the Intelligence Community directly. Im sure that mr. Schiff will follow up on the Intel Community as i have urged him to do. So without further discussion let me know to mr. Schiff. Thank you. I just wanted to underscore a couple of points first. I appreciate the White House Joining us to be brief. But the right people to give the briefing really were not in the room. We need to hear from the heads of intelligence agencies about how they assess the allegations that have been made publicly. What can they tell us about the truth or falsity of these allegations and what can they tell us about steps they have under taken to vet the information we have . So in my view the right people were not in the room to give us the kind briefing that we did together. The second one i would make is, as we look at these and i will call them allegations because i cant confirm or deny any underlying intelligence, as we look at these allegations, number one, the president of the United States should not be inviteinviting russia into the d g8. We should be considering what sanctions are appropriate to further determine russias maligned activities, not further ingratiating russia into the community of civilized nations. I find it inexplicable in light of these very public allegations that the president hasnt come before the country and assured the American People that he will get to the bottom of whether russians are putting a bounty on the heads of american troops and that he will do everything in his power to ensure that we protect american troops. I dont understand for a moment why the president isnt saying this to the American People right now and relying on it, i dont know, i havent been briefed. Thats just not excusable. I shared that concern at the white house today that i think many of us have the which is there may be a reluctance. That could be, that may not understand his affinity and so if there is a problem with being willing to brief the president was something he doesnt want to hear, thats a problem for our entire nations security. We have asked for an in person briefing by the intel agencies and weve asked for any underlying documentary intelligence that they may or may not have. And we hope that that will be done soon as well as the full house briefing. Mr. Smith was with us as well who is the chair of the house Armed Services committee. They are not happy about the briefing that we just got from the white house because they said the white house gave them the briefing end of the whole matter here is based on this these reports that russia was paying the taliban bounties to kill u. S. And Coalition Troops. The white house has maintained that for the last three or four days, at first the president was not briefed and then saying that he was not briefed because the Intelligence Community decided these allegations were not credible and we will bring you much more on this. If you are talking about somebody like the new York City Police department, you got a 6 billion budget overall. And the decision has to be made by july, thats a huge decision in a city like new york. They have a lot of potential consequences no matter how you talk about how police would be different if there funding was different. You are talking about safety and security for a number of different places that the Police Department obviously needs that money. Whats more important on the National Scale is coming up with more standardized standards for Police Department across the board. Its the standards by which they are trained on that effort is ongoing on the federal level. Sandra Kayleigh Mcenany was asked where the president stands on all of this and here was her response. 11 people were shot and 12 hours this weekend and at 61 people were shot in democrat run chicago. But it discounted the inner agency dispute about the actual raw intelligence itself. The bottom line is you had the National Security advisor saying we dont discuss this. The president hadnt been briefed on it but we were preparing options for him and this should not have been leaked. So we are now in the process of getting to the bottom of where the intelligence came from. Sandra i want to make sure i get the exact wording of that statement. The Supreme Court after that decision came down yesterday, what are we watching for this morning. We have Shannon Bream and judge napolitano standing by as well. Your thoughts this morning what could be some major decisions from the court . Theres a host of options here but the main thing we are watching is where this court was headed. From some recent rulings youve seen john roberts, the chief justice assumed the role almost of Anthony Kennedy in the swing vote oftentimes siding with the liberal side of the court. That has some conservative Court Watchers scratching their heads, if it goes to also judge a core search and judge kavanaugh with some boats and rulings with the liberal side side of the court. So there is some analysis of where this court is as far as its head ideologically. The biggest thing coming out in just a few minutes is the decision on the president s taxes and whether there will be this effort to release them prior to the election. Sandra i was looking back at senator john kennedy and his response to the ruling yesterday talking about Justice Roberts saying he flipflopped like a banked catfish was his analogy there. You are getting a lot of criticism on the conservative side of the bench, and they will be looking at this very closely to see how the court responds to big issues. This all factors into an election that was just months away which still was the thought that, the president touts his judicial nominations and the Supreme Court justices. But the ability to look at how important these decisions are in the big picture gives some fire to both sides about how this is an issue for the election. So some decisions are pending from the current term and those cases include as you mentioned his financial records. Executive agencies, Religious School tax credits and obamacare contraceptive coverage and religious freedom. So obviously because of covid19 restrictions, but the president has been actively weighing in as we get these rulings, and talking about the balance of the court. And remember the obamacare one is the Little Sisters of the poor. The Bigger Picture on obamacare is how it can go forward and look for this to be a real powerful election issue. Weve already seen joe biden, and now the house is moving forward with bills that kind of bring that up again saying that the administration wants to do away with it. The first is to improve the fundamental knowledge of the understanding of the virus and the immune response to the virus in order to better inform us under the development of a diagnostic therapeutics and vaccines. Some of the work that has come out of that program right now informs very greatly how we will address Vaccine Development, particularly understanding the confirmation of the components of the virus that induce community response. In addition we will develop in our developing animal models become apropos about what you heard about children in school we have a program called heroes which is human epidemiology in response to coronavirus which determines the incidence and transmissibility among children. In the United States daily cases are increasing. After an extended decline, we are seeing significant decreases in the southeast and southwest parts of the nation. This has continued to increase and the evidence tells us of these cases are driven by many factors to include increased testing, Community Transmission and outbreaks in the setting such as Nursing Homes and occupational settings. Hospitalizations now are going up into all states and as of this Weekend Daily death has now increased in the state of arizona. The cdc is closely monitoring both of these and have 48 teams with more than 14 14,140,000,000 staff deployed in 20 states and two territories. Infection prevention and control and can negation. Beyond providing the critical boots on the ground of the cdc is working with states and community in other ways. The cdc is speaking with the states, tribal and local Health Departments on a daily basis to develop strategies to stop covid while reopening schools. Both of these guidance have been updated since and over the past several months. As more information becomes available we will continue to disseminate that more broadly. That includes guidelines for Nursing Homes and testing options for high density infrastructure workplaces after a covid cases identified. Testing guidance for Higher Education in k12 and the Higher Education should be posted today at k12 later this week. The cdc continues to advance science around the covid19 impacted certain populations and those who are at heightened risk for severe outcomes. All of us are concerned about recent data in several states and it now an in hospitalizations and deaths knowing what we know now about asymptomatic transmission and the fact that we are in a much better position today in terms of our mitigation strategies, ppe and testing, we can reverse these trends if we work together. Number two, i sure you are testing needs are incorporated into your state testing plans. As we outline the National Testing strategy each state has developed and will continue to build upon a customized state testing plan developed in full coordination with the federal government. The next is due on july 10th. The state plans are the allegation of certain scarce resources. For example in may and june the federal government has distributed nearly 26 million collection swabs and nearly 19 million tubes of transport media. Hhs also prioritizes for certain Key Laboratory tests like pointofcare tests according to state specific needs. There are also strategies particularly relevant to surveillance testing. For example, pooling examples, combining two or more samples and possibly up to ten into a single test makes sense where the prevalence of the response is low. And and 4,536 officers have deployed to support the pandemic response. Thats responding to care and compassion for that all of us feel. Im pleased to announce that today the fda is taking action to a that, the Timely Development of a safe and effective vaccine to prevent covid19 by providing guidance to developers with recommendations on the data needed to facilitate manufacturing, Clinical Development and approval. We recognize the urgent need to create a safe and effective vaccine and we want to work collaboratively with industry, researchers and other partners to accelerate these efforts. While the fda is committed to help expedite this work we will not cut corners in our decisionmaking and we are making clear in our guidance one of the days that we need. This is particularly important as we know that some people are skeptical of Vaccine Development efforts. The fda strongly, including populations most affected by covid19 that specifically racial and ethnic minorities. Thats if elderly individuals. We also have guidance on women that are pregnant as well as pediatric assessments of safety and effectiveness. American people should know that we have not lost sight of our responsibility to maintain regulatory independence and ensure that our decisions related to all medical products included covid19 vaccines, the American Public can have confidence on that and i will continue to uphold that personally. While Vaccine Research is ongoing Rapid Testing in Therapeutic Development can aid in the safe return to school, college and the workplace. And thats not reliable from the market. We accelerate the development of treatments, called the coronavirus intelligence program. We have seen some of the consequences of that program such as the authorization of remdesivir and other therapeutics that might be a benefit to patients with covid19. We are working day and night to provide guidance to, and we are now preparing for the next phase of addressing this evolving crisis. Fauci, i assume im 1 od we understand that there are health risks for children going back to school but we have concluded that the risk of is a greater risk if they dont go back to school. So what would your advice be to a School Superintendent about what he or she should be thinking about as children go back to school in a few weeks to keep them safe. Thank you for that question. It is an important question but i think we need to point out that it will depend on the dynamics of the outbreak and one of the things we want to emphasize, and continue emphasizing his take a look at where you are in the particular area of socalled opening america again. Are you at the gateway, phase one, phase two or phase three . The cdc, and thats the checkpoints. To use the Public Health act efforts and if we add here to guidelines of what we hear in many of these presentations that we just heard about the physical distance and the community, the use of masks, and some things like that, that will help to keep the level of infection in the community down which will then make help keep the children back to school. If you are in the area where you have a certain amount of infection dynamics, there are things that can creatively be done about modifying things like the school schedule. Alternate days, morning versus evening, allowing under certain circumstances online virtual lessons. Of those of the kind of things that we need to consider but also importantly always make the goal that it is very important to get the children back to school for unintended negative consequences that occur when we get them back to school. Dr. Redfield, one of the concerns would be for children generally speaking but havent been damaged nearly as much as adults, particularly elderly adults by this virus, they might carry the virus to teachers, administrators, parents or grandparents at home. It seems to me that the availability of treatments, that reduce the risk of sickness and death could be very important in increasing confidence in going back to school. You mention some of those in your testimony. Are there others . What would the availability of treatments be this fall and specifically what about socalled antibiotic cocktails at the time that were developed by ebola and approved by the fda . That would be a great question also for dr. Fauci. I want to make a small statement and hed like to add to it. Clearly we have remdesivir and clearly we have evidence that steroids can improve therapy and as you mentioned we have convalescent plasma that steve han could comment on, using the antibodies from individuals that have gotten better from covid and are currently under evaluation. I have just a minute, so lets go to him and have him answer the question as well. As i mentioned, remdesivir has been mentioned, steroids were mentioned. Convalescent plasma we have evaluated the safety and it has been found to be safe and over 20,000 patients who have administered it. We are awaiting the safety data, and i think the antibody data will allow us. We are already well into that treatment. Monoclonal antibodies are synthetic antibodies that will provide the theory is will provide protection against the infection of the virus and we are hopeful that those studies by late summer or early fall will provide information about their effectiveness and safety. So you are optimistic that there will be more than one treatment this fall for teachers, administrators and older adults . Yes, sir, i am optimistic. We all very much appreciate your work. Dr. Fauci, last time you testified before this committee, you warned us of needless suffering and death of the states reopening too early and just over a month later now we are seeing a Record Number of cases. We do not have enough tests, and this is the beginning and our strategy hasnt worked. I want to ask you, thank you very much for that question senator murray. Several of the states, in the states, and more than 50 of the infections are in the area. The things we need to do, we have to make sure that when states start to try to open again, they need to follow the guidelines that have been very carefully laid out with regard to checkpoints. What we have seen in several states are different iterations of that. Perhaps maybe in some going to quickly and skipping over some of the checkpoints but even in states in which the leadership, in the form of the governors and demers did it right with the right recommendations, but we saw visually in clips and in photographs of individuals in the community are doing it all a nonphenomenon. Meaning locked down or opened up in a way where you save people in bars and not wearing mask and not avoiding crowds, not paying attention to physical distancing. I think we need to emphasize a responsibility that we have both as responsibilitie individuals a societal effort to end the epidemic that we all have to play a part in that, and i think if you look in the individuals, what we saw our people that because they think they are invulnerable and many people think they are not, but therefore they are getting infected has nothing to do at all with anything else. When in fact it does. Because when a person gets infected they may not be symptomatic but they could pass it to someone else, who passes it to someone else, who then makes someones grandmother or grandfather, sick uncle or a leukemic child on chemotherapy and got sick and it died. We have to get that message out that we are all in this together and if we are going to contain this, we have to contain it together. I would assume that means that it would model Public Health behavior and make make a mask. We recommend mask for everyone on the outside and everyone who comes into contact in a crowded area, you should avoid crowds with possible and when you are outside and do not have the capability of maintaining distance, you should wear a mask at all times. Bush testified to our committee that if she were in charge of one of her Top Priorities would be the creation of a National Vaccine plan that addresses science, filament, allocation, uptake and monitoring of a vaccine saying we know this is in our future and we are not ready for it. I could not agree more and that plan has to detail how the federal government will scale up manufacturing and coordinate the supply chain so we avoid the missteps we sell the testing period and make sure that Vaccine Distribution addresses Health Disparities and a lot more. Dr. Redfield, do you agree that that is needed . Senator, i think its very important that we have an integrated plan for the sexting. When can we expect to see one . I will ask dr. Hawn if he would like to comment. I know recently they had a vaccine plan at least from the fdas perspective, i think thats important in building Vaccine Confidence.
