The president s priority is to take steps to protect the community while at the same time not tying the hands of police. This is appalling, ludicrous and nonsensical to take police out of society. Lets look at l. A. For example, when the l. A. Mayors that i will remove 150 million from the l. A. P. D. , what happened . We saw homicides go up by 250 and shootings go up by 56 . Its anarchy and chaos. We dont recognizably serve a valuable function in this society. A lot of pressure to come up with something quickly so we may hear something by the end of this week at least in terms of some ideas. You also heard mark meadows say we want to let her actions speak louder than her words and thats not to the idea that the president has been under some pressure to make a speech on thats in the cards. What they want to up with some concrete proposals and let that lead the way. Lets wait on that. Good morning to you and thanks for being here. The big question now is, where can there be bipartisan support, Common Grounds when it comes to reformist the democrats are proposing sort of a bigger and broader selection of activities regarding the police. Republicans are formulating those plans but there will be some overlap here, planning choke holds and allowing for independent investigation of police misconduct, more independent than it is currently in the number of cities. We will see where it comes down, but remember sandra, we are in an Election Year. How much of this will be job morning through . In the nation without police if dems get their way this is how our economy will suffer. But punishing all Law Enforcement officers for the acts of a few is an overreaction. It would increase crime and make our community is less safe. He goes on in this piece to detail so many different instances in which we as americans are probably placed that 911 phone call, whether we were stranded on the side of a highway or victims of a serious crime. More than likely we did the Police Answered that call for help and try to protect you. He winds of the dangers of overreaction. What are you seeing and hearing as far as how far some democrats are willing to go and calls to defund or in some cases abolish the police . I think there are two discussions happening. One is a core discussion about how to make the police better and thats a vast majority of legislators at the state level in the federal level and at the public, common sense. Of course you dont be in the police. And then on the fringe, exaggerations of the conversation, that would be chaos if we banned the police. Defunding is a complicated term, and thats rethinking how much of the budget goes to police and for what activities. The calls that are made to police about Mental Health issues and things like drug like drug overdoses, should those calls instead to go to another agency in government . You take that budget that is devoted to the police for responding to those calls which is not a police function and you reallocate that to another social service. The term defunding is unfortunately i think a complex one that does not really define what legislators are talking about. They are talking about rethinking how we spend our money, trimming the responsibilities of police and again, Shelby Holliday has a really good story on this. To do functions that the police shouldnt have to do anyway. Of the defunding debate is really about rethinking how we police and how we spend our money. Should the police be as militarized as they are for, thats the bigger and broader perception. I dont think anyone is talking about banning the police and letting chaos prevail in the streets. Sandra you go to whats happening in minneapolis in the mirror was boot away from protesters when he wouldnt commit to those words, will you defund the police . Thats what they are asking for collectively. Then you have the city councilwoman, who comes to help, and she didnt quite have an answer. Theres a lot obviously that those calling to defund the police have to figure out in details. And here is Kayleigh Mcenany. The president has been reviewing proposals and he went to the home with Jared Kushner and gerard smith and they had a very positive meeting with senator scott. I was ready to talk to you about policy but thats a personal side of this. We made a few points about my 214yearold boys. He has a great opportunity and great gifts from god and Great Potential and his wife. I had an experience with another 14yearold, michael, and when kelly and i took him in we were newlyweds and took custody of him. Hes a black american. The reality is that those two boys who were equally gifted by god have different challenges in their lives and we have to face that i think soberly and do what we can to fix it and adjust things so there is more equal opportunity in america. Sandra . Sandra a quick check of the markets, the u. S. Stock market opening just a few seconds ago as investors await the band, the dow did take a bit of a breather in yesterdays trading session. I will ask you a question that somebody asked me the other day and the stock market seems to be rebounding. A lot of people cut back their 401 k s in the middle of the pandemic and they were worried about to hit the stock market was taking. Now some folks are wondering should i increase the percentage that they are putting it there . Is the stock market rally going to continue . How do you answer that . I always countered by saying it depends on your time horizon. If you are looking at retiring soon he generally play things a little bit more conservatively and have less money in stocks per se and more in fixed income assets and bones and that sort of thing. It depends on your time horizon. When you get to be my age, long terms lunch tomorrow so i begin to think that the people have to base it on their own and some people see this with slowing market down and up in the big comeback with had from the big fall. I said, you know i would sleep better at night if i didnt have such exposure to this. Others argue, if they are the younger investor, the market has already rewarded you longerte longerterm. Thats gone up ten out of the last 12 trading days. Those Technology Companies are faring very well. I know another question you probably get a lot is whats going to happen as far as a fourth round of stimulus. And there are a lot of things, we will actually lift off. We even had a Small Group Meeting the odds of a phase four deal are very, very high. Does our economy need another phase four deal . You know, you could use the argument at the three and a half trillion dollars weve spent already and at least double that by the Federal Reserve flooding the banks and businesses with liquidity and cash. You could make a very convincing argument, it has done the trick. Its a surprising surgeon jobs last month which was an indicator of that. However it is an Election Year and you dont want to curse this improvement here. There are many things that the improvement that we have seen in jobs might be shortlived, some that never get back in business and some restaurants that never reopened, some small shops that are taking it on the chin in. So there is an argument to be made and its a pretty good one, why disrupt the momentum and if people are keeping track of deficits, when all is said and done, many are saying whats another trillion. Thats kind of where we stand. I think i suspect while it might not be as generous, it will still have a trillion dollar price tag just to keep it going and not risk it getting disrupted. We just mentioned apple and amazon, even some of those travel and leisure stocks have started to bounce back and people are getting back on airplanes and feeling a little bit more comfortable doing so. You know whats interesting about whats going on with the airline industry, even though its likely looking at 80 80 85 billion in losses, that even with the federal help prevent getting and the surge of traffic that has been expected. Whatever has happened with their stocks, still about 40 or 50 . A lot of people are looking at this and saying, im going to dip my toe into the water. And even now carniva carnival ce lines, we dont know a lot of Companies Like disney are getting attention because their major theme parks will reopen next month. They will be opening their gates and doors to customers next month. So july, sandra, for my money is going to be a month to watch. Virtually the entire country will be reopened by then and virtually all businesses. So that will be the month to watch. Sandra and i know you have probably spoken with some people, there was a pent up demand. They wanted to hop on the plains and they felt comfortable doing so once they did it, so we will see. The attorney general of the United States says there are names that you will be familiar with. Could it be comey or brendan, how high up with this goal . I think you are putting her finger on a few of the names we are likely to see, the usual suspects that weve been hearing a lot about in the last few months. Its interesting that the attorney general is pulling his card a little close to his vest and not giving specifics of what durham is uncovering but at the same time hes making it very clear that durham has uncovered evidence of wrongdoing and in all likelihood there will be consequences. Ed those consequences with ig reports, we seen some wrist slapping. Might we see prosecutions . It wouldnt surprise me if we did. Obviously it would be a step up in terms of consequences and sanctions, and weve seen that from inspector generals and the like, we typically involve a reprimand or Public Statement of wrongdoing uncertainly of criminal prosecution would be a significant ramp up from that. Ed as you know data, the attorney general will keep the cards close to his vest but i believe the word he may have used is troubling in terms of what he has seen already. What are your thoughts about how much we know about the durham probe at this time . We are getting bits and pieces of it, one thing we have come to understand is apparently what went on behind the scene was a failure on the part of Law Enforcement to look to exculpatory evidence. In other words during 2016 they were apparently finding some evidence that they said warranted an investigation into the trump campaign. But the attorney general has been signaling is at the same time they were finding that evidence and were also finding evidence that was exculpatory which means that there wasnt any sort of illegal conspiracy or collusion with the russians. And i think the attorney general was whether the fbi or investigators wrongfully overlooked the exculpatory evidence that they had to. Ed a big example of that may be what the attorney general pointed to which is the antitrump dossier which turned out to be a whole lot of nothing. Take a listen and we will get you to react. For some reason they went borate back at it even at a time where the evidentiary support, or claim support, like the dossier was falling apart. Thats why they continue to push and even made public and testimony, but they had an investigation going, one that was becoming painfully obvious or should have been obvious to anyone that there was nothing there. Ed if youve been inside the Justice Department at the upper levels, why in the world to the keep going at the fbi and cia and continue investigating when the attorney general says they knew there was no there, they are. We heard from the attorney general that people within the Justice Department and the fbi knew that this dossier may not exactly be the most reliable document in the world, and yet they proceeded to rely on it. They apparently didnt disclose the doubts and the caveats that they had about this document. And thats the thing. When you are in Law Enforcement, you get information from hundreds of different sources and you cant treat them all equally. You have to figure out which source is reliable and which cant be trusted. That would be a bit of a breakdown. We appreciate your insight. When it comes to what happens next with the coronavirus and how it spreads. People who have it but dont show any symptoms, can they spread it . Why the World Health Organization is not walking back a statement about that. I use the phrase very rare and i think that that is ate misunderstanding to state that asymptomatic transmission globally is very rare. It shortens the refi process so veteran families can save money by refinancing. Theres no income verification, no appraisal, and no out of pocket costs and you can do it all right from home. Some people who are asymptomatic or dont have symptoms can transmit the virus. What i was referring to yesterday in the press conference were very few studies that have been published that actually try to follow a symptomatic cases, then look at all of their contacts and see how many additional people were infected. I use the phrase, a very rare and i think that was a misunderstanding. Sandra the spread of covid1covid19 by people that e infected but do not have symptoms appear to be very rare. A symptomatic cases can spread the virus although the degree is still unknown. Our head is spinning, trying to figure out what we need to know about this. It seemed like a game changer, unless someone is showing symptoms, not spreading the disease. Is special because of the whole premise of and that such shutdown or lock down is to stop asymptomatic characters from spreading to other people. It is confusing, the bottom line is you can spread the virus to another person even if you have no symptoms. We have seen this firsthand. Remember the first patient in germany, one of the first patients, he was seen by another person traveled from wuhan, germany. In my office and my practice here, i have patients that come in, family members test positive from contracting the virus, from family members showing zero symptoms. That can happen up to about a third of the time even though the World Health Organization says from about 16 of all the way up to 14 are from asymptomatic carriers. We dont know how often it happens exactly so we are learning about this very evolving dynamic virus each day. Sandra and we are also quick to embrace the good news, you cant spread it unless you are having symptoms but then we walked back those comments. Dr. Fauci was asked about this this morning, and they said they were wrong in the first place. That doesnt mean that everything is okay. Even though we are trying appropriately, and thats the reason we say be careful. They can transmit to someone who is uninfected, even when they were without symptoms. So to make a statement. Very clearly he is stating that you could not be showing symptoms and still spread the disease especially since this just before you begin getting the symptoms. What you also heard from them here is as the country reopened, you have to remain vigilant. Thats an uptick, and some areas that have reopened more quickly than others. Youre absolutely right, you cannot become complacent. And try to do physical distancing. Its definitely a highly transmissible. It sandra youre so kind to join us there from your medical room. I think thats what we have read this morning. And it would limit the kind of Excessive Force in the george floyd case. And now what you are also going to see is the Senate Republicans led by tim scott, the lone black republican senator from South Carolina is working with other senators again on similar legislation. He is focusing more on Data Collection on establishing the best standards for this country. But again what you see is overwhelming support across political lines. This is a moment brought on by the george floyd killings that in fact has touched the country. This morning a Washington Post poll shows 70 were nearly 80 of americans are part of a broad problem that needs to be addressed. Sandra from the pool notes just a moment ago, philonise floyd, the brother of george floyd arrived to give his testimony on capitol hill. He was asked what his aim for today is and he replied justice for george. What do you expect that we see and hear on capitol hill this morning . Im constantly struck in this story sandra by the thrusting this family and this mans story into the limelight and put at center stage. I think the bible verse that add to quoted that was spoken at the memorial yesterday about him becoming a cornerstone, the stone that is rejected becomes the cornerstone. And, this is something that america would have never known except for what happened to him, the tortured way that he was killed under the knee of Derek Chauvin. What we look to in his brother today, that is into something larger that might produce some transformative change in the country. Theres a lot of discussion and debate right now. I spoke with michael mira who was the head of the Police BenevolentAssociation Last night for new york city. Theres a lot of pain on the police side of this as well. Theres a lot of pain on that side of the equation, too. And with all of this talk about defending the police i think that that side also needs to be represented in terms of the good police that are out there as well who dont want to be swept with this brush. Ed it was remarkable to hear. And when you look at this, some of this is pretty lowhanging fruit in terms of what could be done, banning choke holds and declaring lynching a federal crime already. A lot of people are wondering how we havent done that. This National Reporting list for troubled cops, it doesnt just help people who might get killed or injured. Then that will help the good cops to root out the battles. Its not one onesizefitsall policing model. And that all places on planet earth were going to find a from washington. Washington cannot run the limited Police Agencies it has. Every Police Agency we have in the federal government right now, maybe everyone is a a statement. The fbi which is mired in we had the atf scandal which we still cant get to the bottom of. So the presumption that we are now supposed to follow is that washington, which cant run its own Police Agency is now going to prescribe policing to the entire nation. The last transformative moment that we had which was a great generational consequence, and i dont mean to minimize the emotions of today. But in the 60s, 70s and 80s we had an era of record crime in this country. Since the 1990s we had a generation of domestic tranquility and record low crime and that was driven by city policing, whether it was in new york, los angeles or other big cities across the country. I think that the whole idea that washington is now going to take the tiger by the tail and teach everybody how its done, under circumstances where its very obvious, thats amazing to me. Sandra we are about to hear from many of those witnesses there in the hearing room. And i understand what andy is saying and its Great National discontent. I think that in this moment, finally something can be done. That was less of a National Consensus and people were unsu unsure. Now its pointing to the polls that were out this morning and its overwhelming. Republicans, democrats and independents say, lets take advantage of this moment. I think for a lot of people who felt voiceless, and who felt like their complaints had been unattended to, they dont even collect data on excessive use by police nationally, and thats an fbi function. I think thats why you see this political push at this moment, its not that people dont think its a federal government, its a miracle. I now recognize myself for an opening statement. We are all familiar with the terrifying words i cant breathe. They were uttered in minneapolis by george floyd while a Police Officer pinned and need to his neck for a chilling 8 minutes 46 seconds taking from him the final breath of life. Six years ago eric garner and he also died at the hands of Law Enforcement. Millions of americans now call out, i cant breathe, as a rallying cry and streets all across our country. Demanding a fundamental change of the culture of Law Enforcement and a meaningful accountability for officers who commit misconduct. Today, we answer their call. Our hearts ache for the loss of george floyd and eric garner. They asked for Breonna Taylor, tommy rice, for freddie gray, for walter scott, and for so many other victims of Police Violence in all parts of america. They are shocking deaths sparked momentary outrage but no fundamental change. For every incident of Excessive Force that makes headlines, the ugly truth is that there are countless others that we never hear about. Every day, africanamericans and other people of color live in fear of harassment and violence at the hands of some Law Enforcement officers. This is their reality. They continue to haunt the nation. And for those who do not believe it, please look at the tragic statistics. Africanamericans are more than twice as likely to be shot and killed by police each year. Black men between the ages of 50 and 34, and even racist acts of violence by Police Officers, the communities they serve. On monday i joined karen bass, and introducing the justice. At the bill is now under 200 cosponsors. I want to make clear at the outset that the bill is not an indictment of all Police Officers. We also must remember that Law Enforcement officers, and all they do to keep us safe. And it is clear that there are many officers including some local Police Chiefs who went arm and arm, there are too many officers who abuse their authority. We cant be blind to the racism and injustice who Law Enforcement agencies. Its a systemic problem and that is why the justice and policing act takes a holistic approach that includes a variety of front end reforms and changes the culture of Law Enforcement. And those with the true ethic to protect and serve. Among other things, it would be in choke holds. It would be independent from local police and qualified immunity from Law Enforcement. At the same time, the Gold Standard in training, hiring, deescalation staffing strategies, and the use of body cameras and other best practices. It also creates Community Based organizations to create local task forces that would reimagine Public Safety so it is just and equitable. The goal of this is to achieve a guardian and not for your method of policing. That is to meet the moment that calls out for sweeping reform also taking a response and unbalanced approach to the many complicated issues associated with policing. I look forward to bringing it before our committee in short order. To the activists, weve been sounding the alarm for years only to be ignored and your determination that we are here today. If there is one thing i have taken away from the tragic events of the last month, it is that the nation demands and observedeserves meaningful chan. At the end of the day its a responsibility and obligation of the house Judiciary Committee to do everything in our power to help deliver that change for the American People. I look forward to hearing from our witnesses who bring a wealth and knowledge of the issues we are experiencing today and help guide us through that process. First i want to address just one witness, philonise floyd, the brother of george floyd. We are all sorry for your loss and appreciate you being here today to discuss her brothers life. We must remember he is not just a cause, a name to be chanted in the streets, he was a man. He had a family, he was known as a gentle giant and we mourn his loss. This is a very difficult time for our nation. Weve lost more than 110,000 people to covid19. We have lost brave Police Officers and other frontline workers who risk their lives to serve the communitys and we have lost george floyd, Breonna Taylor and the many, many other victims of Excessive Force by Law Enforcement. We must act today to honor their memory. I now recognize the Ranking Members of the Judiciary Committee. Thank you mr. Chairman, i want to thank all of our witnesses for being here today and extend our sympathy to mr. Mr. Floyd i want to say im so sorry for your loss and mr. Floyd, the murder of your brother in the custody of the Minneapolis Police is a tragedy and never should have happened. Its as wrong as wrong can be and your brothers killers will face justice. The rioters in oakland is a tragedy, it never should have happened, and your brothers killers will face justice. There are 330 Million People in this great country, the greatest nation ever, not perfect but the best nation ever. And they understand the American People understand that americans understand that peaceful protest exercising their First Amendment liberties, and, the people of this great country you know what else they get . They understand theres a big difference between peaceful protest and rioting. Theres a big difference between peaceful protest and looting and theres a big difference between peaceful protests and violence and attacking innocent people. And that there is certainly a big difference between peaceful protests and killing Police Officers. They know they are the officers and every one of our neighborhoods, and every one of our opportunity is, and they put their lives on the line to keep our communities safe. And guess what, guess what else they get, guess what else they understand . They know its pure insanity to defund of the police and the fact that my democratic colleagues wont speak out against this crazy policy is just that frightening. Think about what we have heard in the last few weeks, mayor garcetti is that he wants to defund the police. The city council in minneapolis, the vetoproof, this congress started off. We should abolish the entire department of Homeland Security and now we are talking about abolishing the police. This is wrong and we know its wrong. We should honor the memory of Dave Patrick Underwood and work hard so that nothing like that ever happens again. A week and a half ago our mission was clearly stated. 11 days ago in florida the president of the United States clearly stated what our mission should be. President trump said this. I stand before you as a friend and ally to every american seeking justice and peace and i stand before you in the Firm Opposition to anyone exploiting the tragedy to loot, robert, attack and menace. Healing, not hatred. Justice, not chaos, are the mission at hand. Well said. Justice, not chaos. This is the house Judiciary Committee with its storied history of defending the constitution and the rule of law. Lets adapt that mission come healing not hatred, justice not chaos. Lets Work Together to make america a great place to continue to make america, the greatest nation ever. And with that i yelled back to mr. Chairman. I now recognize the chair of the secretary on crime. I want to thank you for the your years of leadership on this issue, i know youve been involved for many years supporting Police Reform and i want to thank you for convening this hearing hearing today. What we saw in minnesota is the slow torturous murder, which was an outrage and a tragedy. Millions of americans marching in the streets demanding for justice and a call for reform, it has been an inspiration. Minus a few days of violence, it has been peaceful and it has been in an american tradition. What we have here today is a hearing the u. S. Congress to examine policing practices in america and paths to reform and so we have an opportunity. What we have seen since then is an opportunity to rethink the nature of policing, an opportunity for meaningful accountability in policing and it is an opportunity to show the nation and of the world that we are listening and that we will act. Too often this debate is framed in terms of citizens versus the police, us versus them. This is about the kind of america we all want to see. We all want to be safe in our communities and we all want the police to come to our rescue and we all want to support the brave men and women who put their lives on the line for us every day. When we interact for police we all want to be treated with respect, not suspicion. Nobody should be subjected to harassment or Excessive Force just because of the color of their skin and one should suffer the indignities of racial profiling or be on the end of a deadly choke hold. We should all want for ourselves and our children, and our neighbors, the same. On monday i introduced along with chairman nadler and 200 members of congress hr 7120, the justice and policing act. This helped to reimagine the culture of policing while Holding Accountable those officers who helped failed to uphold the ethic of serving and protecting their communities. By no later when we do a mark markup, that would change the legislation in honor of george floyd. If this had been a law last year, Breonna Taylor would be alive because no knock warrants would be banned. To me or rice would have graduated this may because he, the officer who killed him had been fired from a nearby department and he lied on his application. And that would have happened. I understand change is difficult but im certain that Police Officers are professionals who risk their lives every day and they are just as interested in building a strong relationship with the communities that they serve based on mutual trust and respect, as those who rely on their protection are. And so having National Standards, it should never be that you can do a choke hold in one city and not in another. There should be basic standards and there should be basic accreditation and it should be continuing education, just as there are in so many other professions. When i was at the service yesterday, and when i was there i looked at the picture of george floyd and, and that was an important year in my life because that was that was 47 years ago. Our police chief at the time, we were suffering from a number of victims who had died because of choke holds, powered chief held a press conference ray told los angeles that the reason black people that the reason black people died in choke holds this because our neck veins were different, they didnt open up rapidly as white people. Thats where we were 37 years ago. It was 29 years ago that we saw the rodney king beating. As an at the time i was sad to see a beating like that but most of the activist said finally, we know we will have justice. Theres no way these Police Officers are going to get off because the whole world saw what happened. In the Civil Rights Movement what led to the great change and the end of legal segregation aside from tens of thousands of people that protested, it was a fact that there were cameras there. The beatings, the treatment of black people in the south had gone on for frankly hundreds of years but it wasnt until, what has happened in the 29 years since rodney king is the advent of cell phone cameras. We have seen example after example after example. 29 years since rodney king, six years since eric gardner, just weeks since the death of george floyd. His death cannot be in vain. I told his brother that his name will live on in history because the tragedy that he suffered has been the catalyst for what i believe will be profound change and not just change that helps to professionalize Police Departments, not just change that prevents further abuse and death spot an opportunity for communities through receiving grants to take a look at their community and say, there are all these issues that we face. And with these grants, maybe communities can take an opportunity to reenvision what Public Safety is and come up with models, but are models to work with police and better models who work with the problems that wind up needing a Police Officer. So thats what we have an opportunity to do in this congress with this piece of legislation, and i hope that we work for passage of the legislation in this house that gives the senate, the president signs it and in the year 2020 we never, ever ever see again what we saw a few weeks ago. It wasnt just a tragedy for our country, and our nation, but it really was an embarrassment of our nation in front of the entire world, while we hold up human rights in the world. We obviously have to hold them up in our country. And with that, i yield. Thank you. Since mr. Radcliffe, the Ranking Member of the committee, i now recognize the Ranking Member of the subcommittee and the gentleman from louisiana, mr. Johnson, for an opening statement. Thank you mr. Chairman. I want to thank all of my colleagues for being here and especially mr. Floyd and ms. Underwood jacobs, for making the trip in the midst of such tragedy in difficult circumstances to share your experience with us, its very valuable. Of course to have our condolences and our profound sadness in your losses. Our community has been praying for you and will continue to do that. I will talk about policing practices and reforms today and thats an important topic. And thats here in the beginning, that would be a root cause of the persistent challenges we face together as a country. That is the need for authentic reconciliation in our communities. Racism in any form violates the most fundamental principles, and thats the idea that we boldly declared the selfevident truth that all men are created equal and thats made in the image of god. They cover estimable dignity and value. That comes to us by our creator. Any fool who contends he has some natural right of supremacy over his neighbor violates not only the foundational creed of america but the greatest of commitments of the god who made him. And this unspeakable act of cruelty that america witnessed in minneapolis has opened an important new dialogue. We do agree that the abuse is not tolerated and can never happen again. Justice has to be swift and bad Police Officers have to be held accountable for their action. And they are not representative of the vast majority of the Law Enforcement officers. We need to honor that and we need to empower those Law Enforcement officers which is precisely the opposite of the radical dangerous proposals you are seeing right now. They must be a nation of law and order and Public Safety of course is the key to maintaining our republic. They would prevail over the peaceful protest. Democrat and republican that there are solutions, and they must focus to simplify transparency, training and determination of those rare bad apples in Law Enforcement. That legitimately upholds the character of our legal system. And thats the legitimacy of the Law Enforcement. None of those goals that have been outlined today. And all causes of it. From a few bad apples wearing a badge and the bad actors and panic are sparking riots in the streets. At the same time we can Work Together on meaningful reforms and real results while upholding the respect and appreciation that is due from the American Patriot who serves us on the thin blue line. We have worked together as a committee, this is a bipartisan concern and we will have Bipartisan Solutions i hope. I urge my colleagues in this moment, all of us to hear and listen to our witnesses and work with each other as friends and fellow americans to understand the need in our communities and foster our discussions on the foundation of stability and mutual respect. We started that and i hope we can continue it. With that, without objection all Opening Statements will be included in the record. Philonise is a brother of george floyd who was killed by many minneapolis Police Officers on the 25th. Mr. Floyd has spoken eloquently about his brothers life and we appreciate his being with us today. We are so sorry for your loss. Mr. Floyd, you may begin. Chairman, and members of the committee. Chairman Jerrold Nadler and members of the committee, thank you for the invitation here today. Lets talk about my big brother, george. The world knows him as george but i called imperial. Yesterday we lead him to rest. It was the hardest thing i ever had to do im the big brother now. So it is my job to cover my brothers, my sisters, perrys kids and everyone who loved him. And thats a lot of people. George is gone. And me being the big brother now is why am here today. Because to do what. I always would have done. To take care of the family and others. I couldnt take care of george that day he was killed but, maybe by speaking with you today, i can make sure that his death would not be in vain. To make sure that his face is more than another face on a tshirt, more than another name on the list that wont stop growing. He gave the little that he had to help others. I was reminded of that. He called all the officers serve. He was mildmannered, he didnt fight back. He listened to all the officers. For a man that took his life, he still called him sir as he begged for his life. I cant tell you the kind of pain and when he died, died begging for his mom . Im tired of pain. Pain you feel when you watch Something Like that, when you watch your big brother he looked up to you for your whole life died, died begging for his mom . Im here to ask you to make it stop. Stop the pain, stop us from being tired. George called for help and he was ignored. Please listen to the call that im making. Genders and racists have come together to demand a change, honor him, honor george and make the necessary changes that make Law Enforcement the solution and not the problem. Hold them accountable and when they do something wrong. We treat people with empathy and respect. Teased them, george wasnt hurting anyone that day and he didnt deserve to die over 20. Im asking you, is that what a black man is worth . 20 . This is 2020. Enough is enough. The people marching in the streets are telling you enough is enough, by the leaders, the people elected you to speak for them and make positive change, you had the opportunity. For the better, and i think it will. And i didnt get the chance to say goodbye. I was robbed of that. But i know he is looking down at us now. Period, look at what you did come up big brother. You change the world. Thank you for everything, taking care of us on earth and taking care of us now. I hope you found mama and you can rest in peace with power. Thank you. Thank you mr. Thank you for the opportunity to testify today, and thank you, and the need for transformative policies that promote for accountability which begins to imagine Public Safety and respect the dignity of all people. While the recent murder of george floyd at the hands of four minneapolis Police Officers put the issue of Police Brutality and the national spotlight, the outpouring of pain and anger is anything but a reaction to one isolated incident from the misconduct of a few bad apples. And, thats the violence of impunity, and we are now at a turning point. There is no returning to normal. We have to create a new way forward, one that does more than tinker at the edges that promote data in training. It is in imperative that we get this right and that the response in this moment reflects the movement for black lives. My tenure as head began to months after 18yearold Michael Brown was killed by Police Officer in ferguson. The Justice Department was hardly perfect but we understood our mandate, to promote policing. We opened 25 practice investigations to help realize greater structural and Community Center change often at the request of Police Chiefs and mayors who needed federal leadership. And who not only identified unjust and Unlawful Police practices but helps develop sustainable mechanisms for accountability and systemic change. Under attorneys general Jeff Sessions and bill barr the department has abdicated its responsibility and abandoned the use of tools like pattern and practice investigation. Instead it is focused on the accountability efforts and halting new investigations. The disruption of crucial work in the Civil Rights Division and bring forth accountability is deeply concerning. In the absence of federal leadership, the Leadership Education Fund launched a new era of leadership initiative, and outline proposals to build trust and communities, restore confidence in imagine a new paradigm of Public Safety. While much of these changes must happen at the state and local level, and including congress. More than several move forward on the path to accountability. The recommendations included the following. One, create a National Standard on the use of force. To prohibit racial profiling, to ban the use of choke holds end of restricting maneuvers. Five, prohibit the use of no knock warrants especially in drug cases. Six, strengthen accountability cases to prosecute officers that engage in misconduct. Seven create a National Police misconduct registry and eight, and qualified immunity. The congress was pleased to learn that it was introduced monday by both members of the house and the senate reflect much of this accountability framework. This is congress, by taking on issues critical to, and we will continue to work on it. Let me say in closing that police and reform alone is not going to solve the crisis that we are in today. This moment of reckoning requires leaders and ultimately shrinking the footprint of black and brown peoples lives. And it means shifting our approach to Public Safety to focus on criminalization and placing towards investments in economic opportunity. This approach will not only further equity but also constitute effective policy. When we stop using criminal Justice Policy as social policy, we will make Community Safer and more prosperous. Now its a time to pass lasting Accountability Measures and, we look forward to when those majors are signed into law. Now it is on us to change it. Thank you. Thank you very much. She is a mother, a business woman in the first black woman to become a City Council Member in lancaster, california. Angela is here to testify because of her brother, Dave Patrick Underwood. He was tragically and senselessly murdered in the line of duty two weeks ago in oakland. Ed if youve been listening to the start of this hearing, there will be a whole lot more and we will dip back in. House republican leader Kevin Mccarthy there after the very powerful words of George Floyds brother making a direct promise and saying, mr. Floyd, your brother will not have died in vain. So we will bring of that back in context of what watching. If i thought, i wanted to start with you. Those words from George Floyds brother, philonise, particularly when at one point he was looking up at one point at the sky, he set i hope you found mama and was talking about how he wants to see action, your thoughts . Obviously it was very moving, and, their experience has been cast on a national and even global stage which obviously makes it an even harder burden to bear. They want something good to come from the death of their brother. At one point he said to come make it stop. Talked about the fact that george called for help and was ignored and i thought it was also very moving when he talked about, when he watched the tape he listened to george call all the officers server, even the officer that there is some evidence that he knew and even had a difficult relationship with at work, was kneeling on his neck, according to his brothers viewing of the video. He was calling him sir as well. And on a personal level, you just cant help but be moved by his experience. Sandra im going to bring in, be the leaders of this country that this world needs, do the right thing. Juan, your thoughts so far on the hearing . I think its important to underline what martha just said. It was so emotional, and he said we will show you something, i can promise you that your brother george floyd will not have died in vain. Its across the aisles here that you see, people are acting with great restraint. They indicate the power of this moment, given what has happened, and Andy Mccarthy thought, we cannot leave out. They wanted to remind everybody that the vast majority of Law Enforcement offices are good. He mentioned this of course, after expressing his condolences to the floyd family. He reminded all of us that these are Law Enforcement officials that rushed into the twin towers after the terror attacks of 9 9 11. They react to all of this by defending the police. I think this is as far as it goes. There is a lot of power in their rhetoric today and the fallout of that unfortunately is that in the minds of people watching this hearing, the person that was confronted and they say the vast majority of the time, that is required to keep it, and it would be really bad to keep qualified immunity the way it is now. And thats terrible egregious abusive behavior, and its a very political moment where a sober thought is taking a holiday. We are calling this a moment for this country. The police angle, as they watch this debate. In some of them are vilified. We often see these moments and members of Congress Like to get on tv and sort of be part of this movement in america, they do solve issues, and its something that its a huge population. This is Angela Underwood jacobs, and he was an officer, and that he was down. And these men also per mike prefer to have their names known in the story. Im glad you just did that. I want to get back to something right before the hearing started. There is a meaningful change as i believe several Lawmakers Said on both sides but i believe andy was pointing to concern about a rush to judgment and washington coming in and overstepping. May be coming up with the wrong solution frankly and not getting at the root of the problem. How do we find meaningful refo reform . Its not something thats reactionary, and they have as something that is bigger, and what you want is a defective response. We have the opportunity, and i think weve seen that from senator scott, and also i think we have an opportunity here to talk about best practices. We dont need the no knock warrants. Thats how we handle these situations more effectively and that would be safer for police as well as for citizens and specifically citizens of color. Good morning everyone. I first want to acknowledge that mr. Floyd was laid to rest yesterday. I want to extend my thoughts and prayers to mr. Floyds family and community. To the men and women of the npd both our sworn and civilian members who have expressed to me the past two weeks that they are not that former officer who i refuse to mention his name in the space, i want to say thank you for your continued professional services Public Servants during the most challenging and dynamic situations that our city has experienced. To our citys residents and business owners, i want to say that i am deeply sorry for what you have had to endure as well these past several weeks. I wish that i could carry those burdens on my shoulders alone so that you did not have to. But i will tell you that i am committed to making sure that moving forward we will get better. As chief i took an both of office and ensuring that the citys residence residence, popd visitors, and im here to tell you that you will not be abandoned. The past several days ive heard from families and individuals who are concerned that if they were in need of a Police Response that they would not get one. But what our city needs now more than ever is a pathway and a plan that can provide hope, reassurance and actionable measures of reform. Because i work for and serve the people, and it will take time. It will be vulnerable and shaping, and identifying and tearing down those barriers that have crippled relationships with our communities and have eroded trust. We will have a Police Department that our communities view as a legitimate, and working with their best interest at heart. Today i would highlight a few of these key areas in my plan, over the course of the next several days and weeks. Beginning today as chief, im immediately withdrawing from the contract negotiations with the Minneapolis Police federation. I plan to bring in subject matter experience and advisors to conduct a thorough review of how the contract can be restructured to provide Greater Community transparency and more flexibility for a true reform. This is not about employees benefits, wages or salaries, but this is further examine those significant matters that touch on such things as Critical Incident protocol, use of force, the significant role that supervisors play in this department, and the process for arbitration. There is nothing more debilitating to achieve from an Employment Matter perspective then when you have grounds to terminate an officer from misconduct and dealing with the thirdparty mechanism that allows for that employee to not only be back on your department but patrolling in your committees. A second key measure of my plan of reform is to implement new systems that use research on Police Behavior to connect officer performance data and provided proven strategies to intervene. Now why hasnt reform in this area worked in the past . Economic experts who have studied this say supervisory action alone to remove problematic officers is very rare and significantly absent. We here in minneapolis will have the opportunity to use Realtime Data and automation to intervene with officers who are involved in problematic behavior. Im also very excited as i close my comments before questions, i also want to end by saying this. Race is part of the political system. We will never evolve in this profession if we do not address it headon. Communities of color have paid the heaviest of costs. And that is with their lives. Our children must be safeguarded from ever having to contribute to the horrific and shameful chapter of this countrys history. And those are the interest in the science of justices. I was born and raised in minneapolis, and since i joined the ranks of this department i have dedicated my service to not only helping but healing. And i will continue to do that. I also recognize that parts of this department have broken. I will not abandon this department now. History is being written now and im determined to make sure that we are on the right side of history. As far as questions go we will spend time taking questions for our local media first and that we will turn it over to the rest of the group. So if you have a question, raise your hand because the shouting stuff can be very confusing. Questions from local media to start. Eric . Chief you have nine City Council Members that are saying defund the police. And, im obligating, i will not abandon that. Our elected officials can certainly engage in those conversations but until there is a robust plan that reassures the safety of our residents, i will not leave them. I will not leave them behind. I have one. I know you spoke about withdrawing from union negotiations, putting them on the spot here, and how does that help you reach a labor deal that you would be happy with and the city would be satisfied with . I have had and continue to have very intentional conversations with the lieutenant. And i believe thats the way the paths should move forward. And while i wont go into the details i believe he knows that from my position, i will just say that ive been engaged in those conversations with him and i believe he clearly knows my position. Do you believe that bob kroll is willing to change and it willing to be part of the solution . I cared deeply about the ci city. Dads in our best interest, so i hope that he will do the same. I have heard from some rank and file officers that are very disappointed, i there is a fear that there will be a slow down, and the Minneapolis City Council or to your own efforts. There is no doubt that whatever city has experienced over the past two weeks has been dramatic not only for our residents but certainly the men and women, that it is the reality. So i have to make sure that they have spaces to heal as well, but i will tell you if i had conversations over the past couple of weeks, and, they continue to show up. Ive said before that hope is here and ive seen it play out in our cities. Ive seen it with the spirit and the character of the men and women on this department that would have continued to keep showing up. What they are experiencing is real, absolutely. And we move forward in collaboration with our community. Chief, you talked about racism and how we have to attack it headon in order to deal with a lot of problems. We talk about your personal battles for racism inside of the departments and what you had to deal with coming up the ranks . This is a 152yearold department and it has its culture. Some of that culture is good and some of that culture is grounded in the American Experience and reese is connected to that undoubtedly. My experience was bringing attention, and just the environment for all people that they would ask succeed and be supportive. An end we continue to lean and then use that lens i have. American policing in this nation, we have to a addressed the race head on. We have to do better, and ive been talking over the course of the several weeks with my peers with major city chiefs. I believe the will is there. It will be the greatest of service and policing. That will make a significant change nationwide as it relates to race and policing. You mentioned the use of Realtime Data, and thats what that means im at the community would expect that to mean. So what i can tell you is weve been very fortunate to bring on benchmark analytics, which is a national company. For decades, the traditional model has been that a supervisor has tried to we know that employees can change assignments during their careers. We do not have a systematic robust way of tracking that, no matter where the trajectory of that employee goes and that supervisor, we will have problems. We are not going to see it. We need to do it with Realtime Data, we need to evolve, and we are able to do this now, and we are very excited about this being part of the organization. In your view of the three other officers that were involved in the case were complicit in George Floyds death. Attorneys relates what two of the other officers have said, they were ricky copps, what is your response to that . The policy is that i put out for a department, those policies are not guided in years of service. Thats a two year member, five year member or a ten. If the policies, and the humanity is able to rise above that, so that is my answer above that. About those ricky copps, they were just a few shifts into the job. The only thing they had to rely on was their training. Does it show that the training is failing . What i observed, and its mindful that this case is under investigation, but what i observed was not training that i ever participated in, other officers participating in, and so i will go back to when i helped craft the ability to intervene. We expect you to whether its verbally or physically, and at the very least mr. Floyd was expecting that. Thats what we are saying. Number two, do you think that these two changes are going to be enough to make the sweeping changes of the department that people are looking for . When our members put on this badge, and our communities should not expect any service or treatment different because you are two days on or 20 years on. We expect you to serve in a manner that is providing communities with respect, dignity, giving them a voice and having neutral engagements. That is universal. And so, our community should expect us to respond. I dont believe that during mr. Floyds encounter with the officers, that he knew what years of service those employees or former employees had on but he was expecting humanity that day. And it was not. To make the sweeping reform that people are looking for, the two changes you announce today . These are just the two that im highlighting today. We will be doing a deep dive but i also wanted to say this again. Over the past couple of weeks i have been approached personally, emails and phone calls, from wideranging members of our Police Department and i have unequivocally said, chief, thats not who they are. They are in the communities and trying to reveal that trust. It will be a heavy left, it will be hard work but im determined that i will be on the right side of history. Ive spoken out in recent days, but that appears to be a very similar case. The family has been part of this lawsuit. Do you see a parallel between the two cases and are these officers being trained on how to restrain a suspect . Again, the current incident involving mr. Floyd has been under a thorough review from both the state and federal level. We certainly will do an examination of that. But again, our training is key in this and there is nothing in that training that should have resulted, in my opinion, that occurred with mr. Floyd. But we will obviously continue to look at our training and continue to look at it. You said you have internal support for this but he saw on facebook some potentially inflammatory content. It doesnt look like, at least some of the people are getting the message. Im familiar with what you are referencing. When i came into my roll back in 2017 and our vision statement, i specifically talked about social media. If you do not get a pass as a Minneapolis Police employee being able to put this uniform on, on monday, but then tuesday going home and the privacy of your home and putting out on social media things that you would not stand and do publicly in this uniform, i will not tolerate that. Two people have reason to doubt the sincerity of the department when things like that are showing up online . Absolutely. We are going to be judged by every single action, absolutely. So that is why it is even more indicative and more paramount that we understand and by the way, not only wil will we be jud by a single incident that occurs in our organization but we have the enormous responsibility of accountability to other Police Agencies across the country who are going to be impacted by an officers actions. Absolutely our community has every right to question our other employee is getting message, and its up to me to make sure that you are getting that message loud and clear of what we will and will not tolerate. Chief, i know youve had a couple of weeks. And did you think it was many belated . I believe some of that to still be true. They are still looking at that but i will still say this here. We had never experienced what we experience two weeks ago in the city, never. I believe that governor walz has indicated it was the largest call out of the National Guard in our states history, and there are many things that occurred. My heart hurts. If those individuals from out of state were here, people were in pain and we also harmed our community as well. Chief, can you take us through . Quite frankly was a mess down there, when people are not going to surround out and engage, we are not going to engage that. Can you tell us from the chiefs perspective, how did you arrive at that decision . Or was that you and do you still stand by it . I would probably require a lot more time today to go into all those details but i will tell all of you the night you are talking about, that was something that we had not seen, i had never seen in the course of my 30 plus years in this organization. We had multiple high risk civil unrest moments occurring. The third precinct had at some protesters who had breached the gates. At the same time, we had local businesses target for one, that was overrun by looters. We had Liquor Stores adjacent from the precinct that was overrun by looters and molotov cocktails wil were being made. We had an autozone tire store that was being looted, and when the fire started to come fire needed Police Escorts to get in and i had men and women within that building who for a practical sense, they were surrounded. If individuals had gotten inside and they were outnumbered, individuals of the officers in there, they would have been outnumbered, there was only a couple of ways that that scenario would have ended and none of them would have been good. I did not want to see Community Members severely injured, or worse. I also didnt want to see the men and women who wear the uniform injured or worse. Obviously i have been communicating real time, the dynamics on the ground that evening and at one point in time he gave me the directive that we were going to evacuate. Then i made the call for our teams to get the transport vehicles in there and get our folks out of there as fast as i could. My goal at that point, certainly for the community. And there will be reflection and i will continue to reflect on that. There will be after action reports on that. These decisions, you dont always have the comfort of time to look at all the other options and variables. The one thing i did know is that we had people who ran the risk of potentially being killed that evening. I hope that helps. Chief, weve heard a lot about how the police union can can prevent the change from being made. You remove yourself from that negotiation starting now, that presents a picture for people of the obstacle that is they are and how these changes could help break down that obstacle. So contracts have been in place and i want to say that i absolutely support the work of the unions, policing is very significant, the can legally unjustifiably take life. We are concerned about how those contracts are designed and the impacts that they had on them. And we should be aligning ourselves to that. If there are impediments in the way of human contracts, and we would explain why an employee who i believe should not be wearing this badge is working back in the communities, thats very problematic for me. So i need to as chief step away from the table, and these have sinchistorically been somethingn the way of progress. That is my intention moving forward. Would you say chief that it is that Union Contract thats standing in the way of all officers on the up and up, and we dont have an incident like we had here a couple weeks ago. I would think the traditional process in terms of the Union Contract are probably antiquated and as chief, i think now is the time to step away from that. And start a new. One other question about what started all of this, and i think again is to clear up what became the National Conversation about that 20 bill. What can you tell us now about cub foods, what mr. Floyd was doing, and we saw the rest. We could go over that detail why is that shed more light on that so that people have facts and can stop with their personal opinions which may not be true. I will just say this here, i havent dealt so much into the call specifics with the counterfeit bill and the original reason why our police responded, but i do know that there was a relationship to perhaps a counterfeit bill. But i want to be very clear. There is nothing, there is nothing within that call should have resulted in the outcome that occurred with mr. Floyd. I want to be very clear, there is nothing in that call that should have resulted in the outcome of mr. Floyds death. But we will be looking at all of these things during and after the reports, i appreciate the questions. You have said that being silent as complicit. In the short time that ive been back here, ive heard from a lot of people that say that third precinct is a bad precinct, a lot of bullies and bad cops, and chauvin was one of the good ones, someone told us. So if being silent is complicit, if you knew there were problems there why did you fix them . I have only worked the third precinct perhaps a couple of months and my 31 year career and so i have been throughout the organization. And so, the culture is one in which they can be very unwieldy but they have to continue to stay on it. I dont believe that every single officer that wears this uniform would have done things that occurred that evening. I have to continue to look at different parts of this organization, and they could foster negative relationships in our community. It is imperative to me that i have this organization that i can dole out policies, and that supervisor tonight that has stood before that roll call with he or she is officer, and that is more importantly, and we can break away from the subcultures of different things. Do you trust the commander of the third precinct . I have no reason not to trust the commander and of the third precinct. And a talk right now of body camera release from this, as the public outcry just to see the entire episode from the body camera of your officers who were involved in in floyds arrest . Right now, the minneapolis Police Department is being investigated by two separate agencies that we do not have the purview of being able to do that. It would have to be decisions by those two different agencies. The mayor has ordered in this case they have no control over the body camera footage . Thats correct. Thats the bigger question here, are you able to pursue her personally reformat . Absolutely. We are going to have to have the Community Support in this. Our Police Department is going to be here and we have to do better. Until the day that that is not the case, we have to be committed just each and every day. It will take time, it will take heavy lifting, and they will not let mr. Floyds death be in va vain, and we will not let the actions of a few tarnish, and continue to work so hard for so i do believe in that. What role do you think the public has to play in Holding Police accountable for your action, for example. This press release went out after his death, when he died of a medical issue or what have y you. With this have been something that had gotten on the radar . That is truly not only the people of minneapolis, what they have been questioning and talking about for a long time, but across the country. The communities are absent video, and you should never have to rely upon that. Im thankful, absolutely, that this was captured in the manner that it was. No excuse for the actions. If you are coming across something that looks not to be right, and i have a camera on my phone, do i pull it out as a citizen and recorded . Absolutely, record, call. Call a friend. Yell out. Call 911. We need a supervisor to the scene, absolutely. I need to know that. The community plays a vital role and it did two weeks ago, absolutely. Chief, you said earlier on the press conference that what you had observed on that videotape, and if thats true, where is the behavior that you did see, come from . I have struggled with when i watch that video. I did not see humanity. I did not see humanity. And so thats the only answer i could give you, i did not see humanity that day from mr. Floyd. We have rookie officers that are yielding to the experience of officer chauvin. Again, where does that sit, where does that come from . Again, and ive said this before, its a good question. We do not shape our policies based on your years of service. We expect it to be professional, we expect you to have a duty and care for life. And if you come into conflict with policy for a subculture, i expect humanity to rise above that. Earlier you described your decision in detail to let that third precinct burn, and my guess back up even more, how would you get to that point, and where you were caught flatfooted. There have been Public Statements since then, and this again was the the number of civil unrest. That to me, being on the ground, that appears to be organic. Its just based on emotion and reaction. Thats at what appears to be going on at once in key locations, had not experienced that before. Thats a combination of things and certainly something where i dont believe there was ever a playbook what type of order certainly during that eveni evening, because of the coordinated events that appear to be occurring, the preservation of life became the number one priority. And they could be protected to go in at any certain time. Preservation of life and property, it became preservation of life and its concerning to me to see all these others, like preservation of life which became the primary function. This could be the preservation of time, but, especially in the black community. Your message to the black community that have been screaming for decades that they are killing our sons, killing our fathers. Because of fear now and watching that video of george floyd over and over again, your message to the black community, and thats because of trauma. Many of the conversations that i have been having, and im leaning on them. Those experience trials and tribulations, those that have been here to fight down barrie barriers, and i believe we have the will and the experience to heal from this. They also know that organization and reform, its a process. This is not a sprint, but we have to do it right, i have to do it right. And rest assured again, they are also tired. They are tired of chiefs and politicians standing before them, giving them words. Hollow words and rhetoric. And they are demanding action, and its needed. That is my frame, my goal and my northstar compass moving forwa forward. Chief, you talked about how there is no playbook for what played out. How would you rate how your department handled this right . I will go back to preservation of life. Fortunately, or i should say sadly, there was one homicide that occurred during the course of those evenings. There was a gentleman who was shot and killed outside of a pawnshop and so that is being investigated. Our officers were not fatally wounded and our Community Members were not fatally wounded, so as i stand before you today, that is crucial, that is the most important thing for me but now i have t to go backwards and say how do we avoid that even coming to be . We should never want to, we should never have to experience that as a city and certainly mr. Floyds death was a catalyst to that. So that will also be driving me, but also preservation of life, when we look at the events that unfolded that night, in real time, is making sure i did everything i could to save liv lives. Chief. Where did ed we been listening to the police chief there in annapolis and weve also been keeping an eye on capitol hill. Dan bongino is now testifying. That was a tough video to watch. Police officer Dan Osullivan was a friend of mine. Went to a the Police Academy together. Dan and i were briefly reunited in 1998 but it was no choice location. I was reunited with dan in the hospital, he was hospitalized with devastating injuries after pulling over or off duty to assist the driver in a critical emergency situation. He was hurt, badly. Dan was the very essence of a Public Servant. Dan put himself last while giving himself to the safety and security of the public he served always first. That was the dan that i knew. Between my employment with the nypd and United States secret service i had the honor and profound privilege. Sadly i cant even recall the names anymore. These are good men and women. Yes, as with any profession they are officers, no question. Some will cause trouble and sometimes worse. Youve seen that. In my experience, this is a rare, becoming rare. The secret Service Members joined nypd and the Fire Department on that tragic day of 2001. What they did was sprinted into those burning buildings and personally escorted people out. Those buildings collapsed taking many of those brave souls with them. Everyone else was evacuating. These are the types of people that are honored and deeply privilege to work with. Public safety came first. Everything else came second, sometimes, they are the police people. Its not some amorphous mass, your community and my community which will do nothing but ensure chaos and construction. Putting themselves between the evildoers among us, yearning for prosperity. We can do it without shredding the thin wall between civilization and chaos. There are a few jobs in the country as stressful as policing. I receive an email or a text a few times a year. They knew someone they worked with. God forbid you found out a coworker of yours was killed or injured in the line of duty in the course of doing their job. You got the text, you get the text a couple times a year, thats policing and thats what they do. They risk their own lives for yours. I spoke at an event for Police Officers a couple years ago and the spouse of one of these heroes said this. She said it, the most wonderful sound in the world for the spouse of a Police Officer is a sound of velcro at night. You may be saying why velcro . Because of how a Police Officers body armor is secured to their body. When that body armor comes off, the family and these heroes know that they are finally home safely. I asked for you please, stop this abominations been wanting you are listening to dan bongino, speaking out very strongly and emotionally there on behalf of the Law Enforcement officials all around the country. Remember, we heard testimony earlier from philonise floyd, the brother of george floyd who was very emotional as well and is talking about how he does not want his brother to have died in vain. We have ted williams, the former homicide detective on the phone right now. What are your thoughts . He says hes not going to abandon his people, and dan bongino, some emotional test of money they are talking about how police cannot be defunded. This is a very emotional time in the history of our country. This is a very emotional time when it comes to individuals and their thought patterns toward Law Enforcement. Dan bongino is apsley correct, there is no way you can defund a Police Department and when you listen to the chief of police out in minneapolis there, he has the Monumental Task because he announced two things that he wants to do. One, he wants to withdraw to the Union Contract as it pertains to discipline, the withdrawing of the contract is going to be his most difficult task. In light of the fact that this was a bargain for a contract and i think youll find that the union will fight on that, and i know that when they bargain for these contracts, its very difficult for them now to relinquish and the Early Warning signs that say unit that will be able to use social media sites and also use the computerized systems to bring in an Early Warning system that should warn him and other officials within the Police Department about bad Police Officers. When you look at the fact that the city council out in minneapolis is talking about eradicating and getting rid of the Police Department, that puts fear into all citizens. You cannot eradicate or get rid of a Police Department because if you do so are playing right into the hands of criminals who are waiting. Just to take over a city. You cannot let the criminal element take over a city. Sandra teta, its sandra here. Weve been listening to the hearing on capitol hill, and earlier we heard from George Floyds brother, making a very emotional plea during this moment. We also brought in your police chief there in minneapolis, reviewing the events and taking questions on the day that george floyd past. You get the sense that so many people are talking about the momentum behind change right n now, and that should be some sense of an agreement. Radios see that Common Ground . The president of the United States has also said that he wants to change Law Enforcement. We have to be careful about overreaction. I am saddened by the death of mr. Floyd but we cannot overreact, and we are very careful that in doing so we wound up harming citizens. So i think there is a balance. You can eradicate perhaps the choke holds, you can bring a new visionary tactics. You can look at Early Warning signs as it pertains to Police Officers. You can even go to the point of talking about being specifically raised within Police Departments to bring about change of a mindset, but all of those are things that should happen within a Police Department and im hoping that congress will be able to look at some of these things.
