They have identified him as 50yearold william bryan, jr. , he faces charges of felony murder and criminal attempt to commit false imprisonment for the charges stem from the february 23rd incident he captured on video showing two white men confronting the black jogger, 25yearold Ahmaud Arbery was fatally shot. So how do you do this . How do you get them to be incentivized to come back . Number one, got to make sure the protocols are in place for safety. A lot of the lowest paid workers in this country are in high contact businesses. Theaters, sports arenas, the service industry, restaurants. So those may very well be the last to come back in some cases. And so youve got to make sure that they understand how the cleanliness operations are and take out the fear certainly but also the government is working at this moment to try and tweak i know the spa loan situation, they are actually altering the original plan, maybe they extend the eight weeks to 16 weeks perhaps. Only for those industries that will come back last. My opinion is yes, there are some health risks, warned against cavalierly dismissing those but we do know that covid has been less damaging to young people even though they may carry it to older people. So i think most principles are making plans now to go back to school in august because any teacher can tell you there are other risks. The risk of social, intellectual, emotional damage to a child who might lose an entire school year, and we want to avoid that. Sandra they were so much to dig into their because how do you handle the reopen when it comes to testing, social distancing, wearing masks, what do you believe is the biggest thing we are going to have to rely on to get those kids back in the classroom . The obvious things that we already know about. In the classroom, children should have on masks. Number two, social distancing is still important. That means changing some schedules, and then unions and the governments are going to have to relax some of the rules and give the schools more flexibility in scheduling their classes, having smaller classrooms, staggering classes so that you might start early. The schedule might begin early. Many colleges are starting early in august and going home before thanksgiving, so they avoid the peak of the flu season. Schools dont have the same problem of kids going all the way home during thanksgiving, all the way home during christmas, but they might consider that schedule change as well. Flu shots and pneumonia shots, and there should be, but its the usual thing. Social distance, wash her hands, stay apart from one another and then regular testing. You find a child in the classroom who is infected, he or she has moved from the classroom, you test the other children and make sure the school is safe. Sandra that sounds like a lot for americas Public Schools in particular to take all of that on, and i know you have put a lot of emphasis on the ability to test, senator. Right now, roughly 3 of our countrys population has been tested. We are now conducting 350,000 tests per day, and hhs is estimating that we could perform up to 50 million tests per month by september. How critical is our ability to test, and do we have the capacity to test enough to safely get kids back in school . I believe that we do and we are going to have even more tests. Keep in mind that we are testing this month about 10 million times but that is twice as much as any other country, and if we go up to 40 or 50 million, that is four to five more tests by september or october. In addition, dr. Francis collins has created a sharp tank over the National Institutes of health to put out all the stops to create tens of millions more tests that are quick, accurate, and get a rapid result. All the people who come in and out of the school, anyone who is having a symptom, a whole class, if the class has one person and it was infected, and some schools may be able to test the whole school. Sandra it is going to be fascinating to watch. Meanwhile a lot of talk about the movement out of these concentrated big cities, obviously new york is one of them into the suburbs, many parents feel like they wont be able to safely see their kids go back to school in new york city. The New York Times writes about that this morning. In it, people do had to greener pastures, they suggest that the city can see at least for the time being a shell of its former self. They say activities people once took for granted like grabbing drinks at bars are picking up medication at pharmacies at any hour. In they are seeing an uptick in phone calls because some parents think they might be better able to handle the situation in the fall or not have to shut down like the Public School system. So what is your thinking on that front . I think its a natural impulse. Weve had a movement back and forth from suburbs in the country to the cities and then back again over the years. I think youre seeing that now, theres a real interest in being places where you know you can be safe, and if youre not at home alone, the next best place to be is out taking a walk in the fresh air was somebody not right next to you. And so a lot of interest in that. Now, things will be different in a year. By the time we get the second semester of school in january, they will be more treatments, more tests, the first of the vaccines, and when everyone has a chance to have a vaccine hopefully, then this will become another disease, another virus like measles or other diseases we weathered in the past. But for the next year, there will be a lot of changes in our society and in our schools and colleges. Sandra before i let you go, i know you were in selfquarantine for two weeks because you had a staff or test positive. I think by counting the days, you should be at the tail end of that quarantine. Are you planning on making her way back to washington . The answer is yes. I got a call this morning that said the test i took earlier this week was negative, and thats a pretty good example of what happens here. I was exposed, i was with someone for 25 minutes who tested positive, so i took two weeks. I stayed away from other people during that time, i was able to go down to my local Health Department earlier this week. There wasnt a long line. I got a free test, and i got a call back that said it was negative. So as long as thats available in schools and colleges and across our country over the next few months, we are going to be able to go back to school, back to work, and hopefully out to eat. Its being carried out in republican states, its being carried out in democratic states, there is no indication that mailin voting as opposed to in person voting tends to Favor One Party over another. Anything, it tends to favor republicans because the people talking outside of a pandemic who historically have tended to vote most often by mail our elderly people, people over 65, and they tend to vote more republican than democratic. So have there been some cases, yes, and theres an issue sometimes with whats called about harvesting where instead of mailing in your ballot, youll get people who will go into a community and vacuum up, collect all the ballots and say they will take them in, and then the danger of course is they will discard the ballots from neighborhoods that they think are going to vote for the other party. Weve seen that in north carolina. There was a big case involving a republican who did that, and it helped a republican win the election. Was so serious they had to have a new election. Its happen sometimes in california. But when people get their ballots and mail them in themselves, no history of fraud at all. Ed what do you say to dan patrick the Lieutenant Governor, republican from texas who is just on the program and said we all have an experience where you get a package from amazon and swipe from the front porch, if i am in the Election Office in texas or washingto washington, i mailing a voting ballot, how do we know that youve actually received that in someone else didnt swipe it and then send it in . I suppose they were all kinds of questions one could indicate. First of all in the case of michigan, the secretary of state was not mailing out mailin ballots. She was mailing out applications from people but to get mailin ballots. What he saying is you cant trust the u. S. Mail. I dont know, that strikes me as kind of a reach here, and the history is that mailin ballots are honest, and there was a very little indication of fraud. Since 2000, there have been billions of ballots cast in america, and i think the total number of mail fraud cases is less than 1,000. So were really talking about a very, very small percentage. And again, we dont know what the situation with the virus is going to be in october and november, but dont we want to make it as easy for people to vote as possible especially since there is no indication of fraud . As you know, there were a lot of Small Businesses and may be some corporation to survive right n now. It seems to be a curious Economic Strategy right now when we have 15 unemployment, and we seem to be headed in all likelihood by the end of may to 20 or even higher unemployment, and as you say, a lot of corporations, Small Businesses, and major corporations that are hanging on by their fingernails if they havent already gone under. So it seems like a curious Economic Strategy. My guess is he is not going to be able to raise this this year because he is not going to be president even if he gets elected, it wouldnt be until next january when Economic Conditions could be considerably different. So i think its less an economic statement than it is a political statement on his part that with the little guy, im with the main street, not with wall street, not with the big corporations. The numbers indicate that may be happening, and so i just think joe bidens attitude is reflective taking advantage of that population in their voting for a long time and theyre not necessarily in just a backandforth, they want some real answers and solutions to the problems that we are facing. Sandra its a fascinating interview all just getting a first look at it and was continually pressed by the interviewer there. He was on about the conceding it was damaging to the black community, but to go back to katies point, the interviewer made the case, this is not about donald trump and line of questioning. This is about getting something done for his community. How did he handle that . I think we only saw a brief bit of it, so i cant give you a full answer, but clearly what joe biden is trying to do is say look at his record, and he does have a record. So if we talk about the crime bill which has become a hot item if you recall attacked on that basis during some of the democratic primary debate, he has a strong argument there in the Congressional Black Caucus supported it. Most black politicians, mayors, and city councilman in this country supported it at the time to try to get crime under control. I think now you have a black lives movement that is not as much black establishment thats making the case. A lot of people were incarcerated, and they are objecting to it on that basis, but i dont think thats going to sideline joe biden with the black community. Katies point is well taken, that biden has to lay out a list of priorities and things that he is focused on not just antitrump, and that has to co come. Sandra i dont have the sound, but i can tell you the radio host said take a look at my record this is joe biden responding to the radio show host, take a look at my record, man. I extended the Voting Rights act 25 years. I have a record that is secondtonone, he responded. The naacp endorsed me every time i run. Come on, take a look at the record. A record is one thing and that is fine but we are not just talking about the past 30 years of joe bidens career, people want to know what the next four years if he were to be elected would look like and President Donald Trump also has a record on this. Hes done a lot with the economy before the pandemic in terms of black unemployment, and so records are something that you can look at certainly, but you also have to look to the future and joe biden doesnt seem to have anything besides ive been in washington for 30 years and these are the things that ive done. One is absolutely right the 1994 crime bill that joe biden supported was supported by a number of africanamerican leaders at the time and for a decade past that, joe biden has done a very poor job of explaining why it was necessary and instead just trying to give a one sentence answer and doesnt explain how it actually was supported by people in that community. As to what they are doing as they are double dipping and they like the idea theyve got the enhanced Unemployment Benefits but they dont want to come in unless he throws them some more cash. First of all, thats not appropriate, not supposed to do that but how do these businesses compete with the Unemployment Benefits that might be more than these workers are actually. And we dont want anyone to be hurting out there we want them to survive to get to the other side of this, but i think the 600 bucks for the law. The government does anything else, theyre going to have to start to lean that down. We saw this also after the Great Recession with extended unemployment. Put out a piece of me in 2013 the timing and generosity of these extended benefits, cant actually backfire where people wait until the very last moment until all the extra benefits have been exhausted and end up being unemployed for even longer than they mightve been otherwise. So its a delicate balancing act. First of all, very important that people learn from mistakes. Is clearly a mistake sending these people to the Nursing Homes without having done the necessary preparation in the Nursing Homes, teaching the staff in the Nursing Homes, providing the ppe in the Nursing Homes has been done now. Whether there were appropriate guidelines in place before the state, we can argue about that all day and all night, using a little bit of logic. Obviously we dont want to take people who have an Infectious Disease and concentrate them in a place that doesnt appear to receive them. Sandra andrew cuomo defines that and says it is cdc guidance that a nursing home could not discriminate against a covid19 patient and they have to take the patient, a case for freeing up space in hospitals and emptying some of those beds back into the Nursing Homes. Here he is defending his actions in his own words. Its because the state followed President Trumps cdc guidance, so they should ask President Trump. The cdc guidance said a nursing home cannot discriminate against a covid patient because at that time, the issue was Hospital Capacity. Sandra so how do you respond to that . Of course youre not supposed to discriminate against anybody. All the federal guidelines say that about everything. Thats a ridiculous argument. Obviously, you want to accept people if you have provisions and have taken the appropriate safeguard, but you just cant say lets bring somebody with tuberculosis and here because we are not supposed to discriminate against them without having prepared for that. And that makes absolutely no sense whatsoever to a republican, democrat, or anybody with a brain. Sandra here it is, so many fingers being pointed in different directions, he said there is no need for a federal probe. Is there a need, mr. Secretary for a federal probe in the tens of thousands of nursing home deaths . It would be good to make sure that we know what the weaknesses were so that we could correct them. Obviously, there could be a whole bunch of reasons why they changed it if people change attorneys, but there have been questions about her accounts. Yesterday, we had she had served as an Expert Witness in some trials and we saw yesterday a series of stories of people going after her saying she overrepresented her credentials and was a trustworthy witness and they need to revisit all of those trials in which she served as an Expert Witness. It is a sign that if you pop up in a highprofile thing like this, everything is going to be scrutinized and questions are going to be raised. Ed i just want to get another fact, i didnt want to misquote it. By no means is this a reflection on whether senator biden sexually assaulted reade. Our view is the same held by the majority of americans and they go on to say we generally wish her well, hope that she is a survivor and we would continue to represent her regardless of the alleged creditor status or politics. They were sadists, they were thieves, and i think you let go of more than 8,000 people who were terrible trying to fire them for years and that didnt take care of our vets. Just the opposite. And our military was depleted just like the shelves empty for medical equipment. We didnt have ventilators, didnt have testing, didnt have anything and now we have great testing, the best in the world. We have great ventilators making thousands and thousands of them, and we are actually now so loaded with ventilators that we are helping other countries. And therefore saving lives also. But our American Military with 281, thats a lot of planes, f35 fighter jets, the best in the world. 453 abrams takings, 14,400 Tactical Combat vehicles, two aircraft carriers, two additional battleships and much more all made in the usa so importantly. We are giving our Service Members the resources, tools, and equipment they need even getting brandnew beautiful uniforms. Doesnt sound like much of i told you what it cost, its a lot, but the army has new uniforms, and they are gorgeous. We passed the largest reform of the department of Veterans Affairs and the history of the department including the accountability and removed 8,500 va workers who werent doing their job, were taking advantage of hurting our vets. The percentage of veterans reporting they trust services. They trust services, so they report and they say they trust services has reached the highest in the history of the va. Thats a big statement. So the percentage of veterans reporting so it is now the highest in the history of the service, satisfaction with that hazard reached 89 and we are not going to rest until we have it at 100 . Is called prevent task force. Big difference between now and the way it used to be, right . Big difference. I also formed ive got to be careful when asked that question, sometimes someone can say, we used to like it better. That would not be good, right . You know that would go in the figures immediately, write to mike thats all it covers. After be very careful, but thank you. I also form the task force to fight the tragedy of veteran suicide, which is an unbelievable tragedy. We actually have medications that we are working on, they have one from Johnson Johnson which is an inhaler. It has been very effective. Weve ordered, i think, thousands of units of that. Thousands and thousands, and reusing it. When the invisible enemy struck our country, by administration quickly secured va medical facilities. We are keeping the sacred covenant, we are protecting those who sacrificed so much to protect us. I was very early. In fact, out of many, many people, i was the only one that wanted to do i guess i was only 11 that mattered, but i gt china out of the United States. I put a ban on china in january, and i took a lot of heat. Joe biden said, hes xenophobic. Thats right, yeah. But a month later he said i was right. As you know, dr. Fauci, a good guy, says, you dont need to do that, and later on when he saw that i did it, and when we kept thousands, tens of thousands of people out, he said, donald trump saved thousands of lives, tens of thousands of lives. And we did. We did a very early and that was very important. The ban on chinese people, people from china, coming in. I was seeing how badly infected the one area, wuhan, was. So i put a ban on, and many people thought nancy pelosi, a month later, was in chinatown in san francisco. Shes dancing in the streets of chinatown trying to say, its okay to come to the United States, its fine, its wonderful, come on in. Bring your interaction with you. They are going to be opening up very soon. We want our church is open, we want our places of faith, synagogues, we want them open. Thats going to start happening. I consider them essential, and thats one of the things we are saying. We are going to make out essential. You know, they have places essential that arent essential, and theyve open, yet the churches arent allowed to open. In the synagogues. Again, places of faith. Mosques. Places of faith.
