Fauci said the drug is an unproven therapy for covid19. Navarro says its worth a shot at a time like this. The dispute which took place on saturday first reported in axios. Navarro confirmed it on fox a few moments ago. Ill let tony speak for himself. He takes the view that it is important to have controlled studies, randomized studies and to go through the signs and come to the end and determine whats going on. As a social scientist myself i totally agree with that. There is also the point of view were in war, President Trump is a wartime president in the fog of war. We might take more risks. Overnight Senate Minority leader Chuck Schumer spoke with the new white house chief of staff mark meadows and schumer urged him to have President Trump fully invoke the defense production act and also asked him to appoint one person within the administration to handle all of the distribution of medical supplies and equipment and schumer even floated some top senior military leaders for that job. Very unclear at this moment if the white house would be open to that. One more thing the Vice President will be talking on the phone later this morning with governors from across the state. So far all but nine have issued some kind of formal statewide stay at home order. As of now Administration Ed congress approving officials are saying no trillions of dollars to try to nationwide stay at home order. They are sticking by that. Stimulate the battled economy ed kristin fiesher live at ear marking hundreds of billions for Small Businesses the white house. Ravaged by the slowdown along sandra a fourth coronavirus with increased jobless benefits. Relief package facing a setback gerri willis reporting on all this. Fewer workers. There is no question we have to now, the devil is in the details when it comes to applying for this thing. Do more. The stimulus that we have put we spoke to two folks eric and out is certainly good but so much of that money is not going jennifer how theyre trying to access the program. Listen. The chairman of the senate as we can and my wife has republican conference and medical doctor as well. Good morning and welcome. Probably studied this bill just good to be with you, sandra. About as much as anyone out sandra so do you believe there. If you made a mistake on that a fourth stimulus bill will be needed . Your application then you have to be bumped to the back of the before getting to that let line and start again. Me first say as a doctor and thats really scary. Senator i want to make sure people are taken care of in terms of their health and so job number one, you want wellbeing. To reach out to your lender. This will be a critical and thats the first thing to do. Crucial week in america. The more people can do to stay your lender, somebody you at home, to wash their hands already work with knows your frequently, avoid touching details and speed it up on your their face the better it is going to be. Application. With regard to a fourth get the application at sba. Gov. Straight forward, only two stimulus i spoke to the pages. President and senator mcconnell they want you to certify that you will use the money to pay this week. First we have to make sure that this last bill the cares act employees wages. Also avoid the bundlers. Actually works to get relief to there are a lot of companies the people that need it, which out there online purporting to is just about everybody in america. Give these loans. It may not be true. To make sure that the Healthcare Providers get what you must reach out to an fdic they need and to make sure our Small Businesses are able to get these loans. We put out 17,000 loans insured lender. The treasury is working with already, about 5 billion. Those. Secondly jobless benefits. You could be eligible for an there is 350 billion in the project. With regard to a fourth package additional 600 a week for up i believe there will be one but to four months. I have to tell you there is no you qualify if you are unable way that nancy pelosi can once to work or working fewer hours. Again bring to that her list of your workplace is closed. Maybe you are a caregiver to somebody who is affected by liberal leftist approaches of the Green New Deal and election covid19. You could get this extra money. Reform. Things she is talking about. Stimulus that with that was kind of the standard what bipartisan. How do you keep the approach to theyre doing now. Dont be embarrassed. A lot of people are doing it. Relief for americans bipartisan ed it is wonderful to see when clearly nancy pelosi is making the case for more you back as well. Stimulus and Mitch Mcconnell thank you. Sandra fox news alert now saying hold on, lets wait and Governor Andrew Cuomo from new see. We actually had that process york state is set to hold his in a very bipartisan way in the Daily Briefing at the top of the hour as we see signs of senate before nancy pelosi came in with this big liberal wish hope emerging from new york. List. Now she is trying it again with we will have the latest straight ahead. Phase four where she wants tax breaks for millionaires in the blue states. Well, thats not going to cut it either. If we get to a phase four and were at a point where were beyond in and have the disease behind us and stimulate the economy. One thing weve been talking about is the infrastructure bill. A bill that came out of the committee in the senate that passed 210 every republican, every democrat has voted for it. We ought to stick with the bipartisan things that work rather than the sort of things that nancy pelosi is trying to bring to the table to take the country in a direction that the American People say lets deal with the crisis that is affecting us right now. Sandra well, senator, you do come at this from a unique perspective also being a medical doctor as well as a u. S. Senator. Dr. Fauci was warning against the dangers of those states who have not implemented complete stay at home orders, wyoming is one of them. Here is dr. Fauci. The tension between federally mandated versus states rights to do what they want is something i dont want to get into. If you look at whats going on in this country i dont understand why were not doing that. We really should be. Sandra is that something that should be considered for y . You can always depend on the people of wyoming to do the right thing. We have a state of emergency in wyoming. Anyone coming into our state there is a 14day quarantine. People are staying at home. Remember, people are spread out here. We only have five people per square mile and socially distancing the entire 130 years weve been a state. We survived by people helping people, neighbor helping neighbor. Right now we have 200 cases. No deaths. We hope to keep it that way by continuing to do the right thing. Sandra whats the risk or harm in issuing the stay at home order statewide . Well, people are staying at home in wyoming so it is being done already. I think the governor has struck the right balance. This is the people of wyoming know whats best in wyoming. Well continue to do that and continue to follow all of the recommendations that are there in wyoming. People are really staying home. If we go to the Grocery Store people are Wearing Masks and keeping distances, special hours set up for seniors. But it is a state where neighbors help neighbors and well continue to do it that way. Sandra the sign of unity is something we can all come to appreciate during this difficult time for our country. Appreciate you coming on the program this morning. Great to see you. Thank you, sandra. Sandra thank you. Well have more reaction on that fourth possibility of that fourth Coronavirus Relief package a bit later on in the show. Texas senator ted cruz will be joining us next hour top of the 10 00 hour eastern time. We look forward to that. Ed. Ed new york is the epicenter of the nations covid19 outbreak data shows new orleans, that area, has the highest per capita death rate in america right now. The governor of louisiana warning the state will soon have more patients than available equipment. Watch. We now think its probably around the 9th of april before we see our Ventilator Capacity based on the current number on hand and that were a couple of days behind that on icu bed capacity being exceeded. So as we achieve success in slowing the rate of spread, we also push out that date. Ed colin arnold is the director of new Orleans Office sandra a while, the pandemic is bring americans of Homeland Security and together in ways that we rarely see. Emergency preparedness and joins us live now. Now some of those on the front lines are telling their stories appreciate you coming in, sir. Your gafsh nor says you are and video diaries, thanking every day americans who are running out of ventilators and you are three days away from helping them. It doesnt charge any patient hospital or Health Care System we have had over 4,000 cases for any thing. It relies on donations. And 161 deaths as of today. I want to thank all the people have donated equipment, ppe, gallons, goggles. Were opening up a medical unit im very impressed by the people have stepped up to the plate to in our Convention Center this morning. Help professionals, emts, it will be 1,000 beds. Especially icu rooms is crucial. The ability to free up sandra ed, its such an ventilators is crucial. Honor on our Program Every we have gotten 350 from the morning to have the mix of federal government. Were appreciative of that but hearing from the doctors we need more. I know that is being themselves, but to hear from communicated at all levels. Those frontline workers telling us their stories. It is amazing, youre right ed what kind of response are you getting from the white house . There in new york city, 7 00 do you feel like you are getting enough from the federal every night people open their government . Windows and bang the pots and tell our viewers beyond the pans and yell for those ventilators we mentioned, what frontline workers. So many stories like that other critical supplies are you running out of . Emerging from this dark time. Ed i hear it every night and shout along with the people well, ppe is a huge issue my neighborhood. You were talking to Jonathan Morris a moment ago nationwide, globally really. About pope francis. Yesterday i wrote it down, he i cant understate we continue was talking about directing the to pursue the avenues to get young people. He said, dont be afraid to ppe where we can but we also serve god and others. Those are the real heroes. Need that federal support there. We have had good communication he pointed to the First Responders as you just did. With the federal government thats awesome. Sandra it was a remarkable through our state as well. Were working together. Message. Great to be here with you, ed. I think it is just an issue of materials more than anything see you tomorrow morning. Else. Outnumbered starts right now. We need them. Ed absolutely. And an Important Message to get out. As you understand you as a melissa fox news alert, we are awaiting remarks from local official in a city and new york Governor Andrew Cuomo, as the empire state sees its state officials, federal officials being questioned first daily drop in coronavirus maybe what they could have done deaths. Before. Your governor was asked and as the battle against covid19 appears to be reaching yesterday about new orleans being a hot spot now after what a critical stage. Happened in mardi gras. White house Officials Saying lets listen to that and give some of the hardest hit cities, you a chance to respond. There was not a single including new york, detroit, and suggestion by anyone, a doctor, new orleans, could see infections peak in the coming scientist, political figure days. Right now there are nearly that we needed to cancel mardi gras. You know, in february we had a 338,000 coronavirus cases in the super bowl and it wasnt canceled and so forth. United states, with at least i look forward to at some point 9600 deaths. Being able to figure out at the president exactly what role that played but right now that is not our focus because it doesnt tell us what we need to know in order to go forward and save lives. Ed what have you learned so far . I know you are in the middle of the crisis and it has to be your focus, but do you have any regrets about mardi gras . No, i dont. Clearly the governor echoed i would echo what the governor said exactly. Weve talked about this. There was no indication of any type of reason to cancel. Clearly having a million half people in your city at one time watching parades and in proximity was a factor in the Community Spread that weve experienced here but that is hindsight. Right now were in a crisis and were fighting it and thats what we need to foix on. Ed your city went through a lot of tragedy around katrina. Everybody trying to get equipment to you. You have a big job. Thank you for talking to us about it this morning. Good luck. Sandra the u. S. Northern command deploying more than 1,000 military medical personnel to support healthcare workers in new york. We are live at one of manhattans makeshift hospitals with details. Plus Queen Elizabeth rallying the british people in a rare televised address as Prime Minister Boris Johnson has been hospitalized. It happened over the weekend. A live report in london on all of that coming up next. We should take comfort that while we may have more still to endure, better days will return. We will be with our friends again. We will be with our families again. We will meet again. I knew about the tremors. But when i started seeing things, i didnt know what was happening. So i kept it in. He started believing things that werent true. I knew something was wrong. But i didnt say a word. During the course of their disease around 50 of people with parkinsons may experience hallucinations or delusions. But now, doctors are prescribing nuplazid. The only fda approved medicine. Proven to significantly reduce hallucinations and delusions related to parkinsons. Dont take nuplazid if you are allergic to its ingredients. Nuplazid can increase the risk of death in elderly people with dementiarelated psychosis and is not for treating symptoms unrelated to parkinsons disease. Nuplazid can cause changes in heart rhythm and should not be taken if you have certain abnormal heart rhythms or take other drugs that are known to cause changes in heart rhythm. Tell your doctor about any changes in medicines youre taking. The most common side effects are swelling of the arms and legs and confusion. We spoke up and it made all the difference. Ask your parkinsons specialist about nuplazid. Ed as coronavirus continues to spread around the nation, nine wisconsin mayors are calling on the state to postpone tomorrows primary election saying it could put hundreds of thousands of people at risk. The governor is wanting the legislature to send in absentee ballots instead about growing uncertainty about the Democratic National convention. Joe biden said the party should start thinking about alternatives. We have to do a convention. May have to do it virtually. The idea of holding a convention will be necessary but we may not be able to put 10, 20, 30,000 people in one place. What we do between now and then will dictate a lot of that as well. My point is you have to follow the science. Listen to the experts. Ed former Vice President maintains a wide delegate lead over bernie sanders. Sandra british Prime Minister Boris Johnson hospitalized in london yesterday 10 days after he was diagnosed with covid19. As Queen Elizabeth delivers an uplifting message to the british people and the commonwealth in a rare televised address. Benjamin hall is live from london with more on that. Good morning, benjamin. Good morning. Two totally different stories out of the u. K. One hand you have the uplifting rallying cry to the people by Queen Elizabeth calling for national unity. On the other two hours later you have Boris Johnson heading up the nations Coronavirus Response and task force being taken to hospital himself as his doctors say for precautionary tests only. We dont know yet what tests he has had but he tested positive 10 days ago and had continued to oversee the government response ever since while isolated in downing street. He did spend last night in hospital but just in the last hour he tweeted this saying last night on the advice of my doctor, i went into hospital for some routine tests as im still experiencing coronavirus symptoms. Im in good spirits and keeping in touch with my team as we Work Together to fight this virus and keep everyone safe. The news came just a couple of hours after Queen Elizabeth gave that rare address to the nation. Only the fourth time in the history shes done so. Speaking from Windsor Castle she drew on her own wartime experiences promising the nation would rise to the challenge. I hope in the years to come everyone will be able to take pride in how they responded to this challenge and those who come after us will say the brittons of this generation were as strong as any. That the attributes of selfdiscipline, quiet good humored solve and good feeling still characterize this country. The u. K. Is locked down approaching the peak of its pandemic. 50,000 are infected, 5,000 dead and that figure expected to rise by almost 1,000 a day for at least the next few days. Boris johnson were awaiting the results of the tests he has done. They havent ruled out a prolong stay in hospital for him and in the meantime the Cabinet Meeting dominic rob the foreign minister will take his place. Sandra. Sandra Benjamin Hall in london. Thank you. Ed thanks, a glimmer of hope in new york today as the state sees a decline in coronavirus deaths. Dr. Nicole saphier jointion us next hour on that and stock futures are up as some of the hardesthit countries may be starting to turn a corner. Maria bartiromo joins us for the opening bell on wall street. That is next. President trump its all about employment, its all about jobs. I want you to keep your jobs. Sandra trading is now underway on wall street a few seconds ago, the opening bell ringing. There you have it. 915 point gain right out of the gate this morning. Maria bartiromo joining us monday morning as we kick off a brandnew week, she is host of mornings with maria on the Fox Business Network. What do you attribute the gain were seeing on the screen right now . We did get optimistic tones. A little bit of an optimistic sentiment last night from the president as well as Governor Andrew Cuomo. When you start looking at the number of deaths on saturday versus sunday. So that little decline is indicating that maybe the pace is slowing down a bit in terms of the number of deaths in new york. A hot spot in the country. As a result the market looks at that saying okay, we have that and we also have some treatments right now that were talking about. Hydroxychloroquine working with z pac even though Governor Cuomo doesnt want the flow of that in new york. Youre seeing evidence it is working. Wall street is seeing this and saying maybe wefr were getting to a point where we can see clarity. We have a vision in terms of when the economy will open again. Make no mistake we are going approaching the worst twoweek period as you know the president has called the next two weeks horrific and even dr. Birx and wear masks. Were at the beginning of the peak. I think when wall street sees what is going on in terms of treatments and efforts by the pharma efforts for a vaccine and new numbers from new york there is a glimmer of hope and whats riding the market and dictating moves for sure. Sandra you have a market looking at the white house and the administration and this lending hand to Small Businesses. There has been so much concern about just how hardhit our economy is specifically those Small Businesses. Here is the American Bankers Association giving the whole plan a lot of credit saying quote now that sba and the Small Business administration and treasury have shared key Implementation Details and made important changes to the program, i expect banks of all sizes will participate and provide the financial lifeline to Small Business customers. And maria, thats what we were waiting to see. Were they going to get those loans once they were available and applied for them. It seems that system is working. Now it is working because of what you just said. Was that the banks did not understand how the funds should be allocated. There were limitations in the program. The banks did not understand how to allocate it. They needed more clarity. Now we have an expectation that the treasury has clarified how the Paycheck Program will operate. When it comes to private Equity Investments we got clarification on that as well. It appears that hotels, restaurants, franchises with private equity stakes in them are exempt from the affiliation rules which means the pe investment should not preclude them from participating. Other firms with private Equity Investments need to apply. Bottom line, this was the issue. There were lots of rules from the Small Bank Association which did not have the clarity that the banks needed in terms of lending. You saw wells fargo cap the amount it is willing to participate here. Bank of america is trying to do as much as it can. But initially the banks werent sure. I think that clarity has been happening and maybe thats also partly this rally here. Were seeing the Small Business Administration Loan program work now. But it was a little spotty on friday. It was an issue for the businesses that needed the money. Sandra and bank of america took matters into their own hands and said well ease some of those requirements and restrictions so march businesses can get access to that money. Youre up 829 points out of the gate. Maria, overall are you getting a sense that wall street is going to be able to look at this week, which is supposed to be the worst here in the United States as far as the pandemic, and potentially see that apex, are you getting a sense that wall street is buying into that . That perhaps this is the worst week for this country and that we might be able to move on and start seeing an improving situation next week . Thats what were all waiting for. But yes, it does appear the administration was very adamant and clearcut on this horrific. Were going into a tough twoweek period. The expectations were made over the last week about what the next twoweek period would look like. The Investors Community understands. This will be a tough two weeks but they are also looking ahead and markets always will look ahead. They do see optimism because of whats going on in the pharma sector. Make no mistake. Weve already seen a big impact to the economy. Looking at one report earlier, nancy lazar says she expects a 25 contraction in the gdp in the Second Quarter and expecting a contraction in the Third Quarter but 3 . 25 Second Quarter, 3 Third Quarter and most people are expecting a good snap back in the fourth quarter. If we could get through the next two weeks without seeing the number of deaths skyrocket and if we actually do get to the other side of this with plans in place to actually reopen the economy within the next month, i think that things will start showing a lot more optimism and you will get analysts increasing their estimates for 2021 and thats what i think the stock market will trade on. Sandra all right. Dow up 768. Well take that on a monday morning. Maria bartiromo. Thank you. See you again soon. Thank you, sandra. Ed meanwhile, more than 1,000 military medical personnel from the colorado based u. S. Northern command deploying to new york city over the next few days to help fight the pandemic in the largest hot spot in the nation right now. Bryan llenas is live with details. Good morning. The u. S. Air force and navy sending 1,000 doctors, nurses and respiratory technicians to the hardesthit area in new york. Now the Governor Andrew Cuomo says the priority is to get these doctors, nurses and technicians to new york citys 11 Public Hospitals because they are frankly overwhelmed. They were already stressed beforehand and now overwhelmed. Were told 120 will be sent to hospitals by tomorrow. 300 will be stationed here at the Javits Center, the nations largest temporary hospital. They began as a noncovid facility but it is now treating only covid19 patients. In 48 hours time javits has turned into a covid building equipped with 48icu beds. 36 covid19 patients inside javits. The goal is to wrap up the number of covid19 ready beds in javits by the end of the week. This week is to get up to 700 and then after that we have some equipment and staffing issues that have to be worked through. The state is working that really hard to make sure they have additional providers and equipment in place to provide that higherlevel of care. Meantime there was some confusion this weekend aboard the u. S. Naval hospital ship comfort docked in manhattan. After multiple covid19 patients, less than 5, boarded the comfort by mistake. The ship is only supposed to be taken noncovid19 patients. First reported by Lucas Tomlinson. The patients were screened before boarding and showed no symptoms. Once on board they showed symptoms, tested and put in isolation on board and since transported off the ship. There are only a couple dozen patients on board right now. Yesterday President Trump said the comfort could soon begin treating covid19 patients. President trump it looks like more and more well be using it for that. Well see. That was supposed to be for people having other medical problems. President trump said the comfort is ready and local hospitals had complained the comforts 1,000 hospital beds were being under utilized. Ed thank you. Sandra. One of these drugs should work. The strategies that looks the most promising are the antibody based drugs that can directly target the virus. We dont need a home run. We need a better tool box, a good medicine cabinet coupled with very aggressive surveillance. That could be enough to really change the contours of the risk in the fall and allow people to feel comfortable going back out again. Ed with a vaccine many months away scientists are racing to develop effective treatments for coronavirus. Lets bring in dr. Quay. He is leading a critical trial to improve pulmonary functions in covid19 patients. Talk about your appearty miss many from this trial. The trial is designed to use two already fda approved drugs for other indications repurposed in the sickest patients. Those about to go on a ventilator and those already on a ventilator. Our import is pretty simple. How many days to get off a ventilator or preventing people from going on. The Science Behind this is early and we wanted to get it into clinic as quickly as possible. We cant say with any certainty as it will be efficacious. It has been studied in other for other conditions in almost 800 people so we feel good about doing this Clinical Trial. Ed are you talking about hydroxychloroquine or other drugs. Talk about the two drugs and the time frame here. We are not talking about hydroxychloroquine. This will be a drug to get the patients off ventilation. It works by a different mechanism. With any luck here it might be synergistic with hydroxychloroquine. Ed the former fda chief we heard his sound bite has a piece in the wall street journal talking about betting big on treatments for coronavirus. Success will require a strong sense of urgency from manufacturers, regulators who need to collaborate with Drug Developers in innovative ways to move the most promising therapies. Americans lives wont return to normal until a technological breakthrough. Industry and government can before this fall produce therapies that save lives. Do you share his optimism that people are coming together in that way . Is there that sense of urgency at this hour . Absolutely. So the hospitals were working with were having teleconferences at 3 00 and 4 00 in the morning. The fda has done extraordinary efforts in turning around Clinical Trial proposals from other companies. So the scuttlebutt in the private sector they turn things around in 24 hours which is extraordinary. Ive been doing this since 1984 and never seen an fda as responsive as this one. Ed on the other side youve heard the critics of the president saying wait a minute. These various therapies when you talk about 24hour turnaround and what not there is a concern at least im not saying its valid or not, we dont know right now. There are concerns some of this is moving too fast and it could be dangerous for peoples lives. How do you answer that . So the responsibility for clinical testing i believe is in the private sector. Were charged with designing Clinical Trials that are robust and meet standards and that have been established for decades, even before this crisis. So the fda can only react to what we give them. And if my intent is to give them a highquality Clinical Trial that in the past has a design that can truly tease out safety and efficacy even in the short term that we have in a pandemic situation. And so its that context that i believe the fda is doing a great job. Ed important context indeed. When you talk about conference calls, teleconferences at 2 00 and 3 00 in the morning to try to push all this forward gives you an idea of the urgency. We appreciate the efforts and well be watching. Atosa is the pharmaceutical company. We appreciate you coming in today, doctor. Sandra. Sandra coronavirus hitting Nursing Homes very hard. The steps one state is now taking to protect those most vulnerable, those elderly residents coming up in our next hour plus they are keeping American Families fed and shelves restocked. The work three million supermarket super heroes are doing for all of us next. They work hard, small tips, no complaining, you know. They are really doing a good job. At papa johns, we want you to know that from our 450degree oven, to box, to you, its our policy that your pizza is never touched once it comes out of the oven. And were taking extra steps, like no contact delivery, to ensure it. Weve worked to provide you with the financial strength, stability, and online tools you need. And now its no different. Because helping you through this crisis is what were made for. Sandra americans continue to hunker down at home and americas 3 million Grocery Store workers are keeping food on the shelves and checking out customers throughout this pandemic. Putting themselves and their families at risk. Senior correspondent eric shawn is live in new york city with how markets are protecting their employees now. How are they doing it . Good morning, eric. They are on the front lines and they are keeping america fed. The workers in our nations Grocery Stores. Across the country theyre the unsung supermarket heroes and many are showing up to work. Theyre considered essential workers. Many do have worries about coronavirus, they remain on the job. Some whole food employees last week staged a walkout in some spots protesting the conditions in their stores but the National Grocers association tells us that the industry is taking precautions. For example, adding plexiglas at cashier stations, oneway aisles and marking off spaces to impose social distancing. Weve been blown away by the tremendous response from our associates. They are showing up to work every day with a smile on their face working through hard times. Stores are very busy. And they are doing an amazing job. We cant thank them enough. Here in new york city where apple owns these two markets. Its owner tells me they have instituted some safeguards and business is running smoothly. Suppliers are continuing deliveries and wants to say the nations supermarket supply chain will not run out of food even if at times you go to the supermarket and what you want may not be on the shelf. It is just a matter of when the customers are hoarding certain products that it creates a shortage temporarily like right now were still short on clorox wipes and were still short on lysol but we have plenty of toilet tissue. At the White House Task force briefing dr. Birx cautioned people not to go to the Grocery Store. Employees havent stopped showing up for work. Some of the managers at some of the stores are sleeping overnight to make sure the food and yes the toilet paper is still there. Sandra, back to you. Sandra we all hope. Remarkable some of the stories coming out of all this. Eric shawn, thank you for that. Ed Top White House officials warning americans this may be the hardest week of all. Almost 10,000 deaths already and the economy shut down until at least the end of april. Congressional leaders are weighing a fourth relief package. Senator ted cruz reacts from his home state of texas coming up at the top of the hour. President trump the next week and a half, two weeks are going to be very difficult. At the same time, we understand what they represent and what that time represents. And hopefully we can get this over with. The newday va streamline refi is the reason why. It lets you shortcut the loan process and refinance with no income verification, no appraisal, and no out of pocket costs. One call can save you 2000 every year. Call my team at newday usa right now. Sandra fox news alert. A dire warning for america. The Surgeon General predicting this will be the toughest week yet as the nation braces for a brutal surge of covid19. Welcome to a new hour of americas newsroom, everyone. Ifm owe sandra smith. Im ed henry. Difficult days ahead. 338,000 cases confirmed in america. The number of deaths closing in now on 10,000. More than 1100 people have died since yesterday morning alone. That daily number lower than the day before, though, offering a glimmer of hope perhaps. But the Surgeon General warning that the week ahead will leave a lasting scar on america. This is going to be the hardest and saddest week of most americans lives quite frankly. It will be our pearl harbor moment, our 9 11 moment. It will be happening all over the country. Ed fox team coverage, casey stiegel covering the outbreak in louisiana and texas, Jonathan Serrie live in atlanta. Good morning, jonathan. Good morning to you, ed. With society disrupted it may not feel like it but federal Health Officials believe that mitigation efforts are working. The reason were not feeling it yet is that there is a 2 1 2 week lag between taking action and seeing the obvious effects of those mitigation actions. So federal Health Officials are encouraging americans to stay the course when it comes to hand washing, when it comes to social distancing, even though we may see higher death counts in the coming days before the u. S. Reaches its apex. 3 out of 4 u. S. Hospitals are treating patients for covid19 according to a survey. Limited testing, equipment shortages and other problems are compounding and creating more problems for overworked hospital staffs. But public Health Officials are seeing reason for optimism when they look at the numbers in italy and spain, which appear to have reached the other side of their case curves. Spain is reporting the lowest daily death toll it has had in a week. Italy is reporting its lowest numbers in two weeks. Just completed four weeks of really strong mitigation and i think thats our word to the American People is we can look like that. People really understand the responsibility that they have for themselves, for their family and for the country. So this is about all of us. This isnt just about us because if everybody does their part, you are going to not have those kind of rebounds that were worried about. Dr. Fauci estimates as many as half of people infected with the coronavirus are experiencing no symptoms and why federal Health Officials are recommending that people wear face coverings when they go out in public to decrease the chances of people unwittingly spreading the virus to others. Ed Jonathan Serrie, thank you. Sandra louisiana Health Officials reporting 68 more coronavirus deaths marking the states biggest jump in reported deaths since the outbreak began. Every day we get new information that informs our modeling. We now think it is probably around the 9th of april before weve seen the Ventilator Capacity based on the current number on hand and that were a couple of days behind that on icu bed capacity being exceeded. Sandra in texas state troopers now screening travelers coming into the state from louisiana in accordance with an executive order issued by the governor. Were live in arlington, texas with all that. Casey, good morning. Officials in louisiana say that the situation is frankly so bad there on the ground especially in and around new orleans that they are running out of refrigerated space to store the deceased victims as the death toll continues to rise there and just as you said, Texas Governor greg abbott ordering the control of the border between louisiana and the state of texas. Interstate 10, the major freeway that runs east and west connecting the two states troopers patrolling that area setting up checkpoints where they say they will screen travelers trying to cross into texas. This as the first temporary Field Hospital opens today in new orleans. Emergency officials tell us the Convention Center is capable of holding up to 1,000 beds overflow from hospitals just filled to the brim. I think for our community the next three weeks are incredibly critical. When we look at the curve of the cases going up and we try and model out what the peak is going to be and the duration. A second site has been secured for another popup hospital. The Sheraton New Orleans Hotel and the dallas Convention Center the corps of engineers are making it an overflow medical center. No word when it could open its doors. Officials will be given 48 hours notice to make it happen. For now the texas cases remain relatively low when you consider how large this state is and how large the population is with 127 total deaths. For context compared to 477 over in neighboring louisiana. Sandra. Casey stiegel reporting from arlington, texas this morning. Casey, thank you. Speaker pelosi last night said in the next bill they would tliek to see additional stimulus checks. Have you turned around an amount. President trump i like the concept of it. I think its good. We talk about a different way of doing it. I like the concept. I like the concept of infrastructure. Our country has to be rebuilt. Ed President Trump weighing additional measures to help struggling americans. The house and senate have different priorities as they consider a fourth stimulus package. Texas senator ted cruz, good morning. We hope you and your family are doing well. Good morning, ed. Yes, we are. We are strong and healthy. Im working at home. Heidi is working at home. The girls are doing Distance Learning at home and were sheltering in place along with the rest of america to make it through this pandemic. Ed lets talk great to hear and lets talk about the economy and well get in to a bunch of subjects. Axios a growing number are ceos are saying in calls to the president and others they are concerned if there isnt a plan to start opening things up in this economy by say may there will be a catastrophe and hard to turn this around. Where are you on a fourth economic stimulus package and what would be your priorities in there, sir . There is no doubt that there is going to have to be a transition to everyone going back to work. The question is when can we do so safely . Right now were dealing with two crises simultaneously. We have on the one hand a Public Health crisis, the coronavirus global pandemic. And that is serious. The death toll is growing, and we are taking serious and unprecedented steps to try to constrain the spread of that virus and to protect human lives. At the same time, weve got an economic crisis. The economic crisis is devastating. It is the consequence of the Government Policies that have been put in place at the federal level but also especially at the state and local levels of sheltering in place that have had the effect of shutting down million else of Small Businesses, crippling industries and weve seen over 10 Million People unemployed in just the last couple of weeks. We have got to address that economic crisis as well. I think the timing of when we move from the shelter in place protocols to people going back to work, it will depend on what is happening with the crisis. It will depend upon the data thats coming in in terms of the number of people who are infected, the number of people hospitalized and the number of deaths were seeing. The more we flatten the curve and get numbers to go down to closer we get to everyone getting back to work and the emergency relief bill that we passed Congress Week before last was designed it was 2 trillion designed essentially as a bridge load. As an emergency loan to help people get through this period to where we can be beyond it and beginning the recovery. Ed talk about how its working. The president is touting the third package and saying that Small Businesses are getting what they need. Critics are saying the phones are tied up. Some of the banks arent all on board. I wonder what you hear from your constituents on that in a broader context of what is happening in your state right now because when we talk about the economic pain and the health pain and the far too high number of deaths in america, over 100 in your state. The wall street journal says there are two punchs for texas. You have the Health Crisis of people dying and then this oil shock, sir. Yeah. Absolutely. So let me take those one at a time. In terms of how the emergency relief bill does, we dont know yet. We just passed it. It was just signed into law. It is going to take a couple of weeks at a minimum for that money to start to be really effective. You have the individual checks that every american who makes 100,000 a year or less will get in the mail. 1200 per adult, 500 per child. That means a couple who makes under 150,000 a year with three kids will get a check for 3,900. Thats real money for a family. If you just got laid off, if you are worried how to pay your rent, that is emergency relief to a lot of americans who are hurting. Those checks havent arrived yet but they are expected the Treasury Department says they will arrive in the next couple of weeks. It will start to make a difference for a lot of people. The Small Business loans, we have appropriated 377 billion for emergency Small Business loans. Administered through the Small Business administration, which in turn uses local banks, Community Banks to administer o. We are two days into the program. We dont really know, will there be bureaucratic hurdles . Of course, any gigantic Government Program will have hurdles and that big a bill will have problems. Those Small Business loans are designed if you own a restaurant, bar, nail salon, hardware store, movie theater. Any Small Business with are 500 employees or fewer go to your local community bank, get an emergency loan. If you use that loan to pay for payroll and salary, to pay for rent or mortgage on your business or to pay for utilities, that loan is entirely forgivable and becomes a grant. That applies even if youve already furloughed your employees. You can hire them back and use those forgivable loan proceeds to take paychecks. Its designed to get millions of people back getting a paycheck. We have to not a couple of months to see how it operates. You mentioned rightly texas has a second economic catastrophe hitting us at the same time, the collapse of energy prices. And a significant part of that is driven by the Coronavirus Crisis and other significant part of that is driven by saudi arabia and russia that have begun flooding the market to cause the price to plummet. Last week last friday i flew to d. C. To meet with the president and ceos of major Energy Companies. We spent two hours talking about how we can combat that to prevent the saudis and russians from bankrupting all the Texas Producers and u. S. Energy producers. I think the keys to that are going to be number one, putting real pressure on the saudis. Ive talked with the saudis multiple times and the president has talked to them stop waging Economic Warfare on the United States. Im hopeful based on their commitments theyll pull back and end that effort. But secondly, this is what we spent a lot of time friday talking about, we need to make sure that the Energy Companies that are facing this massive attack, particularly small independent Energy Companies have access to capital. That theyre not frozen out of being able to get a line of credit to stay alive because the objective of the saudis and russians was to bankrupt them all and put them out of business. That would be really bad for the National Security and Economic Security of our country. Ed big issues ahead. Senator ted cruz, appreciate your time this morning. Best to your family in the days ahead. Take care, god bless. I like your dad coffee mug as well. Sandra all right. New york is the epicenter of the coronavirus here in the United States. [ barking ] the number of deaths over the past few days has been dropping for the first time. The interesting blip maybe in the data, or hopeful beginning of a shift in the data and the number of cases. Sandra a potential light at the end of the tunnel here in new york state as Governor Andrew Cuomo says the coronavirus death rate has been slowing. However, the virus still doing significant damage throughout the state. Right now there are more than 123,000 cases with more than 3,000 deaths. Lets bring in Fox News Contributor dr. Nicole saphier. Good morning and thank you for being here. Welcome news, good news as you heard from the governor. Good morning. Talking about the drop in deaths obviously being great news. The discharge rate is up. Thats another statistic that caught our eye. Thats right. I think it is so important we continue to hear some of these glimmers of hope. Light at the end of the tunnel. It was a mixed bag weekend. You heard the Surgeon General say it could be our pearl harbor moment and you heard President Trump and a doctor say it will be a crucial week and well see more deaths. But it is important to highlight some of the positives and what Governor Cuomo has been harping on is for the last three days in new york the epicenter of the United States of this virus has had decreased deaths for three days in a row and also had decreased icu admissions and utilization of ventilators. Thats an amazing thing. It doesnt mean we have decreasing cases or ready to go back to normal but a glimmer of hope. What its telling us is people are recognizing that they have symptoms sooner and theyre seeing doctors care sooner and potentially that some of these treatments being used in new york city, most of them being under Clinical Trial use may, in fact, be working. We dont have the data yet. Nothing has been published or shared yet. The fact that fewer people are requiring ventilators tells us that possibly something is working. Sandra that could be so encouraging for everyone hunkering down at home who has cabin fever and to stay home. It is working. Billionaire bill gates has observations about the death rate, what has been forecast and what he is describing as a nightmare scenario that were all living. Here is bill gates. This is a nightmare scenario because humantohuman transmission respiratory viruses can grow exponentially. We have had to use quarantine, which is an old thing back from the days of the plague as our primary tool. Fortunately if we use that well enough we should towards the end of this month start to see those numbers level off. Sandra that nightmare scenario he describes, he is a numbers guy. While his forecast overall for the death rate in the country is lower than the white house he paints a pretty ugly picture of what were all living in now. I dont think we need bill gates to tell us its a difficult time for everyone involved. I think its important for the white house to put out those numbers, the possible deaths being 100,000 to 240,000. People need to know the gravity of the situation and need to understand there is a reason were all in our homes right now and arena were Wearing Masks. I do believe well have fewer deaths than that because weve come together, were coming up with treatments. They have really put together a lot of effort to get healthcare workers and mobilize ventilators and ppe. Although were still short for a lot of the things i think that were coming together as a nation and really working on this. We have over 12,000 people who have already been discharged from the hospitals in new york. That number of the people who have recovered will continue to go up. And potentially they will be able to donate their plasma. Already a potential treatment for those severely ill and i think well start seeing some of this random sampling so we can really get an idea of how much of the population has been infected, has been asymptomatic. The truth is a lot of people may be more immune to this virus than we really know and we wont know the true fatality rate of this viers, likely going to be much lower than we believe it is. We wont know that until we do some of this random sampling to see who has already recovered from this infection. Sandra and dr. Fauci was talking about that over the weekend and asked what percentage of the population is actually Walking Around carrying this virus asymptomatic . He made a guess at it. Could be as much as 50 . He said that isnt really based on actual numbers, it was just an estimate. Finally, dr. , i want to ask you. We told everybody we would. Everyone wants to know about the Grocery Store. Should we stop going to the Grocery Store particularly this week when you heard from the Coronavirus Task force say over the weekend dont go, this is the time to stop and use what you have in your house. Well, you know, thats i have a hard time responding to that. We have a lot of people. Thousands of people on ventilators now. This is a big week for people because some of these people have been on ventilators for multiple weeks now and when well either see people dying or people coming off the ventilators and recovering. So they are trying to keep as many people out of the hospitals as possible because if you heard any of the hospitals saying they only have a few ventilators left. We dont want more people on ventilators this week. We need to care for the people already there. They are saying try to stay in. If you need to the go to the Grocery Store absolutely go but please wear a mask and wash your hands multiple times. Wearing gloves is one thing. Some people the end to wear gloves and think theyre okay and forget theyve touched things and they touch their face and thats how they get infected. Continue to adhere to social distancing. Call up the Grocery Store and see how busy they are. Try to maintain six feet from people. Continue to remember wash your hands. If you need to go to the pharmacy or Grocery Store you should absolutely go. If you dont have to go. If you were going because youre craving a coffee cake, maybe hold off for a week. Sandra it is so funny you say that. My mother picked up a coffee cake. She had to have something. People are kind of going stir crazy and you should call your local stores because they have many of them have Curbside Pickup for the more vulnerable population as well. All really good information, dr. Saphier. Appreciate you coming on this morning, thank you. Well have more answers to your coronavirus questions because we know you have so many of them. In our next hour dr. Oz will be joining us. He is so good at fielding all those common questions we have, everyday questions. He will discuss whether the virus will be a seasonal problem. What are we hearing on that and what it means that the cdc is conducting antibody tests to determine the true number of people infected . Dr. Oz coming up. Ed fox news alert now. Questions rising over chinas handling of the coronavirus. Did beijing cover up the extent of the pandemic . What u. S. Intelligence is saying and how china could be held accountable. American manufacturers have pressure to bring back the production from china. We need redundancy in the medical supply chain. Ed china facing growing questions on the coronavirus pandemic that originated in the city of wuhan. Bloomberg reporting u. S. Intel officials believe beijing concealed the extent of the original outbreak. Joining us now is former michigan congressman thaddeus mccotter. He joins us. Good morning. What are your thoughts about the wall street journal editorial today that also takes on the World Health Organization saying they bowed to beijing and that has harmed the global Coronavirus Response . Well, i think is World Health Organization people expect objectist and accuracy and expect credibility. Three strikes and youre out. When you look at what theyve done to help the Chinese Communist regime conceal the true extent and nature of the coronavirus outbreak, clearly senator scott talked about potentially defunding them or certainly decreasing our contribution to that organization because they have lost their objectivity. Accuracy and credibility. Ed the World Health Organization in terms of communist china the president said last week he said he thinks the numbers are a little light in terms of the number of coronavirus cases and the number of deaths. Do you believe theyre concealing this big time . Yes, i believe they absolutely are. Not just the World Opinion being upset but what they do to their own people. Ronald reagan said about the soviet union. China is you will condemn the party which oppresss their people on a daily basis. Ed what do you want the president to do . You are a republican to hold the chinese accountable . The president is locked in the portrayed negotiations with china. And the back and forth. They had that phase one deal right before really this pandemic. What would be recommend that he do to actually hold them accountable then . I think the president is doing a good job on the trade front. Doing what a lot of people have never done. Hold them accountable for their predatory trade practices. The most important thing you can do for americans is to maintain and establish economic selfsufficient i shall en see where we create the conditions more profitable to employ americans and have the supply chains start to come back home. Weve seen that under President Trump. One of the few good things to come out of the coronavirus of americans joining together is to see a dedication to reestablishing our ability to produce things that well need here for ourselves such as pharmaceuticals and others. The last thing you want in the world is that at any point in time rely on the communist chinese to give you the drugs you need to stay healthy. Ed the president has taken credit and rightly so for the fact he stood up and said we need to ban this travel from china early on in this pandemic. There were a couple of stories over the weekend raising questions. Reuters had a story suggesting the administration took too long, back and forth on that travel ban number one. Maybe more importantly the New York Times reporting even after the president instituted the travel ban over 40,000 people came over from china to the United States. How can that happen when the president has been touting this ban that we had a lot of people coming over from china anyway . Lets come back to the root cause. The communist Chinese Government knew they had an epidemic. Why were those individuals allowed to leave that country and go to the United States . Why did that the government not stop their own people to prevent International Travel . Lets look at where the source of this virus happened. Lets look at the ability of the communist chinese to cover it up, to mask it and by doing so endangered lives throughout the world. Ed i get that and its the chinese that are to blame for that. On the other hand in the last 30 seconds why if we twhas point of a ban on travel from china to the United States if 40,000 people are going to get past that ban anyway . I dont think they did allow them to get past that ban. We need correct law enforcement. I think youre right. We needed to make sure those borders were secure. No one can doubt that. Lets not forget the reason this happened is the communist chinese that endangered the economies of the rest of the world because they kept it covered up. Thank you. As businesses struggle to survive in the midst of pandemic many are facing another battle with the Insurance Industry. Companies now saying they have been paying premiums to offset a disruption in business like this but some Insurance Companies arguing that a pandemic is not covered. Rich edson is live with a closer look at that angle of the story. Good morning, sandra. The marlins are supposed to be in town tonight. That is postponed. The nationals were supposed to have the home opening series against the mets this weekend. Thats postponed. Many other sporting events in town. Conventions and the rocknroll marathon over the past week are canceled and postponed. A number of folks saying who will foot the bill for all this . One Insurance Industry or someone who represents policy holders against the Insurance Industry and attorney Richard Giller writes to us for policy holders who purchased insurance policies before the coronavirus became Headline News earlier this year, those policies might well cover the economic damages flowing from the covid19 virus. It is becoming clear the Insurance Industry is going to fight most covid19 claims. As many in the industry maintain that the covid pandemic is excluded from many of these Business Interruption policies. Looking at the economic losses that have the potential to compound month after month Insurance Industrys Financial Resources in the United States is just not equipped to handle that kind of economic loss. So youve got restaurants that are either closed or they are performing takeout not making as much money. Hotel occupancy is looking at 90 fewer hotel rooms occupied than the same week a year ago. When you look forward to all of this you have some state lawmakers talking about requiring Insurance Companies to cover many of these losses. Others looking to the federal government and congress to make them whole. Certainly it appears as though this will be headed ultimately for the court system. Sandra. Sandra well see, rich edson. Thank you for that. Ed thanks, Nursing Homes across america getting hit hard by the covid19 outbreak. How ill equipped are some of these facilities around the country and what are states doing to help keep your relatives safe . Plus just days after being removed from command the former captain of the uss roosevelt tests positive for the coronavirus. The Aircraft Carrier commander relieved of duties after raising alarms for coronavirus testing positive for the disease himself. He was fired for going outside the chain of command. Defense secretary mark esper defended that decision. Acting secretary made a very tough decision. It was based on his view he had lost faith and confidence in the captain based on his actions supported by Navy Leadership and i think its just another example how we hold leaders accountable for their actions. Ed more than 150 sailors assigned to the u. S. S. Roosevelt have tested positive for covid19. Half of the crew members are quarantined in guam. Sandra the coronavirus hitting Nursing Homes across the country especially hard. California officials reporting yesterday that 30 people at one nursing facility have tested positive for covid19. This as marylands governor issues new directives to address the outbreaks at Nursing Homes in his state. Joining us is Mark Parkinson president and ceo of the American Healthcare association that represents more than 13,000 Nursing Homes across the u. S. Good morning and thank you for being here. What can you tell us this morning about the impact that this virus has had on our countrys Nursing Homes . This is the perfect storm. Fortunately the very things that we need to fight it we dont have. We need masks and with everybody knowing the masks were made in a province of china where this started. Once the virus hit the United States we didnt have the masks to adequately fight it. Now we need them. Weve been pleading for a month or two if we can get the masks and equipment we can stop this virus. Both the Nursing Homes and outside it. Without it, it will be a very tough battle. Sandra i hear you talking about a shortage of supplies the masks. In any one area of the country or throughout . Its really throughout the entire country. And the challenge is that we need a lot of masks everywhere. We understand priorities and hospitals have are a huge priority and we get this. Ground zero is Nursing Homes where we have the population thats the most vulnerable, that most needs to be protected. What were really asking the country is to do what has been done for hospitals, rally around Nursing Homes, rally around assisted living facilities and get us all the masks out there and get us the testing we need and we feel like we have that we can fight this. Without it, it is a losing battle. Sandra who are you working with on that . I hear you say youve been pleading for more supplies and more facemasks. Are you working at the state level for these Nursing Homes or is this also a plea to the federal level . Well, first of all i want to say the federal officials have been fantastic. Weve been working with an administrator who has been very helpful. Im not here to blame anyone. Im in particular to ask the governors and public Health Officials in the states that now actually have the equipment and have access to testing to put us as a level one priority. You mentioned Governor Hogan issued new orders last night. Those are very helpful. If there is an outbreak in a building we need to make the workers and the residents Top Priorities for testing. Thats what we need every governor in the country to do. Sandra those are additional safety restrictions in maryland. Well see what some other states do about protecting our most vulnerable population, the elderly. Mark, if you could leave us with a good note. You dont have to look far on social media to see the remarkable stories that are emerging of families trying to stay connected with their loved ones in these Retirement Homes and Nursing Homes across the country. What are you seeing and what are you hearing from those families that are trying to stay connected with their loved ones . There have been so many beautiful stories about families connecting with the residents in our buildings. One that really stuck with me is when in a nursing facility where all the family members circled the facility. Held hands, prayed and sang to the residents. A lot of touching, important things happening. And like everybody said it is tough times for Nursing Homes, assisted living facilities and the entire country. As long as we have that kind of spirit well get through this. Sandra to our caregivers and to those families trying to protect their loved ones, it is a great big thank you. This is such difficult times for everyone. Mark parkinson appreciate what you do. Thank you for coming on with us. Ed wall street feeling a bit optimistic this morning. Thats down a little bit from the session highs but still very much in the positive this morning as coronavirus cases seem to be stabilizing in some parts of the country. Lets bring in Cheryl Casone cohost of fbn am on the Fox Business Network. What are you seeing out there . On the one hand you have the Surgeon General saying this is going to be like our pearl harbor this week. But he and others are also saying there is some light at the end of the tunnel. It depends where you are looking. This is a broad surge on wall street. I want to start with that. A few things investors are looking at. Over the weekend in new york you had basically a stabilization rate, the first daily death rate decline in new york and easting of death rate and cases in parts of europe. Not all, but parts. You have the opec group and russians starting to maybe have a conversation. That would help with oil prices. Thats all good. Were looking for the low here right, ed . If you look back to where we were march 23 and 24, one analyst i spoke to this morning said it could be the low. Well look back on a month and say thats the market low. The dow is down 26 and change. Thats a big fall. If you look just at price, ed, you say if you are a longterm or shortterm investor youre saying what is the stabilization in the amount of new cases and deaths out there plus i have to add the hedge funder who said hell was coming, comes out today and says he is optimistic. You have to look for basically a lot of commentary but it comes down to the number of cases. Ed actman angered a lot of people by shorting the market as he was saying he thought things would come down. Now he is optimistic. Well see what happens in the days ahead. The president tweeted about Small Businesses saying i will immediately ask congress for more money to support Small Businesses under this loan program the paycheck protection act if the allocated money runs out. Way ahead of schedule. Bank of america and communities banks are rocking. Weve heard mixed things. He is touting it. We had senator ted cruz on, marco rubio was leading this effort. There have been some banks slow to come aboard and ted cruz acknowledged any time you have this much money and this big of a Government Program it will take some time to get it going. There will be growing pains for sure. We just got into fox business new numbers from the Small Business administration. 129,000 loans approved. Thats basically 37 billion in loan thats already been granted. To your point the head of the National Credit Union Association said look, this program came out very fast. The guidelines were only put into place the night before. Thursday night and friday morning when the program started. A lot of these banks large and small have said they arent clear on the guidelines. It will take a few more days. Having said that there is this rush by Small Businesses to go to the bank. The banks will have to be dealing with that application process and also a backlog. Having said that, weve heard from the president over and over well do what is needed. Weve heard from secretary mnuchin well do what is needed to help Small Businesses. Theyre trying to save jobs. The service sector, parts of the manufacturing sector. I will leave you with this and i hope it isnt the case. Even the u. S. Chamber came out and said they think 24 of Small Businesses will close no matter what in the next two months. This situation is still dire. Ed absolutely. Great point. Even though the dow sup we want to make sure Small Businesses come back and most importantly people get jobs back. A lot coming down the pike. Thanks. Sandra coronavirus deaths expected to spike this week in the United States as we get brandnew warnings the worst may yet be to come. A brandnew hour coming up. The Surgeon General warning it could feel like pearl harbor and 9 11 rolled to one. Good news from the epicenter of the u. S. Outbreak. Im ed henry. Good morning, sandra. Sandra good morning, everyone. Im sandra smith. Coronavirus cases exploding across the country. Nearly 340,000 people infected with the virus and almost 10,000 deaths. While there are warnings that the worst is yet to come, there was also a hopeful sign in hardhit new york state. We could be either very near the apex or the apex could be a plateau. We wont know until you see the next few days. Does it go up or down . But thats what the statisticians will tell you today. The number of deaths over the past few days has been dropping for the first time. Ed team fox coverage for a new hour. Bryan llenas, but first to David Lee Miller at mt. Sinai hospital here in new york city. Good morning. Good morning, ed. As we just heard the Governor Andrew Cuomo in his most recent briefing sounded perhaps cautiously optimistic. I underscore cautiously. Some would say perhaps he was less pessimistic. As you just heard the governor did say according to the latest statistics in new york state there has been a drop in the number of fatalities caused by the coronavirus. Hospital admissions including the number of people admitted to icus is slowing. He says what will be needed is more data over the next few days to determine if the virus is reaching the apex, is it going to drop or in his words has it reached a plateau . Meanwhile new york city Officials Say that ventilators are going to run out in the next two to three days. More help is reportedly on the way. Two chinese billionaires have donated 1,000 ventilators to new york and the state earlier mayor deblasio toured the navy yard. It is an Industrial Park where a number of companies have modified production capability to paik ppes. Deblasio described how two different firms have joined forces to make badlyneeded surgical gowns. Nine days ago, just nine days ago this started to come together. By the end of the day 9200 surgical gowns will have been created. By the end of the week almost 19,000. By the end of the month 320,000. Amazing contribution to this effort. Deblasio personally thanked President Trump as well as Jared Kushner for sending a total of 800 n95 masks to new york City Hospitals. He also made a point of saying that public gatherings including funerals are not going to be tolerated or permitted. The governor acknowledged it is a painful time but he said in his words they are dangerous and the nypd, if necessary, will break them up. Ed. Ed thank you. Sandra meanwhile the epicenter of the outbreak more than 1,000 military medical personnel are being deployed to several new york City Hospitals including the Javits Center to help treat patients infected with covid19. Bryan llenas is live at the Javits Center with more details. Good morning. Good morning. The u. S. Military is sending 1,000 doctors, nurses, respiratory technicians to new york hospitals. 300 of them will work on covid19 patients at the largest temporary hospital, the javits Convention Center behind me. 120 of this military medical personnel are expected to begin at hospitals tomorrow. New york Governor Andrew Cuomo says the priority is to send staff to new york citys 11 Public Hospitals which are overwhelmed and strained. The Javits Center has been transformed from a temporary hospital treating only noncovid19 patients to becoming a covid19 patientonly medical facility. As of this morning there were 36 Covid Patients inside javits. Over the last couple of days the military has set up 48 icu beds inside and transforming hundreds of beds to include ventilators and oxygen to care for covid19 patients. We have to make sure we can take care of those patients so well ramp up our capability 100, 200 and well put pressure on the system to make sure we can take care of them safely. As we build through that well build up to the 775. It wont be overnight. Meantime as first reported by Lucas Tomlinson multiple covid19 patients boarded the u. S. Naval ship comfort by mistake over the weekend. The ship docked if manhattan is only supposed to take noncovid19 patients. The navy said the protocol works. The patients were screened before boarding the ships but after boarding they showed symptoms and were tested. They were isolated and later transported off the ship. The comforts 1,000 hospital beds are being underutilized and a push to get the ship to start accepting covid19 patients instead. President trump yesterday said it looks more and more like that will happen. President trump the ship is ready and if it has to, if we need it for the virus we will be using it for that. They would prefer not for obvious reasons. If for any reason they need it, it is ready, willing and able. Sandra were told 50 ambulances are standing by and ready if needed of bringing up to 90 covid19 patients to the Javits Center as they ramp up their capabilities this week. Sandra thank you, bryan. Ed new data on the coronavirus outbreak here in america. Numbers show while louisiana has a little more than a tenth of the cases of hardhit new york the death rate for the new orleans area is the highest in america. So why is that the case . Joining us now dr. Joshua denton, Critical Care physician at the Tulane Medical Center and a professor at Tulane School of medicine. Why the spike there . Thats a great question. I think that new orleans population is known because lets say we arent the healthiest. We have a lot of comorbidity in the Southeast Region particularly in new orleans. I suspect that compounded with Different Levels of lower socioeconomic status in the city. I would assume leads to a higher rate of patients in the icu. We know from the data published thus far from china and seattle area that the mortality rate once you are in the icu is extremely high on the order of 67 up to probably 90 . So if you have more patients already in the icu youll expect a higher mortality rate. This is just the hypothesis and i dont know for sure. Ed nobody wants to point fingers and everybody wants to deal with the crisis at hand. We did speak earlier in the program to colin arnold, an Emergency Management official there locally in new orleans. Here is what he said about mardi gras, listen. There was no indication of any type of reason to cancel. Clearly having a million half people in your city at one time watching parades and in proximity was a factor in the Community Spread that weve experienced here. But that is hindsight. Ed no one wants to focus on hindsight. You had a million and a half people in close proximity right before the outbreak. There were not clear Warning Signals for everyone. What kind of a factor might that be as well. Great question. Ive thought about this and i diagnosed one of the first cases in louisiana. According to the time frame if you look back personally in my opinion i dont think that mardi gras having the sheer number of people was a big factor in spreading it. Visitors that came into town could have brought the disease knowing what i know of the beginning of the disease in the city which happened two weeks afterwards. The fact that i was seeing people in the icu start in about two weeks that it may have come in mardi gras. I dont know about the spread of a large number of people. We dont know. A lot of speculation. Ed a lot of studies and we dont want to speculate. Lets deal with the crisis you have on your hands right now. We have some graphics here to talk about what the health and Human Services department federally is talking about in terms of challenges for hospitals like yours. Severe shortages of testing supplies. Widespread shortages of protective gear weve heard about. Difficulty maintaining personnel and staffing. We can go down the list. You can see them there on the screen. What are the two or three most important issues you are confronting this morning . Im glad you asked. The biggest issues right now is probably still our personal protective gear. There is a group of tulane medical students that organized and i will plug their email. Tulane ppe gmail. Com where people can donate gear, money, food, anything necessary to help and allocating that to hospitals in the region. Not just our hospital but others. A great effort and i would still support it. Thats our most needed asset right now is im worried about our healthcare workers getting sick and then well talk about staffers and who will run the ventilators. Ed here in new york weve heard from the Governor Andrew Cuomo many times in recent weeks he was talking about the ventilators. Need more ventilators. He got a lot of those. He is still concerned not quite at the apex here. However, Governor Cuomo over the weekend was expressing optimism that the death rate is coming down. Slowly the number of cases are coming down. He said it could be a blip and that he still has his eye on. That i ask the question for context for you. In terms of many people were predicting new orleans, louisiana could be one of many states that down the road could be coming with real problems after new york. The fact that the governor is saying weve been through a crisis here, it is not over but we see some light at the end of the tunnel. Does that give you optimism in louisiana this morning . You know, honestly i havent had time to watch as much news as i probably would like. My wife may lie about that and say i have been. I was in the icu this past week and i have a bit of cautious optimism. Im hoping were going to hit a plateau soon. The cases are still coming in. Were still needing resources, but i would agree with the hope that there is some call for optimism and im worried about my colleagues in new york. Im wearing my nyu scrubs today where i did my residency. I talk to my friends there almost every day. I would support them and us as well and we need as much help and gear while we can before it spreads everywhere else. Ed thats very kind of you even in the midst of a crisis to be sending the shoutout to nyu and others in new york city. Tulane ppe gmail. Com. Is that where we can connect . Absolutely. Ed were pulling and praying for you coming together at this time of crisis. Thank you for coming in and giving us a close view of what is happening on the ground. Thank you, doctor. Absolutely. Thank you for having me on. Sandra fox news alert meanwhile british Prime Minister Boris Johnson hospitalized last night 10 days after his initial Coronavirus Diagnosis and an update on his condition just ahead. I have no doubt in my mind that captain kozier what he thought was in the best interest of the safety and wellbeing of his crew. Unfortunately it did the opposite. Knowing were prepared for tomorrow. Wow dad, do you think you overdid it maybe . I dont think so. What do you think, peanut . Nope honey, do you think we overdid it . Overdid what . See . We dont think so, son. He tweeted last night on the advice of my doctor i went into hospital for routine tests as im still experiencing coronavirus symptoms. Good spirits and keeping in touch with my team as we Work Together to fight this virus and keep everyone safe. Johnsons girlfriend who is pregnant has been sick with coronavirus symptoms. Sandra meanwhile the ousted Commanding Officer of u. S. S. Roosevelt testing positive for the coronavirus days after being relieved from duty for sounding the alarm about a growing number of sailors sick with covid19 on his ship. I think acting secretary mobley made a tough decision, a decision that i support. It was based on his view he lost faith and confidence in the captain based on his actions. It was supported by Navy Leadership. Sandra lets bring in retired four star general jack keane, chairman of the institute for the study of war and a fox news senior staej strategic analyst. Thank you for being here this morning. General, ill ask you first, are you with me . Are you there . Okay. Lets try to reconnect with the general. Im told the general cannot hear us now. Well get back to him as soon as we can and well get his take whether or not his removal from the ship was warranted. And here is the president weighing in on that decision by the acting navy secretary, President Trump. President trump i feel it was terrible what he did to write a letter . This isnt a class in literature. This is a captain of a massive ship that is Nuclear Powered and he shouldnt be talking that way in a letter. He could call and ask and suggest. Sandra i also have the sailors cheering on Brett Crozier as he left the ship. Some say he was acting in the best interest of members of his team. Here is that moment. I hear a program. [sailors chanting] captain crozier, captain crozier. Sandra all right. General jack keane, are you with me now . Im with you. Sandra okay. General. Good morning and thank you for being here. As sometimes happens with live tv we get it straight and were back together now. I just want to first get your take since we havent spoken since all this happened on whether or not you thought croziers removal from his duty was warranted. Well, whats frustrating about this situation is everybody is so well intentioned here. The captain trying to take care of his crew. Secretary has the authority to remove him and based on what his explanation is he certainly justified in doing that. But my issue with this thing is one, there are four admirals below the secretary over this captain. I believe its much better to maintain some emotional discipline when you are in the pentagon and dealing with somebody thats way down there in the pacific at the rank of captain and let that chain of command make the judgment. Let them duty assessment and determine what the actions should be. And also i think if you do that, if you reach down there and remove a captain from the position in the pentagon, you are weakening that chain of command. All those admirals are capable each one of them has 30 Years Experience in how to deal with this situation. The timing of it i think was off because why create the anxiety among that crew when they are going through such a crisis by removing their captain who they believe was doing his best to take care of them . Now, that captain made a bone headed mistake in communicating on an insecure net, sandra and including people outside the chain of command in that. And certainly there is justification for his removal. But as i said, why the secretary and why now . Sandra very interesting to get your thoughts on that. Now he has tested positive for covid19 himself. Meanwhile here is general terrance a shaughnessy on how as a country our military plans to continue to fight back against covid19. We have the hospital ships, we have Army Expeditionary hospitals and Javits Center in new york city. Were doing the same thing in seattle and bringing stuff to new orleans, to dallas and posturing to bring more. Were part of this fight. Commanderinchief declared a war on covid and were treating it like a large military campaign. Sandra talk more broadly about how our military is fighting this pandemic. What he is talking about a military campaign he is talking about ends, ways and means. Ends are what you are trying to accomplish. The ways youll do that. The actions you are taking and the means is the resources youre using. Their approach as a wartime experience. They know full well that if you are going to defeat an enemy you have to have flexibility and you have to be able to adapt to what has taken place. And i think they are demonstrating that is our National Leadership and governors as well. Every day things begin to change. We need additional resources. So here the president is committed another 1,000 Healthcare Professionals from the military into new york city to assist with this. Probably two weeks ago we didnt think we needed that. But that kind of adaptability with a force is whats needed. The secretary of defense and chairman of joint chiefs are all in here and do everything they possibly can to provide assistance to the American People. Sandra reassuring to hear that. General jack keane always appreciate your time. Thank you. Good talking to you, sandra. Sandra new travel restrictions causing a nightmare for passengers stuck on the corral princess cruise ship preventing weary travelers from getting home once they finally disembark. Phil keating is live in miami with the latest on all that. Good morning, phil. Good morning to you, sandra. The corral princess arrived in port miami on saturday began disembarking yesterday. However, the whole process is going far slower than expected and far slower than desired especially for all those passengers. Roughly 1,000 people, men and women passengers were on that ship. They were all supposed to be home actually 2 1 2 weeks ago but many of them remain stuck on the ship. 14 passengers were confirmed with covid19 while out at sea. Three of them have now died. However, causes of death not officially determined. After countless countries in south america denied them from porting while the ship made its way north toward florida and miami this weekend. Workers gave them more oxygen. Getting off the ship and getting home has encountered hurdle after hurdle. Cdc and department of Homeland Security say all cruise passengers on the ship with confirmed coronavirus cases should not fly commercial to get home. Only charter planes and only with people from the ship. Last night the cruise line bused passengers from the port to the airport and three charter planes took them back towards home. California, australia and united kingdom. Those who can drive can but everyone driving or flying is then supposed to do a twoweek quarantine at their house and no one is allowed to leave the ship unless they are not sick anymore. Here is a positive footage from San Francisco last night. Corral princess passengers on their way home to australia. Applauding enthusiastically the United Airlines crew for doing their jobs and helping them get on their way. Last week holland americas zaandam and other ship. Those passengers also had been stranded at sea for a couple of weeks. Countries barred them from coming ashore. The story will continue for a while because there are a lot of cruise ships that left before the coronavirus global lockdown happened and they were stuck out at sea. A lot of them are trying to get home. There are 40 cruise ships with passengers and crew still on board. Destinations still unknown. Sandra. Sandra all right. Phil keating with an update from florida. Thank you, phil. We need to be prepared that since it unlikely will be completely eradicated from the planet as we get into next season we may see a resurgence and why were pushing so hard getting our preparedness much better. Ed a warning from the nations top expert dr. Fauci what could happen if covid19 is not contained soon. We have dr. Oz with us now. Good morning to you. Parse for us the significance of what dr. Fauci was saying there. He was reflecting what a lot of experts are believing. This virus is an endemic virus. It will continue to circulate in our species like the seasonal flu does. This virus doesnt seem to mutate quite as much. Hopefully the vaccine will be effective for longer than a year. It will come back and when it comes back this winter we wont have a vaccine for it. We have to develop strategies to mitigate its impact on us and that will range from all the things were learning to do now. Social distancing and the like but Smart Strategies about therapies that may work better. People when they first get diagnosed and icu. We are seeing dramatic advancing. Were fighting the battle as we try to figure out what works. Ed that leads us to what the former fda head wrote in the wall street journal. A vaccine could beat the virus as you just noted but there wont be one this year. The best near term hope an effective therapeutic drug. It is plausible as soon as this summer. The process will have to move faster. You have been pushing this as gotlieb has the idea we have to get going on this and there are various trials out there. Dr. Fauci said hold on a second. We dont have enough data. I hear the word anecdotal data. Someone has tried something. If youre a detective you collect clues. A major thing a doctor does is ask questions and look for solutions. As i look around. The number one feeling of most physicians but only a feeling. The ideas out there, some make sense. Hydroxychloroquine is an example. I want to point out anecdotal is different from what were looking at. The statement disease specialist in france has treated with a thousand patients with the old malaria drug and z pack. You have randomized data from china where they took two groups. Half have the hydroxychloroquine, have didnt. Half the got that medication had a reduction in time of the fever and how long they coughed and reduction . Pneumonia problems and china made it part of their protocol. We dont know the answer. We dont know if that drug or other solutions will work definitively for the covid19 problem. You march into war with the army you have. Physicians are saying i need a couple tools that i think are safe. I spoke to one of the leaders of the raoumnology community theyve been prescribing these drugs for a long time. I never thought about this drug until recently. Theyve been driving it to lupus patients for a while and it is a safe profile. If you weigh the balance we have to prove it really works but i do believe doctors are starting to think its better than nothing. Lets give it a shot in safety doublechecking to make sure we dont make common errors that might a kur with prescriptions of these medications. Ed there is a balance there and also a balance in what the governor of new york is saying about what is happening at the epicenter. Lets listen to him and well react. The number of deaths over the past few days has been dropping for the first time. What is the significance of that . Its too early to tell. We could be either very near the apex or the apex could be a plateau and we could be on that plateau right now. Ed the viewers are getting all this information flying in the Surgeon General saying it could be like pearl harbor and 9 11. Others saying there could be light at the end of the tunnel. The governor is saying it could be a blip, number of deaths is coming down. On the other hand there is cautious optimism. Let me give you insights from the front lines. Ive been talking to the heads of the different icus and doctors taking care of patients today. And what theyre sensing is that the number of new cases this week is not more than than the number of new cases from last week. Thats a plateau. However, weve gotten better at keeping people alive on ventilators. Theyre still alive. When new people come in who need ventilators you overwhelm the system. The juggling act, a difficult illness. Except new patients and make sure you have enough equipment. The federal government shipped in new ventilators. Are they enough . Well find out. Everyone has a much better idea of the exact needs and supply chain is being managed i think by both national and local levels pretty effectively. It is hard and difficult and morale is a big issue. People get worn down. If this week doesnt reveal new cases coming in compared to last week thats the top of the mountain and well start skiing downhill which is a lot easier. Ed a wonderful explanation of the balance happening in Emergency Rooms and icus. Cautious optimism may be the phrase of the week. We shall see, dr. Oz. Thank you for coming in. Sandra.
