Is it going to be that much . I hope not and i think the more we push on the mitigation, the less likelihood it would be that number. But as being realistic we need to prepare ourselves thats a possibility. Sandra new york is leading the nation in the number of deadly cases. The state reporting more than 1700 deaths so far with more than half of those in new york city. We have Fox Team Coverage for you this morning. John roberts has more on the white house response. But we begin with David Lee Miller live in new york city for us this morning. David. Sandra, the Field Hospital here in central park was supposed to begin operations yesterday. That has now been postponed. They say that it should be operating later today. And then start receiving the first patients. It has 68 beds and is designed to accommodate the overflow from mt. Sinai hospital across the street. While the Field Hospital here is a help, the city remains overwhelmed by the number of coronavirus patients. The mayor says new york is in a race against the clock. He calls next sunday the demarcation line. The day when there will be a surge in the number of cases. Repeated requests that washington send medical and military reinforcements. More of a demand because its a matter of life or death. The mayor gave the details of personnel needed. 1,000 nurses, 300 respiratory therapists, 150 doctors. The mayor says ventilators remain in short supply and asking doctors, dentists, veterinarians to loan any ventilators not in use. The governor says thousands of ventilators are on order from china but doubts they will be delivered in time for the height of the pandemic. As the death toll soars the morgue is reaching capacity. In the middle of the street a forklift could be seen putting bodies inside a tractor trailer. It is taking a heavy toll on the nypd. 15 of the force calling in sick afflicted with the virus or quarantined because of possible exposure. Officers continue to visit supermarkets and restaurants and public spaces to enforce social distancing. They are releasing 900 inmates from city jails and closing 10 city playgrounds where social distancing was not being practiced might remember Colleen Smith who spoke to the New York Times and released videos shot inside a queens hospital. The doctor said that the facility elm hurst hospital in queens was not prepared to meet the growing pandemic. Now the paper reports that dr. Colleen smith has tested positive for the virus. As the president yesterday unveiled his new 30day guidelines to slow the spread of the virus, task force revealing shocking numbers. Even with maximum maximum mitigation experts estimate 100,000 to 240,000 people could die from the coronavirus in the coming weeks. Here is the president. President trump i want everyamerican to be prepared for the hard days that lie ahead. Well go through a very tough two weeks. And then hopefully as the experts are predicting, as i think a lot of us are predicting after having studied it so hard, well start seeing some light at the end of the tunnel. The predictions are based on models that show in the next few weeks well see the death toll increase by the tens of thousands. There are currently 4,000 deaths in the United States as of this morning. The highend of these projections say there could be 4,000 people die every day. Dr. Anthony fauci told me yesterday there is hope that with the right measures in place, it may be possible to change the outcome. Listen here. How do you push it forward . My modeling colleagues will not be happy with me but models are as good as the assumptions you put into them. As we get more data, then you put it in. That might change. So even though it says according to the model, which is a good model that were dealing with, this is full mitigation. As we get more data, as the weeks go by, that could be modified. Fingers crossed there. Laboratories and pharmaceutical companies are working on therapies and vaccines. Were waiting to hear back early data if hydroxychloroquine my have an effect in shortening the length of the disease. The fda is fast tracking methods of fighting this coronavirus outbreak. The most recent being a test that can detect covid19 antibodies in just two minutes. Lets bring in fda commissioner dr. Steven hahn on that. Thank you for being here. Thank you, its a pleasure to be here. Sandra we have so many questions for you. First ill start on that note. The twominute coronavirus test. Is it effective . So if you are referring to the test that has been said to be available for antibody testing, that is can you detect someone who now has immunity against it, we are not authorizing those tests. We are in the process of looking at applications for those tests and obviously its a huge priority. Just the point it is not a diagnostic test. It doesnt tell you whether you actually have the disease right now. The test thats been advertised is tell you whether youve been exposed and has antibodies. Were working hard to further work with developers over these tests to get as many of them out. They are a component of the Public Health effort. Sandra some say the test would be key because then you have Healthy People Walking Around with no symptoms who might be carrying the virus and could expose more Vulnerable People like pregnant women or the elderly. So do you see that as necessity for priority to get it approved . There is no question its a priority for fda. We issued guidance several weeks ago and Test Developers are allowed to develop them without premarket authorization. They dont have to come to us first. Were very happy to look at their data and information. But again i want to stress to you this is a complimentary test to the die ago sis. If you have antibodies to the virus dont mean you are currently infected. It goes hand in hand with the diagnostic test of looking at whether you actually have the virus present. That gets to your issue of whether someone is infectious. Sandra okay. So on that note, we just saw a moment ago the fda announced the coronavirus treatment acceleration program. So where do we stand as far as discovering treatments and advancing and improving them from the fda . This is great news for the American People in terms of the partnership between the private sector and government. For the last four to six weeks we have a group to look at the acceleration of the potential treatments for coronavirus. Starting with agents that actually specifically treat the virus and also something called convalescent plasma. It is a cross Agency Effort thats a complete partnership with the private sector and streamlining all processes to make sure we can get the applications that come to us into the treatment arena and hospitals as quickly as possible. Its really important to stress there are no fdaapproved therapies for covid19. What were talking about is expediting getting potentially positive therapies that could help out into hospitals and to doctors hands. Typically under the setting of a Clinical Trial where we can generate the evidence and data that helps fda to make decisions about the safety and effectiveness of treatments. Were pushing that forward very aggressively. Sandra i think its fair to say you sound optimistic as far as progress on that is concerned. Ill read you a headline from the Washington Post because in the middle of all this there is a lot of criticism of the fda possibly going too quickly with some of these treatments and potentially not looking at all the risks involved and rather looking at just trying to get fast help. The fda authorizes widespread use of unproven drugs to treat coronavirus saying possible benefit outweighs the risk. This particular piece goes into the combination of those drugs and says that Health Experts are warning that the wellknown side effects could become common place with widespread use. In particular looking at people that already have existing health problems, heart problems, taking certain drugs, antidepressants and that these could become fatal. Are you seeing the benefits outweigh the potential risks of exposing people to these treatments . This is a really important issue and i want to explain it. We issued an emergency use authorization just as described in that article for entry of hydroxychloroquine and chloroquine into the system. We did not approve it for the use of treatment of covid19. What it allowed us to do is have donated drug coming into the system. The drug will be allocated for Clinical Trials where well be able to ask the question about whether these drugs work. Thats the best way to get the data and science for us to tell americans whether this is the right drug for them. It is also allowed the donated drug to come into circulation because the other way that americans have the potential to get this drug is to go to their doctor, know about the risks and benefits with their doctor, have a discussion about the drug and decide whether its the right drug for them to take. We have not taken a stance nor are we on whether doctors should prescribe it. Were providing facts and information about the risks and benefits. It is and should be a doctor patient decision. Sandra where do we stand as far as ventilators are concerned . We hear a lot of mixed messages on the need for those ventilators and heard from the governor of new york state talking about now the need for some hospitals to put two patients on one ventilator. What is the fda recommending on that . Are we where we need to be as far as having the capacity to administer those ventilators to the patients that need them . The good news here is fema and health and Human Services are working very hard to increase capacity. Ill tell you what fdas role is. It doesnt regulate the practice of medicine. We provide guidance whats the best way to expand the capacity. Whats the best way to actually clean these ventilators . Whats the best way to help manufacturers ramp up . So that we get the best devices in the hands of providers. Our job is to make sure that devices, drugs, whatever were talking about are safe and effective. We provided a lot of guidance and flexibility around this so that we can expand capacity. And then were feeding that information up to health and Human Services and fema as they look at the allocation and ramp up in the manufacturing. Sandra we hear the need for them and a lot of companies have tried to fill the void. Ford and others have stepped in to try to use their manufacturing facilities to make those ventilators. Headline reads greg burel, thank you for coming in. This reuters story says two officials at the Homeland Security department are saying were almost out of protective gear all together. Do you believe thats true . And how concerned are you . Im not sure what the answer to that question is honestly because i cant track what has been sent out so far. But i am concerned. The Strategic National stockpile was never intended to be able to respond as the sole responder to a nationwide pandemic event. And what were seeing is the result of many things in the supply chain that havent been prepared as maybe they should have been. Not a lot of safety stock in any link in supply chain and the National Stockpile cannot be the sole answer. Ed i mentioned protective gear that theyre running out of. A lot of news reports about this. What is your understanding about ventilators specifically in the National Stockpile and how much that has been depleted. Ventilators are an important Counter Measure to use in this response. I know that the Strategic National stockpile has been sending out ventilators for some time now. They had a robust capability around ventilators that was matched pretty well to the number of icu beds and respiratory therapists who could use those. The efforts that are going on to expand that stock dramatically at this time are extremely important and i am really pleased the Strategic National stockpile is leading the way. Ed that sounds like good news from what you are saying. What i want to also ask you and i see your shot has been going in and out. I want to make sure you are still there. Looks like you are im here. Ed the president pushed back. I want to be fair to him and the task force. What theyve done recently is take any protective gear they can get from the stockpile and send it directly to hospitals and directly to governors and states and that might be one reason why the stockpile is not replenished. Does it make sense and do you buy that . Replacement of the stockpile is important. Right now we have to keep those materials moving to the points where theyre needed. The stockpile will be replenished at the appropriate time. Ed the wall street journal had a piece about states wanting these limited supplies distributed differently. State officials from washington and massachusetts say theyve received a fraction of what they sought from the National Stockpile. State officials calling for a change in the way its administered. Bottom line the Vice President , mike pence defended how theyve been doing it working with fema to distribute all of these important devices, protective gear. Bottom line, whats the best thing you think the task force can do to help solve this problem . I think the task force needs to keep working as the Strategic National stockpile has for years so state and local allocation plan. There will never be enough to fill every request from every state. Stock market in history. The dow and s p 500 had a rough run of it in the First Quarter. It looks like a first day of the Second Quarter isnt looking too great either. Futures are indicating over an 800 point selloff. The president s sobering remarks last night that we could see deaths as high as 230,000 from all of this, that jarred a lot of people here. It was a very sobering press session. Without some of these mitigating features the death rate could be prohibitively higher. Giving traders from angst, more and more companies as we begin the trading day are looking at curtailing workforces, cutting dividends. Holding off on big plans and big mergers. We saw that in the case of xerox and hp going their separate ways now. Now is not the time about coming together for another company hostile or otherwise. The dow lost 23 of its value, nearly a 7,000 point drop over three months. S p 500 down 20 . We got news this morning ahead of the Big Government jobs report out this friday that adp employment report. It did was better than expected although it did show a huge loss for Small Businesses. They are struggling in this environment. You and i have talked about this since weve known each other. They are the engine of our economy. You see what is happening to them. What is the future for our Small Businesses in this country . You know, i notice whats interesting about that adp report it looks at the services sector. It was a snapshot in time because it ended the cutoff time was march 12th. So it is a lot worse than that now. In fact, the Federal Reserve has already forecast we could see up the 47 million jobs lost through all of this. And an Unemployment Rate that could jump over 30 depending who you talk to. They are just as optimistic that the snapback from this will be strong after this dissipates businesses reopen and business goes back to as usual. I dont know how likely that is or how quickly that is. Thats the hope, anyway. It is also interesting when you reviewed the First Quarter that it was a tale of two quarters. First six weeks were just great hitting records by the middle of february. We had the dow, s p and nasdaq in record territory, the last six weeks we know what happened. I do think it is not going to be steered on stimulus. As good as it is and those checks coming americans way. Thats good. But i dont think the course of this market makes a dramatic turn for the better until we see some improving news on the virus front. Slower rate of growth in cases and deaths. Thats tragically the realities here not only for average folks but investors. I always hasten to add investors are people. Average folks who trade off what you and i trade off of, fear and grief. Sandra they own companies that people work for. Final question. I put out a question on my twitter feed and said neil cavuto is coming on in the opening bell. What questions do you have for him, financialrelated questions. A lot of people have rent due and dont have income now and have bills that are due wondering about the stimulus checks that you just mentioned. Who gets them, who qualifies for them, when do they get them . And in what form will they receive them, neil . Well, it should be coming in the next two or three weeks a whole line of checks in the mail. In direct deposit. A lot of people who earn income of 75,000 and under, couples a little checks from 1200 to as much as 3400 dollars if you have a number of kids under age 17, for example. Within a matter of weeks. Now, they go and base that on your most recent tax return and whatever Bank Information you provided them. So that gets the money to you very quickly. The question is what are americans going to do with that money and help as well as more generous unemployment claims coverage and the rest . It is expected to be a bit of a bad day but not much more than that. The longer they are out of work and sheltered in their homes the less likely they are to go out and spend money period. But this will shore up their finances a little bit and its a good step in that direction. No way to quantify how soon they feel the impact. One with coronavirusinfected passengers set to arrive in florida this week after crossing the panama canal. Two people on board need emergency medical attention. The Holland America cruise ship, rotterdam and the other one have rounded cuba in the florida straits on their way to Fort Lauderdale where the ship captains hope the ships will be able to come to shore sometime tomorrow. At this point thats by far not a sure thing. At least not yet. 2500 men and women remain sailing on these ships, destination still unknown in selfisolation in cabins. 10 days longer than their twoweek trips were supposed to last. Nearly 200 people on board have or have had flulike symptoms. Some have tested positive for covid19 and four have died. 11 countries plus florida have or are refusing to let these ships come to their shores. Last night President Trump indicated he may intervene. President trump theyre dying on the ship. So im going to im going to do whats right. Not only for us but humanity. These are two big ships and they have sick people. Ill be speaking to the governor. An tuesday Broward County commissioners met to figure out how to deal with these ships but failed to come to a decision. To allow the ships back in the port takes the unified command unanimously agreeing, the coast guard, customs and Border Protection as well as the port. Yesterday evening Florida Governor ron desantis again said he does not want these ships offloading their passengers in south florida with 60 of the states total coronavirus cases but get the enders and medical people out to the ships to treat them there. Just to drop people off at the place where were having the highest number of cases right now just doesnt make a whole lot of sense. 300 americans are on board these ships and about 50 of them live in florida. What i think has happened is that its left us all vulnerable to a pandemic like coronavirus. What were seeing on the front lines is dire and amplifies the lack of preparation. People are dying because we werent prepared and i just want to share the message that were seeing this here in new york city and im seeing it in my hospital and in all hospitals around new york city. We arent prepared and i want the make sure that message gets shared with everyone across the country. My hometown is in michigan. My best friend is in new orleans. Im hearing stories nou. My family is in florida and were hearing about the huge number of cases there. This is going to roll across the United States and everyone still has more time to prepare than we did. A lot of the havoc and chaos and concern especially the mental anxiety is quite similar. I know that people are getting mixed messages from politicians and not really understanding what is happening. This is the story from the front line. Im not a poll ti, im a situation. This is what were seeing. The empty streets dont reflect the reality in new york. Time square may be empty but Emergency Rooms and icus are not. We have had the highest number of ambulance calls ever including 9 11. One of my colleagues found a 49yearold otherwise healthy diagnosed with coronavirus dead in a chair. My first two patients yesterday were respiratory arrest put on a mechanical ventilator from coronavirus complications. Normally i see one of those two or three shifts. My first two patients yesterday. Were talking about how we consider Palliative Care in the Emergency Department because were concerned. We know that hopefully were starting to peak in terms of our numbers sometime soon in the next few weeks but new case numbers dont reflect the number of people inside Emergency Rooms and icus. We know even here in new york city where weve been dealing with this for weeks we still have a hard road in front of us. Doesnt say anything about the other places in the country starting to see up tick in cases now. Ed i just want to balance out what Governor Cuomo has been saying in new york. Yesterday he was saying that 75,000 here in new york have tested positive. So far 10,000 of those have gone to hospitals. 5,000 treated and got better in those hospitals. There are people in your hospital and others here in new york city getting better. The president , dr. Fauci last night warning people it could be hell. Thats what they said for the next couple of weeks. They see light at the end of the tunnel. Do you see light at the end of the tunnel . I think we want to see that light. What were seeing the fluorescent lights in the emergency room reflecting off the goggles of our colleagues exhausted physically and mentally. We know we have a long fight in front of us. According to the governor, he expects by this saturday the state would run out of its current supply of ventilators. Two days later, april 6, he says that they will run out of hospital beds statewide. Covid19 is spreading like wildfire across louisiana. More than 5200 cases now reported and 239 deaths. State leaders say theyre hoping to soon double the amount of hospital beds made available because construction of a temporary hospital will soon be completed at the Convention Center in new orleans. But those working on the front lines say the help just cannot arrive fast enough. It is a challenge and every night were scrambling in the evening. We have a very robust patient flow center. Every night there is a different facility thats overwhelmed. We dont have any inpatient beds at this place and were constantly moving around the chess pieces. Coronavirus cases lower in texas for now. 41 deaths and more than 3200 confirmed cases statewide. But as weve heard from medical professionals, everyone expected to see higher cases in the coming weeks, a surge. Texas Governor Greg Abbott has issued what amounts to a new stay at home order with only essential businesses and services open. Prior to that it had been a patchwork of various ordinances enacted by individual counties and county judges and communities. So this makes things a little bit more uniform. Great to have you. How many patients have you started taking patients . I heard it would maybe start yesterday. How is the process going in the early stages . We havent received any patients yet. Weve been working with the officials in new york city as well as we have everything lined up as far as communications. Ed were having a hard time hearing you speak. If you speak louder i know you are under difficult conditions. We understand that. How much pressure do you hope to relieve . We know you have 1,000 beds and eventually this week you will be taking noncoronavirus patients. Talk a little bit about how much pressure you hope to relieve from these new york City Hospitals that has been described as a war zone, sir. Absolutely. Were getting back the capabilities of the ship. The ship was designed for major combat operations which means combat casualties. We do have the ability to take up to 80icu patients and have ventilator support. We have medical surgical beds as well. Some of those are bunk beds. It was designed for combat operations. We will maximize our capacity aboard the ship which could be hundreds of patients aboard the usns come foefrment ed we are hearing you better now. How is the coordination going as well in the early stages here . You have the Javits Center formally a very large Convention Center in new york city which as you know, your colleagues at the army corps of engineers quickly put together a temporary hospital. You have samaritans purse with the reverend graham doing their own from the outside, a Nonprofit Charity stepping up in central park. Talk about the coordination with all these pieces, sir. Absolutely. So far us the central communication will be the Javits Center and working with them as well as fema with our admissions criteria to insure the correct coronavirus virusfree patients are admitted to this ship. Ed talk about the capabilities you have as well. Weve heard about a lot of operating rooms. Talk about just the big picture here in terms of what you can offer this city which is under great stress right now. Absolutely. So as i mentioned we have 80 icu beds. Ventilator support for those beds. We have a full we have four radiology suites, ct scanner. What you would find in a community or better hospital and we have the ability to feed our crew 3,000 meals a day. We can take care of our own. We produce our own medical grade oxygen aboard the ship. Were a selfcontained hospital sitting at pier 90 and waiting to take patients. Ed thats terrific, sir. Talk about the commanderinchief in all this. When the president of the United States came out last night in the dinner hour and went on for over two hours, a really extraordinary News Conference with the top medical experts in this nation from dr. Birx to dr. Fauci and said look, we could have up to 240,000 deaths in this country. As the president said it very bluntly this could be a hell of a bad two weeks. When you hear the commanderinchief say that, talk about what your men and women do to try and protect the people of this great nation as you hear those that very stark warning. Absolutely. So all we can do is prepare and we train for the event. We train for this mission and were ready to do what we can for the people in new york. Well be here for the duration until ordered away. We cannot be more proud than to serve the people of new york right now in whatever capacity and capabilities that the ship can bring. Ed were certainly proud of you and everyone on that ship and everyone in the u. S. Military that is really pulling together under great stress to try to help the people of this country. Talk about also at the beginning of this process when the commanderinchief said look, i want the comfort in new york city and working with the governor and the mayor here. We were initially told it was going to take weeks for you to get here and all of a sudden everyone pulled together and you got here a lot earlier, sir. How did that happen . Absolutely. So its a team effort, ed, it really is. The professional mariners aboard the ship. The naval base at norfolk as well as the crew aboard the usns comfort came together to insure we could pull away from that pier as quickly as possible to get to new york to be ready and available to receive noncovid19 patients. It was a team effort. Ed as i read about you was it gw where you studied medicine among other places . Yes. I got my doctorate degree at George Washington university. Ed as you studied medicine and trained in the u. S. Military, could you ever imagine a situation youre at the epicenter of now . Again, you know, we do this every day. We respond to natural disasters, we provide humanitarian relief around the world. To do this is just a slight variation of what we prepare for. There is no greater honor than to serve americans and again everybody aboard this ship is proud to be here and want to do our maximum to help the people of new york. Sandra that was President Trump there yesterday urging americans to follow the social distancing guidelines calling it a matter of life and death. As our hospitals brace for a surge of new cases. Lets bring in dr. Manny alvarez, Fox News Contributor joining us now. Thank you for being here. Good morning. Sandra all right. You heard the warning from the president. This could be a very painful two weeks for the American People. As you just heard the captain of that ship, all you can do is prepare. How do we do that, dr. Manny . Well, we it will be a difficult two or three weeks for sure. Right now were in the middle of the highest battle that we could imagine especially in the big cities, new york city, tristate area and you look at the numbers and they dont lie. The facts are real. Hospitals are overrun, equipment is tight, personnel whether its nurses, doctors, anybody that works in a hospital is tight. So everybody has to do what the president has said. Look, the president is the ceo and understands this issue very well. He has assembled a great team. Therefore, we have to listen to what he says. Stay home four weeks. Yes, we have to stay home four weeks. Figure it out. Come up with innovative ideas to do with your children, home, education, you have to stay home and follow the guidelines, washing your hands. Keeping away from people. That is going to help. The data is showing its helping. If you look at every country they showed in the charts yesterday especially in europe, those mitigations are very effective. The other light at the end of the tunnel is the therapeutics. I think the therapeutics are coming online. Well have a tremendous amount of new drugs not only i think for this pandemic but i think these exercises that were doing in Vaccine Development and antimall aryan and antiviral medication will create a new book if you will in the warfare of viral diseases. Thats also very optimistic. I think it will be difficult but i think we can manage. Sandra we spoke to the commissioner of the fda at the time of the 9 00 hour on this program, dr. Manny. You sound very optimistic about the progress theyre making in some of these drugs and treatments that were looking at. To your point about social distancing measures and those guidelines, dr. Fauci at that briefing yesterday making the point that this is working. Here is dr. Fauci. We are really convinced that mitigation is going to be doing the trick for us. Were seeing little inklings of this right now in new york. So what were going to see. We have to brace ourselves, in the next several days to a week or so we are going to continue to see things go up. We cannot be discouraged by that because the mitigation is actually working and will work. Sandra it was such an important point and message for him to put out there that your efforts are working. So those americans that have hunkered down and stayed inside and stayed home, dr. Manny, what is your message to some americans who are saying you know what . Weve been holed up too long. Lets go to the park. What do you tell them as far as those guidelines and sticking to them . Well, listen, you have to stick to the guidelines. What i would say is look, every town throughout america will have that template of that social distancing, right . So the mayors, the police commissioners, all of those people are looking at this and theyll find ways, maybe theyll open streets for certain hours that they would allow certain number of people to go out and walk and not get on the crowded environment. There will be some strategies. Now spring is coming, if you have a backyard and you have your family you can go outside in the backyard and stay in your backyard. There are a lot of things you can do. We have to think out of the box. Look, if you look at dr. Fauci, one of the most conservative he gives you very accurate information, but as sometimes i listen to the Federal Reserve chairman and very conservative giving you guidance in the stock market, he is giving you positive guidance and telling you there are glimmers of hope. He seems to be bullish on the idea the mitigation is working. Sometimes as we listen to the fed on the treasury, i think we should listen to him. He is giving you little positive outlooks of how this is going to turn out and that should be very positive news. Then yes, four weeks, very difficult, i understand it. I am going through the same thing. Everybody is. But i think its going to work. Thats the important message. Sandra dr. Manny on facemasks, real quick on that. You saw so much video of average, Everyday Americans going about their daily tasks Wearing Masks and you saw medical personnel and ems Wearing Masks. What is the current guidance that you are giving people on whether or not we need to be Walking Around or going to the Grocery Store wearing a mask . Listen, i think facemasks are reasonable and just like pay attention. If you are putting it up and down all the time and ive seen 1,000 people with just a mask hanging down like my little goatee. That doesnt work. If you wear it keep it on all the time. Its a reasonable thing. My wife went to a sewing machine and sewed herself a couple of masks for myself and my daughters. Do that. Sandra they can be fashable, too. For those of us on social media you know how to sew and made them for friends and family. An interesting way were all coming together. Fema sending 250 ambulances to new york city to help with the overwhelming emergency call volume. Thousands of First Responders are calling out sick, many of them testing positive for the virus themselves. New york governor says he needs some backup. Im worried about staffing, yes. You are going to see with Healthcare Workers and youll see it with all First Responders, and then with whatever we need to backfill. If we need state police. Bryan, its hitting the nypd and all kinds of First Responders. Good morning. Good morning. It really is. Were at a park in queens, new york, a staging area where emts, paramedics from around the country have come to reinforce new york city First Responders. Weve seen dozens of ambulances deploy from here to throughout the city. Come from atlanta, georgia, greenville, north carolina, to as far as way as california. Fema announcing yesterday they are sending more than 250 ambulances total, over 130 of them are already here. 500 emts and paramedics from around the nation are also coming. New york citys 911 Emergency Call Centers have been flooded with a Record Number of calls over the last week. Over 6,000 calls a day. Thats up by more than 50 . The fdny is asking people to only call 911 if its a real emergency. Many are calling to get tested at home for covid19 or mild symptoms. Now, covid19 has hit the fdny hard. 2800 members are out sick or on quarantine. Thats nearly 17 of the force. As for the nypd there are only 1200 Police Officers who tested positive for covid19. Over 5600 officers out sick or on quarantine. Over 16 of the force. New york city Paramedics Union told me this morning more than 500 emts and paramedics are out sick or an quarantine. 60 have tested positive. Paramedics in this city are working 17hour shifts responding to peoples homes wearing personal protective equipment. Were mortified well come down with it. We just take their loved ones and oftentimes we know they will never see them again alive. And these people will most likely die in a bed alone. It is profound sadness. Im told paramedics are afraid to go home. Paramedics Union President told me one paramedic went home. His grandfather got sick and that grandfather passed away. Ed talk first of all about these machines since you run this association. Were all learning a lot about them. How sophisticated are they, and how complicated is it to manufacture one . Its a very sophisticated machine. There are 1700 individual components parts that go into manufacturing a ventilator. There are two types of those. Those that are invasive that you see in the icu and those that are noninvasive that help people as they go into or coming out of icu. We manufacture both of them. Each case its a very challenging process to manufacture at scales to production level we need right now. Ed we see our Car Companies ford, general motors, stepping up as well. Talk about the effort first of all to manufacture and then well get into distribution. On the manufacturing side ill give you a sense what it was like before the crisis. We would do 600 or 700 ventilators a week. We began to scale that up dramatically in the course of the last few weeks. Were doing 3,000 to 4,000 a week now. The goal is just in the industry alone to get to 10 or 15,000 later this month. Were scaling as fast as we can working around the clock. Taking shifts that were eight hour shifts turning them to 24 7 shifts. Employees are stepping up big time to meet that demand. We hope by the end of this month well get to a level that is tremendous. I will say also the help coming from the gms and fords and other auto manufacturers has been great and we welcome that. Ed were seeing live pictures now of the Vice President of the United States, mike pence. He is in virginia going to be at a Walmart Distribution Center. He will be with the agriculture secretary sonny purdue. Walmart has been in the middle of it to make sure supply chains are going and make sure people around the country are getting groceries and all the rest of it. Scott, as we watch that live picture of the Vice President if he says anything i might interrupt you and we might dip in to hear from him. Talk about the mobilization effort. I assume you are working with the Vice President leading the task force in general, whether youve spoken to him directly or not. The next question beyond manufacture is how you distribute these ventilators to make sure the governors who need them are getting them. I tell you, ed, weve been working with all levels of government from the president of the United States, the Vice President all the way through the health agencies, secretary azar has been fantastic. Commissioner of fda to help us scale these products to make sure theyre safe and effective in hospitals has been great. Across the board the federal response from our perspective has very, very good. Were continuing that collaboration with fema now. Now the allocation portion is what is challenging to us. We can manufacture to a high level and increase the scale. Where we need the most help is knowing where to ship these and how to get them there in a timely way to the hospitals, states and local providers who deal with the crisis. Ed between the task force, fema and others making sure theyre distributed. When you talk about getting to scale by the end of april, all of that, do you believe youll be able to meet the demand. Thats what our viewers want to know. I think the answer is yes. Well do everything we can to meet demand. What weve seen those inside and outside of the industry a willingness and desire to meet this challenge head on and im confident in this industry and proud of the work were doing. He has 5,000 sailors in tight quarters on board the nuclearpowered Aircraft Carrier forced into port in guam. In a letter to top navy brass leaked to the San Francisco chronicle the captain wants to offload the crew to disinfect the ship adding the spread of the disease is ongoing and accelerating. Were not at war. Sailors dont need to die. If we dont act now were failing to properly take care of our most trusted asset, our sailors. The acting Navy Secretary explained why all of the sailors cannot leave the carrier to quarantine in guam. Some are needed to watch over the ships two Nuclear Reactors and fighter jets. That ship is not like a cruise ship. It has weapons on board. A lot of fuel on board. It has aircraft, expensive aircraft. You cant take everybody off. Civilian cruise ship in terms of how fast the virus is spreading on board. The navy is scrambling to find hotel rooms in guam. On march 5 the carrier stopped in vietnam for a fiveday port call. At the time only 16 known cases of the virus in vietnam. The carrier can only test 200 people a day. It will take 25 days for all of the sailors to be tested. Defense secretary mark esper told cbs he hadnt had a chance to read the captains letter. Ed big issue. Secretary esper said there are thousands of ventilators from the Defense Department stockpiled shipped out quickly. Do we know where they are at this hour . The chief logistics officer at the pentagon told reporters yesterday afternoon that the 2,000 ventilators that the pentagon offered fema have not been formally requested. Here is secretary esper two weeks ago. We are prepared to distribute up to 2,000 deployable ventilate horse for use as needed. Theyre different from their civilian equivalents and require special training to operate but we support hhss requirements any way we can. The pentagon offered 5 million protective masks. Only 1. 5 million are given. Not clear if theyve been distributed to civilian hospitals. Ed thank you. Sandra. Sandra thank you, ed. What are you hearing from them . So its been really hard on everyone obviously. They are banding together. Us as a community are banding together. It has been very difficult and some of our own doctors have already gone and were expecting to have more go very shortly. So many people in the world and in new york city are banding together and clapping for them 7 00 p. M. At night makes a huge difference. Doctors often dont feel very appreciated and nurses as well. Just to have the whole world stand behind us and try to contribute to this effort has really made a difference to our wellbeing, i think. Sandra i know that this isnt just masks. This is other protective gear. What are you hearing from the doctors that they are short on the most that you are trying to get to them . The most critical supply would probably be the n95 masks. Surprising people have n95 masks. We reached out to all of the different offices and looked in supply closets and found 300 masks for us. People are getting them shipped from friends and family in other areas. Just surprising sources that you wouldnt believe. The tyvek suits are critical. The masks people are sewing for us, theyre using them for people who are less front line to free up the n95 for front line workers. Everything is really helpful at this point. Sandra if you are on the front lines you need those masks. For those who arent on the front lines but continue to do their line of work in the medical field they can use the other masks that some are out there making. How do the markets digest all that . Well, i think you are hitting on the key point. Weve talked it for weeks now the uncertain versus the certain. Everybody knew coming in and many investors are looking at similar models to the ones the president and his team laid out last night as grimace they are. Even with mitigation in place we could look at 100,000 deaths. Dr. Fauci said we can still do better than that. The larger point from the Investment Community is we knew april would be and will be a tough month. Looking out beyond that to get to may and june and start to see what the summer will be feel like is much more difficult. Projections about job losses. Weekly jobless claims tomorrow. Expected to be another disastrous number. 3. 3 Million People filed in the report we had last week, 3. 3 million. So these reports are going to be tough to handle. Getting past may or june and making Economic Projections is tough for investors right now. Ed for a lot of our viewers they arent looking at may or jun they are looking at april 1 now. The rent and mortgage is due, you have electricity and all those bills to pay. So how people are wondering when will i get the stimulus check the government promised . Three weeks has been the figure that has been thrown out there if you have your direct deposit information on file with the i. R. S. You have millions of people do have that that get refunds every year. People who have their information already on file they can look forward to getting that 1200 check if they make up to 75,000 a year. 2400 for couples. Phases out to 99,000 in salary for year and phases out completely above that. In the next three weeks you can get it if you have your information on file. If you dont they are looking to set up an online portal to speed it up. Maybe six to eight weeks in the mail. They hope to do it quicker than that. More important than that in terms of the big picture conversation is the Small Business program that begins on friday where you have the loans being made available and loans that if in many cases you you keep your workers on the payroll you can have them forgiven. People should look on the Small Business Administration Website and read the fine print to see how they qualify and what loan can be forgiven. That is more important. That comes quickly and should be up and running by the end of the week. Ed what about healthcare . If you just lost your job you may have lost healthcare benefits. Cobra or other pieces to get you through. Your shot is going in and out if we lose you well try to get you back. Here you are. But healthcare is important. Jerome adams said if you choose to wear a Face Covering it cannot come at the expense of social distancing. A study of patients who have mild symptoms suggest they may be most contagious the first week of feeling ill. It found infectious forms of the virus for up to eight days in patients whose symptoms were improving and up to 11 days in patients showing early signs of pneumonia. Because people can easily spread this virus with mild symptoms or no symptoms at all social distancing measures are going to be crucial in preventing crowded hospitals from becoming overwhelmed. There is no magic bullet, there is no magic vaccine or therapy. It is just behaviors. Each of our behaviors translating into something that changes the course of this viral pandemic over the next 30 days. This morning hawaii expanded its 14day selfquarantine mandate for travelers to include residents and visitors not just coming in from out of state but now those traveling between islands within the state. Travelers who are not performing essential functions and violate this order could face up to 5,000 in fines and up to a year in prison. Roughly three in four americans are certainly under some sort of stay at home order. Even in areas where there are no reported cases of covid19, testing is still so sporadic, even if there are no official cases in your community, it is a good idea to follow these white house guidelines. It is going to be like a burst of light. This is the time for all americans to come together and do our part. The president said following the guidelines for social distancing for the next 30 days is a matter of life and death. At the moment no proven therapies for coronavirus disease. Vaccine months away. The Surgeon General saying until that time the best defense we have is for people to act responsibly. Listen here. In states like washington, like california, countries like italy, when they leaned into mitigation they are being able to flatten their curve and we know that if you do this, it usually takes three to four weeks from the time you start to lean into it. The modeling predicts a staggering death toll in the next 16 weeks there is a range which could be greater than projections but could also be lower. As you see in the graphs there. Good morning, gill. Good morning. How are you . Ed fantastic. Tell me what you are seeing so far that makes you hopeful. So we recently completed a study that was a double blind placebo trial evaluating our treatment multistem on patients that had severe arts. Its the think that covid19 is inducing in the patients becoming critically ill. Acute respiratory Defense System the lungs become inflamed and fill up with fluid and compromises the body to absorb oxygen properly. The only approach we have for helping patients when they become that seriously or critically ill is we put them on a ventilator and use the ventilator to force oxygen into a lungs to keep them alive. What the results of our study showed was that when we administered a single dose of multistem to patients that were diagnosed with arts and placed on a ventilator we were able to reduce mortality dram it atticly and improving pulmonary function. They were getting out of the icu faster and in january when we did a oneyear follow up there was a dramatic improvement of quality of life for those patients treated with multistem relative to the patients that were receiving best available standard of care but only got placebo. Ed lets break it down. We have a couple of full screens on the studies. The first one conducted in america and united kingdom. Treatment began within four days of the arts diagnosis that you just talked about. 20 patients were treated with multistem cell and 10 patients received a placebo. As we look at the clinic study participants evaluate through 28 days. Lower mortality compared to the placebo. Quality of life outcomes better. Treatment well tolerated. So you obviously are optimistic about that. We keep hearing from various medical professionals saying lets go easy, we have to be really careful and we dont want to give people false hope. Where is the balance in what you are seeing and making sure that these studies are going to lead to actually helping people . The important thing for people to realize is the study we ran was a double blind randomized placebo controlled trial. The proper way to do a rigorous assessment to determine whether or not a therapy is safe and effective. Based on the results that we saw from the study, the fda awarded us Fast Track Designation for this program. This was months before covid19 had actually pandemic had started and based on a rigorous assessment of our data. I think that gives us and regulators and other institutions that weve engaged with who reached out to us in january. Before there was even a single case of covid19 infection in the United States. They realized there is no effective treatment for patients that have ards. That is the primary cause of death in covid19 and what causes patients to go to the hospital. A lot of people are excited about what were doing. The program has gotten Fast Track Designation for fda for treating ards. Its a big priority now. Ed on the fast track you talk about. What does that mean in this context . Does it mean weeks, months, what is the context here . So the whole purpose of Fast Track Designation is it allows things to get accelerated and expedited. Weve been in active discussions with the fda of a large scale study involving several hundred patients that will be focused specifically on covid19 patients experiencing ards. Were hopeful well get the study up and running very quickly. Constant communication with the fda and other folks looking to support the study. For example institutions and other ways we might actually support it. Ed last question. Hydroxychloroquine and chloroquine, z packs and related there are a bunch of things being looked at and fast tracked. Add that to the discussion in terms of people are concerned and they are hearing about all these potentials. What is your message to the American People about what we might see ahead . My message is there are a lot of people focused on trying to figure out whats the best way to approach this before patients become critically ill and have to be placed on a ventilator. As dr. Fauci said yesterday during the Daily Briefing the right way to actually evaluate whether something is truly safe and effective is to run Clinical Trials that are properly conducted. Thats exactly what were in the process of doing and i think the interesting thing is that we may find that combination of things, Early Intervention that slows the progression of the disease and late stage therapies that can help turn the tide when patients become critically ill. Maybe those are the best approaches. A lot of things are being evaluated and were trying to do it as fast as possible. Ed some American Ingenuity and people working on it. Sandra thank you, ed. Holland america zaandam and rotterdam sister ship, the cruise ships are in the florida straits in between cuba and miami. They are on their way here to Fort Lauderdales Port Everglades where the cruise line is hoping that the two ships sometime tomorrow can come to shore, offload all the healthy passengers, the people can finally get on their way back to their houses. However, all of this far from a sure thing at this point. On board the two ships are 2500 men and women with the passengers in selfisolation in their cabins. Nearly 200 people on board have had flulike symptoms at some point. The Broward County mayor tells me this morning the number is now down to 30 since a lot of people improved. Some did test positive for covid19 and four have died. 11 countries in south and Central America plus florida have or are refusing to let the ships come to their shores. Last night President Trump indicated he may intervene. President trump theyre dying on the ship. So im going to im going to do whats right. Not only for us but for humanity. These are two big ships and they have a lot of very sick people. Ill be speaking to the governor. On tuesday afternoon Broward County commissioners met but failed to come to a decision. The meetings continue at this moment. To allow the ships back into port it takes the unified command agreeing the coast guard, customs and Border Protection as well as the port. Yesterday evening Florida Governor desant is says he doesnt want the ships offloading their passengers in hard hit south florida where there are 60 of all the states total cases. To instead get boats and tenders to the ships to treat them out there. 300 american citizens are on board the ships. The president of the cruise line wrote an oped in the sun sentinel the other day pleading with anybody for the sake of humanity to let these ships come ashore. As far as your parents are concerned, what is the communication that they have received about what might happen next for them . Just last night the captains on both ships made an announcement that sounded optimistic about them going home. There were no specifics about it because i believe the plans are still coming together. As i believe you foreshadowed earlier President Trump mentioned this yesterday during his press conference. He was asked the question. Im encouraged to hear he recognizes the gravity of this humanitarian crisis and looking out for the lives on the ship. There is a lot of work today. Today is a critical day. The plans are not finalized. We havent gotten official approval to enter the port. There is still resistance from governor desantis. Still major concerns. Sandra as you just heard from our reporting there on the ground from our reporter in florida, governor desantiss viewpoint is that their medical facilities and resources are already strained and stressed because of the level of coronavirus cases in that state. Although the cruise line ceo is begging please let these ships come to port. What medical attention is your father able to get at this point . Well, thats really the concerning part. To manage his fever he had been getting a steady supply of tylenol. As the days have worn on, even getting that was a struggle. After all three of his kids were calling the passenger hotline for hours they finally got to him at night and a doctor checked on him and quite honestly my dad understood. The doctor said he saw 168 passengers that day. The day wasnt even done yet. There is too many sick people on that ship. I heard the Broward County commissioner meeting yesterday the cruise executive said there are two people that tried to get medevaced for days now and no country will let these critically ill people off the ship and now meeting resistance on our own shores. This is really heartbreaking that we cant get the people that need dire help the help they need. Ed so you have to continue to follow the guidelines even if you believe you go to the hospital, you get better quote, unquote, you still have to be careful on the way out, very important advice. Do we know anything as well about how when the virus spreads from person to person, is it getting weaker each person it infects . Is it getting stronger or do we not know . The virus on its own any virus they are surrounded by fat and they are protein unless they go inside the human host and they become alive. The concept of the virus getting weaker as it is spread thats not true. It is going to be the same impact as it goes from one person to another. We have to practice the social distancing that is very important. The other studies that are coming out which making us even more scared is that there are people out who dont have symptoms of the disease but they have the disease. Thats of concern because it means that many people who are not seeking healthcare in order to get a diagnosis that they have coronavirus but they could be talking to their friend or to family members and passing that disease. Ed cdc put out a warning in the last couple of days. I have 30 seconds. What about the fact that when you say you get you are scared by some of the data you are seeing, the fact that one person seemingly beats it in a couple of days, a few days, and then we had a doctor on earlier saying he had a 49yearold he was treating did not have an underlying medical condition and yet he said he was dead in a chair a short time later. It seems that it can strike one person completely differently. Yes, it is a new virus. We dont know how it behaves. It is impacting people differently. Like any other virus that we have seen, you know. You and i during the flu season. Some of us will get it for three days and some for a week. It is the same virus.
