One pittsburgh player, who did three tours of duty as an army ranger in afghanistan, came out of the tunnel, the lone player to stand with his hand at his heart for the National Anthem. It all started friday night at a rally for Luther Stranges senate race in alabama when the president said this. President trump were proud of our country. We respect our flag. Wouldnt you love to see one of these nfl owners, when somebody disrespects our flag to say get that son of a [bleep] off the field now. Out, he is fired. He is fired. In an interview with Sports Illustrated godel say im proud of our league. They reflect the frustration and disappointment of the players over the divisive rhetoric we heard from trump. The president expanded the travel ban yesterday now covering eight countries. Lets put them on the screen. Iran, libya, syria, yemen, somalia, all in the original list. Added to that chad and north korea and also restricts certain people from venezuela. The difference with this new list is there is no Expiration Date and the travel restrictions are specifically tail ored to each individual country. Not the blanket ban we saw with the original travel ban. The president said following an expensive review by the department of Homeland Security were taking action to protect the safety and security of the American People by establishing a minimum security baseline for entry into the united states. We cant afford to continue the failed policies of the past which presented unacceptable danger to our country. This reaction from the American Civil Liberties union. The fact that trump has added north korea with few visitors to the u. S. And a few government officials from venezuela doesnt talk about the real fact the administrations order is still a muslim ban. This is something the Trump Administration will argue is not based in religion but specifically in Safety Standards for people in the u. S. They are making the case the countries cant vet their own people. I think that some of the differences will become known to people as they parse through this. But i was reading through it last night and the first things about it that struck me were that it has less countries overall, which is fairly significant. It has one less country to be specific. They took great care to ground this new policy in factors other than religion. The administration sort of zeroed in on the fact a lot of legal challenges to the original travel ban was the fact it appeared to be discriminatory against muslims n. This revised order, a few of the countries are not muslim majority countries, which sort of hedges against the future liability that might befall them based on this. Another important thing on this it gives all the nation thaes are included the opportunity to comply with u. S. Guidance in the future and graduate out of the ban. So while it is permanent there is no automatic Expiration Date like the previous ban. This one presents equal opportunity for all the nations to move away from this and not be part of it in the future, which is important. Shannon no surprise there are critics. Numerous Court Challenges with differing levels of success. A group called Muslim Advocates when the new release went out. Let us not be fooled. Just shy of two weeks before the Supreme Court oral arguments in the refugee ban case the administration is trying to undermine our constitution and circumvent the courts. The president says he is trying to uphold the constitution. Opponents here say it is window dressing. Just the same thing. Discriminatory and adding countries like north korea and venezuela where i think the estimate on north korean visas granted in the last fiscal year a little over 100. There arent thousands of people pouring in from north korea. They say adding those countries is of no consequence and in venezuela its government officials banned from coming. I see both sides of the coin. But i think that where you are on this issue is based on where you sit. Meaning the way you respond to this travel ban emotionally is going to be based on what you think about President Trump. Im trying to take a step back from that when i think about this myself and look at the policy as its written on paper. And what i see with this new order is that theyve taken great care to emphasize and ground this in a policy review process. Nothing is arbitrary, none of the countries that are included in this revised order are singled out. None of them have been under consideration for different criteria than the others. It was a fairly it was a fairly standardized procedure. This is something the original ban totally lacked. And so im more inclined from a policy perspective to get on board with this one because the administration has taken the time and intellectual rigor needed in order to execute Something Like this. How it gets implemented will be up to the department of Homeland Security, the courts and other federal departments and agents. This is more solid than the two versions prior to this. Shannon its an extensive review process so people understand when part of the ban was put on hold and various courts were taking bites out of it the one thing left to proceed was the review. The state department and Homeland Security to provide information to the u. S. How do you track these people and exit and entry and passports and potential terror links in these peoples backgrounds. They told all countries across the board. Here are the criteria we need you to meet for your citizens to come here. If you dont meet it you get put on the list. These countries can work themselves off the list. In the meantime, the legal challenges will continue. Judge napolitano is coming up and talking with bill more about what it is facing at the Supreme Court. In the meantime these countries have an exit ramp. They do. Some have already taken that exit ramp. The what the white house was looking at a few weeks ago, if you believe reporting from inside the administration, they had a list compiled of 17 countries. What they did was they said to everybody, here are the u. S. Requirements. You must share information with us about known and suspected terrorist operatives inside your borders. You must be able to prove the passports you issue to your citizens are not easily pirated. You must try and do everything you can to shore up the system there. The passportproducing system. Some countries were able to comply. Eight of them fell off the original list. There is no reason why the remaining countries cant in the future comply with u. S. Policy and u. S. Requirements and also drop off this list. Thats what i mean when i say its an equitable system this time around. There is nothing arbitrary here. Everybody is being subjected to the same standards. Back with us live in mexico city. What are they dealing with now, jonathan . Well, it is were now approaching the sixth day mark since that 7. 1 earthquake hit. But the search and rescue teams are not about to give up on any hope of finding survivors. Behind me is what is the largest remaining search and rescue operation, that is what remains of a sixstory office building. It is pan caked down and all weekend and through now this morning search and rescue teams have been trying to pick their way through the rubble. It is a delicate task. It is a dangerous task for them and painstaking process. Just taking out the rubble piece by piece, using pretty much just their hands because they dont want to bring in heavy machinery just in case anybody is there alive. In the meantime back at street level, a kind of tent city has sprung up for the family members of those still missing. There are up to 44 people believed to have been in the building at the time and are still unaccounted for. I spoke to one family member, he is sitting here standing vigil waiting for his 30yearold niece, news of her. Her name is karena. He talked about what he and other family members are going through. If you could get a message to karena now, what would you say to her . We are here with the moving. We hope you are alive. We believe you are alive and we are expecting you with open arms. It is heartbreaking, bill, to talk to those family members, to watch them as they grieve here. They burst into tears at different moments when they get news of other rescues or other situations around this city as search and rescue operations go on. He should not use the flag, which he did in that situation, to make a statement broadly like that thats unfair to people who make a lot less money than he does and risk their lives everyday for us. Not all police are perfect but they are the First Responders there and doing their lives are on the line when they leave the office or leave their house every morning. District court in manhattan where the sentencing will take place. What do we expect this morning . We expect the sentencing to get underway in the next few minutes at 10 00. A short time ago Anthony Wiener, now a convicted felon, entered the courthouse. He said nothing to reporters as he walked inside. He has pled guilty to a single charge of transferring obscene material to a minor. He pled guilty to the charge in may in a plea deal where prosecutors agreed to ask the court he spend 21 to 27 months behind bars. Wiener agreed not to appeal if it is within that range. His attorneys have filed with the court asking he not be incarcerated. Wiener sent a letter to the judge saying in part my regret for my crime is profound. I have endangered the wellbeing of a 15yearold girl who reached out to me on the internet. My continuing acting out over years crushed the aspirations of my wife and ruined our marriage. Sentencing memorandum filed by the prosecution urges the judge to send wiener to prison saying this is not merely a sexting case. Full knowledge he was communicating with a 15yearold girl. The defendant asked her to engage in sexually explicit conduct versus skype and snapchat. He says he has a sickness and has been seeking guidance. I dont think block granting obamacare doesnt make it go away. It means you are keeping the money weve been spending through obamacare, most of it, reshuffling it, taking the money from democrat states and giving it to republican states. There has been finetuning of the grahamcassidy bill to see if they can lock down skeptical republican senators. The hard nose are rand paul and john mccain. One more republican no would kill the bill. As you heard maines Susan Collins said it is difficult for her to envision a scenario where she would end up voting for the bill and a great deal of attention on alaskas mu kowski. Governor doocy is in favor of it. It is great for maine and alaska. Every state you are talking about, it happens to be particularly good for. So i dont know what theyre doing, you know what . Eventually well win whether its now or later. This morning a republican senator says grahamcassidy would be great. South dakota comes out the positive. We were a nonexpansion state. We would actually apply for expansion but turned down because we couldnt agree on the conditions of it. So in south dakota we will go anywhere from several hundred million to an excess of 1. 2 billion over a period of six years. Were actually on the Positive Side of this. With lawmakers returning to the capital today there is an effort to see how close or how far they are from having 50 yes votes. Bill what are democrats saying about this updated bill . Think they have a shot at getting anyone to vote for it . Doesnt sound like it at this point. Nancy pelosi put out a statement this morning saying, quote, no lastminute changes can disguise the rotten consequences of trump care. Republicans must stop making a dangerous bill worse and join democrats to improve and update americas healthcare. Another democrat in the senate says this bill would be terrible for her state, michigan. We would see 140 billion billion in lost healthcare funding for coverage and the state budget that the governor just signed is only 56 billion. And so when they say the states will make up the money, not a chance. The finance committee will hold a hearing on grahamcassidy this afternoon. A critical week. It could get feisty. I want to play a little bit of what the white house legislative director Mark Schwartz said where they stand now and well get your reaction. This is our last best chance before the september 30th deadline to get this bill done. It comes down to four senators. Right now senator paul, senator mccain, murcowski and collins are the ones were trying to convince to get two of the final four votes to appeal obamacare. Shannon now we have ted cruz saying he and mike lee might not get votes. If they can get lee and cruz. The other four are a huge problem particularly rand paul. I think they may get murcowski this time. Mccain is gone. He is not for this. I dont see Susan Collins. Her doubts i think are pretty firm. Rand paul, you know, put yourself in the position of Mitch Mcconnell trying to round up a vote from his fellow Kentucky Republican rand paul. Rand paul is basically incoherent on the subject of this bill. The skinny repeal bill that failed, that did very little compared to this bill, and he voted for that. So along comes this and he says this isnt full repeal and what we promised. It is more of what they promised than the bill he just voted for is and now he is against it. So im thinking if im a leader trying to convince this guy on a vote like that, i dont know how you do that. Most of the time when youre dealing with these politicians and figure out why they arent with you, there is some rational reason for it. They say at home this is just poison for me. Political suicide. You can understand that. Or this hurts my state. Well, you might be able to sweet en it for that state. But when somebodys argument doesnt make any sense at all, i dont know how you do it. Im not sure they can. This looks pretty bleak. Shannon senator cassidy, a doctor like senator paul, has said that the door is open and apparently he has reached out. There havent been conversations with cassidy was talking with bill last week. We wonder if theyve had conversation. Susan collins, another gop senators has to win over. Here is what she has had to say. When were dealing with 1 6 of our economy and millions of people, you cant do sound Health Insurance policy this way. You need to have extensive hearings. The democrats must come to the table, and that is what we should be doing. Shannon democrats must come to the table but britt, if you cant chorale republicans. If they miss the deadlines this weekend they need 60 votes. Do you see a scenario where that happens . No. Mccain objected to this, too. That its not bipartisan. There is no bipartisanship available on this issue. Democrats are in lock step. They want to keep obamacare in its place to the greatest extent they can. They wont vote for anything that moves it out to the states. They wont vote for that. You arent this bill is a reflection of the deep differences within the country on this issue and others. And this is simply not a case where you can do anything like what the republicans are trying to do and expect any democratic support. So you can complain all you want about the lack of bipartisanship but if there were real bipartisanship there might be a couple of democrats willing to vote for what the republicans want to do. Its a pipe dream and not worth talking about. Shannon when voters saw them voting for repeal. Theyre wondering why things cant get done. You have members of the Republican Caucus who voted for stronger medicine than what theyre looking at now who are now no votes. Thats a tough situation. Shannon a tough question for a lot of folks. Politics have changed and people got used to obamacare and adapted to it. There is a big entitlement increase, the medicaid expansion. Those things are very difficult if not impossible to undo. The President Trump is continuing this morning. He tweeted this saying, quote, many people booed the players who kneeled yesterday which was a small percentage of the total. These are fans who demand respect for our flag. He also tweeted the issue of kneeling has nothing to do with race. It is about respect for our country, flag and National Anthem. Nfl must respect this reinforcing what he said yesterday. This has nothing to do with race. I have never said anything about race. This has nothing to do with race or anything else. This has to do with respect for our country and respect for our flag. The nfl commissioner said he is proud of the players. Comments like this demonstrate a lack of respect for the nfl. Our great game and all our players. A failure to understand the force for good our clubs and players represent in our communities and bill the polls show the majority of football fans are against the protests. They just want to see the players play football. For which they are paid handsomely. Bill not everybody took a knee. What do the numbers tell us about how that decision was made . Well exactly. Ally on the entire Korean Peninsula and they dont want a refugee crisis inside of the north korea korean economy but we mean business now. This administration isnt going to engage in strategic patience, a fancy way of saying not do very much. The chinese will do what they can now to keep us happy and to perhaps try and guide north korea away from its most aggressive behavior, but they wont go all the way and they wont try to get regime change. A lot of this has already been talked about for the last six months to a year. Were talking about lowering rates, talking about lowering corporate rates, talking about making sure that individual rates are lower so take home pay is greater. All these things have been discussed. The good thing is last night wasnt the first time weve discussed it. The ways and Means Committee has met over the last year to talk about some of these issues. Bill im looking top rate 39 to 35 . Thats a reduction of four points. Does that sound about right . I think in the end there will be a reduction in rates for everyone. The key for all taxpayers. That has to be the goal. Bill corporate rate 20 , Small Business rate 25 . Is that where you will settle or is that where they are now . Thats in generalities. Some of the rates. The president wanted a 15 Corporate Tax rate. Were trying to get it as low as possible. Bill they said that initially but now its more like 20 or even 25 . Is 15 a lot to ask for . 15 , the lower the tax rate, the more competitive well be in this country. Bill whats realistic in terms of what you can pass . The question will be what we can do to make sure the deficit doesnt explode. You can drop the rates to 15 and have a tremendous deficit or you can drop it to 20, 18, 17, whatever you drop it to you still have to be able to come up with ways so the deficit doesnt explode. Thats another big issue. Bill you have to get the votes. You have to get the votes. President trump the white house never looked for beautiful than last night. Important meetings taking place today. Big tax cuts and reform. Mark short said this to Chris Wallace on taxes. What the president is doing is eliminating all the deductions that most often the wealthy take advantage of. Many others dont get the chance. Our tax code picks winners and losers. By getting rid of the deductions people with higher income have to pay more taxes and. What are the deductions that will go out . Keep in mind the blueprint already had a lot of deductions being eliminated on the individual side. The ways and means and republican blueprint. Eliminated everything at the time except for interest on Home Mortgage and charitable deductions. Those are still kind of the parameters that we continue to look at. But again raising the standard deduction. The current standard deduction and when people file tax returns a lot of people dont realize 72 of americans dont itemize. The higher you raise the standard deduction the less amount people will itemize. You still get that tax break. Bill there is a meeting this week that youll be talking about. The president goes to indiana on wednesday. Why indiana . Well, i think its the center of the country and what he is trying to do is get a message out to talk about what he wants to get done with tax reform and move the country forward. That will be continuing to get his message out to america. Bill you will dare democrats, 10 senators up for reelection on the senate side. Will you get moderate democrats to support your plan ultimately . I hope so. This is a plan for the American People and puts more money back in the American Peoples hands so they can drive the economy, which is necessary. The one thing that frustrates me about wash shall is democrats want to take their side and not help. Whoever is in the minority does that. Im not blaming them. And affect eight countries including chad, north korea and venezuela. They are added to the list. Sudan has been removed. The move was based on recommendations department of Homeland Security that said the following, quote. Todays announcement by the president will protect americans and allow dhs to better keep terrorists and criminals from entering our country. The restrictions are tough and tailored and send a message to foreign governments they must work with us to enhance security. That is a major point. Judge Andrew Napolitano, fox news judicial analyst. How are you doing, judge . Do you like this order any more than the last one legally . I think this is far and away the strongest of the three orders with respect to its taking into account the judicial concerns that the other two had. Remember, the first order, the one he signed january 27th never saw the light of day. The courts enjoined it immediately. The second order, the one that expires this week has been up and down, up and down to the Supreme Court twice, scheduled to go there a third time on october 10 after it expires. The Supreme Court may never actually hear it because they dont like to rule on a case thats not a real live case. This third order accommodates all of the judicial concerns that were articulated against the first two. Bill you have argued for months the travel ban is constitutional. Yes. Exclusively in the hands of the president is Foreign Policy and Congress Giving the president the authority to ban people from countries in order to further Foreign Policy goals. And the general principle that the court should be most reluctant to interfere with the president when he is engaging in Foreign Policy. Bill why add chad, north korea, venezuela, why take sudan off . I dont know why they took sudan off but theyve given specific reasons for each of the countries, which is another reason making this stronger and less susceptible to judicial attack. And they added a country thats predominantly catholic, venezuela, a country thats predominantly atheist, north korea which undermines a little bit the argument its a muslim ban. Thats the good news. Bad news is i think this will probably be enjoined by the same judges that have enjoined the other two before the Supreme Court decides whether or not to hear oral arguments. Bill is there an urgency to get to this before the new year . There will be an urgency on the part who dont like this to want to challenge it immediately. It takes effect on october 18th. The other one bill unless its blocked. There will be a back in which no travel ban will be in place. Bill this is what stuck out at me if you look at the order. On screen this is what it says. The secretary of Homeland Security in consultation with the secretary of state and attorney general have determined that a small number of countries remain deficient at this time with respect to their Identity Management and information sharing capabilities, protocols and practices. In some cases these countries also have a significant terrorist presence within their territory. He did not have that Information Available to him on the first travel ban or the second. The first and second were criticized because it lacked that kind of country specific data. Bill i think thats the important part of this debate here. Yes, it is. Bill Homeland Security is saying those governments in those countries cant tell us who is getting on a plane. Correct, therefore we need more authority, a blanket authority to stop whom we want because we dont know who is good and bad and who will harm us and who will be benign. Bill aclu says this. The fact that President Trump added north korea with few visitors to the u. S. And a few government officials from venezuela doesnt ob files indicate the fact that its still a muslim ban.
