Peter, first of all, how much historic flooding do you think the president will be able to see firsthand . Eric, the white house has been saying President Trump wanted to come to texas before harvey even hit as a category 4 storm. Because he doesnt want to disrupt emergency efforts underway in houston, todays tour will take him away from the high water, instead he will be at an area where the high wind did the most damage. We are in Corpus Christi where Hurricane Harvey brought severe wind, but the rain has stopped. It is very rare for air force one to land on a runway closed until the day before because of lifethreatening conditions, but that is going to have been about hours from right now at Corpus Christi international airport. We expect to see the president and first lady deplane and get a first look at the businesses and homes and vehicles destroyed by harveys first hit and meet with First Responders at some point before flying to the state capital to see the Emergency Operations center where the monumental rescue and relief effort is being organized. President trump promised the white house yesterday the federal help will come fast, democrats and republicans will Work Together to authorize as much spending as required to rebuild here, and he says until then, every asset under his command is the disposal of local officials and now a few hours from right now the first time as president he will see how far those assets go in cleaning up a major hurricane. Eric. Eric promises to be a busy taxi. Officials in Harris County and the police chief are having a News Conference. Lets listen. Possibly 34 inches of rain have fallen. It is approximately half of the average rainfall amount expected in the houston area over the course of a year. Estimates from the National Weather service of rainfall today through the remainder of the tropical event at about 9 inches. This estimate is down from the previous estimate of august 27 of 25 inches. The corps of engineers from there yesterday. Intended to maintain the ability to control to the extent of possible before uncontrolled releases would begin. Additionally, controlled releases reduce the magnitude of the duration of uncontrollable releases, potentially decreasing the impacts of flooding. There is an expectation of uncontrollable leaking. Spillway flows just begin at the low natural ground at the end of the spillway when it reaches 10. That elevation for barker is 10. At the rates of rising barker, it is unlikely barker spillway will maintain operation. At 2 00 p. M. Yesterday we estimated they were discharging at about 2600 cubic feet per second, and barker about 2100 cps. Combined about 4700. We are continuing to raise the bunkers in a controlled fashion. These discharge rates as of yesterday were 3800 cps and 3500 cps respectfully for a combined total of discharge of 7300 cps. The goals to reach reach rates of 4,000 cps at both areas for combined discharge of 8,000 cps. We estimate the dams will combine today. No decisions have been made to raise this amount. Dam releases are slated to occur for several months following this storm event. They constitute 20 of the total flow of the bayou for the remaining 80 attributable to runoff below the dams into the network. With rainfall still occurring, as well as the discharge from addison and walker, it is holding very steady and will take several days to recede. The corps of engineers shannon you have a listening to local officials in texas talking about the Flooding Issues of the dams, and other things coming into play as the rain continues talking about how long it would take for any of this to possibly begin receding as they are still watching for overflow and over spill in dangerous areas. Matt flynn is in that area in houston, he has been reporting all we cannot conditions there. Lets check in with him now. Good morning, matt. Shannon, we are standing along the reservoir, this area compared to one of the great lakes. I will let the pictures speak for themselves, it is horrifying to be standing here, this body of water. This is a 4lane street that has been completely engulfed. There is water as far as the eye can see down the street and to my left and to my right. Just horrifying to know this is beginning to spill over the dam and some of the banks as we have been reporting all morning. We are on the western side of the city which has been one of the hardest hit areas we have seen families plug from the rooftops and people abandoning their homes on this side of the city and now to think this could be an entire new phase of catastrophic flooding is just heartbreaking for people in this area. We spoke to fema a short while ago after their morning meeting with state, local, and federal officials. We will be assigned to a team of 80 fema rescuers from arizona who are here, and they said all of their resources and a lot of their attention is obviously going to be paid to this area of the city today because there could be hundreds if not thousands, if not more homes and businesses that could be affected by this reservoir that you see right behind me spilling over as we speak, shannon. Shannon you know, there are great concerns about the fact people could be trapped in buildings and homes and have no way to signal anyone without a cell phone or without any electricity or landline. Shannon harvey marks the first Natural Disaster for the president , he is making his way to texas. Lets bring in byron york to talk with us. We know the president has been tweeting quite a bit leading into the storm, wanting to sound like he is very much on top of all of these decisions making sure the communication is open and resources are heading to texas and louisiana. But there are those who are mocking him. Is this president going to get a break in any way, shape, or form as he tries to manage the first big domestic crisis . Ever since george w. Bushs experience with hurricane katrina, it is clear mishandling a Natural Disaster can be a political disaster for a president , and i think what you have seen with President Trump here is to try to get out in front of this and stay in front of this. The first thing, the most important thing, is to handle the substance of it right. To make sure the federal government is delivering the help it can, the food, water, clothing, boats, everything that is needed down there. We just heard about fema officials, fema workers helping around that area of the endangered reservoir. The first thing is to get the substance right, and it appears the president is doing okay on that so far. And the second thing is to get the message right, and that is what i think you are seeing with the president actually traveling to the Corpus Christi area. I traveled to louisiana somewhere later in the week, so he is working on two france they are. Shannon i want to play little bit of the tone he took talking but what they are facing down there in texas and the resolve of the people. Tragic times such as these bring out the best in americas character, strength, charity, and resilience are those characters. We see neighbor helping neighbor, friend helping friend, stranger helping stranger. We are one american family. We hurt together, we struggle together, and believe me, we endure together. Shannon seemed to be one of those times you see people helping strangers, helping neighbors. A real opportunity to call the country together. We are divided over so many things. Ambassador, it was a violation of the airspace of one of our strongest allies, japan. Why is this type of launch now significant . Number one, you will recall ten days ago there was some speculation north korea would launch one or more missiles toward u. S. Bases on guam. And they were told pretty clearly that that could provoke an american response. So instead what they did was fire the missile in a different direction, over flying the island in japan. But demonstrating they could hit guam. This is not the first time one of their missiles have overflown japan. First time was in 1998, population of japan really was outraged and forced north korea to declare a moratorium of launch testing from the peninsula. Significance here, that is when they began Ballistic Missile work with iran. Work that continues to this day. We have as clear a demonstration as youre going to get without actually hitting american or japanese or south korean territory. What this regime has in mind. That is why the potential, the risk of having to use military means to deal with north koreas threat is very much on the table. Not because we are eager to do it, but lets be clear what the responsibility of the United States government is. It is to protect United States citizens. I think south korea has signaled they understand the nature of this threat, they conducted a bombing run today near the demilitarized zone, the clear purpose of the exercise being to show they could hit the north korea artillery just north threatening the capital of south korea soul. So i think there is no misunderstanding in japan, south korea, or i hope in the United States how grave this threat is. Eric a move to be more defiant and perhaps more aggressive facing these kind of attacks. This missile flew 1,700 miles. Guam is 2,114 miles from pyongyang. They were only 300 miles from guam potentially if they did fire in that direction. Do you think the president s actions and fire and fury comments perhaps dissuaded them from aiming toward guam but saying look, we can reach guam almost but we decided instead to hold back and fire in another direction . I think they could have reached guam, but firing at the territory of an american treaty ally shouldnt make us feel any better. I was and still am curious to note there does not appear to have been any effort by any Missile Defense systems, u. S. , japanese, or south korean to engage this missile. That may be because we didnt have any and could have hit it, but this goes to what is increasingly going to be a conundrum for the United States and its allies. You see a Ballistic Missile on a north korean launchpad, perhaps in a year we would know it could reach the United States, or you going to bet what direction it is headed in, are you going to bet it doesnt have a Nuclear Warhead under the nose cone in the reentry vehicle, are you going to bet it is a peaceful satellite launch, or will you take action . Which is why, i stress again, it is not warmongering to look at the military options sooner rather than later. Almost invariably using it sooner would be less risky, less costly than giving north korea more time to advance its capability. Eric that certainly is one of the debates. Their heavy downpours in the southwestern part of that state, and officials are warning of potential flooding that could turn dangerous. They are anticipating 1015 inches of additional rain. In addition to that, the storm surge forecast again has gone back up a little bit to between 13 feet of storm surge above ground level. Eric this threat comes as new orleans marks the 12th anniversary of katrina. Officials in that city of course not taking any chances. City facilities and schools are closed today, and folks have been pouring into fire stations across new orleans to get sandbags to prepare for their homes. Forecasters is a big city could get 510 inches of rain over the next several days. Already experts say rain in houston has been three times the amount that was pumped from new orleans after katrina. Clearly the folks of that city dont want to take any chances. Shannon . Shannon the governor of illinois signing a bill into law barring a police from researching or detaining anybody based solely on their immigration status. Legislation makes illinois now the fifth socalled century state in the nation. Live in chicago to tell us. Mike, what is this all about . You kind of got to it there, shannon. Critics say this is an expansion beyond the sanctuary city concept, and illinois with the republicans governor became a sanctioned state. The bill was signed by Governor Bruce Rauner yesterday. Preventing police from making a rest on immigration status and mandates Police Ignore detainers and can only hold an undocumented immigrant if a court order is obtained. Members of the hispanic family were on hand, and representation from the illinois Law Enforcement community. Governor rauner said he consulted with police before he signed it. They all said to me, governor, this is a reasonable compromise. It will help us do our job better, it will help us keep our community safer. Now, the 2016 Illinois Republican party called for a reversal of sanctuary city policies, but the Republican Party chair is supporting the governor with the signing of this bill because he said governor rauners negotiations turned a 40 page bill filled with restrictions for police into a 2page compromise. They are spilling over, and as you look over to this subdivision to my left, already homes filling up and beginning to flood. About 30 minutes ago, eric, we saw a couple walking, literally clutching what was their lifes belongings just walking out of this. Certainly not happy with the decision with officials not telling these folks to get out. But this has never happened in history, this is unprecedented. That reservoir youre looking at behind me, addicks, is 108 feet high. They did not think they would get there. Yesterday attempting to maintain control with a controlled release into the waterways. For our viewers, a quick primer on it. You have a system of levees and reservoirs that are on top of the city that run water in the runways and the bayous southwest of the city to get water away from downtown houston and into the houston ship channel. Well, guess what, its failed. They cannot main control of the water and water spilled over. It will not be a gushing like a levee break or something, it will begin to trickle. But the problem is, they are now according to officials, going to have to be releasing water into waterways for literally the next month or more to get that out, and the rain hasnt actually stopped yet. So we are looking at a serious situation now of circling the people in the subdivisions around this area are going to have to get out. Eric. Eric all right, a month or more. Some of the houses that have been hit by water will be dealing with a desperate situation. Shannon as we mentioned, President Trump on his way now to survey the damage. The fema director said texas has never seen an event like this. How are you guys doing this morning and . We are used to hurricanes, we have dealt with a lot of damaging hurricanes, tornadoes, all kinds of stuff. The fema director is right, we have never seen anything like this. Despite that, it has been amazing the cooperation between the state governor, governor abbott, the trump administration, and local officials. I think they have done an outstanding job given the fact the storm just never stopped. Shannon another thing that has been so striking with all of these images are everyday people reaching out to neighbors, to strangers, people they dont know. Shows resilience of americans that they step up where the government does everything it can come officials to everything they can, to see these pictures of people who are out there risking their life for people they may not even know, that has to be encouraging. Yes, that is what i love about texas. Americans in general will do things in a time of need, and there is no doubt without the volunteers, lives would have been lost. If you look at the number of lives lost, we are sad about every life we lose, but given the number of days we have been through this and the flooding and devastation along such a wide range, its really amazing we havent had more loss of life. It is largely due to the great First Responders and the volunteers who have stepped forward to help us. Its a blessing. Shannon part of what you do is enforce the law in texas. What can you tell us about price gouging . There have been reports of some food outlets, gas stations, people say they have seen in enormous spikes, sometimes that is a supply and demand, sometimes about somebody unfortunately be able to make a buck off of a tragedy. It is a real issue. We have had a hot line, or website, a lot of pictures, but people can give us more information more quickly. Our legislature determined a long time ago they dont want people price gouging during a crisis when people are most in need, especially for food, water, hotel rooms and fuel. There are the things that we address, and we will continue to address. As we go on, as we deal with repairs of homes, we will see more of that. We want people to know that is a problem, there are severe penalties, up to 20,000, and if you do it to somebody 65 or older, it is up to 60,000. It is a serious issue, we are following up to it, and we are likely to find you. Shannon what is your best advice for people who are stuck . Some people wont even be able to hear from you, no communication with the outside world, no cell phone, no electricity, no landline. A lot of people have given those up. Some folks attempting to get out on their own. Others who say to shelter in place, stay where you are, but some say the water is rising and they are not sure if they can. What is your best advice . I would say be careful. We are coming to get you, we have thousands of people helping along with the volunteers you talk about. With the rain continuing, we will continue to have a need for rescue. That is or complete, absolute focus. The governor has called out the entire National Guard, so we will have more resources on the ground. Stay in place and be careful on the road. Not all the roads are even still there. Know that we are coming to get you. Shannon such a tragic images breaking everybodys heart. Eric the nation keeping the people of houston in their prayers, there are very many reminders of the tragic elements there. One specifically, a family of six. Among the fatalities so far. We know so far the death toll has reached at least 14, but that number will rise over the next few days. The most shocking sad story is this family. They tried to escape the floodwaters in their van, but their vehicle was overtaken by high water and swept away. The victims include four children, 16 years old to the very youngest, six years old as well as their great grandparent grandparents. The driver of the vehicle, sam saldivar, the great uncle, he escaped from the van before it escaped under the water. He tried to get the family out the back door but was unable to do that. So far the bodies have not yet been recovered. Shannon yet another terror attack rocking the Afghan Capital. A bomb going off near the u. S. Embassy. Officials believe was the target of the attack. Plus this. [bleep] [bleep]. Eric members of antifa, the leftwing radical group, attacking Peaceful Protesters in berkeley. Why activists say they are tired they are being blamed for this kind of violence. There are actually violent gangs coming from oakland conscripted by antifa to hunt republicans in the street. Make no mistake, this is a pressing issue and it needs more coverage. When a fire is going on, youre not thinking clearly, so they called the Fire Department for us. I could hear crackling in the walls. My mind went totally blank. All i remember saying was, my boyfriends beating me and she took it from there. And all of this occurred in four minutes or less. I am grateful we all made it out safely. People you dont know care about you. Its kind of one of those things where you cant even thank somebody. I find out then antifa actually had several people posted around berkeley tracking us and telling people our location by social media. Eric that is social activist describing the chaos that erupted in berkeley, california, over the weekend. More than a dozen people were taken into custody. Look at that. After members of the radical Antifa Movement attacked a gathering of conservatives as well as taking a swipe at that camera. Conservatives said they were peacefully promoting free speech and claim the nation is not paying enough attention to the violence, danger, and threat antifa actually poses to our civilized society. Rich lowry, fox news contributo contributor, and adrian elrod, welcome to you both. Thats pretty shocking. They are out there trying to protest against whether it is the neonazis or a antiprotest. They are the ones allegedly causing the violence. It is a disgusting scene. These antifa thugs not beating up nazis, they were beating up a reporter. The irony of this movement is that it is it self shifting. They dress the part, they wear masks, they wear black garb, and they play the role. They beat up people whose views they disagree with. And that is completely wrong and it should be a red line in a free and democratic society. Eric this certainly is a red line. Your view. Looks, the right to protest is one of the most fundamental rights we have in america, but there is a line that can be drawn. When you become violent coming from the left or the right, when you become violent and youre protesting, takes away from the actual message of why you are protesting. The Antifa Movement has been around for a long time, they are protesting bigotry, racism, but when you get so extreme you distract from the actual message you are trying to advocate for. Eric falling victim to what they allegedly say they are trying to protest. Exactly. Look, we have seen in my view far more extremist protests on the right as opposed to the lef left, but i agree this is disgusting and is not an effective strategy in my view. For advocating against bigotry and racism. Eric rich, why do you think people are not paying enough attention to antifa and the left . The media has been obsessed with charlottesville and the group contemptible nazis. Eric as they should be. Charlottesville created this effect that nobody can say anything against antifa because antifa was opposing the nazis. Antifa and the nazis are both on the same moral plane. They are violent and like the street clashes. It is not that antifa shows up and becomes violent, they are movement devoted to violence and proposition to shut down views who disagree with. This is a moral challenge, eric, for liberalism. Can all respectable liberals full throated denounced this movement . There compared to the gis who stormed normandy. You are seeing far more extreme protests from the right than the left. This is a rare example of extreme protest that we have seen on the left. Eric it happened in oakland, they have been out there like these goon squads attacking people. But look, see how protesters on the left were very peaceful, they were protesting a White Nationalist convening in boston and a huge, peaceful protest among the left. So what you are seeing, the fringe element of the left, i agree, watching those videos was not pleasant, to say the least. And it does distract from the message. But you are seeing far more extremist protests on the right than the left. I would disagree with that. Just Google Antifa and you will see event after event after event where they act like this. Responsibility of all people to denounce violence on both sides. I agree. Eric should they be labeled as a terrorist organization . There is a petition on change. Org right now to do that, and there are calls to actually try to get some Law Enforcement effort, a broader federal effort against this. I dont know the legality is there, but certainly they are terroristic in their tactics. They show up, they break things, they burn things, and they beat people up. Again in berkeley they were not beating up nazis, they were beating up supporters of the duly elected president of the United States. The police completely fell down in berkeley. That was in an uncontrolled release of floodwaters into the two communities. A core of engineers started water releases from both addicts and barker yesterday. They can go out and buy them with their own funding. We have not yet heard from defense secretary jim mattis, but he needs his south korean counterpart here at the pentagon tomorrow. The pentagon has determined last nights missile was what they called a kn17, an interridge Ballistic Missile. First one fired at a military parade and pyonyang in april and test launched a day later. This missile is not capable of hitting the u. S. , but it could hit guam. This flew 1700 miles, guam is about 2,000 miles on north korea. Last time north korea to it tested one was back in may when it was filed from a mobile launcher making it very difficult to defend against because the launches can be hidden. North koreas latest launch Tuesday Morning was next to the International Airports in the capital. It was assessed quickly that it would land of the seat after flying over northern japan. Those decisions about whether to shoot it down have to be made quickly. It took just 8 minutes for the missile to be over japan, 6 minutes later, it crashed down into the sea. Its the First Time Since 2009 that north korea has fired a missile over japan, which does have Patriot Missile batteries that could shoot down an incoming missile from close range. Those were not fired when it became clear the missile would fly over. Japan carried out a drill yesterday using Patriot Missiles right after yesterdays launch. The u. S. Seventh fleet is based in japan and has radar and Missile Defense systems it can deploy to track the missile. It is not clear why japan, unlike south korea, has not requested or deployed a terminal High Altitude area Defense System thats part of its defense. Eric 8 minutes is like a blink of an eye. It is clearly significant. Here we are flying a Ballistic Missile over an allied country and certainly, that country feels somewhat defenseless there. Given the fact they only have Patriot Missiles defending it. It would have to shoot the missile down in its terminal phase. Thats why the thaad Missile System would be much better. This is going to step up the United States because we are not going to be able to tolerate north korea. Its going to be a pattern of theirs to be able to fire missiles over our allies and nations. I suspect that the pentagon and state department are going to come forward with some options to the president hear about what we should do and certainly our policy after today is a sound one, and it is largely diplomatic focused around toughening sanctions on north korea, isolating that country and using chinas leverage. Wearily, we will have to step that up and they may put some other option on the table like shoot down another missile if its fired. Shannon itself like this is a response to what north korea is describing is provocation. These joint exercise that we have south korea, some we always do. They said they telling us we are not going to negotiate with you unless you stop those. Any chance of that . No. It is in relationship to that exercise, thats a biannual exercise, a critical exercise because with the United States and south korea actually practicing is going to war with north korea. Actually taking that regime down. That is what is going on in north korea is very much aware of that and thats what they resent it. We will never give up those exercises. North korea and china, who was complicit here, what they really want is not only stop the exercise, but the United States pull out of south korea. North korea has always had a longterm goal of unifying the pole and scylla under their control much as we always had a longterm goal of unifying the peninsula under south koreas control. North koreas dream here is never going to happen to be sure, but thats clearly their strategic intent. Shannon what to expect to hear from china at this point . This is likely got chinas attention as well and im confident that we are talking to china as a result of this event. Certainly the state department is talking, more likely secretary Rex Tillerson talking to his counterparts about the rate theyre going out to stepup their efforts. Through china. It is the only path that makes any sense. Nobody wants that. So yes, i hope this gets their attention a little bit more. It gives the United States and leverage to use with an as well. Shannon a lot of concerns that china was not sufficiently motivated or had different views on the peninsula naturally what works in their best interest. Is this something that would change the calculation for them, this latest launch . It may not by itself but i think it has to do with the intensity of the United States response to this with them.
