the white house' considering sending special forces back into baghdad. good morning, i'm bill hemmer. martha: big, big story. good morning. i'm martha maccallum. just days after saying the united states would not send combat troops to iraq the president is mulling over his options. the pentagon sending 300 marines and soldiers to protect our embassy in baghdad as isis moves closer. hundreds of iraqis willing to join the fight to protect their country. bill: it reaches from baghdad down to the iran ran border. martha: peter, what can you tell us about the mission for these troops? >> reporter: the 275 troops deploying to iraq will be in baghdad until the is is * militants make their way through the country no longer threaten american lives. the president says they are there to protect u.s. property and is equipped for combat. they will remain in the country until the situations become such that they are no longer needed. the man in charge or of iraqi volunteers says reinforcements are on the way. he says we continue to receive large numbers of volunteers and we supply them with military fatigues and transfer them to a training center. the pentagon says the american troops on their way to iraq are being trained to work side by side with american security embassy teams that are already in place or as a standby force. martha: moving very quickly. this whole situation. what about iran and any possible participation between the u.s. and iran on this? >> reporter: iran and the americans are talking. the americans and iranians were in vienna speaking about iran's nuclear programs. diplomats from each side had a separate and direct conversation about the threat posed by isis in iraq. the pentagon and state department said the conversations with iran are not going to lead to any military coordination with tehran. administration officials insist the chatting is just a political conversation, that's it. martha: there is word that american weapons have fallen into the hand of these isis fighters. u.s. officials telling fox that militants in iraq are likely in possession of a cache of our stinger weapons. these missiles are powerful enough to take down a commercial jet and there are growing fears other american weapons left in iraq could also be vulnerable. bill: singer missiles changed the course of the war in afghanistan against the soviets. now we come full circle again. the president is taking time today to announce an executive order to expand a marine sanctuary in the pacific ocean. you don't believe he's taking this seriously enough. why do you say that? >> i'll preface it by saying presidents and administrations can do multiple things at the same time. as you reported earlier he's talk with his advisors. but i'm concerns with what he isn't doing in iraq. he's sending 275 troops there but he he waiting until the security situation stabilize or fixes itself. i think look at the situation and how it's unfolding. 275 special forces aren't going do that. they are going to simply protect our embassy and specifically americans but won't necessarily stabilize the region which it desperately needs. bill: why the marine sanctuary? why go ting to talk about manufacturing? why now, the timing, what do you make of that? >> we know the president doesn't want to be in iraq. that was part of his campaign prom this 2008. pulled out the forces in 2011 and this is something he's proud of. he's weary of -- wary of military involvement in iraq and i think he would rather be talking about other things. but this situation is not getting any better. i'm encouraged he's mulling his options. hopefully we'll be seeing more serious action here in a little bit. but he really doesn't i think want to be discussing this despite the fact the world doesn't care what he wants to do. >> that's a big, big deal. met with his national security team sending special forces to baghdad. what do you want him to do. >> i think he has to consider options to of putting more regular troops, not just special forces. i know he's considering air strike as well. here is the problem. bill gurtz of the "washington post" reported taings are being transported into syria. it will also give the bad guys in syria, the bad guys we don't want in channel or causing more bloodshed in syria. it's regional, not just iraq. i think if the president considers that and considers the good american forces could have in the region to stabilize that, i think it would be in america's best interest. bill: appreciate your time today. martha: president obama said he's ruling out the possibility of boots on the ground. but is that a mistake? coming up with a man who's very familiar with the situation. you will remember him from 2003 when he announced the arrest of saddam hussein. >> ladies and gentlemen, we got him. ♪ for my pain, i want my aleve. ♪ [ male announcer ] look for the easy-open red arthritis cap. how can a tablet replace your laptop? start with the best writing experience. make it incredibly thin. add an adjustable kickstand, a keyboard, a usb port, and the freedom of touch. and, of course, make it run microsoft office, with the power and speed to do real work. introducing surface pro 3. the tablet that can replace your laptop. martha: terrorists gain ground in iraq as iraqis volunteer to join the fight. >> reporter: what we have got is a situation of some drama. the united states is sending 275 extra troops to safeguard their vast he bassy, 5,500 personnel spread off five acres. the islamists have been ruled beyond the pale even by al qaeda. they are pressing toward the capital by three flanks. they are in bakuba. samarra 80 miles north and 50 files to the east in fallujah. they aren't able to say they are encircling the city but that's their agenda. they are being held back by iraqi forces and shiia militia. they are trying to throw their weight behind the defense not only of the capital but the idea of an iraqi unity state. the kurds have a semi isolated the state. the up s. and iran are starting to have up formal talks about how to stop this. the main conclusion is they will have to put pressure on the central government to hug their sunniss closer in before they drift off into the hand of the extremists. bill: we await to see whether the battle for baghdad happens or not. john bolton, good day to you from chicago. this is such a complicated web where we are. we are talking about making friends with a long-time enemy, iran to get tehran to help us out with what's happening here in iraq. in the meantime you have got these reports. iran is shiia, but its neighbors are sunni. neighbors like kuwait and qatar and saudi arabia. reports are some in the populations of these countries have been upset about it sunni fighters in syria so they have been shifting money into the battle. it's those fighters in syria that have used this porous border to go back and forth between iraq and $syria. you believe we are giving too much credit to these insurgents who have taken these towns. >> we need to get a grip on what's happening. the saudis estimate isil has 3,000 fighters in total. it's true their strike into iraq appears to be well planned and well executed but the fundamental question is whether it's sustainable. the role iran is already playing is critical. i think this may be a mistake by isil because the iranians have them in a nutcracker. they have the maliki regime on one side and the assad regime on the other. assad has had the momentum and iran will do anything they can to prevent maliki from falling. make no mistake about it. this is an opportunity for iran and i think they are going to take it. bill: these fighters are sunni, the insurgents, the terrorists, the islamic extremists. they have been take largely sunni towns that tend to be favorable toward the fighters at least in religion and against baghdad and maliki. that's why ski truth and mosul and the town of tal afar have fallen so easily. when maliki orders his army to strike his count kerp offensive, we don't know if they have dug in well or not. they may get wiped out by this iraqi government. what do you think of that possibility? >> the iraqi government's performance so far has been pathetic. they are trying to make sure the next time they go into battle that their units are cohesive. but some basic facts here. iraq is 60% sea, 60% kurdish, 20% shiia arab. it's not show much the geography as the demography. now, what happens when they are met with truly effective response by the iraqi army if it can make one remains to be seen. bill: if we start putting drones into the theater and how they help. northwestern syria, aleppo, down to the eastern border with iraq. that's the area we think they have control. if we do drones and they have our singer missiles that were developed and handed out by the cia in afghanistan in the 1980s, can a stinger missile take down a drone? >> sure, if they know how to operate them. i'm stunned they have stinger missiles and we gave them to the iraqi army. maliki is a satellite of iran. i think this is a case as henry kissinger said of the iran-iraq war of the 1980s. let's hope both sides lose. bill: ambassador john bolton, we'll talk again. martha: a marine prepared to pay the ultimate price to save his fellow marines. he threw himself on a live grenade. bill: twin tornado touching down within a mile of each other. and now today's recovery in our nation's heartland. >> i have never been through this before and i don't want to go through it again. i did a lot of praying back there in that little corner. the lowest price book any flight or hotel and if you find it for less, we'll match it and give you 50 dollars off your next trip expedia, find yours bill: the islamic terror group al-shabab claiming credit for two attacks near the somali-kenyan bored. 48 dead starting sunday lasting into monday morning. the terrorists facing little resistance from kenya's security forces. martha: nebraska's governor declaring a state of emergency after deadly twin tornado strike that area. look at this. two side by side funnel cloud, unprecedented. touching down a mile apart from each other. one hit the small northeastern town of pilger, a 5-year-old girl lost her life in this tornado that ripped through her town. 19 other people were injured. 10 of them are still in critical condition. >> i have been telling people for many many years i have never seen a tornado in my life and i grew up in northeast nebraska. day saw something i have never seen. >> whole blocks of houses are destroyed and all the business districts. the oh open is gone, the grain bins are gone. martha: the storm demolished half the buildings in this town. look at these pictures. emergency crews spent the night searching through the rubble. alicia cuna is live in our newsroom. >> reporter: we just got off the phone with the sheriff of stanton county. he confirmed a second death in this double tornado that hit yesterday evening. he told us the plan for today is to allow the folks who live there to go in and sift through the rubble and carry out their belongings. the county commissioner estimates up to 75% of the buildings were destroyed in the town of pilger from those tornado. that includes the school and fire department. the sheriff tells us the warning sirens did go off to let folks know it was time to get to shelter. but with these two powerful twisters few places felt safe. >> all the shingles start the blowing through my yard and everything vented off. the heater smashed over me and my buddy. >> reporter: josh staub says he and his friend were opinioned between two brick walls and his dog was killed in the storm. the cleanup begins in the morning. martha: meteorologists say double tornadoes have happened before but this one was really rare. >> reporter: the national weather service says the supercells will produce the type of twisters we suave move across the land in nebraska but what made this so rare and striking was the intensity of both twisters and the amount of time they both stayed on the ground. the national weather service says it will be examining the area crews on the ground today. the national guard will be deploipped. the fact that we saw these double twisters and there were storm chasers between them. bill: paul bremmer is speaking out saying the white house is making a big mistake. what is that mistake? >> our interest in iraq is not tied to al-maliki. our interest was correctly identified friday by the president as insuring that isis, the world's most lethal terrorist group does not get a foothold in iraq. that's our interest. if it involves cooperating with al-maliki or not is a separate question. the president correctly said we would like to see a broader political government in iraq. they just had elections. it would be good to see it's not a shiite dominated government. al-maliki is not the core interest we have in iraq. our interests are stopping the isis. >> it sounds like what you are suggesting is you need to have special forces, you need to be open to putting combat troops on the ground and take back the cities that have been lost. we have hah map to show tikrit and mosul and tal afar. they stretch into syria. it's bigger than just iraq. how could you do that with the president's statement saying he refuses at the outset to say he will put any combat troops out there to do that? >> i don't believe in a reduction in foreign policy. i don't think foreign policy should be defined by what we won't do. but there is a continues between having boots on the ground which effectively he has not ruled out and having combat forces. boots on the ground we'll need. we'll need people to do forward spotting and intelligence, especially when it comes to the iraqis retaking the cities. you can't do that with fighter aircraft. you need drones. so we'll have to have some boots on the ground. by the way for that we'll need a status of forces agreement. al-maliki would have to sign that right away. but i would never think it's a good idea to say what you won't do in any case. it's not a message of strength to our friend or enemies in the region. martha: i can't help but people the things you are discussing are very large scale, and we have had no cooperation with al-maliki. if anything he has been siding with some of our worst enemies in iran. why would he now accept a status of forces agreement with u.s. soldiers in iraq. >> he might do it because he thinks his life depend on it. martha: do you see the dynamic having changed this dramatically. you also said you think people are overestimating the strength of isis. >> isis strength numbers in the thousands. it's not a very big operation. secondly, they are lightly armed. they have stolen some tangs and helicopters, they don't know how to use either of them. but they are lightly armed and they are not popular. the kind of assassinations and executions of prisoners of war and the beheadings and amputations they take over when they take off. those are not going to be popular with the iraqi people. we shouldn't assume that they cannot be rolled back and the immediate objective is to top them coming south to baghdad or to the holy cities. martha: what do you say in terms of the larger picture and those who look at you and donald rumsfeld and president bush and say, see, we knew this would happen, we knew this is where all this was headed. what do you say? >> i say it's not true. basically if you look at the facts, due to president bush's courageous decision to surge troops at the end of 2006 and 2011. basically working with the iraqi army we trained we defeated al qaeda in iraq. they were defeated by 2009. the problem came when we basically pulled out. that's the mistake the president made. martha: do you think the situation is salvageable? >> yes, but we have got to get moving. time is wasting. i'm glad we are sending more marines to guard the embassy but we have to help the iraqi army reconstitute itself. get some good officers and good intelligence. help them with identifying targets. stop the flow south and eventually help them recover those cities. that's a big undertaking. but the stakes are very high as the president said last friday. martha: thank you very much, paul bremmer. bill: investors reacting to a may home construction that fell. we closed down 14 points monday. we were above 17,000 for a while. we'll check it out throughout the morning. martha: this circus story we brought a month or so ago went terribly wrong. remember the human hand here that crashed to the ground? >> i don't remember anything the moments leading in the up to it and that entire day. the only -- i guess solid memories i have is physically how my body felt after the grenade hit myself and my friend. >> you thought you weren't going to make it, right? >> i was shire was not going to wake up. martha: you talked to them during that moment. what did they tell you about what you said and what their reaction was? >> well, i remember very vividly saying over and over that i'm not going to make it, i'm going to die, and the marines are and the corpsman that got to me very quickly and saved my live, they kept telling me the opposite and they really nung there with me and put me back together as best they could and got me on that medevac flight to get to the hospital. martha: you were able to save the life of a fellow marine and a friend and you will be hon yard with the highest military honor at the white house. you said others in a similar position that you don't feel necessarily like you did anything outside of what you were trained to do. >> i receive with it a heavy heart. it's a huge honor and i'm very appreciative and humbled by it. but at the same time there is not just iraq and afghanistan but previous wars since this cub triwas founded. there have been those to didn't make it back and those who did make it back and had worse injuries than mine. to be in the spotlight and honored by the nation does have its hard points. but at the same time with the spotlight that's on me i truly hope to push that and spotlight our other service members and other great things being done out there and just let people know that courageous things happen on the battlefield every day and all of us raids our right handle in the exact same way to serve our country. martha: you will continue to give that message to the world and do it so proudly thursday at the white house. we thank you for your service and sacrifice and all you are continuing to give to your nation every single day. lance corporal, thank you very much for being here. >> you are welcome. bill: he selves that on behalf of so many others. the white house mulling its options as our next guest says the president can't make a decision. ya know what salesman alan ames becomes? >> reporter: well, martha, what's interesting is all these options that you say are on the table. think about the fact that we've already sent, now, 275 troops to help secure the vast u.s. embassy in baghdad. so remember on friday, before the president headed out of town, he was standing in front of marine one on the south lawn and saying, look, i'm not sending any combat troops back to iraq, very carefully adding that word "combat." he is sending troops, technically not combat troops, 275 of them to help secure the u.s. embassy, relocate employees, make sure there's not another benghazi-type situation on the ground in baghdad if these extremists mic it to that capital -- make it to that capital city. and there was a big national security council meeting last night when the president got back from palm springs, convened the team here at the white house to consider various options including that one about sending a hundred special forces. again, technically not combat troops. but if they were to get mixed up fighting these extremists on the ground, they quickly would become combat troops. you can say on the way in they're not combat troops, but once they're on the ground there, almost anything can happen. that's what makes this situation very tricky. martha: yeah. in terms of that meeting last night, we heard over the weekend that susan rice was keeping the president in the loop and was briefing him on what was going on. what about the defense secretary, chuck hagel, who's your sense of who's inside the circle advising him on this? >> reporter: susan rice is the lead person to brief the president when she's out of town, but she's a loyalist to this president. he relies on her very much on all these key national security issues, and i think you raise a good broader point about chuck hagel, john kerry. in this second term, this is still a relatively new national security team. in the first term you had hillary clinton, robert gates. their first real test about a year ago almost with syria, and there was very mixed reviews about going right up to the line of u.s. airstrikes, then pulling back. now when you look at someone like secretary kerry, it was interesting to me this morning ambassador ryan crocker, former ambassador to afghanistan, was on cbs critical of secretary kerry saying why is he not on the ground in baghdad right now if the administration wants to test diplomacy, that perhaps sec kerry should already be in the region. martha: general petraeus, ambassador crocker, possibly people who could get involved in this process. ed, thank you very much. bill: let's bring in mike mccall, sir, good morning. >> thanks for having me, bill. bill: you said two days ago this crisis demands immediate action, the president cannot make a decision. have you changed your mind about that? >> well, look, i wouldn't have gone to palm springs for a fundraiser and playing golf. i would have called in not only my top advisers in the administration, but i would call in the comeanlders and diplomats who won this war in iraq and get their opinion. and i've talked to many of them myself, ambassador crocker just the other day, some high ranking military officials that won this war. i think that's advice the president needs, not this inner circle of loyalists that really give political advice rather than national security. the crisis over here is enormous. this isis or isis is the worst of the world so bad that al-zawahiri has denounced them because of their brutal tactics. they are savage les that now control eastern syria and western iraq, this coalition. i view them not only, bill, as a threat to iraq and to syria, but now as the chairman of homeland security, one of the biggest threats to our homeland security. bill: and part of that has to do with the possibility these fighters have the ability to travel, that they have legal documents, and they could blend in anywhere and go where they choose. and immediately you think about the possibility that they, one day, would come here. now, how often or how much consideration do you give that possibility? >> well, in my threat briefings that i get weekly, this topic has always been top of the list for the last several months, if not year because we know that they have been growing and spreading. this is the biggest terrorist training ground now going far beyond what we've seen in pakistan and afghanistan. and, again, they are so brutal and so savage that even al-qaeda has said you're not a part of us. so i think with the travel documents that yougal travel doe ability to travel into western europe and possibly into the united states poses a tremendous threat. which is why i think how we handle this situation here so important not only to stabilize iraq after all the gains and the victory we made, but also to protect the homeland. if i could just also say the president bears some responsibility for this. he wholly failed to negotiate a status of forces agreement as we withdrew in 2011, and now that is precisely why you're seeing the mess that we're seeing. in addition to maliki, the president of iraq, not engaging with the sunni tribal leaders and firing his military leaders and bringing in his own cronies who are shia. he's created a shia dictatorship that, quite frankly, is going to cull mitt nate, if we're not careful, into a sunni/shia conflict where the goal is here a diplomatic political strategy to bring shia, sunni and kurd together. bill: what is your personal opinion on that agreement that was not hammered out? do you think the president wanted an agreement? or do you think this white house wanted the reason to get out entirely of iraq? >> i think, first and foremost, his priority was to fulfill the narrative, i ended the war in iraq. now afghanistan we're looking at the same situation, and then the release at guantanamo. i think -- i don't know how engaged he was. i've heard from various advisers that he was not terribly engaged as a priority as president bush was when they signed the first one in 2008. so this was critical when we left iraq, to have a residual force there to prevent the very situation that we're seeing today, a crisis on the ground. and i think we could have prevented that had this agreement been reached. i don't want to see us make the same mistake in afghanistan. we're winding down afghanistan. we don't want to make the same mistake there as well. bill: one more question here, and it goes to the regional conflict we've tried to unravel. it can be dense, but israel is sitting there by itself on an island to the west of where all this fighting is taking place now. and when you consider the possibility that they're our democratic friend this the neighborhood and you wonder about, you know, what is their sense about their own future today? you also believe that this is the greatst threat to the united states -- greatest threat to the united states since 9/11. how would you characterize that and why? >> well, that's what ambassador crocker told me, biggest national security threat since 9/11. israel is in a bad neighborhood, and the threat is growing against israel. i think, you know, you mentioned hagel and kerry. they need to be in the region meeting with our allies this the region and providing a regional strategy to deal with this. it's really twofold. you may see airstrikes occur to push back this force and to kill this threat to not only the united states, but at the same time we need that diplomatic political solution that is so critical here because be no matter what you do militarily, if they're not working together or against the extremists and, rather, working against each other, the whole thing will implode as we're seeing today. bill: appreciate your time. there's a lot more to get to. we'll get back to it very soon. mike mccall, thank you for your time, out of washington. martha: well, after a days' long man hunt, phoenix police have now made an arrest after this priest was shot to death and another was viciously beaten during a robbery last wednesday. now an excon with a lengthy rap sheet is being charged with this hurd, among other things. >> our suspect was released from prison on 4 sln 24 sln 14. april 24th of this year. and since that time he's been living primarily in the streets, sometimes in the homeless shelters. but the fact is, he immediately went back to business, his business, that of criminal activity. martha: awful story. william la jeunesse is live in los angeles with the latest. william, who is this suspect? >> reporter: he is a violent homeless deadbeat with a long list of priors from robbery and assault with drugs and weapons possession, released from prison 12 weeks prior to this murder from which he was arraigned for an unknown reason in a wheelchair. armed robbery here in los angeles and a vicious knife attack in phoenix while on methamphetamines. he got ten years for that, served eight. missed a parole meeting on june 9th, two days later tried to rob church. when father joseph intervened, he grabbed a .357 recover but shot father kenneth walker before fleeing in their suv. >> we belief the motive here is a crime of opportunity. he was trying to commit a burglary, and the burglary was discovered by father tara who thought somebody was knocking on the door. he opened the door. the window was so close to the door, he immediately started attacking the father, and it became even more violent as it went inside the room. >> reporter: while this prison, officials sited moran for 14 policy violations including manufacturing drugs in his cell. you can see a requiem mass was held yesterday for father walker. also i am told that father tara is going to make a complete recovery. back to you, martha. martha: thank you very much. will: so how is the president responding to the spiraling situation in the middle east? here's bill o'reilly last night on that. >> i fully expect president obama to begin bombing the al-qaeda army very soon. if he does not do that, it would be an enormous dereliction of duty. what's wrong with destroying an al-qaeda army anywhere on earth? what's wrong with that? bill: so what next, and should the white house send troops back into iraq? martha: plus the gm recall gets even worse, if you can believe it. another two million cars recalled. is yours one of them? >> great question, martha. i heard brian kilmeade this morning say why in the world would we give them stinger missiles? i can't con vive the thought -- conceive the thought process of giving the iraqis stinger missiles which should, at all times, be tightly controlled. and i think they are even when they're in the hands of u.s. people. so there's a big issue right there that needs to be covered. nonetheless, the fact of the matter may be that they have them, and if you add that to the fact -- we're not talking about them firing a stinger at dulles airport where i am in washington some time in the next couple months, this is about sometime out in the future them being able to use these anywhere, against israel, against american fighters if they're trying to run strikes, in europe. the targets are limitless, the question is what do we do about it. martha: and you also are very concerned, i know, about the passports, u.s. and european passports that are held by this group and where they may take it next. >> that's the biggest challenge american and european intelligence has right now, there are reports of as many as 3,000 americans and europeans with american and european passports over there fighting for the jihadis including isis. these people can travel around without visas. so u.s. intelligence and other intelligence have this monumental task in front of them of finding out who these people are, of watching them, of keeping an eye on 'em, of knowing when they move about. it adds to the complexity of what we're dealing with. martha: great point. our intel folks have their work cut out for them in identifying when these fighters are and watching where they are traveling. big job ahead of them. colonel cowan, thank you very much. good to speak who you. bill: a growing crisis at our southern border, a surge of illegal immigrants, including tens of thousands of children, overwhelming our border patrol. these pictures are stunning. how the administration may have sparked a crisis and what needs to be done now. plus this: martha: well, the fans going why would! celebrating team usa. america's soccer team scoring a huge victory in the world cup, defying the critics and even their own coach who didn't think that the team could win. now you're interested, right? because this helps his cause. this is a president that has been very clear along with eric holder and his department of justice why their action or inaction, we have the most destructive president to anything that advances the interests of this nation. you know, you can talk all you want about bipartisan issues, marjorie, but at one time the president had complete command with the pelosi-led congress, and nothing was done. they're using -- bill: let me get her to answer that. why won't anything be done, marjorie? >> it is nice to be here for the pre-analysis. i think it is going to be great. 30 minutes is a long time in tv world but there are a lot of questions. i will get the first seven minutes, greta the next, take a break and i will get the next eight minutes and then greta eight minutes after that. we talked through things and ideas and questions as you know the best part about interviewing is listening to reacting and i think we will do a lot of that. >> we solicited questions and you have gotten so many of them and we put them up earlier today and they keep rolling in. >> hundreds. >> how do you figure out right now what to ask for zero in on? >> a couple things i did to prepare. i read 623 pages of her book. two, i read or saw interview has given over the last week and a half. and i think many things were not in the book and not touched on in interviews and they could be with ours. there are some topics we will explore and the question is how many questions you will be able to ask and how the timing work out. >> i thought his answer to your question about this interview was fascinating. here is hume. >> i think if somebody asked me to do the interview i would try to get somebody else. you have a person of standing and she is the former secretary of state and the leading figure in the democratic party and the former first lady and she is entitled a level of respect which gets you into a problem. such people will filibuster if given the opportunities. interrupting has to be done carefully and politly and hard to do. >> i think if you were offered the interview you would take it. bret has sharp elbows but he is your mentor. >> mentor and friend. i will take the ball. >> what did you think of the way he laid it out?
