No reaction yet in this report from the Washington Post that says President Trump and the newly elected president of mexico have come to an agreement on a plan called remain in mexico. No details have been sorted or finalized. Details are still being sorted out and nothing has been signed but according to the Washington Post, under the plan, immigrants coming to mexico seeking asylum in the United States, will have to remain in mexico while their cases are being processed. The reported agreements between mexicos president elect andres manuel. Currently some immigrants caught illegally at the border and claim asylum are released into the nine states until the court case comes up. Some never come up for the court date. Heres the caveat. Mexicos newly elected interior secretary says, the policies meant to be a shortterm solution. It takes months or years for asylum cases to make it through the court system. Potentially leaving thousands of people stranded in mexico. Others a caravan of some 6000 migrants, mainly mostly in tijuana and the mayor there has called a humanitarian crisis. This reported plan comes at a time when a federal judge just temporarily blocked the president s executive order. That only allowed for asylum for immigrants who claimed asylum at legal border crossings. The 26th are all spread out throughout the border between mexico and United States. A judge said, you cannot do that because the law requirements all the time to thegirls of how they get their are allowed to apply for asylum. This is also happening as President Trump just set on thanks given that he is willing to shut down the government if he does not get the 5 billion from congress that he is demanding to build the border wall. Could there be a shutdown . There certainly could. And it will be about border security. Reporter 5900 u. S. Troops have been deployed to the border to back up border patrol. They are unarmed and have mostly laid down wire and in a memo, john kelly, chief of staff said this quote the deployed military personnel shall not without further direction from you, conduct traditional civilian Law Enforcement activities such as arrest, search and seizure in connection with the enforcement of the laws. That was a memo to the pentagon directing how the troops should be doing their deployment done at the border. Bottom line rick, if the plan goes through, it signals the president that may not have all that much confidence in a lameduck congress right now and a democraticcontrolled house in january to come up with a solution that he will agree on when it comes to border security. Reporter i think it is just as unhappy with the caravan as the President Trump, the misconception of course that mexico wants these but as we see in tijuana and throughout, it creates huge political crisis with the United States and as well as a humanitarian crisis in our own country. I think by coming together with the United States to try to alleviate these crises that they, themselves are facing and trying to dissuade people from caravan and and seek asylum through this manner. Obviously, the details we still do not know exactly. And everything is still in flux but it seems that it could be a winwin for both countries. Arthel does this create a virtual wall . And by making the day with mexico, does President Trump circumvent u. S. Laws concerning asylumseekers at the southern border . Reporter im not a lawyer and i cannot speak to the obviousness think there would be legal challenges and will play out through the courts. But it does not circumvent the wall and in fact it can make the case that it makes the wall more necessary. Because if asylum is so difficult and there is no prospect of catch and release and no making it into United States and until you actually granted asylum rather than waiting for asylum as we have currently, it could make illegal border crossings more enticing to people that want to come over. And so, this does not solve immigration. Immigration is a complicated problem that has, in some ways, it may be unsolvable. In some ways but it does create a solution to a problem that the president has and i think it would be, it would show the nicest and mexico can work toward solutions in a way that i think we have not seen recently. Arthel no formal agreement has been signed yet. Details to be hammered out. It is called the remain in mexico plan. You mentioned a second ago, there probably will be appeals. Who will appeal and could they win . Reporter you will see groups like aclu and various other advocacy and leftleaning immigration advocacy groups make appeals. I do not know whether they can win obviously. That goes into other arguments the president has had. He has had arguments with the courts over this. It presents a problem but it presents in a way, a longterm problem. This is i think as brian laid out in the reporting segment, it is a shortterm solution to a problem but it is not a longterm solution. You are buying i think, nine months, one year, maybe a little longer into you can come up with more solutions. Maybe build a wall and other things but it does not solve everything but i think you would be a good step. Arthel even the mexicos incoming minister says its a shortterm solution. What about u. S. Lawmakers . How will this fly with them and does this impact the President Trump s threat to shut down the government over funding for his wall . I think a lot of officials would be pleased with it. I think democrats and republicans say we should be working with mexico. We should try to come up with solutions. I am not, obviously, it is President Trump s policy so there will be 11 democrats who outright oppose it no matter what it is. But you imagine of course the details, you measure it would be pretty well received. As for the wall, look, President Trump think weve seen this over the last few days, he is trying to make the case to get immediate funding for the wall. This is a lameduck. Republican congress where you have sort of the last best chance of getting this done. Have republicans controlling the house in the senate. This could present the last chance before President Trumps on reelection in 2020. He wants to get the wall done. I think you will see a big push for him to try and get it done. In the next month. Ill be skeptical as to, most things do not get done during lameduck Congress Season i think something is contentious as the border wall will be one of those. If he is going to be indicted and at the same time he says that he is in discussions, that is contradiction in the federal system, what a plea discussion means. It means cooperation, which is key to the jailhouse. And the only way you do that is if you stay with the prosecutor and say what they want to hear. In this case, clearly it is going to indicate register with advanced knowledge of the hacking and the leak. And corsi is not doing that. He will be indicted and i do not think special prosecutor has advanced the ball at all from that point of view. Rick if corsi is information, if he agrees to some sort of deal, and if he implicates roger stone, then should the white house be worried . Is there a connection . Well, hypothetically, that we dont implicate roger stone. The next big question is, from the russians and corsi and stone, okay but what about the other side of the football field . From stone to anyone in the campaign. The only way they get there is if roger stone cooperates and tells robert mueller, what the team believes is the truth. Maybe the truth is there was no information passed on from the campaign. One thing quickly about my view of the special prosecutor. Special counsel, if they do a job that is thorough and complete and they find that the campaign or the president involved, that is fine. But if they find the campaign of the president are not involved, they have equally succeeded in their task. It is not out to get the president. And if it is, then there is a dangerous situation. Rick a lot of people see it that way. And they are people that perhaps are wondering after year or year and 1 2, whatever its been, should they have found more if there is more, should we be surprised that this is where theyre at at this point after all of the time and effort . My view, the reason the president answered some written questions is probably in exchange for an agreement that this is coming to an end. Because i saw a headline on another network, i will not say would article it appears in because its dead wrong. Helen said, mueller is not done with trump get a question. The dynamic is wrong. The point is, the present does not have to answer anything. It is all voluntary. I do not believe that mueller i think that he would lose. Rick is a tough the president s critics to stand down on the russia collusion . Is time for the president s critics to thoroughly complete their investigation quickly and write the report. And let the court of Public Opinion determine whether or not there is evidence. I submit the report should follow a watergate model. Not conclusions or recommendations, just lay out the facts that they found and let the public decide. If the acting attorney general decides that it should be released. Make this area, safe so that when they do eventually let more and more people back into the damaged areas, more people are not getting hurt. Search and recovery crews are out in full force today. This weather has taken a turn for the better. It slowed down, rain has slowed down, there is not too much wind out here or really any warnings. Or concerns about mudslides or falling trees or flash flooding. That is allowing crews to move much faster. The other relieving news is that the death toll has not gone up in the last 24 hours. Currently it stands at 84 people and the number of people considered unaccounted for, the number continues to drop as they start to cross more and more people at the list, it is tinea 475 people. Still a lot of people considered unaccounted for but theyre working as fast as they can to get the number down. The other number that is just glaring to me, nearly 14,000 homes destroyed. But they are going to try and get these people back into the area to let them assess the damage and let them know if they are one of the lucky ones that did not lose everything in the fire. Rick it is just so horrific and i assume that is the crews get out there, that the death toll could go up you still have close to 500 people still considered missing . Reporter yes, they using the word unaccounted for because there is so much miscommunication. Weve heard about people being on the list twice, some people find out they did not even know that they were on the list that anyone was looking for them. Some people just left town before this fire really got out of hand. So certainly, that is with the search and rescue crews out here doing. They are probably the worst job out here, they are sifting through a wreckage, going through this action scene there is evidence of human remains and the last few days they found a few people. Arthel as we continue to follow that developing story, a new report laying at the impact of Climate Change. The report found in Global Temperatures are still rising. And could ultimately cause the u. S. Hundreds of billions of dollars along with untold damage to human health, and quality of life. Ellison barber has more now from washington. Reporter Climate Change is negatively impacting the United States now than ever. That is according to the latest National Climate assessment. They form an extreme weather and climate related events have already become more frequent intense and widespread. The authors of the report say they expect many of those events to continue to increase or worsen. And the warming trend can only be explained by human activities, especially emissions of Greenhouse Gases into the atmosphere. If there is not substantial and sustained Global Mitigation and regional adaptation efforts, the report warns, Climate Change is expected to cause growing losses to american infrastructure and property and impede the rate of Economic Growth over the century. The report is over 600 pagers and it looks at the impact of Climate Change now and in the future. It says that some aspects of our economy could see some improvement in a warmer world but longterm, Officials Say it will hurt the u. S. Economy. According to the report, the weather and climate disasters have caused the u. S. Nearly 400 billion since 2015. This sort of assessment is released every four years. It is mandated by congress and the Global Change research act of 1990. 13 agencies are part of the group that worked on the report. The Trump Administration released it though the report seems to contradict some of the president s views on Climate Change. Now, the other big question is, is it possible Climate Change is a real issue here . We are looking at everything. It is management and really, we will be looking at every factor and will be at the bottom of it and i think we can do it fairly quickly. Really, it is a bit ironic that House Republicans and Judiciary Committee wants to have former director james comey and return a general Loretta Lynch testify at this hour. When frankly, their actions and incumbents actions in particular likely swung the left into President Trump and 2016. Im not sure what theyre going to discover now. Again, it seems to me to be an attempt to really muddy the waters before Democratic Congress comes in january and begins investigations of the Trump Administration. Arthel joel, what to say to dan, the pointy dismay that Hillary Clinton is not the president. And mr. Donald trump, is President Trump. What is the point here at this point . Lets i agree with that. This past week we saw some reports about the fbi being used in the present was seeking to have this done. It is very problematic. We live in a democracy where political opponents are not sent to jail because they have a disagreement. I think we need to pull back from this a bit. Not make about Hillary Clinton and the emails and this discussion ongoing. It is important to get the fbi working for all americans not as a political tool. Arthel dan, give us your take. He basically leaked into his current attorney series of government work product that landed on the front page of the new york times. I think his credibility is shot. Arthel i understand that. If there was wrongdoing needs to be discovered and dealt with fairly and evenhandedly regardless of how the political chips may fall. I think the problem here is that the structure has been used to tilt things in favor of certain parties and against the interest of other parties. All that nonsense in the 2016 cycle really needs to be uncovered and examined and hold them accountable.
