And he took a huge baseball bat and swatted kim jongun with that, calling out north korea, warning north korea that it was headed down a dangerous, dangerous path. Also calling out nations who might be helping north korea. Listen to what the president said. It is an outrage that some nations would not only trade with such a regime, but would arm, supply and financially support a country that imperils the world. The United States has great strength an patience, but if it is forced to defend itself or its ally, we will have no choice but to totally destroy north korea. Reporter very harsh words. Those mirrored what james mattis said a couple weeks ago at the white house. He said were not looking to the total annihilation of a nation, names like north korea, but we have many military options to do so. Harris, first of all, i agree with john and you, that President Trump would welcome the comparison to Ronald Reagan. This was in sense a reaganesque speech. If you look at the trajectory of the speech, from the joint session of Congress Speech to the speech in saudi arabia, to the speech in warsaw poland, the speech about afghan policy, you are seeing the formulation of the trump doctrine. That is America First, but not just America First. The world is made up of proud independent nations that have to address big problems together, but also have to address problems in their own countries. If there were two words for this speech, it would be direct and bold. It was clear what he was saying. He said some things in very trumpian ways like rocket man. But he also said things in the broad scope of history that is different than a president has spoken for a long time. Possibly, as i started here back to Ronald Reagan. Harris so, again, are we at a position where it made a difference for the leaders in the room . For all those who didnt show up from russia, from china, from germany. I think the message on the north korea part, for example, was clearly a threat if kim jongun cons what hes doing that there will be a confrontation. These are big broad things that you havent seen a president directly address from that stage where, as President Trump called the bad marble behind him. But to all the World Leaders sitting there. Harris he spoke to every corner of the picture he was standing before. I want to ask about iran. Thats an area where even back on the campaign trail, this president , then candidate said, im gonna do away with that deal. He talked about it being a corrupt dictatorship, a murderous regime. We cannot let a murderous regime continue these destablizing activities while building dangerous missiles and we cannot abide by an agreement if it provides cover for the eventual construction of a nuclear program. If youre a state which has expanded medicade we do our best to hold you harmless. We run it through the chip program. I hear no one complaining about the chip program. The chip program is something on a bipartisan basis has been recognized to be an effective way to provide access and quality care to those in need. We con patient protection. Whatever waiver a state wishes to have, they must ensure the secretary that they continue to provide adequate and affordable coverage for those with preexisting conditions. That is our back stop. Why is that different than july when you had fundamentally this . At the end of the day we need 50 votes. If youre a republican chances are you believe in federalism because if you dont, you probably are not a republican. So the last effort to repeal and replace obamacare was better than obamacare but did not embrace the concept bill was talking about. So i believe most republicans like the idea of state controlled health care versus washington, d. C. Controlled health care. Employer assessments are going out next month by the end of 2017. Thousands of businesses will get a notice from the federal government thats 4. 8 billion. Lot of republicans would like to stop that from happening. The best way to do that is to repeal the employer mandate, individual mandate. States can reimpose it. Weve come upon an idea that is uniquely republican but over time has proved to work in other areas like welfare reform. So i would hate to be the democrat that voted against more money for my state and more power and keep the status quo. So if youre a democrat, lets say in missouri. Youre gonna get far more money under this proposal than obamacare and your state would have more control over the money. To reject that money and that control means you believe that somebody in washington cares more about people in missouri than people in missouri. You believe its okay to help california, new york, maryland, massachusetts more than missouri. Thats just what a democrat would have to face if they voted no. If youre a republican and you vote against federalism, you got to explain to people back home why washington knows better and almost every state except the four i have described do very well under this new approach to taking the money out of washington. So i think the idea is more powerful. I think the substance is much more fair. And at the end of the day, i really believe were gonna get 50 republican votes. I make a prediction. There are going to be a lot of democrats struggling with a no vote. At least eight of them, eight of them, their states do far better than obamacare in terms of funding and they have more control over the money. Thats going to be a hard no. [ inaudible question ] the cbo told us theyll have a score for us. The coverage will be on the cash aspect of it. Well have a chance to look at tha that. When is the bill coming to the floor . You understand we would have to deal with this before september 30th. So thats the answer. We will have to deal with it because the vehicle expires at the end of the month. If we were going to go forward, we would have to act before september 30th. Were in the process of discussing all of this. Everybody knows that the opportunity expires at the end of the month. Ky Say Something about that . Go ahead. Okay. Heres the test for republicans. Did we work as hard to repeal obamacare as they did to pass it . Mitch mcconnell and the leadership has done everything weve asked and then some. I have spoken to paul ryan, the speaker of the house, and said i like it. You send to it the house, its going to pass. Every republican out there believes this is a fundamental reason were in charge. That democrats have lost a lot of seats backing a bad idea and weve been the biggest political beneficiary of obamacare and we want to try to make patients the beneficiary of our idea. So at the end of the day will we try again . I would argue that, yes, we should, because i do not want to go back to South Carolina and say that i did everything i could to repeal obamacare and not believe it in my heart. So senator mcconnell is doing everything he can. Paul ryan told me to my face, if you pass it, we pass it. This plan has been out there for a couple of months. How do you convince americans that you truly think this would lead to better healthcare and its not just a last ditch attempt to do something before the deadline . I think youve heard the arguments here. It is better than the status quo by far. Thats an argument were all comfortable making. In terms of whats left in the calendar year, how concerned are you about time getting what you want to get done this year . Well be fine. The next big priority is tax reform. I think well be just fine. Senator graham raised concerns early in the process about how this was working, how you were moving through. Made this a basis for an important vote. Given the compressed timetable do you believe you will adequately address senator mccains concerns . We have a hearing scheduled monday in finance. We had one vote on the defense bill. Why . Because democrats objected to the amendment. There will be a public hearing, what johns been asking for. You can have different opinions about the quality of this bill. At the end of the day, this is the only process left available to stop a march toward socialism. We have between now and the end of the month to have a vote and debate about whether this is better than the status quo. My friends on the other side are never going to agree to a bipartisan proposal that does anything other than prop up obamacare. I have talked to the president five times in the last two days. He is focused like a laser. He has told me hes not gonna throw good money after bad. Hes very excited about this state Centric Healthcare system. All i can tell you is that the process left to us is that the Democratic Party is never going to give us anything that fundamentally changes obamacare. Weve had weeks of talking. The only time theyve gotten serious is when they are afraid that my bill may pass. Now theyre coming to me. What about this . What about that . Here what the speaker of the house told me. I will not bring up a bill for a vote in the house that props up obamacare because that is not why i came here and that is not what our majority wants to do. And the president of the United States is committed to repealing and replacing this bill, not propping it up. Were not going to have hearings until a few days before the vote. It is against senate rules to have a vote on a major bill without a full cbo score. Theyre breaking all sorts of rules. They dont want to go home and tell a mom who learns her daughter or son has cancer and an Insurance Company can make insurance unaffordable for them. They dont want that. They dont want to tell middle class family in the suburbs that mom or dad in the nursing home may no longer get coverage. They dont want to tell 23yearold young man desperately needs opioid treatment that it may go away. This isnt simply making the decisions at the states. They make the cuts here in washington that hurt average people. Then tell the states to figure out who to cut. This is not a neutral bill that simply gives power to the states. It is a bill to end medicade as we know it and let the governors do the dirty work. Would get rid of the Consumer Protections that gives americans access to maternity care, Substance Abuse of prescription drugs, and it would throw the individual markets into chaos, resulting in 15 Million People losing coverage. But a similar bills in the past have been scored by cbo with similar provision. Theyre afraid. They are afraid that the public will hate this bill so theyre trying to rush it through in the dark of night. We want, above all, a bill that protects average americans, not slashes the healthcare they need, whether the governor or washington should try to do that its wrong. We want to work in a bipartisan process to make things better.
