However, we do know he is headed to georgia on tuesday. Yesterday, bidens rare double feature in pennsylvania was part of an effort to ensure his debate night pledge to transition away from fossil fuels doesnt cost him in the keystone state. He broke away from his coronavirus and economy focused message to set the record strait on fracking and the president s claim that biden would ban it. Unlike donald trump i dont think Big Oil Companies need a handout from the federal government. Were going to get rid of the fossil fuel subsidiz subsubsidd invest it in clean energy. The rate of death has decreased. But infections and hospitalizations rapidly increasing, especially cutting through the midwest and the mountain states, in fact idaho may soon have to airlift patients to Washington State and oregon because of the overburdened hospitals there. The president has said covid, quote, affects virtually nobody. But a new study from the university of washington forecasts more than 500,000 dead by the end of february. Thats half a million americans dead four months from now. Political scientist ian bremmer writing this, quote, covid is the most important story before the hel election, covid is thet important story after the election. With us right now, reuters correspondent, jeff mason. There are different portrayls of the pandemic. The president says were rounding the corner, weve had great success, a vaccine is on the way. Joe biden blames him at the administration for dropping the ball, for being incompetent. He blames him for this tragic disaster. Which view do you think is prevailing with voters . Thats a good question. I dont think well know the full answer to that until election day but broadly if you look at the polls, Vice President biden has held onto a lead in the polls for months. Theres been some tightening in important states. And thats why i think the Trump Campaign is optimistic and the president has been optimistic that he can still pull this out. But he does continue to downplay the extent of the virus and the effect that the virus is having on americans lives, largely because he is vulnerable about the vi virus and Vice President biden has sought to exploit that vulnerability in his Political Campaign and putting blame on the president for not having a more robust response to the virus and to the pandemic over the last seven, eight months of. Eric the president tries to focus on the economy a lot and he says we have success with coronavirus, fighting that. Heres what he said yesterday. We have to be vigilant. We have to be careful. We have to be everything. But we also have to get our lives back. We have to take our country back. Its going away. Its rounding the turn. You know, the vaccines are coming and theyre going to be really great. And the therapeutics are amazing and maybe cures, i dont know. Eric are people buying it . I mean, the one thing i can say to that, eric, is simply factually incorrect to say that the virus is going away. Look at the numbers. The number of cases are going up. And theyre going up dramatically. The president s right to say that deaths, at least comparative to the beginning of the pandemic, are not as high. But with the figure that you just discussed, the projections are that they will continue to rise. It is simply factually incorrect to say that this is going away. Yes, there is hope of a vaccine coming up and that is something that the president has certainly wanted to emphasize and there are therapeutics, he benefited from that himself when he had the coronavirus. But that simply does not mean that its going away and i think people around the country who have had relatives die or people who are getting it including right now in the white house, again, with the new outbreak in the Vice President s inner circle, can testify to the fact that this virus is still very much present in this country. Eric were told that the Vice President was tested yesterday and he turned out to be negative. Thankfully. Heres joe biden yesterday too. You know whats really sad about all this . The president knew back at the end of january how deadly this virus was. And he hid it from the country. What his administration did, they gave wall street heads up, according to New York Times. He didnt tell us. But they told wall street friends. Thats why they made so much money by, quote, selling short. Eric is that resonating with voters . Well, i think Vice President bidens sort of emphasis on the pandemic is certainly resonating with voters in terms of the polls that were seeing. Whether or not his specific arguments about wall street are resonating, its hard to say. But in general, he i think we can expect to see a continuation of an emphasis on his view that the president has mishandled the pandemic from the very beginning, conceding that he down played it and continuing to downplay it now and the former Vice President is saying thats the opposite of what youll get with him if hes elected on november 3rd. Eric when the president went to ohio yesterday, yo you arrived at the airport, he blamed the media, saying it doesnt reflect reality. You use the word case because youre trying to scare people. Dont scare people. Dont scare people. The fact is, were doing very well. The vaccines are coming out. The therapeutics are coming of out. But we have more testing than any country in the world. Eric medical experts say its not true, when you talk about the cases, here axios saying a rising Positivity Rate means were not simply catching more cases, it means there are more cases to catch. And well go to the next full screen. There you can read it there yourself. When cases are up, the Positivity Rate is up and hospitalizations are up. Theres only one conclusion, the outbreak is getting bigger. I mean, medical experts say you have to look at positivity, have you to look at hospitalizations. Its like saying you dont test for cancer, theres no cancer. What does this do to families of so Many Americans who know someone that is ill, who had a Family Member or friend die from coronavirus and are wondering what to do on election day . I think thats a good question and i think that thats something that voters will no doubt be reflecting upon going into the election in this next week. You know, i dont think you need to ask medical experts just to look at the numbers and thats what the medias reporting. The medias reporting the facts and the figures, with relation to the virus. That doesnt mean that what the president is saying about therapeutics coming or already been here for that matter and a vaccine coming is incorrect. Those things are also happening. But that doesnt negate in any way, unfortunately, the fact that the number of cases have been rising and the number of americans impacted by this continues to grow every day. And i just continue to say i wear a mask because in those situations both in the oval office, this last week, and in the press conferences where he has asked me to take it off, ive been around other people and thats the guidance is that when youre in a group, that it is better to wear a mask and so thats what i do. They will be able to treat Covid Patients as hospitals in the area are near capacity because of the coronavirus crush. El paso recorded 1,216 cases just yesterday as the state experiences yet another surge in infections. Abbott says auxiliary medical units will be sent to other local hospitals in the state to try provide additional beds for the increasing number of patients who are coming in. A Field Hospital was recently opened west of mi milwaukee, wisconsin, it treated the first patient on wednesday, the same day wisconsin saw a record 48 deaths there. Arthel coronavirus cases still rising across the entire country, not just there in texas, with more than 83,000 new cases recorded yesterday. This is after an almost identical toe cal total broke ad on friday and its sparking concerns as the cold weather is arriving in many parts of the country. Dr. Amish adalja is joining us now, an Infectious Disease expert and senior scholar at the Johns Hopkins center for health security. Id like to start with the breaking news regarding the chief of staff for Vice President pence, mark short, tested positive for covid19 yesterday. Mr. Short traveled with the Vice President to indiana on thursday and then another senior political advisor also recently tested positive, his name is marty oats. He often travels with mr. Pence. Which means at least five close aides, not all staff, but five close aides to the Vice President have tested positive for coronavirus in the past week. What does this suggest to you . It suggests that the Vice President is at very high risk for developing coronavirus and him getting daily tests is only going to take the risk down a little bit. There probably is a need for him to self quarantine for 14 days, based on the amount of people that are around him that are positive and the number of contacts he probably had with them. Id want to know were all the contacts with or without masks, how long were the contacts. I do think there is a consideration that the president has been the Vice President has been significantly exposed to the virus. Arthel fortunately, Vice President pence and second lady karen pence tested negative this morning. But he interacted with supporters at a rally in fort wayne, indiana three days ago, the Vice President is traveling to kingston, North Carolina today, scheduled to go to new hill, North Carolina tomorrow and onto greensboro, North Carolina and greensville, South Carolina on tuesday. So would you say this travel is safe . I cant say that its safe. He likely was significantly exposed and we know that a test is just one moment in time and that you cant test yourself out of self quarantine. And i do think that he needs to follow the cdc guidance and the fact is, if he was a significant exposure, you need to self quarantine for 14 days, irrespective of any test result and i think thats what we should be actually held to, that same standard that every american is held to. Arthel the New York Times is reporting that the white house chief of staff, mark meadows, he had sought to keep the news of the outbreak surrounding Vice President pence from becoming public. Is this good protocol for Public Health . Its absolutely the wrong protocol. You want to be as transparent as possible during this outbreak. And we want people to know who might have interacted with the Vice President that they could have been significantly exposed or if they interacted with the staff around the Vice President , that they need to talk to their doctor, they need to think about getting tested and they need to think about self quarantining. Everyone needs know what their risk is. Thats how we move forward with the pandemic, being open about who is at risk, who is infected, who isnt infected. That allows people to take action. Without that, people will be in the dark. Arthel meanwhile, the dark winter will hit when President Trump is either reelected and hes not a big fan in Wearing Masks or a mask mandate or during his lame duck period where he might be less inclined to move forward on mitigation in terms of Public Health and safety. How do either of those scenarios look through your eyes from the perspective of an Infectious Disease expert. We have to prepare for this getting worse than it is right now. Were hearing about hospitals all over the country being inundated, having to set up Field Hospitals and auxiliary centers to take care of patients. This isnt the way we wanted to manage this outbreak. One of the ways to move forward to decrease transmission risk, is by getting people to wear face coverings. Theres data that this can be definitive in getting the burden of infection down, allowing people to go about their activities in a safe manner, this is something we need to embrace as a society if were going to move forward. Without it, were going to have transmission events, hospitals worried about whether they can provide care and altering the standards of care which we dont want to have. Howiehappen. Arthel i want to show you a poll and its a new poll from abc news, it is out this morning, saying that 78 of americans are concerned that they or someone they know will be infected with covid19, 22 are not concerned at all or not so concerned. So lastly, if the virus is more likely to attack and kill brown people, black people, seniors, people with preexisting conditions, does that mean that people who do not fit that description dont have to wear masks or follow social distance guidelines . No, this virus can affect anybody. It can kill anybody, not depending upon their race or their skin color or any of that. We know that there are groups that are at higher risk for dying, those that have other medical conditions, that are older and we are seeing a disproportionate impact on black and brown populations which probably has to do with risk factors and the fact that many are essential workers but Everybody Needs to be concerned about this. Not only can you get sick but you can spread it to a Vulnerable Person who may end up needing hospitalization or dying. This is a population wide problem that we all have to take seriously. Eric lets now take a live look at manchester, New Hampshire, thats where a lot of folks are waiting for the president to start his rally. Hes looking to shore up support in that state. You know, the president has been welcomed by a stunner from the conservative newspaper and state republican political powerhouse, the Manchester Union leader newspaper, the paper is endorsing joe biden, saying President Trump is, quote, 100 wrong for america. The paper by the way is endorsing republicans in every other of race in the country, except for president. This of course comes as americans across the country continue to early vote in Record Numbers. More than 56 million ballots cast so far, so which candidate is benefiting the most from this huge turnout . Joining us now is malcolm mcdonald, associate professor of Political Science at the university of florida and founder of the u. S. Elections project. Good to see you again. What do you think is the most significant trend that you are watching of out there right now . I mean, the big number is weve had over 58 Million People already vote. Thats a record for any election weve had in the countrys history and thats good news. I mean, in the midst of the bad news about the pandemic, we were very concerned that it would be difficult to conduct an election and we are managing to do it. Record number of people are voting. More people are voting every day. Thats good news for our democracy. Its also good news for Election Officials because we were very concerned about lots and lots of mail ballots coming back to election offices right at the very end of the early voting period. Instead, were seeing people spread out of their voting over a longer period. Thats getting election people manage the election better. Eric lets take a look at some of the statistics. Two major states, florida and pennsylvania. In florida, right now more republicans vote inperson than democrats, 46 to 35 . Then it gets flipped for mailin, more democrats than republicans, 31 republicans, 47 democrat as you see. Pennsylvania, republicans overwhelmed in mailin by democrats, 70 to 20 of . They dont track inperson. What do these statistics mean and can you through this i mean, does this say joe bidens ahead or that President Trump is ahead or behind . Is there any way to get the dividing rod out and try to analyze what the turnout means . Well, we knew that democrats were going to vote by mail. We had over 85 million mail ballots sent out to voters across the country. And in the states where we do have party registration, like florida and pennsylvania, we could see that lots of democrats, many more democrats were going to request and receive those mail ballots than republicans. So we knew there were going to be lopsided advantages for the democrats in mailed ballots which is usually a republican strength. So its veryen usual. Very unusual. But if all those democrats are voting by mail youll have fewer voting in person, and we would expect that republicans would be voting in person, usually a very strong point for democrats. And thats exactly what were seeing as well in state after state. So the patterns are completely changed from 2016 and prior elections. And republicans are kind of like in the Third Quarter right now of the game. We still have another week to go in voting. Republicans have a very strong election day, fourth quarter. So we still have to wait in many states to see how this plays out over the next week and of course on election day. But republicans are coming from behind at this point. They can do it. Theyve got a strong game at the very end. So well just have to wait and see what happens. Eric lets take a look at North Carolina where the numbers are closer. They have inperson voting as you said, republicans tend to inperson vote, theyre at 33 , versus the democrats 38. 4 . They dont break down some of the mail ballots. Look at rejected ballots, this is interesting, overwhelmingly its the democratic ballots that are rejected in North Carolina. Does that spell trouble for the democratic candidate, for mr. Biden, if more democratic ballots are rejected than republicans . Thats the danger for the democrats here and relying on mail, is that some of those mail ballots will be rejected and those numbers, we dont really know what they look like in total yet because were just in many cases looking at just the exterior rejection reasons. North carolina Election Officials are looking deeper. In some other states like pennsylvania or of others of, Election Officials really cant delve into the ballots, open them up, see if theres other rejection reasons, once they start processing the ballots. So i expect were going to see lots of rejected ballots out of pennsylvania, michigan and wisconsin where Election Officials really havent started in earnest the processing of those ballots and that will be the nervous point for the democrats. I know that they have operation thats are reaching out to those voters, encouraging them to fix whatever problems they have of. Election officials are doing the same and so well have to see if despite the large numbers of mailed ballots, those that will be he rejected may be pivotal in some of the races that are out there. Eric i guess you have to follow the instructions carefully, sign the name where they tell you to sign it, date it with the proper date, this sort of thing. Finally, lets look at nevada, thats where the republicans are leading, inperson vote, 47 to 33 inperson. Mailin, well, there again, democrats overwhelming the republicans. So as we analyze all of this, youre right, its the Third Quarter. Were not there yet. Where do you see this going . What do you think will happen . Is there any way to predict who is benefiting at this moment and how that could play out on Election Night . Nevada is a very interesting case and so is colorado and some of these other allmail ballot states because were going to get most of the vote in, if not all of the vote in, by election day and were going to know pretty much what that partisan breakdown is. Were seeing these huge advantages for the democrats in mail ballots but also recall, remember that we also have a large number of people voting by mail in those states. Theres some inperson early voting option ofs options but as much as in other states. If republicans are voteing in person in those states, its going to be difficult to get them running through polling places on election day itself. Its risky for the Trump Campaign to rely on that as a way to get the vote in those states. It may be colorado is not a battleground this year but we still have a very Important Senate race there so what happens there could be very important for control of the u. S. Senate. Eric thats a great point. Were so focusing on the president ial race. Youve got the down ballot races, the future of the Senate Control as well as what happens in congress and the state houses too. A number of activist groups are challenging that move, Texas High Court is giving both sides until monday afternoon to file their responses as it considers whether to take up the case.
