We are in different places in different parts of the country. In new york city where i am today and where i live we are at the end of the beginning. In some other places of the country it hasnt yet hit in full force. So far among states that have reopened theres a real mixed bag of results. In texas as you mentioned, they had highest singleday total of new cases, 1801 but officials in texas say thats largely because of increased testing. In georgia which has also been aggressive in reopening its economy, so far there has not been a spike in new cases, some other things to note, a North Carolina judge has allowed religious organizations to hold services indoors in North Carolina and the tsa says air flights, passengers are increasing up almost 50 in the number of passengers since may 1 but the total number of people flying still down by about just a fraction of what it was several weeks ago. And as far as the temperature goes, researchers at harvard and mit say 77degrees is the magic number. When it gets above that temperature, its harder for the virus to be transmitted but officials also warn that high temperatures, warmer weather, no substitution for social distancing. Hes newsing the virus to really shed a light on what he sees as the administrations failure of leadership here and i think that will continue to be a key point in his remarks regarding the virus and the administration, but also in the Biden Campaign which we have seen use the virus as attack on President Trump. Arthel all right, eric, well, lawmakers and the trump Administration Officials expected to make major revisions to the Payment Protection Program to give Small Businesses more leeway on how they can spend government pandemic relief fund. Lets start with the news about the ppp there and with more spending leeway but also restrictions specifically pertaining for loan forgiveness which is what most Small Businesses rely on, so what stands out to you. The Treasury Department released new guidelines on friday for businesses to follow because, arthel, the big issue that we have among Small Business that receive the loans and even the ones that are waiting to get the loans, how will the loans will be forgiven, so there are a lot of questions about the types of expenses that are allowed and the types of payroll cost that is could be forgiven as well, the period that it can be forgiven and without getting into the details here my recommendation is go to sbas website, sba. Gov and new guidelines are there and as youre tracking expenses and want to get forgiveness, the guidelines, you can follow them. Unfortunately theres a big issues that are still open, arthel, one one of the biggest t owners are concerned of 8week period of expenses that can be forgiven and a lot of businesses arent open yet or starting to open. They dont have those kind of payroll expenses to be forgiven. Big changes could be on the way. The Treasury Department and congress in another stimulus bill could be making more changes that will extend the 8week period and also hopefully the mix of expenses that you can use whether its payroll and some other operating expenses. So fingers crossed that the changes come sooner rather than later. Arthel perhaps thats in the leeway, more leeway for these for the ppp, maybe thats part of it. Gene it is, the only leeway given is certain specifics of what exists right now. So, for example, some people are asking if they pay their payroll right now, can they get forgiven if theyve incurred but havent paid it yet and there are new guidelines that give you some guidance on doing that. Other people were saying, gee, can i get forgiveness for rent expense that i pay. Its just my office or how about if im renting piece of equipment, Something Like that, again, the arthel hair salon. Gene if youre running hair salon, you have equipment, forgiveness so thats good news. Arthel okay that is good news. Lets move onto this, millions of americans are relying on stimulus checks and unemployment, so are stimulus checks tax free, are unemployment checks tax free, in other words, do you have to pay taxes on either . The stimulus checks are tax free. So the people getting stimulus checks now would not have to pay taxes on that, but unemployment is not tax free, so whatever compensation youre getting under unemployment from your state including the additional federal, 600 a week through the end of july, all of that is still taxable. Thats very important that you bring up, arthel, because a lot of people like hair salons, for example, hair stylist might be independent contractor and they are trying to figure out should i get unemployment or should i apply for Payment Protection Program. You can do both but you can only choose one. Your unemployment may be less than you think because it is taxable. Arthel okay, so let me jump in right there. So here is a scenario, you apply for sba loan, okay, the Small Business loan, you you give your ein and your Social Security number, if you employ yourself through your business, okay, are you also eligible to receive a stimulus check . So, yeah, a stimulus check you are still eligible to receive personally assuming that you meet the income criteria, but you are still eligible to receive a stimulus check. If you apply for the sba loan, the paycheck Protection Program loan, and you apply for unemployment, which you can apply for both but you can only take one or the other. In other words, no double dipping and the reason, arthel, say youre getting money forgiven for your payroll through the paycheck Protection Program, you cant also be receiving unemployment income as well for that 8week period of forgiveness. Again, just to recap, you can get a stimulus check if youre also supplying for sba loan but you cannot get both unemployment and the paycheck protection loan money at the same time. Its an overlap, its like double dipping, hope that makes sense. Arthel thank you, that makes sense, thank you. Finally you have femaleowned, africanamerican owned businesses they are at the end to have line of ppe payout, how can they move closer to the front of the line to get assistance that they desperately need . Gene thats such a great question. Unfortunately a lot of minorityown businesses have not been receiving loans to the same extent as others. Some in a lot of cases is just education, they are not aware of the loans that are available to them or maybe theyre not used to getting loans because they havent seen that kind of funding out. My advice if youre a minorityowned business, you should be aggressively calling up your local bankers. I recommend a goodlocal Community Bank and making sure theyre aware of you and asking for help to apply for the loans. Some people i talked that are minorityowned businesses werent aware that they were eligible or had never had a banking relationship before. Now is the time, arthel, of any time to start a good banking relationship, so talk to your Community Banker, good independent banker, introduce yourself and aggressive i will say i want to apply for the sbabacked loans, please help me. We are taking a look next arthel so new developments in the shooting death of unarmed jogger Ahmaud Arbery in georgia, newly obtained Text Messages showed glenn county Police Officer talking to the home owner of home under construction about potential trespassing incident and can contact former investigator Gregory Mcmichael himself. Mcmichael himself leaked video to local Atlanta Radio station. Mcmichael and son travis are both charged in the deadly shooting. Former georgia u. S. Attorney Michael Jay Moore joins us now via skype. So lets walkthrough this. Glenn county Police Officer told longdistance owner to have home thats under construction that he could contact Gregory Mcmichael for help with potential trespassing seen in Surveillance Video from the property. What does this reveal and does it suggest that Gregory Mcmichael was on heightened extra sensitive alert as local guard over the property . Well, i really think, arthel, that it reveals probably poor judgment on the part of the Police Officer. I mean, if they look into mr. Mcmichaels record he lost certification at the time and so thats an issue when you think about assigning somebody or pointing them out as potential Law Enforcement type in the neighborhood. But it really doesnt change the analysis because what we know is that the the key state of mind or the knowledge goes back to mcmichael, what did hi know on the day on the day he was shot. The only thing he saw a black guy and talked about a black guy running his blank off down the road and nothing about the video and, again, thats backed up now by the homeowners lawyer who said in fact, the home owner had not seen the video of arbery looking around the house until after mr. Arbery was killed. Arthel okay, so meanwhile you have the attorneys for Gregory Mcmichaels issuing a statement friday saying in part that their client, quote, did not commit murder. Ahmaud arbery is did, how did they come up with that . Well, i think they may be talking about a technical issue in the law and change, i know the lawyers, they are good lawyers and friends of mine. Really what they are saying is that his son, the younger mr. Mcmichael, Travis Mcmichael is the one who fired the gun, if you aid or abet, solicit or encourage someone else to do the crime that in fact, makes you party to the crime and let me give you an example. Lets say somebody holds up the liquor store and they kill the clerk of the store, well, the guy who is driving the car can also be culpable in the murder of the of the store clerk. So while it may be that mr. Greg mcmichael didnt pull the trigger, the question is whether or not theres evidence that he was a party to that by aiding and abetting and encouraging soliciting, procuring somebody else to do it and when in fact, he ran into the house arthel which would be his son. Correct. Arthel which would be his son. Maybe a closer pattern of of encouragement or solicitation to participate in the chase of mr. Arbery. Arthel and then so Travis Mcmichaels attorneys commenting that travis had been vilified before his voice could even be heard adding that the truth in the case will exonerate travis. Again, im not sure what i am missing there, youve already touched on that and i want to go on and ask you if theres any pursuit of charges against all officials involved of what could appear to have been coverup, quickly. You know, the state attorney general, u. S. Attorney to look into it and that will be a question at the time whether theres been some type of violation of oath of office and some Improper Conduct on the part of the reviewing officials and whether or not it was administrative foulup and maybe not intentional one but may not rise to criminal level, we will see, we will see.
