Last night, we had several officers that were trapped on parking lot. They tried to get out. We sent an Armored Vehicle to help them out. We sent two Armored Vehicles to help them out. We had three officers injured. One officer deployed one can of tear gas. He was there. He made that decision. I got a call on the phone and i said im back en route. I got back out of bed and i said make sure we are not going to use any force thats not necessary. And it was one can that got out. I removed those officers out. And the next thing that you saw was a group of officers standing on the roadway and yes, that happened. The officer that killed him. Maam, that is not a part of my investigation. Listen. We cant answer that. We cannot answer that. Because listen, listen. Would you be willing to work with the brown to communicate with you when all of those are gone and those who dont intend to keep peace are the ones remaining . Will you be in direct communication with us . We have twoway radio. Can we have direct contact with someone who can say all of these are out. Yes, you can. Ive seen you out on the street and out with those gentlemen with the black red ban dans on their face and i talked to them. Some of them were angry. I dont know if that is as easy as it is asking people to leave at that time as you believe. What im saying is right now, were organizes and we have 100 or 150 men working with the various organizations i just named and the National Action network to make sure that this doesnt deteriorate into a situation where everybodys using tear gas and demonstrators and so is there any way that curfew could be pushed back some and that there are some there is some dialogue here for some rules of engagement because i dont believe that the police can enforce the curfew without confrontation. I do know that there are forces under our command that can bring this to a conclusion. Also able to bring this to a decent conclusion. Okay. Okay. My specific question is, my specific question is, can the time extend itself and can the burden of any the demonstration tonight, can that be on us oh we dont have the what happened last night . Because it was falsely reported on friday morning not even by it ended because we ended it and we have the rapport with the demonstrators. They respect us. And the curfew is going to stand but i ask that you still help us and get it out. I may not be able to get out of my home and go protest. I dont want to stop that. What theyre thanking me for is were allowing them to voice their opinion. And i walked up to them today, there was Motorcycle Group out here who walked up and said you tell us what time. Hold it. You tell us what time. I ask that you help us. Im going to tell you we cant do it. We cant do it. There was a gentleman in the crowd and of was saying captain johnson, great job. Su turned this around. You had the crowd gone. He said captain johnson, you go ahead and do it. He said because were out there. I said youre right. Captain johnson didnt do it, you do it. It was some of those young men helping you. And i appreciate it. How long the state of emergency . Call 911 . Nobody was able to respond from 3 00 a. M. To 5 00 a. M. With the citizens that youre asking to help you we called 911, called the county, we called the local police. And everybody was pushing the buck. Its like were chasing our tail. Asking us to help but we dont know how. Can i answer that . Thats why were going to clear the streets. We did have citizens who called and we were unable to get to them. Were going to handle those sick cases. Were in the back room talking about 911. People are calling 9 r and not getting their calls. We talked about that. The representative talked about where should they call. I said you have them call 911 and youll see a state patrol car or county police car get there. Thats why we have to clear the streets. People get sick at 1 00 in the morning. People get sick at 2 00 in the morning. Were going to work and were going to do that. Lets work and get this part done and see what gains did we make. Governor jay nixon of missouri now declaring a state of emergency in ferguson, missouri after another night of violence there saying the curfew goes into effect from midnight to 5 00 a. M. He left out xwhaets going to happen if anyone violates the curfew saying if were going to achieve justice we have to maintain justice. It the eyes of the world are upon ferguson, missouri right now. Captain ron johnson of the missouri Highway Patrol credited with helping to create such calm under very difficult circumstances also spoke a lot. He tried to talk to people at the press conference how the investigation is going forward. He says hes not in charge of the investigation but he tried to reassure them that there were federal investigators in town repeatedly holding up a card that the fbi had provided and had taken to various homes in the area. We have our reporter mike toe bin has been doing a tremendous job under very difficult circumstances there standing by to give us an update. More insight into whats happening there. Mike. Clearly this one got away from captain johnson and the governor. I think a lot of the sent mxt was summed up by one of the hecklers who said let me get this straight. Youve got the power to suppress the people but you dont have the power to arrest a killer cop. And thats accurate because hes brought out here for crowd control. A lot of people werent taking the time to understand the process, understand that a grand jury is at work and the whole process is going to take time. They want a scorecard. They want to get even. They want to feel like somehow something has been made right because the demonstrations thus far and because youve got the looter out there on the street, what you really see is more heavy handed tactics by the police particularly now when you have captain johnson who made such an effort to embrace the people, tried to show some sympathy for what theyre going through and again, you had a repeat of the situation last night. Captain johnson explaining that you had a Police Officer was trapped in a parking lot and trapped in a parking lot and receptive to that at all. Mike, captain johnson made a point during this press conference, as did the governor, to say that most people are peaceful and there is a few agitators who are causing all the problems, looting in one of the stores you were in. Im wondering if thats the feeling you get on the ground. Is this a peaceful crowd that wants to be heard or an angry crowd that wants vengeance . What we hear over and over again is that its the minority that is out there doing the looting, that is out there causing the trouble. I can tell you through the day, if you walk through the crowd, you certainly wont feel threatened or see a lot of the anger. As night fall, particularly yesterday, there was a lot of drinking going on, there was a lot of pot smoking going on and it ramped up throughout the day. Throughout the night i should say. After dark, the situation changed. The dynamics got a little more aggressive out there at night and then you saw finally, once the police showed, then everything melted down last night. The situation, particularly captain johnson didnt want to be played out on the streets played out on the streets. This is a tough press conference for the local leadership. A lot of tough questions being thrown at them. One of the questions that was asked was how will this be enforced, this curfew from midnight to 5 00 a. M . Captain johnson tried to put clarity to that saying we will enforce, but not with trucks, not with tear gas. So knowing what you know and how youve been on the ground, what do you expect tonight . Can we expect anything . Is this open in the air . Its got to be really hard i think for captain johnson to make good on that promise because you heard it right here. Some people saying, im not going to sleep until that cop has been charged with murder or convicted with murder. Theyve got a result if they want and anything short of that is not going to be satisfactory. Then when you get them out on the street at midnight now, someone is going to have to enforce this curfew. People are defiant, then that ramps the game up a couple of notches and i think its going to be hard for captain johnson to make good on that promise that hes not going to bring out the nonlethal force to clear the street. At least from what captain johnson was describe, at one point last night he said there were three officers injured and somebody who was clear will he in a precarious situation that they had to go rescue. Is there a turning on the police here . Is there an anger towards the police or is there just a want to demonstrate . There has been an anger toward the police from the start and that really is what got this all going. There is an anger about the death of mike brown. There is a feeling among the black community here that its been open season on young black men. The situation certainly got aggravated yesterday with the disclosure that mike brown was not stopped because of the robbery. Mike brown was stopped because he was walking in the middle of the road, according to the chief and the situation melted down from there. But youve also got a lot of people, as you can see from the press conference, who arent learning all the facts, arent taking the time to ingest whats happening. Theyre just angry. And they want a result. They see a black man who is killed and they want a white man charged. Thats very clear from the crowd at this particular press conference.
