government or temporary government, whatever they call themselves and the regions of ukraine talk to each other, agree on things, agree on what country they want to live in, that certainly would include expanded territories of the regional governments, unless they do so in a fateful way, there will be no solution. >> all of this is unfolding at this hour in ukraine. hi, leland. >> reporter: hi, jamie. it's become typical in this crisis, both sides are blaming each other. ukrainians said the russians broke the truce and the russians issued a statement saying, no, no, no, it's the ukrainians who are responsible. absolute truth is very difficult to come by these days, but one thing is certain. the incident that occurred overnight certainly brings a region on brink of war just one step closer. this is the video from the scene where you can see there are two cars that are burned out. there's a lot of ammunition lying around there from what was a pretty fierce fire fight. according to the ukrainian interior ministry, at least three russian separatists are dead, a number of other people are wounded. who was behind the attack exactly and who fired first when these cars approached this checkpoint is still very much in dispute. the ukrainians, of course, claim that these pro-russian separatists are being controlled by moscow through intelligence agents and members of the russian special forces on the ground here inside of eastern ukraine. they are supporting the separatists, okaying them and giving them guidance, those kinds of things. those siptists control a number of government buildings all throughout eastern ukraine and so far refused to lead including controlling the regional parliament building. they have dug in and are well armed and want a referendum on this part of the ukraine, eastern part of the ukraine, either becoming an independent state or becoming part of russian. this easter morning a number of the separatists left their compound and headed for easter services at church. they were not arrested or harassed by the ukrainian security forces in any way. those separatists tell me say they feel very protected by president vladimir putin of russia who said he's willing to use force, if necessary, to protect russian interests and supporters inside of eastern ukraine. the ukrainian government for its part is trying very hard not to give moscow a reason to order the tens of thousands of troops that it has on the ukrainian border in the eastern ukraine to invade, much like they did crimea a little bit more than a month ago. of course, a lot of folks here in eastern ukraine who don't think it's a matter of if but when the russians will invade and try to take this part of the world for themselves. jamie? >> as always, great reporter live from ukraine. we'll talk to you later. >> more on the tensions in ukraine and what vladimir putin could do next. let's listen to ambassador john bolton. former u.s. ambassador to the united nations, fox news contributor and senior fellow at the american enterprise institute. ambassador, good morning. we just heard leland say many people in the ukraine think it's not a matter of if but when vladimir putin will order those troops across the border and invade. now we have a repeated shootout. there have been several of these. what do you think will come next? >> well, this is certainly the kind of pre-text that putin could seize on if in fact he wants to march further troops across the border. i think putin's big strategy here is to try to get a government in kiev that's subordinate to moscow, but if he doesn't think he can do that then i think partition of the rest of ukraine is plan "b." he won't stop with a few provinces right there along russia's western border. you know, this deal that was cut in geneva, never a deal. i think the ukrainian government hoped for a little respite from the russian president but there was nobody in moscow who hoped for more than a nanosecond that anyone would agree to it and when you saw at the beginning of the show essillsiac's statement, you can see that the russians understand exactly what's going on here. it's not my fault. if we have to act it's because of the ukrainians. i think the scene is set. >> what strikes you about what the russian ambassador said and what type of clues there are and what they could do next? >> i've known sergey for years and opposite numbers in the bush administration. the russians are getting rid toe make the case that they had to move into ukraine to protect pro-russian elements being victimized by the government in kiev. that they repeatedly propagandized at fascist. they don't expect to convince everybody in the united states or even europe but they expect to convince enough people that it's quote, unquote russia's sphere of influence, and if they can split the west they will prevail with minimal downside economic impact as they have already demonstrated in crimea. >> and what should the west do? what should we do? now calls on capitol hill to send the ukrainian military aid. should we arm the ukrainian arm we anti-tank missiles and other weapons that they could potentially use against the russians? >> sure, absolutely. what we eve done so far is pathetic, both in terms of the aid we've given the ukrainian government and the sanctions we've imposed on russia. the united states and europe need to decide whether they are serious about keeping ukraine independent, and if they are, they have to take much more substantial steps than they have taken to date. i still believe that the only real way to secure ukraine and georgia is to bring them into nato. will take a lot of heavy lifting with europeans. that requires presidential leadership from the white house, and that's been conspicuously lacking the last three months. >> the leadership from the white house is an astounding front page story this morning, that the ukrainian government doesn't have money, children have raised through bake sales, $9 million, 2 million from a 50 cent charge on your cell phones, what does it say about their state of the military and our reaction when they are relying on children trying to raise money by selling cupcakes? >> there's no doubt in a contest right now the russian military would slice through the ukrainian military like a hot knife through butter. that -- that really many of the ukrainian military's officers are pro-russians, many of the military men as well. not even clear that the ukrainian army could hold together as an effective fighting force, we need to learn a lot about that. the russians are not deterred by ukraine's capabilities or by what they have seen europe and the united states do. we're having an existential crisis with a nato alliance here, and putin knows that, too. >> and very briefly, anything we can do dramatically right now to try and stop it? >> well, i think we've got to up the sanctions on the russians. i just say none of their financial institutions can deal with western financial institutions for the foreseeable future. let's start with that. >> a proposal from ambassador john bolton. happy to see you and happy easter. >> thank you. >> this could be a setback in the international effort to rid syria of chemical weapons which is an ongoing effort because right now the president of france is saying that there are signs at the moment that regime is still using the deadly gas on its own people, adding he has, quote, information, but at this point no solid proof. the attacks allegedly taking place in the northwest of syria which is near the border with lebanon. the accusations coming despite a deal that was brokered last year by the u.s. and russia to destroy those weapons by june. the global chemical watchdog says the process is now 80% finished. is it? we'll stay on it for you. >> there's a new round of talks reported over iran's nuclear program. they say they will start here in the united states next month. iran state news agency is saying the talks will take place in new york city. iran and world powers, of course, negotiating over a final deal over that disputed nuclear program to potentially try and stop them from building a nuclear bomb. under an interim agreement reached in november iran agreed to cap its enrichment of uranium all in return for the easing of financial sanctions. >> divers are making their way into the capsized south korean ferry that overturned and was submerged. they are bringing out bodies as the death toll continues to increase, and it's now at least 58, but that number could eventually surpass 300 because many people followed the captain's initial order when he said stay below deck, and that's where they are believed to be trapped. there is a newly released radio transcript which reveals confusion. even as the ferry listed dangerously to one side, crew members asking three times if passengers could be rescued if they abandoned search. >> the search for survivors of that deadly avalanche on mt. evrest growing more desperate. crews have pulled 13 bodies from the snow. three people are still missing. the victims, all sherpa guides, who were preparing for the busy spring climbing season mt. evrest. more than 4,000 people have scaled the world's highest peak over the past six decades and this is being called the deadliest avalanche there ever. >> boxer rubin "hurricane" carter as died at age 76, what an international symbol of racial injustice. sent 27 years in prison under a wrongful murder conviction, that ordeal inspired a hit song by bob dylan and a film that starred denzel washington. the world is mourning an icon today. rubin "hurricane" carter. we lost him at 76 years old. >> well, on this easter sunday, the international space station got a really special delivery this morning, and we'll have some more amazing images from way up there above our earth. >> i love everything in space. and pope francis celebrating easter mass in st. peter's square. what the pontiff had to say on this holiest of days. with diabetes, it's tough to keep life balanced. i don't always have time to eat like i should. that's why i like glucerna shakes. they have slowly digestible carbs to help minimize blood sugar spikes.
