The top Senate Republican says hes ready for, quote, some level of cooperation between both sides. Senator schumer and i have already begun to talk. Can the polling process be corrected . Oh, sure, it can be, and were all in the process of doing that, our professional organizations are setting up, you know, committees to take a look. Some will consist of outsiders so it is not just all insiders that will take a look at it. Of course it can. Look, weve gone through it before with the introduction of cellphones after we were all doing these on hard line phones. Now were moving more into internet polling. Of course we can. I do want to say one thing, there was a huge expectation that Hillary Clinton would win. And when you look at all of the maps that showed the Electoral College advantage, in some of them she had well over 300 electoral votes from the 270 that you needed. But look at the national polls. 3. 3 real clear politics average, shes going to end up, that was the average. But, terri shes going to end up with about a one percentage point victory. Terry, people, their heads are swimming with poll numbers, so we dont need to relive the poll numbers we looked at for a year and a half. Lets start here, thats what im saying. I want to move the story forward, if you will. You mentioned the Electoral College system. Is that here to stay . Oh, yeah, youve got to change the constitution in order to do it. Thats twothirds of congress and threefourths of the states. Small states like it because they have an advantage because you get an election tore for every two senators. But im not suggesting we dont have problems. Im just saying we have to be careful that theyre not that we dont make the magnitude of them. There was a huge expectation that we should that hillary would win. Theres no doubt about it. And we can talk about one or two, you know, a couple of things. So what happened . Why did the polls get it wrong, terry. Thats right. Why did it happen . Well, if we move beyond the margin of error question i just raised, here is what one could be. One could be our likely voter models. We werent picking up who was going to vote given the increase in the nature of the support for donald trump, particularly from rural and small town americans. Another possibility is what we call nonresponse. Lets say were trying to reach people. There are some people we reach to participate and some we dont. What happens if the ones we dont reach have different views from the people we do reach . Okay. So what happens if youre able to actually reach those people you werent able to reach in the past . How do you go about contacting those people . Thats what im asking, because you know very well, sir, that, you know, we have demographics that weve been used to seeing in the country. You know, things are changing. People are moving to different parts of the country. Thats correct. Where they didnt used to be before. So when you consider those variables, how are you going to, you know, change your forecast models moving forward . Well, were going to continue to look at where people not the regional differences, and youre on to something. For example, in my state, pennsylvania, which Hillary Clinton had about a 1. 9 percentage point lead, donald trump ends up winning, it looks like about 1. 2. We had a much stronger turnout in rural and small town america. And we do have people, yet were constantly going to have to refine where we where people live and what we do by statistical adjustment called weighting to take that into account. The other point i was making earlier is important. How about if we dont correctly identify who is likely to vote . Throughout this past election wasnt everybody talking about donald Trump Supporters wouldnt talk to pollsters . Well. Am i right about that. You know, theres a point, and i have to go so keep it short for me. There is that possibility, that even moving forward if you do change your models and get out and talk to the people directly, you know, and find out the old fashion way, boots on the ground if you will, who is going to vote, who theyre planning to vote for. But, you know, considering what happened this last time, what do you deal with the possibility you know, i dont know if you can control this. But there may be people from this point on who just want to throw the polls and say, yeah, im going to count for candidate a knowing im going to vote for candidate b . Yeah, theres a lot of distrust in polling and im sure there were some people who wouldnt talk to us who were going to vote for donald trump. You know, a lot of us in this industry, this profession i should say, think maybe the future is online polling where you do have some anonymity there. Right. Remember, you have to do probability samples. It has to be done in a certain way. But i appreciate the opportunity to, you know, weigh in on this at any rate. Oh, absolutely. You know, i know you mentioned online polling and then you were going to get to the people who dont have access to the internet, but well talk about it another time. Thats another way. Iraq reporting new gains in battle to liberate mosul. Officials say special forces are advancing further into isis territory, taking control of more neighborhoods and killing dozens of terrorists in the process. We are hearing in the efforts to get isis out of mosul by u. S. And iraqi forces. The word were getting tonight is this. There is fighting between iraqis and the militants in ten different cities in eastern mosul. Ten terror car bombs were destroyed as they headed to the soldiers. Militants were killed as well. The people we have been speaking to for the last couple of days say iraqi soldiers are good, but isis is insane. If the terrorists are not playing by any kind of rules, were told, it is hard to game them. The u. N. Saying 70 civilians were killed this week for treachery. More mass graves were found the last couple of days. As the fight gets harder, the civilians get wrapped around terrorists using them as human shields. Air strikes are being called in, but theyre not useful now in this intense urban warfare, neither are some of the big iraqi tanks theyre trying to use in at least one neighborhood. The bottom line is soldiers often are going right up against the jihadis. Finally, in this area, arthel, we are seeing the flow of refugees accelerating. Another massive camp is being built just about ten miles from where we are. Over 50,000 have fled the fighting. Some say 800,000 will come out before it is all over. Mr. Trump said he would reopen nafta, the north American Free trade agreement, withdraw consideration of tpp, approve the keystone pipeline, cancel the United NationsClimate Change payments and study how quickly to build the border wall. Seems like a lot on his plate, but lets look at the Campaign Promise also and what can be accomplished. John fund is a columnist for the National Review and joins us now. Good to see you. The magic 100 des. He has a pen, isnt the easiest thing for him to do as president obama always said, i have a pen, take the pen out and reverse some of president obamas executive decisions . He will do that. But you have to get legislative passed and you have to issue your own executive orders. This is an historic moment, eric. For the first time in American History we will have a president who has not been elected to office or has not been in the cabinet before or has not been a general. This is the first truly private citizen to take the oath of office as president since george washington, who was the first. This is remarkable. He has a mandate to drain the swamp. So a lot of expectations, but hes going to have to rely on a very extensive team of people who knows where the gears are and what dials to turn. You talk about draining the swamp. We have a list. This is another list of what he said during the campaign. As you just said, trumps draining the swamp plan includes a fiveyear lobbying ban for executive legislative branch workers, Transition Team cant lobby agencies they used to work for. A hiring freeze on federal workers except for military, Public Safety health workers, and strike two federal regulations for every one new one. But talking about draining the swamp, the critics say he is going to the lobbyists. He is hiring, you know, the very insular same people in d. C. Who would, some would say, caused a lot of the problems and the grid lock and the special interests. Well, there are lobbyists who are there primarily to make money and add a new addition the their house. There are lobbyists who have a track record of actually believing in something, they worked on the hill or in private industry, and they actually have expertise. Just because someone is a lobbyist doesnt mean they dont know how to do their job and they dont know what they want to do. Also, he may butt heads obviously with those on capitol hill. His philosophy is not the traditional republican philosophy. No. Dealing with cuts in social security, entitlement programs, this sort of thing. Infrastructure. It is a 1 trillion infrastructure plan, double what Hillary Clinton had plan. That will run up against opposition with conservatives. It also will run up against reality. As barack obama reminded us, he was rather chagrinned, i discovered there were no shovel ready jobs. Of course there will be an infrastructure program, and it will not be that big and you cant get it started that quickly as barack obama learned. What do you think the president elect will learn once he is in office when you talk about that . When he is used to being someone who gets his way as a businessman because he can do it in a private company, now he has a bunch of folks on capitol hill, the other end of pennsylvania avenue. What he will discover is the swamp has a lot of quick sand in it. You have to be very careful how you tread. I believe donald trump is going to have to go back to his famous book, the art of the deal and go to the chapter, which was a short chapter in the book but will have to be longer in washington, cooperating with people and figuring out a way to achieve consensus. I think hes capable of that, although he has had a rough and tumble business career. And he better be capable of it, because washington cannot work the way that a ceo works. Do you think he really is capable of that . You know the critics, you know, say he only listens to himself. He was asked during the campaign, who were your advisers and he said, me. Theres one thing i know about donald trump and i know him personally. He wants to succeed and he wants to be admired and he wants to be respected. So whatever it takes, he has shown in the past he is capable of doing that if it is necessary. Is that the way he wants it to be . No, he would rather be an autocrat, but he also wants to succeed. He wants to succeed more than anything else. Thats been his career. As a president how does he get beyond the rhetoric of the campaign . Critics saying oh, he has already announced privately to his staff, you know, i really like those rallies, were going to keep them up during the presidency. You know, he ran in a very won a very narrow victory. But will they have the same tone . Think it will be not just to vote for him now but to pass legislation. He has a bill before congress, he will go out on the road and try to sell the bill. Does he have to finally do something to try to reach out to those, the hundreds of thousands in the streets today right now protesting against him, saying hes not my president. They shout, we reject the president elect. What does he have to do now . Has he done enough to try to reach out to them. I think he will do more. Hes practicing jujutsu right now. It has been a quieter donald trump since the election. Thats true. Some of the tweets saying people have the right to protest, i welcome their enthusiasm. There are some people that wonder if somebody has, you know, slipped a pill to him because hes been very calm. That he has. And the presidency and assuming that mantle could do that to a man. Well, it is also the way to start. You know, if you get opposition and people block, try to block your Supreme Court appointment or Something Like that, thats the time when you slap back and fight back. All right. As you know, the world is set to compare president obamas Foreign Policy to president elect trump Foreign Policy. What stance do you think trump will want to take on the world stage . What message do you think he it will want to send . He wants to create an image of difference and convey a sense that theres a reassertion of american power, but obviously he has some hard choices to make. What are his priorities going to be . You mentioned syria in the introduction, and is his priority in syria going to be work with the russians, is his priority going to be to defeat isis, is his priority going to be to change his approach towards iran . Is he going to scrap the Iran Nuclear Deal . All of these issues may seem straightforward, but the truth is the path you take is complicated because there are contradictions between the choices you make. For example, if president elect trump wants to cooperate with the russians in syria, it means he actually is cooperating with assad. It means he also is cooperating with the iranians as well. And yet, if his objective, if his priority is to defeat isis, he really needs the sunnis to join him. The russians, the iranians and assad today, for the most part theyre not attacking isis. Theyre attacking the remainder of the sunni opposition within syria. If youre going to defeat isis, if youre going to discredit isis, you need the sunni governments, you need the sunni tribes, you need them to fill in in terms of manpower. You need them in terms of reconstruction. You need them in terms of discrediting. They see iran as the greatest threat. They are worried about isis, but they see iran as a bigger threat. So if, in fact, President Trump adopts the posture where hes working more closely with the russians, unless the russians stop their support for assad and the iranians that actually works at cross purposes with his objective of trying to defeat isis. Theres an example of having to make some choices and deciding what your most priority. It is definitely a big ball of entanglement for sure that you so well laid out for us, ambassador. Do you think that donald trump, now president elect trump maybe over estimated how he would be able to kind of come in and lay down the trump law, if you will . Well, i think obviously it is one thing when youre a candidate, it is Something Else when youre a president and then youre responsible for all of the choices you make. I think here a lot will depend upon how he looks at the issues, who briefs him on the issues, how he chooses to study the issues. You raised also in the introduction, who does he appoint. Well, obviously i think the people he appoints, the secretary of state, secretary of defense, National Security adviser, many of them will come in having made their assessments of these issues. If theyre all in sync, if they all basically agree, that will obviously have one set of implications. If there are debates among them, he will have to choose among those debates. I beg your pardon, im short on time but i want to get your take on this. Sure. If you could from where you sit, ambassador, who do you think would be a good choice for secretary of state and national skur security adviser . Ive heard some names. The names i heard that i think are credible people, ive heard senator corker from the Senate Foreign relations committee, ive heard newt gingrich, ive heard steve hadleys name mentioned.
