control. and defecting from libya. this high level official left for london, but the brits aren't giving him the warmest welcome. >> not being offered any immunity. >> and now prosecutors say they plan to drill him for details on the bombing of panam flight 103. plus, the radical cleric anwar al awlaki. on why all the mideast uprising are good for the terror business. but, first from fox this thursday night, as defections rip holes in the libyan leadership muammar qaddafi stands defined. determine qaddafi is determined to stay? libya until the end. it seems he is also determined to keep making threats. in a message that went out on libyan state television, qaddafi accuses person powers of starting a new war between muslims and christians. part of the message reads, if they continue, the world will enter into a real crusader war. they have started something dangerous that cannot be controlled. now colonel qaddafi is actually calling on wernl leaders to resign. about 17 hours ago nato officially took control of the -- all air operations in libya. and two members of the alliance have released videos showing strikes on targets. this one shows a french warplane attacking an ammo dump, they tell us. another video shows a belgium f-16 taking out a fighter jet we're told. the military reported recent bad weather has made it hard to knock bag qaddafi's army and it's moving forward. today defense secretary robert gates says there is still no plan to send american ground forces. >> do you know if there is any time in the future that there are going to be boots on the ground in libya? >> not as long as i'm in this job. >> shepard: not military boots on the ground. we have reported here that cia teams have been inside libya for a while. and today we learned a little more about their mission. team fox coverage now jonathan hunt on reports of another high profile defection today. first to molly henneberg at the white house. molly, tell us what came out of those cia teams. >> hi, shep. the white house won't comment on intelligence operations and had been careful to what president obama had said publicly that no u.s. ground troops will be sent into libya. but, u.s. officials say there are small cia teams on the ground in eastern libya trying to fair ret out who are the leaders of the opposition? what are their motivations? what do they want for libya. said to be a special. there have been cia operatives in benghazi. when that f-15 jet went down last week and the two pilots ejected. we know one of them ended up in benghazi and some u.s. undercover agents were able to get him out of the country. shep? >> shepard: without some sort of help, it's widely believed or further help i should say it's widely belief these rebels trying to overthrow the government can't win. new debate in washington whether to give those rebels weapons. how is that going? >> that's a tough question, because some military leaders have said they have seen, quote, flickers of al qaeda involvement with the rebels and clearly nobody at the white house or no lawmaker on capitol hill wants to arm a terrorist. the white house said today that it is has been finding out more and more about the opposition and overall the white house describes it bs as, quote, broad and diverse. here is more. >> these are lawyers, doctors, merchants. you know, agricultural workers. mothers and fathers and sons and daughters. this is not -- this is not a single segment of society or slice of society that represents only a small constituency. the opposition to qaddafi is widespread. >> carney says president obama has not made a final decision whether or not to arm the rebels but he does say that they are, quote, many sources of equipment out there besides the u.s. shep? >> shepard: molly henneberg live at the u.s. molly, thank you. now the latest qaddafi insider to jump ship. he was supposed to take over for libya's u.n. ambassador who resigned a few weeks ago. tonight, the replacement is out thereof, too. defecting. is he now in cairo and says libyans have the right to quote freedom, democracy and a good life. just yesterday libya's foreign minister turned up in the united kingdom bringing 30 years of qaddafi's secrets with him. >> moussa koussa is one of the most sought of a of the regime. fragmented, under pressure and crumbling from within. >> shepard: scottish prosecutors are now asking to talk to this muse is a could you about the le bombing. officials are not giving him any immunity. team fox coverage continues. "the fox report" chief correspondent jonathan hunt in the newsroom. he is reportedly talking to the brits any way and could have a lot to say. >> he certainly could have a lot to say, shep. as far as we know he is with qaddafi at his right hand throughout the last few weeks turmoil in libya. the white house says this represents a major defection. libyan diplomats at the u.n. here who have now sworn allegiance to the rebels called it a big blow to qaddafi and a former british ambassador to libya told me earlier today that he believes koussa who he knows well will be bringing with him a treasure trove of information. listen. >> he must know what's going on so to speak in the bunker. he must have been taking part in talks with qaddafi himself and the people around qaddafi over the last two or three weeks. and he knows what their strong points are and what their weak points are. >> that former ambassador also told me that the most important thing koussa could do right now is make a very public statement urging others to defect as well, shep. >> shepard: the libyan government is claiming this is much to do about nothing? >> yes. the spokesman for the libyan government today said in a somewhat bizarre statement that moussa was a tired old man who needed a break. listen. >> this is a -- whole nation. it's not dependent on individuals. it doesn't matter how high ranking they are. we have millions of people [inaudible] and this is a fact. so, if anyone seems tired, feels sick or, you know, exhausted, you know, and you want to take a rest. just happen. >> it appears other libyan officials may take up that offer to take a rest as the spokesman put it. according to the al jazeera tv network. several other libyan officials are now trying to get out of libya to tunisia and to defect as well, shep. >> shepard: this foreign minister who defected, was he tied up in that panam 103 bombing at all? >> put simply, we don't know for sure. but there are many who believe he was. the scottish authorities as you said earlier want to talk to him about it. and there are several people here on capitol hill who say that the u.s. authorities should also talk to him as quickly as they can about the bombing of panam flight 103. he was a former intelligence head in libya. but not at the time of the bombing. he didn't take that position until 1994. but he has been at colonel qaddafi's right hand for 30 years. so a lot of people want to know exactly what he knows about that particular terror attack, shep? >> shepard: jonathan hunt life in the newsroom. jonathan, thank you. about a hundred new rebel volunteers are reportedly arriving in the training camp in the libyan town of benghazi. a lot of them are apparently teenagers. 15, 16 years old. but a camp commander says they can't join the fight without parents' permission. >> we have youngest over here but we don't accept youngsters and take in our forces unless they their parents -- >> >> shepard: that commander tells the associated press the actual won't go to the front line. fighting come up. what kind of weather was this for opening day of the baseball season? we had trouble all across the country even the space shuttle feeling the pain. details on that and the huge budget battle here domestically. there is a new twist from the journalists of fox news tonight on "the fox report." [ cackling ] he's my ride home. how much can the snapshot discount save you? call or click today. >> shepard: now the debate on capitol hill over the united states role in libya. word that a bipartisan group of senators is working on some sort of legislation to support the mission senator john mccain says he is working working with these senators, kerry, lieberman and mcconnell on such a resolution. the group has not decided whether it will be something binding or just sort of symbolic. >> we want to make sure that it is language that can receive an overwhelming vote in the senate. it would not be a good signal otherwise. so, we continue to go back and forth on that. and i haven't any totally specific language in mind. i want to try to build consensus on it. >> shepard: senator mccain has also shown support for action in libya and as said the u.s. should use any means to take down the leader muammar qaddafi. but the mission certainly has it detractors. among them ohio congressman dennis coverage who rallied against the operation and really railed against it for about an hour today on the house floor. >> dropping 2,000-pound bombs and unleashing the massive fireplace -- fire power of our air force on the capital of a sovereign state is, in fact, an act of war. no amount of legal acrobatics can make it otherwise. >> shepard: he does have a point. congressman coverage also called the administration's actions in libya a clear and arrogant violation of the constitution. well, it's early morning in syria now. the beginning of what antigovernment protesters are calling martyr's day. they tell us the next 24 hours could be a turning point for the future of syria. and perhaps for the entirety of the middle east. they are calling for massive protests across the country. demanding democratic reforms from a government in syria which is aligned with iran and supports militant groups which target israel. they say they are upset with the president there assad who earlier this week passed on an opportunity to address any of the changes that are being demanded by any of the protesters. instead today in a last ditch effort to stave off, look into the possibility of reform investigate the death of civilians during the past few days of unrest. reena ninan is in jordan. today's announcement wasn't exactly what these protesters wanted? >> that's right, shep. i don't see assad going anywhere any time soon. unlike in egypt where thousands and thousands gathered in the capital at that square and overtook the police and army, in syria, assad has been able to clamp down on these protesters to where it really hasn't mattered much to where they have been able to gain momentum in damascus. the security infrastructure is much stronger there, shep. >> shepard: you are in aman jorpd. deadly protests last week. i understand they're expecting more after friday prayers tomorrow. >> that's right. we met with the head of muslim brotherhood who told us today they are willing to go all the way to get reform here. think queen of england monarchy. that's what they would like to see here. king abdullah of jordan may be open to some changes what the muslim brotherhood gentleman told me today but he is not going to be looking to sip tea and have a royal wedding every couple of decades. >> shepard: reena ninan aman jordan for us this friday morning. the the kuwaity reported the entire cabinet resigned because of negative aftershocks on the country's national unity. but analysts say the resignation was a move to protect three officials from an investigation over alleged failures in office. including the government's response in uprising neighboring bahrain. in bahrain, home of the united states navy's fifth fleet, opposition groups report the sunni led government there has stepped up arrests of activists and shiites. more than 300 detained and dozens still missing since it launched crack down on pro-democracy protests. the feds loaned billions, make that trillions of your tax dollars to banks during the height of the recession. but the banks didn't want any of us to know how much money they borrowed. it was a big secret. but it's a secret no more. and we'll show you the results coming up. plus: [chanting] shame on you. shame on you. >> shepard: now it's ohio. the state's republican governor about to sign a bill into law at any moment now that severely limits union bargaining rights. coming up, why opponents in this budget battle say the fight is far from over. ohio republican governor john kasich, former fox news contributor signing a bill into law now that limits collective bargaining rights for hundreds of thousands of public employees. this has just happened. the law in some ways is tougher than that in wisconsin which prompted tens of thousands of protesters to rally against it for weeks. tougher because it extends union restrictions to police officers and firefighters. and as many public employees did in wisconsin, opponents of the ohio measure call it a union buster. governor kasich has said that the savings from lifting the union protections will help fill an 8 billion-dollar budget gap. >> this is not an effort to punish anybody. this is an effort, again, to restore balance and to be able to remove the burden from our local communities who find themselves in a position of having to raise taxes and which ultimately drives companies out of their community. >> shepard: the law doesn't take effect for 90 days. mike tobin with the news live for us now. the ohio democrats are vowing to fight this thing on and on. >> exactly. you just mentioned that it takes 90 days to go into effect. ohio democrats want to use that 90-day period to collect about a quarter million signatures. that would be enough to put this thing on the ballot for a statewide referendum. ohio democrats want to use that statewide referendum to repeal this legislation all together, shep. >> shepard: why does supporters of this thing say they need to limit collective bargaining rights? what's their reason given? >> you know, it's pretty much the same argument as wisconsin. the money that's coming from the state and going out to the local governments, the counties and the cities has to be cut. so the absence of collective bargaining according to ohio republicans would give these local leaders the flexibility they need to strike their own deals and adjust their own budgets to deal with economic hard times. shep? >> a little bit better, day two of severe weather across florida. i would say a little better in that we still have our slight risk for severe weather. but i think a much diminished risk for tornadoes. however, we still have a tornado watch box in effect until 8:00 at night. this is the box here. it goes down to just south of fort meyers and over to around west palm. very heavy rain, shepard. none of these cells severe at this point. that's a good part. another good port is florida is under extreme route. look at the bright side and look at that rain. six tornadoes earlier done now i think we have the rain for the evening. >> shepard: snow on the way up here, right? >> can you believe it? a lot of this moisture getting caught up in bigger system here. not looking like that much right now but a coastal storm develops overnight. we have winter storm warnings in effect from parts of maine back towards pennsylvania and new york. parts of jersey. by the time it's all said and done, some areas up to about a foot of snow. the worst of it across northern areas of new england. we might see a dusting in the city and dusting around boston by the time this is done. a wet night and very wet morning commute. people need to be careful. airports looking like they could be a mess. >> shepard: storms did damage to the space shuttle endeavour just weeks before its final mission. nasa officials say they spotted a funnel cloud north of the launch pad there. and there is some minor damage to that foam insulation on the existential fuel tank. do a full inspection. blast off during april 191st during "the fox report." i thought it was during "studio b." we will be live from kennedy sportscenter for both programs that day. the shuttle commander mark kelly says he is waiting to hear from documents from his wife's doctor whether she can be there still recovering from shooting back in do you on? january. it's the bottom of the hour, time for the top of the news. secretary of defense facing tough questions today on capitol hill about the end game in libya. >> it all seems extremely open ended to me to say this is not about regime change is crazy. of course this is about regime change. why not just be honest with the american people. >> opposing the qaddafi regime is not part of the military mission. >> shepard: in fact he said the goal of the mission to prevent humanitarian disaster. despite assurances there will be no u.s. boots on the ground in libya. lawmakers today remain skeptical. jennifer griffin with the news live at the pentagon tonight. a lot of debate about how much this thing is going to cost and gates gave some numbers, right? >> he did. he also warned this could be an astalemate. he said it costed as of monday $550 million. he said each month here on out would be an estimated $40 million. he also reminded congress that there are 18,000 u.s. service members helping out in japan right now. >> we are in serious budget trouble. the ongoing cr and significant budget cuts at a time when we are asked to do so much i think brings this issue home. and, frankly, i need help from the congress, the department of defense needs help from the congress. if we're going to do all these things, we need the resources to do them. >> gates was visibly annoyed with the questioning on capitol hill today. he also -- he and admiral mullen also mentioned that american striker jets will basically be put on stand by in italy and the ac-130 and 810 war hogs will not be used in a couple of days. >> shepard: we have been hearing that qaddafi's son was in the united states. what do we know about that visit. >> we know a little more tonight. we know that the state department representative met him at the airport and was with him through the entire visit. that it was organized through pentagon officials through the air force that he went to the national defense university as well as to the air force academy. he met with the dean's of faculty there. and this was an itinerary, again, planned by the air force. he was supposed to be shown planes lock keyed martin and norfolk grummond planes hopefully with the idea he would buy those planes. he went home early after two days after the libyan uprising had started to basically command the 32nd brigade. one of the most notorious brigades under qaddafi. >> shepard: we are reading in the guardian newspapers online edition, there is a secret talk underway in britain senior aid to qaddafi's son. >> this is a different son. this is safe qaddafi and we're hearing a report, we're working on confirming it now. guardian has reported that mohammed ishmael an aide qaddafi who's has arrived in london for talks about a way out of the situation there are reports that qaddafi's sons are concerned that their father won't survive and they are looking to end this. this is another key defection if, in fact, this envoy is in london, we have seen detections in egypt now. the deputy head of mission in britain may also be defecting. there were two senior defections today. so we are seeing some of qaddafi's inner circle looking for a way out tonight. >> shepard: a way out for qaddafi. jen griffin at the pentagon. updates as we get them. mow maury qaddafi's forces continue to push the rebel fighters further east. they are winning this thing huge. here is the map. qaddafi controlled areas are in the red. rebel controlled in the green. towns in yellow are where the battles are raging tonight. the rebels made it as far as qaddafi's hometown of sirte tonight but have since retreated to the town of brega.
