>> this is a very big deal. for the president to back off an international trip signals he has been under pressure from democrats on capitol hill to get more involved. nancy pelosi and harry reid and ranking democrats insisted for days the president needed to be more active and seriously trying to persuade democrats to support the bill. we've been saying the problem with democrats's ability to pass is the lack of votes. democrats wanted the president to stick around and help find the votes to pass it. nancy pelosi was upbeat and acknowledged that she asked. here she is. >> i'm delighted the president will be here for passage of the bill. it will be historic and would not be possible without his tremendous leadership. >> it may not be possible with his tremendous leadership. they're still short of the sorrows nets. leaders exude confidence they'll get there. >> is it raining? you're unusually disheveled. >> it's windy, we're on the balcony with a breeze coming from -- bruise, breeze. >> that happens during fights. >> careful. healthcare reform is messy. ask any democrat or republican fighting on this. the latest mess has to do with something they've been fighting about for months, abortion. today democratic leaders dropped all pretense of come dating or placating pro-life democrats. bart stupak and others voted for the house bill only after they got a promise and amendment banning taxpayer abortion services. now the house has to pass the senate bill n the absence of a ban it's a problem. steny hoyer says they're not going to try. there will be no ban. >> i made it clear i wasn't negotiating. th clear that that matter cannot be dealt with in the reconciliation bill. we'll have to deal with it pretty much as it is at this point in time. >> dealing with it as it is mean they have a vote with no ban on taxpayer funded abortion services. that means if it passes, pro-life democrats have been underbussed, tossed under the bus because the president said he wanted to maintain exiting law, which was a ban that would go away. >> shepard: keep us updated. impressive turn from the disheveled note. keep high and dry. to developments in the fight against terrorists overseas. the united states now reports the military will not be getting involved in somalia despite growing threat of al qaeda in the region. it comes after terrorists warn they will drag bodies through the streets if americans come. the obama administration concerned with the terror link between somalia and yemen. there are efforts to deny al qaeda a safe haven in that region. keep in mind christmas day underwear bomber said to have gotten training from al qaeda and yemen and new jersey power plant worker accused of being al qaeda, this guy, was recently arrested in yemen katherine airline has more. >> we had a driving and it was -- briefing given by a senior official who overseas african affairs and said the u.s. would not provide support for the transitional federal government or tfg. >> we have not and will not be providing direct support for any potential military offensives. further, we are not providing nor paying for military advisories. there's no desire to americanize the conflict in somalia. >> the state department did not address whether the u.s. would provide aid for covert operations in somalia and whether the u.s. considers air strikes n january of 2009 the u.s. launched air strikes that killed two al qaeda operatives significant to the leadership. >> is anyone saying what kind of new threats against the united states are coming out of the somalia. >> just this week a spokesman for the group issued a threat to the united states saying history will repeat itself, in 1993, we will once again drag dead americans through the streets if you help the secular government. this video is important because it shows the group is very -- you know, very sort of emboldened, and of confident, this is the group directly trying trying recruit americans of somalia dissent. >> thank you. >> coming up, a friend of that new jersey nuclear power plant worker, this guy, accused of being a member offal child. he was recently will he arrested in yemen. >> at least 43 people are dead after a series of bomb attacks in one of pakistan's biggest cities. one blast was caught on a cell phone camera. look at this. >> we can't do anything about the graphics but the video is distributed by pakistani television. the first two explosions occurred just second apart, about 100 people injured. today's violence in the eastern city of lahore, which has been the scene of a number of recent attacks. later, at least three more bombs went on. a problem, emergency crews and police slow to respond out of fears the blasts are designed to draw people in and then another attack. thousands of men and women who game heroes on 9/11 reached a more than $600 million settlement with the city of new york. if approved by a judge, it would compensate them for the health problems related to breathing in toxic debris from the towers. you can see how thick it was. if the deal goes through, more than 10,000 rescue and cleanup workers in this case will get varying amounts of money. rick folbaum is live in new york city. >> just blocks from where we're standing now, a judge is meeting with both sides to decide whether or not the deal that was brokered just last night is actually fair. the work of two years of negotiations between thousand of plaintiffs and an insurance company paid for by the federal government set up to deal with these potential lawsuits. there are a lot of them. these are rescue workers, firemen, construction workers, all of whom came down here in the days after 911 and worked. they didn't get the proper equipment and as a result of breathing the air, they got very, very sick. >> shepard: what happens if more people get sick in the coming years? what recourse do they have? >> that's an important question because a lot of doctors will tell you these kinds of diseases, the lung diseases, cancer, they're progressive. someone who spent time at ground zero and might now suffer from bronchitis could see their condition worsen and get very sick as the years go by. doctor steven gardner is one of those doctors who is afraid this deal, as structured, doesn't go far enough. >> i believe that when all is said and done and we look back 50 years from now, more people will have died from health effects from the disaster than those who died in the buildings. >> and there is a portion of the money that's been set aside for future cases. people who are not at all sick now but in years to come would be able to show they got sick as a result of the time at ground zero. >> shepard: what's the sense from the workers? likely to opt in? >> we're hearing they will. we've talked to both sides. he estimate is 95% of the plaintiffs will agree to sign on for this. they have 90 days to decide once the judge approves the deal. 95% is important if fewer than 95% of the plaintiffs agree, the whole deal is off and it's back to the negotiating table. >> shepard: rick folbaum at ground zero. still a gaping hole in the earth. just coming in, from the orlando sentinel newspaper in central florida, covering the tiger woods saga. listen to this. investigator active records released today show while waiting for the ambulance to take her husband to the hospital, his wife handed officers two bottles of pain medicine she said tiger woods had taken early in the day. in addition, elin tried to ride in the ambulance to the hospital with her husband, tiger woods, but the crew would not let her saying this is a case of domestic violence. all of that from the florida highway patrol records. we would assume domestic violence by her on him though we don't know. how does this change things? >> what did they do? they were highly negligent. >> shepard: sounds like more than that. >> i don't believe. there's a criminal investigation going on, the u.s. -- they're all looking at this. i don't believe based on this report, the bankruptcy examiner, this guy has a vested interest in throwing as much you know what against the former c.e.o. as he can because he wants money back into the bankruptcy. i don't know there's a criminal charge here. what we see is dick fold, the senior management of lehman brothers manipulating the balance sheet but doing things that are legally negligent. one accounting gimmick, repo 105, we won't go into what it is but it passed muster with the auditors and i don't think anybody's going to jail. will there be civil penalties? yeah. based on this, nobody is going to jail at lehman brothers for what happened. >> shepard: the accusation basically is they hid everything so examiners and the board and everyone else wouldn't know what was going on. >> they didn't quite. they disclosed one accounting manipulation technique, they disclosed it to the auditors. i don't let the board off the hook. no one asked a follow-up question, what are you doing? why is our leverage x? what are you doing to keep the company solvent when people are questioning it. i say if you look at this case, what they put out there today, or last night, there's not a criminal charge here. >> you know, the more we hear about the way the banks have been operating, the more people wonder why they haven't come up with new and better regulations. look at greece, with our banks complicit and their downfall. >> orange county, california, what happened in greece is what merrill did in orange county, allowing the cfo to turn losses no gains. that's the sin of wall street. they do engage in what looks to be letter of the law legal practices that get around the real meaning of the law. not to hide, to basically disclose everything. that's what happened in greece and that's what's happening here. the bankruptcy examiner stopped short about saying this is criminally wrong. we don't see dick fold of lehmanen saying i know what i'm doing is wrong. they thought by circumventing the rules, they were performing legal acts. if they're doing it, you got to think everybody was doing it. >> shepard: i figure they all are. charlie gasparino from the "fox business" network. >> you could probably make that assumption but the roles were reversed. i don't think -- i think tiger woods is a cautious person and wouldn't have denied any domestic violence if that were not the case. he's surrounded by lawyers and i'm sure he knows what to say and what not to say. if there was any doubt, a neighbor had seen them, he left himself hope to a lot of problems by making declarations if they were not true. >> back to the tiger at the masters, robert's reporting tiger will be back for the masters, do we know if he's bracketing? >> i haven't talked to him in seven years. >> shepard: back in the day, did he have radical thoughts or say radical stuff or what? >> not that i know. he was a normal guy. we were -- we were high school kids, all about video games and girls and everything. it was weird that i woke up the other morning and saw i say face on the news. >> shepard: you guys were tight back in the day? >> in high school. >> shepard: he didn't have influences in his life then, radical thoughts? >> not that i know of at all. like i said, he was be a average guy. >> shepard: have you talked to the old school mates about this? >> we all kind of -- we were all shocked and got our -- talking about it here and there. we were shocked because as i said, he was a normal guy we hung out and played football in the backyard. it was a shock to all of us. >> shepard: did you know his family? >> i don't think so. i think that became so toxic after the cornhusker kickback and ben nelson. we last sunday on fox news had a couple of senators that were focused on a lot of substance, not what to do for the district, are we going to control cost? is there a way this thing will lower cost? i don't know what they'll have in it or not but i think they'll have today things particularly with moderate democrats. the key to passing the bill is getting people who voted no last time to switch and vote yes. healthcare reform, according to the polls, is less popular now than it was then. to get somebody to vote yes now, there has to be something to take back to the district. i don't mean a free by, they have to say this is going to protect businessmen, be better for you and lower costs. i don't know what it is but that's what they have to come up with. a reason or excuse they can use to go back and say that's why i switched. >> the terrific salesmen in this administration have been abysmal as selling this thing. i mean i don't understand why somebody who has a preexisting condition -- they're not for it. i mean the sales should have been so easy and they botched it to heck. >> no matter what happens, whether they pass it or not, the story is the democrats were given a popular president, a filibuster proof majority in the senate and huge in the house. they have one year to pass healthcare reform and failed to do it and like a rotten fish is begins to stink when in the sun too long. >> did you see the press briefing from the casablanca?
