president. joining me with reaction former clinton adviser, dick morris. polling is your business. this is what you love. you read numbers all the time. what do you make? >> the numbers speak for themselves. i have two additions. first, in an off year election intensity is more important than the actual numbers. turn-out drops 30% from a presidential year to a congressional year. when you dig deeper and you say, do you strongly approve or do you strongly disapprove? the stronglys are 2-1 negative for obama so it is not just that he's losing support it is that he's losing intensity. >> sean: we go to new jersey, virginia we've discussed those at length. does it show that this is a sustained, i guess rebelling, sustained erosion? >> i think it is. first he lost the republicans and the independents over health care. now over the oil spill, and the afghan war, he's losing the left. when i say losing the left, i don't mean they are switching to republicans. they are just much less likely to show up and vote. >> sean: especially in 2010. maybe people who had a lot of passion for obama maybe they are not going out in the midterm. obama's strategy is stated they want to find that 15 million number they say came out for obama and come out in 20 ten, any chance they can pull that off? >> they will try. they've been hurt by the oil spill and the war. obama's percentage of the white vote was the same as kerry's. within the white vote he got more young and fewer the reason he won is exclusively among blacks and latinos. he has to sustain that going into the election. that's why he's suing over the arizona immigration law that's why he's talking about pardoning illegal immigrants in a hurry-up mode to get back the latino vote. >> sean: there are three things you mentioned two. war, big blow up with mcchrystal last week. the oil spill, one other issue is the economy. jobs are not coming back, especially if the numbers we have -- we'll get into this in the next segment. we are in the beginning stages of a depression this is a liberal saying that not a conservative. >> his solution is to do more spending and borrowing. like in the middle ages they bleed patients to get rid of the evil spirits when the poor son of a gun is half dead they say he has more evil spirits. >> sean: now the president is getting lectured at the sum him. by socialist regimes. bill clinton is back in the news. he said the absolute focus of government right now should be on fixing this leak in the gulf. and he warns that officials should quit bashing bp, since they are the only ones who have the expertise to fix it. he says just fix the problem, worry about emoting later. a direct shot? >> governor, bob reilly and a been. of his disaster people. they decided early on to get the heaviest, biggest booms they could, seven meters high, tons each of weight, and erect them to shield all 170 miles of the alabama coastline. they did. then they -- then the coast guard decided to uproot them all and move them to louisiana. >> sean: why? any there saying we really need to rein in spending? he's accumulated three trillion in debt in two years in office and we still have trillion dollar deficits as far as the eye can see. although the president said i hope all those people are ready for the austerity measures, i'm going to challenge them on their word. >> one would have thought that larry summers would have been that guy who would have said we have to balance in out, too much spending. do you realize if you add up all these programs from the stimulus to tarp, everything that is on the table now you are looking at two trillion in spending. two trillion. we don't have money. >> sean: we have the health care bill on top of it. what think of nobel prize economist paul krugman suggesting we are in the early stages enough a depression? >> i hope the man is not right. could we have a double dip? another go-back into recession? very unusual when that happens. but increasingly people are fearful even the federal reserve is worried. we have to do something to stave that. more spend something not the answer. >> sean: do you see political will on the part of the democrats to make the cuts that would beness ? what about republicans do you think they are strong enough? >> i don't see anyone other than governor christie in new jersey who is saying no we are not going to spend nor this and that >> sean: cristy is an -- governor christie is anomaly, it is almost -- the country is off moing in the direction anybody that says government is too big, too many regulations, taxes are too high and out of control seems it would be a winning political message but you don't hear it from enough people. >> i think people are afraid of cutting the wrong programs and paying a political price. >> sean: are states like new york and california risk going bankrupt? >> yeah >> sean: what does that mean for municipal bonds? >> there's a big danger. particularly people close to retirement, a lot of fear bonds are paying fantastic amounts of returns, they are the next bubble waiting to happen. >> sean: meaning they lose their money? >> meaning it bursts people don't pay, people lose money and another spiral down. >> sean: do we get to the point where treasuries won't be worth anything or in russia where foreign investors lose their money and citizens get+iíi repaid? >> you are correct. i think the prosecution ended with john harris in such a bad way they didn't once bring up the fact there was a conversation about campaign money, quid pro quo, anything of the sort with with regard to jesse jackson, jr., with regard to oprah, with regard to anyone. they said, the governor and john harris met with jesse jackson they discussed his viability. and the governor said, i didn't like him. but i'm going to pursue this opportunity, because i think he is the best candidate. not one time sean did they talk about money this is how they send -- an -- they ended with the witness. this whole oprah thing to the person on the outside looking in it seems funny and out landish. there was a poll that said oprah brought viability to obama's campaign. so, it is not that crazy, she helped the guy. so, blagojevich isn't as crazy as we make him look. >> sean: john, one of the things that struck me is that obama had surrogates. the president of the united states had surrogates, union officials, others apparently doing his bidding, rahm emanuel among them, saying this is the list of acceptable people. the question that i am not sure that has been answered is did president obama know for sure that blagojevich wanted something in exchange? >> that's why we call them buffers. like in the godfather. you know that exchange where the mafia guy talks to the senator and says we have a lot of buffers senator. this is chicago politics, not the mafia. but i think obama had people in between pweufring for him and i don't think blagojevich -- buffering for him and i don't think blagojevich did. that is one of the problems blagojevich has. >> sean: they started laying the foundation that harris knew all the advisers who came up were advisers and lawyers. where are they going with this on cross? >> i think it is a really awesome idea. what they are doing is they are building up to all of these advisers, stanford educated, harvard educated, advisers to obama, advisers to the daly administration. all have amazing credentials, amazing education. they are going to turn it around and say you are somebody that the governor relied on. you are somebody that could have told him this is illegal behavior. everything that you are doing is illegal. we have not heard that once. we have not heard anybody vice him -- advise him of the sort. they are going to flip it. >> sean: blago may go free after all. it is interesting to watch. >> he won't go free sean. >> sean: you don't think so? >> sean, what we have is literally, a tale of two cities creating i think some division. even the bp folks and the coast guard on the ground, in st. bernard and throughout the gulf coast region in louisiana they get it. they are in tears when they have to rotate out because they realize they are leaving a job undone. the federal level, i think is still operating from some disconnect in terms of the intensity of what is really going on here. >> sean: tucker, you look at where this is impacting, pensacola, florida panhandle, destin, fort wall continue beach, orange beach in alabama, now mississippi. day 70, you would think by now the government would have gotten the message this is going to become a huge political liability for them, but it appears they have not. >> these are not places likely to vote obama any way but you are right something the country is following closely. there is the largest oil skimming ship in the world with massive boom, new oil skimming technology in fact, registered in taiwan and still in norfolk waiting for permission from the obama administration, the coast guard and the epa. it could be in the gulf coast, it is not. what is the hold up? that's another, it seems to me, indication that this administration is not as serious or is letting other considerations get in the way of the task at hand, which is cleanup. >> sean: they haven't lifted the jones act is >> exactly! >> sean: if they don't lift the jones act they are not going to be able to get the ships to go in. >> you know it is important to protect american union jobs these are faithful democratic voters. anything that might alienate the american labor movement is bad. >> sean: how about the labor movement of fishermen? they are going to lose their profession for a generation. what about tourism, our beautiful beaches? craig you would think at this late hour they would realize, as i was asking tucker, even the political liability but it appears they are tone-deaf. >> i have to tell you sean, the reality of this is staggering. we heard the white house refer to this as a war. well, in our fly-over today we continue to see oil moving in closer, especially with the storm activity. if we are going to use in analogy as a war, there was oil two to three miles off of the grand isle beach today. the general sitting next to me, i asked if you were in combat what would you be doing if your enemy was two, to three miles away and attacking? would you be a lot more activity. >> sean: you build the barriers, use the skimmers, accept the help from 13 countries, lift the jones , berm, use chemical dispersements, could the kated. you wouldn't put all these epa regulations on those people that want to be involved in the cleanup. there's an issue that i want to ask you tucker about. boycott bp effort impacting station owners. i'm all these boycotts. i think they are phony. usually the people involved have other agendas, they want to get the name of their organization out they want to raise money, build their own brand, whatever it happens to be. apparently it is having an impact at the stations. why would we boycott station owners?
