a wild week for the republicans on the field all right now on fox news sunday. >> hello again. this time from ohio state university and home of the cyclones. for the past four-days the center of the political universe. the long road to the republican presidential nomination has taken big turns in the last 24-hours. in saturday's poll congresswoman michelle bachmann beat ron paul. san tory and her man cane rounded out the top five. rick perry entered the race and immediately became one of the gop frontrunnefrontrunners. karl cameron has been tracking all of the action. >> thanks chris. the morning after the 2011 straw poll and it's a whole new race to the pole. >> the winner is congresswoman michel michell michelle bachmann. >> you have just sent a message to barack obama. >> ron paul pulled off another organizational cue in what has been a spring of strong triumphs this year. kim pawlenty a distant third saw no pass to continue and dismiss his withdrawal. >> i am going to be ending my campaign as president. >> rick santorum in 4th. businessman her man cain in 5th and rick perry as a write in in 6th. huntsman was not on the ballot and didn't attends or campaign for votes. neither got one percent. while the votes cast in iowa it changed in south carolina where rick perry formally entered the race. >> i will try to make wa washington, d.c. as inconsequential in your life as we can. >> he didn't campaign but many supporters worked hard to announce. they may have fence mending to do. iowans don't like having it happen on the day of their big dance. he arrived to campaign in water lieu iowa home of michelle bachmann where she will be today to help launch his caucus campaign. back to you. >> thanks for that. joining us now the winner of iowa straw poll congresswoman michelle bachmann and welcome back to fox news sunday. >> i inadvertently offended you in your last appearance. i sincerely apologize. i didn't mean to do it. >> all is forgiven. we move forward. >> first of all congratulations on your victory on the straw poll. what do you think is the message? >> i think the message is people want to change in washington, d.c. they dbt what barack obama is giving. they don't want a punch in the gut. people are tired of the spending and they want to make sure they get it under control. they didn't want us to raise the debt ceiling. they doesn't want to get a $4 trillion debt and they got 12 million >> what do you think the message is by voting for you? >> people knew that i was leading and not increasing the debt ceiling. they wanted to say enough is enough on spending. they knew i was standing up and they wanted to make sure they have the change in washington, d.c. they want to know they can trust the person they are spending that that person will be reflective of what they are sending them to do i am a person who will say what i am going to do. >> not to take away from your victory what about the voters here represent an important part of the republican party, the tea party evangelicals social conservatives but it's not the whole republican party. do you feel you need to expand your base to other elements of the party and if so how do you do it? >> we are expanding it already. i have been across iowa and across the country. we will be in south carolina and in new hampshire. here in iowa there is isn't an event where i don't have dem kratsz and independent people never been political a day in their life come up to me and people are frightened about where the economy is at and they want to vote for someone they believe in. i have a lot of democrats at the straw poll i have democrats in the straw po poll to vote for m. i am seeing it people i think highly of president obama now i am not sure he won't have my vote next time. they believe the message. they understand i want to turn the economy around. i have a plan also for job creation. >> texas governor rick we are regot into -- rick perry got i race and his outreach to value voters is similar to yours. let's watch. >> i learn not everyone values life like we do in america. or the rights that endowed to every human being by a loving god. >> rick perry has ten years of experience as the governor of texas. he has a strong story to tell about job creation since the recession. why should voters go for you ore rick perry. >> i am a fighter through washington, d.c. i am 65 years old federal tax attorney i own and started a successful company. i get job creation. i get how the economy needs to work because i see how devastating high taxes are. i am a proven fighter in washington on issue aft afteris after issue i have led to the point where i brought tens of thousands of americans to washington to fight against the constitution the 11th sir cute court had in their agreement. >> no one questions the strement of your convictions. people have come to believe it but i want to explore something different with you today. that is your willingness your ability to be a practical politician to work to compromise. if you were president now what would you do to reassure the markets to boost the economy the pro vise zoe that could get through the divided government? >> we will have an election in 2012. i will work tirelessly to make sure that i can help elect also senators to come with me to washington. i would like to get to the magic number in the 60s to retain a conservative house. we can repeal obama care and the first member of congress can reduce both of the repeal measures that would send a strong signal to the market. we need to have someone serious about cutting back on government spending. i am with my background as a tax lawyer i see we have got to reform the tax code. it is the job killing center of the united states. we have to lower tax rates considerably. 100 percent taxes to small businesses what we are doing now isn't working we have to turn it around and regulatory burden is killing industry after industry now. i was here in iowa and one company lost half of their employees. they are the largest manufacturer volumizer cement mixers. the ceo told me most of the mixers aren't going in the united states they are going out of the country because the construction industry is flat on its back. they are falling and we are in a mess. we can turn this around but we have to have a president sending signals that they are serious about business. i am a business woman serious about turning o the economy around. >> let's assume for the purposes of this discussion you are elected even the senate goes to the republicans but you don't have the majority. you have to work with democrats to get you're agenda through. is michelle back man the woman of conviction are you willing to compromise? >> of course i can work with democrats and republicans. the best example would be in my home state. it's not known as a conservative bassian but i was able to lead a movement to repeal minnesota's education law that we had and put into place something that had higher academic standards. i am a mother of five children we raised 23 foster children in our home. good education extremely important to me. i brought together a coalition of democrats and dependents. they were never going to get it through but we brought democrats together we accomplished it that's one example of what we can do in washington. i remember ronald reagan used to say a half a loaf is better than nonmichelle back man bachmann is willing to accept even if it goes against your principles. >> i don't compromise my principles. you make advancement sometimes you can't get all of the way sometimes you may step. as long as you are making progress you are going in the right direction. that's the difference. the trajectory the country is going right now is negative. everyone knows it. we need to have a president that is going to get us on the trajectory. >> let's go back to the moment in the debate, though, that all of the other candidates that you would walk away from a debt deal here it is right here $10 in real spending cuts to $1 in revenue increases. 10 to 1 even reagan's top economic advisor marty fell stein said that's too hard lined that would be walking away from a huge conservative victory. >> i think probably reagan would be the betts example. reagan was going to get $3 in spending cuts for every dollar in tax increases. it ended up being $3 in tax increases for every dollar in spending cuts. that is the way it works in dc. the deal sounds so rosie at the beginning and usually the cuts are lose they are off into future years of course one congress can't find the next congress. the congress lasts two years. we can't find what future congress is to do. we can beat our chests and be proud we are going to cut trillions of dollars. we can't guarantee what future congresses can do. that's why they would take the deal off the fox stage as a debate we all know they are fake cuts essentially. they are sound bytes but they aren't real. i am about reality. that is what i care about. this is not a joke or a political game. this is getting the country back on the right track. people really are suffering across the state i have seen it. people want jobs they want job growth they want someone who has the backbone to do it. i do. >> in the debate you said the downgrade of the u.s. credit rating supported your decision to vote against the debt limit. here's what you said in the debate. >> heard from standard and poor's when they dropped our credit rating they said we don't have an ability to repay our debt. that is what the final word was from them. i was proved right in my position. we should not have raised the debt ceiling. >> but a top s&p official says that a big part of their decision was quote people in the political arena were even talking about a potential default. this kind of rhetoric is not common amongst triple a sovereigns. in fact they seem to be saying talk from you and others about not raising the credit limit and political gridlock was one of the reasons they downgraded the debt. >> i never at any time talked about the fall. as a matter of fact i introduced a plan to ensure that the united states sovereignty would not default. that is important. president obama as you know had no plan. y the administration sent out a letter every member of congress received that said we have to raise the debt ceiling. they introduced a budget that had us over spending by a trillion and a half dollars. he did nothing in his policy to have us come to balance. in april we heard from standard and poors they said if you don't get your act together we could see a downgrading in the credit rating. there's no risk of losing the credit rating. they have known all along what could happen. they put their hands up in front of their eyes and they said it will never happen. it did happen. you can't spend money you don't have. people across the country have been trying to get the attention of washington. we can't spend money we don't have. that's what standard and poors is telling us. get your act together like any homeowner would do like any business owner would have to do. stop playing with people's money and get your act together. >> you have been critical you voted against but you have been critical you were in debate of a deal that was finally agreed to and you pointed out for all of the talk trillion dollars in cuts is how much in the first year? >> 21 billion. >> are you saying -- >> $2.1 billion blank check that's for one year. >> fair enough. are you saying speaker boehner and senate leader mcconnell made a bad deal? >> quite frankly the problems we have are today we can't put this off until tomorrow. on any number of levels with the medicare trust fund we have nine years and that's broke. i don't want any senior citizen to be told we are out of money. we have to reform the system sooner or later. we need to pay the interest on the debt that's how you don't default. we tell military men or women under no circumstances will you not get a paycheck. for social security retirees. we tell them if you are currently in the system you are getting your check. that was wrong for the president to suggest they may not. >> if i may here's the problem with that. the by partisan policy center it really is by partisan. the name was a top advisor in the bush 41 administration. he said if we hadn't raised the debt limit as you suggested here's what would have happened in this month of august if you paid as you say our creditor social security medicare and the military and you can look right there you would have had to cut everything else 68 percent veteran's benefits medicaid unemployment insurance, food, nutrition programs, irs refunds, the ffbi. would you haven't willing to cut those programs? >> did that tell you how bad the united states is we were over spending to that level. all of us pay taxes and that comes to $2.2 trillion this is year. we spent every cents of that 2.2 trillion. we spent additional 1 and a half million we have. >> we boar lowed $0.40. >> this is what we have to do. we have to grow the revenue and embrace pro growth policies. we are not growing. it was .4 percent growth. it was stagnant. we have to grow the policies and shrink the amount of spending. we have to shrink the deficit but expands the rest. >> that is not shrinking that's taking a meat flavor. >> we have to reject the new normal level of spending after the obama administration. president obama ramped up spending to never before seen levels. should we except we should continue that on? >> we had one employee who made 170,000 a year. we had the stimulus and 18 months into the recession we had 1,690 employees making over 170,000. government has been growing. people in the real world aren't. that is what has to change. government has no conformity now with the real world. >> i want to ask you about the report that came out this week. you famously opposed the obama stimulus plan you called it wasteful and fantasy economics. news week reports that after the plan passed you wrote 6lers to the administration somethi aski some time lus funds. you wrote saying a local bridge would create almost 3,000 jobs, you said a highway project would quote promote economic prosperity. that sounds like we were buying into the stimulus idea. >> i voted against the stimulus. i was public against the stimulus. after the stimulus was passed and the money was there why should my constituents or any one else be disadvantaged. most of the money unfortunately ended up going to politicians who were politically well connected to barack obama. that was wrong with washington. too often the money has no connection to merit or where it should go. it goes to political connections. i signed an earmark pledge. i think they are wrong we have to do away with them. i think statement people across the country shouldn't be disadvantaged because they didn't vote for the bill. >> when it was imposed you spoke out against it the earmark ban, you said advocating for transportation projects for one's district from my mind does not equate to an earmark. isn't that what the outrage over earmark started things like the bridge to nowhere? >> that sment was in a different context. one function is to build transportation project roads, bridges, interchanges. that is something that government should do. we need to do it in a way that has to do with merit and where they hurd be built. >> there could be a 3 or 4 lane highway that has no connection to the amount of people. >> you any a congresswoman could ask for money for a road building project in their district. >> we need to reform in washing torch because it is vile and corrupt. it has -- it has political connection. >> are you enjoying yourself? >> sure i am. i would like to get more sleep. today i will be going back to water lieu to where i was born. this is where i launched my candidacy of theed i am going to thank water lieu where i was born. i am a 7th generation iowa. i get to see all of my relatives. >> i think it's fair to say when that race was started you were a long shot. >> sure. >> do you now think you can win this race? >> of course i do. i know i can. i know i can. what i have seen from people they really do want to take the country back. they want a new direction. they want someone they can believe in. they see in me a champion for their values and voice. they want someone they can trust. >> let me press that a little further. in your heart of hearts do you believe that you will win? when you consider that thought president bachmann, what are your thoughts? >> my thoughts are, we are the greatest nation that has ever been. i am not thinking just about today, chris. i am trying to think 50 and 150 years from now for the next generations that are yet to come. the united states has been the greatest force of mankind in the history of the world. i think the world is a better place if we remain the premiere economic super power. that's my goal not just for today but i am looking into the future to make sure we have the strength. >> do you believe honestly we will win? >> they have put a lot of their eggs in a aims straul poll basket. this morning i am told that he said because of aims there was not enough fuel in the car to go down the road. i saw governor pawlenty huddled with his advisors. it was not a happy moment for them. i didn't want to interrupt and ask questions but they came to the conclusion they couldn't go back to their donors and say this is a reality. he got more votes than the kansas governor when he dropped out 3 years ago, 3 and a half years ago. it was a do you have day for governor pawlenty. >> sherman strom, pawlenty we thought he had the big best ground game here in iowa. he is out where do the supporter thes and organizezation goes? >> the field was taking shape and things were fluid. with most act vitss they are still in the dating gaze with their candidates. they are not sure which are married throughout the caucus. it is very unsettled they are open new dan ca candidates will here. i think that's fluid at this point. >> they want to beat barack obama. you talk to republicans we want to beat barack obama. he crafted the stump speech that emphasized over his views his ideology. have the victory a strong victory of michelle bachmann talking about her views her principals her views about america. tim law len tee not doing as well. he was down-playing ideas down-playing ideology for the sake of elect elect ability. >> hillary clinton verses barack obama in 2007-08 he kept talking about experience. we know if it's experience verses ideas and change experience loses. >> people want to come out and be inspired. i was out with governor pawlenty months ago he was in a small group giving his speech. he said basically the other republican candidates and i we are going to be on the same stage and say the same thing. i have done these things and i am electable. i thought at the time that was not a great message for people coming out they were saying this guy is telling me he's the same as everybody else that is not enough for me. >> let's talk about the winner michelle bachmann what does this do for her and lsz ron paul. he lost by 150 votes and he probably spent one-tenth of what michelle bachmann did. >> it was a good showing for congressman paul. it shows michelle has organizational chops. there was doubt she had the structure to make it all come together. she did in the end. anecdotally yesterday after she gave a speech in her tent she had everyone who didn't have their finger stamped for voting raise their hand and say follow me over to the voting area here at the straw poll. so she did the pied piper over to the place where you vote she won by 152 votes. i think there were 152 people in that gaggle. that took organizational effort and fire in the belly to get that happening. >> i have to talk about the new place at the table. rick perry first of all does it bother you at all that he ignored the debate and straw poll and stepped on that a little bit by announcing the decision? oo i think the timing of that coincided with the fact that aims was the center of political universe this week. i don't think it stepped on us at all. there's tremendous energy coming out of aims and iowa is the political center into the universe going into the caucus since it was the weekend he needed to announce his run to the president she. let's turn to perry. we want to give you a taste of his announcement. >> in america the people are not subjects of the government. the government is subject to the people. some thrive some flameout. i can't help but think of fred thompson four years ago a lot of strengths, great on jobs and techs some are saying a lot of those jobs are in state government jobs that he created and texas has had its own debt problem. how do you read perry's strength? >> i think the critics taking shots they have a tough argument t to make. texas has provided them on the bigger picture he gave a great speech that was designed to appeal to tea party conservatives but a broader spectrum of conservatives. they wanted to protect american values which suggests if there is a trend toward nonent nonintervention he is not part of it. >> to wrap up this segment would it be fair to say or premature to say there's now a top tier in this race at least for now of romney, perry and bachmann? oo is that mine? they are starting to pull up stat stakes here. i got to say this is a beautiful summer day in iowa. is it 7? no. it's iowa. >> we do everything first class. >> let me start with you. it shows up tomorrow to begin the bus tour how does it end politically? >> when they touchdown we will realize it's not 2007 and 2008 in iowa. this is a state that has dramatically turned away. we have 60 percent of the independent voters in the state are disapproving the job he is doing on the economy. he's going to northeast iowa which is interesting. he needs to shore up his face. in one statistic since he was inaugurated president they lost 10 percent of the membership in their state. 10 percent have said i am no longer a democrat since obama has been inaugurated. this is one of those states that will determine who the next president is in november. >> they look forward to that, i don't make a straight line projection from august 2011 but to 2012. at this rate how would you rate iowa? a couple data points july marked the 20 straight months they have out paced voter demonstrations in iowa. we had the second highest in the straw poll but we had some that had never been in their lives. they fuel it last november. the president is in trouble here. >> brett the president is taking his bus tour economic bus tour not only to iowa but to illinois and minnesota we are told by the white house that while he will talk about economic plans he is not going to have some big new thing to announce new policy to announce this week. does he have that kinds of time? >> that is a great question, chris. searching for that next thing the big thing has been the focus in washington. there aren't a lot in his quiver. that said the white house sees an opportunity in capitalizing on no negotiation line for republicans. you ask congresswoman backman about the line the 10-1 spending cuts to tax increases if you get that deal no one on the stage would take it thursday night. they are capitalizing on that saying it shows that it is grinding to a halt based on congress. if you look at polls congress fairs really poorly not only in iowa but around the country. they are trying to capitalize on where are the negotiators they are the stand in the corner on principal. for primary caucus goers standing on principal is important. president obama is trying to turn those independent numbers around across the country. >> let's take a look at the fox polling. it is pretty dramatic. 42 percent of voters now approve of the job that obama is doing. this is over all voters while 48 percent disapprove. let's talk about the all important independents. support among independents is cratering 33 percent now say they would give owe mama a seco -- dsh obama a second term. 57 percent would elect someone else. when it comes to the wild frightening volatility doesn't barack obama have to shore up support especially leading the economy and doing it fast? >> the difficulty for him is philosophically what he would like to do is have more stimulus. it is what he believes in. the people who agree with him on the economy think would be effective here. you have paul and others saying we need more stimulus. the president can't do that despite the numbers you put up on the screen. >> and you couldn't get it through congress. >> he doesn't want to be making those arguments. he's trying to position himself as someone who is serious about the debt and deficit after having the first stimulus and having expanded government the way that he has chld he has to make an argument that appeals to inpen departments and motivate a base that is feeling glum about president obama his policies and prospects. >> presidents always say and fairly enough they don't really go on vacation. the whole white house apparatus goes with them. you heard tim pawlenty say we are in a fix. forget the vacation. whether deservedly or not how tough is that? he is after the bus trip is going to martha's vineyard for days. >> i think with those numbers represent is eye owe wans and all americans are looking for strong leadership. we have an unemployment rate of 6 percent compared to the rest of the nation we are doing well here. corn and soybean are at high levels and by all indications iowans should be satisfied but they are not. they have the same economic fears in society that is reflected in those disapproval numbers we see with independents in iowa. it shows how much trouble he is in and how much iowans keeps a strong leadership. >> to bring this around brett how much time does the president have? does he have to do something dramatic in fact calling congress back and after labor day something that says i get it and i have got some ideas even if they can't get through to put the republicans on the spot and say here's a plan, pass it, this will help the economy and it will help reassure the ma marke. >> it has to happen pretty soon. the super committee set up by the debt ceiling bill is now formed and will start meeting and they need to come up with a proposal by thanksgiving. you heard the president say and staff say he will have some ideas in coming weeks. there has been a long process here and people have been looking for a specific plan for the white house for a while. that said i think when you get to the super committee all of the criticism about it they will be moving things along into the early fall. they l to have specifics pretty fast. >> real quickly what do people here in iowa care about? i know they are some what related all of the talk about the debt and cutting the debt there's a question about getting people back to work. do folks in iowa feel that the leaders are focusing on the wrong problem? >> throughs tremendous focus of increasing the problem. iowa's congressional delegation house senate voted against it. michelle bachmann and ron paul initial ads talked about how they were going to oppose increasing the debt ceiling. that is driving the debate and private economy isn't creating jobs. >> all right we have to take another break here. but when we come back we will take a look ahead to where the 2012 race goes from here back to aims, iowa in just a moment. >> i think the straw poll the role it plays it's the first game of the season after two-day event so now they are assessing where the organization stands looking at game film for the rest of the caucus season. the role it plays is not necessarily a predictor. as far as the process i like to point out the last time we had a republican president it started by winning the straw poll and caucuses and winning the white house. what you will see in iowa what motivated them across the state are issue that is are top of mind to all repub motivated them across the state are issue that is are top of mind to all republicans and americans. it is unsustainable debt. it is getting private economies. >> how do you see them winning pure ability and elect ability. do you think they will go for the person they believe in more? obviously they are not going to go for a liberal but they might go for someone who might pass as many litanous tests but better chance to beat barack obama. >> it seems to be more deliberate a process. some of that goes to the flu i hadity of the field. we are not making this in a vam couple. we know what four more years means to america. it off fepdz our moral leaves and economic policy. we can't have that. iowans want to get this rigib but we understand we have a responsible for america to make sure we are serious before we go to the caucuses next february. >> to the degree that again it's prey ma sure there's a top tier of bachmann and perry and romney. we haven't mentioned rick santorum who did surprisingly well for the amount of resources and money he had in iowa how do you see it coming out. >> he exceeded expectations at the straw poll. that's a big deal and look forward to the caucuses to be an alternative. the fact that pawlenty pulled out the day after the straw poll shows the significance of this event. he's out of this race. for mitt romney that's a good thing because it's another person that people could vote for if they don't think they are to the right like governor perry and congresswoman bachmann. perhaps senator rum becomes the fall back position as governor pawlenty was if people don't like governor romney or don't think they can go to governor perry or congresdonoman bachman. the race changes today just by the fact that paw llenty is not part of it. >> again we have a lot of time. >> on a very practical lou tel ou terybody agrees governor pawlenty has the best grouvend team and they really knew the state well. he is now gone. rick perry jumps into the race and they have rick perry jumps into the race and they have the opportunity to pick up a bunch of those people and potentially some of tim pawlenty supporter ifs you want to be the nonromney candidate if you are not comfortable voting for michelle bachmann you didn't support michelle bachmann yesterday and across the state. >> you have 20 seconds to answer this. if obama is in as much trouble as he is in is he going to have to go shaionly negative to candidate of hope and change?
