>> well, gregg, china is blocking a vote again, protecting it's ally north korea, to a familiar scenario at the united nations security council and gone back into session after meetings that started at eleven o'clock this morning and take a look while i'm at the stake house and we expected the u.s. ambassador to the nation, susan rice to eventually come out if there is is indeed an agreement and the stumbling block is the language over which this is released and in fact, that release will be basically a press statement, the weakest action, the security council can take and it will not be a u.n. resolution. the stumbling block has to do with the language that the the u.s. and france and the u.k. wants to include in the press statement. they want to include the fact that north korea has shown that island and also suspected of torpedoing a naval ship in the the spring that killed 46 sailors, but china opposed that and traditionally backed north korea at the u.n. security council and that was set for tuesday night within 48 hours and routines at south korea in the territorial jurisdiction in the waters facing away from north korea, the u.s. and other nations support the right of self-defense, but north korea as you said, calls that a catastrophe and we talked to the u.s. ambassador to the united nations during the bush administration and says that clearly north korea is the aggressor. >> south korea is not the problem here, and didn't show a civilian population, and south korea didn't sink a north korean vessel without provocation, this is like calling on the mafia and the police to show restraint. >> well, the-- the security council is expected to tell both sides to xrs restraint, u.n. secretary-general moon says he's very concerned, he is the former foreign minister of south korea, and gregg, the security council back inside right now, tipping the negotiations as we wait to see if they finally have an announcement, gregg. >> eric shawn live at the u.n., thanks. investigating a brutal murder of an american tourist. investigators were covering the body of a woman in a forest outside of jerusalem today, identifying her as 40-year-old christine logan and authorities say she was hiking with a female friend, that friend saying they were ambushed by two arab men wielding lives and she managed to escape, logan did not. they found her body under a bush with stab wounds and hands tied behind her back. >> hi, gregg, as we drove back from the crime scene, military and police were having questions and searching cars and trying to figure out exactly who the suspects are, and clear now more than 24 hours after the crime, the israeli police really don't know what happened out in that forest. >> through the night, search crews scoured the hills looking for christine logan. her a fate unknown, police planned for the worst and with day break, searchers found the american woman dead hidden in bushes not far from the trail and the border from the west bank is rough and rugged terrain and two friends robbed late saturday afternoon hike in the hills and tells an amazing tale. she said the two arab men attacked them somewhere out here in these hills, with a knife. they ran off as the friend, unknown, she showed up, cut up, bloodied and bound and told the families here that tried to help her, the only way she could escape was by playing dead. less than 24 hours from the gruesome murder, the loan witness susan k wilson took to the airwaves telling her unbelievable story, speaking from her hospital bed, israeli tv blurred her face because of a gog order in the case and israeli police say they are looking into all possibilities why the crime occurred, including a nationalistic one, meaning the palestinian militants attacking israeli or western targets in israel, but we did check with palestinian sources and they did say that their security services have not been contacted for any help in locating witnesses or suspects by the israelis. gregg? how will the military attempt to gain control. >> in the province where koban is the capital. they're checking all cars in and out of that area and they basically can search without warrants. they can detain suspects without warrants and hold them and they can prohibit any guns, and people in the streets of those areas are carrying guns, and they're driving around in trucks heavily armed. but this is allowing the military to move in and regain control. and basically a state of emergency. >> yeah, or marshal law as they say in some jurisdictions, how unusual, jennifer, is it for guadamala to use the military in this way and declare this state of siege? [ female announcer ] maxwell house gives you a rich full flavored cup of coffee so you can be good to the last drop. try maxwell house coffee and cappuccinos in the tassimo single cup home brewing system. >> we just received word from the united nations security consistently that the meeting has adjourned and they've failed to reach an agreement on the statement on the rising tensions on the korean peninsula between the north and south and according to a diplomate, susan rice is speaking right now. the united states ambassador to the united nations, let's listen in. >> from it, we have condemned the sinking of the chonen, and we think that it is very important for the council to be able to speak with clarity and unity to condemn these acts as unprovoked aggression by dprk. against the republic of korea. we also outlined our positions that it is important for the two sides to act in a fashion that promotes peace and security and we believe that the republic of korea has, throughout, exercised enormous restraint, that planned exercises are fully consistent with south korea's legal rights to self-defense. it has been done and notified transparently, responsibly, and will not occur in a fashion that we believe gives north korea any excuse to respond in the fashion that it is threatened to do. we have lalso spent much of today trying to discuss in the context of the council how we might respond to the call of the russian federation for council press statement and i want to say very clearly that we thank the russian federation for the construction role it played and we worked very, very closely with them and others in an effort to try to come together. the majority of councilmembers made clear their view that it was important to clearly condemn the event of november 23rd in the attack by dprk on the island, but that view did not ultimately achieve consensus and while we still are awaiting firm, clear instructions from every capital, i think it's safe to predict that the gains are-- >> susan wright the ambassador to the united nations for the united states is announcing after eight and a half hours of meeting for the united nations security council, they failed to meet on a state and the that will continue on monday, we'll continue to follow it as well. the extension of the tax cuts is now a done deal and president obama signing the estimated 858 million dollar tax rate plan into law and lifting a whole lot of uncertainty on wall street. joining us now, liz macdonald with the fox business network and now that the tax cuts have been extended, is there a big sigh of relief on wall street and how are they going to react? >> there is a sigh of relief. prior to this, you saw wall street firms, the economy would relapse into a double dip resomethings and now a number of them. jp morgan chase and pimco, bearish, lifted their grosse pointe woods expected growth rates for 2011. >> gregg: how is the bond market going to react to not cutting spending? >> that's an issue, because the bond market did react in dramatic fashion the last two weeks and the 10-year bond went higher and why that matters is this, because the 30 year mortgage rate is pegged to the 10-year bond so we saw u.s. mortgage rates for 30 year low spike higher by a percentage point and that's kind of scary stuff. if the u.s. tax breaks were not extended and the bush tax rates were not extended, the fear was more congressional stimulus spending. the bond market is reacting to stimulus spending and debt spending into the market. >> gregg: let me go back to the mortgage graph. >> sure. >> gregg: put that back up and the mortgage you showed me, why is that? >> what's happening here is essentially the 30-year by the way, up by about a percentage point over the last five weeks and again, the mortgage rates are pegged to the 10-yoo bond note-- the bond, rather and we saw the 10-year spike higher, and the u.s. alone next year, 3 trillion dollars in borrowing coming to rather, america is about 3 trillion and over in europe, 4 trillion so the bond market has to absorb a lot of the extra debt and you have a finite number of investors, you've got to give them higher yield to lure them in and that's why you see bond yields higher and mortgage rates go higher. >> liz macdonald, fox business network. >> sure, delighted. >> keeping your heart beating outside the body is possible and it may revolutionize the way that doctors perform heart transplants, all of that coming up. stick around. ♪ [ man ] i thought o family business would always be boots. until one day, my daughter showed me a designer handbag. and like that, we had a new side to our business.
