secretary warned republicans could win control of the house. tonight, more on the looming showdown and reaction to the g.o.p. first, it's 90 days since crude spewed into the gulf of mexico and now, three days since gp stopped that flow. here is a live look at the underwater well, scientists will take a look at it in a second, scientists running tests to make sure there are no new leaks along that sea floor. so far it appears the new cap is holding. some of the beaches along the gulf coast reportedly having the busiest day in weeks. and locals in biloxi, expressing optimism about the future. >> i've been listening to it on the news and i'm concerned. i'm vacationing and here with my family at the family reunion and having a great time. >> if you've got to get it right and everyone here as far as business is concerned, we're all looking forward to what bp does, and hopefully get things cleaned up. >> and to help with that effort. bp has been paying ship captains between 1200 and $3,000 a day for oil skimming and other cleanup work and we're told that people who accept the wages will have that deducted from any claims they make against bp for lost income. that's the word today from kenneth feinberg, the federal administrator in charge of the 20 billion dollar oil compensation fund. he says it's fair policy that should eliminate incentives to help. bp and government officials are focusing on the next step in the process of plugging the well for good. appears there's a difference of opinion on what exactly the step should be. phil keating is live on the gulf coast, first, we're hearing talk about a possible methane leak coming from the well. is there any confirmation for that? >> the associated press quoting an unidentified federal official is reporting that there is a methane leak seeping out somewhere into the gulf of mexico from the wellhead area, now, i talked with incident command in new orleans, they're not addressing this report directly, only, saying, quote, we continue to monitor the well. and we are now in day four of the structural integrity test phase involving the cap, as well as the reservoir of the oil. and after the new tight fitting cap was secured. scientists did the past three days observe small bubbles around the well and that was widely publicly reported. it's away from the cap itself and bp reports that the pressure under the cap continues to rise, but more slowly and not as fast as scientists had anticipated. so, a leak somewhere either in the well or the sea floor has always been under suspicion here and that's why admiral thad allen said he reserves the right at any moment to end this test as you reopen the pipe and resume collecting the oil on board the containment ships on the surface, for now he has not pulled that trigger. the ultimate fix, the bot kill is closer and drilling approaching the problem well 18,000 feet below the surface and tonight, that deeper relief well is just 100 feet away from the interception point which could cement this well shut permanently, most likely in early or mid august, but the the environmental damage here, all around the gulf, will continue. >> we've got so much oil that's already out there in the gulf of mexico and we'll be fighting this battle for several months and we still don't know the environmental issues where it did impact. >> now, if admiral allen decides to stop the test and resume collecting the oil above on the ships, the drawback is for two or three days as they make that transition down there with the cap and the well head, it's going to let oil, once again, start seeping into the gulf, which is apparently no video of that, has been happening for the past three days, that's the drawback that the admiral is considering, today. in iraq, a pair of explosions killing 48 people, dozens of the victims said to be members of the so-called sons of iraq, the group helping to fight al-qaeda militants. the first attack was near a military base south and west of baghdad as people lined up to collect paychecks and a second blast struck a western region near the syrian border targeting the same anti-al-qaeda group and in afghanistan, an explosion killing three civilians, injuring about two dozen others in kabul. officials say the bomber also died in that attack and it happened just days before a major international conference there and diplomates expecting to attend that meeting, including secretary of state, hillary clinton. more on this straight ahead. first to pakistan. the government there saying a suicide bomber, targeting a shiite mosque in the eastern part of the country. the attacker killing himself, wounding several worshippers, we're told the attack appeared to be the latest in a string by a sunni extremist. secretary clinton arrived in the capital city of islamabad hundreds of miles away from where today's attack happened. clinton underscoring the need for pakistan's cooperation with afghanistan and for that matter, the united states. the and the war intensifies at home. caroline shively has more from washington. >> juliet, secretary clinton is now in south asia, trying to convince partners to hold stead any afghanistan and the corruption and taliban activity. first up is pakistan where they stressed the need for cooperation from the ally and dedicating half a million dollars for water and energy projects. part of 7 1/2 billion dollars of the already spread out over five years and the trip comes as ahead of the talks on foreign relation and told news week that the u.s. needs to rethink afghanistan that we're not winning and it's not worth it and often suggesting a seve severe-- writes after nearly nine years of war increased u.s. involvement in afghanistan isn't likely to yield improvements that would be commensurate in any way in american blood and treasure. it's time to scale down our ambitions there and both reduce and redirect what we do. >> it's a there's no doubt there are enough seats in play that could cause republicans to gain control. there's no doubt about that. >> we're told those comments infuriated speaker pelosi, reports saying they prompted pelosi to call robert gibbs, quote. politically inept. as you can imagine, gibbs plea for republicans and the political calculus is not so easy to figure out. after all, polls show voters new round of deadly violence in iraq today. suicide bombers care i remembering out two separate attacks. the sunni backed forces going after terrorists known to be al-qaeda. and they waited to collect their paychecks near a military base. today's attack highlighted the trouble maintaining security as they draw down the forces. streaming live from baghdad with the latest, dominic. >> reporter: juliet, you know, there were attacks today, exactly the people that helped brought around the situation and security here in iraq, that's allowing the u.s. to drawdown, we are talking about the sons of iraq, those are the people that actually sided with the u.s. military during the insurgence and former pay of al-qaeda and allows the levels of uncontrollable violence we saw two or three years ago, to the level of relative stability and we've soon that exactly in the kind of attacks. let's talk you through the two attacks. the early morning south of baghdad. around 150 members were cueing in line waiting for that paycheck when a suicide bomber came along, mingled amongst them and set his vest off and killed 142 people. and out in the western province of anbar close to the syrian border, a militant appeared in the town of kiem and opened fire with the machine gun and detonated the suicide belt. 52 people wounded in total today. although the death toll is expected to rise many were injured, and due to the extent of the their injuries, doctors believe some won't make it, the injuries were so bad we can't show you soon after the blast, what happened as people got to hospital. no one's claiming responsibility for the killing, but al-qaeda has been reeking revenge and turning its back on them four years, since it started to do that. it was coming as you were saying just as the u.s. forces the last of the combat troops. and have to withdraw by the end of september. vice-president joe biden was saying earlier today that's going to change given the fact that we have an unstable situation caused by the fact there's no new government following elections several months ago, means that america must press ahead and that's what he swore he would do. the iraqis left behind here, can their authorities really get a grasp of security here, can they guarantee safety and stability here? after what's happened today, there are people certainly wondering whether they really retirement. lawmakers considering plans to raise the age for full social security benefits. that means you might have to work a lot longer if you might want a paycheck from the government. here is brenda buttner to break it down for us. brenda. >> your golden years may be more than tarnished. the word from a recent study that shows most americans are ignoring basic advice on saving for retirement. but it's the young ones among us, those under 40 who likely won't get a pension to help way for retirement to could face the work. most of them probably work for companies that offer 401(k)'s instead of traditional pensions, that puts you in charge of your income when you retire. the study shows about 25% of those surveyed have almost no savings for that time. plus, most of us don't have any idea how much we'll need. of course, there's social security, helping seniors in retirement now, but that entitlement could disappear when the young workers are old enough to get the pay off they've been paying into all their working lives. or, you may be older than the current retirement age to get social security. there's talk in congress of making americans wait until age 70 to get full social security benefits. likely doesn't have to worry about that if you're among those who in the next 10 or 20 years are expecting benefits. but for anyone born in the 1960's and after, get ready to wait longer because washington hasn't followed the budget rules that you and i face, it's spent much more than it has, especially recently. the independent congressional bean counters worn that in ten more years, our debt could balloon to nearly 90% of all we produce, far beyond anything a healthy economy could bear, but that congressional budget office also says that raising the retirement age, the one thing lawmakers may be able to agree upon in changing social security, will not be enough to save the system. perhaps a good reason many call it social insecurity. juliet. >>
