his own party to step down. all over his recent comments about the war in afghanistan. >> so what is next for michael steele? can he survive another scandal? >> new developments on day 75 of the national skavt in the gulf. tonight, growing fears the oil spill is now moving farther east. so, we'll show you where it's headed now and is there any hope of it slowing down. first off, joe biden in iraq for independence day weekend. unannounced visit to baghdad perhaps a duel mission. the vp and his wife are celebrating 4th of july with troops. but it's also a sign that they are stepping up support for the emergency democracy. the newly elected parliament is expected to meet for the second time since the march 7th vote but even so some analysts political gridlock could be set. tens of thousands of troops are set to leave in august. partial withdrawal to expect a major test of whether iraqi forces are whether to take over security. david piper is live from baghdad. what is on the vice president's schedule for this weekend? >> reporter: he hit running. what happened he went straight into meetings with chris hill the u.s. ambassador here and a general the u.s. commander to find out what is happening on the ground. we expect him to be meeting with various iraqi leaders to try to hash out their differences zbluih they have been laying out the lay of the land to set the goal to get troops back. but what are the chances that iraq are going to be able to form a new government real soon? >> reporter: analysts saying that it may be still months away and we skrnt got a new government since the march elections. we have two powerful blocs, mainly sunni and shea. it's hopeful that the vice president now coming for the first time since the election so maybe bang some heads together and get their differences resolved. >> harris: what about the violence there. are the security forces of iraq are going to take over. they are going to need a little peace there. are they going to see it? >> reporter: well, if you stay in the green zone and perhaps at the airport you won't see the violence. there is still plenty here and iraqi security forces, daily attacks on them and other government officials. of course, it's not a pre-surge levels but still a danger here and we do have concerns there could be further spikes as there are reductions of u.s. troops in the succeeding months and next year. >> harris: all right. checking in with david piper. thanks very much. >> a call for unity for the man leading the war in afghanistan. david petraeus trying to calm the storm after replacing stanley mcchrystal. he met with military officials, saying he will work to improve cooperation between them. he will assume command on sunday two weeks less than mcchrystal resigned his post. remember, president obama called mcchrystal to the white house to talk about the comments. as you know the war begin nearly nine years ago. the head of the republican national committee under fire right now after saying president obama started the war. he also implied that it's unwinnable. now some of the members of steele's own party are calling for him to step down. controversial comments caught on tape at a fund-raiser. listen in. >> this is a war of obama's choosing --. >> harris: he essentially called the war in afghanistan a lot of cause. his assessment not sitting well with fellow republicans. now staoe89 is back peddling the controversy but molly henneberg has more on that. this is just the latest in a string of gaffes for steele. what is he saying about this one? >> he sent out an e-mail to some republican party supporters and put out a public statement that the war in afghanistan is a necessary one and that president obama is in charge of how it goes now. steele said in that statement, president obama has, indeed, shifted his focus to this region. that means this is high school strategy. for the sake of the security of the free world our country must give the supported necessary to win the war. a few conservatives made it clear that they think michael steele should go because of his comments at the connecticut fund-raiser. bill kristol was the first to call for steele's resignation and now liz cheney, daughter of the former vice president and chairman of keep america safe also said she agrees with chris toll, saying that the chairman must be unwavering in his support for american victory on the war on terror, a victory that can't be accomplished if we do not prevail in afghanistan. it's time for chairman steele to step down. other republicans are suggesting to quiet his critics he needs to be more visible. >> he needs to take public stage and say basically that he misspoke. this was not a war of our choosing, it was al-qaeda' khoofs when they came to our shores on 9/11 launching attacks from bases in afghanistan. >> they believe president obama owes the american people an explanation of, quote, his strategy for winning the war in afghanistan. >> harris: makes you wonder whether he realizes that the microphone is already on and recordable. molly henneberg, thanks very much. now to the gulf. day 75. bp saying oil skimmers are back at work off of louisiana mopping up oil after the spill. this after the shipped were sidelined because of hurricane alex. here is a live look from the camera we like to check in on the gulf floor. we're not going to do that. we're having technical difficulties bringing our reporter from that region. we'll do it in a meort. they have put into place something called the world's biggest oil skimmer, a whale. this is vessel that is more than three times the length of a football field. again, our reporter in that region phil the key will go tell us more about that and evgh going on. they had to stop some of the work and now that the storm has been downgraded, it's no longer a hurricane, alex isn't a threat they are pitting things back up. meanwhile, a massive explosion killing more than 200 people in the republic of congo. a fuel tanker flipped over in the eastern part of the country. hurricanes died in the explosion and people were injured that actually ran over to siphon some of the leaking fuel. dozens of homes near the explosion site destroyed. red cross is working to fer rit injured to nearby hospitals. a scary moment on the water. a tour boat ran aground started taking on water. an incredible rescue effort is next. plus, less than two weeks ago, we were telling you the top u.s. general resigned after a controversial interview. secretary of defense issuing new rules on talking to the media. critics say it may limit access to the military. we have to be able to talk to them. stay close. if you're like my patients, you want to hear you've done a good job. that's why i recommend a rinse like crest pro-health multi-protection. it helps you get a better dental check-up. ♪ so be ready for your next dental check-up. crest pro-health multi-protection rinse. like 100% whole grain, the way triscuit does, you always end up with something delicious. ♪ triscuit. weave some goodness. >> harris: welcome back. so we've worked out the technical difficulties bringing our reporter from the gulf. phil keating is standing by. this is one whale tale, this whale of a vessel they are using to clean up the oil? >> yes, a whale the ship, if it pans out, the largest discriminating vessel in the world is being tested today out near the deep water horizon site. oil is very thick. it will be tested today and tomorrow and we should know by monday if it works and it could be a whale of a tale. 350-foot long ship, ten stories tall and it's been retrofitted around the sides and around the bow. so like a real life whale it would operate the same, going through the oily water and through these slots, it would be like the whale's mouth, it would take in the oil. within the ship the oil would be separated and collected. then the sea water would be poured out in the gulf of mexico. it's a great idea. a lot of people hope it actually works but it could actually skim successfully 400,000 to 500,000 barrels a day. that tran slates into 21 million gallons. top estimate is that 60,000 barrels a day are leaking. there is an immense amount of oil and observation that does fly over there are simply not enough skimmers. there are in total 550 skimmers out there. there were only hundred at the beginning of june. however,ly tell you today we got stuck in a summer squall this afternoon. there was a downpour that was so bad it took our satellite off the air. it actually kept the skimming vessels from having a super successful day. only 74 have been successfully skimmed. so the weather has been problematic. >> harris: i was watching you earlier when you were reporting. i didn't know you were out swimming in the oil but now i understand there is a weather system moving through. tell me this -- because i know there are a lot of people that have local ideas how do things out there. i understand there is one in particular people were counting and it just didn't work out. >> breaking news, the army corps of engineers deny that emergency authorization to build a rock levee of where i'm standing on the grand isle. two parish leaders wanted to create artificial dikes made out of big boulders and barges. one is past a vochb and other is past fort bayou pass but most likely they are built it will make a more rapid water flow and that could endangering very fragile estuary there and cause greater erosion than would normally happen. so the corps, as you know the possible benefits are not outweighed by the detriments but they think the corps of engineers really doing them an injustice. >> harris: thank you bringing us the latest. a major scare in massachusetts after a tour boat went aground in boston harbor. crews quickly begin evacuating the boat. witnesses describe hearing a loud noise and feeling a sudden jolt snapping the legs off of deck chairs. they hit the rocks. coastguard confirming two people were reported with back and knee injuries but everybody got on to shore safely. workers were scrambling to pump the water off the ship. 87 foot tour boat is based in boston. an accused cop killer in florida behind bars. we were covering the story as it was breaking. police in tampa saying 24-year-old donte morris turned himself in. reward was the biggest in state history, $100,000 then he turns himself in. he killed two police officers during a routine traffic stop on tuesday. he is also charged with killing another man earlier this year. >> all of us feel a little bit lighten this morning because we were able to enter the services knowing that the suspect was captured. we know it's important to the family. >> harris: they said they really wanted to get them before the funeral. david curtis, the father of four married and jeffrey kocab, his wife was nine months pregnant. one of florida's worst fears about the massive oil spill in the gulf could soon become a reality. just released governmental data revealing the residue from the leak could reach miami and the florida keys. no exact timetable on that in south florida but it could take a week or more depending on the oceanic current. oil-polluting waters polluting the beaches on the shores. we're live at pensacola beach and they have to be holding the collective breath. >> indeed. good evening to you, harris. the economic forecast is dismal. ask anyone up and down the street. looks like a normal day, bright, sun shining day and widen out the view and it's anything but normal; particularly on 4th of july weekend. the beach is sparse and has been all day. no one is in the water. health department says the water is not safe right now. prediction from noaa is the winds will continue to drive more oil ashore. all right, so here we are. in this area of the panhandle normally gets roughly 100,000 visitors on this weekend alone. hotels are 50 to 70% occupancy. the residents say they are half of the business they normally get. people here fear that life changed forever. >> i have not seen the beaches like this on any holiday weekend, much less july 3. >> it's barren and there are a lot of tar balls out there. i think we'll see them for a long time. >> we normally get in the water. we have never been here before where you couldn't get in the water. >> reporter: lisa jackson, e.p.a. administrator also took a walk along the beach today and talked with the crews scooping up the tarballs off the surface of the sand. we asked her about the lack of specifics determining if the water was safe. here is what she had to say. >> from a common sense perspective, there is nothing i'll tell you in a chemical lab that you can't learn about the safety of the water from a bathing purpose, by looking at it and smelling it. >> reporter: there is a disagreement here between the county and the health department if it's typically safe and what the long-term health effects may be. no federal guidelines right now on the long-term health effects. there is no federal standard of a test to determine if the water is safe to be in it. that is a big deal. really, a big bone of contention particularly here in this part of florida. short-term forecast is dismal for the businesses that depend on this weekend to be the biggest of the summer. >> harris: it's tough going for them. to add balance to the picture, there are still beaches fabulous and clean to go this. this is a snapshot. people in florida are basing but that part of the world needs our tourism dollars and to add balance. check into it and do your homework. there are still some places to go. we appreciate your reporting tonight. craig boswell, thank you very much. south florida. defense secretary robert gates saying he is concerned the military leaders have grown lax about the rules of engagement with reporters. so he's reminding top brass there are long standing marching orders when comes to dealing with the press. the pentagon insisting the reminder has nothing to do, absolutely nothing to do with that recent scandal involving general mcchrystal. of course not. not the "rolling stone" magazine. no no, no. malini wilkes has more from washington. >> reporter: the pentagon is tightening up on how the military interacts with the media. defense secretary gates issued the order friday in a memo to topilitary and civilian brass he writes -- "i am concerned that the department has grown lax in how we engage with the media. we have far too many people talking to the media outside of channels, sometimes providing information which is simply incorrect, out of proper context or unauthorized." gates' directive seems to require that the questions go through secretary for public affairs. defense officials tells fox it's not response to controversial "rolling stone" article. he says the new order was in the work before that but admits the article reinforced gates' decision to send out the memo now. no question the magazine story shook up the military. stanley mcchrystal stunned the military and ended up resigning as top commander in afghanistan. reporters worry about a chilling effect. if all interviews must be cleared through the pentagon, the sources might be less frank. want to get permission before speaking, slowing down the news-gathering. defense spokesman doug wilson claims the order means that the reporters will hear from people with the most complete picture on each issue. harris? [ crunch ] wheat thins. toasted. whole grain. crunch. the crunch is calling. >> harris: here is the story of the flag i was telling you about that i love so much. peaceful reminder, and another reminder of what happened to new york city on september 11, 2001. tattered flag hanging on the construction site in lower manhattan day of the attack and it's now part of a national flag tour to stop in all 50 states. along the way, people will use pieces of the retired flag to restore it in their own city and we're told the flag will eventually have a permanent home at the national september 11 memorial and museum now under correction at ground zero. what do you get when you combine 60 horses and 100 acrobatic performers? a kind of cirque du soleil like no other. this multi-media marvel called cavalia, highlighting the unique bond between humans and horses. our own horse whisperer, laura ingle. >> reporter: mageli nadeau has had a lot of practice flipping, and bouncing over the years and she has been doing gymnastics and stunts since she was three years old. how do you make a transition from doing acrobatics to doing acrobatic with horses? >> it's a really big change because acrobatic you're used to doing it on the ground, and the floor is not moving. >> right. she does several numbers in cavalia, tricks on top of horses and floating stunt in the air with the help of bungee inside the big top. working with horses was something entirely different for the french-canadien performer, considering she had never been on a horse before taking the job a year ago. >> did you feel comfortable right away? >> i was in the backstage and i was like oh, my gosh, i'm going on stage with a horse for the first time. being on the horse. ♪ ♪ >> reporter: nerves quickly turned to soaring confidence, thrilling audiences every nig night. [ applause ] flying through the air with the greatest of ease. is not the easiest thing to do as i found out. >> arms. legs. >> back! >> ah! >> i feel like i'm in need of medical attention rather than ready to be in a show. >> then go. >> let go. >> there you go.
