>>guest: no. you know, you should have told kansas last night when they are down 20 points in the first half it is almost over and you should pack it in. look, this race is not even half time, we have not selected half the delegates and governor romney is not halfway to the magic number, and we look at the calendar and we feel very good about where we are going and we, four years ago, everyone said, we have to wrap this up, and we did, and john mccain was the nominee and president obama and hillary clinton went into the summer and pounded out, guess what? they came up with the best candidate, we came up with someone who, well, was not able to win, and we don't need to repeat that again. we don't need to bail out and not have the best candidate to take president obama on, and when you look at the huge advantages, this man has been running for president for six years, and he has all of establishment behind him, a 10-1 money advantage. he has the media every question i get is, what do you get out? the narrative has been in romney's favor from the beginning of this race and he still is not close to closing the deal. that should send a signal to the people inside the bubble, the senators and congressman, and party leaders inside the washington bubble, that, maybe manage is going on across this country when over circuit percent -- 60 percent of the people think santorum should stay in the case we need a contrast from president obama. not the same old tired establishment person. >>chris: you talked about four years ago and now on republican side, huckabee decided to stay not race until john mccain had it wrapped up, had half the delegates to clinch the nomination but he campaigned for himself not against john mccain. you, on the other hand, are still out there pounding romney. do you worry, and i understand the point you make, he has not wrapped up the nomination but do you worry about hurting him in case he ends up being the candidate who then faces president obama? >>guest: well, let me assure you that president obama will pound governor romney or whoever the republican nominee a lot more than i am. i have focused on the issues. i have not been criticizing governor romney personally, but focus on the best person to make the case in the general election. and win. and then the mandate to govern. >>chris: wait, wait, you are talking about him as an etch a sketch candidate and not being a real conservative, i mean, you are certainly criticizing his credentials. >>guest: well, i would say this: i am criticizing his policies. and the policies that would would be best against president obama. who is starting the negative campaign? governor romney has spent tens of millions running negative ads about specious issues and taking things out of context and trying to convince voters i am not pro life, ridiculous campaign stack ticks -- tat -- tactics. i gave a speech talking about national security, and the reagan legacy and who is best prepared to do so. we are running a substantive campaign because we believe that will win in the general election. governor romney has run negative, negative, negative. no positive vision for the country. and has not closed the deal with conservatives or anyone else. and that will not be effective to win the election. >>chris: and now an issue, and you would agree, the big issue in wisconsin is not the presidential race it is the recall campaign against scott walker, the governor, because of his effort to remove some collective bargaining rights from state workers. the romney campaign have pointed out as a senator, you voted again a national right-to-work law to allow people to get jobs without joining a union, and you have repeatedly supported the davis-bacon act that requires government contractors to pay the prevailing wage. they say on those issues that you sided with big labor. >>guest: right. if my 16 year career of representing two of the heaviest labor districts in the career, and a state of pennsylvania which is a heavy labor district my voting record with labor was 13 percent. i did not, with 70 other senators vote to have a federal change in the right-to-work statute because i represented pennsylvania which wasn't a right-to-work state. governor romney knows when i announced i was running for senate i said i would sign a national right-to-work state, and he is ignoring that, and now i am not representing the state who had an interest in keeping the law the way it was i was representing what i thought was best for the country and that is what i have taken that posion. the head of the afl-cio in pennsylvania said that calling santorum a friend of big labor is like calling romney a conservative. neither are true. necessity spent literally millions of dollars to beat me and in 2000 and 2006. i assure you, you have someone who supports governor walker, from the beginning what he was doing with public emmy he unions which is unfair bargaining positions and you will fine someone who is strong make sure people have freedom with their employers rather than going through a union. >>chris: i am not sure i understand, you said because you were the senator from pennsylvania and pennsylvania had a right-to-work law you were not going to --. >>guest: did not. >>chris: that you would not vote to create a national right-to-work law. abortions were legal under certain circumstances and you voted for a constitutional amendment to end that, right? >>guest: well, of course. there are certain issues that can be left to the states to decide, and we do that all the time. i believe in the 10th amendment that states have the right for make decisions on a variety of issues. >>chris: not every issue? >>guest: some we need national laws the constitution laid that out and we saw that this past week, some things that can be left to the states and other things the federal government has a limitation of power on and some they can do. >>chris: you said the at going the questions you get, are you going to drop out. are you staying flight out no matter what happens in wisconsin, win, lose or draw, you are in it for stay regardless of what happens in wisconsin? >>guest: absolutely. we are moving forward. we are setting up our teams for the 26th. if you go beyond the month of april we have primaries and five more at the end of the month, and the map in may looks very good for us, texas, and arkansas, and west virginia, and north carolina, and indiana. kentucky, we have great states where we are ahead in almost every poll in all those states and, again, if you listen to the folks across this country we hear over and over and over again, stay in, we need a conservative. we cannot do what we have done as republicans. would you settle for something we know will not be successful and the establishment wants to give us? the last 120 years we only defeated one democratic incumbent president as republican party, and always, always, the establishment says we got to nominate a moderate that will win. and the one time we didn't, with ronald reagan, that is when we won, we beat jimmy carter, and that will win. a clear contrast in vision. someone who has a solid record that can make president obama the issue and not have president obama turn it back on our campaign because he supported government-run health care and he supported cap and trade and he supported wall street bailout. >>chris: you are convincing me you are not going to drop out but i, ask you this because pennsylvania, your home state, does come up on april 24th and the polls are close. back in february you were leading by 29 points and your lead in the poll now is down to two. if you were to lose in your home state, would that be it? >>guest: well, first up, the company that did that poll, have gotten more polls wrong than any in the history. two other polls have us up, one, 20, and another 17. this pollster i think he draws numbers out of a hat. we feel very good about pennsylvania and we will do well. governor romney is out there spending money, dumping his millions in and we have a great grass roots strong network and we have a strong conservative base in the state that will come out, and come out strong and, look, i go back in pennsylvania i was the first conservative to be out on the scene in republican politics, and the republican party in pennsylvania was very much a moderate to liberal party for many, many years and i was the guy that pushed through the ceiling. folks in the republican party want that party going back to being the moderate republican party it was and they have lined up behind governor romney but the conservatives will line up behind me and we will see a good victory in pennsylvania. >>chris: senator, two questions. you have convince me you are not dropping out. and, two, you are in this for a while, but, assume for the minute, that this does not go the way you want and you admit you have a tough road to win this nomination given the hole you are in, win or lose you have done better than a lot of the so-called experts predicted that you would do this year. you talk about ronald reagan. he lost in 1976. came back and won in 1980. do you think if you were at some point this does not work you could come back in 2016 as the frontrunner. >>guest: well, let me say this, in 1976 the republican party made a mistake not choosing ronald reagan and we had a moderate and we lost and we suffered four years of jimmy carter. we know, we did not know what we were getting with carter. we know what we are getting with obama. we cannot make that mistake. we have to nominate someone who is a strong conservative. i would say i am not thinking about the future, we need to win this election. and we need to re-elect a republican in 2016. that is my focus, to win 2012, re-elect a republican in 2016 and put the country back on the right track. >>chris: finally, you have shown some mad bowling skills on the campaign trail and you may not be able to see it but we are putting them up and i can see you rolling ... it's a strike! how good a bowler are you? >>guest: not that good. i was a kid, i grew up actually doing a lot of bowling when i was younger i had my own bowling ball and i love the sport. i would visit my grandparents and the the bowling alley was a quarter mile down the road and i love the sport you can it is around and drink beer and hang out with folks. it is just a fun afternoon or with the family. we are friends. >>chris: what's your highest score? [ major nutrition ] ensure. nutrition in charge! >> chris: with president obama >>chris: we thought this is a go time to look at how the general election campaign could play out. and now two party leaders from jackson, mississippi, former republican party chair and governor, haley barbour and from bulge -- burlington, vermont, howard dean. i will ask you to keep it short. 30 or 40 second answers. the big issue this week, obamacare, if the supreme court strikes down the individual mandate, governor dean, as you have predicted they will, will republicans be able to say this is a president so far out of the mainstream that his signature legislative accomplishment of his term in office turned out to be unconstitutional? >>guest: that depends. the mandate is something that is not necessary. if the justices strike it down it could help the president because people do not like the mandate. but not rest of the bill stays it will be seen as a victory and he will be fine. >>chris: governor barbour do you think that is a victory? and a problem the republicans have there is a lot in obamacare that people like. they like the idea that people cannot be excluded from coverage because of pre-existing conditions or that kids can stay on their parents' policy until they are 26. if the whole bill is struck down republicans talk about repeal and replace. what do you replace it with? >>guest: it will be interesting if former constitutional law professor of president obama's signature law is kicked out because it is unconstitutional. but there is a good chance that will happen. the facts of the matter is, the law is very unpopular unlike most entitlements it has continued to stay unpopular after it was enacted. that is very revealing. the american people know there is a lot that is bad but that does not mean everything is bad. you mentioned pre-existing illnesses and that is popular. but 35 states already have risk pools to allow people who could not buy health insurance immediately because of pre-existing conditions to buy through a state risk pool. we have more than 3,500 people in mississippi and we have had that law since the mid-90's do you know how many are in the federal risk pool? 120. that shows a lost what was talked about being the republican to need the federal law was already being done at estate level but the left says if the federal government does not make you, it doesn't count. >>chris: well, a different question, governor dean, you can answer the question i ask or respond to haley barbour but i will turn to gas prices which have doubled since the president took office and are headed north of $4 in a lot of parts of the country. the president has cut become on drilling since the b.p. oil spill. he has rejected or at least delayed the keystone xl pipeline fairly or unfairly. will he have to take a political hit on the price at the pump? >>guest: i will take your suggestion, it is true, as governor barbour said people do not like this law. what is not true is they do like what is in it. poll after poll shows if you mention the particular parts of the law people like it but you talk about the whole law they don't like it. the president is in great shape in health care unless they strike down the whole bill, the most political supreme court we have ever had, 73 percent of the american people believe politics motivated the supreme court and i am one of those. a lot of this will be seen as politics. and now the gas prices --. >>chris: but, before gas provisions i want to give governor barbour a chance to respond. there is in the if this is struck down president obama is going to campaign against the legal supreme court. >>guest: well, look, the american people are going to favor the supreme court if the supreme court does, in fact, strike down the laws. it will not surprise me to see president obama complaining about the supreme court, but, also, president obama's policies on health care, on energy, are his problem. they are the wrong policy. bad for the country. >>chris: back to gas prices, i interrupted you, governor dean. isn't the president beginning to take a hit? >>guest: i think the president will take a small hit. most people understand that the president is not responsible for gas prices but i think the oil companies and the republicans will take a hit because of the vote we just had where the vote, where the republicans all voted to keep giving the same big fat oil subsidies to the oil companies at $4 billion. the president is not responsible for gas prices any more than president reagan was responsible for are gas prices or president bush. now, there are some things the president can do, he is doing. oil production is higher today than it was when george bush left office. so it is true it was cut back after b.p. with good reason and people in governor barbour's home state will tell you with good reason. the fact is, the president is not responsible for gas prices and the american people know it and there is more production today than there was four years ago. >>chris: governor, i want you to respond, but elaborate that the president the try to say, look, the republicans are in bed with big oil and they, of course, have this bill, the republicans and some democrats voted against cutting the oil subsidies. >> members of congress have a simple choice to make. they can stand with the big oil companies or they can stand with the american people. >>chris: the president's responsibility or lack of for high gas prices and his effort to turn this into he is looping -- looking out for the middle class and republicans want to blame president obama. >>guest: well, president obama says it is the republicans' fault or the oil company's fault. we have more production of oil and gas in the united states despite obama policies. we in the gulf did not want a moratorium, and knew we did not need a moratorium and the president's ex-expert panel said don't have a moratorium but the politicians in the white house slipped in to their report, have a moratorium. and every, almost every single policy of this administration has santa the signal to the world market the americans are not going to produce the abundant affordable american energy we are blessed with and that has helped drive up the price of oil and, therefore, the price of gasoline. >>chris: governor barbour, everyone thought, going into the last six months the economy was going to be the big issue in the campaign and a bad issue for the president, but, the economy keeps getting better and it has created more than a million jobs, and unemployment is down to 8.3 percent, and even though half million people entered the workforce last month. can't the president make the argument, look, unemployment is still too high, but i inherited a mess and things are getting better? >>guest: he is going to make the argument it is not his fault. but despite the liberal media elite saying our great the who is, the fact of the united states today, or last month, 58.6 percent of adulted had a job. except for the obama administration you have to go back 30 years to 1983, 29 years, to find a time when that small a percent of americans working and 10 percent of those have a part time job. so, if they want to tell us how great it is, the 42 percent of americans who are not working probably have a different view. >>chris: governor dean there are still more people unemployed than when this president took office and, remember, that president obama said if you pass his stimulus, that unemployment will not go up above 8 percent, $1 trillion later it has never gone down below 8 percent. >>guest: here is the fundamental problem of the republicans because of the occupy wall street people that changed the dialogue. the most people in this country believe now that there is 1 percent that has a lot and 99 percent that are treated not so well. last poll i saw, 70 percent of people in this country believe that governor romney who will be the nominee i think is in favor of the 1 percent. 30 percent believe that about president obama. do you know, you know as well as i do the most important question is, who do you trust to understand candidates like me? this president is trying to do everything he can to turn around the economy he inherited when he took office. and he has done a lot of good things. there are jobs being created. i think people will look at the who getting better and look who they trust to do something for them opposed to the wall street people, this will be president obama's election and i predict today he will win florida, ohio, and virginia, with no republican candidate that can when to we take florida, ohio, and virginia. >>chris: and you each get one minute with a big picture. governor dean, assuming that romney is the nominee what is the basic case against romney? >>guest: he has no understanding what it is like for ordinary people. he is building a house in california with an elevator for the car and bank accounts in switzerland and invested in the cayman island. nothing illegal about that but a guy who brags on the stump that his wife has two cadillacs and he thought it was funny when he shut down a factory. he is a decent guy with no connection to the ordinary americans of this country. >>chris: governor barbour the basic case against president obama? >>guest: well, the case against president obama is his record. here is a man that cannot run for reelection on his report. and normally presidential elections are referendum on the president. to this case the president's policies are not only unpopular, they may get harder to create jobs. when the government sucks all money out of the economy, when potential employers are told that the president will stick them with the largest tack increase in american history, how do potential employers say i will hire more people although i am going to lose all of that money when they do not know what their obligations will be for health care. but they know that the cost of health care has gone up under the obama administration. how are employers expected to have more jobs? we have talked about bad energy policy. if this election is about obama's policies, he will has and the democrats will try to do anything they can do to keep it from being about his policies. >>chris: we will have you back to continue this debate as the campaign rolls on. next our sunday panel on the trayvon martin case, justice denied? are you surprised more than a month after the shooting that he has still not charged with nothing or another case where the public is rushing to judgment. >> i don't know if the public is rushing to judgment but people have decided to make this into a national political matter when it should be a local or state law enforcement matter and we do not know what happened. i hope, i trust justice will be served and it is terrible thing that this young man was killed, obviously but the idea that national politicians and commentators rush to make judgments and they do not know what happened, that is distressing and the degree people are willing to play the race card, you know, without, not in a constructive way that helps race relations or helps provide justice in this case is difficulties stressing. >> well, i would add the media attention, i think, and the pressure from activists served a purpose officially in that now we have a special prosecutor investigating, and we have a justice department investigating and you could say that would not have happened without the attention paid officially but we are at stage where this is an investigation and we need to let that investigation do its job. this week the special prosecutor impose add news black out so the media was left dealing with leaks and speculation. we need to let the justice be done. >>chris: but even if we did not know what happened, there are interesting things to say and here is juan williams with an interesting article in the "wall street journal" this week in which you said that it is more complicated than people are portraying it. here is a quote from your article different from the emmett till case. black america needs to get out of the rut of replaying racial injustices of the past. >>juan: well, such an overwhelming situation today in terms of black and white america, but, if you look at it it is totally different than the civil right high school but because the narrative is so familiar to so many people, people try to fit things into the narrative and they want to make the trayvon martin case into the case of injustice from years ago but it is a situation today you have a horrific situation down in florida where a young black many, guy with ice tea and skittles walking along and this guy views him as suspicious, i don't me if it and available. he refused to follow instructions from the 9-1-1 operator so people fear for their children, black, white, hispanic. what if my kid is seen this way and ends up in a death. but the larger point for me is this: you look look at the kind of images of kids pants down, do rags and no one says a word, no one says a word about the fact that half of the murders in the united states are of black people and 90 percent of them are committed by other black people. what is this carnage in chicago, philadelphia, detroit? every day. it is outrageous but no one has a march for them. where are the matches against the schools that are failing? 40 percent failure. this is the civil rights challenge of this generation, people want to repeat what was happening 50 years ago. >> i don't know how much i can add to what want said because the article is spot on. when a child or teen dies it is a tragedy but now this is larger. i have a 15-year-old little brother from big brothers and little sister, and i said, do the not wear your hoodie. why should i have do do that? the most important thing to hear from the leaders is turn the volume down, let the investigation happen, and see if we can figure out the facts before we throw out the race card. >>chris: we profile and if it turns out there was from filing by zimmerman of trayvon martin, he "looked," suspicious there was from filing of george zimmerman. his mother is hispanic and his father says his son has black family and friends and the media portrayal of him as racist is as far from the truth as it could be, so we tend as juan says to fit the people into preconceived notions and that may not be the case at all. >> >>bill: we do, and there seems to have been a lack of interest of pursuing the case so it was right to raise alarms but now it is demagoguery mostly on the side of those would wanted to indict whole society. maybe very unjustified shooting of the young man, and some counter reaction by some on the right who feel this is unjust and now we will attack trayvon martin which is ridiculous, as well, so i agree with juan. there is legitimate debate whether the florida law contributes and whether it is sensible, i am not sure it is sensible. this law goes forward than the standard, just if you "feel" threatened you can use deadly force. that is reasonable debate but not, that is the reasonable debate. >> people are fearful for their own kid. >>juan: kids act crazy. and they dress in a way, the kind of, gangster rap fashion, and people think, it could be my child. but what is the point of concern is, why was the decision made not to arrest zimmerman? romney? >>chris: romney making his case against president obama and the vice president heats up his rhetoric against the republican frontrunner. we saw a series of endorsements of romney this week from young guns like rubio and paul ryan and old lions of the party like george h.w. bush and how effective will they be, forcing the other candidates from the race? and is this primary battle in effect, already over? >>guest: it is effective long term. each endorsement happens and less and less momentum for the other candidates, less and less money they can raise and it is tougher and tougher to win states and everyone is already on board so i may as well get there. the primary is not quite over. we have they states on tuesday and pennsylvania, santorum's home state and right now they still have a case. rick santorum made a case why he should be in the race, and no one has won 1,044 yet. and until then we did not have a nominee. >>chris: what is the end game here? >>guest: i argue that actually we have seen things wrapping up. i thought it was significant that this week of all weeks when health care was the major focus for much of the week and that is supposed to be romney's achilles' heel this week he seemed to consolidate a lost -- a lot of party support and it felt to be a turning point. wisconsin could be the icing on the cake if he really puts santorum away. a big win for romney on tuesday in wisconsin would finalize things in terms of the public's overall sense of how it is going. the other point is as a counter to this i thought this was an interesting polling note, cnn had a poll where they asked the republican parties if they wanted the race wrapped up in the primary or at the convention, 43 percent said at the convention, so, there is still some desire for continued fight. >>chris: i voted several times. even if romney wins this, and it is clear and i will put up polls myself the battle for the nomination has hurt romney, let's look. in february, president obama was leading romney by five points. that now is up to 11 points and back in january independents had a favorable opinion of romney by plus seven. now he minus 16. how much of a haul is he in? both self induced problems from the gaffes and the attacks from the right, from republicans. >>bill: i argue that everything that is critical would have been said anyway, and better to get it out now rather than sail through the primaries and have sex to eight months assaults from the democrats on governor romney so, he is down slightly, and president obama's preserved his approval rating at the same time, with the economy picking up and he now is even in approval and disapproval, and it is 50/50 race but romney will be a better candidate if he does win wisconsin on tuesday and puts the nomination away. but it would be wonderful, and i picked against kansas and kentucky making the final, but --. >>chris: some of us didn't. >>bill: chris had three of the final four. >>chris: i didn't pay him to say that. i have to say we have known each other about 30 years and worked together and this is the first time you have looked at me with a bit admiration. >>juan: that is amazing. >> it would be wonderful an everyone has endorsed romney if the voters of wisconsin said, let's vote for santorum and keep the race alive i would personally like it as a gesture to the republican establishment. >>chris: he is still flaunting ryan and rubio. >>juan: the the president's top pollster said this week at a breakfast the fact that more than half of the american people have a unfavorable view of romney tells you something because the obama administration has not put out the big dogs and the key point is the obama campaign will pick purpose on what you saw not little bit you played from vice president biden that romney is out of touch. that romney is a rich guy who is looking out for the rich and it plays into the notion you can see in terms of the ryan budget plan that the budget so far, again, makes it clear they want to have strong cuts in terms of entitlements but where are the cuts in terms of loopholes and the things you discussed last week. it is just not clear and it plays negatively for romney at this juncture. i do think that right new in terms of the republican primary race it is just about over. it is not just that he will win this week in wisconsin but that the big money starts to come out with the big money endorsement, the bush people, the super pac's they will unload money right now for romney. >>chris: chip, the final four analysis. if it ends up being obama and romney, how do they map up? >> chip: we have seen the battle lines and some polling indicates obama can pick the fights like you saw with vice president biden today being "out of touch. it is a story of two parties, two economies, of two countries, and one will say this is my vision. and obama will say this is my vision and it goes a different way. completely different paths and styles. >>chris: you are saying it will be a philosophical choice which way you want the country to do. >> chip: on how we get there. we cannot win on shear personalities. president has a wonderful personality, and that is not romney's strong suit, it is to fix it, the economy, and this is how we do it, and it will be less passionate campaign than the president but it will be one that says this country has problems and i know how to fix it. >>chris: we are jumping the gun, but, liz, how do you think they match up?
