surrogate race for the 2012 presidential in terms of what people are really thinking in terms of republican politics, in terms of democratic politics, in terms of fiscal austerity, in terms of the role of unions and state finance and so it's a resounding big win for the republican party in that state although some people predict there may be, in fact, a recall election called for that governor. and senator john kerry who three days ago, blamed the s&p downgrade on the tea party. >> you're absolutely right. the worry is on the right, that patty murray because she is the head of the democratic senatorial campaign committee in an election year, she's not going to touch any entitlements so you can count on her. same thing with john kerry for the same reason that gretch just mentioned so is there a compromise? maybe max baukus from montana, that's a red state. he was not part of the gang of six but part of the group that eric cantor walked out on. he is a compromiser and some republicans are saying he could be the seventh vote to help us get something done. >> right. i think in this atmosphere, people are looking for common sense and it's compromise and ad herence to some strict principles about debt, about our ability to go forward and pay what we need to pay and to be prudent about it. but the very issue that you mentioned is an interesting one. senators are obviously people being charged. today, major police operations are under way as i speak to arrest the criminals who were not picked up last night but who were picked up on closed circuit television cameras. picture by picture, these criminals are being identified and arrested and we will not let any phony concerns about human rights get in the way of the publication of these pictures and the arrest of appalling violence in new cities including birm ham, manchester and nottingham. three men were killed in a hit-and-run in birmingham and police are working around the clock to get to the bottom of what happened and bring the perpetrator to justice. in birmingham, 160 arrests were made. in solford, over 1,000 youths were attacking police at the height of the disturbance. across greater manchester, more than 100 arrests were made and in nottingham, the police station was firebombed and over 80 arrests were made. this continued violence is simply not acceptable and it will be stopped. we will not put up with this in our country. we will not allow a culture of fear to exist on our streets. let me be clear, at cobra this morning, we agreed full contingency planning is going ahead. whatever resources the police need, they will get, whatever tactics the police feel they need to employ, they will have legal backing to do so. we will do whatever is necessary to restore law and order on to our streets, every contingency is being looked at. nothing is off the table. the police are already authorized to use battering rams and we agreed at cobra that while they're not currently needed, we now have in place contingency plans for water canyon to be available at 24 hours notice. it is all too clear that we have a big problem with gangs in our country. for too long, there's been a lack of focus on the complete lack of respect shown by these groups of thugs. i'm clear that they are in no way representative of the vast majority of young people in our country who despise them frankly, as much as the rest of us do but there are pockets of our society that are not just broken but frankly sick. when we see children as young as 12 and 13 looting and laughing, when we see the disgusting sight of an injured young man with people pretending to help him while they are robbing him, it is clear there are things that are badly wrong in our society. for me, the root cause of this mindless selfishness is the same thing that i have spoken about for years. it is a complete lack of responsibility in parts of our society. people allowed to feel that the world owes them something, that their rights outweigh their responsibilities and that they have -- their actions do not have consequences. well, they do have consequences. we need to have a clearer code of values and standards that we expect people to live by and stronger penalties if they cross the line. restoring a stronger sense of responsibility across our society in every town, in every street, in every estate is something i'm determined to do. tomorrow, cobra will meet again. cabinet will meet. i'll make a statement to parliament, i'll set out in full the measures that we'll take to help businesses that have been affected, to help rebuild communities, to help rebuild the shops and buildings that have been damaged, to make sure the homeless are rehoused, to help local authorities in all the ways that are charles krauthammer had this analysis on that. >> i think they say, maybe we picked the wrong candidate. maybe it should have been hillary. we just have a lousy leader, a guy who had no experience, a guy who was a flash in the pan, gave a good speech, but never ran a candy store. that's one argument. the ideology is right, but the leadership is wrong. >> steve: that is the same sentiment echoed on a number of editorial pages where they're going, we picked the wrong guy. the people are saying that we should have picked hilly. >> peter: you see maureen dodd who says he doesn't lead and he doesn't understand why we don't feel led. that's an incredible condemnation from her. >> steve: let's see what's going on in california, in santa clara county, apparently the housing authority obviously -- as we run the animation. that's how they're spending our money. the housing authority is charged with trying to find houses for people who simply don't have any place to live. $16 million in the kitty and rather than spend the money to find homes for people, they took that money to bolster their employees' retirement benefits. apparently they used to have a 401(k) system, but they changed it to a flat out pension where people wind up with lifetime benefits. >> gretchen: some people are scratching their heads because this is the state of california that's currently broke and looking at ways to cut spending and knowing that pensions are part of the problem, not the full problem, but part of it, it is a little, well, scratching your head kind of logic to how this happened. we had an earlier guest on who felt the same way. >> this is contemptible, it demonstrates a level of hubrus that is beyond the pale. while the private sector and many government agencies are trying to cut their retirement costs, that are exploding and taking up the budgets they need to provide services, these folks just took an immediate cut out of the services that they're going to provide and enrich themselves. it's why we have tremendous amount of anger about taxpayers and why people have lost faith in their government is that you see people doing just incredibly stupid things like this. >> peter: it's very clear that people who work for housing authorities across the country do very, very important work and it's very difficult work. they're helping a lot of people in need in our society. but the issue becomes who needs more?
