u.s.-korean naval exercise in the yellow sea, north korea is talking tough. north korea says it will have no mercy if the u.s. or south korea get too close to a territory, and same follows last tuesday's deadly terrorist attack on the communist nation on the island near the north border. today, south korea defense ministry has ordered them to leave the island. the four-day naval exercise kicks off not far away. same time, china is calling for an emergency meeting to of the regional towers to ease the tensions. the six party disarmament talks that north korea walked out of two years ago. in washington, key lawmakers urging china to take stronger action to rein in the north. >> china has a chance to change the future of the korean peninsula. i'm looking to china to step up their game against north korea and try to bring them in the fold of peaceful nation. >> china obviously borders on this country. and i think china calling for resuming of the six party talks is important. we have been wanting the six party talks and china is not as enthusiastic. that is a good sign. >> reporter: south korea says it will carefully consider the suggestion on holding the new talks but if washington, senator mccain says he is wary about more meetings. mccain is blasting china for not taking stronger action or playing a more responsible role he says regarding the korean peninsula. mccain predicts north korea will use this latest tension to win concessions in a form of economic aid, but not before taking the korean peninsula to the edge of war. shannon? >> shannon: julie, thank you very much. joining me now with more on this developing situation is michael osland, the resident scholar of the asian study at the american enterprise institute. good to see you today. >> thank you, shannon. >> shannon: all right. let's talk about china now getting into the fray, formerly calling for emergency six party talks. the talks have been stalled so why now does china make the call? >> a great question. we have been asking china to get involved for years and china, everyone says china can put pressure on north korea. china refuses to do it. i think the reason they're doing it now is the united states is finally taking action. we put the aircraft carrier and destroyers up there off the island, the koreans are joining us. we're showing at least we're not going to be backing off and doing nothing, because maybe that's changing how beijing looks at the situation. >> shannon: the administration is emphasizing the war games were planned long ago. not in response to the latest attacks from north korea. but there was a lot of hinting from north korea and from china, too, hey, don't get too close to us with these. they're now being carried out. north korea has moved missiles in to place. what happens next? >> well, it depends on how much we decide to do. the reports are that we're not going to do live fire exercises, we don't know if we're going to be doing air exercises. we canceled the exercises twice because china told us not to go there. now that there is a crisis, we're going in. everybody is already at high tension and making the tension in some ways worse but sending a show of resolve. what happens next is obviously up to the north koreans. do they do something stupid or make a mistake and miscalculate. if so, how do we respond? we take risks with the destroyers there but more risks by not doing it. >> shannon: we understand that kim jong il is in a time of transition to pass power to his son. is there a window of opportunity to change things in north korea? >> i think the window is much more fragile and dangerous now. we just don't know what is happening. we usually don't know what is happening. we know less right now. we don't know if the son is going to be able to consolidate his power, we don't know if there will be power struggles inside north korea. we don't know if they're doing this because they want to show resolve that they're not going to lose control over the regime. so for us we're operating in black box in the dark and we have no help prop the chinese or anyone else. problem with the six party talks now is what is the point? better to talk than not to talk. but there has to be a goal, a reason. it shouldn't be an excuse for us to sit around the table and extend communication with north korea without anything happening. we've done it for years and we have gotten the shelling of the civilian island. >> shannon: how does this play out on the world stage? we have those watching to see what we do and how the president and administration reacts? what are they looking for? >> for years they watched us do nothing, when they sank the south korean ship, they did nothing. set off nuclear explosions and we did nothing. for the first time, the world is seeing that the south koreans and the united states sees us as significant enough we have to send in some of our forces. show we're in the region. it will depend if it's a fruitless ground of negotiating. we have to be talking and very specific about what we want to come out of this and not just make it open-ended. we need to get the japanese on board carefully and see if the russians are interested or not. bringing in some other countries that share our values to be talking about the threat to the region. including taiwan and philippines, countries with a stake in a stable region, not only in northeast asia, but throughout asia because of the proliferation of weapons that north korea has conducted. because of support for terrorist activity. this is a regime that is a threat in the immediate neighborhood, which it is, but region and beyond. we need diplomatic support for what we decide. what we don't need is enter into an open-ended diplomatic debate to get us nowhere. >> shannon: thank you for weighing in today. all right, new developments on the story every minute. we we'll keep you updated. the united states asking wikileaks to stop the plan erelease of thousands of classified documents we expect to be release today. state department released an e-mail if sent to the whistle blower founder outlining the dangers of exposing the sense of information. malini wilkes is live on the document drop. it's set for hours from now as we understand it. >> that's right. wikileaks is not backing down. just a short time ago, a half an hour ago, the wikileaks website tweeted this message. reader probably won't find it that intriguing. >> i think a lot of people will be going through what was posted on the internet saying how boring is this? most of it is boring and if you understand the code phrases used frequently you can see the sensitivity of the information. >> reporter: again, we are expecting several news organizations to begun publish details by late afternoon eastern what does it do when we try to soothe it over but we know it is coming? >> the most you can say is at anst secretary clinton is nan excellent diplomat. the epitome of a diplomatic personality and perhaps will have fostered enough goodwill herself and president obama over the last couple of years to be able to stem the tide. >> but shannon this s a distraction because even though she is a great diplomat, right now it is strength through power and power through strength and if we are bac back-pedaling and explaining what is in this document that is being leaked it takes away what we need to do dealing with north korea. we should never ever take advantage or think that the white house is weakened from this standpoint but if our secretary of state has to explain what is in the document it makes us look weaker. we have to put an end to it by any means necessary. >> we are getting in from the white house reaction from the press office there. i want to it read a little bit of this and get your reaction. says by its nature field reporting now we are talking about the diplomatic cables, field reporting to washington is candid and often incomplete information. not an expression of policy nor does it always shape final policy decisions. the cables could compromise private discussions with foreign governments and opposition leaders and when the substance of private conversations is printed on the front pages of newspapers around the world it can deeply impact not only u.s. foreign those ofterests but toes who allies and friends around the world. how wide ranging do you think the impact will be from these documents. >> we don't know more about which countries and leaders many implicated here. some of the relationships are so testy to begin with and there are many countries in the middle east for instance who do not want to be seen as having a friendly relationship with the united states and do not want to be seen as cooperating with us or cooperating with us perhaps against one of their own in iran so this could really do some damage to ongoing discussions on very broad and important issues. >> shannon: angela and ale alexander we will ask you to stick around. the call for emergency talks to diffuse the tensions in the koreas is taking on new urgency as warships and missiles are deployed. and all of this with the back drop of the wikileaks documents surfacing on the web. the late evangelicals o -- thee two breaking stories, next. tested down here. and proven beyond a doubt, out here. and is only available in a pickup, under here. the ram 5 year 100,000 mile warranty covers you everywhere. ram. we get double mi on every purchase. echo! so we earned a trip thgrand canyon twice as fast. uhoh. we get double miles evy time we use our card. i'ltake these. no matter what we're buying. plus the damas. and since double miles add up quick, we can bring the whole gang. it's hard to beat double miles. no, we ride them. >> frankly, the case for war against the iranians is better now i think more likely to happen by the fact that the iranians now know that their neighbors are not happy with them. so i don't think that is anyway deters the possibility of war. i think that makes it more likely because now the iranians know their neighbors are going to be supporting whatever military effort happens. i think he has to understand that will probably have the exact opposite effect of what he is saying he wants to do which is to limit the possibility of war to lessen tensions. he has raised typings wit tense chinese and us. i can't think of a single country that has not been more up in arms on this than before. >> shannon: a lot of mention of afghanistan. of course, these are documents that allegedly are coming down the pike that will be verified as actual state department cables but talk with hamid karzai being driven by paranoia suspicions about corruption in the afghan government. some of the things being spelled out as we prepare to turn over control of that country to afghan forces in the next couple of years. how could that kind of disclosure impact our relationship with karzai? >> clearly not going help. this has been discussed privately. we heard rumors of the problems with president karzai for awhile through our channels. it is not helpful to broadcast the issues when you are in the process of trying to convince someone to take charge. i think ultimately what is going to happen is that this will prompt further conflict between the afghani government and pakistani government and us. this is unfortunately going to be the effect. now, if he really wants to create chaos, he is doing a great job of it because that is all he will have. if he is trying to go for accountability this ain't going to cut it. as i mentioned earlier there are ways to discuss a and get into a debate and highlight each issue and take it through and try to resolve it. this is like throwing gasoline on an already burning fire really. >> his motivations remain unclear. he also remains at large. we will continue to follow the situation and see -- we know that he spoke to a conference in jordan but by video link or videotape of some kind. so he remains on the run and he knows that he is a wanted man. we will continue to follow that. see what happens. colonel, thanks for coming back. good to see you. >> thank you. >> shannon: there is a lot on the president's plate right now. he is outrage as north korea's brazen attack on south korea. also the wikileaks document drop in the mix. already a contentious political environment here at home. let's get back to our political panel now. ail alexandra, i want to start with you. any chance that this solidifies or unites got parties here in washington as we sort of have to unite against attacks from outside the u.s. and issues from outside the u.s.? >> i think so. i think that threats to our country certainly bring the two parties together but perhaps the most interestingly president obama is sometimes closer to republicans on foreign policy than he is democrats. and as we see especially china's relationship with north korea and our own relationship with china really start to take center stage i think that will be a huge part of this ongoing and central argument to not only our national security but our long-term economic policy as well and we will really see the two parties hopefully have some in depth and longer term conversations about what this all means. >> shannon: and what kind of pressure is on the president right now? is this an opportunity for him to show real leadership on a foreign issue or two or three? >> obama has sent mixed signals in the past, shannon, dealing with hugo chavez and ahmadinejad. this is a grand opportunity for the president to stand strong. i'm going take something from ronald reagan, power through strength and strength through power. it has to be a stand twitter administration and withhis congress. i think you will see more bipartisanship and not a lot of battle. some said this is no coincidence that north korea made bolt actions right after the mid term elections. the president might be seen as weak and vulnerable. this is a time for the country to stand strong. >> shannon: does he step up and show a stronger are front on the foreign stage than he has so far? >> i think he has to. he can't take his eye off the ball on the economy. but this issue is so linked to others as i mentioned and as we start to get more and more intelligence as to what north korea is thinking right now with the two nations coming together with us and south korea doing the naval ma movers today and us really showing our support for south korea is only going to and ta and an nantagae rethere there. we have to leave it there. we have to leave it there. much more news, after the break. and fill our sleighs to capacity. with all kinds of buzzing, roaringand humming. with guaranteed low prices that are now even lower, there will be more than tinsel glinting around our trees. more saving. more doing. that's the power of the home depot. we're lowering the cost of christmas morning with this 18-volt 4-piece ryobi combo kit for just 69 bucks. that's over half off. whoa! that achy cold needs alka-seltzer plus! it rushes multiple cold fighters, plus a powerful pain reliever, wherever you need it!
