We have couple vacancies, including Communications Director is gone for a while. Taking idea of individuals. We are meeting with people of potential service to the administration. I dont think that should come to any surprise. Were looking for ways to do a better job of articulating the president s message. When we have announcement well let you know. Dave price from ohio. We understand that our longtime governor, now ambassador to china, Terry Branstad will be there with him. The president already praised ambassador branstad longtime relationship with chinas president xi. As you know the president has a certain style the way he tweets and talks that doesnt exactly mirror the way Terry Branstad has had his career. In light of that, how do you see this dynamic playing out in ambassador branstads role with china . Thanks, dave. Tomorrow the president , as you noted the president will be joined by governor branstad at kirkwood to not just discuss some agriculture aspects of what is going to be discussed but also talk about trade. He was clearly impressed with governor branstads, as Chuck Grassley put it, has been an ambassador for iowa for decades if not his whole life. President feels those skillsets, understanding of china and helping us export u. S. Products and agricultural goods and other services to china will be a huge asset to the United States. He chose governor branstad that he was empressed what he had done as ambassador as governor in iowa and respect he has of the people of iowa, i think it will serve this country well. So. Kevin. Sean, circle back on the georgia 6th. Is it fair to say the president will be watching with great interest with the race that happens tonight . What is his message. He had a couple of tweets. What is his message of to the peach state as they consider the direction for that particular district, if i could followp . Just so were clear, im not commenting on political races. That being said, i noted before, no surprise that president will support republicans up and down the ticket, especially to maintain our majorities in the house and senate as we move forward. As you noted he tweeted about that he believes there is a clear and stark choice. I will leave it at that. Let me ask but the Communications Shop here. Youre probably wearing more than one hat at the moment, why the there has been a great deal of unrest, certainly in this room and other spaces about a lack of press briefings, a lack of communication with you directly outside of say, the office. I just wanted to know if you would sort of unpack the idea behind fewer oncamera briefings, just to sort of help make sense of what is going on . Sure. I mean, what i will tell you, i have said it, multiple times prior to actually taking the job in december and january, explained that you know, were going to do what we can to communicate our message. We will, we have a tremendous respect for the first amendment, your ability to do your job and report and seek out ideas. Then well work with you. I think briefing is one aspect of what we do. Were here really early in the morning and really late at night, available to all of your questions whether it is email or in person. This is one avenue to do that. Weve, as you notedc opened up skype questions to bring more people into the Briefing Room but we have done multiple, more opportunities for people to interact with the president according to several folks that have been here for several administrations. We looked at a lot of data that suggests when you look at number of availabilities and interviews the president has given, it is pretty significant compared to past administration the while we, while you guys wll alw advocate for Greater Transparency and more access i think we have done a very good job, not just providing opportunities here at Daily Briefing but making ourselves available as a staff almost 20, 24 hours a day when it comes down to it. You look at steps weve taken to give access to reporters, and i do think it is pretty significant. I understand you will always have issues. You always want more. And thats fair. That is your right, that is what a lot of the press is there to advocate for. You have an association that does that as well. I think that you will continue to fight for it. Well continue to do our job. Hopefully, but i do believe that if you look at it hostically you will see we have ataff very accommodating. Tries to get, responsive to your questions. Sean. Richard. Thank you, sean. Two questions. Yeah. Yesterday the premiere was in town to talk about nafta he met among others secretary ross and governor of kentucky. I let you say it. No, i was saying connecticut. The governor said, that he needs good quality aluminum. Others need good quality softwood lumber. Is the president receptive to this type of argument and negotiations. You mean with respect canada . Yes. I think wilbur ross, department of commerce made it clear with the softwood lumber case they want to get a better deal for our country. I understand the governors point. Well continue to work through the proper channels and dispute resolution settlement to achieve our goals, make sure concerns we have are settled correctly through the mechanisms that exist. Speaking of kentucky today is World Refugee today. Does the president feel refugees are a threat to American Security . The first and foremost thing about, take an area about syria, he is trying to get countries to agree, Work Together to create safe zones. Refugees for the most part in a lot of areas would rather be in their countryhere theyre from safely. Have a place to raise their family, not be resettled. That is our number one bowl for them. In those case. Number two the president has been very clear his numb about one goal as commanderinchief is to protect our country, our homeland and our people. He needs to make sure people coming into this country are doing so through peaceful means. His number one priority, as number one priority of any leader to protect their people first and foremost. As we look about the globe to find areas and regions that need support we tried to work through diplomatic and economic channels in to make solutions. Speaking of kentucky, will clark, at wahs. Thank you, sean for taking my question. My question is about the administrations position on coal. The Ad Administration said during the Campaign Said they wanted to bring back coal jobs to Eastern Kentucky. A lot of those coal miners in that part of the state saying they want tech jobs. Theyre going back to college to get the skills for those jobs. Does the Administration Still support the return ofc coal to those portions of Eastern Kentucky and West Virginia . What is the relationship between Kentucky Governor mat bevin . He was at white house last week and nominating convention in cleveland and other places . He has been here a few times. They have a fantastic relationship. Governor bevin is great advocate. He has done a lot in kentucky to grow jobs and bring innovation. His input is very wellreceived at white house. We want to continue to work with him. With respect to your question, bill, it is is not a binary cho. The president wantto continue to restore the coal industry, bring it back, touch on themef this week, we want to do what we can to really focus on technology, helping our government bring back jobs. Create new opportunities for our country, for our jobs. We talked about this a couple weeks ago. We talked about Workforce Development a week ago. Part of it to make sure people have training and skills they need. Whether going to Vocational School or Training Opportunity that gives them schools in area like hightech and technology to pursue a new change in life or new career or just, you know out of high school. We need to make sure we have the training and support, a loan system, et cetera that will support people who want to go into a lot of these fields. I dont think it is a choice of one industry over another. Obviously president has, continue to do a lot to support coal, especially the clean coal industry, and at the same time make sure we have opportunity to gift workforce of the next century or the, americans the skillsets to compete. That is something that secretary a cost at that spoke from this accost spoke from the podium last week. Thank you, sean. Has the senator seen the draft of the Health Care Bill. I dont know that. There was chat are today. I know the president is on the phone with leader and key senators. I dont know if he has seen the legislation or not. They have been working extremely hard. The president is giving his input and ideas, feedback to them. And very excited about where this thing is headed. Do you know if anyone on the staff has seen the bill . I dont. I know they are up there working handinglove with them. To the extent, i dont even know, where, where we are in terms of a final plan. I know the staff has been working verylosely with the leaders staff, with Senate Finance and others. So, i dont want to get ahead of announcement on senator mcconnell saying when the final product is done. So i will refer you back to him. Jennifer . I think it is a kind of two questions. Of course. First one is just, gary cohn spoke at a meeting and kind of laid out the timeline for a bill get to the floor of congress. Is that realistic, as far as timelines go . We heard a lot of Different Things . I keep getting pushback. Not a final vote on health care yet alone all the other things that have been talked about. Do you think that is actually going to be a realistic timeline . I think were working real hard. I think you saw the speaker and Vice President as i mentioned at the top both talk about this. There is strong commitment to doing it. I think it is frankly bicameral and bipartisan. I saw senator warner from begin i cant earlier today talking about his concerns with the Corporate Tax rate, the need for it to come down to the 20s. That is great. We would love his support on a package like this. There will be very bipartisan, bicameral support for tax reform. As we move forward, the degreej we get some of those individuals to join on, craft a bill, will determine the schedule. That is mostly a congressional timetable we have to move with. Will there be outreach to democrats in that timetable . I think they have already met with some democrats, and they willontinue t but i dont that is pa of the plan. Already been part of the plan. They will reach out to members of congress that share these goals. The other question on ford today announced they will building this new factory in china. Right. But the president won kind of very, kind of declared victory when this plant was not going to be built in mexico. I wonder if the Administration Reaction to the decision to go there . Two, there has been some signs that the administration wanted to get tougher on china with autos. Are we going to see that . Well, with respect to your first question, secretary ross has put out a statement with respect to fords decision. I think the general consensus is, that the president wants to create a tax system that Companies Want to come back and bring back jobs and manufacturing here in the United States. Once we can pass that plan you just asked about, that really gets our companies more competitive, doesnt leave them with the highest tax rate and also deals with a lot of other aspects about our tax, business tax code that puts them at disadvantage to their foreign competitors i think you will see more and more companies not just go to other countries, come back to the United States, grow in the United States, manufacture more in the United States. That is where overall we continue to see the need to have tax reform to achieve those results. Sarah . Thanks, sean. The president said if at poe warmbier been brought home sooner the results would have been a lot different. The president believes the Obama Administration is partly responsible for what happened to Otto Warmbier . The president was pleased to work with the state department to get otto home as soon as he uld. I think when you, when you realize what happened, the president , believes that had it happened sooner or quick, potentially there might have been additional medical resources that could have been provided. He is obviously sad by the entire situation. Just would have hoped that it could have been resolved earlier. Sean. Thanks, sean. Just wanted to ask the House Freedom conference and three gop senators suggested that the august recess should be scrapped or, just greatly shortened so more things can be done, assure the Obamacare Repeal bill through, make the first steps on [inaudible]. Is the something president could support, shortening the august recess . I think that is going to be up to the house and senate to determine their recesses. Generally we dont get involved in their schedule. Okay but i will let speaker ryan and leader mcconnell decide what is appropriate in terms of their is the president satisfied with the pace of the congress is moving . If we continue to move forward with health care the way were, weve been told were going to, i think were great. We have our priorities. We want to get health care done. We want to get tax reform done. President has spoken very extensively about infrastructure f we get those done. I think we feel really good. Halli is it symbolic . Well go as quick as congress wants. It is a little out of our hands. As soon as congress will do it, well do as soon as wec can. The when congress had the bill up the president works feverishly to do what he could to get it over the finish line. Well do the same for all the or the scenarios. Hally. I want to talk about health care. You were around when republicans criticized democrats, as you put it recently jammed down peoples throats. It was rushed, secretive, and that was criticism. How is it now frankly done behind closed doors different than what democrats we wanted to be part of the process. Democrats want to be part of the process. Senator schumer said in february, no democrat would go near this. What he said in letter on may 9th, no democrats would be part of an effort to repeal obamacare. They have chosen to take themselves out, to not make themselves part of this process. There, when senator mcconnell brings bill forward there is plenty of time to have debate. It is senate. Always plenty of time to debate. Talking about next week . Im not going to get ahead, let senator mcconnell determine the schedule and run senate as he sees fit. Lets not mistake ourselves how they approached this thing. Their leader, senator schumer, made it clear on two separate occasions they didnt want to be part of this process. They didnt want to repeal and replace obamacare. They were happy with obamacare. We believe obamacare is failing. We want a better system for American People, Patient Centric Health care system that brings down costs and gives more abs sessability to people. Thats it. They chose not to, made it very clear they didnt want to engage in the process. To turn around now and secondguess, that is something they should take up with their own leader. On north korea, is the president support travel ban to those heading to north korea . Given senator mccains commen he believes Otto Warmbier was murdered is this administrations position north korea killed that young man . On the first one, state department is mulling additional advisories. Leave it to them. That is how our travel is, restrictions and such run through the state department. I refer you to them. I dont want to before anything further goes on with respect to him, im not going to comment whether or not or not his situation, how it was handled until we have further information on that. Trey. Thanks, sean. Two questions for you. From the perspective the administration, how transparent have lawmakers been on capitol hill how drafting bill . How what . How transparent have they been. We had robust discussion with lawmakers in the house and now in the senate who have ideas and input. Ultimately each of bills is product of their own chamber. Thes who we had plenty of sessions with members of the house as they moved forward. Weve done a lot in the senate but each of those senate, each of those chambers runs their own chamber respectively bit leadership they have. It is not our job to go in dictate how we do it. We tried to be as helpful as we can throughout the process by highlighting the need for repeal and replacing a failed system. Well continue to do that. But, not for me to get up to talk about how their process works through each of their respective chambers. Follow up on the question about russian sane shuns, very plainly, yes or no answer, does President Trump believe the russian government interfered in the 2016 elections . I think i have not sat down talked to him about that specific thing. Obviously we have been dealing with a lot of other issues. I will be glad to touch base. Generally speaking russian interference in our elections, 1intelligence agencies say theyc did, former fbi director said without a doubt i understand. Ive seen the report. Does the president share those views . I have not sat down asked him about specific reaction to them. I would be glad to touch base to get back to you. Didnt he say it was fake news, sean . Didnt he say it was fake news . Sean, regarding the president s cuba policy, Cuban Foreign minister said yesterday its a growth desk spectacle. President have any reaction to that . The policies the president laid out for cuba first and foremost is something that will help the cuban people. It will stop making, encouraging payments to the military an help them economically lift themselves up. That is the greatest form of human rights we can look for right now, to make sure those efforts that we do and american citizens who travel or do business in cuba follow the law. Our goal is to make sure the policies from this government first and foremost help the cuban people. That is what the president has done. And we will continue to advocate for. Second question, if i might about the tapes between the president and james comey. Were those tapes made . Do they exist and will the president be releasing them to the House Intelligence Committee by friday . The president has said he will make announcement on this i expect it this week. When he is ready to make the announcement, well let you know. How is that . See you guys tomorrow. Trish sean spicer wrapping up his news conference. Dont forget he gothe big promotion. May be last time you see him. Maybe not the last time but one of the you fewer times i guess. Lot of talk about who will get it. Some rumors about Huckabee Sanders who has done a very good job out there. Anyway well find out relatively soon. The briefing coming just moments after speaker of the house paul ryan made a bold promise to americans, tax reform is going to get done this year he is promising the speakinger saying this is a once in a lifetime opportunity to rewrite the tax code. Lawmakers must got to work. Ill say. Im trish regan. Welcome, everyone to the intelligence report. Joining me on this very busy news day, adam johnson, senior Political Correspondent for bustle, erin elmore, and Fox News Contributor mercedes schlapp. Good to have you here. Tax reform, we need it. Paul ryan says it will get done, adam johnson. It better. Trish i agree it better and the market is counting on it. Border tax, members of the freedom conference, not being on board, republicans in disarray, is paul ryan dropping the border tax in order to get it through . If you read between the lines looks like he will still want to get it. He said we need tax reform revenue neutral, if we have cuts on one side, we have to sort of make up for it somewhere else. That implies a border chance. Doesnt stand a chance. Trish i totally agree with you. Freedom caucus and senate. All headlines about brand new tax plan he thinks got done this year, no way. Trish if he doesnt drop that that is doa, mercedes. There is sense of optimism in washington they are going full steam ahead in passing tax reform in the fall. With that being said, we have reality theyre trying to shove through this American Health act, the Health Care Act which is the repeal of obamacare through the senate. They want to get that done first because that helps to provide a better baseline for the tax reform bill. With that being said, i do believe that the border adjustment tax is pretty much dead upon arrival when it gets to thec senate. I dont see where it goes in terms trish i hope so. I hope there are more creative ways to deal with challenges were facing structurally in this economy, other than throwing tariffs on things and running yourself into smoothawley 1930sesque situation all over again. Erin, i want to go to you. Tax reform is biggie as mercedes said. Forgive me, not tax reform, repeal and replace Health Care Reform so they get that through to have power to push through tax reform. Chuck schumer very upset. He is always upset, trish. Oh, well. Trish good point. So where does that leave them . Are they completely obstruct in this process and not participate in the debate at all . I think democrat are thinking poor republicans. A moment when president trillions Campaign Promises are coming due. That goes down the line from health care, tax reform, immigration reform. There are a number of impediments in the way now including this looming russian investigation. Democrats may try to hold the ball a little bit in this game. They might see republicans if they cant get anything done, start to wither their support. Trish hold the ball, dangling the russian thing still out there which by the way drives me nuts, mercedes, how long, it has been at least six month, right . Lets understand there is only 45 days left of the legislative calendar. Its a heavy load for the republicans. What the democrats are doing, i spoke to a gop chief of staff who mentioned to me, what the democrats are doing, they are obstructing using procedural maneuvers basically in the senate. So anything that would pass normally like unanimous consent wont even get through. Theyre slowing down the nomination process. Trying to obstruct in terms of slowing down on committee hearings. This is problematic for republicans to get anything done in the senate. Very much the plan of democrats to make sure nothing gets done by republicans trish does that help them politically, erin . Americans are so frustrated with washington with washington, d. C. Frustrated with members of congress. If youre seen obstructionist, how will that help you . By the way theyre dointhis for their own selfinterests, lets not forget. They dont want republicans to get things done that is good for economy. Look at legislative calendar. If you look how next couple months going to unfold, right now house and senate will try to make good on promise to repeal and replace. Come end of september they have to figure out how to fund the government. Figure out how to raise the debt ceiling. They will do that. That will require cooperation, they hit a stalemate in 2010. That wasnt good for anyone. That is why you saw the congresss Approval Rating dip down single digits. In fairness they learned lesson. Likes boy who cried wolf or pass a budget resolution. They do it. May be 11th hour, not pretty they get it done. Real issue can they actually get all republicans because they can only afford to lose two republicans on a Health Care Vote in the senate. If they do that finally make good gop can get something done of the as you point out, erin, absolutely right, cuts 3 1 2 off top tax bracket. Oh, we did tax reform too. We did this. Trish need to come together. Very important point. Well see whether or not it can happen. Hang tight, guys. I want to go to adam shapiro at the white house where short time ago sean spicer said repealing obamacare is President Trumps priority. He also said they want to get tax reform done along with paul ryan. Hey, adam. Reporter trish, he talked about tax reform. Get to that in a second because there is news on that. With regardsc to health care, e expect the first versions of the Senate Version of the American Health care act will start to be shared not only with members about of the Republican Caucus and the senate as soon as possibly tomorrow or thursday but there might actuly be a vote next week. Remember, mitch mcconnell, leader in the senate of the Republican Party, has said he wants this vote before the july 4th recess. But democrats are still doing whatever they can to slow this process down. Theyre saying there is no transparency because there are no hearings scheduled. There has been no public discussion of what this bill will look like. Kristin gillibrand, senator from new york had this to say. Many people have been asking me what is in the Senates Health care bill because they want to know if there is anything in there they have to worry about including the age tax. I wonder the same thing, unfortunately i dont know what is in the bill. Our colleagues who are working in secret right now seem to have a disturbing lack of interest in transparency, for a major Health Care Bill that will affect millions of people as lives in this country. Reporter trish to wrap this up, you brought up tax reform, gary cohn, Economic Advisor to the president , said about an hour ago, said he expects the tax reform bill to drop the latter part of september. Speaker ryan has said he expects it to be passed by thanksgiving. The roadblock here is still the border adjustment tax. Chairman brady of house ways and means has not given up on the border adjustment tax, those who say dead on arrival, he is still fighting for it. He may not succeed but he is still fighting for it. Trish thank you very much, adam. Im backith adam johnson, erin elmore, mercedes schlap. Adam johnson, explain to the viewer and paul ryan why the border adjustment tax is not a good thing. Why donald trump is not supporting it. It is unfair. On this border adjustment tax the way it would work, effectively put a tax on imports come into this country and give a subsidy to exports that go out. On one hand, sort of say i get that, we want to encourage people to buy american right, why you create the tax. Here is the problem, trish, at walmart, over 60 of what they sell is imported. Now you will take money out of people going to walmart and just buying stuff to try to make ends meet. That is unfair. Trish it will hurt the poor disproportionally so. Yes. Trish i think it will hurt the retail second or in a way devastating. And devastating, mercedes, think of all the people employed in the retail sector. That may account for roughly 10 . We know thanks to amazon it is already struggling. I think it is an important issue to address. We have to figure out a way to be more competitive. I would rather see us do that through tax cuts as opposed to tariffs. Right. I think biggest challenge is, that youre seeing within the Republican Party this divide where you have the leadership supporting the border adjustment tax. You have conservatives that want revenue neutral tax reform bill but at the same time youre having to push back coming as wellrom certain republicans, saying that will not happen with a border adjustment tax, when you look at it, not only impact the Retail Industry also with consumers youre talking about higher prices. I think that it really is the one wedge issue that will go off the table. Trish, the question will become trish why now . I think theyre trying to figure out how they are going to pay for it. How will they pay for massive tax cuts. Theyre concerned even if you brought in the tax base will that be enough revenue to cover the tax reform bill. That is where you have the bigger question. Trish c erin, arent you cuttig off your nose to spite your face . Maybe plug the revenue hole a little bit, reality you sink the economy in the process . Right. That is something paul ryan holds dear. The border adjustment tax is central to his policy. Trish that is messed up. That is what were saying. He has to let it go. President trump assevers source, white house staff are saying they wont go along with it. The challenge for the Republican Party like mercedes is saying find a plan revenue neutral. If you add to the deficit you can americans are tired of shortterm solutions. Yes. But i will say the whole reason that this is an issue paul ryan wants the tax cuts to be permanent. Only way to make them permanent if they are revenue neutral. Therefore you have to offset them. He thinks you can do that with border tax. Trish fundamentally this goes back to econ 101, our good friend, art laffer, the laffer curve, you grow the economy, thereby you grow tax revenue. That is how it works. The more we produce, more money we all make, the more money the government the will have. You dont need to raise taxes to do that. You lower taxes. First time on the show, erin. Thank you. Trish welcome. Mercedes thank you. Adam thank you. Tragic news today, American College student held captive and just released from north korea has died. It is pretty clear north korea killed him. So what does this mean for the three americans who are right now in north korean prisons . What do we do . Do we retaliate . How so . Lieutenant colonel ralph peters is here with all the intel next. I accept i take easier trails than i used to. I even accept i have a higher risk of stroke due to afib, a type of irregular heartbeat not caused by a heart valve problem. But no matter what path i take, i go for my best. So if theres Something Better than warfarin, ill go for that too. Eliquis. Eliquis res reduced the risk f stroke better than warfarin, plus had less major bleeding than warfarin. Eliquis had both. Dont stop taking eliquis unless your doctor tells you to, as stopping increases your risk of having a stroke. Eliquis can cause serious and in rare cases fatal bleeding. Dont take eliquis if you have an artificial heart valve or abnormal bleeding. While taking eliquis, you may bruise more easily. And it may take longer than usual for any bleeding to stop. Seek immediate medical care for sudden signs of bleeding, like unusual bruising. Eliquis may increase your bleeding risk if you take certain medicines. Tell your doctor about all pld medical or dental procedures. Im still going and r eliquis. T. Ask your doctor about eliquis. Just wanted to pass on word that Otto Warmbier has just passed away. He spent a yearandahalf in north korea. A lot of bad things happened, but at least we got him home to be with his parents where they were so happy to see him, even though he was in very tough condition but he just passed away a little while ago. Its a brutal regime, and, well be able to handle it. Trish that is the president slamming the brutal regime of north korea following the death of american student Otto Warmbier. Warmbier was in prison for removing a propaganda poster from a wall of a north korean hotel, only to be returned to the United States after suffering severe brain damage. Right now there are still three americans being held in north korea. So what do we do . How do we prevent these people from being tortured the way he clearly was . Joining me is fox news strategic analyst, Lieutenant Colonel ralph peters. Good to have you here, colonel. Hi, trish. Trish what do we do . How, do we retaliate in any way, if so, how can we . The first thing we need to do is forbid travel by american citizens to north korea. I mean it is crazy trish the kid shouldnt have gone there, we know that, right . He should not have been there, but a 22yearold kid. Give him benit of the doubt. 22yearolds make, stupid, dumb decisions some time. I made my share. Trish and now his life over as a result of the north koreans. We all feel sympathy with his parents. North koreans beat him so badly in prison, that he suffered permanent brain damage and ultimately died. This is an evil act. But you know, we need to act on several fronts. What can we do about north korea . Short of military action we have no remaining direct leverage over north korea. The path to north korea goes through china. On the campaign trail President Trump trish youre going big picture on me. Colonel, forgiveme, ic i want o get to that in a second. Im talking about what do we do . I talked to colonel shaffer just last evening who was making the point we cant a allow this. Under different administrations he wouldnt allow this. He was citing obama because the strategic patience it enabled them to capture this kid and torture him and send him home just days before he died. But is there a way, sort of a titfortat, to go back after them, so they know they cant do this, they cant treat our prisoners, our american citizens they have imprisoned like that . They can and thats why they do it. Trish, i would love to satisfy you on every detail but the path goes you through china. If we are unwilling to get tough with china, china will not get tough with north korea. Now during his campaign President Trump made a lot of promises about getting tough with china. He hasnt followed through on them. President xi convinced him, just be patient, well work with north korea, well help you. Theyre not helping us. What you need to do, very clear, hit chinese banks facilitating money laundering, facilitating money transfers, allowing north korean elite to live lives of luxury while their people starve. Short of military action, working through china to crack down hard it, will take some cracking down on china, there is nothing we can do. Rhetoric wont help. Actions what matter. Colonel, with he play by one set of rules, bad actors play by a whole set of rules. Isnt there enough to say enough with this whole regime, we need to put other people in charge because this guy is such a wild man, we dont know what he will do . If you do that, not talking about surgical strikes but a real war. If the American People want that and stomach for it, we can defeat north korea. It will be as secretary jim mattis said, it would be a real war and it would be a bloody mess. It may come to that but why would we plunge into a war when we could Leverage China . Hit chinese banks. There is a lot less bloodshed if we hit chinese banks and make them pay for helping north korea. North korea needs to feel pain short of military action. We cant make them feel pain. It is cold and ugly but it is true. Trish good advice by colonel peters. Go after the money, go after chinese banks. Dont stand for this. Always go after the money. Trish indeed. Thanks, colonel. Many states not waiting on the president as infrastructure plan to roll out. Instead theyre taking it upon themselves. Theyre actually going out and raising gas taxeses. I think this is the worst idea in the whole world. This penalizes Everyday Americans struggling to get by as it is. One more tax theyre levying on people. These taxes, it is most regressive around. Weve got all the intel who is doing this and why theyre doing it. Stay tuned. [vo] when it comes to investing, looking from a fresh perspective can make all the difference. So what do you have states doing these days . Theyre trying to figure out ways to pick up the slack. They need more revenues. What do you know, a half dozen states are raising taxes on gasoline to pay for improvements in their roads and in their bridges. Fox newss william la jeunesse is in los angeles. We have more. Hey, william. Reporter well, trish right now, actually by november, well be paying about 70 cents in federal, state taxes for a gallon of gas. So the question is whats worse, higher taxes or feeling like you did nine rounds with mike tyson every day you go to work . For a few states, a few roads, except for those engineers, it is like one big pothole. Gas prices at record lows, politicians say this is the opportunity to raise gas taxes. Fed last raised it 23 years ago. The Highway Trust Fund is broke. Were not maintaining roads or building new ones. California did about 20 cents. Montana, tennessee, a nickel. Indiana, South Carolina about a dime. Almost half the states raised their taxes in the last five years toc an average of about 31 cents. The highest pennsylvania, 59 cents. A last cat lowest, at 12 cents. Alaska. We have more vehicles on the road. Vehicle miles traveled gone up across the country. Our vehicles are becoming more fuel efficient. So were purchasing less gas per mile or usage of the road. Reporter you know here in california some republicans want to repeal a gas tax that jerry brown just put in. Watch what happens when a top democrat confronts petitioners trying to recall a gas tax supporter. There is nothing more fundamental in the business of government than making sure the roads and bridges dont fall apart, and they are falling apart. Going to come back. Trish, half those in congress, bipartisan group, including labor, as well as chamber of commerce now support an increase in the federal gas tax. The president said in may, he would actually consider it. Back to you. Trish william la jeunesse, thank you very much. Meanwhile we have breaking news. Another tweet from the president. He just tweeted the following, and i quote, while i greatly appreciate the effort of president xi and china to help with north korea, it has not worked out. At least i know china tried. So that is very interesting. Just hear from colonel peters saying this whole working with china thing, it is not working out. He was very critical of the president saying he is not pushing china hard enough. Now the president basically saying, china is not doing what they need to do. I know theyre trying but clearly they are not doing enough. So what does that mean . How do we tackle this north korean problem . How do we protect three Americans Still there now . These are going to be the questions that this administration and the president and Rex Tillerson will have to face. Meanwhile, very important election going on. It is seen as kind of a proxy for Everything Else right now. Voting underway in georgia as we speak. And it is open house seat that was vacated by tom price. It is up for grabs. The most expensive house race in the history of house races. Being seen as litmus test for president. Early voting seeing a huge turnout. Who does that help the most . Why is there so much at stake . Republican karen handel is trying to hold on to her seat, or a seat i should say because this was the seat vacated by tom price. You know what . It belonged to republicans since 1979. Democrat jon ossoff, 30yearold filmmaker, hoping for big upset ahead of 2018 midterm elections. There is a lot at stake, if he were to win what does that suggest about the future of the political landscape. Jonathan serrie live in atlanta. How does it look there, jonathan . Reporter all ice of the nation are on this suburban district in atlanta. More than 50 million is invested in this campaign here. Both parts consider it mustwin election. Look at variouscenarios, if democrat jon ossoff could win this district which ordinarilily favors Establishment Republicans it will serve as blueprint for his partys efforts to Retake Congress during the 2018 midterms, if karen handel wins, republicans feel safer because many view the outcome on referendum on President Trump and gop in general. I believe in donald j. Trump. I was just with him in washington, d. C. And i believe it making America Great again. I believe that karen handel will help us. Some people want to make it a rereferendum about trump. More about making about the future. I think what is going on in our country, and i think, that im looking, myself personally, im looking for fresh leadership. Reporter Record Campaign spending is flooding airwaves with political ads. Ossoff is positioning as moderate to work with both parties to cut government waste. He stays focused on issues in the 6th district. More importantly he went away from the theme Holding Trump accountable because he had to go out to disaffected republicans in the district who still support donald trump. Doesnt live here, doesnt share our values. He raised millions outside of georgia from nancy pelosi and outsides who just dont share our priorities. Reporter so you see that ad by karen handel. She is trying to link her opponent to the liberal wing of the democratic party. As far as voter enthusiasm there is quite a bit of it, even though it has been raining on and off. There is steady stream of voters today. Perhaps more significantly, 140,000 people have already cast recall ballots. That is more than double the number of early ballots cast in the april primary. Trish . Trish jonathan, thank you very much. Im joined again by erin elmore and mercedes schlapp. Are rin, starting with you, what is at stake. This race is not only about ossoff and not only about democrats heading into congress, this is about democrats chances in 2018 of the fact this district is even in play is remarkable. Trish is it really in play . Mercedes, what do you think ultimately is going to happen here . Will Donald Trumps base come out and support handel . I think you will see Donald Trumps base coming out supporting handel. I think youre going to see your traditional conservatives come out and support her as well. Reality is, ossoff is wolf in sheeps clothing. Trying to sell himself as moderate. We know at the end he received millions of dollars from very progressive groups in, coming into the district. So i think for handel, although i do think the democrats are very enthusiastic going out and voting, handel has very strong hold in two of those top counties, fulton, as well as cobb. So i think handel should take it, should win tonight. Trish if any reason she doesnt, and the democrats walk away with this one, what is going to signify . What kind of wakeup call, would that be for the Republican Party . How does it enthuse the left . This is about President Trump. Unequivocally. 75 of voters told the atlant journalconstitution they hoped their vote would send a message to presint trump. These new voters were seeing, three times as many as we saw in the vote in april, during the primary, theyre young, theyre diverse. Their population tends to lean democrat. This race hinges who can turn out more votes. Trish mercedes, the democrats, they havent really stood for anything, right . For the last six months theyre antidonald trump, longer than that ever since donald trump has been actively campaigning they have just been antitrump. Is this going to tell us that antitrump message works if he wins . Ossoff is perfect example. He started off saying the campaign, make trump furious. That was the slogan. He shifted off going to more moderate position, cutting government spending, working bipartisanship perspective. He shifted his message, make trump furious message would not sell. What youre, what he is trying to do get republicans to cross over and support him. So there has been a shift. If the democrats pick up the sense of getting moderate candidates, then it becomes very competitive in many of these swing states. If they took with Bernie Sanders and Elizabeth Warren they will not win in these elections. Trish very interesting to watch. Thank you very much. I will be right back. Think again. Liz trish, you just had that breaking news about the tweet that President Trump had put out. We do want to show our viewers, because it does have the potential to move the markets. Greatly appreciate the efforts of president china to help out in north korea. It has not worked out. At least i know china tried. This of course in the wake of the death of that 22yearold Otto Warmbier and just a horrible situation with an american who comes back from being imprisoned braindead. In the meantime, we are watching very closely the markets and any reaction. If there is more tension now between the u. S. And north korea, you could see the markets are still down. But slightly off the lows of the sess
