Im trish regan. Welcome everyone, to the intelligence report. British Prime Minister theresa may, shes upset, understandably, over u. S. Intelligence leaks. You can blame her . Now donald trump is calling for an investigation promising to get to the bottom of it, but are these leaks undermining the president . Weve got the intel straight ahead. Liberals are outraged after secretary ben carson told a radio host that, quote, poverty is a state of mind. Isnt it . Right . A little bit . If you got a positive attitude and a good work ethic, shouldnt you be empowered . Cant you get out of poverty . Isnt that the American Dream . More on all of that coming up. And Facebook Ceo Mark Zuckerberg calling for universal basic income. Thats the government issuing a paycheck to every Single Person in the United States, just for being american is that really the best way to spend taxpayer dollars . Were breaking it down. Back to our own top story, blake burman live in sicily where President Trump is attending his very first g7 summit. Blake, fill us in. Reporter hi there, trish. President trump and british Prime Minister theresa may met one on one at the g7 summit. Sources tell fox it was last night in brussels that that nato dinner there when may and President Trump spoke about the need to keep intelligence sharing secured. Theresa may was asked about this just a little while ago in sicily and she said she was given assurances by the president that the uk can trust the u. S. Intelligence agencies. If i did raise the issue of leaks, of information that are being shared by the police with the fbi with President Trump, he has made clear that that was unacceptable. The metropolitan police, as i understand it, received assurances from the fbi and are now have restarted the process of sharing information with them. Reporter there was also a mea culpa from the secretary of state rex tillerson. He met with his counterpart in london earlier today and apologized for that leak. Certainly, we condemn that. The president has been very strong in his condemnation and has called for immediate investigation and prosecution of those who are found to have been responsible. Reporter trish, may did reiterate in sicily that the relationship between the United States and the uk as she put it, is a, quote, special one. Trish, back to you. Trish thank you so much, blake burman. Joining me is the author of the president will see you now. Former executive assistant to president Ronald Reagan. Peggy grande. Good to have you here. Thank you so much for having me. Trish whats happening, whats been transpiring with all these intelligence leaks, help us put this in perspective, historically, when you look back at for example, president reagan, did he have to deal with anything at all that was similar . No president likes leaks, and no president should tolerate leaks, so i have to imagine that Ronald Reagan would have taken a firm and decisive stand, and also would have been very diligent about determining what was fact and what was fiction, and i think thats what President Trump is going to have to do here. Of course, President Trumps challenge now is that its a 24 7 news cycle. Back in the day, if there were leaks during the reagan era, it covered on the three networks at night or in the morning paper the next day. So it was just a very different time. Trish do you think that there are people, within the white house, within government, that are deliberately trying to conspire against him . Well, i certainly cant comment on that. And i wouldnt attempt to put words in president reagans mouth. I do know every president faces their own challenge, and with the speed of information and the availability of global information, i think that a leak that ordinarily could have been tamped down easily during a Reagan White House time goes viral. Trish whole different situation. Whether or not its true. Trish heres a picture of you and president reagan together. You know, think about the political struggles that he faced, right . I can remember at the time, people kept saying, you know, he was going to be the worst possible thing for the country, and they made fun of his wife, for example, because she apparently consulted astrologers, the media piled on with president reagan and he survived just fine. You know what . He grew our economy. Thats what mattered. He helped us with our military, he made us safe both economically and internationally. So how did he get through some of that blatant bias directed against him, peggy . Some of it is just the luxury of time and looking back, and in 1984, he won in a landslide, but some of us forget that in 1976 he was not the partys choice. We went with gerald ford, and in 1980, the party was very split, who wanted george bush and who wanted Ronald Reagan. We have the gift of perspective looking back now that we didnt have at the time. I hope people will give President Trump the time he needs to do the things he wants to do and intends to do and well give him the gift of time also to look back and hopefully we he will have great accomplishments. Trish hes not really getting at right now. No, hes not. Trish i ask you whether or not you thought people were conspiring against him. I think that, in fact, is part of the issue here, there are many people out there that did not want him to win. As you point out, were in a 24 7 news cycle and people in the white house holdovers from the obama years and theyre directing their anger very much at time and trying actively to take him down. Yeah, i completely agree with that. I love what hes doing now where hes getting out into the world. Meeting with World Leaders. Ronald reagan did that brilliantly. And his form of politics and diplomacy was very personal and very relationship based. We saw that during the post presidency years when i worked for him when there was a parade of World Leaders all over the globe to visit with him in his office in century city. They didnt have to do that for protocol or diplomatic reasons, they wanted to, they liked him. They had a relationship, so how much more can be accomplished politically if we focus on the personal aspect and the relationship . And i think thats fantastic what President Trump is doing this week to meet with people. Trish peggy grande, thank you very much. Just to update our viewers, Jared Kushner is now allegedly part of the focus of this investigation, though we have heard from kushners office he has not been, has not been approached by members of the fbi, et cetera. Its unclear. You know, the problem with this story, and i keep saying this, is there is so much innuendo out there. We dont really know whats going on . Perhaps this is good, right . You get this investigation going, and the hope here really, for the countrys sake, and im not saying this from any partisan point of view, but for the countrys sake, is no kind of actual trouble, and you can move on. But right now, as all these leaks are coming forward and people are making innuendos about this or that, it really becomes a very challenging environment for him politically and certainly for the country, because we got a whole lot of things we need to get done. In the meantime, internationally we are struggling here. Its isis and egypt today. At least 28 people are dead after gunmen attacked a bus filled with christians on their way to a monastery in the southern part of the country. Fox news conor powell is standing by in jerusalem with the latest. Reporter trish, this was actually a caravan of christian pilgrims traveling from cairo down south, about 158 or so miles. They were attacked according to eyewitnesses and survivors by up to as many as ten militants using weapons, guns, attacked two different buses. The attackers had militarystyle uniforms and wereearingasks, up to 28 people have been killed. That number has been steadily increasing the last few hours and very well could continue to go up. The christian victims on their way to the monastery of saint samuel the confessor. The Coptic Christian Community make up 9 of egypts 92 million people. They have seen a wave of attacks primarily from isisrelated groups. No group claimed responsibility for todays attack, but on palm sunday, there were multiple churches that were blown up and attacked by isis, isis carried out several attacks in december as well. Weve seen isis launch attacks on the Coptic Christian Community in egypt. Now president sisi who came to power in the summer of 2015 made his name trying clean up the security situation in egypt, but under his watch, the situation has not improved at all, really, and the Coptic Community which is an extremely strong supporter of him during military coup to take power in 2015 is specifically the targeting of the community in egypt. They are looking increasingly for ways to get out of the country, not only to protect churches but the overall overwhelming Large Community well as well. There is a lot of anger at the sisi government particularly by the Coptic Community, who is routinely seeing these attacks on a regular basis, trish. Trish thank you very much. Joining me with perspective on all of it, Lieutenant Colonel tony shaffer. Have you christians target the over and over again. Over and over, right. Trish egypt, incident brewing in the philippines, obviously what we saw in manchester. Is anybody going to start sticking up for christians here . They better, and as you point out, this is a pattern, the syrian christians in syria, and the christians in iraq and all those groups. The yazidi. We do know this has been an Ongoing Campaign of isis and other radical islam to take these folks out. Its aansing if you will. And in egypt, as much as is bad, its worse other places. President elsisi has done a job to defend the christians. Last year when one of the churches were attacked and bombed, he ordered the Egyptian Army to repair it. The operations where the guys are in military uniform are designed to do what were facing, trying to drive a wedge between the christians and the government. President sisi said publicly, the islamic faith must rid itself of violence. Hes one of our allies in the fight. We have to do more. One of the things that president obama did which has made the situation worse and the momentum of that bad decision now felt now, president obama refused to arm the Egyptian Army with apache helicopters and other means to defeat the radicalism. We need to help the egyptians be successful in going after isis. Theyre the front line against isis, and we need to realize that. Trish so the egyptians need help. What about the europeans right now . Donald trump called on nato saying look, you got to pay up, right . Pay up and reorganize. Trish not paying the required 2 they agreed to pay. They need to pay up, as general keane said to me over and over again, colonel, they need to have will, they have not shown any will. Precisely. I wrote an editorial for fox news opinion talking about nato 2. 0. Not only pay up, they have to reorganize. And one of the things they have to do is hey, under attack by global islamic terror why, dont you treat that like the existential threat it actually is. During my first undercover assignments in europe in the mid 80s chasing the raf, the red i cant remember the exact acronym, they were terrorists designed by the russians to work in germany. Nato went after them and defeated them. We need to do the same thing now. Look how we were able to have nato as effective counterterror organization. Get the allies to pay up. Get them to refocus on the targets and one of the things we can safely say, Police Forces are limiting their ability to protect the people. You need to bring in the military to track the individuals through the region, and for goodness sakes, use special Operations Forces to kill these guys in advance to doing an attack. We need to be on the offensive. Nato needs to look at doing it. Trish colonel, one of the things i find so frustrating about all of this, there is a la lackadaisical approach. Exactly. Trish members on the left feel this is the cost of doing business, this is the new reality we live in, and if you look at it statistically, well, its not so bad. Someone on the right said something similar to that. Theresa may said we have to get used to this. The left driving the idea of open borders and nothing to see here. Cost of that is what we saw in egypt today and the attack in manchester, which, by the way, is on its way here if we dont protect our own borders and prevent these networks, and i would argue and the evidence is there already, trish, that the bomber in manchester was part of a larger network. Military grade explosives, probably obtained in libya. This was a military operation. We have to treat it with a great deal of here, and stop it from coming here and defeat it in europe and the middle east. Trish i take it you are for extreme vetting. You disagree with the 4th Circuit Court . I completely disagree. The president is working within legal rights and by the way, the legislation approved and put into law, and the idea theres a religious test is insane. Libya is one of the countries who identified this individual who conducted the attack in manchester traveled to libya thats why were trying to get a handle on this. This is not science fiction, this is science fact. Im tired of the courts exercising trying interfere with the Foreign Policy clear dominance and right of the executive branch, the president , to do his job. Theyre interfering from him doing his job and keeping us safe. Trish good to have you. One would think that the president of the United States would know more about National Security than some of the judges on the courts. Anyway, i want to take a look at markets hugging the flatline right now. Dow off about 2 points, s p and nasdaq, they did hit records today, and we still are slightly in positive territory. Plus, ben carson under fire for daring, daring to suggest that poverty is a, quote, state of mind, and it seems to me that attitude and that motivation might play a part in overcoming poverty. Why do we keep moving higher when there are so many doomsday people out there . Ill tell you why. People are more optimistic and optimism counts for something. Here to weigh in, Fox News ContributorJon Hilsenrath and lori rothman at the New York Stock Exchange for us. And lori, ill start with you. Isnt this what were hearing . You talk to traders every day, you talk to ceos, i hear a positive vibe, along with good earnings, sending the market higher. Reporter absolutely, the whooping you heard, were coming on a threeday weekend, theyre excited. Volume is nonexistent, you can imagine the board here, everybody has eyes overseas watching the president and his visit with other foreign leaders at the g7 and someone said to me is the president returning home on tuesday because thats when we expect the fireworks to come back to this mark, but you mention the good earnings week had a good position on First Quarter gdp. Durable goods were strong, everything is moving in the right direction. Trish yeah, and lots of whoops. Looking good. Despite some of the good news out there, Jon Hilsenrath, there are concerns that were not seeing much in the way of inflation, right . And the fed has given every indication it wants to move forward with the Interest Rate hiking scenario, i dont know if they have as much room as they hoped to because were still kind of chugging along here . The fed is a part of the stock market story and the signal we got from the fed this week when they released minutes of the last meeting was that theyre going to go ahead and keep raising rates and the market rallied on that because the market sees in that optimism from the fed that the economy is going to stay on track, unemployment is low. Trish i can jump in . Does that surprise you at all . The Federal Reserve, jon, you and i both know, no offense to them, they are generally late. Always late. Always playing catchup, and they generally, they like to see a few quarters of really solid growth, little uptick in inflation before they start moving hire. This is kind of different this time around, almost like theyre anticipating this growth. They dont yet quite have proof of it. Why would they be moving begin that historically they dont. Its trish, its not really about growth in this case, weve ly been seeing 2 growth for about 7 years now. I think what they see is the Unemployment Rate is coming down. Down to 4. 4 , even if you look at other measure, people dont like the 4. 4 measure. Even if you look at broader measures, its coming down, and inflation has picked up. Its still pretty low but has picked up a little bit, and the fed is saying, all right, we cant have zero Interest Rates anymore, that was the right setting for economy right after the financial crash, but its not the right setting anymore. So youre right, theyre trying to get ahead of the curve and the market sees the signal that the fed got confidence that the economy can stand it. Thats one reason people are pushing. Trish i think its fundamentally a good thing, i have been very troubled, lori rothman by a Federal Reserve aggressive as ours has been, effectively printing money, doing everything it can to goose the economy and had to do it because president obama and washington were basically nowhere in terms of real economic policy. Hope is thats starting to change, you get something out of washington. Tax reform, repeal and replace, less regulation and that emboldens the market and the economy. That policy youre referring to led the fed to see Balance Sheet balloon to 4. 5 trillion and parts of the minutes this week reveal that the fed does plan to shrink that Balance Sheet but very gradually, and so i think you coulded that to some of jons commentary why the market held up with the last few levels because were not going to see a shock to the system by way of the market by the fed raising rates because the economy can stand on its own and decrease the size of that massive Balance Sheet. Trish, i can jump in . Okay, all right, i was going to jump in with a thought. But i guess youre out of time. Trish no, no i want to hear it. Go ahead. The point about the market expecting something out of washington, that certainly was the case right after the election, but that the point, health care is gummed up in congress. This tax bill is gummed up in congress. I think the market is not responding to washington right now. I think its responding to good profit numbers and economy, a Global Economy thats getting back on its feet. The only thing we got out of congress is nothing, so you know, i dont think the market is responding to that. Trish well see. Jon, lori, good to see you guys. Thank you. Trish well be right back. Trish speaker paul ryans border adjustment tax proposal is hanging in the balance right now. Ryan and the establishment, they keep championing that we need to tax imports and exempt exports, despite the lack of support from the white house, and i might add, this would be a disaster for u. S. Retailers, and a disaster for anybody who works in retail. Considering a lot of people are employed ithe sector, you can imagine why the white house isnt such a fan of this idea. Anyway, i want to know why on earth paul ryan and the establishment keep on pushing it . Our own adam shapiro is in washington, d. C. With the latest. Hey, adam . Reporter hey, trish, paul ryan and the establishment would say youre absolutely wrong, this would not be a disaster for retailers or employers in the weeds of this lawmakers who support the border adjustment tax point out more than 160 countries apply taxes on products sold in their country and remove tax fres products that are export. Now house ways and Means Committee chairman kevin brady supports the border adjustment tax concept and claims that it will drive up Consumer Prices are not actually accurate. Brady says b. A. T. , border adjustment tax says the Nonpartisan Tax Foundation says that the house blueprint for tax reform would actually increase paychecks on average 5,000 for middle class american families. Someones got a better solution, bring it. We eliminate every tax incentive to move jobs overseas. If someones got a better solution, bring it. I think the end of the day, everyone has to be open to how we solve those two major problems. Im actually confident as we work through this process it can be done. Reporter treasury secretary Steve Mnuchin says the administration is willing to listen to arguments in favor of a border adjustment tax. In private, nope. The secretary told politicians the Trump Administration opposes it. So congressman like tom rice who had questions about all this, theyre keeping alive the possibility of a border adjustment tax. As a tax lawyer, i had doubts when i got into it, too the more i learn, the more i recognize this is a necessary component if we want to rebuild our middle class. Reporter so the administration and members of the white house ways and Means Committee have been meeting weekly trying compromise in all this and write the proposed tax reform bill. Both sides are optimistic that tax reform can Pass Congress before the end of the year, the border adjustment tax it is central to a fight as to how they get there. Trish thank you, adamant let me add for the viewer some sense of whats going on here. What it would mean is if you run a business and need to import anything from overseas, you would be taxed pretty significantly, so then if you try and sell that to someone else, what are you going to do . Youve got to pass the cost along somehow, right . So customers will have to pay more. The thinking here is it will really put u. S. Retailers at a disadvantage, and youve already seen what we call the retail ice age going on, where they are struggling increasingly, so what happens if this goes through . I can tell you a lot of them will go out of business, and more jobs will be lost. Now, we need to level this playing field. I agree with that, but we got to come up with more Innovative Solutions and paul ryan, right now, just hasnt. Liberals blasting dr. Ben carson for suggesting that poverty is a, quote, state of mind. Whats so controversial about suggesting the peoples attitudes and values and motivation factor into whether or not they should be impoverished matter . We have the intel next. Jennife which is such a dad thing to do. After he gave his name the woman from capital one said mr. Garner, are you related to jennifer . Kind of joking with him. And my dad was so proud to tell her, as a matter of fact, she is my middle daughter. So now dad has the venture card, hes earning his double miles, and he made a friend at the company. Can i say it . The wellesley commencement stage is a familiar one for her, she gave the commencement address as a student there 48 years ago. The liberal left going nuts over recent comments by housing secretary ben carson. Listen to what he said here. I think poverty to a large extent, is also a state of mind. You take somebody who has the right mindset, you can take everything from them and put them on the street, and i guarantee you in a little while, theyll be right back up there, and you take somebody with the wrong mindset, you can give them everything in the world, theyll work their way back down to the bottom. Trish and you know what . Ben carson should know. He had to overcome a lot. Democrats responding on twitter with new york congresswoman nita louie saying not a state of mind, systemic poverty. California congressman adam schiff tweets if poverty is a state of mind, dr. Carson, how would you diagnose hunger, addiction, near hallucinations. They do not like this. Ill tell you why they dont like it, everyone, they dont like it because they like to perpetuate this idea of being a victim, right . If you are a victim, then the government needs to be there to give you the handout, and you need to vote for them because you need the handout. You cant be empowered. You cant change your life yourself with a better state of mind. Joining me Evan Siegfried and don callaway. You heard what i think, don, i think state of mind is extremely important, and i get it, people have hard lives. People have to overcome all kinds of obstacles, but you know what . They do. They do every single day, and a whole lot of that is because of their willingness to, their mental state. Why is the left so offended by what dr. Carson says . Thanks for having me again, trish. Dr. Carson is fundamentally dilutionally. The comments are insane. The reality is most people are born into the socioeconomic status theyll die from. To say poverty is a state of mind allows to overlook the fact that poor people are not poor because theyre lazy, not because theyent to want to work, there are institutional and systemic factors that contribute to the way each and every one of us live in this country. Trish if thats the case, how do so many people overcome poverty. I dont know that people do. Dr. Carson did overcome poverty, he had the support of family, the grace of god and quality Public Housing which allowed him to overcome. Im thankful to dr. Carson, he was a hero of mine growing up to. Overlook the idea there are institutional and systemic factors that occur in rural and urban poverty is a crying shame. Trish heres what i would say, i think youre putting words in his mouth. Absolutely not. Trish hes not overlooking anything. Largely a mindset, no. Trish don, there are challenges, we have socioeconomic challenges in our country that we see every day and that does need to be fixed. We need to help those that are willing to help themselves, and to help yourself and to seek out the resources that you need for a better life, youve got to want that, dont you, evan . Doesnt it start with you, the individual . Yes, it does start with you, the individual. Lets look at what dr. Carson actually said. Dr. Carson is xoen for making gaffes and not putting things so eloquently. What he was getting at while you can have the best circumstances to give them the opportunity to climb the economic ladder, they have to be willing to. There are people who take the mindset of im satisfied with getting the government handouts, thats the problem hes honing in on. Don, he wants to hit on how there are people who feel that they dont need to do that, and theyre more than happy to accept the government handouts. Unfortunately, in some families, maybe that is a way of life and think of it as just normal, and what hes saying and think it is so important is we cant accept that. We cant accept that as americans. That cant be our culture to just sit around and wait for a handout. Theres been a massive systemic problem, you look at biggest cities where there are tons of problems, they are democratically controlled, the Democratic Solutions arent working. This is not about partisan politics, and i havent attributed the cause of the poverty to any particular party. But its insane for us to continue to suggest that writ large people are lazy, theyre not smart. Im not saying they are not smart or lazy. Evan, let me finish, we continue to insinuate that poor people are not trying to better their circumstances. Have we heard of the phrase the working poor . Have you been to a Dominos Pizza in new york city and whos working there, immigrants working for 15 an hour. I would bet the three of us are born into relative privilege to. Talk about what poor people need to do to lift themselves out of poverty is unspeakable arrogant. Trish i had a lot of advantages, im going to jump, in i had a lot of advantages in life, you know what . My parents didnt. My dad grew up in a family of eight, they didnt have shoes, my mother grew up in the projects, yes, we have projects in manchester, new hampshire. And you know what . They both overcame it because poverty was never a state of mind, they always knew they could do better and aspired to more, thats part of what makes our country great. I have to leave it there. Im up on a hard break. Don, thank you, evan, thank you. Good to see you. 30 million americans are expected to hit the road this memorial day weekend, this despite gas Prices Higher than last year. First of all, want to give you a scene. This is what 34 of the 38 million americans are going to be doing this memorial day which is looking at a scene like this.
