And theres suddenly this renewed sense of optimism, either believe it or talk it with a grain of salt that republicans might be back on their feet as it relates to trying to great the American Health care act passed. Senator bob corker, republican, said he feels it is better than a 50 50 shot that republicans are able to get something to the senate. I was emailing with the spokesperson for paul ryan earlier today who told me that the speaker has told members he wants them to continue discussing this issue. So just a little while ago at the White House Press briefing i asked sean spicer, because its one thing for congress to talk about this, its another for the white house. So i asked him, has the white house been involved with any renegotiations as it relates to the American Health care act. He said, somewhat, and put a ceiling on their involvement. Watch. Staff has met with individuals and listened to them. Have we had some discussions and listened to ideas . Yes. Are we actively planning an immediate strategy . Not at this time. Reporter so no immediate strategy, but discussions are taking place. Meantime, the other big story, trish, here in washington that, of course, being devin nunes, democrats today coming out saying he should recuse himself from the house intelligence committee. One saying that this makes a good spy novel, another one calling nunes actions as a criminal coverup. The press secretary was asked about nunes at that briefing, whether or not he should recuse himself. Mr. Spicer would not go that far, but paul ryan was also asked about it today and said that he does not feel that nunes needs to take himself off that committee as it relates to the russian investigation. Trish all right, blake. I want to talk system more about that. Thank you so much. It was certainly a contentious back and forth between sean spicer and one reporter in particular from american urban radio networks. I want you to see this. Watch. No. At some point report the facts. The facts are that every Single Person who has been briefed on this subject has come away with the same conclusion. Republican, democrat. So im sorry that that disgusts you. Youre shaking your head. I appreciate it [inaudible] okay. But understand this, that at some point the facts are what they are, and every Single Person who has been briefed on this situation with respect to the situation with russia, republican, democrat, obama appointee, career have all come to the same conclusion. At some point, april, youre going to have swer with respectr or not [inaudible] it seems like youre hellbent on trying to make sure whatever image you want to tell about this white house stays [inaudible] i am reporting okay. But youre asking me a question, and im going to answer it. Which is the president im sorry, please stop shaking your head again. Trish ouch. Joining me right now, former spokesperson for president george w. Bush mercedes schlapp, and neil sroka. Mercedes, starting with you, you know, that was sort of vintage sean spicer. There we were sort of back to the early days where he was on the attack. I know. Trish you have to imagine its got to be incredibly frustrating for him dealing with all the leaks, all the innuendo. We dont have any real facts, theres nothing to base a story on here one way or the other, and yet the media wants to tell one side. Was he justified in his frustration with ms. Ryan there . Oh, absolutely. I think sean spicer, you know, i think there is that sense of frustration because of the fact that they, the Trump Administration wants to talk about, you know, how are we going to create jobs, move forward on tax reform. Obviously, what are the next steps in terms of obama repeal and replacement. All of this is getting so lost when you have this dark cloud of russia hanging over the head of the administration. So i think it becomes just a point of frustration when you have the journalists, that is the one area that they focus on. Its always about this process story. I think, for example, when you even take the facts of congressman nunes coming over to the white house and then the press slowing this up as it was sort of this, you know, spy novel of him going over which, in fact, when you look at the facts, for example, on a case like that, he was meeting with a source there who was working with him legally in terms of classified information. And so this is the details that get lost in these stories. And they just throw it out there, the press in general, basically saying, you know, trump is doing something wrong. Theres this association with russia, and they dont deal with the facts of, for example, the leaks, that weve seen these leaks of classified information, something that is a felony and something youve seen journalists, many of them, basically not even concerned about. Trish ive said this from the beginning, ever since these reports start started to surface, it didnt feel as though these reporters had a whole lot there, there and its been my experience when you make these kind of accusations, you need a little there there. So, neil, is this at the point now where they hate him so much that theyre willing to deal in innuendo instead of actual facts . Trish, with all due respect, the russia investigations have already taken down a National Security adviser for a president. To say there is no there there, i think, is a little bit is a bridge too far. Trish what do you think happened, neil . What do i think trish yeah. Not even with what you think, because thats not fair. Then were dealing with innuendo again. What happened . I think what happened is there is a series of meetings that have clearly happened between the Trump Campaign and russian officials over the course of the campaign and afterwards trish and what are you basing that on . That need to be fully investigated. Trish is this the kushner meeting kushner and other people in the administration and the campaign itself. Why not investigate the fact that wait, lets talk about the incidental collection of information that theyve gone, of these american citizens which is figuring out if the Intelligence Community has gone way too far . Apparently, they started collecting this information back in july when the Obama Administration was in charge, and you have to wonder if its taking something that should be dealing with the Intelligence Community and making it into a political product of the Obama Administration. Thats whats disturbing. We have an trish go ahead, neil. We have an administration thats in place right now in part thanks to the help of the russian government. And that trish wow. As americans that our elections were safe and uncompromised. [laughter] trish go ahead, mercedes. No, i mean, thats exactly when you listen to the liberals, their feeling is it wasnt because Hillary Clinton was a bad candidate, its that the russians hacked the election no, excuse me, mercedes, thats not what i said. Come on, seriously. Thats not what no, no, that is exactly the narrative you all push forward. Listen, ill be the first one to say that Hillary Clinton did not run the campaign that i wanted her to run or that we didnt have the [inaudible conversations] important part in derailing the Democrats Campaign this fall, and we have reason to believe that there was collusion between Donald Trumps campaign and now trish and you know what . Donald trumps team has reason to believe that the Obama Administration was unfairly watching members they havent proved that yet. Trish well, nor has anyone proven that the russians somehow rigged the election for donald trump my goodness, neil. Trish, what has been proved thus far is that donald trump lied when he spoke out on twitter and said that barack obama tapped his phone. Wow. Trish we do know for a fact that theres broad surveillance. There was broad surveillance from the Intelligence Community, from the Obama Administration on these Trump Officials thats not what donald trump said trish i want to get to some real policy stuff, dont go anywhere. All the innuendos driving me nuts. The Trump Administration may soon dangle a giant carrot in front of the dems to get tax reform through. Reports say the white house may be looking toward putting forth tax reform and infrastructure at the same time. Are we going to get lower taxes as a result of a few handouts for infrastructure . Leslie marshall, i think even Chuck Schumer is onboard with this one. Does that mean other democrats will as well . No. And im not sure Chuck Schumer will today post Health Care Repeal and reform fail by president obama will keep Chuck Schumer, senator schumer onboard because hes getting a lot of pushback from liberals and those on the left. Certainly, democrats want to come home and get that money in their home state, especially infrastructure. Of its a trish i can imagine theres a few republicans out there that want it too. Oh, no, absolutely. This is an issue where there can be bipartisan agreement. The problem is what will be added, will be defunding of planned parenthood, will we have an offset in the increase in military spending, anything about building that wall . Im sorry if i sound like a real big pessimist here, trish, but i just dont think the two sides are going to come together especially after friday to have a kumbaya moment with regard to tax reform and with regard to infrastructure. Trish each when it means jobs in your state . Even if its a big win for your state to get a piece of that infrastructure spend, youre not going to go along with it . I dont think democrats are going to have much of a choice if some of those items or all that i listed are in there. And republicans we have seen historically democrats as well love to add those line items that help them get to the finish line when theres an election coming around in a year and a half or so, but democrats not only want to keep their job, they want to flip some seats trish what do you think that means for tax reform . You think the democrats are going to stand in the way of tax reform now . I honestly dont think its going to be the democrats, i think its going to be the republicans. They have three splits, right . Some people are looking at foreign funds and how tax is going to be reformed there. And, again, there is a split not just between the Freedom Caucus and the rand paul types, but whats going to happen when it comes to the budget deficit and how theyre going to have the actual reformation. Its actually, in a sense, the same argument the democrats have with the republicans, the republicans have in their own party. Trish that said, you know, im looking at the stock market, and its up in part because of improved Consumer Confidence numbers but also, leslie, because theres an expectation that, guess what, something will get done still in the way of tax reform and also, in fact, Health Care Reform still. In other words, maybe they jumped the gun on that one, they went a little too fast, put a little too much deadline pressure on themselves, but that could resurface as well, at least thats what the markets betting. They have it wrong . Well, certainly im not going to disagree with you there, trish, and you know a lot more about wall street than i do with your background compared to mine. [laughter] but at the end of the day, you know, wall street will do what it does and its predictions with what it wants. But at the end of the day, what we are seeing and hearing coming out of the white house is that the president may not end up wanting to, but having to do something many people like myself said to do originally which was dont repeal it, dont replace it, dont rename it with regard to health care, fix what we have. And thats what the majority of the American People want as well. Trish leslie, im going to see you in a little bit. I want to point out were now at 20,719 on the dow, a gain of 168 points, a reversal from what we saw earlier this morning on some optimism there including what we heard from sean spicer moments ago. Well, the showdown over sanctuary cities between the feds and liberal mayors lives on. Mayors are vowing to defy attorney general Jeff Sessions warning to cooperate with immigration officials even if that means they will lose their federal grants. What risks are these city mayors putting taxpayers into by refusing these funds . Plus, later in the show, you know that statue of the young girl staring down wall streets charging bull . Its going to stay put for another year. I want to know why would an artist want a little girl to stand in the way of a bull which is designed to symbolize Economic Prosperity . Just another example of the left wanting to hate all over business. Im going to see you back here in two. Trish President Trump threatening to make good on his Campaign Promise to defund sanctuary cities, take away their federal funds. Attorney general Jeff Sessions says these cities will lose federal grants if they do not share information with immigration officials. But mayors of some of the biggest sanctuary cities places like new york city, boston and chicago theyre all fighting back. Theyre saying, huhuh, no, we will not comply with the rules. Joining me now, former republican congressman from colorado, tom tancredo. Good to see you, congressman. A pleasure to join you. Trish ive got to talk to you about this report that i read through from i. C. E. I have it here, and it details, basically, all the people that were released in these sanctuary cities in a begin week, people that would be otherwise considered for deportation, and ive got to tell you, congressman, its pretty remarkable. Youve got nearly 200 people here, mostly from countries in latin america, sadly, if you go down the list and look at it, its mexico, guatemala, mexico, mexico, and theyre for conviction. Not just arrests, but convictions. Yeah. Trish and they were all let go x the reason is because the county sheriff when you flip to the back here says it will not honor i. C. E. Detainer. This is the county Sheriffs Office explanation. Right. Trish i mean, how can it be that youre here illegally, youre convicted of a crime, and yet the county sheriff sends you on your mighty way . Yep. Listen, in denver just less than a month ago i think it was they had a guy in, there was a request from i. C. E. To be sure and let them know when this guy might be released because they wanted him. They sent i. C. E. A fax at 3 1 30 11 30 at night and let this guy out 20 minutes later. The next day he and another friend walked down the street and actually killed a Transit Authority guard, just walked up and shot him, right . Just let him out of Denver County jail just 24 hours or 48 hours earlier. It was absolutely amazing. But this goes on every where. This is not a unique experience. There are literally thousands of people, and i know that sounds, you know, incredible. Its in the thousands that have been killed by people in the united states, killed by people who were here illegally, had been processed, had been identified but not reported to i. C. E. Although they had come in contact with local police. This is unconscionable, that these communities will put their own citizens lives at risk to follow some politically correct plan that they have in their mind. And thats exactly what this is. They are putting their own citizens at risk. And believe me, it is a dangerous situation in these sanctuary cities. Trish it seems as though all common sense is lost. And all you have to do, i encourage people to to go online and look at i. C. E. s report, because all you have to do is see each of these counties, each of these convictions, what they were for, the countries these people are from and the fact that i. C. E. Cant do anything, is left in a very powerless position. Let me ask you about the federal funding, because i think thats someplace where the Trump Administration has a little leverage. I mean, you think about how much money is going to these cities, i look at boston, for example, and youre talking about over 100 million in suffolk county, manhattan, not quite as much, 42 million, seattle, 13. 8 million. Is this enough to make a difference . I mean, these are funds, and there are lots of federal funds, but these specific funds could be just stripped away. Boston could be left 114 million poorer. Well, couple of things. First of all, i assure you that each of the cities you just identified are right now trying to judge shop and find someplace theyre going to go should the actual funds be restricted in order to stop the Trump Administration from doing it. Just like theyve done on all of the other executive orders with regard to immigration and everything else. Theyre going to go to court, theyre going to try to stop it. Now, whether they can or not, whether they do, you know, who knows. I assure you that theyre looking at that right now. Thats number one. Number two, it could be even a lot more money than what youve just described because i think what you were pointing out was just the federal funds allocated for justice purpose. But what if they took about, what if they talk about all federal trish well, then youre talking a lot of money, right . Its about 10 of san franciscos budget. And that means that every single one of those communities is going to have to decide what because its up to them. Remember, its totally up to them. They can have all the money. Theres nothing that says they cant. All they have to do is follow the law. Follow the law thats been on the books since 1986. And that finally, thank god, donald trump and Jeff Sessions are going to put some teeth in it. Because otherwise they have, every city has simply shrugged their shoulder and said, hey, go ahead and try. There isnt even any penalty. Well, there is. Its federal funds. I hope they do it, and i hope it hurts. Trish its going to force the issue. Thank you so much, congressman, good to see you. All right, donald trump, everyone, is set to roll back president obamas environmental regulations at any minute, any moment from now, to get rid of those epa rules. They put about, well, a dozen, i should say, of coalfired power plants out of business, threatening hundreds more. I think the coal industry is certainly cheered by what the president s going to do today, but at plants like this one which had really been urn pressure because of the obama environmental regulations, things are tough. And its not just the environmental regulations. Natural gas is a huge piece of this which the president really doesnt have any control over. Natural gas was 7, 8, 10,000 btus about eight years ago, now its 3. So gas is outstripping coal now as the number one source for electricity in the u. S. This is the edwards, by the way, generating station just outside we yore rah ya peoria, illinois. Environmentalists dont like the big stacks, but the folks that generate the electricity dont like the cost of coal compared to natural gas as well. Thats rye robert murray, the ceo of murray energy, big coal company, said and i quote him now i suggested President Trump temper his expectations. Those are my exact words, said robert murray. Hes a trump supporter, but he thinks its going to be tough for the president to really bring back coal as much as he wants to. I leave you, i dont know if you can see it, the reason were out on the river is to give you a close picture of this, but thats the coal pile over there. These coal plants, i dont know, trish, they may be dinosaurs no matter whether the president posts the industry or not. Supports the industry or not. Trish jeff, thank you very much. And were rolling back some of the epa regulations today. Ill give you an example of how overregulated we are. In the 20 years of president bush, president clinton, president bush ii under the clean air act, we had eight new rules. In 20 years, eight new rules. In the eight years of the Obama Administration, we had 56 new rules. Trish all right. That kind of clarifies it, right . You cant get much simpler than that. Trish obama liked the rules, but part of his agenda was all about Climate Change yes. Trish and, you know, the u. S. position in terms of Climate Change, how we could influence the rest of the world. Quite a bit of bit of thats gone now, and thats good . Well, in the sense that industry is reducing Greenhouse Gas emissions anyway. With the Clean Power Plan, without the Clean Power Plan. We can do it better, quicker, more efficient without the Clean Power Plan. You set an arbitrary target, you spend a opportunity of money complying with regulations, money that you could be spending improving your efficiencies, leading to a more productive economy and more jobs. Were off a little bit the highs of the session, quite a rally on our hands up 161 points on the dow. Stocks trading higher amid news that Consumer Confidence rose to a 16year high. Meanwhile, paul ryan saying repeal and replace may still get done, and we also heard sean spicer say theyre moving on to tax reform. That, its hoped, is going to get done. Couple that with infrastructure spending, and all these policies add up to some positive things on the Dow Jones Industrial average which is up triple digits here, looking to snap be its eightday losing streak, and wall streets hopeful that all this progrowth, economic agenda stuff is going to get back on track. Joining me now, reagan economic adviser art laffer. Always great to see you, and we need a dose of optimism here. I know you want tax cuts as in yessed. You know, theyve as in yesterday, theyve got some challenges. The health care thing didnt go quite as planned. Do you still think tax reform can happen . Oh, sure. This is a marathon, not a sprint. Weve got a long, long time, i think its, what, his 64th day in office. Hes got 365 days this year, three more years after that and four more after that. Trish so a lot of time, okay, i hear you. Please. Trish you know, hes someone who wants done now i know, i know. Trish he comes from the corporate sector where stuff gets done right away, and hes dealing with washington swamp stuff. So with all that in mind, does he need to be more conservative in his estimates for when things can actually happen . Theyre talking about tax reform signed, sealed and delivered in august. No, i dont think so. I think we have to get rid of this payfor stuff, but if we dont, i have got a great plan for you, trish, that would be perfect for tax reform. Its called repeal and replace. Repeal the Corporate Income tax and replace it with a net sales tax of 5 or 6 . It would lead to a lot of extra revenue that they could use to cut the rates down on personal income taxes dramatically and put in a border income adjustment tax of 6 , perfectly legal trish you like that, art . Ive been meaning to ask you about that. The worst thing in the world is to tax corporate profits. Here youve got a Successful Company that makes great products at low cost, make lots of money, and we tax the bejesus out of them, highest in the world. We bail them out, they get lawyers, and we bail them out. It makes no sense. Corporations are not people. You dont want to redistribute income amongst corporations. Theyre there to produce products in the most efficient way possible to meet markets, so you should never have a profits tax. You should have a net sales tax at a very low rate, and this economy would go crazy positive. And i think in due course well do it. Repeal and replace the Corporate Tax with a net sales tax, border tax adjustment, and then cut the trish okay. Where are you coming out on border tax adjustment . Because the hope is as it stands right now, im against it, i think its wrong. Trish the border tax would be, basically, a tax that theyd slap on to companies that are importing their goods, and the hope is, art, that that would somehow equalize the Playing Field because all these other countries dont slap taxes on they slap taxes on our goods rather than their goods. We dont slap border tax we do it with retail sales taxes, but they dont have any border tax adjustment with regard to their corporate profits taxes, nor do we. So, therefore, doing it with corporate profits is a stretch. I mean, its really a stretch. But we could do it very easily if we just reformed the corporate codes which desperately need reforms trish i dont know that youll going to see a full blown repeal and replace on the tax. Youre being too optimistic, my friend, but we could see that lower rate coming through sometime, its hoped, this summer. Yeah, but we can get a lower rate. As long as they have pay for theyre going to have a real problem because theyve got to find some tax to increase to offset the taxes theyre cutting. Thats the payfor rule. We never had that, there never would have been the kennedy or the roaring 20s. They all would have been gone. You know, you cant have a payfor. You pay for tax cuts three years in the future when you get Economic Growth. Thats how you pay for tax cuts. Trish all right, lets hope we get it. Good to see you, sir. It makes sense, doesnt it . Trish it does. All right, the fearless girl statue is staying put for now anyway, at least another 12 months. But ive got to ask you, what message is this really sending . Seriously . Mayor. I mean, you do know that the bull represents a booming tock market and stock market and a growing economy, right . Bull market and all that, get it . Its an expression that is used . Shouldnt she want to stand with it . Shouldnt we want her standing with it alongside the bull . Of course. Women are not against a strong economy, we are part of it. I dont disagree we all want a successful economy, but i would be willing to bet, and i hope you guys do a poll on this, how many people dont know truly what a bull represents. Seriously, if you just ask people whos the Vice President , name a Supreme Court member. I think looking at it, and this has nothing to do with my politics i definitely am a woman, and i have a little girl but i thought it was awesome visually. My interpretation, which art is certainly open to everyones interpretation, was staring down something bigger than herself that she could conquer that, staring down something, perhaps a bully, not to be fearful of something normally youd be fearful of, a big bull, something thats, you know, assuming and fearful normally. I want to thank all of our Industry Leaders who are with us and who share our determination to create jobs in america for americans. And, shelley, thank you very much also. I spotted you in the audience. Thank you. That is what this is all about, bringing back our jobs, bringing back our dreams and making america wealthy again. I also want to thank the dedicated Public Servants who are with us this afternoon. Youre doing important work to protect our health and public resources. So important. Finally, i want to acknowledge the truly amazing people behind me on this stage, our incredible coal miners. [applause] we love our coal miners. [applause] great people. Over the past two years, ive spent time with the miners all over america. They told me about the struggles theyve endured. I actually in one case, i went to a group of miners in west virginia. You remember, shelley. And i said, how about this . Why dont we get together, well go to another place, and youll get another job. You wont mine anymore, do you like that idea . They said, no, we dont like that idea. We love to mine, thats what we want to do. I said, if thats what you want to do, thats what youre going to do. And i was very impressed. They love the job. Thats what their job is. I fully understand that. I grew up in a real estate family, and until this recent little excursion into the world of politics, i could never understand why anybody would not want to be in the world of real estate. [laughter] believe me. So i understand it. And were with you 100 , and thats what youre going to do, okay . [applause] the miners told me about the attacks on their jobs and their livelihoods. They told me about the efforts to shut down their mines, their communities and their very way of life. I made them this promise we will put our miners back to work. [applause] weve r already eliminated a devastating anticoal regulation, but that was just the beginning. Today im taking bold action to follow through on that promise. My administration is putting an end to the war on coal. Going to have clean coal, really clean coal. With todays executive action, i am taking historic steps to lift the restrictions on American Energy, to reverse government intrusion and to cancel jobkilling regulations. [applause] and, by the way, regulations not only in this city there, but in this industry, but in every industry. Were doing them by the thousands, every industry. And were going to have safety, were going to have clean water, were going to have clean air, but so many are unnecessary, and so many are jobkilling. Were getting rid of the bad ones. One after another, were keeping our promises and putting power back into the hands of the people. First, todays Energy Independence action calls for an immediate reevaluation of the socalled Clean Power Plan. Perhaps [applause] perhaps no single regulation threatens our miners, Energy Workers and companies more than this crushing attack on american industry. Second, we are lifting the ban on federal leasing for coal production. Third, we are lifting jobkilling restrictions on the production of oil, natural gas, clean ole and shale coal and shale energy. And finally, we are returning power to the states where that power belongs. States and local communities know what is best for them. They understand it. They get it. Theyve been doing it for a long time. It was taken away from them and not handled well. And they are the ones that we should now and will now empower to decide. My action today is the latest in a series of steps to create american jobs and to grow american wealth. Were ending the theft of american prosperity and rebuilding our beloved country. We approved the permit to finally build the keystone xl pipeline and cleared the way to completion of the Dakota Access pipeline. Thousands and thousands of jobs. [applause] weve already created a half a million new jobs, and the first two jobs of my reports of my administration, and if you noticed today ford, great company, announced massive new spending on three big plants in the state of michigan, a state which i love very much. Do you remember what happened in michigan . [laughter] remember . November 8th. Oh, that was an exciting michigan evening. [laughter] and ford just made that announcement. Its a great announcement, its a very important announcement. It means jobs, jobs, jobs. Were going to continue to the expand energy production, and we will also create more jobs in infrastructure, trucking and manufacturing. This will allow the epa to focus on its primary mission of protecting our air and protecting our water. Together, we are going to start a new energy revolution, one that celebrates american production on american soil. We want to make our goods here instead of shipping them in from other countries all over the world, they ship in, ship in, take the americans money, take the money, go home, take our jobs, take our companies. No longer, folks. No longer. We believe in those really magnificent words, made in the usa. [applause] right, fellas . [applause] we will unlock jobproducing natural gas, oil and shale energy. We will produce american dell american coal to power our industry. We will transport American Energy through american pipelines made with american steel. Made with american steel, can you believe somebody would actually say that . [applause] this came up a little bit coincidentally when i was signing the pipeline deals. Im all signing, ive got them done, and i said, folks, where do we get the steel . And they said, i think its from foreign lands. I said, no good. Who makes it . Who makes those beautiful pipes for the pipeline . Sir, theyre made outside of this country. I said, no more, no more. So we added a little clause, didnt take much, that you want to build pipelines in this country . Youre going to buy your steel, and youre going to have it fabricated here. Makes sense, right . Doesnt it make sense, bob . Think so. He knows. [applause] together we will create millions of Good American jobs, also so many energy jobs. And really lead to unbelievable prosperity all throughout our country. And rick perrys going to have a lot to do with that. I want the just thank everybody in this room. Youre all very special people. In particular, i want to thank the miners. You know, my guys dont get enough thanks, these people havent had enough thanks. Theyve had a hard time for a long time. Donald trump there, as president , rolling back some of the epa requirements, Environmental Protection agency requirements, that had been put in place under president obama. This is something he promised too on the campaign trail and today, in fact, is doing as you signing that executive order. Its a big deal, its a big deal for the markets. You see the stock market now up 699 points 169 points. This rollback of these Climate Change policies is fairly significant for industry. I believe donald trump is still talking. Lets see. Okay.
