For us to get involved in a specific case would be highly inappropriate, in terms of trying to guess what the outcome of a case should be. Well, along the line the official [inaudible] had the wrong number, called another department and had the right number. In previous administration, the department of justices have limited the numbers of people to call over to the department of justice. Has the attorney general, this attorney general sessions, changed that memo, what it would have to be reissued. Thats a separate issue in terms of every attorney general issues a memo going back to, i think, post watergate. Its been a practice of, i think, almost every attorney general to issue a memo spelling out the procedures that officials in the Justice Department contact the white house and who they can contact and the nature of which and what their exceptions are, et cetera. Those memos get crafted by each administration, by each new attorney general. I would refer you back to the department of justice on the status of that under this attorney general. How would officials here have the right to i would defer you to the department of justice. But was there wrongdoing in efforts i dont know, i dont know the nature. Last november President Trump dismissed reports he was trying to obtain security clearance for his children as a false story, now there are report that is ivanka trump is attempting to obtain a clearance. What changed that . At the time it wasnt sure. It was not accurate then as there was no i think we addressed it during the transition. An official head actually just inquired. The official in question was was removed from the transition team. They had merely made an inquiry into what it would take to make an fs86 process moving forward. No paperwork was ever drawn or no account opened and that official was let go. At that time as i mentioned yesterday, ivanka has decided to go above and beyond and act in certain ways to ensure that she complies with certain rules by maintaining the federal records act, being getting a security clearance so that shes privy to any information thats classified, she has to abide by the same rules and regulations in terms of being in a room and how its handled, et cetera, we have taken appropriate measures to do that. We will stick by it. The second question, the Associated Press has published a report based on documents that he had a plan, to quote, unquote, benefit Vladimir Putin for a client. Does he still standby the comment that he had a quote, unquote limited role in the campaign and if you can explain how its a limited role . Thank you. Ive tried to avoid commenting. I talked to you about the individual stories but i think this one start today catch a lot of buzz. To comment briefly on this, nothing in this mornings report, reports of any actions by the president , the white house or any Trump Administration official, i think thats got to be clear from the getgo. The report is entirely focused on actions that paul took a decade ago regarding, hes a former adviser of the campaign and the action that is came to light is about a client that he had last decade. I know i commented the other day and i should have been more precise with respect to pauls role so let me clarify and go through the facts. Paul was hired to oversea the Campaign Delegates operation. He played a significant role in the convention, bob dole, former president george h. W. Bush, Ronald Reagan and gerald ford. To be clear, he got the job done on the delegates. The president won the republican nomination after contested contest convention. In total, he was involved in the campaign for a total of just under five months. He was first hired on march 28th to oversea delegate operations, he was made the chief strategists and Campaign Chairman on may 19th and his relationship with the campaign ended on august 19th. The ap story focuses on his activities from the last decade and to place in contact, paul represented many foreign clients according to publicly available data in the caribbean, asian, africa and europe. His representation of foreign clients is public in similar to the work of tony podesta, a Clinton Campaign fundraiser whose brother john chaired Hillary Clintons campaign. Last year, not last decade, tony podesta lobbied against asias largest bank. This was something tie today Hillary Clinton who was the face of the failed russia reset policy. So its not even close, we are talking about now isnt even close to russia. As secretary of state Hillary Clinton along with the Obama Administration approved the deal that gave russia one fifth of Americas Union ran uranium reserves. Hillarys clinton received half a Million Dollars by a bank connect today uranium deal and Vladimir Putin thanked the president for giving the speech. Even though the clintons had much more expensive extensive ties, Hillary Clinton was crafting a policy was design today, quote, strengthen russia. To be clear the president has no personal financial dealings with russia. His ties are limiting to hosting a game thats it. Piece by piece, member by member we are getting there and we are getting much closer. The last couple of days weve continued to do that. But then today alone, i mentioned to the other members, slowly but surely we are getting there and im confident that when the vote comes up, we will have the vote. Several publications including sarah reported today that as a result of a changed few words, benefited from a program of Veterans Affairs or had the option of getting tax credits would now get neither under the new legislation and 7 million veterans would cost health care, is the administration following this and urging congress to do anything about it . Most veterans get their health care through tricare or medicare, over 65 a combination thereof, correct . Well, theres two programs. One is the Veterans Affairs program and the other is the options under the current law to have tax credits and my understanding from sarahs publication this morning and several others is that 7 million veterans could possibly lose both under this program. I would have to follow up with you. Im not aware of any modifications to tricare in particular that would have that effect. Kristin. This healthcare law was rolled out 15 days ago, dont you run the risk of rushing this through and not giving it enough time for public debate . Weve campaigned on it and every election since. This was something the president campaigned on and told the American People would be Top Priorities and republican who is ran for the house and senate said it was top priority. Something that he talked about for seven years. To suggest they were rushing anything, i think weve done this very deliberately and responsibly to make sure that people could read it. With all due respect to the folks who tackled this in the past, we actually put the bill online, let everyone in the entire world read it and didnt jam it through and former speaker pelosi, if you want to read the bill, wait till we pass it. I think that is a much more open and transparent process. Let me ask you about the terrorist attack. The president has been briefed and he also spoke with theresa may. Can you give us more information about who may have been behind it and should americans have any concern i know the British Government is investigating this as an act of terrorism at this moment, so for me to sort of get out and ahead i know our Homeland Security and National Security team are in contact within secretary tillerson has issued a statement, secretary kelly, so we we are continuing to monitor the situation, we are in touch with officials in the British Government. As i mentioned, as i was walking out here, the president was finishing up a call with Prime Ministeray and so we will try to have an additional readout to you to the extent that thats possible. When Michael Flynns name came up not registered on foreign agent, theres a lot of procuss on vetting process, we trust people to fill out appropriate forms, he has been very commit today making sure we Institute High standards here and were held to them. Given your words, is it sufficient to trust the information that the people you hire give you and can you say with certainty that there isnt somebody else that is working in the interest of another Foreign Government working for this government right now . Its a big question. Theres a big question working with a campaign or entity where theres no forms when you work for the United States government specially in the white house, you fill out security clearance forms. Hold on. No. He filled out forms under the penalty of law. I dont know what was on his forms and what was not on his forms. Remember what the president let him go for is not being truthful for the Vice President not necessarily for what was on the form which i do not know what he filled out and what he did not fill out. Its a big difference between saying when someone was hired on a campaign or another entity that they should discloses anything in their past whether or not who their clients were, but again, if someone presented a resume and it was faulty, sure, i think that if that was as you recall, there was another person during the transition that was named to a position that was discussed as not being truthful with some of their works. We let them go. That was you people write things. They have jobs, they describe themselves in a certain way and every time that im aware of that we have had an incident where someone has not been full forthright and truthful we have let them go. But when you work for the United States government you actually fill out security clearance forms, employment forms under the penalty of law. None of those cases occurred in the past. Its not that paul wasnt truthfully just to be clear. Youre trying to inflate something that was not there. Youre trying to make the accusation that somehow he was dishonest. You are. Who are you asking about . Can you say with certainty that right now that theres nobody working for this white house that is presently working in the interest of a Foreign Government . I can tell you that every form has been filled out. So you trust . Absolutely. You have to people are filling out forms. So to sit here and ask me whether i can vouch for a few hundred people that filled out everything, that would be ridiculous for me to suggest that i possibly could. What i can tell you under the penalty of law every Single Person filled out a form thats being vetted by the appropriate Law Enforcement agencies or or hr entities. But i cant prevent somebody from fully disclosing everything on their taxes or filling out a form. What i can tell you is if theres an instance brought to your attention where someone misled, either they would be referred to appropriate Law Enforcement agency or dismissed or appropriate action taken but, yes, action will be taken to that. The president will have a full budget out in may and so that will be an appropriate time to do that. But i would refer you back to the governor at this point and figure out where that stands in the process. Cecilia. Can you say today with certainty that Paul Manafort never tried to pressure or encourage the campaign to take on a more pro russia position on any issues . No that im aware of. I cant. But theres nothing that suggestions that that was the case. And from what you know about what he has said so far, are you is the white house viewing this in any way as vindication on the president s wiretapping tweet . I would refer you to his comments, specifically. I dont until we know what hes going to brief the president on, i donwant to have to get ahead of this. I think obviously the suggestion that he made that people were what they call unmasked, meaning that an american citizen whos caught up in a surveillance has by rule of law has their name protected. The idea that individuals names were unmasked and let known suggest raises serious questions. Why was that name unmasked . What was the intention of doing that . Theres a lot of questions that i think his statement raises, and i hope today we can continue to get to the bottom of. But right now we dont were not there yet. On the border wall, the president s budget blueprint calls for a couple dozen lawyers who are dedicated to acquiring land. And i was just wondering how aggressive the Eminent Domain effort is going to be and how that is with respect to private property. As i recall during the Bush Administration similar efforts were undertaken to secure the appropriate property that would be where a fence or wall in this case would be. So this is nothing new. This is the government doing what it has to do to protect its border. I think theres nobody in america, and i say the world, that didnt believe the president was committed to building a wall. And i think that were going to take the steps necessary to fulfill that promise to make sure that we have to. So i know that the steps theyre starting to take both in the funding and the administrative steps to see the president s vision fulfilled on this pledge that he made to the American People, and well go from there. Is there any update on how the wall will be financed . I think both the 2017 supplemental has some initial funding in it. The 2018 budget does and has two right. And i think were going to continue to do it right now. The initial funding that was put in place will allow it to begin. The president made very clear that using existing resources Going Forward there will be continuing discussions about the financing of the wall both in terms of how we will pay for it and who will be the source of that payment. Now, Scotland Yard confirming four fatalities, including the attacker and one police offir. Several being described as catastrophic injuries. Several items of course what sean spicer just talked about, house Intelligence Community chairman devon confirmed today that the Intelligence Community incidentally collected, his words, incidentally collected his information on members of President Trumps transition team. Now, spicer saying moments ago that the congressman is going to be coming to the white house this afternoon to talk with President Trump on this information. And then i mentioned this a moment ago but a lot of talk about Paul Manafort, trumps former campaign manager. There have been claims by Paul Manafort that he never worked on behalf of russian interest but there was a report from the Associated Press that he did. Well, he has now admitted that he worked for a russian billionaire. The reports to advance the interest of Vladimir Putin, you heard spicer pushing back on that. Even writing an ambitious Strategy Plan on how to undermine russian at the time. There have been a lot of comments today about the fact that this is not new news and sean spicer saying that as well defending Paul Manafort. Also today just a moment ago Supreme Court nominee neil gorsuch facing questions from the senate right now for the third day. Republicans still confident he will be confirmed. But the left confident about the future of their Health Care Bill in the house. Tomorrow that crucial vote to repeal and replace obamacare. More than two dozen members of the conservative Freedom Caucus say theyre Standing Firm in their opposition to the bill. Fox news moments ago did speak with House Speaker paul ryan in what is expected to be a really close vote. Take a listen to this. How were you informed about it today . And is there any reason to increase security there . First to london, how were you informed about it today and is there any reason to increase security there at our own capitol . Well, hi, dana, nice to meet with you. I was informed on it by my National Security adviser this morning after the London Attack happened. The u. S. Capitol is arguably the greatest terrorist target in the world, so it is always under very, very vigilant security. So im sure that they theyre cognizant of this. Theyre upping their Security Posture and profile. But this is something that we here in the capitol think about and prepare for every single day. So thats something and, by the way, i have to say that my sympathy is out to these victims and the Police Officer who was killed. This just goes to show that were still at war with radical islamic terror, if thats what this is. Were being told that it is being treated as a terrorist investigation, and thats what it looks like. And, look, it just shows that we have to be vigilant about this in our society these day d. And, mr. Speaker, Going Forward in the next month, youre going to have some budget hearings and one of those will be about increasing resources in order to take the fight to the enemy. Thats right. Just another reminder we have to reorient our priorities if youre looking at it from a President Trump perspective that this is the budget that he asked for because this is what he thinks he needs. Do you think there will be much resistance . No. I dont think hell meet much resistance because we all agree with that, and we ran on saying we need to rebuild our military. We need to give the assets that are required to our war fighters and to our intelligence and to our Law Enforcement agencies so that they can keep us safe. We are bringing offense to isis. The president is changing that policy in a very constructive and important way that weve been waiting for, and we want to make sure that we give the military the budget they need to do their job. All right. And the other breaking news story today is that the house intelligence chairman says that he has been brought legally brought new information that says that there might have been is incidental collection that rounded up conversations over at trump tower during the transition. Lets ta a listen toim and get your reactio from what i know right now, it looks like incidental collection. We dont know exactly how that was picked up. But were trying to get to the bottom of it. I believe it was all done legally. I think it was all it appears most of this occurred from what ive seen in november, december, and january. So that should probably during the transition, thats correct. And the president said that he had spoke to you and then hes on his way to brief the white house, which is interesting since they are actually the subject of the investigation. Yeah. Devon nunez did a briefing on this this morning, so i just learned of this a handful of hours ago. This is because we have an investigation in the Intelligence Community into these things and so this is one of the things that he uncovered in his investigation and felt it was important to bring it to light since hes learned of this recently. All right. So maybe well find out later after he goes to the white house. Lets move on to the big story. So just nine weeks into the administration and in terms of your speakership and this new term, youre bringing to the floor tomorrow night a house bill, the American Health care act. Just moments before we came to air, the Freedom Caucus through mark meadows, congressman from North Carolina said that the vote the votes arent fair that this bill wont pass. What say you . Well, i dont think anybody knows the answer to that. There is a claim that theres 24 votes against it. Were getting a lot of Freedom Caucus members to support this bill. Weve been adding Freedom Caucus votes to this bill all week. Heres whats going on, dana. We are in the Fourth Quarter of the house passing this bill, which is the Fourth Committee. Now that were getting to the Fourth Committee of a fourcommittee process, thats when a lot of negotiations really intensify near the end of the process, and thats what this is. This is called legislating. So there are people who want to get various revisions in the bill. But we have to broker compromises to make sure that we draft legislation that can actually pass. And one of the rules that we have to watch is the senate rules that prevent a bill from being filibustered. So we have to be very cognizant that we dont add a provision to the bill that jeopardizes it from even being voted on in the senate that can make it easy for Chuck Schumer to filibuster, and thats a frustrating rule for a lot of our members. Theyre frustrated that they have to play by these senate rules. But if they do pass a rule here that has these fatal provisions that are poison pills that the senate cant even vote on it, what good is the effort . So thats why were having the conversations and negotiations with our members. We are in the fourth of a fourcommittee process. And these are the kinds of talks that are going on. Some people negotiate in person. Some people negotiate in the media. Thats what legislatings all about. And thats the process we have hereof here. We feel pretty good here. We know we feel at the end of the day because members promise that we would repeal and replace this collapsing law, and thats what we intend on doing. If you get to tomorrow night, and you feel you dont have the votes, will you postpone it . Well, im not going to go into t hypothetica. Were talking to our members d workintoward the goal line here. Were adding votes by the day. Were not losing votes, were adding votes, and we feel were getting really, really close. These members you just talked about were down at the white house just about an hour ago. We have a president and a Vice President and a team that are leaning into this, working with these members, talking with people. Helping broker compromises that are very constructive that improve the bill and make good refinements to the bill to make it even better. We just want to make sure that we keep the consensus so that we can actually pennsylvania pass the bill. And when we pass the bill here in the house, it can be brought. And not filibustered. So thats the key balance we have to maintain when we go through this process. You wrote the bill, im assuming that there would be no support from the left. I dont think people who created obamacare are going to be working with us. The strong push back from the right. I mean, it seems the senior groups arent happy, the veterans groups arent happy. There are people that say it makes it more expensive for people who dont have insurance or basically gives tax cuts to the rich, and youre basically the reverse robin hood. How do you respond to that . Well, i would simply say that obamacare is a collapsing law, doubled premiums this year, a projection of even higher premium increases next year. Basically forced insurance monopolies five states one plan left. 1,000 counties one insurer left. Insurers are pulling out of the marketplace. So the things collapsing. So people are trying to compare what were doing with a law that is quickly collapsing, and its really kind of a faulty comparison. And what we have long said is we need to repeal and replace this law with patientcentered health care. Lets give people what they want to buy, not what the Government Forces them to buy. I know people on the left dont like that but thats what we complained on. Thats what we think will save the American Health system with choice and competition and not a government coerced system that just literally is giving a skyrocketing premium. Youve always been a freemarket kind of guy. So you can understand where the Freedom Caucus are coming from. Going back to our districts and explain this, and they thought it would be better not doing anything right now and send this over to the senate. My view is doing nothing means collapse occurs and good people get hurt. Doing nothing means skyrocketing premiums up in 2017 and 18. Means more Insurance Companies pull out and people have nothing. So we just believe we have a moral obligation and a duty now that were the governing party to step in front of that collapse and, by the way, replace it with good reforms that work. These reforms whenever tested have worked. So we really believe were onto something good here. Whats frustrating to all of us, freedom call your attention members myself, everybody in between in the house is that we have to deal with these senate rules as they are, and thats frustrating to us. Dont forget, dana when the senate rammed obamacare through, they did it with 60 votes. So they didnt have any rules they had to work on. We dont have that ability because theres only 52 republicans, so we have to use this reconciliation rule, which narrows the solution. More republicans should be elected to the senate if youre a republican. Give us 60 votes, we can write any bill we want. We cant do that this way. You and President Trump have seemed to form a relationship that maybe neither of you anticipated, and you called in the other day a very good closer. I thought today some members had decided who had actually been on record who is they werent going to support the bill. Now. A lot of people. Is that because he has put his shoulder behind this and you guys are in this together . Yeah. Hes been bringing members down there in groups turning votes around, talking to members. Listening to the concerns and closing the deal. He brought about ten people down there and turned their votes around. And just basically explained how just valuable and important this is for the country. By the way, its also important that we can do this so that we can get on to tax reform and get to economic growth. These things are related to one another. Soprano has been a fantastic closer. Hes been getting votes. This, to me, is really encouraging. Ive been talking to members of congress who have been here for many years who said this is, like, the first time ive ever been to the oval office. Weve never seen this kind of president ial engagement and involvement with our members before. Its very constructive. Its very refreshing. The president and the Vice President are rolling up their sleeves with getting involved, but governings tough. And weve been going from being an Opposition Party for the last ten years to having become a governing party within three or four months. Thats a challenge. Those are the growing pains that were going through here. This is part of the legislative process. It looks a little bit messy, but this is the system that founders envisioned. So i enjoy the fact that were having these conversations, that were talking about not whether or not were going to fix peoples problems but how. And thats the kind of conversation that were should be having and we are. So my last question to you is if the markets are concerned that maybe theres an inability, theyre worried tax reform wont get done. You wake up on friday morning regardless of what happened the night before thursday night with the vote, what is the next step for the house . What is the next puzzle piece that you try to put together to get the agenda accomplished . The challenge, the reason why people link this to tax reform, obamacare, our bill repeals a trillion dollars in obamacare taxes. And that makes tax reform 1 trillion easier. If you dont repeal and replace obamacare, then your tax Reform Efforts just became a trillion dollars heard harder. To give you a sense of what that translates, a trillion dollars is about a tenth percentage point drop. So its pretty significant. Either we do this repeal and replace and make this tax reform easier, or if we didnt, it would make it a trillion dollars harder. Thank you, speaker of the house. Well be watching tomorrow night. I want to get reaction right now from one of the Top Republicans in the senate, senator john of south dakota. Senator, the House Speaker saying, again, he is confident in telling her pointblank they dont see the delay in this if they dont have the votes tomorrow. Do they have the votes to get this through the house tomorrow, sir . Thats the big question, trish. And the house, theyre counting the votes. My guess is what they put it on the floor, theyll have the votes to pass it. But, you know, it is. Its a process, and it takes a while to get 216 or 218, whatever the current number is over there, votes necessary to pa this. And i think theyre trng to put that together. But it takes a lot of outreach and as you heard speaker ryan say the president s very engaged on this. So i think if they bring the bill up on the floor, i believe theyll pass, and i believe well have the votes. Cheryl we heard from press Secretary Sean Spicer moments ago about where they were willing to stand. He wasnt willing to give a count. To his credit, at the same time its not so much about the house at this time. It could be about the senate. They lose two votes in the senate, and theres nothing there. What are your colleagues in the senate saying right now if they get this on their table . Will they at the present this plan as is from House Speaker ryan . My guess is that when it gets to the senate, well have an opportunity to work on it. And thats part of the legislative process. The house is acting. Theyre going to make their contribution to this, and then the senate is going to have its say. And we have members who have concerns about various features of the houses bill that they would like to be strength agendaened but the house has an opportunity to build on that. But the one thing everybody agrees on is the status quo is completely unsustainable. You heard of speaker ryan describing markets are collapsing, premiums are skyrocketing, people have fewer choices. Thats what obamacare left us. And thats an example of why Central Planning and Big Government dont work. We want to give the market a chance with competition giving people choices an opportunity to see their rates go down. The main issue, trish, people care about is cost. And we want to address cost and make Health Care Coverage more affordable to more americans. Cheryl senator, with all due respect, i know theres a lot of positive comments coming from the white house and of course from capitol hill and the gop side. But at the same time, theres a lot of behind the scenes maybe deal making going on in particular with President Trump. We just a few moments ago got a read out of the representatives that he called this morning to meet with him at the white house. And even representative at that meeting with President Trump told our own neil cavuto on fox business that things are we so confident about this vote tomorrow, then why is President Trump hosting a slew of representatives this morning to get them to turn their votes to a yes if its so sure . I think hes well, i dont think anythings a given. I dont think anythings absolutely certain at this point. Thats why the efforts at outreach continue. But i think its all about trying to build that coalition, and its a legislative process. I mean, getting the necessary number of votes in the house and then later on in the senate, you have to work with individual members because you have in the house 240 republicans in the senate, 52 republicans, all of whom come from different parts of the country, have different ideas about how best to fix this. And in the end, we do need all their votes to make it happen. So it is a process that continues, but i think were making good headway there. And if the house can get it across the finish line there, send it over to the senate. Well start that process in the senate and our members have, as you pointed out, you know, weve got senators who stress concerns. But i think at the end of the day people realize its either the status quo, or its moving to an entirely new model that gives American People more choices and creates more competition and drives down cost. Thats really what this exercise is all about, and we know what weve got today. Flat doesnt work.
