What we know about what happened with him last night comes from the chief of police in dallas. David browne actually talked about the negotiations that his officers had with had man, micah johnson, while he was holed up inside after parking garage. At 2 30 in the morning they sent in a robot with a explosive talk him out, according to police chief. They detonated it because they determined he was too great of a threat to Police Officers. That subsequent detonation cost him his life. This is what chief brown said in his own words what mica johnson was up to. Take a listen. The suspect said he was upset about block lives matter. He said black lives matter. He was up sent about the recent police shootings. The suspect said he was upset at white people. The suspect stated he wanted to kill white people, especially white officers. Reporter now as you can see there is video from the tv stations in texas. The home that was registered as his address in texas, in mesquite, texas, they are searching that home and this is because there are remember three other suspects. Two men, one woman who are in custody and the police chief just about 40 minutes ago said through the investigation some of the suspects, it was revealed to us, that this was a wellplanned, these are the Police Chiefs words, this was a wellplanned, wellthought out, evil tragedy by these suspects. We wont rest until we bring everyone involved to justice. At no point the police said they have everyone they think involved in custody. It is possible there are still others at large. Cheryl . As he talked about that authorities continue to search for answer but attorney general Loretta Lynch is calling for peace and call, telling americans violence is not the answer. Americans across our country are feeling a sense of helplessness, of uncertainty and a fear. These feelings are understandable and they are justified, but the answer must not be violence. The answer, our answer, all our answer, must be action. Calm, peaceful, collaborative and determined action. Cheryl joining me now, former nypd Police Officer and ceo of pat brosnan. And an attorney with me, author of, when cops kill, lance la russo. Lance, youre a former nypd detective, how do you feel on day like today, violence against our nations Law Enforcement official . S. Cheryl, im devastated number one, a really, really dark day, but im also saddened, our leaders, governor of minnesota, governor of louisiana, and others including obama, Loretta Lynchs boss, have not learned anything at all from the lessons of december 20th, 2014, when officers when gin liu and rafael ramos were slurredded in their radio car in brooklyn. They didnt take away anything from it. They didnt learn that rhetoric has consequences. Poisonous, violent rhetoric has consequences there. Is nothing more powerful than words, the words they expounded, the words they put out after tragic shootings in baton rouge and minnesota, convicting those officers is one thing, but they empowered and embowlenned the bad guys, at same time diminishing and declawing Law Enforcement. When that happens, you have five officers slaughtered, seven wounded and two civilians seriously wounded. It is a very, very dark day. Cheryl tell you what, lance, he mentioned Loretta Lynch. I want to play you Something Else she said, with we talked about what is so striking, these people, these cops were out there protecting protesters in black lives matter protest. Those who seek to improve our country through peaceful protest and protected speech i want to let you know your voice is important. Do not be discouraged by those who use unlawful actions as cover for their heinous violence. We will continue to safeguard your constitutional rights. Cheryl lance, the sniper told authorities before he was killed that he was upset, sympathetic to black lives matter. He was upset by what he was seeing. Wanted to kill not just cops but white cops. Pats correct about the vial rhetoric. I would like to shake his hand. You will find Law Enforcement officers across the country have something in common. He can remember i can the days we lost officers in my fto and his recruit were shot. This should really bring to the forefront Something Else, nobody is talking about this. We heard much of the debate from administration and other Public Officials guardians versus warriors. Warriors run into gunfire to protect strangers. Guardians draw chalk lines after all done. All the dallas Police Officers were warriors. That exactly what they needed to be. God help us if they stop being in that role. Cheryl pat, i was looking at, we were talking earlier about many so of the victims. We have two names here. Officer patrick zamarpa, two children, veteran of this country, a hero. What mattered most to him, god, country, family and state of texas. This is someone who lost his life. Doing what he loved and passionate to do, when were in day and age, cops are afraid, they have to be afraid, pat, what theyre seeing out there, this war waging against them and being waged against them . Absolutely. The viral rhetoric we mentioned earlier, lance, i couldnt agree more, it shifted on this landscape, the entire landscape 180 degrees, the emboldenment of bad guy and diminishment of authority of the good guys. What that happens, cheryl reference as great guy, there are always great guys, the guys come running into the fire, go in the wrong direction ostensibly while everyone is taking on off but reality its a dark, dark horrible day. That is the whole thrust of it. If the limousine liberals want to continue to perpetuate the big lie, the big lie being that police are murdering illegally and unjustifiably black youths across america well continue to have days like this. Please, rhetoric, shut your pie hole if you have nothing good to say. Cheryl lance you talk about that as well in your book. You say, that the rhetoric, that the words, these words are harming because theyre inspiring this type of violence in our nation. They are. You know, when cops kill i talk, i interviewed officers who had been shot, officers who had taken a life, people are forgetting a lot of the byproduct of wanting all these videos out. Lawful use of force, selfdefense, officer using deadly force, it is not going to look good on video. Ive seen baton rouge video at half speed, seen it at one quarter speed, i can tell you unless something comes up you cant see on video, that was probably justifiable use of deadly force. Instead of saying were going to stop, were going to look, were going to wait, the investigation will probably sake six months. The toxicology on the suspect is going to probably take six weeks to eight weeks. So people want quick answers from the video but they want a thorough investigation. Quick answers and thorough investigation are two parallel goals that will never coincide. Cheryl the videos that weve seen, we were just showing that video of baton rouge, louisiana, they create a lot of emotion, and then we end up on a day like today covering a horrific story like this. Stock market is rally on the news. Equities recovering steep losses in the wake of the british vote to get out of the european union. That number was 18,011. Were up 228 on the heels of the job report. Coming up, well continue to cover breaking news out of dallas. Is there a war on cops . My next guest, worldrenown scholar, Heather Mcdonald argues there is a war on cops and making each and everyone of us less safe. She will explain, coming up next. There she is. The suspect stated he wanted to kill white people, especially white officers. Cheryl that was within the last hour, at a press conference out of dallas. That was Dallas Police chief david brown revealing the now dead gunmans motive for killing five Police Officers and injuring seven in calculated attack. Police departments are ramping up security measures to protect their own in the wake of the deadliest attack on police since 9 11. Here in new york city, we just had Police Commissioner bill bratton in the last hour saying they are ramping up security. Happening in washington, d. C. And philadelphia, all ordering officers to patrol and take breaks in pairs. How at risk are Police Officers . Heather mcdonald, a fellow at the manhattan institute, the author of the war on cops. Heather, welcome. The timing of release of your book incredulous, this morning, this afternoon. Sad. Cheryl one of the things we talked about was the videos. In the baton rouge video, you see police, they have got their body cameras on them and theyre dislodged. If theyre giving doing something against the law, excessive force, wearing body cameras, explain to me what is in the minds of these officers if this is happening . Officers are not trying to kill anybody. They are trying to protect the public. They got a call in this case of a man with a gun threatening somebody. And they are trying to make horrible splitsecond decisions about whether they are facing an armed felon that can put their lives or somebody elses lives at risk. I can tell you one thing theyre not thinking about, cheryl, it is race. In fact, there was a study that came out this year, most sophisticated study to date, shoot, dont shoot, that decisions officers make, now officers take longer to decide to shoot an armed black suspect than an armed white suspect, and theyre less likely to shoot an unarmed black suspect than an unarmed suspect. So the black lives matter narrative is a lie and it is a dangerous one because it is leading to a degree of hatred against cops that now has bubbled over into a second assassination after the assassination of when, officers, wenjian liu and rafael ramos in new york city of december of 2014 but theyre experiencing hatred on the streets every single day. Cheryl there are many out there say, they have said it today, there is a war on the black community by Police Officers. That is simply not true. The, there is no Government Agency more dedicated to saving black lives than the proposition that black lives matter, than the police. Tens of thousands of minority males are alive today thanks to proactive policing. In fact, a much larger proportion of white and hispanic homicide victims are killed by Police Officers than black homicide victims. Fully 12 of all white and hispanic homicide victims are killed by the cops. 4 of black homicide victims are killed by the cops. Cheryl now you also talk in the book, there is a section called, hand cuffing the cops. You say that theyre being held back from doing their true duty . That they cant do their jobs effectively. Why is that . Well, you have lawsuits against them brought by both the Obama Justice department and the aclu, claiming that when officers engage in proactive policing in highcrime areas, that they are somehow engaged in racially biased policing. Again that is not true, cheryl. Cops are going where people are being victimized. Given the high rates of both criminal victimization and the fending in minority communities they can not save lives without disparate stop and arrest data. Trump issued a formal statement this morning which concluded by saying, am and i am quoting this is time for strong leadership and love and compassion. We will pull through these tragedy, trump says. She wrote and i am quoting here, i mourn for the officers shot while doing their sacred duty to protect peaceful protesters, for their families and all who serve with them. Here in washington on the house floor both republican and Democratic Leaders cald r let our anger harden our divisions. Lets not let that happen. There is going to be a temptation to let our anger send us further into our corners. Lets not let that happen. Episodes like this must not harden our divisions, but should unify us as a country. We are all horrified by this despicable act of violence and we share in the shock and grief. Reporter cheryl, back to clinton for a second. I had seen she hadnt canceled everything, blake. I think that is very interesting. Blake burman out of washington. I want to stay on the topic a moment. I want to bring in republican strategist, Ford Oconnell and progressive radio show host chris hauge. I want to bring on the issue of Hillary Clinton and she has been in vocal support of black lives Matter Movement. Does this put her in awkward position today . No. Look, a lot of people are very concerned for what happened with the police and you see what people who are very concerned over the two shootings incidents over last couple days. I dont think you have to be concerned for one over the other. I think you can share the grief that are held in both cases. I dont think black lives Matter Movement necessarily is an antipolice movement. It is prosupporting recognition that black lives do matter in america and that black lives are somehow often, not by everyone, treated as less than in our society. I think Hillary Clinton is right to stay at this event today. Chris, i have to Say Something here. The thing is that Hillary Clinton basically, her statement was a tweet. Here is why its a tweet. Lets talk about this awful tragedy. Now lets talk about the politics of it. She is tethered to president obama and black vote. If they dont turn out for her she loses. He is he had had of the party. He is the chief spokesman. She doesnt want to get caught crosswise with him. Basically said hey, i mourn for the police but doesnt want to get cross lives with black lives matter or police or basically barack obama is her shepherd on this issue. Cheryl i have to say, gentlemen, the president has in the past been very supportive, making this political issue along with the topic of gun control. He did speak from poland, from warsaw this morning. I want you to listen to what he had to say. In particular, listen to the tone of the president , guys. I believe that i speak for every single american when i say that we are horrified over these events, and that we stand united with the people and, the Police Department in dallas. We will learn more undoubtedly about their twisted motivations, but lets be clear, there is no possible justification for these kinds of attacks, or any violence against Law Enforcement. Anyone involved in these senseless murders will be held fully accountable, justice will be done. Cheryl you know, ford, i have to say the president was very measured i thought this morning in his reaction. I think that is exactly the right reaction. The president is spot on but what you missed the rest of the clip is, he had then jumped to gun control. It in his dna never let a crisis go to waste even one as horrible as this one. He wants to strike while wire is hot and be measured but the left wants to ban all guns no matter what. Cheryl chris that is hot stoppic. Political topic, an Election Year topic. Of course, we do need to talk about gun control i want to ask this question to the world. Where is the nra out there educating Police Officers that not everybody who has a gun is a criminal . These two people that were, were killed before the crisis in dallas, both had registered handguns. I dont hear the nra speaking up for them at all. I wonder why . Cheryl because they were criminals, chris. Not every, not everybody that owns a gun is a criminal. I dont think cheryl people hunt deer in the state of texas by the way. Im sorry, it is our right. But what im saying, cheryl, the people who were shot in louisiana and minnesota, they legally had the right to carry a guns and they had permits and everything else. Cheryl so every gun owner is criminal. No im not saying theyre a criminal. We need to know what the Police Procedure was and what happened. Youre pushi for gun control. Maybe, i dont kno it looks terrible, maybe they acted in accordance with the law. We dont know that. But you automatically in your dna jump to gun control. Unbelievable. Look, i believe we need gun control. Im not calling for gun control right here right now but the president is right saying guns are a problem here in this country. And i think something needs to be done about it. Cheryl i was looking at a couple the statements of course from Hillary Clinton and from donald trump. Donald trump said this. Again i think the candidate have been very respectful today. Trump said it is coordinated premeditated assault on men and women who keep us safe. This is time more than ever, leadership, love, compassion. Well pull through. I have to say, ford, trump sum is so crittized by his brashness and being nonpolitically correct, ford that actually was a pretty tepid statement i thought from donald trump. It absolutely was. And look, there is no manuel for how to handle tragedy. You kind of want to do two things. First acknowledge the public fear and instill confidence and preach calm and unity. Frankly throughout the statement he did that. Plus he also acknowledged what happened in louisiana, minnesota said these are tragedies we need to get to the bottom of. Bravo for donald trump. A little bit of a turn but the markets today, we got a rally going on after that big jobs report number. Came out. Look at the dow right now, 18,150. But 254. Were now in front of that british exit number. That was 18,011. The markets have come back if you will from the shock, the global shock of britain leaving the eu voting anyway to do so. Also the economy, we had a lot of new jobs added. Labor Participation Rate though, that stuck at lowest level since the 70s. Well talk about that after the break. Trish oil prices settling at 45 a barrel, unchanged after dropping almost 5 yesterdays trading session, more gasoline demand as americans hit the road this summer but pointing to an oversupply of the cost of crude. Jeff flock standing by at the cme. Not much change at all today, mixed news out there. Some positive economic news. I will tell you, though, interesting, cheryl, most people not talking about oil traders down here today, talking about the events in the country. But on the subject of oil, narrow range today. Trading at a range of 45. 97 to 44. 77. So not much activity at all as to gas prices, they continue to decline. We are now according to aaa2. 25 the average gallon of regular compared to 2. 25 a month ago and this time last year we were 2. 76. So getting a nice premium on that. Maybe that partly explains some of the jobs numbers. A little boost to the economy out there. That good news here today. But most peoples minds fair to say talking to these traders, not here on the trading today. Cheryl. Understood. I think a lot of peoples minds are elsewhere today. Jeff flock out at the cme in chicago, jeff, thank you very much. Its interesting to see this friday especially all the volatility weve had markets are rallying on the heels of the june jobs report, take a look at the numbers and what we had. The Labor Department reported that the u. S. Economy added 287,000 jobs last month. Theres your markets, dow pushing session highs right now. Were up 261 s p 500, nasdaq higher as well. But, again, we beat expectations. 287,000 nonfarm jobs added. And mostly this report was positive. But it also showed wages remained stagnant, increasing 0 also the labor force Participation Rate, its hovering near 38year lows. That story continues. Bring in jason rot man as well as peter mauricey. That labor Participation Rate, its just stuck at that level. Its not a good level. No. Its not. And the jobs market is really not that robust. I mean the 287 has to be seen in the context of the main number, which was only 11. Over the last three months, Economic Growth has been about 2. 5 . Thats what the Commerce Department will report in a couple of weeks. New Jobs Creation has been about 147,000. Thats less than a the Third Quarter and the last years, overall we have been cycling down as we see machines at cvs and other places, were simply not adding many jobs and as a consequence wages are not raising and people who have been participating in the labor market because they get a lot of government benefits dont see much gain getting out there and looking for a job. Cheryl and whats interesting, jason, as you look at the Market Reaction today, we have this right now but over the longer term, theres just no growth story out there and thats an economics story. Its almost like when you wake up, and you think, oh, wait a minute. You know, where am i . Whats reality . Well, the reality is that the economy isnt doing so well. Correct. So what i would add to that, chairing with, is a couple points. Number one, fraj traders standpoint, this is starting to feel like market euphoria. And whenever it starts to feel euphoric or, in other words, irrational exuberants if i may, thats when the rally is unsustainable. Cheryl but youre not saying that now, i just want to clarify. No. I dont think so. Sure. Im saying its getting there. Were not even above alltime highs yet. I think youre going to see a lot of cash on the sidelines once it breaks alltime highs. But i think at some point fairly soon, maybe at the end of this year, maybe get a christmas rally that is the ultimate fade where thats when you get out. Cheryl thats going to be after the election, and i think thats the big question here. Because youve got two candidates with very different tax plans that theyre proposing. Peter, i mean what the elections got to factor into your thinking. Well, right now i think that the election creates an awful lot of uncertainty because they take us in two different directions, the two candidates. But if youre looking at the immediate outlook for stocks and its impact the on election, i think the immediate outlook on stocks is favorable. I suspect that the Second Quarter profits reports are going to be pretty good. And when folks see their gdp number while its not gangbusters, its not Ronald Reagan growth of 4. 5 and 400,000 jobs a month, it is enough to keep profits moving up and to take us back to our alltime highs on the dow or the s p. So my feeling is were going to have a july rally, its going to be something we can enjoy, that will impact the election because its going to make it tougher for donald trump to make his case. Cheryl what do you think, jason . Do you agree with that . Listen, i agree as i noted before that the gentleman started speaking, i think were going to continue to go higher. Cheryl okay. Possibly throughout the rest of the year. The problem Bigger Picture briefly is that theres 10 trillion of securities in the world with a negative yield. And whenever you see that, that means that the Global Market is not confident in the growth story as you pointed out, cheryl. So for a sustainable rally, thats not good news. I think over the next few months, sure were going to break alltime highs. Cheryl well, gentlemen, we are seeing a nice rally today anyw unemployment number coming out today, i mean you want to look at these numbers theres some good there i think, peter, and i do want to end on a positive note. What portion of the economy, what sector do you like the best and then, jason, ill go to you. Same question. Well, this portion of the economy i like is hightech manufacturing. The stuff that uses a lot of intellectual property. I think its going to do quite well. And i think its going to were going to see a lot of substitution of labor with capital over the next several years. So things like robotics, machine tools, theyre going to do quite well. Cheryl not great for jobs, though. So i have a pick right here Tal International group. Briefly they are one of the Global Leaders in container leasing. They lease containers to various conditions that use, you know, containers to ship stuff overseas. The key with t al is that they are the ultimate definition of a beaten down stock thats not going out of business. And furthermore, 12. 8 yield today. Do you need a preferential congress to investigate her statements under oath . Sure do. Youll have one. Youll have one in the next few hours. Cheryl okay. Republicans are not ready to put Hillary Clintons email scandal to rest. House gop leaders are pressing the fbi to launch into an investigation into whether she lied to congress and therefore committed perjury. Clinton claimed sworn testimony she never sent or received emails marked classified when she served as secretary of state. She also claims she used only one mobile device and turns over all of her workrelated emails. All statements director james comey has debunked. Joining me now, a senior fellow on constitutional studies at the kate institute. So heres the question. Does a lying to congress what will the consequences be . B what would the time frame be for this . For some type of investigation . Well, this would have to be referred to the justice apartment, not necessarily to the fbi. And then the relevant federal prosecutor in dc because her testimony happened in dc. The u. S. Attorney would take that under environment. Just like he took under environment the holding of eric holder in criminal contempt. So i dont think thats going to go very far. You know, this is really at this point for Hillary Clinton a political operation. Cheryl right, well, it is but its being politicized on both sides. I want you to listen to something that nancy had something to say. I want to get your reaction on the other side. This is going to be an investigation of of the decision that is an investigation of the emails that was part of an investigation of the benghazi. So we had an investigation of the investigation of the investigation. How long can this go on . Cheryl also shes making the point i think to the american taxpayer that this has been a very expensive investigation. Millions of dollars now racked up. Did she have a point . Well, the American People will be the judge of that in november. Because james comey was in a tough spot. Kind of like john roberts in the First Obama Administration case four years ago. Clearly laid out why what secretary clinton did was illegal. But then at the last moment decided not to prosecute. I dont necessarily endorse that action. But i can understand it. I think. And so the American People will have to figure out and of course Hillary Clintons opposition donald trump and others will be cutting adds, showing her lying to the American People about her emails and her methods in comparison to what jim comey said. Cheryl and you have other vocalizations like congressman tray gowdy. I want you to listen to this for a second. Secretary clinton said she never sent or received any classified information over her private email. Was that true . Our investigation found that there was classified information sent so it was not true . Thats what i said. Secretary clinton said there was nothing marked classified on her emails neither sent nor received. Was that true . Thats not true. There were a small number of portion markings on i think three of the documents. Secretary clinton said i did not email any classified material to anyone on my email. There is no classified material. Was that true . There was classified material emailed. Cheryl the issue of lying to congress, so they have a point. Well, i dont know how much of that is lying to Congress Versus lying during a press conference that she gave to the American People. Versus what she said to the fbi whether it was or wasnt under oath this past weekend. Look, ultimately this decision was made by director comey, and we can agree with it or not. Whats going to happen Going Forward is purely political with the American People judging whether that disquantifies her. Ironically if it were Anyone Running other than donald trump, i think it would hurt her a lot more. Cheryl yeah, well, certainly a story were going to continue to cover. Cheryl from a business perspective, what do you say about this . Well, i think from a business perspective, weve got to stop looking at that participation number, which includes retirees. There are more retirees now than at any point in the history of our country and thats included in that participation number. Steadily dropping off since 2009. I do think, though, that were going to have to make a choice. Do we want to continue in the policies that have been creating about 200,000 jobs a month since 2009 . Or do we want to go in a completely different direction where we dont know where donald trump will take us . I think people like stability, i think thats why it favors Hillary Clinton in this election. Okay. And, ford, at the same time, he does have a point, donald trump, that, yeah, u. S. Jobs have gone to china and mexico. Thats a fact. Hes right. Well, that is a fact. About 3. 2 million have gone to just china alone and most of them they manufacture since 2001. Heres what chris said sounds great. But understand that this election is going to be fought in six to nine states. And you want to ask yourself when it comes to labor Participation Rate and youre sitting in defiance, ohio, do i want to continue Barack Obamas policies under Hillary Clinton . If im in western pennsylvania, do i really want to see coal plants shut down . And if im sitting in the i4 corridor in orlando, do i really think the economys working for me . The question in chris exactly right about this, do you want to continue on the trajectory of government as usual . Or do you want wholesale change . This issue favors donald trump. But the question is theres two other big issues in here as well thats National Security and health care and thats where trump needs to make his market. If he can on those two other issues, this is going to be a close cheryl chris, make your point on the jobs, though. He does have an interesting point on states, especially manufacturing in ohio. Look, i think theres manufacturing states do have very big issues, and i dont think those jobs are coming back no matter what donald trump says about it. But i do think my friend ford has Wishful Thinking if ahe thinks hes going to spend any time in florida. Florida will not in play n play in this election. Maybe ohio, maybe pennsylvania, but i dont think so. But, you know, well see where that goes. Cheryl i dont know. Im not sure that the economy in florida is really well, there you got a great point here. Theres a economy and certain pockets of florida. Obviously floridas doing quite well. But youre talking about miami county and im going to tell you Central Florida is hurting. Particularly with the number of people coming in from puerto rico because of the bond situation there. Right. And those people coming in from puerto rico are not going to be voting for donald trump, and they might not vote for any republican given the way the republicans in congress treated them over the debt crisis. And remember theyre americans, they migrate, they dont emigrate. And my response to you, chris, the way the democrats are dulling out goodies, theres a lot of americans in the middle of florida are going to be hacked off that youre more concerned about them than the people that are already there. Cheryl what about california, ford . Thats where donald trump is going to have a big problem. Well, california is not in play, it hasnt been in play since basically Ronald Reagan. But theres pockets. Theres pockets of california. Of course. Cheryl especially southern california, which we should say usually tends to be very conservative. And california has a lot of problems right now. Look, california has tons of problems and the reason why they have those problems is because democrats are super majority, and they just basically keep moving from space to space without looking at the Bigger Picture. But california california. Hillary clintons back pocket. Im sorry californias economy is one of the best economies now in this country if not in the world right now. And there are pockets of problem in california but as a state in a whole, it is now the fifth largest economy in the world and doing very, very well. And thats because it has 36 million people.
