First, i think we need to recognize we are at war. This isnt just a Law Enforcement issue. We are at war and we need to continue to go on the offense. Being on the defense will never defend all of the targets that had are in our society. Secondly, i think our borders and Homeland Security are very, very serious concerns. Obviously, that alone wont protect us because some of these folks could be citizens. But i think our southern border is a much, much more serious problem, really, a crisis now in part because of this aspect of the situation. Now, i think you make a great point. Thats what i want to get into with you because we can talk about protecting the borders, but what about the idea that there may very well be people here in america that are americans that are choosing to go this route . Stay with us, senator. A lot to talk about with you, senator vitter. First, these recent headlines, renewing concerns over lone wofrl radicalization. How do we stop that from growing on our shores . Good morning, everyone. You know, 9 11 was a complicated attack that took years of planning. But now, the terrorists just have to pick up a hatchet or a give up. You know, terrorism here at home is not new. Back in 1954, puerto rican nationalist terrorists opened fire in the House Chamber ontol congressmen. The next decade, the puerto ricoal separatist successor, bombed and killed its way into infamiliary. In the 1960s, libanese army. Thompson, who was shot last week after attacking four new York City Police officer with that hatchet reportedly defended isis and called for a revolution against his own country. He wrote on facebook, americas military is strong abroad, but they have never faced an internal mass revolt. Helicopters, big military will be useless on their own soil and they will not be able to defeat our people if we use guerilla warfare. In 1990, elsa nosir assays nated in a hotel. Now the calls for jihad and the threat are only stronger. We need to be on guard about it. We need a full Law Enforcement and intelligence response. We need major organize yaations infiltrating terrorist cells and terrorist networks so we can get the best intelligence possible. In terms of these attacks in canada and then the hatchet in the u. S. , did that spark new concerns, do you think, about this lone wolf scenario . Well, not brand new because, maria, this phenomenon is not brand new, weve known about the threat. But clearly, it highlights the significant danger and it does increase attention on it. Where are we in terms of the fight against isis, senator . Weve been talking for so long about the air strike campaign. Is it working . I dont think it is. I think its largely window dressing, unfortunately. I dont think we have a comprehensive approach, a comprehensive strategy. And i think we need a new resolution in terms of military force for a couple of reasons. One, constitutionally, because were talking about a whole other country in part syria. Second, practically, to really engage congress and the American People and have a full discussion and debate about this so we get to a comprehensive strategy that can work, i dont think were there yet under president obamas leadership. Do you think the strategy changes after the midterm elections, that we, in fact, do see boots on the ground after the midterms . Thats largely up to president obama as long as he is in charge. I would doubt it. I dont think hes ever gone to go to american boots on the ground leading the way. I hope where we get is a recognition that air strikes particularly very, very specific air strikes not a Huge Campaign is not going to be close to doing the job and we need to engage our allies much more fully and get some boots on the ground. Im not advocating americans leading the way or taking all of the sacrifice by any means. Lets talk about the midterms for a moment, sir. Here we are in a majorly tight race. How do you see it playing out . Great chance for republicans to pick up the senate. You know, it takes a net pick up of six seats for republicans to get the Senate Majority. There are ten or 12 very, very competitive races all but two are currently held by democrats. So its very, very possible and, of course, one of those very competitive races is here in louisiana. My democratic colleague, Mary Landrieu against republican congressman became caddie. Do you think its all about turnout . What are you expecting in terms of turnout in terms of louisiana . Well, i think senator landrieus only shot is to completely rev up the sort of obama turn out machine. I think under any normal turnout scenario, any traditional metric, shes going to lose, probably in a december runoff. Its going to go to a runoff in december. So i know theyre very, very focused on turnout. And if the gop takes the senate, whats the number one priority in terms of policy changes that youd like to see . Repeal obama care. That would be vetoed by president obama, but i think its very important to move forward with that. The house and senate together. And then also look at a specific reform after that veto that can make a difference in the next two years before the next president ial election. Senator, good to have you on the program this morning. Its hard to believe we were just talking a couple of days ago. I think it feels like a couple of months. Its true. There is so much going on. What a big announcement Johnson Johnson made this week. That is the idea you could have up to a million doses of an ebola vaccine sometime in 2015. Absolutely. We think there is a critical first step in the war against ebola. As i mentioned this week, weve been working on this actually for some time. As often is the case with science, you have a hypothesis, you test it out, but our scientists have made a lot of progress by taking a very focused approach with one of our vaccines produced out of cells and combining it with another companys vaccine until youre able to get kind of a onetwo punch or a prime boost approach. And what weve seen in early testing, is not only do you get an immediate response, but we hope it will be more persistent and potent over time. What has been the big challenge or the biggest challenge in terms of getting a vaccine on the market . Well, theres always a lot. First you have to make sure that youve got the right approach and you have something that really works. These viruses, theyre difficult. While weve been working on it since about 2004, it was recent ly the insight toes take this approach. Can you get your production and your capacity up soon enough to help address the problem . Because if you have a vaccine thats not available, that creates other issues. So because of the technology that we invested several years ago called the perseids six, we think we can have about 250,000 doses available by june 2015. Then on a continuous basis, through the remainder of the year, about a million doses. And then its getting the vaccines to those who need knit a timely manner. Absolutely. Thats another important step in the chain. Were working with the world health organization. I first had conversations with cmf, the fdia, our scientists working hard. Obviously, its going to take a comprehensive approach and a lot of partnerships to make that happen. Let me move on. We have the midterms about a week away. Theres a lot of expectations that the gop takes the senate. What would you like to say if, in fact, that were to materialize in terms of policy priorities on the part of congress . Well, as you can expect, maria, right now weve been focused on ebola as well as a lot of other issues. Like many large multi nationals, particularly those in health care, what can we do to make sure were doing everything we can to push the economy forward . We make sure we have the great Scientific Minds we need to help fuel our future, as well. Youve got the pharmaceutical business, a huge medical device business. In terms of the Affordable Care act and obama care, what has been the impact of the medical device tax, the anticipation of the tax, how has that impacted your business . Well, its still early days with the Affordable Care act. And i think the good news in america is about 8. 5 Million People now have access to insurance. But now we start the challenging part. How can we make sure patient res going to get access to high quality care with good value . So what weve seen, wrp faced with the issues with the economy over the past few years. Some of the things like hospital add milligrams, surgical procedures, we havent seen those back to previous vels yet. But i think whats going to be important now is that we work forward, we continue to focus on patientes and we continue to create an environment where, frankly, innovation is rewarded so we can do things like ebola get after alzheimers other other cancer patients. We just heard senator vitter talk about they want to repeal obamacare. Would you like to see changes to this legislation if we would see a balance of power in congress . Now, as we start the true implementation, a lot of things we have to make sure we address more of the details of the plan. So, for instance, we have to make sure that we dont forget about the called of care, we have to make sure that translates into marginal care. Very much a debate in terms of where we are in this recovery. You have a Huge Consumer business. What do you think for the consumer right now . We havent seen the consumer come back with strong growth rates. On a global basis, however, this is one of the strongest markets starting to return now. If you go to areas like south america, brazil, venezuela, after a lot of things down there, weve seen it slow down somewhat. Were seeing about a 10 growth in that market. Eastern europe right now, things have been, as well, for the rest of europe. We remain cautiously optimistic. Consumers have gone through a lot over the past several years. We havent seen them completely return to their pattern. And you cant look at the u. S. In isolation. A company like Johnson Johnson is global. Almost 60 of our sales are outside the United States. As for the question about saudi arain whys role, saudi arabia has announced publicly it is taking place on a daily basis of those terrorists to people in iraq and syria. Do you think isis can be defeated . I think the question is not whether or not isis can be defeated or not. We have no choice. This is not really an abe rab based situation or a u. S. Based situation. This is a National Community situation whereby isis has to not only be defeated, but eradicated completely. What do us to those out that who say saudi arabia has had a history of supporting and funding extremists particularly in syria, for example . Do you believe saudi arabia should take some responsibility for isis being formed . Well, the whole world has to take responsibility. There is no doubt there are some saudis like there are some people in United States, like in europe, in some other countries who are really support these terrorist groups. But maria, saudi arabia right now has active not only their talking, but theyre following the words with deeds. Let me turn to the price of oil. You have obviously been very vocal about this. Oil prices are down sharply. This year, you called the decline a catastrophe for the saw didsaudi economy and you ha been criticizing some of the comments and the actions made by the oil minister of saudi arabia. Tell me whats happening. Yeah. Again, my criticism of the minister of oil because when the price goes over 100, he can publicly and said that 100 is a point where producers and consumers are satisfied. Well, guess what now . Now its 80 and were hearing nothing from him right now. What happened early in the price is on the supply side, on the demand side. On the supply side, weve seen Oil Production and Gas Production exactly as is happening in other countries in the world. Fracking in the United States now is going up. Some other countries in the global on the demand side, youve seen now indication that china, although theyre growing by 7. 3 , but that 7. 3 really is somehow below what was expected, japan is on the verge of recession. But that comes back two weeks ago was when surprisingly, germany announced that their revising their growth projection from 2. 1 to 2. 3 . So all those matters on the demand side the idea, the concept that oil demand will not be as high as expected. Do you think that the Oil Producing countries should cut production, keep production stable . Is there just too much oil in the world and thats whats causing the price to go down . Clearly, the position of saw dey rain ya, United Arab Emirates and kuwait is not to cut production. If they cut their production right now, some other countries will increase the production and take the market share from them. In late november, the meeting of opec and i believe the discussion of the production will be raised over there. Saudi arain why and kuwait can uphold more time whereby the oil prices but russia, venezuela, some other countries cannot do that because their countries are oil than saudi arabia. The final question here, you are one of the leading investors in the world, full disclosure. You are one of the leading investors in 21st century fox, which is a parent of the fox news channel. The markets have been jittery. A lot of volatility on these worries about the Global Growth story. I know you met with the president of france while you were in paris this week. Whats your take on the global slowdown . We had a private dinner with president hollande, with senior and leaders of the did she funds in north america and middle east. And there were a lot of reservations and worries and president hollande was very specific saying that we need to be pushing for growth above 2 , between 2 and 3 . But this cannot happen unless there is a concerted effort with germany and other members of the european union. What are you saying from your holdings . You own real estate and hotels, including the one that youre at right now in paris, all over the world. Are you seeing weakness from that standpoint . Yeah, we see stability, but clearly, our eyes and all is open. The fact that you may have some weakness whereby some of these investments could be impacted. Well, i am. This is a structured one. Kill a cop, but theres going to be more and more of these people who think this is their way to stardom, whatever the case may be. I think there will be more and more of those incidents. And its not a religion. Its almost like theyre hiding behind some isis strategy. What do we do about it . Were doing what were doing which is that you have to be very, very proactive. You have to watch for people who fit a profile that may mean they make trouble. Here in new york city, i have to say the nypd has been doing this for a long, long time and theyve been very successful, thwarting 17 attacks. Isis likes to inspire the individual to work at home. I am less concerned about this than i am about the actions of a concerted group of individuals getting together. Yes, its going to be difficult. Yes, there may be some individual acts of violence. But i think what you have to worry about is individuals like this acting as a group. That is a deadly concern. Maria, i think you have to ask yourself, if these are oneoff incidents, but the real worry i think is when you get groups together and do Something Like fly airplanes into a giant building. That is really what we have to worry about. The other thing is terrorism is terrorism. People in this country are very concerned. Not every city has the tremendous capacity people have. People are going to start be very, very concerned, as they should. We have to be concerned about police being more overly aggressive. Lets go to the source. In terms of the strategy to beat isis, where with we . Clearly the debate rages about boots on the ground. How do you characterize the strategy so far . There is no strategy. At the end of the day, were doing the minimum bombing. The vaek army is getting better. There is no strategy or ally. There is no game plan. Its going to be at least a year before we work get troops on the ground. Theres still a big debate in congress. This is at an enormous cost. And that is not going to be solved by a midterm election. We have a basic vision in this country over people who dont want to see any american boots on the ground exposure versus if you do not deal with this problem now, it will only get worse and worse. His own military says that. So, maria, i would say too little too late with this president as usual with this president on foreign policy. I wanted to connect a couple of dots with isis and iraq and these domestic events were seeing here in the u. S. In both cases, we had problems we were hoping just would go away. In the u. S. , with all these worries about surveillance, about Civil Liberties and these nsa programs, now, when you start seeing this, you have that debate again. In both cases, you have to say, these problems that weve been dealing with for more than a decade havent gone away. The tensions theyre dealing with in American Society hasnt gone away, either. And that is underlying the feeling, the sentiment out there. People are nervous. Its just another thing that sort of is weighing on investor minds, on consumers out there, because we dont know what is around the corner and we dont have the confidence and the leadership of this socalled strategy. I dont think theres ever been quite a disorganized terrorist group out there today that is looking for long term. We talk in terms of a 30year war, a lot of it is going to be actions here. A lot of it is individual act. It can create once again, terrorism is making people fear. They can easily do that here. This is obviously the most well funded terrorist group that weve ever seen. Zero. In fact, nbc, cbs, the three leading broadcast networks that reach 23 Million People, the disparity between 2006 and now is dramatic. 6 1 stories. That is extraordinary. That is amazing. Some people say its because theres a liberal bias in the media and this time the republicans may take over. You think . You know, i dont like the liberal bias explanation, but in this case, its kind of hard to come to any other conclusions that there may be something to that here. Maria, when you look at Prediction Markets where people place betts on who they think is going to win, theyre point to go republicans taking over the senate. For me, the most interesting thing here is how does obama respond . In the past, weve seen, you know, for instance, clinton deciding he has to, would with the republican congress. Are we going to see obama sticking with the ive got a pen approach or is it going to decide if he sees republicans in the house and senate, that its time to work with them . Is his legacy important to him in terms of i think it is. Thats a valid point. The truth of the matter is, this president is a liability. Historically president s dont do well in the sixth year. But this president is as much of a liability to these democrats running as pelosi was in 2010. And you see numbers dropping, dropping, dropping, and the president s approval rating, everything candidate is running away from him. To a certain extent, it is a repudiation of him. If he wants to reform himself, he has to and noeb wants to see all politics as usual. We have to talk about Hillary Clintons comments when she was at a rally this week saying dont let anybody tell you that business creates jobs. Trickle down economics has failed spectacularly. Is that just politics as usual . Do you think this is going to resinate with people . If this is her policy, shes going to get clobbered because its not true. And so any candidate that wants to run saying business is not creating jobs, government is creating jobs, the big dropoff in jobs, then government, particularly state and local. As judy said, i havent seen the full context of this quote, but to the extent youre taking a shot at trickle down economics, weve been running, the United States has been running a trickle down Economic Policy for the last four years or the last six years, actually, since the financial crisis. Low interest rates, push up asset prices, push up the value of homes and push up tock prices, thats benefiting the wealthy and we hope theyre going to alternative around and spend money. We have a trickle down Economic Policy in action today. And more than that. The idea that business creates jobs and then that will trickle down throughout the economy has worked. So i mean, shes saying that its failed spectacularly. Shes obviously referring to the financial crisis in 2008. Any candidate that runs an antibusiness candidate, perhaps youre correct in your assessment, but the far left, the only way were going to get this economy moving again is going to get through business, take all that cash they have, reinvesting in america, creating jobs, and i think anybody that thats what makes capitalism makes this country go. Europes report card is in. 25 banks failed the socalled stress tests that the European Central bank has weve got 25 banks failed to prove that they had big enough Capital Buffers at the end of 2013. Its a shortfall of about 31 billion. Some are saying 13 banks failed, but 25 do not have the capital. 13 havent yet raised enough capital. 12 others failed. Theres a couple points id make. First of all, its the italian banks that stand out here. We have to see how italian banks do when they open tomorrow. No german banks failed, but a number of italian banks failed. For american viewers, this demonstrates to me how far behind europe is. We did stress tests in 2009. We did as a nation something very unpopular. We put capital into weak banks and got our Financial System on an even keel again and were disappointed in the coverage, the europeans are five or six years behind in that process. Okay. I think the centralization of control over the banks is really important in europe. And this is an absolutely essential step long overdue. Mario draghi has been pushing and pushing this. Even so, we had nine italian banks that couldnt raise this capital. Im amazed that some of the banks improved it as well as they did. These guys are going to have to raise more capital. Weve got the gdp out this thursday. What are you expecting . How would you characterize the Economy Today ahead of these midterms . I think its steady. Its sort of meeting the projections. I dont think it has a single impact on the elections. The voters out there dont feel its doing well. And you are looking for 3 . This has been the fourth time in the last five quarters that weve had growth. The American Economy is in better shape than i think people realize. We saw that is in the stock market this week. We took a big hit. It bounced back up. Once we saw the tenyear yield, a lot of people told me they thought that was the bottom over the near term. They said if youre going down to 1. 8 , the economy is thinking or this is a fantastic place to buy in. That is exactly what happened to market. Until people start feeling it, i dont think its going to be. Were feeling it slowly. Its been a long time coming, but its coming back. Very gradually. Beginning to get some contraction.
