Maria senator ted cruz will join us. Coming up live ted cruz here in the studio. Shocking footage out of the Mediterranean Sea after a major earthquake strikes off the coast of turkey triggering a tsunami, the latest at least two people were killed and 100 others injured. The trouble continues for chipotle this morning as the number of people sickened at virginia restaurant climbed. The company hit with a report of rats at one of its locations. It is not all good news for amazon this morning, why the federal trade commission is reportedly looking into the companys discount pricing policy, what does the ftse want to know. Markets look like this this morning, we are waiting on a number of highprofile earnings for the Second Quarter. Markets are looking mixed. S p 500 up. Earnings driving the action including General Electric, set to report before the bell that may well set the tone for markets. We will give you before it hit it is tape. Cac quarante and dax index going to negative territory. Ftse up a fraction now. In asia markets mostly lower with the exception of korea. The others fractionally down. Weve all been frustrated with the repairman from time to time but one florida resident took things a bit too far. Details after a home owner expresses anger by shooting the workers tires. Fox Business Network dagen mcdowell, former Army Intelligence officer andrew peek and chief Market Strategists katherine is here. Great to see you. Thank you, maria. Dagen good morning. Can we talk about the new director of communications at the white house is going to be Anthony Scaramucci. Maria Anthony Scaramucci getting the job. Dagen we known him to be a very effective communicator. Maria he really is of all the times hes been on your program. Maria former fox contributor and been on the show a number of times. Good luck to you, anthony. Great news there. We will talk about that along with other stories. Tennessee congressman Marsha Blackburn is with us. Kellyanne conway. We have a big show this morning. You dont want to miss a moment of it. Republican efforts to repeal and replace obamacare. The latest senate bill to do just that would lead to 22 million fewer people insured over the decade. It would also reduce average premiums on Obamacare Exchange by 25 , most notably this bill does not roll back income and payroll taxes nor does it hit provision known as cruz amendment which would allow insurers to offer less comprehensive coverage. The senates number two john cornyn expect procedural vote this coming tuesday but he adds knowing whats in the bill before then is, quote, a luxury we dont have, a luxury we dont have, dagen. I mean, its kind of incredible that days before a vote and then we are hearing this, one of the top leaders, he doesnt know exactly whats in the bill . Dagen again, its not just what has not happened this year, its what has not gone on in the last seven years that has a lot of conservatives an a lot of republicans frustrated with the lawmakers. Senator ted cruz to his credit has done his level best. Maria he has. Dagen tried to get something in the bill in terms of loosens the restrictions on the types of insurance plans that Insurance Companies can offer but theres a story in the journal today that the gop members of the gop are floating a bill to ease the medicaid cuts. So what does that mean . It means that youre going to keep obamacare taxes in place or many of them and then youre going to funnel that money to providing Health Insurance to lets be frank ablebody adults, redistribution of wealth, at the core it goes against conservative principles but thats what we are going to end up with if they get anything at all. Shame on those moderate republicans, centrist republicans who have gotten everything that they want and still wont vote to debate the bill. Maria im going to ask the question that i asked yesterday, is it time to ask the question, does this gop want the president to succeed . They are the governing authority, if they fail to come to do what they were brought there to do, being all branches of government and entitlement continues, as the general wrote a couple of days, i suspect that they themselves would be repealed and replaced. Dont you think the moderate holdouts on the Health Care Bill know better than any of us what theyre political calculus is, they clearly know what people, their voters in alaska want. We can say, well, the failure to rein in but they make a living to know what their voters care about. I feel they will be okay politically. Dagen you know what, thats the problem. Its a political calculation. Its not a social calculation. If youre a conservative and you look at the looming tsunami of entitlements in this country which you pointed out the other day, twothirds of spending in this country is mandatory spending. Maria absolutely. Dagen they have the opportunity to legitimately cut spending by a trillion dollars, cut taxes by 700 billion. Maria slow the growth of medicaid. Dagen throw growth. If you didnt vote for obamacare which republicans did not they were not in favor of expanding medicaid to include all of these additional people, its what 75 million americans, the largest insured in the world right now. So theyre basically standing back and saying, well, i actually like spending this money. Maria instead what did we hear the first time that Shelley Moore came out with when she first got there . What was the first line. Dagen to hurt people. Trump won by 40 points. Maria what kind of pr is she doing here . Dagen she stole into Chuck Schumers offer and stole propaganda, pamphlets. Kentucky and West Virginia is pretty similar. Kentucky is not a libertarian state and West Virginia clearly manchin agree that they dont like the bill, so i think clearly theyre catering to voters. Who is out on a limb here, rand or is it her . Could make the market freer passed by the house, the president is ready to sign anything that comes to his desk and they deter it. I mean, trump needs to get this Administration Needs to get some major piece of legislation done this year and weve got nothing. Maria do they want him to succeed . A brewing battle between the white house and the special counsel, this is also incredible. I have to get your take here. New reports say that some of the president s lawyers are now exploring ways to limit or even undercut special counsel robert mulers russia investigation by looking for conflicts of interest they could use to discredit this investigation. This comes as bloomberg is reporting that mueller is investigating, quote, a broad range of transactions involving trumps businesses as well as of associates, what do you make of latest reports . Here we have an undercutting of looking for conflicts of interest, by the way there are a lot of conflicts of interest with bob mueller in terms of teams he put in place. The donations to the democrats, they are working for the clinton foundation, but it does worry me that once you start following the money on this, particularly people like the Trump Organization and Jared Kushner that come from privatesector background, obviously they do foreign business, reports that Jared Kushner being involved with the bank of multa, a lot that can go wrong for the administration. I think mueller is going fishing here. Dagen that was the danger of appointing a special counsel in the first place. Maria thats his directive. Go fishing. Thats why they allowed the special counsel to lapse in the 90s because of exactly the situation. Dagen i would caution anybody in washington in the white house who might be thinking about trying to fire bob mueller because im sure its crossed a few minds at this point that when cox was fired by richard nixon, the person who replaced him leon was much tougher than cox was. I dont mean to float that but maria a lot of peopling are floating. Dagen people who are provery much in favor of President Trump and what hes doing who youre starting to hear that language, not from people within the white house at all but im just saying, history, history shows that you might get something thats great deal worse. Maria you would say dont do it . If you were advising the white house. Dagen i cant imagine that that would happen and legally thats a big hurdle for him. Maria what about Jeff Sessions vow to go stay in the job despite the president s comments to the New York Times this week that he would have picked somebody else for the job if he had known that sessions would recuse himself from the investigation of russia. Listen to this. We love this job, we love this department and i plan to continue to do so as long as that is appropriate. Im totally confident that we can continue to run this office in an effective way. Maria to the comments from the president , andrew, make it tougher for sessions to actually do the job effectively . He just said yesterday, i wouldnt have chosen. They were crushing politically for sessions. Political appointees in any Government Department specially the Justice Department are at such a disadvantage because the career officials know that those officials, those politicals are going to go away very shortly. The only source of authority they have is the good will of the president and sessions just lost his. Dagen wall street journal has editorial about President Trump encouraging Jeff Sessions to hang in there and they write, President Trump has shown he isnt bound by political norms and needs advisers like mr. Sessions to say when one of his impulses would be a mistake. He needs people who will protect him or can protect him and the country from his worst instincts and sessions quits trump might not find someone else who will take the job. Maria was it appropriate for him to recuse himself in. Dagen i dont think he had to do that at all. President trump has every right to be upset about it. Maria i agree. Dagen maybe not talk to the New York Times. Maria why tell the New York Times . Dagen cant help himself. If you listen to the interview they asked leading questions and President Trump answers them in a way, yeah, yeah. Kind of the standard response. Yeah. And he might change his mind at some point particularly when asked about bob mueller. Can you imagine the dysfunctional he stays on and doesnt resign, its got to be tough. A customer tests positive for noro virus after eating at one of the restaurants in sterling, virginia this as the company is hit with a report at rats at one of its texas locations. Tracee carrasco with details. That cant be good. Tracee earlier we told you about chipotle restaurant in sterling, virginia that shut down after 13 people got sick after eating there, that number closer to 133 according to reports. I was poisoned. Com. One person tested positive for noro virus which is the expected cause of tillness. Chipotle ceo apologized, quote, i made a commitment on behalf of chipotle to make the restaurants the safest place to eat and im confident in the programs and procedures that we have implemented. The restaurant in virginia is now back open after thorough cleaning and as you said if that wasnt bad enough, a now deleted facebook video surfaced that showed two rats running across the floor of a dallas restaurant after allegedly falling from the ceiling, take a look at this. Okay. Im not eating at this one again. I cant blame them. The rottens fell from a building, shares are down more than 1 so far this year. Maria thats it . Tracee yeah. Dagen i will point out that there was a famous, on the cover of i think the new york posts, the rat video of dinkin donuts. The massfood borne illness where you have more than 100 customers getting the norovirus. Tracee you see that at crew ships, day cares, places in close corridors. People still go on cruises. Maria might be okay. Are you going to go back to chipotle . Tracee i dont think i will be going back to chipotle soon. You want to limit your exposure if youre at chipotle, what meat do you choose, stake or steak or chicken . Dagen if somebody has the stomach bug if youre in new york, youre really rolling the dice every time you eat food prepared by somebody else. We kind of fly blindly. Its out of sight until something bad happens. Maria i cant believe they are battling the issues, though. A story for chipotle for a while. We will take a short break. Tracee, thank you. California inferno, flames are engulfing dozens of homes. Firefighters struggling to get the fire under control near yosemite apark. Maria thanks for joining us, it is friday, july 21st. Maria a preview of the highly anticipated drama dunkirk. Top story, donald trump double down on americanmade. The president announced a 500 million collaboration between merck, pfizer and corning. They will manufacture new glass for injectable drug files. It will create nearly 1000 us jobs. The potential for more hiring down the road. This announcement reflects a central of my administration. When we invest in america it is a win for companies, workers and the nation as a whole. Every day we are fighting to restore industry, and put America First or as you heard, make America Great again. That is what we are doing. Maria the president has been hosting Business Leaders as part of the white houses made in America Initiative was on wednesday he tells roundtable discussion how the administration will protect the made in america label. Joining us is one of the leaders of the meeting. Thank you for joining us. Thank you for having me. Maria what was your take away from the roundtable . My takeaways this administration really cares about the made in America Initiative. It was amazing to see how much they care about it and how much priority they are putting on made in america and supporting companies that are manufacturing. Maria how are they supporting them . What would you like to see in terms of support for made in america . We have a roundtable discussion focusing a lot on the challenges that we see as american manufacturers. We produce shoes, flipflops and so forth in buford, georgia and the Footwear Industry is almost completely left the United States. We are one of the very few still making shoes here in the us and they are looking into whether there should be a certification process for made in the usa. There are a lot of claims that could be misleading if not outright false about where products are made. For those made in the us they would like to give us the ability to say this to the consumer in a way they will know for sure. Dagen a lot of sometimes the shoes just as an example are assembled in the United States but a lot of the components, if not most of them, are made overseas. Is that your issue . Absolutely. One of the big problems is there is not one set standard. Some retailers operate by one standard versus another. Your product labeling could be misleading if you say it is assembled in the usa or you can say it is made in the usa and since there is no one federal standard to go by, that could be misconstrued by the public. I have a question with regard to unit labor costs. How do you compete when it is so much cheaper in mexico or china . It is a lot cheaper labor costs. We have to be very efficient and that is something we have done for a long time. We use a material that is completely recyclable so virtually no material from scrap even if we do make a bad shoe in the process we can grind it and reuse it so we are not wasting anything. We have to be very lean which makes us green because we are using recyclable material but being lean is part of our dna. Your shoes are advertised as 100 vegan. How is that possible and how critical is that your success . It is a small market, but i would say it is something that is great for us to talk about. Because they are not based on leather, they are molded footwear which is great because we can have that molded ergonomic footbed that our customers absolutely love but the material we use utilizes a biobased material in it, so it is vegan friendly. There are no animals harmed in the making of our shoes. Dagen i will raise issue of being a vegan. When you say that out loud some viewers that is a political statement. It is not a political statement, has nothing to do with how i feel about politics or finances in this country. Is part of the equation with made in america shoes about a lot of boots that are made in the United States, if you provide craftsmanship, manufacturers can pass on higher costs to customers. Absolutely. The reason a lot of customers really love our products is once they buy them they realize they are not a disposable flipflop that you buy and throw away at the end of the summerlike we have become accustomed to. We are not a throwaway product. We have products that have been enhanced for a long time. We offer a two year guarantee but even that is almost silly because so many people had the middecade or more. A young man from the navy walked up to us when we were at the white house event and said i had a pair for 7 years and that is just fantastic to hear. Maria we are watching the developments. We want to get to General Electric earnings, better than expected results beating earnings and revenue. Stock is up 3 quarters of 1 . The estimate was . 25 a share and revenue is 29 billion, ge has changed today. You are talking about a much smaller company, ge capital and other provisions focusing on energy and healthcare. Dagen what does it look like down the road . Do they end up spinning off a lot of these businesses . We used to look at this as a proxy for the United States economy and it is not at anymore by any stretch of the imagination. Amazon, the best proxy of certainly not only the consumer but businesses are doing, Cloud Computing business but again, we will dig into these numbers but what will be critical is how their Energy Businesses are doing and healthcare too. Earnings season has been spectacular. Maria 6 profits growth. What the company say about Revenue Growth in terms of guidance in the future . Dagen John Hilsenrath made an important point that so much of the rally starting with the election and after the inauguration many investors point to the trump agenda, hitting tax reform and healthcare reform so why is that stalled in congress . Why is the market hitting alltime highs . It is because of this Profit Growth. They see an infrastructure bill is something bipartisan that can be done with reasonable democratic support. Dagen still the expectation of doubledigit earnings next year so analysts dont see any end insight to the positive picture for corporations here and abroad. Maria the feeling the Second Quarter with the pretty good Economic Growth could be a one quarter thing but some are talking about 3 for the quarter seasonally adjusted type things, not going from 1. 5 to 3 quarter to quarter but because of certain things happening it is supposed to be much stronger. Ge shares are up, this is jeff immelts last Earnings Report as he is stepping down as ceo. We will take a break. When we come back, one way to send a message. Maria how is it going to compete against that . It will be fifth behind it. All brandnew fresh movies opening, no franchises opening this weekend which is sort of different. Maria the top movie of the weekend. Was a good . It was fantastic, historic masterpiece, the race for oscar is on and you heard it here first on fox business. I sat down with a fresh young cast, making his bigscreen debut. Tom lowden and harry stiles, and they get their big start with the movie, i sat down with the cast who talked about this historic masterpiece. You can practically see it from here. The spitfire comes over your head. Such an incredible story. Can you imagine . When you go to the movie and see the scale of what went on, ordinary people doing extraordinary things, 300,000 kids off those beaches to safety. Maria it is probably an honor to be in this film. I got my grandfather and my uncle landing on omaha beach, that moment was so extraordinary, world war ii. A crazy, sick moment in time and the world was at war. Christopher nolans casting, the brilliance of taking harry stiles in one direction, a group of young people will see this movie who dont know the story. Maria usually war movies do not bring big money at the box office. Saving private ryan holds the record of 200 million was this looks to pull in 20 million which is pretty good. It will have legs, we will be talking about this through oscar season. Maria i want to see it and a couple others as well. Girls trip is the other one. Great to see you. Have a good weekend. I cannot wait for you to talk to ted cruz. Maria the president has been in power six monthend we dont have healthcare bill and we are looking for tax reform. Do you think they get any legislative victories this year . Dagen maybe tax reform. There is a more coordinated detail oriented effort out of the white house on that. Not to blame donald trump for the lack of action on the healthcare reform bill but he left it up to the republicans, they had seven years to work on it and they have failed him quite frankly but one other thing was when i open the paper every morning we read it the same way everyone across the country reads it. I dont care about the noise, the shenanigans going on in washington and in the Mainstream Media. I care about action and change that will make a difference and everybodys life. Maria what did jamie dimond say . Enough of the stupid wont say the last word. Stupid stuff. Substance. He was spot on. Kellyanne conway is with us, the ceo and president of the Cleveland Clinic, Tony Cosgrove is here and ted cruz has a good idea as far as an amendment for the healthcare package. We will talk about what that means. Our top story now the Trump Administration, the president met with his National Security team at the pentagon to talk about afghanistan and the fight against the Islamic State in the middle east, telling reporters that isis is falling fast. Joining me is National SecurityCouncil Staff member under george w. Bush and president obama, good to see you, thanks for joining the conversation. What do you think . Do you think the us is making progress on the war on isis . The situation remains similar, virtually the same in the campaign which is incremental progress against isis on the grounds in the middle east. At the same time it continues to make tremendous strides, ideological strides around the globe and sinking its tentacles and new areas like africa, western europe, and that remains the key challenge. We will defeat the militarily where they exist. The Trump Administration, pentagon doing a good job on that was the Obama Administration doing a good job in the waning years of the administration, but what we need to see is an ideological solution to the remaining problem. What do you see as the future of the Syrian Kurdish area with forces in syria. And stopping the armament. And giving up on moving removing assad eventually. Is that right . I agree with your assessment of what he is trying to accomplish. Senator mccain was critical yesterday, made it in international headlines, critical of the president s decision to stop arming the more moderate kurds, the broader strategy the the administration has presented for the region and the Trump Administration is still on the dime. They all plan to congress and the American People and the sooner they get it out there and open it up for discussion the better. We are not looking for battle plans, we are looking for a strategy. People push against me and say the Trump Administration doesnt want to broadcast its military plans and that is fine but they need to broadcast their strategy and the way they see the United States, the region and the regions role in the broader world. Maria we put up a tweet from john mccain, we just put that on air. Lets put it back up. Look what john mccain is saying. The reports that the ministration an ending the program to assist. The opposition is irresponsible, shortsighted and plays into assads hands. We are still arming the syrian kurds and there is no situation i see where we allow the syrian kurds to be overwhelmed by the assad forces if for no other reason than they would be attacking our forces as well. I am not sure mccain has it right. To your point about the strategy, wouldnt you say the engagement with saudi arabia over the past six monthend other Sunni Arab States point to a strategy of pushing back iranian influence and that is the overall Trump Administration strategy for the middle east . To engage with the saudis to the gcc coalition, to hedge against iran, maybe but they need to say that. It is not enough to do piecemeal, that strategy has run into difficulty. Secretary tillerson made it clear he is not happy with what the coalition has done in icing out, freezing out cutter. If it is a strategy, there is already areas of disagreement or not disagreement but areas where the United States is not comfortable with what saudi is doing. Maybe that is the strategy but it needs to be more clearly delivered and executed. With regard to north korea, americans are largely concerned and the majority think we may need to go to war with north korea. China is the great enabler. What is your view of the Trump Administration dealing with china, north korea, can we really negotiate with north korea in terms of mutually assured destruction policy or the like . The problem with north korea is the only options on the table are some combination of economic sanctions, diplomacy and sort of increasing military pressure. The problem is once we got past that is the military realm, what does it look like . A Nuclear Holocaust . The idea of going to war with north korea is off the table in my book, in my opinion because it is too potentially catastrophic. Maria the government is banning its citizens from traveling to north korea starting next month according to two of the Biggest Travel Companies that bring them to the western country. That is after Otto Warmbier came home in a coma and died. Year after year, for multiple administrations, we have been talking about north korea using the same rhetoric but it has never gone anywhere. We point to china but how hard do we need to hit china in terms of economic sanctions in order to get that do something about the hermit kingdom . Another problem, the relationship always goes through china. All roads to north korea go through china and that is because china is the economic powerhouse that sustains the north korean economy. As much as the United States wants china to fall in line with our precise interests they just dont. Our National Security interests when it comes to north korea are a little bit divergent. They dont want to see a nuclear rise to north korea but at the same time a worstcase scenario is one in which the north korean economy collapses, people flee the country, and dealing with a proximate regional neighbor where the United States isnt. They are never going to step up as much as the United States whether it is president bush, president obama all we can do is sustain what is there and build some momentum which is what donald trump is doing, he is pushing the gas pedal as hard as he can, talking to the Chinese Government weekly since he has been in office but it will only get them so far. Creating a system that keeps the north in check, a regional system is where we are, working with china and south korea, exerting our own economic pressure on them. Maria thanks so much, see you soon. When we come back o. J. Simpson got parole yesterday. The nfl star could be a free man as soon as october. Where will he go next . We will look at his options and adult for ge, General Electric delivers a double beat in the Second Quarter, stock is off of earlier highs better than 1 . What is the focus for ge . And o. J. Simpsons time in prison is nearing an end nevada officials granting parole to the football star. He could be released as early as october after serving 9 years for the Armed Robbery of Sports Memorabilia from a Las Vegas Hotel room, he was famously acquitted in the 1995 murders of his exwife Nicole Brown Simpson and her friends, ron goldman. Maria i felt it was deja vu yesterday, we were all focused on what was happening, i thought he handled himself well in the parole hearing. Dagen i watched the better portion of it but that line about i have led a conflict free life. Maria that was really creative. Dagen can we all get some of that selfdelusion. Maria calls from Nicole Simpson brown that she was getting beaten up all the time. Dagen he beat her mercilessly before he murdered her and ron goldman. Maria the letter of the law, he was arrested for what he did in terms of stealing, Armed Robbery, taking his property back. Dagen the next step, what is he going to do . Any money he makes at this point goes to pay the settlement the Goldman Family won in the civil lawsuit. Tens of millions of dollars north of 30 but he gets a pension from i believe the screen actors guild, but primarily the nfl that runs into the nfl pension according to one report is 25,000 a month. That is untouchable under law. He still gets his pension, the goldman care family cant lay claim to that. He has a good amount of money coming and even if he does nothing. I thought he came off terribly. I dont know why that situation you would say anything other than i am sorry, i feel terrible and im a reformed prisoner. Why is he relitigating the facts of the case before the parole board . They are not the judge, they are there to assess his behavior. Maria he said it was my property, trying to defend his action. He is probably going to be a free man come october. This took place yesterday. We will show you the violence in venezuela that has kicked up again. Maria General Electric, earnings topped expectations, stock is up a 12 45 off of highs, lows as well. Glenn mead, director of investment strategy, good to see you. 13 dow components, big week for earnings, next week is a bigger week for earnings, characterize the backdrop for investing in the stock market. It is pretty good, not as good as firstquarter, firstquarter felt stronger, 14 headline number, 6 to 8 , the upper end of Profit Growth at the end of the quarter but still that is better than we were seeing last year and a year and a half ago so decent earnings growth, the thing investors are dealing with and we hear from our clients is valuations are a little high, feels extended, playing defense more than we are, how do you deal with it at this time in the Economic Cycle . We are cautioning investors dont get over your skis but at the same time dont bail on equities just because the valuation numbers on i an end of the range. Maria profits are up and so are valuations. Dagen in terms of fixed income, what do you do with fixed income . I watch the 10 year treasury and it is at 2. 6 . Dagen that yields at a level that Bond Investors being the worrywarts they are suggests there is weaker growth down the road. Yields are low, return expectations should be low. You underweight it. The thing you have to do. There are other things to do, build alternatives, have higher equity waiting, alternatives is our primary way to deal with that but the fixed income itself we are seeing you want to be careful not to take it too far because if we have one of these Market Corrections we have done the analysis historically through time. On average we see 5 to 15 Market Correction every year and when you have those environments invariably you get 10 more Market Correction the bond portfolio independent of the starting point goes up when equities go down. You want a portion of the portfolio doing that to give you something to harvest on one side to buy on the other side and make you feel your portfolio is not in this area that is dropping like mad. That is important balance. We are seeing less of that because the return availability is not that good but still have some of it. Maria and some exposure to stocks in the us but internationally. When taking risks you need to think about where is the risk dollar better placed, we think it is better placed internationally, valuations are better, european japanese economy, they are all dealing kind of similar kind of a global, synchronized economic expansion at this time and the discounts are over there so you know some something goes wrong maybe their economy is correct but the markets here are overpriced and can correct more on valuation basis. Expose your self on that side of the equation and add a couple things, emergingmarket particularly the consumer story, growth is alive and well in asia. We have been playing six years now and we think it is alive and well. Japan reform story is monstrous i think. A big change in the way corporations are operating. I dont think the investors have caught up on it. For the past 20 years or so investors have been saying dont touch japan. Just get 4 on equity, they are not using their capital correctly but you are getting 8 return on capital. Every year every time i look at the return on equity another percentage higher. Corporations are buying back stock, paying out dividends, they are not taking their money and spending it on the project the do nothing for their businesses, they are acting like a more developed market that is shareholder friendly. Maria sound like you will keep putting money into this market even though valuations are where they are. Got to be picky. Maria thanks so much. Tax reform takes center stage. Paul ryan sheds new light on the plan to overhaul the tax code. His message next with holograms hitting the gridiron but i will talk to a hightech start if they could revolutionize the way nfl teams practice. Back in a moment. Welcome back good friday morning everyone. The top stories right now. 7 30 a. M. On the east coast. Pushing forward on the agenda. Many are asking when tax reform will come. Secret house paul ryan waited yesterday. Our plan is really simple. To get businesses competitive again. Were just goodness the Corporate Tax rate for them to have these. We have to get the tax rates down. When we are texting our business is a must were neck and when an exchange. More on the battle on capitol hill coming up. The chaos continuing in venezuela. At least three people were killed as protesters clash with police. The very latest on the least on the escalating tensions coming up. The Details Behind the new truck made for police. The Company Topped expectations for the Second Quarter. The stock has been all over the map now. Now it is trading down a fraction. Even though earnings and revenue are there. It shows the markets look like this this morning. The nasdaq is down about ten points. Mixed performance is to report in europe. They are driving the story its down two thirds of a . Right here in europe. The markets are mostly lower. Technology hitting the field. The Baltimore Ravens are using it to prepare for the upcoming nfl season. Our top story this half hour. First a path to tax reform. It paul ryan visited the new Balance Factory yesterday. Republicans are more united on tax reform than healthcare. He also said it could get done as early as this year. We are going to get this done in 2017 because we have to get this done. The competitiveness of our economy the viability of our jobs making sure that we can be competitive and grow and not just the economy but our standard of living. We cannot miss this onceinalifetime opportunity. It is a once in a generation moment. Its time to cut taxes and simple fight the code. Lets talk about that and bring in congressman Marsha Blackburn. I know that you agree with speaker ryan. I have to ask you to talk to you about a path to see this happening. Ive been asking this question today and yesterday. Is it time to ask the question at the gop is really wanting this president to succeed. Here we are six months in. How do you get the tax reform. The way you get the tax reform is for us to say yes, this president deserves to succeedc because the American People deserve it to succeed. And what we want to do is see productivity. There are a lot of Innovative Companies out here that have been waiting on tax reform we did on healthcare reform for a couple of reasons. They want to add employees and they want to grow their businesses. They are looking for export markets. One of the things that i think is so important. This is the reason we have to look of the business side of the tax code. With technology and utilization of technology if youre going to do upgrades or reposition or change manufacturing process and that involves technology you want to be able to write that off sooner rather than later. Its good to be closer to two years that you want to have that right down. So getting in there and looking at the environment as it is and saying how do we make this competitive so that these new companies and new start have the opportunity to grow to be Global Entities we have to get this done. We understand all of the reasons why we have to get tax reform done. We got it. How are you going to get there. The fact is youve all of these debates on healthcare. What the deductions are and what should stay and what should go. Who is holding back progress. Its time to start calling this people out. Who is standing in the way. American voters want this to be at executed. I think individuals need to be holding their senators and representatives accountable. To taking action they want to see things done. They want to get her done caucus. I tell you what. Ive heard from so many people, yesterday at a Farmers Market here in my district people were saying why cant democrats and republicans work together. I went to a meeting with innovators in Technology Innovators last evening and they were asking the same question. I think the best way to do that is for the voters to weigh in. For individuals to weigh in and say we expect you to get to the table. They elected the republicans. Yall arent doing anything but to your credit at the republicans in the house did at least move the healthcare reform bill. They did at least move that. Somehow the republicans in the house with all their different ideas did something that the senators couldnt but with regard tax reform what is the biggest stumbling block is the border adjustment tax off the table. Can we get past that and say when i can use that. Is that off the table what is the biggest stumbling block x. I think the border adjustment taxes off the table. You have to say what is the value added there. And nobody can seem to give a definitive answer. When it comes to tax timing is part of the process of making certain that a budget is there i agree with what many have said lets look at the way this was approached when reagan did his tax reform and did it on the bipartisan basis that is going to be important to democrats. As far as productivity in the house. We want the senate to catch up with us. They have done about a hundred 20 bills. Its important for them to begin to take action. Some of the rules and regulations that are passing the deal with efficiencies that are embedded in the economy. They need to get across the finish line. On some of the smaller measures a yes. We have seen a bipartisan support on the big measure. So far we are not seeing that bipartisan support. You are already running for next year. You are asking voters to go out there and vote the democrats out next year. When the republicans dont get something done all of your jobs are on the line. They are weighing in insane i would like to see something get done. Those offices Pay Attention to that. They want them to come to the table and work for the good of the country. At this point when you have some that say we are not to come to the table i think hearing from the constituents that there is an expectation that for the good of the country youre going to get this done. If people could go back and reset their withholding what is coming and their paycheck out of their paycheck and increase that takehome pay just been able to do that. You are talking about cutting taxes on that rate. ni then you have some people in the caucus that say if you cut taxes then lets read revenue somewhere. Ohio congressman jim jordan had real opinions about this yesterday. He joins us yesterday. I want you to hear what he have to say. It doesnt sound like its can be easy. The tax burden say is the same. Lowering the tax burden on families. In creating a tax code that is conducive. But we dont want this border adjustment tax which the whole new tax but on the American Economy put in the plan. If we are actually were actually achieving the savings that we need too. People want tax reform to be a net positive. Not only to their personal economy but to the nations economy. As Mick Mulvaney said yesterday. Sometimes you see that the deficit will pick up and estimates are going to pick up. You are going to lead to growth in revenue and Economic Growth. And that is going to give you more revenue they get these numbers are wrong a lot of times and you all know how they do. They dont utilize the dynamic scoring and they dont take in consideration that a change in policy is going to lead and a change in action which leads to a change in revenue. My fear is that this reform can be revenue neutral but this could not happen. Or eliminating the vast deductions. We had 1. 5 trillion of deductions. These are politically very difficult. There is a massive incentive to take profits offshore and keep them there and versions et cetera. They are the ones that paid the tax. My question is can you if you cant get it through is there any chance that Mitch Mcconnell would consider nuking the new which means he wont have that affiliation. I have to tell you i would love to see the Nuclear Option used for healthcare and tax reform so that we can move on to things like infrastructure and broadband expansion. Some of the items that we want to see done. I think it may be time to declare the Nuclear Option and say lets get the economy back on track. Steve being in suggested raising that tax rate up to 40 . Would you support a tax reform package. I would rather see that rate come down because youre gonna see more growth and innovation if you do that. We all know that the formula less regulation less litigation. It leads to more innovation and job creation. If he has some of those top income earners and they are looking for the opportunity to do innovation and new starts. That is jobs growth. There is more competition for that labor. You all know that cycle very well. So the lower the rate on those marginal rates the better it is. I do think doing the marginal rates sooner rather than later has the benefit of allowing families to go in there and reset that withholding and take him more of that paycheck which means there could be sending that for kids and schools for consumer goods and that has an impact. The consumer economics count. As i can gain to gain any traction do you think. Im not sure you can see a lot of people for that. I may have the popularity of the back tax. Congressman good to see. You. You. Think you so much. Have a great day. We will be right back. We will be right back. Stay with us. Ouchch we will be right back. Stay with us. Ouchch yesterday. Banks arent just undergoing a face lift. Theyre undergoing a transformation. A data fueled, security driven shift in applications and customer experience. Your top stories right now. The battle to repeal and replace obamacare rages on. It says this in its latest bill would leave 22 Million People here at people and insured over the decade but it would save 420 billion. Senator ted cruz said its time for the gop to make good on the promise of reform. It is simple, what what we see in four and who are we. In the message that im conveying to my colleagues is really simple. For seven years we campaigned on repealing obama care. We are either going to step up to the bar and keep our word or work in the look the voters in the eye and break our word. Senator ted cruz will join us live later this hour. Join me for my special interview coming up. Shocking footage out of the main training this morning. At least two people have been killed 100 others injured. Earnings the straight once again on wall street. General electric reported earnings that were better than expected. The futures are indicating a lower opening regardless. Set up and down about 20 points. The major indices are also into some selling pressure. It is down almost 1 . In aged overnight markets are mostly lower as you see it there. Nerds rejoice from superheroes to zombies. The big announcement you can expect from the sears comic con does this come in a big mac. The new line of clothing that mcdonalds hopes you will add to your wardrobe. We will tell you about it. The ceo and president of the clinic is here. As i mentioned texas senator ted cruz. Will be joining us soon. Senate republicans are seeking to resurrect their Health Care Bill. But its looking like an uphill battle. It would lead to a 22 million fewer people being uninsured over a decade. It will reduce average premiums by 25 that is according to a new score from the congressional budget office. It does not rollback obama Care Investment taxes. That hit higher income americans. He said he expects a procedural vote to take up the bill. He ends that knowing what will be in the belt before then is a luxury we dont head. I dont understand that. Kelly and conway is join us right now. I dont understand that they can say we dont have the luxurc of the bill. We will find out after we pass the bill and then we will read it. I think what theyre saying is the motion to proceed will be voted on at first. As the president made clear to the senators at the white house two days ago. He said a vote of no on the motion to proceed is essentially a vote of yes for obamacare. You know the premiums had skyrocketed. The prediction of course is that they would increase by about 2500. You had deductibles skyrocketed. You have insurers fleeing the exchange. They have failed with four more to go. You people recognizing that insurers have no stability within the market. Youre trying to stabilize that. Give these governors of flexibility. We do know that its in the senate bill meaning that at some of the positive aspects for them to vote on. But what they can do is do what ted cruz did. He offered his own amendment. Then he just analyzed the different projections between a single risk pool in a double risk pool. Those numbers are satisfactory. If you dont like the bill. Go to the senate floor and talk about that. I think youre right. It feels like ted cruz has really been helpful in this battle. Ive been asking this question for the last two days and i think it needs to be continued to be asked and that is is the gop truly wanted this president to succeed. He has been in the job six months and we still have not have a victory and we have senators coming on telling us what is wrong with the bill. If the healthcare bill doesnt go through. Thats what the American Voters want to get executed. Do you think the gop wants him to succeed. Most of them had been done outside of the legislature. If you look at the polling if this fails they are not bringing the president they are blaming the congress. As to why or seven years for consecutive election cycles they had promised to repeal and replace obamacare. Those voters well not listen to the rest of it. As a Vice President put it best. It is the beginning of the end of obama care. It is a sinking battleship. Lets get started already. Donald trump has been there for six months the members of congress had been talking about this for seven years. So many of his victories withdrawing from tpt renegotiating nafta even a run clean who works for al gore he has been saying this is one of the best things that the president has promised to do. Its well underway now. You work them every single day. What the president has done with some of the Infrastructure Investments and his announcements. The air Traffic Control members that hes talking about. Obviously the 30 meetings or so. The made in america week that we just head in him really been the leader of that. All that is done without congress help. Theyre record this year is a little thing compared to the president s record in the last six months. Is there a wait for President Trump to prod these guys to go from a no to a guess ted cruz did. Im not going to vote for something that looks like obamacare that has a taxes in it. Is there a way to get him to guess because obviously the margin is merchant is so thin to get the 50 votes. The president keep sane. That were very close. And what is it that theyre looking for. Lets talk about whats in the bill that should satisfy this. There is a stabilization and more money in the Stability Fund so that those insurers feel more confident to go back into the market on exchange. Through ted cruz and his amendment there may be a single risk or double risk pool. The enrollment would increase. Some of those taxes remain. Others are gone. If you look at the 6. 5 million americans who opted to fork over money to the irs in taxes and penalties rather than going to obamacare its close to 3 billion. Anybody who looks at this and doesnt let it go with a straight face. Is not telling the truth. If there is a way to get you to guess. Vote for the motion to proceed. Do you think you will get these legislative victories this year. The white house is confident that that is all possible. More confident about it because again this is a president who was shown the is shown the leadership and said im ready to sign sign into law. All but one senator whos there right now. c voted on the repeal bill in 2015. The only things that have changed since that boat we now have a president who is willing to sign a lot that repeals it. We just doing it for show. When you get to tell your constituents. That you stood between us and freedom. You stood between us and the government being involved something as intimate as our healthcare. We know what our viewers tell us every day. They want to see this executed. The reports this morning that the white house is considering appointing anthony scare moshe as the white house. He was a fox news contributor. Anthony is also a friend of the white house in the president. He has been a fabulous asset to us. Obviously it was just a victim of slander by the folks at cnn. Three people lost their job. I wanted to get his perspective on it. And the fact is that we have a Communications Team that works very hard with dozens and dozens of men and women around the clock to support this president s agenda. Admits a very skeptical press. Anthony is a great asset to us. I believe it to the president to make any personal decisions. To have a number of people inside and outside the white house to help complement the team that is trying to get that message out there. It is a very real possibility but we will have the president make any announcements that he has. These are my colleagues were out there everything all day working hard. They have our confidence because they go face the president. I find most of the juice in the press briefing is at the beginning where they are talking about the actual accomplishments what he is about to do. There live tweeting at them and settle listening. To the extent that we can complement it from the inside or outside. Its one of the killers who goes on tv and feels like the president is being treated very unfairly its up to all of us to tread a cut through the noise and show people the news. And i think that is happening. People open up their 4o1k look at the jobs report. They see the confidence measure. You cant argue with that. And people will see that no matter what else nonsense is going on. Will leave other people to talk about russia. Would they be reporting to anthony scare me to. There is no announcement right now. But sarah and sean are actually very important to this white house and this administration and they will continue on. Its a very busy place and to have a large trust of people who are working to communicate this message we have a defense we are constantly taking incoming. You want to get out there had of tax reform and explain to everybody exactly what it means that america beef is being sold in china right now. About how to get more factories to open. To get that communication through. A large brain trust of talented people. I think they have done a fantastic job along with them be not household names. See mac let me ask you this. You are at a milestone six months. As President Trump was inaugurated. A week the president has been doing this made in america across the country going to the white house as part of the initiative. The president announces the 500 milliondollar investment yesterday. It will create jobs and listen to this i want to get your action in terms of the sustainability of this. This announcement reflects a central theme of my administration that when we invest in america it is a win for our companies, our workers and our nation as a whole. Every day we are fighting to bring back our jobs to restore industry and to put America First or as you have heard make America Great again. Thats exactly what we are doing. I love how the president is seen on this job in this economy. This has is been his theme throughout the campaign. But what about the interview yesterday with the interview with Jeff Sessions. Why is he talking about throwing the attorney general under the bus. He has confidence in anyone who works for him. He expressed disappointment. He should not have recused himself. In the president said a few more things. At the same timec the departmet of justice is a very busy place. You see the efforts and improvements being made. You see the ms 13 gangs on the run. Youve a very active president in terms of all of the issues. But again, the president appreciates when people fight back and to allow the haters to define you and tell you what to do next. The president has made it very clear. That he considers the entire russia probe a witch hunt. He thinks is a hoax in a witch hunt. I think that is information at the public the public should have. They should know transparency and accountability. In the conflicts they may have. Thank you. We wont be right back. Yosary we will be right back. We will be right back. Nsight. And fragmented care stop getting in the way of patient recovery and Pay Attention. Every single one of you is on our list. For those who wont rest until the world is healthier, neither will we. Optum. How well gets done. How about a french frythemed sweat suit or maybe a hamburger pillow case . Were breaking down that deal. Our top story this half an hour, health care in america. The senate is struggling to come together to achieve one of the top issues op on the agenda, repealing and replacing obamacare. The counselor to the president , kellyanne conway, explained the president s message to lawmakers earlier this week when he met with them at the white house. If this fails, theyre not blaming the president , theyre blaming the congress. And those members will have to go back home and be held to account among their own constituents and voters or as to why for seven years, four consecutive election cycle, they have promised to repeal and replaced obamacare and failed to do it. Those voters wont listen to the rest of it which it wasnt conservative enough, it didnt do this, it didnt do that. Maria 22 million more americans would be uninsured in this bill even as the deaf set gets deficit gets reduced. Joining us now is the ceo and president of the Cleveland Clinic, dr. Toby cosgrove. Great to see you. Good morning, maria. Maria youve had a knack for taking costs out of the business, youve done it at the Cleveland Clinic yes. Martha how do you take costs out of the Health Care System in america . You have to look at making the care of people who are sick more efficient, and theres lots of ways the government can do that. First of all, consolidate hospitals across the country. Its the only industry that really has not yet consolidated. We have to look at drug pricing. We have to have interop ability, and we have to get out from under the burden of the tremendous number of regulations. Weve had 14,000 pages of regulations in the last two years. And so we have somebody in the hospital all the time inspecting us. All that costs money. The second thing we have to do, we have to have a health care population. And weve talked about this before. You have to deal with epidemics across the United States. Continue to have 18 of the people smoking, you continue to have a third of the people obese which accounts for 10 of the Health Care Costs in the United States. And then were dealing with this epidemic of opiates which i dont think the general public understands the magnitude of the problem. In the swire vietnam entire vietnam war, there werec 58,000 deaths. Last year from overdose, 62,000 deaths. More more wow. But how do you doctor, how do you deal with, though, the element of perm personal responsibility in terms of opioid use, obesity in this country . Because, again, its a tricky situation of where are you going to have rules and regulations and laws that try to crack down . Like, how do you solve a problem if 45 billion in the senate Health Care Bill directed at targeting that abuse of opioids and heroin, is that going to help . Or is it just wasted money . Well, lets take them one at a time. Obesity, for example, sugar industry. We continue to subsidize the growing of sugar. Thats, to me, money going in the wrong direction. And that is going to be a very difficult thing to do in washington. If you look at the opiate situation, i dont think the majority of the people in the United States have any idea of the magnitude of the problem. And so you have to raise the consciousness of the whole country, and youre going to have to Start Talking to children in school about the problem, youre going to have to hear it from the pulpits of churches across the country. Youre going to have to have physicians decrease the number of drugs that they give for painkillers, because 18 or 80 of heroin addicts start in the United States with some sort of prescription drugs. Maria are you happy with the money being allocated to opioids in this bill in the senate right now . I dont think just moneys going to do it. Thank you maria thats what you saying. Its 40 times the amount president obama proposed his last year in office. Well, clearly maria its educating. Its educating, making people understand. And also you just cant have medications out there, getting a handful of pills if you get your wisdom teeth taken out. Was that goes into the because that goes into the medicine chests, teenagers are taking the drugs out and using the drugs or selling the drugs. This is a big, big issue that is getting worse. In four years expected to have 90,000 deaths in the United States. So how do you get doctors to stop writing so many prescriptions . Or do you just say pharmacies can only give a a week prescription so you dont have a month or 90day, you know, worth of pills sitting in the closet . Well, what we do right now in ohio is outpatients can only get seven days of pain pills, and children thats for adults. And children can only get five days. And were monitoring across the state where, how much drugs are going we are starting to see a decrease now in the number given. Weve had policies that across our institution limiting the number of drugs, and were looking at other ways to control pain. 80 of people in the United States at some time in their life have back pain. Just giving them pain pills is not the right approach to that. And so we have therapy in terms of physiotherapy and also psychological counseling. And that has reduced the incidence some 70 . Maria and why is ohio, obviously, where the Cleveland Clinic is based, seems to be really an epicenter here . Deaths topping 4,000 last year just from the opioid crisis. Exactly. In cleveland we have two deaths a day maria wow. From this. Its really very discouraging. People are not really sure. You see people, first of all, who have, are low income, and you also have people on other end in the sub you ares suburbs who are high income. Those are the two Fastest Growing areas of growth of this particular problem. But also you see that heroin comes in different kinds. It comes to the west coast in black tar heroin, it comes to a much more refined type in the east coast in the white powder form. And the white powder form can be mixed with anything. The other problem is that were now seeing coming in from china fentanyl, and its 100 times more powerful than morphine, and car feint bal, just the dust on your clothes is enough to the, you know, kill some people. Maria wow. Well, the epicenter of heroin production, its still central and southeast asia, right . China is places where fentanyl is coming from, and its being mailed into the United States. And theyre just starting to take down some of the dark web sites where its being traded. So the dea has people actually in china trying to decrease this manufacturing. Doctor, the medicare, medicaid, Social Security payments on interest, the cbo estimates are going to consume 100 of federal government revenues within 20 years. I think its going to be sooner, especially if we dont get cost reform in the Entitlement Programs. Do you think this gets done . Do you think we get something on health care, or do you think nothing gets done, lets move on to tax . What id like to see is come back with a bipartisan bill that begins to look at the cost of health care, and this bill does not really address the cost of health care and making the care more efficient and actually attacking the issues that are driving up the of health care across the country. Maria thats the Biggest Issue though. Why wont this bill address that . I dont understand that. Yeah. And when are we going to see tort reform . Maria yeah. Thats also something you care a lot about. Tort reform is going to be hard because most of the people in congress are lawyers, and that biggest estimate, thats probably 4 of Health Care Costs across the country. Certainly, a step in the right direction. Maria so what do you like in this bill . You mentioned Social Security, medicare and medicaid, we have this discussion every morning, how thec medicaid Entitlement Program is the Fastest Growing, that its gotten so huge. So do you like the fact that theyre trying to slow down the growth of medicaid . What can be done to actually reverse the fate of these Government Programs which we know are going insolvent . Well, the Government Programs, i think, are going to be insolvent unless we deal with those two things, the efficiency of looking after people who are sick and the growing problem of the unhealthiness of the u. S. Population. That is the root cause of the problem, and were not getting to the root cause of the problem by moving money from one area to another. And the work requirement, what do you think of that in terms of mitigating or reigning in or reining in or block grant toss the state . Those are two components of the bill that i thought were very worthwhile. Well, the work requirement depends upon exactly how disabled a person is in many cases. So so thats going to be tough to administer, im concerned about. But in terms of block grants, that will limit it. But, you know, im concerned also that youre going to have one Health Care Delivery system in one state and different in the other state. For example, you may go to pennsylvania. You dont get coverage in new york state. So it seems uneven. Its great to think thats selfcorrecting, potentially. That if you have one state over time. That does it well and you draw and its a lower cost state in general and you draw people across the state line, it forces the state thats not administering medicaid well to tighten up. I think thats exactly right. Thats the experiment, statebystate experiment that you, hopefully, yet improvemented by individual states. But the idea that we dont have anything in here for wellness, getting ahead of disease right. Maria given that that is the core problem here, much of the disease and sickness when youre older happens as a result of behavior. Diet, exercise . Yep. Well, there are two things that you have to consider. The cost of health care is going to go up. And its going to go up for two reasons. One, we have more older people, and people are living long arer. And, two, theres more things we can do for people. And those are you cant treat cancers that we are now with great drugs and not expect it to cost more. You cant do face transplants and not expect that its going to cost more. So is the technologys going to continue to grow. Every country in the world is dealing with the same problem. The escalating costs of health care. Maria wow. Great to see you, toby, thank you so much for joining us. Nice to be here. Maria dr. Toby cos goes. Coming up, the cloud, technology tightens Cloud Computing. Stuart varney weighs in on that, and visa beats expectations and a big fiscal Third Quarter as well. Were taking a look at earnings right after this break. Stay with us. Maria welcome back. Earnings are driving the story this morning. Futures indicating a lower opening for the broader averages. Lori rothman with the details on the floor of the new york stock exchange, checking out visa shares. Reporter good morning, maria. Visa shares higher about seventenths of 1 in the premarket. After the bell we saw a guidance boost from Visa Credit Card company. Visa basically crediting, no pun intended, increased Consumer Spending not just here in the u. S. , but all around the world. Visa just picked up visa europe for 23 billion, so that also helping the bottom line. And this is really the number that counts here, the u. S. Payment volume. Total volumes rose over 12 to a whopping 840 billion. Thats how much folks charged on their Visa Credit Cards in the time period. Send it back to you. Maria all right, lori, thank you. Well watch that. Loris on the floor today. Meanwhile, microsofts Quarterly Earnings easily beating expectations. It is now the second largest provider of webbased services to corporate customers behind amazon. Stuart varney has a thing or two to say about that, good morning, stu. As it is fairly well known, i have a piece of microsoft. Its a tiny, thin sliver, but that is my investment. And i was thinking about retiring and then rejected the whole idea, although i have done rather well in microsoft. Im surprised to see the premarket, quote, showing it down after what is clearly a stellar performance. So actually, maria, forgive me. Ive got two questions for you and your team. Maria sure. Number one, why is the stock down premarket and, number two, what do you think i should do . Sell some of my microsoft new tech and buy into old tech like ibm . Poised for a rebound . Youre the Financial Experts here. What do you say . [laughter] i jump in here . Maria okay, go ahead. I think microsoft is a great hold, stu. If we get the repatriation. Because microsoft, apple, oracle, pfizer, merck, has the most cash offshore. If that were to eventually be repatriated, those guys would buy back stock, and that would send your little sliver of microsoft a lot higher. Thank you, thank you, thank you. Maria i think i agree, stu. The truth is, microsofts one of the Great Companies of all time, right . Yes. Maria theres going to be continued growth and, you know, do you need the money . Why would you sell it unless you need the money for Something Else . Thats a leading question, maria. Maria just saying, i would keep it right there. You guys agree . Yeah. Okay. Stuart, heres a question for you, are you going to comiccon in san diego . [laughter] i like san diego. Actually, i always wanted to be a weather forecaster in san diego, because you cant go wrong, 72 degrees and sunny 900 days a year. Laugh 300 days a year. The answer is no maria comiccon. Not my kind of thing. And by the way, mr. Peek, im not retiring, okay . [laughter] youll have to wait to get in this chair. [laughter] maria stu, well see you in about ten minutes. Varney company, join stuart at nine. Coming up before that, senator ted cruz with me live here in studio giving us the progress on the push to repeal and replace obamacare. Republican leaders are eyeing a tuesday vote, next week, to resurrect the gop Health Care Bill. According to a new score from the congressional budge office, this latest bill would lead to 22 million fewer people unsured by insured by 2026. It would reduce average premiums on the Obamacare Exchanges by 25 . Just moments ago i spoke with kellyanne conway. She says lawmakers unhappy with the bill have options. Listen the this. What the senators can do can, or maria, is they can do what ted cruz did. The senate from texas was a no, hes gone to yes. Why . Because he offered his own amendment, and then he had hhs analyze the difference in enrollment projections between a single risk pool and a double risk pool, and those numbers are satisfactory to many of the senators looking at this. Maria joining me right now is texas senator ted cruz. Good to see you. Good morning. Maria so what about that . Your amendment did push you to the yes column thats right. Maria go through the amendment, tell us what it does for the states and creating the flexibility. Well, from the beginning my focus has been on lowering premium, and i think thats the key to getting this done, to honoring our promise to repeal obamacare. You lower premiums through more competition, more options, more freedom, giving consumers more choice. And so my amendment is the Consumer Freedom amendment. And what it says is that you, the consumer, should have the right to choose what health care you want to buy. If you want to buy a plan with all the federal mandates from obama care, you could be able to buy that. But if you want to buy a different plan, if you want a plan that doesnt have all those mandates, thats less expensive, you should have the freedom to make that choice for you and your family. And hhs, this weekend, did a study analyzing the Consumer Freedom amendment. And the results are incredible. They projected that with the Consumer Freedom amendment 2. 2 million more people will get Health Insurance than have right now. You know, the democrats always attack republicans, gosh, you know, getting rid of obamacare reduces insurance. Well, Consumer Freedom amendment expands coverage, and the most critical piece is it lores premiums. Lores premiums. Lowers premiums by over 7,000 a year. Thats a lot of money for a family whos struggling. Maria it sure does. And that would really move the needle in terms of their ability to invest and spend. The cbo score does not include your provision. You have pushed which would allow the insurers to offer these less comprehensive coverage. Well, thats right. They didnt. They submitted two versions, one with it in, one with it out because cbo said it would take them many, many weeks to score Consumer Freedom. Hhs brought in their experts and said we can score it a lot faster, and so they did that. Thats why hhs studied it, because cbo indicated they were going to take a significant amount of time. Maria can this amendment bridge the gap, the split between republicans right now . I believe so. I think its the key to bringing together everyone. You know where, look, if people premium if premiums go down, thats a big win. Its a big win for conservatives, but its a big win for moderates. Its a big win for everyone in the party because its a win for our constituents. Maria yeah. Its a win for the American People, we know that. Theyre talking about huge increases in their premiums right now. Obamacare, the average familys premiums have risen over 5,000 a year. With Consumer Freedom not only do they stop rising, they drop 7,000 a year. And then on top of that, another amendment that i introduced that is in this bill is an amendment to allow people to to use Health Savings accounts to pay for your premiums. Right now thats illegal. You cant do that. Now, why does that matter . Because a Health Savings account is pretaxed. That means thats an immediate cut for millions of people of 2030 in your effective premium rate. Those two together are all about really honoring the promise we made to get the government off your back and to make health care more more affordable for families who need it. Maria what about the taxes . Rand paul was on the show the other day saying i cant vote for something that looks so close to obamacare. Youve got the payrollc tax ths there, the surcharge in there. How could you allow tax increases to stay in there and look your constituentses in the eye as a republican . Well, listen, every senators going to have to make his or her own judgment about how to vote. I can tell you im a yes on this vote. Maria good for you. Now, i would happily vote for a onesentence bill, obamacare is repealed, period, full stop, the end. I think we should repeal the taxes, i think we should repeal all of this nonsense. Its what ive fought for every day ive been in the senate. The sad reality is we dont have the votes. More more yeah. We dont have the votes. And i want to get this done. You know, im not happy to just give a speech and howl at the moon. I want to actually honor the promises that we made to the people who elected us, to the people who work so hard. And this bill, this bill, i dont think, goes far enough, but it goes as far as we can get the votes, and will had to be some procompromise maria there you go, youre trying to find a way forward. And youre basically saying, look, this is not the 100 ideal for me, but its close enough. Im wondering if your colleagues in the senate really want this president to succeed, senator. Come on you know, look, we need to get this done, and were close, maria. I think we probably have 45, 46 yes votes right now. We need to get to 50, so were close. There are a handful of senators who are holding out. You know, ive always believed what Ronald Reagan said. He said what do you do if they offer you half a loaf . Answer, you take it. [laughter] and then you come back for more. Maria right. So my approach in the course of negotiating this, you know, six months ago i joined with lamar alexander, we brought together the obamacare working group that met every week in my office with senators across the ideological spectrum from very conservative to much mored rod rate much more moderate, every week working to say can we come together, can we get this done. And my focus was always on lowering premiums. Its why the Consumer Freedom amendment is in there, its why letting people pay premiums out of Health Savings accounts are in there, because that is its more than half a loaf. Its delivering on our promise. Thats why im a yes. And i hope that other senators get to it maria these are two really important ideas. We just had the ceo of the Cleveland Clinic on, toby cosgrove. Hes there getting his hands dirty every day in terms of the actual cost. He said this bill does not address the cost of health care. It does not address getting ahead of disease, wellness, the fact that much of the reason people get sick is their behavior. Were not doing anything to stop the sugar intake, etc. Well, and actually i would suggest that hes not looking at the amendments im talking about. Maria okay. Because right now what obamacare does, look, econ 101, you talk about it every morning. You want lower prices, you want more choices, more options. What does obamacare do . Fewer choices, and that results in higher prices. So obamacare mandates that every policy has to be a fullfledged cadillac policy covering everything no matter what. The problem is that makes it unaffordable for a whole lot of people. Under Consumer Freedom you can still buy that cadillac policy, but you can also buy a catastrophic policy. You can say, look, i dont have the money for the full cadillac, so i want a less expensive policy that covers me if, god forbid, i get some terrible diagnosis, i get hit by a truck. I want insurance then. Now, the reason i say that is that also goes to the cost of medical care. Because if people are, say, covering ordinary care through Health Savings account maria right. That makes them much better stewards of that first dollar. It drives down cost. Maria its their money. Let me give you an example. Think of what areas of medicine have costs gone down. Think of lasik, laser eye surgery. Maria elective. Insurance doesnt coffer it. If youre writing a check for 7,000 or 5,000, you care which one it is. Maria who are you going to be working on this weekend, rand paul, mike lee . These are the guys who are standing in the way. Look, there are a half dozen. A lot of moderates who are resisting. I hope they come onboard. The vote next week is simple. Its simply to get on the bill to repeal obamacare. I dont know how you campaign saying i want to repeal obamacare and then turn around and vote against the bill maria exactly. Real quick, tax reform.
