The disease was discovered following a procedure to remove a blood clot from his tightly last week. Statistics show once you are diagnosed with this sort of brain tumor called glioblastoma and senator mccain had a primary glioblastoma which means that originate in the brain. About 30 of people can live up to two years on average. Up to 10 of people can live up to five years. But you know, he underwent surgery on friday. He underwent a craniotomy, which means they made it incision behind the eyebrow. They wanted to remove the tissue, the blood clot which was found to be associated with the brain tumor, glioblastoma which is a malignant cancerous type of tumor. He had the surgery. He would not discuss options likely with his doctors to see if he wants to move forward with chemotherapy, radiation. From what i understand, after surgery he is doing well right now, recovering well and in good spirits. As we all now, hes a hero, a fighter, true inspiration. Hes the leader and it takes a lot of courage, which he has to get through this. Dagen doctor, the standard of care which you mentioned is tumor removal, then a combination of radiation and chemotherapy. But there are a lot of newer treatments with a great deal of focus in the medical community because this type of cancer, although somewhat rare, 10 of all cancers are glioblastoma, but it is because it is so aggressive he work with immunotherapy, for example. Even viral therapies where you have the polio virus, which the Duke University brain center has been working on. Even like electrode caps that glioblastoma patients are to keep the tumor from growing. There is a lot beyond the standard of care. Is certainly does give us some rays of hope. Some of the trials that are going on right now and some of the treatments you mentioned have shown some promise in some patients. But it hasnt shown longterm, longlasting effects. At this point, if theres something out there, its worth giving it a try. Absolutely. These are unfortunately the same brain cancer that ted kennedy died from last year, most recently beau biden also passed away from. Maria so would you expect now treatment, hes not coming back for a little while. Right now his doctors want him to recover, take a week or two off from the surgery he had last week. Dagen i think you have to wait until you start treatments. There is some speculation that his being confused in one of the hearings was now may be explained by this. Is that a sin sin of having such a tumor . You know, its possible. Headaches, dizziness, confusion, blurry vision which he initially complained about to start there, which prompted his doctor to order the cat scan, which i commend his doctor for doing that. A very well could have been related and could have been from some early signs and symptoms of what is going on here discussion with communication and language in the frontal lobe of the brain is responsible for that. There is no aggressive treatment that ive read about specifically treating your body type or like a medicine that is made for specific people and their genetic makeup. Sure, sure. Right now there is no cure for this type of cancer. It is very aggressive, debilitating cancer, but its treatable. The standard of care is usually surgery, chemotherapy and radiation. But for those who are over age 70, you know, it can be a little hard. It can be harder to deal with all that therapy. That is why senator mccain will discuss with his family and doctors to decide what is direction of whats going on to proceed with. Dagen on a personal note, to command the mccain family and the senator for being so forthcoming about the exact cancer that he has in the treatment that they are way not this time. It really does mean a lot to anybody out there. Anyone who is fighting cancer, anyone dealing with a specific disease. We are all for tax reform and lowering tax burden on families, but we dont want this border adjustment tax which is a whole new tax put on the american economy. We dont want that in the plan so show us the plan then we will pass the budget. If we are achieving the savings we need to and putting together the right kind of tax plan. Maria many colleagues said they have been in meetings, plans in terms of tax reform. Are you saying you dont know at all whats in the plan . We dont have the specificity we need. Maria, think on what happened on health care, we passed a budget before we thinking that we were going to get a repeal bill and a replace bill, what the House Freedom caucus introduced. A repeal piece of legislation that i introduced and replace that congressman sanford, thats what we did in 2015, thats what we did the last congress, we passed a bill thats the vehicle and thats not what we get. We are not going to make the same mistake twice. We want to make sure that we are not doing a tax reform that has a whole new border adjustment tax. We want to make sure that tax reform is the right kind of tax reform that lets family keep more of their money and create Economic Growth. Show us that plan, lets put that plan together and work on passing the budget. Until then, i dont think it will pass. Maria you dont want to hear anything about revenue neutral. What do you hear about skeptics, you cant cut taxes for everybody and cut the amount of revenue coming into government so much and add to the debt. You have to cut spending, thats also part of the budget. Maria where are you going to cut, congressman . The first is welfare reform. For our economy you guys know this. For our economy we need to deal with 21 trilliondollar debt. You have the new people from welfare role. You have to move them to workforce. The lowest Labor Participation rate since world war ii. We have it right now, only 61 of ablebody people who should be working are actually working. Thats one thing you have to do with the welfare reform that will help the economy and help your overall budget numbers and most importantly it will help people who are trapped in the welfare system and it will help them get into better position in life if we impose good strenuous work requirements in order to receive those kinds of benefits. Maria you know what people are going to say, once you give somebody entitlement, they dont want to give it back and you cant take it ban. Maine has done it and alabama. They input work requirements, they saw 85 reduction and you saw people move onto better positions in life, employment opportunity, get jobs an help themselves and families. Maria i hear you, but are you ready for unslot criticism. The left always believes that because they believe in more government and more government and more government. We have to do what the American People want us to do. This is an 85 issue, a lot of democrats support this issue as well. This has got to be the focus. This is where you begin to save money, but we should be focused on letting since when did republicans and conservatives say allowing people to keep more of money is cost to government, really, i was i thought it was allowing them to keep money because it was their money in the first place. How does the party come together, so far in this administration, the agenda has stalled, i mean, i understand that you want to be adamant, no revenue neutral situation and part of me agrees with you by the way because people want to see taxes come down, they dont want to hear about border adjustment tax or revenue neutral anymore. At some point can you still stay and be that adamant, congressman, if you dont get anything done, your whole party loses maria, its not being adamant. We make the job way too hard. Job is pretty basic. Do what you told the voters you were going to do. We told them we were going to reform tax code. We didnt say we were going to keep the tax burden tennessee same and shift around who pays what. We will cut taxes and put a tax code that makes sense. On obamacare we told them that we were going to repeal it. We are not repealing. We fought long and hard in the house, big debate, ultimately we supported the Health Care Reform that passed in the house. Its not complete repeal. We are willing to compromise but where you start is real simple. What did you tell the American People you were going to do, when they gave you the privilege to come receiver them and families, do what they sent you here to do, if you focus on that, we will be fine. You know, my sense of this is if this were a baseball game, we were in the second inning of the game, we were winning by one run, we have been distracted by the brawl unfortunately its our own team and we need to get back to improving health care, improves outcomes and improving costs and quit having this total repeal and replace discussion every time the political winds change. Maria what are you going to do . The public wants it repealed and replaced . I think what the public wants for it to be improved. They want costs to go down and safer, they want it to be coordinated, they want their information to be transferred. I think you can fix all of that incrementally and we ought to get back to that work. Dagen they also want the mandates to be removed, they want a lot of the taxes to go down. They want easier access, not the headaches and an economy that functions properly. Thats right. Medicare growth has averaged about 4 a year. You go all the way back to 1969 which was right ahmed care was implemented its average 7 and a half percent. Progress is being made in valuebased payment provider delivery reforms the way hospitals and doctors interact with patients and the way they take responsibility for the total cost of the care and thats the work that we need to get back to. This question of insurance and access to insurance, thats one part of what the aca was, the other part was how do you actually fix the Health Care System which what premier is focused on. Mike is technology a huge part of that, i would think it has to be, makes doctors jobs easier in treating patients . Technology is a large part of it. We have come a long way because we have electronic records in most places. The challenge we have now all the data systems are not interoperable, another way, instead of talking repel and replace, Health Care Providers have to share data and companies have to allow it. This is a big issue. This is one perspective. It would be fair to say that this is the perspective from Insurance Companies and large hospitals and being focused on their costs and its not necessarily the perspective of patients and doctors. If youre a patient, you are now seeing that instead of the exact same treatment from the exact same doctor is now costing more because that doctor has had to go be part of a larger hospital or if youve had a Knee Replacement or hip replacement and you need to go in for gallbladder work two months later because of the bundled payment system, the hospital doesnt want you because this is being treated as a problem of cost and everything is being looked at. Valuebased prices which means good care for a particular price, not the best care that you the individual patient might actually need or want. Its some thirdparty deciding this and i think a lot of people are a little bit worried that while this sounds good, if youre looking at it from a cost perspective, from the Insurance Company or Hospital Company perspective, its not addressing the fact that youve got this record shortage of doctors, that the growth in hospitals is coming in administrative staff and youve got dye incentives. Its clearly the incentives arent aligned and they need to be fixed. Its clear to us at premier that you have to fix this from the inside of the Health Care System and not the outside. I think consumers with transparent information and choices together with their physicians and their Health Care Systems, im a mom, im a grandmother, i have huge extended family, what i want most is a local Health Care System, has all my information, the information is connected, i can choose the doctors i want to go to and i understand the costs and i think the cost is relatively to you would favor transparent pricing . Transparency, data inoperability, we favor all of the incentives around the valuebased programs because what they do is they actually reward or punish Health Care Systems and providers based on their quality and their safety and their outcomes and their costs because there still is a lot of duplication, overuse, underuse because of disconnectiveness of the system. The botching of the prosecution do you think that got there. I was there 3 feet away from them the California Law they couldve made him try the club on to see whether it fit before they made a decision and if it fit when he tried it on before. And i think that is a doable project, one we should get on quickly agency we can, and then come back to health care, health care is not going away. It is going to remain an issue, we may have to find two or three ways to go at it, but i think ultimately we are going to find ways to reform the Health System because we are going to have no choice it is too ask and have leaves too many people without coverage i think has to be fixed. Mike murphy, just, on the tax cut to clarify, you are talking about a cut not a overhaul of the tax code simply a tax cut by thanksgiving correct. If they get tax reform by thanksgiving tenning i am all for it if they captain get tax reform by thanksgiving i am for a big tax cut, because they need the economy and the first two quarters of next year, growing very rapidly, or we will have nancy pelosi as speaker of the house. We cannot go into Fall Campaign next year with a weak economy number one claim we have to be worthy of the representing American People that is we are for jobs and prosperity takehome pay Economic Growth. We need a very large tax cut, im perfectly happy if they find tax reform as part of it i would not allow to do what we did with health care make it so big complicated hard to understand that you cant pass it. This idea going to be revenue neutral we are opposed to that many of us we think a fancy way saying the tax burden stays the same you shift around who pays what under that scenario we know what happens connected class in washington alleges gets good deal middle class families get a bad deal we want more specificity on what we are all for tax reform lowering tax burden on families creating a tax conto ussive to Economic Growth dont want borderadjustment tax in the plan, so show us the plan then we will pass a budget, if we are actually achieving the savings we need to putting together the right kind of tax reform. You say what . I say on the borderadjustment tax it is dead it is not going any place we want tax reform as well, there is two different bills that would have to be used to do it, reconciliation to make changes has to be revenue neutral that respect a second bill can be done that would reduce taxes we are all in favor of that but when it comes to health care a transition appeared we get over obamacare hangover if we dont help work being families with premiums with those costs, they are going to bear the entire burden themselves. Republicans are not going to do that to working poor in this country people that work hard every day expect we are helping them get through very, very to have you transition that is goal what we are going to use taxes on, on people with incomes over 250,000 in household most of those individuals, that receive the benefits from this are people that have no place else to go obamacare was not their idea, this was dumped on them they are trying to survive it we are going to do everything we can to help them. Dagen what do you say to that. Dagen senator medicaid before expanded under obamacare took care of the poor. And all and the fact that you are pouring more money irraising taxes, on people and standing by Obamacare Tax increase, that i think that it gives have you shaky ground to stand on when you go to actually reform taxes. I think to begin with were not raising taxes on anybody there are some provisions that were built into it that are there were leaving some in place not reducing the taxes, but the revenues we are getting from them are paying for transition out of a very expensive obamacare model. If we dont do that, would you prefer to see those costs borne by people that have no place to go, to pick up thousands of dollars in insurance premiums per year . I dont think the republicans and senate are going to do that to the American Public these are folks that trust thatw going to get them through a to have you time they want us they want us to be reasonable, they want us to be practical and pragmatic looking at it saying were going to cut a tax for the sake of cutting a tax, and they have American Public cant afford to pay health care premium, they have to put people that are suffering with obamacare let them suffer . Were not going to do that were going to fix this thing going to get them through a tough time boow going to the recognition out of obamacare into a product that allows more local control, more opportunities for lower premiums, but at the same time were going to get this away from a central provider we are getting this back to where the states control more of the resources and more of the decision maikzing let patients make decisions themselves. Are you expecting that this is going to become embroiled in republican infighting when it actually gets to the full house. No i budget that comes to the floor is going to be subject of tremendous debate and should be fairly significant thing for the congress to do. I think one of the things you overlooked in introduction the fact that every single republican on that Budget Committee voted for the budget last night in committee i think a tremendous success, something quite honestly that i dont think diane black chair woman expected certainly not something that we expected after working with her on the budget the white house supported the budget obviously they dont like my budget better they were able to get one hundred percent republican support last night no committee a good sign as we move forward, not only to get a o budget, but to lay the foundation, through the budget for tax reform so big day yesterday i think in the the house. Yeah, that makes a lot of sense i am glad you brought it up so tell us where this goes now. Goes to the floor, i would assume next week i think, during one of your spots there last half hour you saw jim jordan talking about want to go see some deals 69 proposed tax reform before they vote for the budget that issue will continue to to be debated over weekend as it should. But i do think you will see the house pass a budget, off the floor, next week, things move to the senate. Can you move towards tax reform or even tax cuts once that is behind people want to understand where this goes in terms of of the actually domestic agenda. Sure this is why a budget is so important, because arcane voting rules in the senate, this is easiest way to look at it if mows and senate pass a budget, together pass same intouj we can pass tax reform in the senate with only 50 votes, if they do if they dont pass the same budget if they dont agree on a budget, then we would need 60 votes to pass tax reform in the senate obviously, a tax reform bill with 50 republican votes look very different than tax reform bill that has 52 republican votes 8 democrat votes that is why this is absolutely critical why the white house is so interested in seeing the house pass a budget yesterday where we are so pleased they did. In terms of tax reform, there are all sacred cows we have been talking about do you expect a tax package to be revenue neutral.
