Good to see you. Yesterday we had gdp number how you want dr. Greenspan up 1. 4 who you do you think we can break out of this stall that were seeing in terms of Economic Growth . It is going to be very difficult. First let me just say that obamacare is clearly underfunded, but so is every social benefit program that becomes underfunded when are we going to get one that has more money than it needs . But this is very important issue, because looking in background, is a very much more difficult problem than even obamacare. And this is essentially the fact that for the past 50 years, entitlements have been going inexorably partly from side of the republicans, i should say mainly from republicans and to less aer extent from the democrats. But the problem is that that number is crowding out dollar for dollar gross domestic savings gross if domestic saifksz key to gross domestic investment leads to productivity what our problem is what the problem of across the developing world has been, for the last 8 or 9 years, is essentially that we have very slow rate of productivity. The reason we are having our problem now in funding deficits and funding all sorts of new entitlements is that our level of gdp and income for example that the lower gdp that we have been having, we have been having a subnormal rise in payroll tax receipts one of the key problems in the future. Why we are watching tax receipts closely because that is real indicator what is going on i mean there is a lot of predictions out there things are getting better, Unemployment Rate 4. 6 , 4. 7 good number yet when you look at actual tax receipts, and the income that americans are taking in, that is a real indicator of what is to come if not making income and seeing wage increases they are not going to filter that back into the economy. That is absolutely right. Now we will be getting a 3 gdp figure for the Second Quarter. But that is a questionable number because economists have been struggling with seasonal adjustment factors between first and Second Quarter when gdp and in any event extremely unlikely given what is happening to Capital Investment and, hence, productivity to get at a 3 real rate of growth in, distant future. You mentioned a lot of important things dr. Greenspan you are saying a Capital Investment that is why where i wanted to focus that is where resefgs has been right in the last several years businesses, unwilling to put new money to work in terms of capex new money to work in terms of jobs are we seeing that tightness in terms of the business community. Well remember that it is not been it is not that much of a problem in short term equipment, i mean, software and various, other types of very two or three year depreciated Capital Assets has not the been a problem it is long live assets buildings, structures especially those more than 20 years of potential Life Expectancy more than 20 years. What that is is there is an extremely heavy rate of discounting in distant future and that is warped our Capital Investment structures such a manner that we are having difficulty creating productivity which can give us anywhere near 3 long term rate of growth you have. Been watching productivity as long as i know you let me ask you this we know the fed a are those begun raising Interest Rates sitting on free money so long now are they going to raise rates and smash what has been the a fractional sort of recovery in the economy i mean do you worry that higher Interest Rates are basically going to stop any recovery that has just begun to gain traction . Leaving fed aside let me talk in terms of where market prers are i dont forecaster what fed was doing they never did when i was in office oi dont want to second guess them but there are pressures obviously emerging for longterm debt to start moving up it is extraordinarily low level, and as the inflationary pressures now seem to be building we have just been through a long period of stagnation. We are moving now towards what we used to call stagflation. In which the shortterm outlook begins to look sort of a slightly bouyant because inflation moves profitability. And you get a sense that maybe things are over but that is going to be a false storm. Weve been through this period before, stagflation, back in 1970s, and it is going to be very tough to get our way beyond. It so do you think we are going to see stagflation then. I think we are in the process of seeing it now. I see. What i think is happening is that wage rates are beginning to move unit labor costs are on the move, it is essentially the the criteria what you are looking for for inflation to start to move, but the stagnation is really still there. It will ease some the presumption that we are bouncing back i think utterly unrealistically. How important is fiscal policy you mention top of interview about Health Care Bill talk to us us what has happened in terms of frequency the entitlement that is medicaid because that therein lies the problem, the debate of what is going on in congress right now, they want to stop they cant to slowly down growth of medicaid one of entitlements that has gotten bigger and bigger and bigger over the years and people are on medicaid that really truthfully probably should not be on medicaid right it is for the poor. I am not going to get involved in the detail. All i will tell you is that for the last half century the ratio of entitlements includes Social Security medicaid medicare variety of other small entitlements that number as roar ratio has gone up to little more than than 10 to up 12 . It is a very large chunk taken out of the gdp over that period, and that is the basic cause as to why gross domestic investment has been so subnormal of late, and the reason that that is invariablebly going to impact on productivity it is kaudz of productivity this is a phenomena not solely related to the United States youve got this in europe, you got this in rest of the developed world, it hasnt shown up in developing world but that is another message. And then there is the winding down of the feds Balance Sheet, which is also being questioned by a number of people how are they going to do this and not impact markets, i mean, they are talking about a 4 1 2 trilliondollar Balance Sheet they said the chairman janet yellen and her colleagues have said we will begin to unwind this, 600 billion a year or so i mean how confident are you that they are going to be able to unwind this normal Balance Sheet in the timely manner sir . Maria this is a question i will not answer. You can come down here and poke me in the headed. I wont poke in you the headed sounds like you are worried by the way, with that answer but i wont speculate in terms of what you are thinking do you expect tax reform done this year dr. Greenspan this is one area people feel would move the needle on Economic Growth. Well it is always easier to cut taxes than to ray of them for years to have new benefits than cut them this is one of the good things should not be too difficult to a complement. It should not be too difficult to complement people sacred cows in Health Care Bill sacred continuous in tax reform, paul ryan sticking is to borderadjustment tax tax members saying no, it is going to hurt a lot of areas of the economy so there you go, the battle goes on.
