Well, they both got some things, clearly the white house we wanted to reduce domestic Discretionary Spending and it was increased. Thats not a victory for the white house. On the other hand, theres a lot more defense spending. If you listen to paul ryan and Mick Mulvaney yesterday, they both said the big victory was ending something call parity where republicans wanted to increase defense spending, they had to increase dollar for dollar domestic spending and thats not happening in this bill. They are claiming that as a big victory. Maria this is the first increase in defense spending, heather, in ten years. It is true that the republicans actually did get something out of this particularly the 21 billion, they are getting rid for elimination of the parity formula essentially and they actually did get some budget increases and things that they actually cared about. They didnt get the cuts and pullbacks that they wanted, they did get the biggest increase in Border Security funding in ten years but thats not a high bar to cross given how low its been. The real issue here is the interesting one is, the shutdown that we are talking about is not for this this particular bilker it is for september and whats really going on is trump is schooling mcconnell and ryan about how to negotiate. We will remember that this time they both said, we will never do a shutdown. Basically in negotiating termination, i terms, i will never walk away. What trump is saying, i dont want a shutdown, but if i have to take a shutdown, thats the worst that can happen. Hes already setting up a different term of debate for when they come back in september after the shortterm budget bill expires so that he has more negotiating leverage and thats really important and the other thing that hes put on the table is the filibuster, that is the great road block that nobody talks about, there are two filibusters in the senate procedure, not just the classic one that everybody thinks about that ends debit and you move to the vote and whether youre going to deliberate more, but the first one that has been misused for the last 30 years to stop having any discussion at all. It has created an artificial 60vote threshold to have deliberation about any bill and if you take that off the table, suddenly all of the stuff that can get through the house, no longer has 60 vote hurdle to at least get to a vote in the senate. That would change the dynamic enormously on all the things that trump wants to do and at some point that is going to become the critical issue because this is a man who wants to win. Maria what about that, byron, maybe the negotiating tactic is a smart one, maybe they should have a shutdown, what are the implications . What heather is talking about fight between trump and the Republican Leadership. It is that republicans always lose Government Shutdowns and in terms of Media Coverage thats pretty much true. Thats been true of everything in the past. Republicans are terrified, terrified of being blamed for some sort of shut down of the government even though its a partial thing, temporary thing and everybody gets paid in the end, but theyre absolutely terrified of doing that. As far as filibuster is concern, trump is running against senate prerogatives and you saw that in the reaction of mitch mcconnell, we decide what to do around here, mr. The irony here is that i believe that director comey wasnt acting for partisan motives. I think that he actually was seeing those polls and thought clinton would win and i think he was trying to protect the fbi and didnt want after the election for the fbi to be accused of sitting on information that would have potentially influenced how people voted and so its he miscalculated and in doing that he basically opened up the fbi to the very criticism that he tried to prevent. Can it punish its own employees for failures to imply kidney order employees against their will organs the policy. The answer is no. The Supreme Court is very clear on this. The seats are independent and they dont work for the federal government. Can they send thousands more federal agents into a city to enforce federal law. The issue here is not can they enforce it. Can they make it. The Supreme Court has said no. The texas proposal that Governor Abbott told you about the other day is unique and creative in the fact that it is the state telling its employees you well at our expense enforce a federal law. That is perfectly lawful. I dont about putting people in jail the federal court well probably interfere with that. But in terms of when they want the local police to help enforce federal law is the state of texas said you should do it. They said you should do it. The federal government can withhold money then. Heres how it works. If the state says you cant do it. The state is enforcing doesnt that give more weight to the government saying were withholding. They can withhold money on this specific targeted programs within the legislation say that theyre they are tied to receiving federal money. But not overall. When you get started in your 20s it really does allow your money to grow. I agree with that kevin. You can actually pay down debt. I think millenials are shackled by Student Loans and Credit Card Debt. They tell you to spend spend. In millenials dont look at the apr and they dont understand the compound interest and then you have that. Its one of the big challenges that you will have with millenials. They really believe that everything should work out immediately for them so theres the longterm challenge. And the second problem that i think you might be looking at if you are a Company Selling investments is that they dont believe that bad things should happen to them. Youve artie seen litter dash make Liberty Mutual because they have accident forgiveness. Thats really appealing to millenials but how do you see the investment world responding to these tensions with the reality of investing. I definitely think. For the Investment Companies out there and i think i think its a matter of educating. How money grows and how it works. It is a matter of having a twoway conversation with really explaining and educating. Hasnt that always been the case though. Maybe the millenials are going to be more successful at saving and investing because they understand through their parents experiences during the housing crisis and their own student debt and Credit Card Debt the danger of taking on too much debt. I think they are seen it firsthand. As parents start to struggle to find a how to make ends meet. I think the biggest thing for millenials is that they have to take action take on the extra job. The increase lifestyle disclosure come has increased. One of the biggest things they should focus on is that there probably actually i can have a retirement given the fact that they are paying into Social Security and they will never see that. My niece started her first job first thing you need to do is put money into the 4o1k. It reduces your taxable income. Thats one of the reasons you want to do that. Thats one of the greatest strategies. Beyond the 401k youve all this debt. Your shackled by debt. Theyve all of these Student Loans and the costs keep going up. There are penalties for them if they dont actually strive to the health care. They feel like theyre getting the short end of the stick a lot of times. They do want some of this accident forgiveness. They have lived through a time in their life where the market has not done well. Chris, final word from you. They cant delegate their financial future. That is a really good question, keep in mind that 17 budget not a budget but spending bill we just did was a bonus for us, that shofb president obamas money that should have been his budget he was incable of passing a bill back in september, to fund the government for the entire s 17 fiscal year we are in right now ends in september sort of a bite at apple for us we should not have been able o to get that everything we got here a bonus the 18 budget discussions begin tomorrow we will talk about instead of starting with a you bipartisan bill start with a republican bill, in the house, and we will try and fashion a bill with much more acceptable to the Republican Base everywhere to try and put our mark on that house bill before it goes to the senate so we will prenegotiate, excuse me a bipartisan bill, that is how we can get our message across what our real priorities are, you see more money for mr. Border security more money for fence same things talked about involved in the process earlier in 2018 i think a critical step right direction. Really around major tax reform regulatory relief renegotiating trade deals when president got into office he signed several executive orders, instructing us to look at the Financial Services industry, on regulation, weve been hard at work first report will come out in june. We will be making a series of recommendations to the president some of those recommendations will be things that it be regulators can i do some done by executive order some of those things things that need legislation let me just say weve reached out a process where in doing this i think we have had 18 focus groups so he far as many as 50 to 100 people. In each of them i know we have included committee bankers in that process, we are soliciting advice one thing about this administration the president is very willing to listen. You may not agree with everything he will make his own decisions after recommendations but he is very open to listen, and he is encouraged us whether it is at treasury or white house have people in so we can hear the best ideas. Speaking of that february 3rd executive order, and the study, are there any any anticipated recommendations you expected to hear you can perhaps these share with you us or that you wir bedrock recommendations might come out of this report. I think it would be premature for me to comment on any of the specifics before it comes out, let me just say some of the things that we are focused on some of the things weve heard one of the things is we want to make sure that banks have the ability to lend and make loans. [applause]. You know your clients. We believe, including regulation let me be very clear banks that take fdic insurance should be highly regulated and should not protect payers at risk on the other hand you all perform a very important function in your communities knowing how to make loans we need to make sure that there is consistency across the regulators that bankers understand what rules are so they can adhere to them that small and medium sized businesses have access to capital. That is something that is very important to us. Thank you. Secretary, being a former Community Banker yourself, you know firsthand, the burden, and dead weight loss caused by onerous regulations and how they divert bankers from focusing on customer and community needs. Many Community Bankers involved in mortgage financing serve unique needs of local communities, unfortunately, they are concerned that the plethora of additional regulation on mortgage lending will not allow them to customize their loans results in constriction of credit to otherwise worthy borrowers can you share with what you say best can be done to bankers can reasonably preserve relationship banking and mortgage lending. Sure let me comment because this is an area that i have a lot of experience in. I like to say there are certain parents i have a lot of experience in certain parts i have no experience in i am not embarrassed when i think i know something to talk about it i am not embarrassed to learn. So if we were talking about iranian sanctions would i say this is something i got a ph. D in, in the last several months when you talk bermortgages for better or for worse i have been in Mortgage Business 30 years, i have talked about the need for Housing Finance reform, were looking very seriously at the issues with fannie mae and freddie mac we are also looking at fha, which expanded criteria significantly. But you know,i would say, again in mortgages i have seen the best of the he Mortgage Business and i have seen the worst of he Mortgage Business. We purchased a bank from the fdic, that probably had about one of the worst if not worst morning business that existed we saw problems with that servicing business that took years and years and years to work out. So clearly, we cannot let occur what occurred of about. No lending 98, 9 to people have no able to to pay loans. We never can allow that to occur again. He on the other hand i think weve got to be careful not to go the other extreme, that we go so far in the other extreme that when there are people that are good credits, that can pay loans, that they have access to Mortgage Capital. And this is this is one of the things we are looking at, r our. Thank you. Let me turn to Housing Finance reform, that is a major issue and has been for quite sometime. What can you share about your goals for Housing Finance reform . So you know, again, this is something the trader has very different role in we have a large line of credit. To fannie and freddie. It is also something that has said i am working very closely with hud i want to be careful we dont solve fannie or freddie issue to only find out we have an fha issue, in moving risk from one area to the other. Housing reform i have said we need housing reform i dont think it would be responsible to leave fannie and freddie out there next four years we need to figure out how to reform that, on the one hand i think it is very important that we have ample liquidity for mornings in the United States with the 30 year morning. So having securitization, having ample Mortgage Capital is something that is very important to us. On the other extreme we want to make sure that we dont put the taxpayers at risk. So again, we are our priorities for the moment are regulatory issues our priorities are tax reform, this is something that we have begun to have discussions on, it will be a bigger focus for the second half of the year, but, again, our strategy will be to reach out to a lot of different groups take in a lot of input then make a recommendation to the president as to what a we think the solution is. And have you been talking with the house, and senate leadership, and appropriate committees we have. But, again, you know i would say this has been at a high level. Just because our initially focus has been as i mentioned regulatory issues and taxes. Talking about taxes, that is a good segue into another very top priority of the administration. And that will be major role for treasury, obviously. The United States has some of the highest marginal tax rates in the world i know you want to make the United States tax system more fetch and competitive. Community banks pay taxes, in various forms, Many Community banks pay the corporate about income tax but about a third of Community Banks are organized as subchapter S Corporations can you highlight some Administration Priorities on corporate and individual income tax reform. Sure. Thank you. Again i had the opportunity to work with the president on his economic policies for the last year. And tax reform is right up there, about is one of the most important issues for him. Our principles for tax reform on personal side simplify the personal tax system, it is way too complicated we would like most americans to be able to file personal taxes on what i call a large postcard, and should be relatively simple to do we also want to provide a no income tax contract. On no income taxing cut on business side we have one with of the highest business tax rates there is we have a system of taxing on worldwide income, we have a system of deferral not a surprise that our companies have left trillions of dollars offshore. So our objective to create a competitive system bring that money back onshore, where it will be invested, to purchase capital, and create jobs, and one of the things that we have commented on and i refer to this as a a business tax as opposed to a Corporate Tax or a passthrough tax, we want to make sure that small and medium sized businesses have the benefit of the business tax but we also [applause]. We are also committed that people who are in the high evident personal tax rate shouldnt be able to use passthroughs or other vehicles to avoid paying taxes on wages, so this is something we will be working with details on, but something that we are very committed to. Do you have any can you share with us any kind of notion that what you think the timeline on tax reform would be . You know, i originally said that i was hopeful we would get tax reform done before the august recess, at the time, i said it was aggressive i i guess you would say even more aggressive now. I decided i am not going to give any other specific date. Other than saying, like to do this as soon as possible, we are meeting regularly with loip in house and senate i think we agree on fundamental principles, we probably agree upon, 80 of the details we got the last 20 to figure out. And we are committed to trying to get this done fast, so i am hopeful that this gets done this year. I think it is important to the economy, this gets done this year, but i have decided i wont predict a future date. Initially secretary mnuchin said august then came back said this year kevin kelley with us this morning what do you make of mnuchins comments. I think indicative of what is happening right now in washington, no one wants to look there they are going on another vacation they have all priorities from health care, to tax reform, and here even saying hopefully, we can get it done this year that scares me when he says i i hopefully, we can get it done this year that means next year no one is working at all on any of this that is a big problem if they want to get above a 3 gdp they have promised ran on they need to figure that out car sales are going down consumers are not spending, this is a big deal. Maria yeah, the interview with me on monday secretary mnuchin dagen did use the word retroactive. So he said, we are hoping it is retroactive to 17 i have been skeptical about. Dagen if they do it between now and december 31 would be retroactive to january 1, administration is doing a terrific job putting people out there you talk to Mick Mulvaney this morning giving interviews talking, talking, talking messaging needs to be better they need to all be on same page communicate a unified message to the American People. This is has been an issue for the last couple weeks and we know that this is very important, to all of or i members so getting the language right, wherever every won feels comfortable we all want to be insure that preexisting conditions are covered, it is just getting the language right, so everyone is totally comfortable we have put several measures in there with backup measures, but still have not gotten us to the point that we have the vote. Maria language meaning, should the states carry some of the burden . Well the states will carry the burden, and in the management of excuse me in amendment that we had just last week, it is very clear, in there, that the states will have that ability to be able to have at risk pools that will allow people with preexisting conditions to be in those pools, and in those cases, that will be blind where they wouldnt realize they are in that pool they will be treated the same as everyone else, just the manner in which Insurance Companies handle that case there are lot of backup points it has not he completely satisfied everyone to the point ready to vote for it. If there is flu language to do that lets take a look at it lets get this yob done. Dagen congresswoman it is Dagen Mcdowell as you change that language to appease centrists like colleagues upton said as it stands will not vote for this bill you risk alienating Freedom Caucus members a loselose for you i think we get to that at the end of the day sometimes a couple words in language to give people assurance that what they feel is really necessary, is going to be there for them, and i will say, that making law is like making sausage doesnt look very good doing it tastes pretty good when done. Are you working with senate as well there are talks going backandforth so if house does something not seeing a holdup on the other side . I am not involved with that discussion with the senate but i know that our leaders are. And they are ready in the senate i am told to take up our bill, pretty much keep it the way it is with some maybe additions here or there, but there have been discussions backandforth between house and the senate. Tloubl have been discussions the whole question of reconciliation the challenge not including provisions that are going to be problematic to that threshold in the byicht richestd test do you think there is a message issue instead of calling it risk pool we called it the guaranteed preexisting condition protection fund, explaining what it is that it actually does, that we might in fact make some headway in terms of having people understand, that all republicans want to make sure that nobody with a preexisting condition is unable to get insurance that is affordable. You know, i think you bring up a really good point, many times here on have hill we use words phrases that are not familiar to every day households, so if we can say things more in a lexicon that helps people to feel comfortable with what were doing i think we need to do much, much more of that. Maria so you think it is a communication issue then. I think that is part of our problem, is that we dont communicate as well, we get here, within the walls of congress, we Talk Languages maybe in the industry are known but when the every day person and i try to could that when i do my clips back to the district to make sure that i am explaining every day household terms, chienls before i came to Congress Many of these terms were not familiar to me either. And i think that is what you saw yesterday, the president says, in his mind that he is right we need to fix that and if it takes shutdown in september to drive that home then we will have that discussion in september. Are you disappointed with this bill . Well let me just say this first of all, i am the budget chairman so let me make this clear, this is not the budget the budget is what we put out, and vote on a top line dollar what is going on now is called the appropriations process, where they take that top line dollar that we give to them, anding appropriators in 12 different areas put those on a line do line items this is not budget this is a appropriation process i know that is confusing, but i wanted to make that clear. It is i think Mick Mulvaney has talked about it is not a perfect process if we were doing it the way it should be done we would be voting on bills individually one by one throughout the year we wouldnt wait and put them altogether this is not the way it was meant to be. And part of that is because it is very difficult to send something over to the senate, when they need 60 votes, rather than just 51 so you cant put all the conservative measures you want in there because you are always constantly looking at, what do you have to do to negotiate, to make sure that you get the votes in the senate. And it is broken, i wish that the senate would fix their process, so that we could do it with a simply majority, and do it without having to worry about the filibuster.
