But there were these are House Republicans on monday eliminates many taxes and penalties associated with the obamacare legislation. Tom price of iowa senator when paul spoke out about the Health Care Plan. We are going to work quickly. I really believe we will have tremendous support. Nrdc and the support not only in this room, from everybody. This is a work in progress and continues to be so. Obamacare has failed as you well know. So much of their bill is a bailout for Insurance Companies. Most of us are unhappy Insurance Companies have all the power. We take that away from the insurance come to me and give it to consumer. It will not pass. Conservatives are going to take it. Maria President Trump fired back. I feel sure that my friend ran paul will come along with the new and Great Health Care program because he knows obamacare is a disaster. Lets talk about this for a second because theres opposition right now. Does this get it away . I thought the press conference yesterday when they announced they had no command of the situation and i felt there were committed to it. I did, too. It goes back to the mandate in my opinion. That will be the hardest thing to get through and get a concise agreement across the board. Theres something is in the bill i really like. But at the same time, i dont know that you are going to get the right wing of the Republican Party to ever agree on that. Maria i like the fact these mean taxes are coming off. Thats got to be a positive to move the needle on the Economic Growth. How do you see it . Maria the wall street journal editorial page goes into this. The First Reformed since it was committed in the 1960s. It to puts the responsibility to manage programs that are going to block print system. Thats a critical point that tends to be overlooked. It tries to have a standardized the coverage more and extend tax breaks for financial help to consumers so hopefully it encourages people to buy Health Insurance if its cheaper and more reasonable than mandating that. I will say one thing to republicans against this. You stand against it. Grandpa wants a complete repeal. That will accelerate collapse of the changes and obamacare as we know it and people will not get reelected if they send the democrats. Maria this guy to do something. If youre not standing with other republicans come at you stand with democrats. Good luck getting reelected in two years. The problem specifically, the hugely Successful Exchange in kentucky in his home state which the governor and republican governor came in and abolished is already throwing a lot of people who would have been covered. If this is pushed through the way it is in the mandate disappears, which it looks like it will come of them are specifically at the block grants to the states. States like kentucky, Mitch Mcconnells home state will now have to come up with millions upon millions of dollars to cover those people now that will not be covered under the federal medicaid guidelines and that is a huge crisis for a state like kentucky thats not the wealthy. That is going to be on them. People there at. People there at home state will say its a very Successful Exchange. Loof us voted for donald trump in voted for you and now youre depriving us of health care. These are not wealthy people. Maria is it better to keep it in place and keep the obamacare legislation in place which is failing . Somethings got to give. Dagen medicaid has become something that was never meant to be. It was meant to cover the most vulnerable women, children and very poor in this country. It has grown into Something Else that frankly it has grown into a crutch that Older Americans is basically hide their assets to go in nursing homes. Again, they are trying to put more burden on the state to better manage these programs. States have to balance their budget and federal government does not. States have to cut drastically in order to get this done because they had the mandates. So after the election is over. Thats what a fascinating as they understand the political damage and thats why theyre waiting until much as the midterms, but until the reelection have a negative effect that come through. Trade to let me you what jason chief is dead but they Prioritize Health care choices. He brought in an iphone into the conversation. Listen to this. Americans have choices. Maybe rather than getting the new iphone in love, maybe they should invest in their own health care. Maria congressmen chaffetz later traced back his statement. But he said i did the media is going crazy about this come is this come as saying you said something so wrong about the iphone. What is the new iphone . 600 bucks . Wwhiskey now . A little bit more than that. Poor people out out there buying accessories and neglecting their own health care. We noticed to ve cancer, diabetes or anything else. It costs a lot more than a cell phone, congressman chaffetz. Tree until you make a good point. Dagen i understand what he said. Maria julie brings that Cancer Treatments. Dagen hes talking about Health Insurance. If you buy hide it up to vote catastrophic thing, that would cover catastrophic illness. But his point is there has to be a level of personal responsibility. So you get rid of the individual mandate. Its not the government telling you saying you have to be ensured. Ultimately its got to fall. They are putting the mandate in. They basically say about two months about health care and you will pay big. 30 penalty. The Insurance Company thats not freemarket and personal responsibility. What are they calling it . Thats included in the obamacare legislation. There are mandates that you are going to get used to to get these if you dont have Health Insurance. Paid to the treasury. This is a penalty of 80 . Reportedly killing four people and injuring several others. Reuters reported that gunmen were disguised as medical personnel and several blasts reported at the scene. Isis has claimed claimed responsibility for the attack. Iraq cannot get a Civil War Veteran and Fox News Contributor pete had said. Thanks for joining us this morning. What is your take on what went down in afghanistan . Might take us for years and four show the security situation has been going in the wrong situation, not his previous or the taliban, but now the Islamic State willing to attack a hospital which would usually be sacrosanct. Very lascivious and he had secured areas of kabul. A suicide bomb at the gate and gunmen dressed as doc or is demonstrate that this fighting season will be ferocious like others. The fighting season usually starts right about now in afghanistan. So not a great time. Will continue to price the issue of butter in a disconnected them. A handle on whats happening and how to respond. I dont think any administration has had a handle on how to raise on. When i was there at the Counter Insurgency in 2011 and 2012 from you had this feeling to have a shot at capturing a lot of control because the belief was americans are headed for the yet. After a Huge Investment which i dont think anyone wants to make, we keep a lid on the path in afghanistan right now. What are the feelings of the truth if you havent tried on this question at this seems to be such a horrible, horrible situation. What is the mood on the ground in the end if you have any knowledge . The mood for a long time has been one of anxiety. Not a virtue, but the people at the afghan government. What is the future, how long will americans they will they be capable or not . The taliban is resurgent taken over large bostonarea control before. For our troops, they want to know at the end state of mission is. Or maybe the end state is to so they are not capable of words attacks were Training Camps elsewhere. Maria thats a lot of open questions. Let me switch gears. Take a look at the new executive order. Hawaii now the first day to challenge the president s new executive order on immigration. Hawaii says its filing a lawsuit to challenge the order set to take effect march 16th. Next week. Watch this. A lot of people the new executive order might be an improvement and it is from the first one. Unfortunately, it still hasnt. Constitutional defects. Maria what is your take, pete . Welcome somebody has to resist. It doesnt matter what they wouldve written. Someone will file lawsuits. This is much more narrowly tailored. If you are a legitimate holder you are not caught up in it. We are taking the same path to the last one. 90 days on the six countries that they dont have after a vetting process. All of which is the doctrine of serious constitutional scholar, very much pass the muster of what an executive is able to do in this country. Pete, hi, julie baginski. If iraq is no longer part of this, business picking and choosing. Why is iraq suddenly not part of this band . [inaudible conversations] true to their partners in the war in iraq. They make is the fallacy in the whole thing they are partners. There are plenty of people who wish to do us harm and here it is done in another place is. Ultimately, if iraq is excluded in the business groucredence to the argument they are picking and choosing randy blake, that there is no wellthoughtout process here. No, i dont think so. The states were chosen initially flagged by the Obama Administration because of poor vetting processes. The interpreter invokes that could help us. You also had a tenuous relationship with the Iraqi Government to remade as a partner to fridays is. They made a prudent decision excluding iraq in this case. As more countries that would apply here that you could apply this through to make sure the process is thoroughly affect it. Treated to more countries should be added to the banned list, is that what youre saying . Yeah, if you wanted to. Why is pakistan on the list . Just to point out one thing he had President Trump is cutting the number of refugees coming into this country by more than half under 50,000. Mccarty had 35,000 coming to this country so far. That is sent in via demonstration can without disorder. That is his right. Cons additional power as the president. Thats the critical thing to point out. Went on to start banning people from france . What was the last time they killed somebody . France is a perfect reason why they take prudent measures like this. Theyve been invaded from within with it dont have allegiance to their country and they dont know what to do about it. They have an assimilation problem. Dagen two of the paris bomber sped into france posing as refugees. They were born there. Give me a break or the vast majority of adam even know where they are coming from. As i do, but you know some of it is a refug problem. The other part is an assimilation problem in this enclave issues in western europe which people dont want to talk about. What President Trump is saying is thats not going to happen in america. Until we know who comes in our Country First or Second Generation of the will take a pause. How is that a prudent measure what prudent measure what effect a radical enemy seeking our destruction . Come here and do it. Maria just seen a number of attacks have been to france is enough to show you that the country does not have the vetting process, does not have processes in place to stop this. How many times has france been attacked in the last year . I couldnt give you the exact number. Three, four, five times in serious ways. And here in minneapolis where it got us refugee population that is god to fight alshabaab in isis. Its not the first generation. It taken at third. Speaking the language, saluting the flag, all of those dates you need to make sure happen. Im not impugning all muslims are the majority. Healthcare battle brewing on capitol hill one day after republicans unveil the plan to repeal and replace obamacare, some lawmakers are fighting back despite opposition President Trump says hes proud of the plan. We are going to have tremendous success. Its a complicated process but actually its very simple. Its called good health care. After that, we work on the tax cut. We are going to be planning a major tax cut. I know exactly what we are looking at. Most of us know exactly the plan. Its going to put our country in great shape and reduce taxes for companies and for people and i could use the word again massively, its going to be a big tax cut. The biggest since reagan or even bigger than reagan. Maria he just tweeted this, i have tremendous respect for women and the many roles they serve that are vital to the fabric of our society. We will see what comes out of that meeting, markets are cautious out of the ecb meeting tomorrow. Even though china reported a surprise trade deficit. One of harvards most famous student, why Mark Zuckerberg is return to go school and getting advice from another harvard dropout named bill gates. After months of anticipation, republicans unveil plan to repel and replace obama, House Speaker paul rn spoke about the plan and said why healthcare rerm is so important now. What i want to tell my fellow citizens as of nightmare of obamacare is about to end, lets not forget that obamacare is collapsing, obamacare isnt staying. If we did nothing, the law would collapse and leave everybody without Affordable Health care. We are doing act of mercy repealing the law. Maria lets talk to somebody who is kneedeep in the business right now who really will understand the impact and thats the president and ceo of eli lili. Congratulations. We wanted you to come on the show ever since ceo transition. A lot happening in the world already. Maria whats your take on gop plan in terms of health care for america . We applaud speaker ryan and secretary price for getting out and getting a proposal on the table that seems reasonable and concrete plan as they said repeal obamacare and replace it so patient who is rely on some of these services can transition. Of course, it delegates more power to the states which is what they said they would do and it rolls back some of the regulations that the Insurance Companies are concerned about. Maria as a company that produces important lifesaving drugs and who really will see an impact and patients will see an impact, whats most important of repeal and replace plan in the two main taxes are going away. Is that a positive . Right. So theres a tax on drugs, medical devices, investment income. They have rolled all of those back although a lot of commentators will say, thats the timing of that may change depending on how the bill gets scored. Of course, we are all for rolling back taxes on innovation and thats one of the principles we would like to see, a health care that rewards innovation and encourages people and not discourages them from using cations, unfortunately, maria, in the afrdable care act, medicines are very expensive for some of our poorest citizens, more expensive than other parts of the Health Care System. Maria in fact, the president tweeted about drug prices yesterday that they will come way down and all the drug stocks traded lower. I dont think he wants to do anything in terms of regulating drug prices, hes trying to create a competitive marketplace so prices come down. Will it work . Well, we are all for competition. If you look at the programs of the federal government that really work, patients and manufacturers think they work well for them like part d introduced ten years ago, thats a competitive market where the government gets out of the way, lets private actors negotiate on their behalf. Pretty much everyone is happy with that system. The parts to have system arent working is when the federal government introduces regulations, skewed the market and unintended consequences and kind of warps the system and doesnt reward innovation. I think what he said more competition is needed and we are all for more competition. Maria thats what he said on tweet yesterday. Im working on a plan to create more competition so prices come way down. If the market becomes competitive in some way, this will send prices down . Whats the answer . As long as theres a marketplace it can find the value, right. So the drugs for illnesses thats where they are god at negotiating with manufacturers. If hes talking about expanding that concept beyond medicare, we would be for that. Another form of competition we would like to see is a number of the stories on high drug pricing have come out people that dont do what we do, Research Drugs and develop drugs, bought up old drugs, raised the prices and, of course, drug manufacturers but they are not our business model. What hes talking about troducing more competition so those sole source products dont have that situation where people can really exploit that situation, we would be for that as well because thats really an artifact of how the fda has been rather slow in approving generic drugs. Maria lets talk about tax reform generally speaking because the president yesterday said tax reform is next on the agenda after health care is in place, major advocate for tax reform, i know you sent a letter to the leadership on capitol hill, you were one of 16 ceos to sign that letter basically saying that it is so important to Economic Growth in general, tell us what youre trying to get across to the leadership in washington . Well, basically the system we have over the last 30 years is producing the company we have which is sluggish growth, depression and middle class wages and reduction in manufacturing and increase in trade deficit. We want to change any of those things, we need a new tax code and the ryan blueprint thats the brady blueprint that is put forward by congress is the only plan sitting on the table. We think it addresses all of those things, it can drive Economic Growth above the slow rate. Ic some of the provisions like reducing the Corporate Tax rate to 20 makes americas tax code competitive with the rest of the world and going into a territorial system which means your taxed where you make the must be and not taxed because youre american, really would be a fundamental change, most of the rest of the world has this kind of system, we double tax foreign earnings. Maria right. That could unleash maria lower taxes, Corporate Taxes as well as taking taxes overseas, that will change behavior on the part of ceos, they will bring money back overseas, they will invest in the business more because of lower taxes. Theres no question. Investments in the u. S. Have multiple barriers to make sense versus putting them overseas. Thats bad for american workers. Maria great point. I want to ask you about your own invest rent. Lily saw Strong Revenue due to diabetes drug and this is allcash transaction enhancing your existing portfolio in the way of migraine headaches, et cetera, tell me where the growth comes from, i know that youre in new york meeting with investors this week . Thats right. We are coming after very important drugs and now we are entering a new growth period really based on the productivity of pipeline and complemented by some acquisitions like elusive, they are in phase three. It could launch in 19. Innovation productivity has improved dramatically. We have launched 7 drugs in the 13 years and we are in a very exciting time for innovation and we project that had we will grow the top line between 5 between now and 2020 and expand margins along the way. A new time for the ceo to step in. Maria you also have an animal business that has been talked about in terms of a growth vehicle as well. When you look out over the next five years, you talk about the 13 drugs, thats the pipeline that you talked about looking to drive growth. Thats right, we launched seven, 13 more to go. They are in phase three, of course, all of them may work but 13 out of a rich pipeline we have. Really innovation in the golden era right now. Lili has been able to harness that. We need a market to change into like changes to healthcare market, adopting more competitive numbers and governmentregulated system is something that we are stand for as well. Maria do you need to do an acquisition in terms of scale . No, diabetes, oncology, immunology and alzheimers, we have worldclass scientists in all those areas. 20billiondollar in revenue but we have opportunities to grow and investors are excited about that profile. Maria david, we will be watching your take and what you lead this company into growth, congratulations. Eli lili ceo. We will be right back. Stay with us maria welcome back, ntsb traveling to mississippi this morning to investigate a Freight Train accident after it struck a charter bus. Maria welcome back the Trump Administration rolled out plan for obamacare replacement making tax reform the next priority. Treasury secretary Steven Mnuchin told me thathe president is looking for a reciprocal tax. Watch. The idea of calling a reciprocal tax which is basically saying we want to create a level Playing Field so that other countries treat us the way we are treating them. We are not going to get into trade wars but what we are going to do is the president believes in free trade but he believes in fair trade. Maria joiningous right now ceo of mitsubishi, paul browning. Whats your take of what youre hearing out of this administration as it relates to trade and taxes . Well, you know, our interest is making sure that the administration and folks on capitol hill understand that we feel like the people in the United States feel like we are doing and those projects themselves create further jobs. As a matter of fact, our factory in savannah, georgia, 20 of folks are u. S. Veterans, we are exporting from our factory in the United States to other places in the americas including most recently mexico. So, you know, we feel like our story is really strong and what we are talking to folks about is as you put tax policy, lets make sure you dont put in tax policy that creates a disincentive to do the kind of things that our companies has done. Maria sure, you met with senator marco rubio yesterday to talk about this. Can you give us any details about that meeting and reaction to this socalled reciprocal tax they are talking about . One of the reasons i met with senator rubio is out of the 2,000 folks that we hired in the United States, about a 1,000 of them are in the state of florida and that includes my job as well. Senator rubio has been a big supporter over the years and i basically told him the story i told you. Its early days on ts thing, we are figuring out how we are going to implement it but gave me the strong message that certainly the u. S. Government wants to support Companies Like ours that have made the kind of investment in the u. S. And created great manufacturing jobs in the United States. Dagen paul is Dagen Mcdowell, you look at washington and wait for washington to act on a whole host of policies, does that put your businessmaking decisions on hold at all even in the smallest way . Well, you know, i would say we are a very long, you know, longterm business and, in fact, most japanese businesses, i think, they are real longterm thinkers, our focus to make sure whats the longterm implication of any changes that happen n. The short term, we are going to continue to do our thing and create jobs in the United States and we are going to continue to export products from the United States from the United States to other countries and thats our focus right now. Paul, how are you finding an educated workforce, are you having to train the bulk of your hireees are are you finding that our Education System is able to produce a workforce that can come in and help you grow your business . Thats a great question. You know, i mentioned earlier that 20 of our folks in our factory in savannah, georgia are u. S. Veterans and one of the reasons we recruit u. S. Veterans is they have the right mix of skills and experience. Maria First Release of wicklas under President Trump, whats your reaction . The reaction is we have a longterm problem not being able to secure our classified information and you have Sergeant Manning and snowden and now this and we are theres no secrets anymore. As far as whats in there, it might cause as much of a problem with the private sector, with Silicon Valley because it demonstrates how we can get into the the agency can get into various kinds of devices that might have been thought impenetrable and mainly problem of information control within the classified part of our government. Maria now the cia has not confirmed or documented on the documents but reports from several Media Outlets say that they appear to be authentic, what kind of damage does this do in the Intelligence Agency in the face of whats been incredible amount of leaks in the last month . Well, i think that people generally assume they engage in this kind of activity. I gist dont know enough about the technology and whats in those documents but if they are authentic i suppose it gives other intelligence agencies inside into how we go about doing things and clues as to how they could improve their capabilities in the same realm, so thats the first order of damage that i can think of just offhand but as deafen nunes said they are investigating this and we will have to wait and sense. Maria i guess i am trying to get a sense of where we are in terms to have intelligence agencies. In the last few days of the Obama Administration i guess there was a major change made and that was the president changed the rules in terms of sharing information saying that it would be okay for the 17 intelligence agencies to share information. Do you think that was part of the fact that now we have all of the leaks . I dont think so. I think this is some very skilled hacker, individual or group of individuals wherever they may be who have accomplished this. Information sharing among the agencies really is more about making sure that everybody, if we are interested in terrorist activity, for example, you to integrate all of the data streams that come from the agencies so we can get the best possible picture of whats going on. Thats what information sharing is about. It doesnt mean that you classify the information so low or exercise such poor discipline that you lose control of it which seems to be whats happened here. Maria what is your view of President Trump saying that he was bugged aat trump tower . Well, i have great confidence in jim clapper, my successor a couple of times removed as National Intelligence. He says it didnt happen. The Law Enforcement people say it didnt happen, so those are the two possible sources of a warrant to wiretap somebody in the country. So i take their word for it. Ive tried to think in my own mind well, what could he possibly be referring to and the one thought that does occur to me, of course, there have been intercepts in the collection oft suggest that various russian individuals have been in touch werin touch with campaign individuals during the last campaign and possibly the president is referring to that but to order wiretap specifically on a president ial candidate by another president of the United States, that just seems beyond beyond the imagination to me. Maria right. And you almost have to really read through the lines and parse words because what the Obama Administration says they did not order it. They did not say it didnt happen, just that they did not order it which is why many people say, well, you know, a president doesnt order a wiretap anyway. Well, i think there may be a reference there as i said to foreign intelligence collection and the object of the collection was not the american individual but the foreigners and then incidcently they pick up discussions that could have been related to the campaign. Of course, all that is under investigation now. Maria i guess the bigger point is it seems like the intelligence agencies in some way are undermining this president with the leaks and sort of pushback on some of the things that he has said. How damaging or dangerous is that . Right, well, in my experience is its never that easy to determine the source of a leak. So i cant for the life of me tell you where necessarily this information is coming from but it does disturb me a great deal for two reasons. First, its very disturbing as a government professional to watch classified information just be about the way it has been in the past several years and secondly, the Intelligence Community and the Law Enforcement community are very important resources for our government. They are dedicated government officials who want to do their best to serve the country, the president and the American General interest and this undermines confidence in those institutions and weve got to think hard and work hard, i think, to restore confidence in these important government entities. Maria what do you think, if anything, this administration ould do about it . Well, i think get to the bottom of this stuff. I think maybe not talk about quite as much on all sides, try to instill some real informational discipline and then, i think, show some interest in the well being of all those people who work in these entities, the Intelligence Community has a hundred thousand professionals working around the clock to keep our country safe. Maria okay. Basically when we are talking about it so much and out there in the public we may be inadvertently giving secrets to our friend across the world. And demoralizing our intelligence and Law Enforcement community. Maria great point. We appreciate it. Thank you. Maria we will see you soon. President donald trump tweeted earlier this. I ve tremendous respect for women and the many roles they serve that are vital to the fabric of our society and our economy. On International Womens day, join me in honoring the Critical Role of women here in america and around the world. New report titled getting to equal based on pay gap. The report state that is female College Students could be the first generation to achieve equal pay in professional lifetime if they make strategic choices, joining us right now the ceo. Thanks for having me. Maria i didnt realize the numbers were that bad. A hundred dollars versus 258 for a man. Its really extraordinary and its driven primarily by the number of women who are not in the workforce particularly in developing countries but also in developed countries and so we really see two big drivers, the number of women in the workforce and the number of women who are advancing to the top and as businesses in governments in academic institutions thats what we need to be focused on. And this report says at least three things we can do, career strategy and those factors together could reduce pay gap by 35 . Dagen we have made advancements in terms of pay equality and how aggressive we are with moving up the ladder. In the u. S. The pay gap is lower, 79 cents on the dollar and you see a big divide between all the developed countries and developing countries and in farther thats the level of education and focus, but we still have a lot that we can do. Some of the most surprising work was around the career strategy, when we looked at undergrads women are selecting careers, majors at only 27 about high earning potential. Th are making decisions in college that affect a lifetime in terms of their pay. Julie seems to me that more women are graduating more women than men. Maria and higher education, law school and medical. More women. While thats true, the factors that are driving the pay gap are things like are they working at a Company Versus a large company. Are they working at companies that have flexible benefits. We look at fasttrack women who are reaching managerial roles, 70 are worked on flexed time and pressed weeks. You dont make the choices and as companies we are not providing the benefits, right, academic institutions, if we are not helping women understand the importance of picking the right majors, right, to getting those skills, then we are going to continue to see the gap. Maria just to be clear, a hundred dollars an hour for women versus 258 for men. In the u. S. Is 7 9 cents for women versus a dollar. You visited the white house back in january and you attended discussion of advanced leadership. There you are. Youre in a weird spot but you were at the table with death and canadian Prime Minister trudeau. How does the commander in chiefs policies talk to this . Well actually, the focus on the meeting was really about what are the best practices and so the president and the Prime Minister asked each of us to share what we are doing to help advance women and that goes exactly to the gender pay gap because its not just about having women in the workforce but how do you advance them. This counsels a great example of what we need to do. We need government and companies and institutions working together to make the advancement of women more real. Are there any career that is women are actually outpacing men . Do you think that there ul be. I know in my company we hire women, we have 70 in the workforce. Any career choices in particular that women actually outpace men . This research didnt look at that but what we have seen is that when women make choices around technology, for example, 41 of the women that we looked at were fasttrack actually had skills and what we saw was more about where women are at the same pace as men and thats where theyre doing things in particular around tech. Dagen julie, in technology and industry, women particularly in management roles, everybody points to cheryl, but broadly speaking women are painfully underrepresented in terms of theyre still treated badly in leadership role. You a women in a meeting with a bunch of software engineers, they are like why is marketing chick in the room. Thats something that the companies are trying to work on but still have a long way to go. They actually do. I have a team in north america thats 5050 men and women. We are a technology company. Dagen i wasnt knocking on you. You need to make choices, very deliberate and you need programs that say how are we going to actually make sure that women are advancing and so its achievable. Maria give our audience piece of advice, what do they need to do to get ahead in the competitive situation . First, they need to make sure they understand technology and have Real Technology skills no matter what the career and second, they need to be deliberately choosing companies that are larger, companies that are committed to the advancement of women, that have the ability to have mentors at the companies and that have the kinds of benefits that will allow them to be successful through the course ofheir career, whether they choose to ve children or not. Those are the factors that w see, the fasttrack women, the women that are advancing have in their careers. Maria all right, great advice. Thank you. Thank you. In addition an article from the New York Times on january 19 of this year reads this. American Law Enforcement and intelligence agencies are examining intercepted communications and financial transportation. As part of a broad investigation into possible links between russian officials and associates of president elect donald j trump. If they have their reasons that they want to wiretap President Trump because they believe there is some connection with the russian officials than they can do that. That is a statute that sets up the secret court to which the nsa goes. Notwithstanding anything in the statute. The president of the nine states it may order that Electronic Electronics of aliens of any reason. Upon the filing of the certification of the court for the court records. In one of his daily Intelligence Briefings by nsa people he heard the finally. Two months ago we were surveilling you. The president had ordered us to do so. We think we should tell you that. I will suggest you thats probably how this went down. This actually happened. I will type at the legal effect the authority. It is not an authority the exercise of which needs to be made public. He lied under oath. What he might have been telling the truth last weekend on one of the other Network Sunday shows when he said none of this was due to a pfizer warrant. The present doesnt need a pfizer warrant. They may have known that the nsas. We know hes working overtime against donald trump. Dont we think its possible that this intelligence couldve been a derived from any other Foreign Intelligence Service and give it to us. With the whole conspiracy theory. He didnt order it. But within your theory if you didnt order it then your theory is not valid. They intercept calls between the trumpeting and donald trump himself was somebody from russia or some ally to russia. What is more probable is the fact that every cell phone in the unit sits in United States and every land line and every keystroke on every one of these is already captured by nsa. If donald trump were to say i want a transcript of every conversation i ever had with paul in the last few years. He would get it. Because that digital data necessary to generate the transcript is already processed by the nsa. They had 247365 continuous access to the Mainframe Computers of every telephone and Computer Service provider in the country. And it requires those providers to let the nsa in there. And the reason that there is suspicion around the Obama Administration in part by republicans or people on the right is that in the final days of the Obama Administration the National Security agency got greater power and sharing its information with the 16 other intelligence agencies before applying privately privacy. It was very odd change in regulations but before you jump in and out think this is a republican or democrat issue at all. I think its a Big Government lets spy on everybody else mentality is started under george w. Bush and perfected under barack obama. The last thing in the world the Intelligence Community wants is a congressional investigation of what they do. When the public realizes that the government watches and listens to everything even when they think their iphones are off. Jim, coming couldve gone there. If they gave him what was in there they would be acknowledging that they have whats there. He didnt want to open that. President trump made an allegation President Trump made a very serious allegation. If he is correct is probably the biggest scandal since watergate if not earlier. A huge number of human beings are investigated a phantom that doesnt exist. Its not incumbent on you to say what i didnt do it thats what an allegation is. Having made this allegation now needs to neither he or anyone else is doing that. He comes out and says refuted this. Dont admit it. I think the reason he says that is because he wants us conversation to go away. They dont want the world to know how they wiretap everybody. The fbi goes to Federal District judges and get search warrants based on probable cause because only the fruits of those produced evidence that admissible in court. They can inform the decisions of the president. The thought the job of the fbi. If they were attacked to gather criminal evidence or the people about the talking. It might be mixing apples and oranges to say fbi and pfizer. The one yesterday to announce an open hearing into all of these russia allegations. Very latest developments up this morning, a legal challenge for President Trump why hawaii is filing lawsuit over revised executive order on he immigration coming up President Trump infrastructure plan not just for builders automakers could benefit one of fords trucks later this hour, and so much for that boycott ivanka trump product line sales soar, checking that we will show you some of the items that are seeing the biggest this mni, on the heels o many pushing back, markets this morning, are turning positive, take a look futures indicating a fractionally better opening for the broader averages we are waiting on adp out less than 15 minutes first look at labor market ahead of government jobs report on friday expectations call for gain 190,000 look at this market here, we were negative early now, major averages turned positive by fractionally fractional movers muted action i add of the European Central Bank Decision sitting on cash ahead of ecb whether we see stimulus out of europe or not in asia overnight, mixed podges shanghai composite, only, after a record reported surprise trade deficit china reporting surprise trade defendant not record, International Womens day a sculpture of a girl facing off against the iconic bull put there overnight we will tell you about that on wall street all those coming up joining me to talk all about it Fox Business Network Dagen Mcdowell former nfl star group ceo jack brewer, julie, great show. I love that at a statute. To a. Adorable. It is great, it was well done, we will talk about it. Who put it up there do you know. Were going to tell you about that. Behind the statute, and we are going to bring it to you coming up joining the conversation ohio senator rob portman this morning california congressman Eric Swalwell here, on International Womens day first backlash over republican Health Care Plan already brewing on cap a Hill Blake Burman live at white house with the very latest. Good morning to you. Reporter good morning to you pitch most certainly under way in washington, d. C. , with Republican Leadership trying to target members from within their own party. Yesterday, the House Speaker paul ryan guaranteed when said and done he will have the votes to get this Health Care Plan passed, while here at the white house, President Trump tried to frame this as a near 180 from obamacare. This will be a plan where you can choose your doctor, this will be a plan where you can choose your plan. And you know wt the an is this is the plan. And were going to have a tremdous i think we are going off to a tremendous success. Reporter the problem at the moment for Republican Leadership rests with conservative House Freedom caucus among many issues they have taken so far include refundable tax credits take listen to congressman, what he told neil cavuto yesterday, on the state of affairs as it stands on the moment, for the american Health Care Act, listen. That would be defeated in the house let alone worrying about two or three republicans might in senate this is. Dead on arrival. Right. Dead on arrival he says there maria also appear to be several cautious members republicans within the senate, it is not like they are going to get help from democrats any time soon nancy pelosi said this plan would quote make america sick again. Maria. Maria a blake thank you very much so much blake burman latest there bring in ohio senator money Senate Finance Homeland Security committees rob portman thanks so much for joining outstanding. Thanks for you having me. Reaction to revised bill. I think it is improvement in one area very important to ohio we have and thenned medicaid in ohio incomparably important with object yes, i did epidemic heroin half money medicaid for Mental Health Substance Abuse very concerned about first draft as you know a a number of us were second draft better during the transition period between now and 2020, it does provide for people to stay on that soond medicaid critical for ohio states that expanded so he will concerns we dont know numbers we dont have a congressional budget office, analysis of it, so we dont know how much it costs we dont know how many people are covered, still information out there to be gathered. Maria well, one thing that i think we all love about america is the fact that we can debate things, and, you know, go backandforth and have a real smart debate about what policies should look like. Of the but, at the same time, senator, your team has aut what 18 months until the next major election are you going to be able to get everybody onboard and unify to create pass legislation . Within the next year . I hope within next couple months, you know, i was one thought we are moving too fast at first tend of january this is complicated stuff as we all learned, and as i said from the outset with this debate look it is it is a system that is incredibly complex but not working now status quo is not acceptable if you look at Affordable Care act, around the country you have a 25 increase, in if premiums, yeartoyear, for the exchanges in ohio higher than that at times to up 91 increase overall the last five years, so that is not acceptable for small of businesses it has been 82 , you and yet people have not been able to keep their own doctor and their own plan, this is you know countered all promises including a promise less expensive it is more expensive, 4600 bucks per family the Current System not working not working with people i represent we need to i can say if it do it carefully, because, this affects lives is where fundamental ways again, one might have focuses has been in ohio, we had expanded medicaid that is critical to covering people otherwise not Getting Health Care would go to emergency room, or not Getting Health Care coverage, at all, so this is this is something got to be done right i think will be i hope done next he couple months. I guess what i am asking do you feel all members understand, you have a window, to be unified pass legislation, you are not always going to get everything you want, you know, i know that some of your colleagues are still pushing back, it is time for gop to get to get together, right . Of course. Riding on this repeal and replace if this doesnt go as he planned tax reform is backed up other things backed up next thing in 2018 elections. Of the. It would be better to move on on tax reform this year as well again i think it is very possible, as you know im very in view off evolved that hope we fix broken tax code as well we got to get rightortant carefully illness not to the cbo score not know what costs are not know who is covered how much the changes will change peoples lives, is obviously something that needs to be done, so it is going to take a while to do that. Of the and we should, take the time to do that. So someone told me recently the house expected to mark up this week, yet not having scores, i cant even do the analysis we have asked state of ohio do their analysis of course i want to know what effect is on my state we got to do it right, and if we get this right, going to improve Peoples Health care outcomes as well as lower the cost of health care critically important right now. I want to ask about tax reform in a minute from business earlier i spoke with ceo president of eli lilly asked him what was most important to him when it could emphasis to Health Care Reform watch this. Of course, we are all for rolling back taxes on innovation, that is certainly one of the principles we like to see Health Care System that rewarding innovation that encourages people not doufrjz diskourjz from newest medications in Affordable Care act medicines very expensive for poorest citizens. What about that do you think this new bill, he levels the Playing Field, in terms of innovation . Yeah, it helps with regard to what he itself talking about because there is you know are a repeal of 19 taxes including taxes on what their doing in terms of research, also, taxes, on other aspects of innovation Health Care System so that is part of the he Affordable Care act repeal is to say okay, these taxes that ultimately get paid by all of us, and increase the costs as you said of what were receiving whether Health Care Services or whether you pharmaceuticals, that is out so that is part of the repeal part of this, and then the question is, what do you replace it with, you know where to you get funding to have adequate replacement to sure people getting coverage need it badly, who want to have coverage we dont want folks going to emergency room for health care we dont want people not to have a primary doctor they can help on prevention and wellness, so that is the challenge here, but no i thi he is right i think you know, he will therefore be happy with some of the changes that are coming with the Affordable Care act repeal. You are also working on tax reform package, how important is it to you to raise revenue while cutting taxes . I refer to the borderadjustment tax or reciprocal tax some tax that your colleagues are talking about to raise one trillion dollars over a 10year period. Well, you and i talked about this a lot in the past in fact a decade, well we have been going backandforth on how do we get the tax rate down so top losing jobs vote. Overseas to me that is critical, it is critical we bring back the money from overseas, as you know there is probably 2 1 2 trillion dollars that is locked out overseas that can come back if you have not just a little rate but different kind of International Tax system call it territorial that could be a boon to the economy think about that funding coming banning investing in jobs and plant and equipment. And rartdz to the rate we now have highest business rate as you know in entire industrialized World Driving jobs overseas individual side incredibly complex an opportunity to simplify the code, and to give the economy shot in the arm every economist looks at this says it is pretty easy to figure out a way to take that tax code, make it more efficient for our economy therefore to give the economy boost i think that is critical element right now there is different plans to do that, the key is lets not losses sight of the about ovb progrowth simpler tax code giving opportunity increased wages significant part of the taxi he reform plan that we are working on is all Analysis Shows actually going to hope in terms of one big problem right now in our economy, which is flat wages. So the bottom line you would endorse cutting taxes without being forced to raise revenue doing so well i think we can do both in the sense that if you have a dynamic score of a good progrowth tax reform policy going to show more revenue going to keem many from growth i think that is given our climate partner climate figure out a way to come together as country 20 trembling in debt, 28 trillion 10 years we have to worry employ deficit there is so much potential to improve a broken system the opportunity to put something together the increase Economic Activity to that you are going to get revenue so we need a good socalled dynamic score a macroeconomic score takes into account what the effects going to be on tax code on economy peoples behavior i think that is fair. Maria quick, senator, looks like hawaii pushing back filing a lawsuit against the president s travel executive order. What is your take . I havent seen objections, i objected to the first travel ban as you know it was not it was not vetted the not vetted i think that is clear they have resoluted a lot of issues permanent residents no longer covered time to complete attractively makes sense to me and focusing on you know, the fact that we needed to improve vetting. Had this ban be a temporary ban improve vetting then get back to the to the regular order where we have a better system safer among Homeland Security committee no question we can do a better job vetting individuals into our country this is an improvement from the last one. Maria we will leave it there good to have you on Program Thanks so much. Thanks always good to be on. And to you senator rob portman there, adp number next. Opportunities arent always obvious. Sometimes they just drop in. Cme group can help you navigate risks and capture opportunities. We enable you to reach Global Markets and drive forward with broader possibilities. Bret baier february adp private pay patrols up 2989,000 expectations a a gunch 190,000, this is a much better number than anybody was expecting, the markets are reacting they are higher right now we will see if this continues, jack brewer here what do you think about this report much better. What is going on since election compani very confident increasing the number of employees across the board i havent been able to look at deep as would i like to, but this is a great reflection and i think you are going to see as you jump up in the markets, hopefully, this can help overcome pullback everything with cia all other leaks Everything Else going on, around the economy, i think this kind of quiets that down a little bit hopefully Trump Administration finds momentum. Have dagen it is true when adp number says something typically jobs number follows suit big number that will probably move markets friday. Dagen i worshiped if estimates go up for friday jobs report the start of the week was 190,000 jobs created, that would be a decline from january, of 227,000, with Unemployment Rate ticking down 4. 7 , i watched for friday i really want to see that Labor Participation rate keep going up we talked about that the other day, people if they feel optimistic they will go out there and start looking for work. Maria yeah jooib maybe get absorbed if you will by the employers throughout hiring also, of course, wages, a wedges. Maria stagnant but they did creep up last month remember that last jobs report. Dagen we are expecting a pretty good jump for appreciative month in february 3 10 of 1 wanings only up 1 10 of a percent in january pickup there as well. I think as you said very critical, because, this is it this is ball of wax in terms of administration, rightly so i think on job creation, so this trend continues, in if good shape literally one metric people judge him not just jobs good paying remember the complaint last 8 years jobs werent great jobs. Maria parttime jobs. Curious to see what jobs sectors what they are paying as you appointing out regions are not keeping up with job creation. Maria well, we got strengthen in services, certainly that has been where a lot of job creation has been that is continuing, construction is one area that we are seeing job citation, the february jobs report friday morning breaking down everything y need to know 8 00 a. These leaks include redacted notes throughout America Europe United States how a devastating. Not too much into leaked documents any leak like this certainly threatens National Security what i am waiting to hear is our president condemn the leaks, he told us throughout the campaign that he loves wikileaks as they were helping the russian government as they were helping donald trump during the campaign. So he had time over the weekend to tweet about the apprentice now i think a lot of us are wondering when is he going to tweet or speak publicly to condemn what justified happened this wafth past weekend. Maria i think very concerned about leeaks said that. Not about these. Not wikileaks but was verips about leaks within Intelligence Agency are intelligence agencies energy this president. No, i think any leak should be investigated, i on our committee that is part of our deviation into the russian interference it is what russia did during election whether any u. S. Persons were involved, also investigating some leaks that have come out recently that is important, to trace down, but i think it is telling, that the president so far, has not come out said a single word about what wikileaks has he allegedly done. Let me ask you this, as part of russia investigation are you investigating whether or not the president was wiretapped and bugged during the election . It is a wreckless claim from the president , but certainly, he invited us to have an investigation into that i think it is important for the American People that we clear this claim up. I would actually wish we could see director comey get his wish was reported that he would like doj to clear this up but this is effort by president to deceive and deflect nothing more than that so far back up o he why a wreckless claim . We all know if there were reasons to wiretap someone on his team, because of relationships with russia, they could have done that very easily and in process captured Donald Trumps conversations as well why wreckless. Not done very easily when Something Like that occurs, it requires the department of justice working with fbi to have a federal judge sign off on that what he is actually doing he is eroding americas confidence, in our fisa courts our fisa courts to get these types of permissions to we can do what we need to do to take down terrorists across the globo globe he is energy fisa court that is reckless. Did the Obama Administration undermine more because it expanded the power of the nasa to Share Communications with governments 16 temptation agencies in final days of his presidency, that means many more officials can search through raw data, could this be by design to make Trump Administration look like it does not have control over Government Agencies . Did the president president obama, undermine the Trump Administration by doing that . Have i think that is a stretch, president obama was very measured reserved, during the transition he went out of his way, to try and make, donald trump as successful as possible as he took over the reins of government what does he get in return . He gets how does successful by allowing all agency to share information . How did that make the president more successful . Well if you remember after september 11, the biggest problem was that the agencies around the sharing enough information there was stove piping, a belief among many officials bh we share more know we are able to protect more. Congressman, do you your committee can investigate russian hacking independently or do we need 9 11 Style Commission to get to bottom. I have written calling for 9 11 Style Commission with Elijah Cummings every Democrat Sports it one republican jones are onboard i word with cochair lee hilton to write the bill i think we need to ins, how so vulnerable when u. S. Persons were involved make recommendations so it never happens again too politicized in congress the best way to depoliticize size to take it outside of congress. The subcommittee that you are on is part of a checks and balances to make sure that the cia is run properly after Julian Assange after Edward Snowden given leaks out of cia why such a leaky ship . Why has your subcommittee been on this. Edward he snowden from nasty, and this one we certainly need to run down to see, whether this is a hack, or a leak. You know right now it is only alleged that it was a leak, but certainly we know the capabilities of the you russian government adversaries it could have been a hack that should be part of our investigation. Congressman the russians hacked into election institutions the president casting douth i want to clarify do you as member of Intelligence Committee have any doubt s whatsoever russians are responsible nor. Not a shadow of a doubt. For what President Trump winning election resistible support what. Would i think hacking. Are you saying donald trump would not be the president today . Russia, russia ordered these attacks it wasnt just hacking it was social media trolls it was fake news dissell nation russia today broadcasting propaganda through down Hillary Clintons credibility and lifting up donald trump, there were no vote tallies. How do they lift up donald trump he had so many negatives from tapes stuff that he said kept getting in front of hills could it is actually be that more americans want donald trump to win over Hillary Clinton . I mean, this whole idea of russia hacking the election is an attempt to delegitimacy. Do you admit won fair and square. No vote tallies were changed he was he ashifted. Where is your evidence. If you have two horses in a race an outsiders tripping up one of the horses, you are helping the other horse win. It wasnt her doing by having a private server in her basement basically very casual, not professional with National Secrets you dont think that had anything to do with Hillary Clintons loss. Russia assisted through hacking of documents fake news propaganda no vote tallies changed i think we need to be clear about this that has not come out yet i dont believe it had will. What about Hillary Clintons relationship with the russians has she sold 20 u. S. Uranium do you think that weighed on minds . Do you think the way she biographied not giving any interviews by not doing the debates on days people were watching do you think hush trustworthiness is part of the reason she lost . This attempt to deledge it myself. It is to any down efforts to try and medal in our election. You have not told me how, what is the evidence that they heed me it would seem to me our there exwhere is. It read public report the intelligence agencies put forward, that they used social media trolls used russia today Broadcasting Company that they hacked democratic documents through wikileaks, 2. 0 put them out there to tear down hill him, and lift up donald trump. Rnc was also they attempted to hack the rnc as well didnt penetrate how much responsibility should Hillary Clinton hold for treating National Secrets the way she did did that make dnc more vulnerable. This is looking at another country, interfering in our elections, we . We dont know that for fact asking for facts about why donald trump said that president Obama Wiretapped him yet not asking for facts, about this whole russian narrative the a democrats have been riding for months we dont know what the evidence is. Look, the evidence comes from the fbi c, and nsa if you dont believe officials. I dont have evidence not that i dont believe it congressman i havent seen evidence can you provide that. It is actually on our web site, it is public report that was put out it is. Not on web site. That is not true, congressman. Have the visit our web site. I have. Congressman has the Clinton Foundation i need to understand this, because if you look back, each who voted for donald trump or voted for Hillary Clinton you. You there were allegations of russia meddling during time of election things have come out truth has been told, and from what i understand, now the Clinton Foundation is no longer, functioning. I cant speak to that. Why no longer functioning . My focus is that if we do nothing, this is open season for future elections because there are other adversaries have capabilities that russia has republicans, should not be so short sited to think this cannot happen to temperature this is a time to band together i was intern in this town on day september 11 happened i remember watching republicans and a Democrats Join hands on capital steps. We need to do that say never tolerate foreign interference. Are you saying Trump Administration met with officials in russia to try to come up with some plan to win the American Election that what you are proposing . No, what i am proposing is that right now there are prior existing business political and personal ties between people in Donald Trumps orbit and russia what we need to find out what about nancy pelosi and russians what about senator schumer we have seen the pictures secret meetings they had over years, why with narrative about russia think everybody is going to get onboard . People are not onboard congressman we he want evidence you are referring to Public Meetings that no one that the press was invited to what i am talking about is absence russia was attacking us, people were meeting with. Attacking us how congressman . How drishd attack us . Through interference campaign, and if Jeff Sessions had nothing to hide why apply twice if mike flynn had nothing to hide why apply of guilty you are relitigating past election i want to focus on future elections. As after a dvt blood clot, ital i sure had a lot to think about. What about the people i care about . Including this little girl. And what if this happened again . I was given warfarin in the hospital, but wondered, was this the best treatment for me . So i asked my doctor. And he recommended eliquis. Eliquis treats dvt and pe blood clots and reduces the risk of them happening again. Yes, eliquis treats dvt and pe blood clots. Eliquis also had significantly less major bleeding than the standard treatment. Both made me turn around my thinking. Dont stop eliquis unless your doctor tells you to. Eliquis can cause serious and in rare cases fatal bleeding. Dont take eliquis if you have an artificial heart valve or abnormal bleeding. If you had a spinal injection while on eliquis call your doctor right away if you have tingling, numbness, or muscle weakness. While taking eliquis, you may bruise more easily. And it may take longer than usual for bleeding to stop. Seek immediate medical care for sudden signs of bleeding, like unusual bruising. Eliquis may increase your bleeding risk if you take certain medicines. Tell your doctor about all planned medical or dental procedures. Eliquis treats dvt and pe blood clots. Plus had less major bleeding. Both made eliquis the right treatment for me. Ask your doctor if switching to eliquis is right for you.
