The question is do we return those people first through mexico or do we send them back to their country of origin, thats obviously a sticking point. Maria thats a big deal. Mari i dont tnk he gets the votes for the border adjustment tax, maybe its called something end and being there are several senators who said im not going to vote it. Its dead upon arrival. Itll be problematic for leadership. They are going to have to come up with alternative. They like to find ways to pay for make sure they have the revenue they need but obviously its not going to be enough to cut programs and discretionary spending, they are going to need to figure out the way they can come up to a compromise. The changes that they make, the question is will it be material enough to be able to say honestly this repeal and replace obamacare and some of the technicalities are important. Maria repealing obamacare is a giant tax cut in and of itself. The core of obamacare, what you dont know shifting poor people, people of lower incomes to medicaid, the republicans want to block financing of that to the states where thats going to be a question to call it repeal and they are going to do other things like they are going to subsidize for tax credit and buy insurance across borders and keep some of the more popular features of obamacare. Theyll be changes and material enough to say they repealed obamacare. Jon those people who signed up for medicaid which is the vast majority of additional enrollees who are getting all of this health care, they dont lose that in this new reform, they stay on medicaid; is that right . They will stayen medicaid but the states will given more flexibility to design programs that are more innovative or resulting in improvement in terms of cost or quality, we will see. The states will become laboratories of health reform. Jon do you think they can do that without kicking off of these people . They better. One of the keys to having selfpitch is to get rid of some of really tough mandate that is are so unpopular but one of the mandates thats popular is on preexisting conditions, people want to make sure those folks are protected under republican plan, we heard from the president , we heard from paul ryan, we are going to protect those people, the question is how, how would you propose doing that in. Keep the law as it is but one thing they do have to fix, you cant allow people to say, im not going to sign up for whatever the new program is until i get sick. You have to sign up ahead of time so you can have soundness ound projeing the risk pool ahead of time. I know that sounds wonky but its an important point. Maria let me ask you about the idea of timing, you have obamacare and tax reform which Steven Mnuchin told us yesterday he likes to get tax reform by august, does this sound viable to you . Its optimistic, you look at congress and all of aspirations tend to slide. Theyll probably be some delay. If they get it done by the end of the calendar year, that will be success. If you get progrowth more simplified, proinvestment, tax reform, that will boost gdp. Jon how is it important to get it done quickly, a lot of president s get all their work den in the first hundred days, the longer this goes on, does that redice the odds of them . It wont get done in the first hundred days f republicans and conservatives have been running around for the country saying this is one of the holey grail of the conservative movement f they dont get tax reform, theres going to be hell to pay. The democrats are trying to figure out the direction of their party, one of the men in the lead to possibly be the chairman of the party is a fellow Minnesota Keith Ellison what are your thoughts on that case and awhat that might say on the direction of the party . Congressman ellison represents democrat party, more extreme, particularly what you consider to be, you know, people who are nonliberal and he really is on the far end. Hes even further left than Bernie Sanders, so he is way out there and i think it would actually be helpful to republicans to have him elected in the dnc because hes going to make the party look more extreme. Maria fascinating actually because they lost so much in november, not just the executive office but senate seats and house seats and yet they are not listening to the people, they are going all the way left. They are doubling down or tripling down on the base. The policemen is they didnt appeal to Middle America particularly workingclass or the forgotten people. Well notwithstanding that, we are going to go further to the left, you know, outside of the left post of bernie nders, i ink thats a recipe for failure. Jon can we come back to tax reform for a second . We have a house plan that senators are shooting at particularly with this border add justment that we have been talking about. How does do you think a compromise takes place in the environment where the white house said what it wants, the house has and the senate is kind of somewhere on the fence . The house could pass almost anything they want. You raised an important point earlier, if you dont do adjustment tax, it opens up a trillion dollar hole in the budget. If youre not going to do that, you have to look around, if you dont like border adjustment tax, what other Revenue Sources do you like and thats to be determined. Jon or you scale back the ambitions. Border adjustment tax is not getting traction. Jon where do you think its going . Its not clear. Maria h military spending, he wants to cut taxes, this stuff costs money. You have 20 trillion in debt. Theres real pushback to come out with a plan to cut taxes without raising revenue. It is going to be important for the senate to answer this very question but i just dont think they are prepared to do it, well, we will get rid of other exemptions, credit and exemptions in the tax code, thats great directionally but hard jon what are the really Big Questions in this debate is how fast can the economy grow, if they can project credibly a 3 growth rate, it becomes a lot easier to achieve all of this stuff but most economists that i talk to, federal reserve, Congressional Budget Office say 3 growth is very hard when all the baby boomers you cant get back to 3 growth rate a lot of stuff begins to falter, we have to. We cant back off the goal of 3 . Maria real quick on immigration order, we are going to get another executive order from the president today, do you think this passes muster with the courts or do you think its much different . It should. Hopefully they have learned their lesson and had more time and as much as blowback and feedback, if they cant design a new sustainable order, they should get new lawyers. Doug, you seem hopeful and you seem realistic on moving forward on tax reform. You have seen the fight on border adjustment tax. How do you think its going to play out . I think the border adjustment is very poorly understood. The key here is number one its not complicated. Way this works you sit down and do your taxes, okay, any transaction that cross it is border im getting rid of. Let me finish. If i have revenues in germany i dont tax them. Thats a very simple system. But what it really does is those transactions across borders, the ones you sell ip in ireland and bring the profits back to tbaib in the system, they dont work anymore. They are gone. The border adjustment is something that divide it is business community, is contentious, raises a trillion dollars, you get rid of it, you need another way to protect taxpayers and be contentious and raise nothing. Maria i want to follow up on that. [laughter] maria i want to tell you on what some Auto Companies are thinking about right now. This is what treasury Steven Mnuchin said yesterday on moving the needle on Economic Growth. 2017, we are going to have limited impact on our policies in 2017. But what i will tell you and you see this in the markets, the markets are up very strong since trump has become president and you can see both the dollar and the stock market and i think this is a huge vote of confidence in the trump economic plan and we have a great team, we are very focused on Economic Growth. As ive talked about before, we are committed to getting 3 sustained Economic Growth and we think we can do that. Maria and you think they could do it as well, you say that this border adjustment tax is not complicated. How about an auto company who says that theyve got components, parts that go in an auto, in a vehicle that have to cross the border seven times in some ces . They have to go across the border for one thing because they are going into a truck, for example, where the seat is manufactured and then that seat being manufactured goes over the border again to go somewhere else and once more to put it together on the assembly line. If it was done at the border and john was standing at the Canadian Border collecting when it comes in and handing back out that would be a nightmare, but you have contracts for all of these things and you have records for all of these things and we have computers and at the end of the year, okay, seven, doesnt matter. Those guys dont matter. What are our transactions with domestic partners, thats whats going to be tax base and thats whats going to get taxed. Maria thats what you think is going to happen, some kind of a tax . I think its a very sensible starting point for the discussion, progrowth and maria raises revenue. Thats the key. The discussion is calling border adjustment. The forest is investing in the griets, have a single low tax rate of 20 , we have one tax and we have a place where Everyone Wants to be. Secretary mnuchin says hes laying aggressive panel for tax reform. You know congress, can they get it done by august . They can.
